[Music] Heat. [Music] Good evening and welcome to the October 2020 2025 Valley View School District Board meeting. I hereby call the regular meeting of the Valley View School Board to order. Please silence your cell phone. And with member Hail, could you please lead us in the pledge? Member Pickin, could you please read the affirmation of the board of education mission statement? >> Yes. Yes, President Promp Liz Campbell. Thank you. The mission of the Valley School District states as follows. Our mission is to empower every learner to be college, career, and life ready and to develop, grow, and achieve as a productive citizen. I will continue on with our vision. We will hold high expectations and provide collaborative supports to ensure academic, social, and emotional success for every learner in Valley View School District, regardless of
race, gender, income, geography, disability, or native language through rigor, assessment, instruction, and accountability. Thank you. >> Thank you, Dr. Woods. The agenda, please. >> Thank you, President Pro Tim Campbell. We are seeking the board's approval of the agenda as presented. move the agenda seconded. Any discussion? >> And none hearing none. Roll call vote, please. >> Member Pipkin, >> yes. >> Member Hy, >> yes. >> Member Shrova, >> yes. >> Secretary Sutherland, >> yes. >> President from Tim Campbell, >> yes. >> Student and staff recognition, Dr. would. >> This time we have our Illinois State Theater Fest, Romeoville High School. >> Good evening, Superintendent Wood, school board members, and our Valley View friends and family. My name is Jessica Scott, and I'm the musical producer for the Vville Theater at Romeoville High School. It is my
pleasure to present our musical director, Miss Rachel Milligan, as she recognizes the accomplishments of one of our amazing students. We are so excited and proud to be here today to celebrate RHS junior Jace Heavens, who has earned the honor of being selected to be in this year's Illinois High School Theater Festival's Allstate production of Newsies. Following a rigorous audition process with over 300 auditiones, Jace was selected to be a member of the cast. She will be featured as a member of the ensemble as well as understudying a principal role. Jace is the first RHS actress to be cast in the Allstate production. She has previously been featured in real theater productions such as Elf the Musical, Alice in Wonderland, Peter Wendy, and most recently as Queen Constantina and Cinderella. Jace is talented, kind-hearted, and is
always consciously working to improve her performing abilities. She's truly a joy to work with and an amazing addition to our program. Beyond her talent, Jace exemplifies what it means to be an effective communicator. She uses her voice, movement, and empathy to connect with audiences and peers alike. Whether on stage or in rehearsal, she listens deeply, collaborates thoughtfully, and brings stories to life in ways that inspire those around her. We could not be more thrilled for her and her accomplishments. We would also like to extend our gratitude to the VBSC administration, the board of education, Mr. Derek Kinder, and the RHS administration for being so supportive of theater at RHS. We are excited to see how the theater continues to grow and prosper. Please join us in congratulating Jace Havens for her selection to the 2026
All State production of Newsies. [Applause] There you go. >> Thank you. Next up, we have IESA cross country um a Veto Martinez Middle School. >> Good evening. My name is Eric Sather and I'm a teacher and cross country coach at Martinez Middle School. I would like to proudly take this moment to recognize Giani Gerorado and his accomplishment in competing in the state cross country meet this past weekend. Giani finished 86th overall in a very challenging state class. Giani played multiple sports this season. When he was unable to attend cross country practice, he would ask what he could do on his own to make sure that he did not fall behind in training. His work ethic and determination is not only a testament to him as an athlete, but also how he is inside the classroom.
