agenda be approved as presented except for item 13.1. Student discipline should be listed separately as cases A through A through J. [snorts] Um >> there a motion >> actually a through K. >> A through K. >> Um instead of being grouped >> so moved. >> Second. >> We have a motion. We have a second. All those in favor say I. post. Same sign. The eyes have it. All right. Thank you. Student staff recognition. The IHSVCA All State Boenberg and Romeville High School. Come on up. >> Hi. Good evening, President Quigley, members of the board, senior administration, Superintendent Wood, and community members. My name is Nicole Gizio. I'm assistant principal at Romeville High School. And this evening, I am pleased to introduce our RHS dean and head football coach, Justin Trevado. >> Hi, good evening everybody.
Uh, it's an honor to be here tonight to celebrate our quarterback, Richard Connley. Uh, he was honored this year to be named a class 6A all-state player by the Illinois High School Football Coaches Association. Richard's been our starting quarterback for the last three years. uh and his impact on our team in the field on the sideline school has been undeniable. Uh he's earned SPC's player of the year for the last two years in a row. Uh he's now the all-time leading passer in Romeville High School history. Uh on the season he had over 2,000 yards of total offense, accounted for 19 total touchdowns. Uh more than stats, his leadership has been key in rebuilding our football program. Uh, you know, we had a few years, you know, after CO where we struggled and Richard's got
us back in a place where we're now competing to get back in the playoffs. Uh, he consistently challenged himself in the classroom, taking advanced courses, maintaining a 3.0 GPA. Uh, he's an outstanding young man, true role model, and, uh, he'll be continuing his career, his football career and education at the next level. We're just trying to figure out where. Um, I want to thank my coaching staff, uh, and the administration of our building for their support of myself and Richard. I want to thank Richard and his family for a commitment he made to our program four years ago. I want to I am a better coach because of him. Finally, I want to thank the school board for your support of our program, which gives me and our coaching staff the opportunity to work with
guys like Richard. Uh please join me in congratulating Richard Connley on this monumental and well-deserved achievement. [applause] Okay. I also have the pleasure of introducing our RHS dean and assistant flag football coach, Amy Ligmanowski. Um, she's here to recognize our girls for their all state championship accomplishments. Good evening and thank you for allowing me the opportunity to speak tonight as we gather to recognize two remarkable student athletes from Romeoville High School. It is truly a privilege to highlight their accomplishments, leadership, and dedication to a growing and competitive sport. Both of these athletes have earned a place on the Chicago Bears IHSA all-state team for girls flag football, one of the highest honors in the state and a testament to their hard work, perseverance, and commitment to excellence. This recognition not only reflects their individual talent,
but also the strength of our program, the support of their teammates and coaches, and the pride they bring to our school community. We are incredibly proud of these two individuals before you and it is my honor to introduce and celebrate their achievements with you this evening. Milan Cadet is a junior at Romeoville High School and has distinguished herself as one of the most accomplished athletes in our program's history. In both the 2024 and 2025 flag football seasons, she was named to the all-state team as a receiver, a remarkable achievement that reflects her elite talent, consistency, and work ethic. Milana is the definition of a competitor. Every practice, every rep, every game, she approaches with a humble yet hungry spirit. She does not seek the spotlight. Yet, her performance makes it impossible for her not to
stand out. Her statistics alone set her apart from every other athlete in our area. For the 2025 season, she averaged 150.2 yards per game and scored 43 touchdowns. Overall, Milan collected 30,04 yards and was ranked the number one receiver in the state of Illinois and ranked second in the nation. But numbers alone tell only part of the story. As one of our team captains, Milan helped lead the Spartans to back-to-back regional championship games, guiding her teammates with poise, encouragement, and an unwavering standard of excellence. Her athleticism regularly leaves co opposing coaches asking the same question. How does she do it? And how does she do it so consistently? That is the effect Milan has. She elevates everyone around her. Yet, what truly sets Milan apart is that her excellence extends far beyond athletics. Off the
field, she maintains a 3.77 gradepoint average while tackling a rigorous schedule of AP course coursework. She challenges herself academically with the same intensity and focus she brings to competition. Milan not only meets expectations, she raises them, showing her peers what it truly means to be a student athlete. She embodies discipline, commitment, balance, and integrity. Milan Cadet is more than a standout athlete. She is a leader, a scholar, and a role model. She has become a key difference maker for our Spartan community, and her contributions will undoubtedly leave a lasting legacy at Romeoville High School. Our other student athlete I have the privilege to present to you today is Jenna Jaris, our senior quarterback for her outstanding accomplishment of being selected to the allstate team for girls flag football. This honor represents the highest level of
recognition in our sport and Jenna has earned it through unwavering commitment, leadership, and excellence. From the very start of our program, Jenna established herself as a true leader. She was named a captain in both of our seasons, an acknowledgement not just of her talent, but of her work work ethic, character, and the trust her teammates placed in her. As our quarterback, Jenna carried tremendous responsibility. She wasn't just the player touching the ball every snap. She was the heartbeat of our offense, the voice in the huddle, and the calm presence guiding us through every moment of pressure. What many don't see are the countless hours Jenna spent off the field preparing for each opponent, studying film, learning new play schemes, and ensuring she was ready to help her team succeed. Her drive to improve, her willingness
to put in the extra work, and her commitment to excellence all set the standard for our program. On the field, Jenna led our team to back-to-back regional championship games, navigating every challenge with poise and resilience. Jen is ranked fifth in Illinois among quarterbacks, accumulating 4,97 passing yards, throwing 59 touchdowns and only nine interceptions. To go along with her stats, she had the unique ability to remain calm in adversity, to regroup her teammates, and to lead with confidence. Her teammates relied on her, and she always rose to the moment. That trust she built became the foundation of our program's overall success. Off the field, Jenna continues to demonstrate the same level of dedication. She has maintained an impressive 3.66 grade point average over her four years at Romeo High School. Her academic success reflects the same
discipline, focus, and desire to excel that she brings athletics. Jenna is a model student athlete in every sense of the term. Jenna's achievements, leadership, and work ethic have left a lasting impact on our program, and she has set a high bar for future student athletes at Romea High School. It is with great pride that we recognize her tonight. On behalf of Romeo High School's flag football coaching staff, the athletic department, and the entire school community, I want to congratulate both Jenna Jarvis and Milan Cadet on their all-state selection and thank them for their remarkable contributions to our school and the example they set for all who follow. Please join me in celebrating these exceptional leaders of Romeville High School. [applause and cheering] You know, the Bears could use a wide receiver. Just saying. >> Okay.
Hey, good evening members of the school board, members of senior leadership, Valley View community. My name is Patrick Woods. I'm the assistant principal for athletics at Bowling Brook High School. I am here also tonight to help recognize some of our student athletes. Also, congratulations to all of those uh who were recognized tonight. Uh the first coach I'm going to bring up is coach the surf with girls volleyball. I would be remiss if I did not mention a few things about coach to surf. Uh most notably, thank you for all she has done. She's created an amazing culture uh with our girls and also you know between community service performance on the court and academic achievement she oversees it all. Here is Molly to serve [applause] Superintendent Wood President Quigley senior leadership board of education and
community members. Thank you for giving us this time to recognize our student athletes. A special thank you to our principal Dr. Pascavage and athletic director Mr. Woods for their endless support and excitement for all things Raider athletics. I'm lucky to be able to speak about these two young women and be able to speak about the two of them in like terms. Noel and Cat are the epitome of everything that we asked to represent our community as students, athletes, and leaders. Both were named to the IVCA All-State academic team, and both earned the academic excellence award. They're the true definition of student athletes balancing their sport, their personal lives, and their academics with the highest standard. Both sitting at above a 3.8 unweighted and a 4.5 weighted cumulative GPA. This past fall, Bowling Brook volleyball ranked
as high as 18 in the state and finished the season ranked 36 headed into the 2026 season and had the second most winning season in school history, finishing 25 and 10. This does not happen without the commitment and the efforts of our athletes and the two young women standing here tonight are the best of the best. Senior captain Noel Pradie now holds a single season record with 367 kills. The career kill and dig record at BHS with 964 career kills and 663 career digs. She was named to the ABCA uh best and brightest first team, the ABCA all region team, SBC all conference. She was our 2025 SBC Conference MVP. She's a first team IVCA allstater, Illinois Prep Allstate honorable mention, all area, a four-year varsity starter, and our 2025 MVP. Junior Katherine Daniels finished
the season ranked 25 in the state of the Illinois and seven in 4A for assists. She holds a single season assist and block record with 790 assists and 30 blocks. And as a junior, she's holding the career assist record at BHS with 1392 assists in counting heading into her senior year. Katherine was named to the SBC allconerence team IBCA all honorable state all state all honorable mention, Illinois prep all state special mention all area and was our 2025 pride, hustle, and desire recipient. Their accolades and what they have done to build and sustain the reputation for Bowling Brook volleyball is impressive. Who they are and how they carry themselves. What they do for the people around them is much more impressive. They are team first athletes, humble and servant leaders. They volunteer endlessly within the
school and our community and they are innately wired to give back more than they take. They work just as hard in the classroom as they do on the court. They first hold themselves accountable and then they hold their team to that very same standard. They understand the process of being elite athletes and the consistent work and effort that this entails. They are competitors through and through while maintaining the highest respect for opponents, officials, and the sport. They handle themselves with the utmost character and integrity. All of this makes all of what they have accomplished so very impressive. Noel and Cat are two of the best athletes to walk through the doors at Bowling Brook, and I'm grateful to have had the opportunity to coach and continue to learn alongside them. I'm humbled by their poise
and proud beyond measure. Congratulations to Noel Arady for being named to the IVCA Allstate First team. This is her third year as an all-state athlete. And Katherine Daniels for being named to the IVCA All State honorable mention team. [applause] >> Thank you. three years ago, uh, when I started here at Bowling Brook High School, so did coach Pedigrew and I can as head coach and I could say that the difference between our football program three years ago and what it is today is night and day. And there's a phrase that coach used that I'm going to steal from him. uh he always says the work will show and I can assure you there has been a ton of work done and representing what the work is showing are these two athletes behind me. So here's
coach Pedigrew with our football program. [applause] Good afternoon and thank everybody for having us. I would like to give some special thanks uh right away to Dr. Pascavage for his commitment for giving us an opportunity to do what we do best and that's be a part of these kids' lives to make them uh better young men uh pillars of the community and academic weapons. Okay. We like to thank uh Patrick Woods who is countless hours as an athletic director u doesn't get a lot of credit but I I know he puts it in to help give us an opportunity to succeed. Um, I would like to introduce uh Jordan Lkins right here. He's our defensive back and I want to tell you a little bit about him. He first came to me uh we had
a lovehate relationship and it just came to the standpoint of sometimes you wanted to hug him for all the right reasons and sometimes you wanted to hug him a little tighter for all the wrong things he did. But the process that I watched him go through from when we first got him to where he is now is something that is really a joy to me. U because I get I got a chance to watch a young man grow up. A lot of people spend too much time on focusing on being a superstar or the football player. Sometimes you have to take a step back and just watch the maturity of a young man grow. Because at the end of the day, you want these young men to teach what's our next generation that's coming through
the pipeline. And to say I've been honored to watch this, that's the part that I'm ecstatic about. From an athletic standpoint, um Jordan, this is his second time to the podium because he also made all state as track. So from a football standpoint, I'll read off some of his stats just to see how electric he was. Um we had to create a new position for him in football uh from a defensive standpoint because he had made so many uh plays for us. He was so dynamic. We just couldn't have him at linebacker. we couldn't have him at safety. We created a position and he was outstanding. So, um, he had 62 total tackles, 38 solo, 11 tackles for a loss. Uh, four pass breakups, three force fumbles, one sack, two INTs, and one uh, defensive
touchdown. So, uh, the things that he did for us were very instrumental, especially the game against Warren when we couldn't find a way to score offensively. Jordan took it upon himself to get an interception and and he scored for us. So, he took it to the house. Um, and that just shows that at any given time, he was a difference maker in our program. Um he's currently has a division one scholarship to go play for the University of Minnesota. Um and I think they're going to get a gift because this young man is a tireless worker. Um he's committed and he alone with some other key seniors helped recreate the culture of Bowling Brook to be proud of when we walking in the community and just to say we're back. And I'm excited because out
of 22 starters we have 17 returning. Although he's leaving he's leaving a legacy so that the future is bright for us based upon the hard work that he's put in. So to that I say thank you from the bottom of my heart. I look at all these players as my children because I know it takes a village to raise them all and to see them grow and watch them prosper is going to be an exciting journey for me to watch for Jordan Land. Thank you. [applause] To my left is TJ Lewis. He's our a running back at Bowling Brook. And if you've come to some games and you watched how he runs, the passion and the fire that he runs with, this describes him as a person. So to to me, the consistency of him
showing up every day from classroom to community to the football field, he set a standard that a lot of these young men have to live up to. and it made everybody accountable. So, I think accountability is key at an early at a high school age because so many people take things for granted. I think when people saw TJ in the wait room on time, it made some of the guys recommmit to being in the wait room, coming to practice, dressing, everybody being uniform. So, the standards were set because if you do the little things, it gives you a chance. He was also named MVP of the conference that we took first place. Um, first team all conference and I have the pleasure of him returning. So, I'll read off some of his stats. As a
junior, um, Jordan had, I TJ had 227 carries for 1,784 yards rushing, 21 touchdowns. He has six receptions for 81 yards receiving and another touchdown. So, he can catch. Um, again, he did make conference MVP, first team all conference. Some of the scholarship offers that he's received already. Um, these are the big ones. Indiana, University of Wisconsin, Purdue, K State, and he has a host of others. As a junior, um I received numerous phone calls from power fives and power fours um knocking at this young man's door and I'm excited to see what the future holds for us as a football program and what he's going to do at Bowling Brook. So now I want to talk about him as a just a a young a human being. There was a point in which we
had to recommmit and kind of change our identity in the community. EJ came to me and said, "You know what? We need to go doortodoor and we need to start meeting individuals in the community." So, we came up with a fundraiser um just from the standpoint of our players wanted to go and be known outside of the helmet cuz it's easy to see a game and appreciate talent but really don't know it. But it's even sweeter when you go doortodoor and you can visualize and see a face. So, I received an email from a parent um in the community and it was the most heartfelt thing I ever got because it said, "I never came to a football game, but you had a couple young men come up to my door for a fundraiser and
they were the most polite individuals and I didn't even have the donation at the time, but the fact that they came up to me and they were honorable young in and did it the right way. I drove up to the school and made a donation after the fact. So, I replied to the email, "Thank you very much. We always appreciate your support whether you do it or you don't." I said, "Can you just let me know who that individual was?" And it was like a young man by the name of TJ Lewis. So when you start doing stuff like that for Bowling Brook, I know you've bought it and I know it's bigger than the sport itself. So yeah, we're here to celebrate their achievement for all state, but I'm here to celebrate these two
and many more for now changing the culture, which is exciting times at Bowling Brook High School. So TJ Lewis, congratulations and I'm excited to see you next season. >> [applause] >> All right, moving down the agenda. Where did we leave off? Student and staff treasures information report. 031>> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. President Quigley. >> Yes. Moving down the agenda, leazison reports. Any and all from my right and all from my left, please proceed. >> Thank you. Hello. Um board member Pipkin here. Um I had the pleasure of doing some things that were fantastic. One, we did all uh we had the opportunity to go to a conference for the state board um association and it was wonderful. So, I learned a lot and saw a lot, met a lot of people, but also we had um what's called an equity immersion. I really enjoyed the uh that particular day and there were other board members who were able to experience that equity immersion as well. Um um so four of the board members were there. Um there was
a comment about the four that were there, but anyways, it was good. It was good from the equity immersion, which was day one all the way through to the end. And um I was glad about that. The other things that were fun and I wanted to report about were um I had the uh privilege of going to Romeoville High School's um pancakes with Santa. It was great. So, it was a great time. We um we saw both students who are students of Romeville High School as well as future students who were the younger children and we got to work with them with crafts. Um and I had some pictures but they weren't able to be presented today. But if anyone's on my Facebook, you'll be able to see them. But anyways, had a fantastic time.
Got to meet Santa. Um, also for Bowling Brook High School, I went to the Magical Dinner. So, if anyone got to be there, we had somebody, not naming names, playing instruments. [laughter] Um, no, we we but the instruments were played, the singers were were fantastic. Uh, the food was decent, too. So, that was good. Good dinner as well as fantastic show. But I'm very impressed with our students. The students made the the dinner. So, if anyone hasn't been to a magical dinner, the students make the meals, the students play the instruments, the students sing the songs, and the students write the scripts. And so, it's a fantastic time. And if you have the opportunity, I recommend it highly. Um, I also got to go to the Festival of Lights for Bowling Brook, and the Magical
were singing there as well. Um, and then the last thing, there was something else as well, but I just wanted to report that we are active as a board. It wasn't just myself, other board members. Again, if you see my Facebook page, you'll see I have pictures with different board members as well who were able to be there. Um, three of us were at the Pancakes with Santa. Um, at least two or three were at the Magical's dinner and then Festival of Lights, three of us were there for sure. But, um, do know that we're out in the community. If you have something that you want to invite us to, make sure we know about it because that's what happened with Pancakes with Santa. They emailed us and say, "Can you guys serve?" And we're
like, "Yeah, we'll be there." So, made it happen. So, please let us know. and uh had a wonderful time. Thank you. >> Any others? All right, moving down the agenda. >> Yes. >> Oh, >> um member Pickin gave about all the places that we were at, but we did have a um conference Dr. Um what and I was actually at the same one to believe and I just want to tell like we saw the things that are happening here tonight and not just only sports-wise but academically and then our ambassador is going to tell us about some of the other great things and she was one of the ones that was playing the instruments as well but that we believe in our in our district and we just want to tell our story. So with
so many other things we did and I know we got to run it late tonight. So I just want to um just share that we believe in our district and we want to share our stories and we want you to share our stories as well. >> Yep. All right. Moving down the agenda. Student ambassador report. Isabelle if you would please. Of >> course. Hello everybody. My name is Isabelle Scott and I am one of the senior ambassadors here from Bowlingberg High School. I would like to thank the board and all of the administration for allowing me the opportunity to speak this evening. First, I would like to extend my congratulations to Dr. Pollson as being selected as our next superintendent. We are so excited to see all of the work that you do. And of
course, I would also like to thank Dr. Wood for all of the work he's done these past few years as our superintendent. We're so proud of all of that of all that you've done. And you've just been amazing for us. These past few weeks, our honor societies have been hard at work. Our Black Honor Society, National English Honor Society, and World Language Honor Society all had very successful fundraisers and either met or exceeded their goals. We are so proud of all of the work that they did. Additionally, our National Honor Society also had an amazing fundraiser with Operation Christmas and we met our goal. Also, a shameless plug, but um we will also be doing a book drive with my committee helping hands and tutoring. So, if you can donate some books, please do. This
last weekend, like me Pickkins said, with the Magical Dinner, had an amazing performance. Um, fantastic job to all of the singers and other performers this past weekend. Additionally, this past weekend, the BHS Scholastic Bowl went six and O in their competition. RHS also had a very successful talk day, a day focused a day spent focused on peer support, mental health, and inclusivity, which is all studentled. Finally, BHS released its Illinois State Scholars, and we are so proud of all of the 78 recip recipients from BHS. This Thursday, December 8th, our BHS bands will have our holiday concert. Our musicians have worked very hard these last few months, so please come out and show your support. Tickets are still available at bhsmusicboosters.org for purchase, and we would love to see you there. Finally, I would like
to congratulate fellow Ambassador Elan Tjo on being one of the two from the state picked for the senator youth program. It's an amazing opportunity and we are so happy for you. [applause] This past month, the BHM the BHS ambassadors attended a summit held by Senator Meg Kappell. We worked with students from other school districts to pack boxes of food and donations that would later later be passed to families. Additionally, we had a large group discussion with two representa two representatives from an organization called the national the national alliance on mental health or NAMI. NAMI provides support to kids in our community by offering them a place to go when they are in a mental health crisis. [snorts] Um this it's a place where people who are consider who are experiencing a mental health struggle can
go and discuss issues with peers, people who have gone through the same struggles that they are currently dealing with. This conversation got me thinking about how much mental health truly impacts our students and how and how many amazing resources our district has provided. I bring up NAMI as another one of these resources for our district, especially during the stressful time for our students with finals in the end of the semester coming up. Hearing some of the struggles that other faced in other districts, I was so proud of our district. Our goal in VBSD is to support the learning and education of all of our students. But it has been shown time and time again that kids are unable to learn if we don't give them the support that they need. It's imperative that we give
our students the resources that they need to succeed. And this includes in mental health. Kids are unable to learn if they are going through these issues with no support. So, we must continue to support our students in any way that we can to make sure that their needs are met and they can learn. Thank you once again for this opportunity for allowing me to speak. I want to remind everyone to be kind and treat each other with respect during this time of year. And I want to wish everybody a happy holiday and a happy new year. [applause] Thank you very much, Dr. Pollson. Action 10.1 and 10.2. >> Oh, I'm sorry. Nine. Audience participation. Is there anybody who wishes to address the board this evening? If so, please state your name and limit your comments
to three minutes or less. Seeing none, hearing none. Moving down the agenda. Dr. Pollson. >> Yes. um 10.1 action report for certified, classified, and administrative is um on the agenda for your approval. The administration is respectfully we're seeking your approval as presented. >> There a motion. >> We have a motion and a second. Is there any discussion? Roll call vote, please. >> Pipkin, >> yes. For >> uh abstain. Trova, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> PresidentWigley, >> yes. 10.2, job description. >> Yes. Action 10.2 is the job description that was brought to you in November. The position is in response to an increased demand at print shop materials. The position has been budgeted and filled with a task force employee. Therefore, there is no increase in budget
expenditure. >> We have a motion. So moved. >> Second. >> Motion and seconded. Is there any discussion? Roll call vote, please. >> Yes. >> Member Hy. >> Yes. >> Member Pipkin. >> Yes. >> Secretary Sutherland? >> Yes. >> Vice President Campbell? >> Yes. >> President Quigley? >> Yes. All right. Moving down the agenda. The I need a motion to go into temporarily adjourn the regular meeting to have public hearing on the proposed 2025 tax levy. So move >> second. >> We have a motion and we have a second. All those in favor say I. >> I. >> Oppos. Same sign. The eyes have it. We are now in executive or I'm sorry the tax levy hearing. Mr. Renich. >> Thank you president. Quickley. So in accordance with the truth and taxation act a district must
publish a notice of public hearing and hold a public hearing if the levy the 2025 levy exceeds the prior year's extension by 5%. We were below that, but the district continues to be transparent and um has a public hearing and publish information even though we're not required by law. And I just want to reiterate that again as I did in the last meeting. So, a notice was published in the no uh November 25th, 2025 in the Daily Herald advertising public hearing and our proposed tax levy. The proposed tax uh 2025 levy was brought to the board back in November. Since that time, there has been no changes to the information you have in front of you. >> Sorry about that. I was reading notes. Uh, is there any questions or discussion from Mr. Wrench? Any
uh motion to accept? Oh, I actually need to do any comments from the staff. Any comments from the public? Seeing none, hearing none. Can I get a motion to No. Do we have to move to pass? We hang on. >> Okay, there we go. I need a motion to go back into public hearing. >> Second. >> Motion and second. All those in favor say I. >> Eyes have it. >> Opposed. Same sign. Eyes have it. All right. Now we have a Mr. Renich. >> So 11.2 Two is resolution 2608 adopting the 2025 tax levy. At this time, administration is recommending that the board of education approve resolution 2608, the adoption of the 2025 tax levy as presented. >> There a motion. >> So move. >> Motion and seconded. Is there any discussion? Roll call vote,
please. >> Member Pipkin. >> Yes. Member Hy. >> Yes. Member Schroa, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> PresidentWigley, >> yes. 11.3, Mr. Renitch. >> So, uh, agenda item 11.3 is an action report for the renewal of JAR Consulting based in Springfield. JAR Consulting serves a district's uh, legislative consultant representing our interest regarding any legislation that might impact the district. They have not they have worked with the district since 2011. It's important to note that JAR consultant has not increased their fees since the start of their partnership with the district. During this time, they have successfully advocated for more than $1.3 million in capital projects funding for the district. In addition to their work on capital projects, they have constantly supported the district legislatively uh in uh Springfield.
So, the administration is recommending that the board of education approve the consulting service agreement for JAR Consulting of Springfield for the 2025 calendar year in the amount of $3,000 per month as presented. >> Is there a motion? >> So moved. >> Motion and seconded. Is there any Excuse me. [clears throat] Is there any discussion? >> Just for myself, I know that I had pointed out some things with Mr. Renitch beforehand, but I wanted to ask him what are some um thing some of some specific things that Jar uh Consulting has done for us so that we can have this so it validates the $3600 $36,000 a year. Thank you. >> Thank you for the the question and and uh the conversation. So specifically, um, we received a $750,000 grant improvement at RC Hill for their
site improvement on their north parking lot. Um, in in 2024 um in 2022, a half a million dollars or 500,000 grant for roof repairs and facility improvement at Pioneer School. Um they have been uh active and um the district uh has a $12 million opportunity from the uh capital development board um that we've been proactively seeking and uh had some legislation change that put us in the front of the line. So if that opportunity comes uh before the district um they've helped with that. I know they did pass some legislation. I wasn't here, but just in my research from your question on extending our bond debt when interest rates dropped and saving the district's millions of dollars in interest income, there was some special legislation that needed to be passed for that. um they have
been effective uh just recently in the foyer freedom of information u where we've been getting a lot of AI uh requests that aren't coming from people and um so therefore um we can now validate if this is an actual person sending it because there's a lot of AI foyas coming through through the district so they hear us they support us we get monthly updates from them and then if there's any other initiatives that we need we reach out to them and ask us to represent present the district uh down in Springfield. >> Thank you. >> You're welcome. >> Uh we have a motion and a second. There's no further discussion. Roll call vote, please. >> For >> yes. >> Member Shrova, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >>
PresidentWigley, >> yes. Real quickly, um the one thing that Mr. Renish mentioned about the uh bond debt extension that was done because the interest rates had plummeted and we were in a bond situation. We probably had $85 million worth of bonds out there at a much higher percentage rate than what the market was bearing. By allowing them getting legislation passed uh literally in lame duck session that allowed us to save tens of millions of dollars in interest payments. I don't remember the exact number, but that's how we first engaged them. And then the other thing he referenced was in 2004, the state of Illinois uh promised the school district 10 or 12 million, $12 million, John, of construction money for various projects. And when we went ahead and did the work, and of course the
state of Illinois wasn't paying its bills very well at the time, they said, "Well, you already paid for it, so why should we pay you?" Well, we we did that in good faith. And I think it's important to note that they came back and and we as a district, we solely drove the bill forward to say any district that didn't get paid. There was about 40 districts on the list and many of them were owed a lot of money. I mean, we were at 12 million. There was others that were and you know again size matters and all that kind of thing when it comes to the amount of money the amount of money our district was able to absorb. So smaller districts made $5 million but what they did was they passed this legislation
that allows us to be in front of the queue and put us back to the top of the list if we come up with a a credible and they fund the account. That's the other part. But if they put a credible program, a project up there, we will be in the top 10 to be able to receive our money. And we don't need it all at $12 million. If we could get it in increments, that would be fantastic. But it again, we did this in good faith as a district and then we kind of got pinched at the end and the state was running out of money. So I just want so historically so people understand how that all came about. All right, moving down the agenda, the exciting stuff, the boiler burner replacement maintenance
grant. >> It's important to keep our kids warm and and in a good learning environment, right? Because it's proven that they learn better when we have a good environment that Mr. Lopez has done a nice job in leading. So, the school maintenance uh project grant is a dollar for-doll state matching program providing uh awards up to $50,000 in matching funds for maintenance or upkeep of a building structures. Valley View District is applying for the maximum grant amount of $50,000 for the replacement of one of its main uh boilers. And we did bring this to you at the last board meeting. So, uh, based on that, um, the administration is recommending that the board of education approve the boiler burning burner replacement, uh, project at Bowling Brook High School, reserve local funds to meet the match
requirement, and execute the district's certification document for the school maintenance project grant as presented, and we do this every year. So, >> we have a motion, >> a move, second. >> Motion and seconded. Is there any discussion? Roll call vote, please. Roshova, >> yes. >> Member Hy. >> Yes. >> Secretary Sutherland. >> Yes. >> Vice President Campbell. >> Yes. >> President Quigley. >> Yes. Mr. Renitch. >> So 11.5 is the second part of this process. We were able to approve the grant. So now we have to approve the project with the grant money. So um now we will seek your approval for a project identified in the grant application. The two main boilers at Bowling Brook High School are 20 years old and are scheduled for an overhaul and replacement of the main burner. The
burner replacement work uh will allow for the boilers to operate efficiently and minimal maintenance issues for the next 15 years. Additionally, the upgrades will provide a more energyefficient heating plant for the school. The energy efficiency will also allow Mr. Lopez to uh apply for a energy uh gas rebate of approximately $9,000. So the administration is recommending that the board of education approved the contract with Stanton Mechanical for the boiler burner replacement at Bowling Brook High School. Say that 10 times right. Um for $106,500 pending attorney review of the contract as presented. >> Is there a motion? Motion and seconded. Is there any discussion? Roll call vote, please. >> Lipkin, >> yes. >> Member Hy, >> yes. >> Member Schro, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> President Quigley,
>> yes. Mr. Renish, audit report. >> Um, each year, uh, the the district is required to have a public audit of our financial records. This is the second consecutive year the audit was conducted by Lowerback and Aean LLP. Tonight we have Don Shaw, the principal from Lowerback, which is the district's auditing firm. Mr. Shaw, uh, will provide an overview of the financial statements and comment about the engagement. >> All right. Well, thank you for having me. I first like to thank John and Helen for making this yet another successful audit year. Without your help, this is not possible. So, thank you. Next, going to go through the annual financial report with you, which is the thicker of the packets you received. And if you turn to page 10 and 11, you'll find the certificate of
achievement and excellence awards. These were provided by the GFOA and ASBO. And it really represents that uh you guys receive the highest form of reporting you can have with the comprehensive. there's a lot of uh external reviews that go on within there in order to get this award. So, congratulations on receiving that award. You turn a couple pages, you'll run into our water bucket name of letterhead. This is our independent audit report in which we provide a clean unmodified opinion. That's the highest opinion you can receive. basically states that we found no issues with internal controls or the numbers as they're presented. The next section is the management discussion and analysis. And this section really provides a summary of how the year performed in narrative form. So if you have questions on fluctuations from year
to year or what the numbers truly mean, this is where you want to go to find those answers. I'm next going to have you skip ahead all the way to uh what would be your income statement which is on page 37. About threequarters of the way down the page, you'll notice that the general fund, which is your main operating fund, and is made up of your education, operations, and maintenance, tort, and working cash funds, had a operating uh decrease of about $5.5 million. This was further reduced by a transfer out to your debt service and capital projects fund. So, your general fund was left with a net decrease of $13.7 million and a uning ending fund balance of $11.9 million in 2025. The next section is the notes of the financial statements which begin on
page 40. And the notes really provide further detail into how we came up with the figures that we did with supporting schedules. Within there, you'll find your long-term debt and your capital asset schedules. Not going to go through the notes with you tonight, so I'll have you skip ahead all the way to page 101. 101. Yes. Yep. [laughter] I'll give you a little bit of time. Usually people are happy that I skip past all those pages, but [laughter] uh page 101 is the start of your budgetary information. So if you want to see how a specific fund performed based on what was budgeted, this is where you want to see those comparisons. Anyone have any questions? Members, any questions? Uh could you go back to the thing on page 10? The >> Yes. >> The
so people understand what that that really means. The governor finance the >> government finance officials. >> Yeah. Official. [clears throat] >> GFOA. >> Yeah. So there's there's two different uh awards that you can receive. So you're able to receive a GFOA certificate which that is the highest level you can receive and then you can also receive the ASBO which is specific to schools. Uh that's another award that is provided to you. So the fact that you guys got both uh says a lot. Um, basically what goes into the being a comprehensive and getting this award is there's an additional transmitt letter that has to be provided as well as a lot of the the stat section that are towards the back of this packet. Those are required and as I mentioned there's a extensive review
process that happens in order to receive these awards. >> So it's safe to say that we're being good financial stewards. Yes, exactly. And >> I believe this is the first one you've received in >> I don't know if history, but but yeah, so congratulations to the improvements that you're making. >> Well, I John, thank you and your team for the financial stewardship, but also uh to the board members in the administration for the efforts that go into this and also for the public for the confidence that you have in us to try and be good stewards of here. And I think we this proves that we have been good financial stewards. Do we always put the money where everybody thinks it should go? Not all the time. But we also have responsibilities and duties too.
And one of those things is born out of that is these kinds of recognitions. So thank you for the efforts you guys put in and everybody in the staff and again board public staff everybody. So thank you. So um if I just may comment I don't want to jump ahead but director Romos Romeos is going to talk about the second award later on in the agenda but uh as a pre uh premature thank you we have the whole finance team sitting in the audience right now that are going to come up later on and uh I think it'd be uh we would be remiss if we did not recognize all the hard work that every one of those uh uh staff members have done not only to comply this audit but to to put together
for the first timer or award that we've gotten, but I don't want to steal uh Helen's thunder a little bit later on tonight. So, >> thank you, Don. >> Got it. Appreciate it. >> Thank you, sir. >> Thank you. Any other questions? >> All right. If >> you're looking for some late night reading material, this will be the one. >> Yeah, if [snorts] you have a rough time uh falling asleep, I'm sure this will help. So, >> thank you. >> All right. Have a good one. >> Have a good night. Uh is that an action item, John? We have to accept it. All right. We have a We need a motion to accept the audit. >> I think you already have motions on that. >> Oh, we have a motion. >> Oh, he needs a
vote then. >> Roll call vote, please. >> Member Schova, >> yes. >> Hy, >> yes. >> Member Pipkin, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> PresidentWigley, >> yes. >> Mr. Renich, >> thank you. So each year uh salaries for the administrative, professional and technical employees are established following a review process. Historically these groups have uh identified an overall not to exceed percentage increase to support consistency and financial fiscal uh stewardship throughout the salary setting process. At tonight's meeting, the board of education is presented with an itemized list as a recommendation per your district's policy. So the administration is recommending recommends that the board of education approve the salary increases for the administrative professional and technical staff for fiscal year 2526 retroactive to July 1st 2025 as presented and
additionally adjusting the insurance premiums for those qualifying administrators. >> Motion so move second. >> Motion and seconded. Is there any discussion? 073Dr. Wood. >> Yes. Good evening. I am happy to share superintendent update um for today, December 8th, uh 2025. And we're continuing on with our theme of classrooms to community and also making note of the um expansive um snow removal operations. But starting off at um Jamie McGee Elementary, we have some students who um extended the classroom to the outdoors working on um gathering data and making good use of their homemade and I had to look this word up to pronounce it correctly. um anam animometers. That's it. It is a mouthful. So I I think it's quite impressive that I learned something today and our younger students are um immersed in the process of using um scientific inquiry. Um at John J. Luke Kanzac Middle School. You see the counseling department hosting a thank you
chocolate for families as a token of appreciation for their continuous partnership which is one example of many um opportunities across the district where our staff um partner with our families to promote positive student outcomes for our students. And um the final um picture is um our facilities and maintenance operations team um getting after it, clearing the snow. And sometimes we forget to or don't really realize the um huge effort that takes place across the district and across our communities when we're impacted by heavy snowfall. So there is a um call to early work and they don't stop until the work gets done and we really appreciate um their their work in making sure our students and staff and our families uh were safe and able to uh participate in nondisruptive learning and this um snow
obviously will continue over the course of the winter season and so many thanks in advance for many hours of work that they are going to put in. Um just a reminder to uh for parents and families who have not signed up for parent square is a great opportunity to stay a breast of um what's current with their students um academic lives um extracurricular um events and any other school andor district-wide announcements. And in terms of upcoming dates, December 10th and 19th are early release dates days. December 22nd starts winter break. January 6th our students return. and January 12th is our next board meeting. And this brings me to the close of my update. >> Thank you. >> Continuing down the agenda, the ASBO Certificate of Excellence in Financial Reporting. Mr. Renitch. >> Thank you. Um
I'm going to ask Miss Romeo and her team uh who's our director of finance to come to the podium. And as she walks down, I just want to um say uh that this award is different than the award that we received uh last month, which was the government finance officers association award that the board was presented with last uh meeting. So I will let uh Helen uh talk a little bit about what this award and what what why it's so important for our district. And so the microphone is yours, Helen. >> Thank you, Mr. Renish. Today I am pleased to present that Valley View School District has received the Association of School Business Officials International Award for Excellence in Financial Reporting. This award recognizes school districts that create annual comprehensive financial reports, better known as
ACFRS. and Valley View has created its first report in accordance with generally accepted accounting principles. This award goes beyond meeting the bare minimum requirements and uses the ACFR as a tool for transparency and accountability. We are very proud that we have made a start here at Valley View to provide this level of financial reporting. These awards come with hard work. I would like to thank the board for their trust in our work and for their commitment to strong financial stewardship. I'd like to thank Mr. Renish for his leadership, his guidance and for the clear expectations that that he has set for our finance team. And I have brought our finance team here. Uh we are very proud of this moment. Before I introduce our team, uh, I just want to say a few things. I
I am new to this district and I can tell you when I was interviewing and even when I started, I knew this is a high level functioning uh, finance team. I could tell by the way they spoke about their work, how they complement each other, how we help each other, and it's something to be celebrated. Um, I'm so proud of this team. Every single person on this team has earned uh this award tonight. So, I am going to introduce them. Uh, our finance team. We'll start with our payroll team. Uh, when I call your name, if you could just uh come on up or raise your hand so we know who you are. Uh, our payroll team, Miss Lisa Ramaglia, she's our payroll specialist. Mr. Luke Spataphora, our payroll specialist. Miss Jacqueline Lopez, who could
not be here tonight. She's also our payroll specialist. Led by our payroll supervisor, Miss Amanda Callham. Miss Brandy Jones, assistant director of finance. Miss Barry Beyski, bookkeeper. Miss Beth Gizler, purchasing coordinator. Miss Kelly Bulis, accounts payable. Miss Ulisa Lopez, interim payables and procurement card processing. Miss Mary Kelner, our benefit specialist specialist, who's also celebrating her birthday today. So, happy birthday, Mary. And Miss Kelly Casani, assistant to Mr. Renish. Thank you for your hard work, for your commitment to Valley View, and for being open to continuous improvement. I'd like to ask for another round of applause for our finance team. [applause] And now, PresidentWigley, if I could ask you to please come up to the podium to accept this award on behalf of the board. This is the certificate of excellence in financial reporting presented to
Valley View School District 365 from the Association of School Business Officials International for its annual comprehensive financial report for fiscal year 2024. Congratulations. >> Thank you. What you might not what you might might not be able to see is this is just 24. So this is there's a whole bunch of little things here. So hopefully we'll fill this up every year. >> So we we will be um applying for these awards again this year. >> Perfect. Uh I on behalf of the board and and again the administration, thank you all for what you do. Happy birthday. Sorry you had to spend it doing this. Um, but it it's not lost on the board. It's certainly not lost on me. Uh, this is a big organization. We have 2500 plus employees, a budget that exceeds $350
million. Uh, this is not like we're not running a small business here. We're running a very major business. In fact, it's one of the biggest businesses in the in the county of Will. And at one point in time, I think we may have been the biggest after Caterpillar, you know, departed. So, uh, thank you for what you do and and and for the integrity that you provide and the comfort that you give to the our board members and the community and these awards again show that that is what happens. So, thanks all. Y'all have a great holiday. >> Mr. Resish Again, much appreciated. And we will continue moving down the agenda. I'm assuming that Mr. Renich has the kitchen approve kitchen improvements at Woodview Elementary. >> We're correct. >> Fire or away, sir. Uh Wood
Wood Woodview Elementary School um serves about 300 students daily, which is breakfast, lunch, and supper. Uh Woodview is the only uh school district uh only school without a walk-in freezer and refrigerator, and it's part of the nutritional services long-term uh capital plan. There's a timeline in your packet for this project. And I just want to thank uh Miss Megan Gibbons for all her work that she does in leading nutritional services and making sure that our kids eat every day. And she has an excellent uh five-year capital plan that she's put together that we've been following and she works very closely uh with Mr. Lopez in coordinating that as part of the administrative services team. So this is just anformational report and the goal is to bring a recommendation to the board of education at a
at a future date. You're on a roll. Keep going. Jamie McGee. >> Thank you. So, the parking lot at and driveway Jamie McGee School um has withtood extensive traffic um and bus usage for many years and is beyond its serviceful life. Um the last improvement of this school was back in 2012. The replacement for the parking lot infrastructure is critical to safety and the functionality of the school. Um, the project has an initial cost estimate about $700,000 and is part of our long-term capital projects plan. And again, this is just anformational report and the goal is to bring a recommendation to the board of education at a future date. >> Thank you. And that contract will be pending legal review. Correct. >> Well, we once we go through the process and put the bid specs
together and do everything, it will be reviewed by our legal team. Correct. >> Thank you. Okay. >> Uh Romeoville High School roof replacement. >> So earlier this year, Romeoville High School experienced a severe storm that caused extensive wind damage to the gymnasium roof system. Uh the roofing uh company was hired to patch the roof immediately until a more permanent replacement of the damage uh could be put into place. The district intends to replace the roof during the summer break of summer 2026 while ensuring uh the repairs will be durable until such time. So again, this is just anformational report for your review. After receipts of bids, uh we anticipate bringing a recommendation to the board um in January or February of 2026 uh board meeting. And this this information report again. >> All right. Thank
you. Board policies. Dr. Wood. Yes. Thank you, Board President Quigley. Um, board policy 3 col 6270 710 7130 7150 7250 7 330 and 8 col 0 0 are being presented to the board as an information report in an effort to keep Valley View School District board policies up to date and current. Redline policies have been provided in your board packet for review. If you have any questions about these changes, please reach out to a member of the senior leadership or legal services. Um board approval of recommended changes will be sought at the January 12th board meeting. Thank you. >> Thank you. Information report itinerant ESL specialist job description. I'm assuming that's Dr. Pollson. >> Yes, thank you. Uh this position is being developed to support English language learners in developing English profic proficiency and speaking,
listening, writing and reading through direct instruction support as well as including collaboration and supporting staff um through coaching and professional learning about effective English language learning practices and it'll be brought to you as action at the next board meeting. >> Thank you. Again, if you have questions, you know who to talk to. Uh legal services One thing to say, I'm happy to see that this is going to be posted sooner than later. So, it's a good thing. I'm glad it's onformational. Thank you. >> Perfect. Uh, legal services report. >> No report. >> Thank you. Association reports, Valley View Council Local 604. Seeing none, hearing none. Moving down the agenda. Local 604, Valley View Office Personnel Council. Right. Valley View Transportation 3057 here from Transportation Department. All right, moving down the agenda. Any old business before
the board this evening? Any new business before the board this evening? As always, our freedom of information access is online and Mr. Blay nodding and waving his hand. >> Just a Yeah. >> Oh, >> it was just a reminder. This is for new business. It was already said by our student liaison report, but just to remind you if there are there are holiday concerts coming up. Um, please get your tickets for Thursday at Bowling Brook High School, but there's also a Bowling Brook High School athletic fan um, uh, fundraiser. So, if you want another experience with Santa, they have one coming up the following weekend. And there's also a craft show this weekend. So, I just wanted to put that out there if you're >> fall under the announcements, but that's okay. We're there. So,
freedom of information. Oh, announcements by the board. >> Go ahead. [laughter] I'm so sorry. Well, that would be my announcements. Merry Christmas, happy new year, happy faster than I am. >> Any other announcements, by the way? >> I do. >> Also to add on to what member Pipkins also um Romeoville High School is having a winter concert and many of the middle schools are too. So, take advantage of the um opportunities and um also want to wish everyone a merry Christmas, happy holidays, uh safe and happy new year, and hopefully everyone will come back rejuvenated and for the rest of the school year. So, uh thank you. >> Yes, they said it all, but I'm going to repeat it anyway. Thank you all for engaging with us, uh for this long meeting today. uh we
had a lot of things to to do and to take care and to looking forward that everybody have a a restful time and as it is said that don't forget about we talking about national lives of mental illness is that to remember those that are out there that are hurting those who will not whoever celebrates Christmas will not get presents and other things that's going on. I know our president would always do that but always to see as she said to be kind. If we just love each other we wouldn't do all these other things to each other anyway. So then so just a restful time with your families, with your friends and may your foes even become your friends. So merry Christmas, happy new year and happy holidays to all and looking forward to
come back for this village because we are a village that means we are a family to take care of all of us. >> Thank you. Uh just for me, I I as Vice President Campbell mentioned, I I always appeal to there are organizations if you have the ability to to give either of your time or financially or some other way that you can give. We have many many organizations in this community that help out uh students, families, and so on in this and and I want to acknowledge a few of them. Operation Christmas uh has been going on in Bowling Work for many many many years. Uh they have and Ditto in in Romeoville. There's also the Lions Club have been helping at one of the schools for the Christmas program. There's lots of places
you can give your time. This is the time of the year it's imperative that we don't forget. You know, your neighbor could not be as well off as you think your neighbor might be. So if you have it within you to reach out and help and when the weather is like this, reach out to an older neighbor who might be a shut in. They and you know if you got a extra five minutes, help them shovel their driveway or their sidewalk or something like that. Uh it's just the little things that matter and this is the time of the year that we need to pay attention to that. I also want a big shout out to our public works people in both Romeoville and and Bowling Brook for keeping the streets clean so our folks
can get back and forth to work, the kids can the walkers can get there and the sidewalks are clean and everything else. And Mike Lopez and your team for keeping the parking lots clean. U some of those if you weren't around several years ago, they couldn't get the door. We it was a lot of snow and we couldn't open the building until they it's something you don't think about. But Bowling Brook High School, as an example, has about 150 doors, 140 doors, and you have to have every one of those entrances cleaned out so that they because there are safety doors. You can't just not have them open. And when you got three feet of snow piled up against them, that has to be done. So, there's things that go on behind the scenes when
it's bitter cold, uh, that people don't realize, but there's a crew of people out there doing it. Uh, you know, when we're still in bed, they're out there at 4:00 in the morning shoveling, starting buses, all the things that need to be done. So, there's a great appreciation from the board and from the community and myself and uh, every and the administration as well. So all those folks, big shout out to you and uh want to wish you on behalf of my family happy merry Christmas, happy holidays, whatever you may or may not celebrate. And uh please be safe, have a wonderful new year. And uh to the students, hope you all get A's on your finals. So if there's an announcement by the administration, Dr. Wood and company. >> I would just say happy
holidays to all and um to echo your comments, give as you can for those who are in need. >> Being further no further business, a motion to adjurnn would be in order. >> So move. >> Second. >> Motion and seconded. All those in favor say I. Oppose. Same sign. Thank you. Have a good evening.