It is no easy task juggling multiple sports as well as the rigorous requirements of maintaining high grades in multiple honors classes. Giani has a very bright future ahead of him. I'd also like to take this moment to thank the board for continuing to support opportunities like these for students to be able to participate in. Thank you very much. [Applause] Right. Hi there everybody. Um I'm I'm Adam Thost. I'm the Jane Adams cross country coach along with uh Mr. Mark Satchel here. This is our 23rd year coaching uh cross country over at Jane Adams. It's been a it's been a long run. Yeah. Um so uh I we were it our season went went pretty good. It was a little bit of a heartbreaker season. our our girls missed uh as a team they missed the
state championship by five points and uh the boys uh missed by six points. So it was a little bit rough there but we did get uh three individuals down to the state meet who were able to run this past weekend at uh at the course in normal. Um so I'm going to talk about each one of these. Um the first our first runner um Jack Rossi was our our uh number one runner most of the year this year. Um he was a medalist at the uh Troy Invitational. He was a medalist at the Shanahan Invitational. I'm sorry. Shanahan. The Shanahan people. The Shanahan people were very upset I was saying it wrong. Um Shanahan Invitational. Um and uh he um ended up um being our district champ this year for the Valley View. um uh
cross country championships. He is um just an incredible kid and I really wanted to just say about him and Jason Aubrey as I'm I'm going through there just to do the math of the situation. One of the great things about cross country is how far you have to look to get where you want to go. It's one race. They get one race. It's it's 11 12 minutes for them that they have to run and concentrate and they build up to it. So they started running. I tell my kids it starts in February. Cross country season starts in February. And they between Jake, Jace, and Aubrey, they each ran um at least 150 miles in track season. They ran 150 miles in the uh over the summer, and they run 150 miles about during the cross
country season. If the average person, I looked this up, takes one mile, it's 2,000 steps for per mile. 2,000 steps per mile. They did all of that mileage. Um, they they ran an average of about 900,000 steps to get where they are right now. So, um, our first our first one, obviously, he's a a fantastic runner and and put in those 900,000 steps, Jack Rossy. Okay. [Applause] Um this is uh Jace Norton. Jace um he's he's been the one Jace is incredible at math and it's been a very frustrating thing for me as a coach because he'll constantly correct my pacing. I be like, "Hey dude, we're gonna like you're going to run at this pace." He goes, "Thus that's an 1126 pace." And Jace, I'm rounding. I'm rounding. But uh Jace is just an
awesome runner. He did exactly what he needed to do to get to the state meet and uh we we look forward to what he's going to do next year because he's only seventh grader. Jason Norton, everybody. [Applause] Um I cannot express how much this girl has meant to our program. Um this is her third time coming here to be honored by all of you. Um she is the two t two-time district champion. Um she has qualified for state twice. She's qualified in track and she broke a Bowling Brook record where she went the entire season doing um our dual meets and remaining undefeated the entire time. She is one of the best runners I have ever ever had the opportunity to coach. She is an amazing kid and an amazing athlete. This is Aubrey Vera.
All right. Okay. It's always a pleasure to learn um about the skills and talents and accomplishments of our um student athletes and um folks who are involved in other endeavors. Um congratulations once again Treasury reports. Uh, Miss Woman. >> Thank you, Vice President Campbell. The treasur's action report 6.1 for the month of September includes the normal schedule financial reports, balance sheets, summary of revenues and expenditures, interim obligations, and debt service payments totaling 11,675,51182 cents for your approval. And on hearing not, roll call vote, please. >> Member Pipkin, >> yes. >> Member Hy, >> yes. >> Member Shrova, >> yes. >> Secretary Sutherland, >> yes. >> President Prom Campbell, >> yes. >> Motion passes. >>
Next, we'll have the schedule of bills. >> 6.2 22 is the schedule of bills. Schedule of bills for the month of October. We have six funds totaling bills payable. 6,59,440.33 for your approval. I >> have a motion. >> So moved. >> Seconded. Motion and second. Any questions or discussion? And on hearing none, roll call vote, please. >> Member Hy. >> Yes. >> Member Shrova. >> Yes. Member Pipkin. >> Yes. >> Secretary Sutherland. >> Yes. >> President Prom Campbell. >> Yes. Motion passes. >> An agenda. >> Do you have any more >> information? Sorry. That's a information. Do you have some information reports for us? In your packet, you have 6.3 summary of investments for the month of September along with 6.4 state state funding update, 6.5 property taxes received, and 6.6 all schools trust account

Any from my left? >> All right. Good evening. I just want to give a um quick highlights over with um Wilco um with their what kind of what they've been going doing lately last week or so um one of the things that they have met with uh Joliet Junior College has come to the center to uh assist with the students in registering for their um um yearly courses year-long courses
and then they were also meeting with the dual credit department to assist their dual credit advisory. Um, Wil is also looking to add new programs to their current coursework and to approve existing programs like their HVAC and welding programs. And then also um there they had um met with uh the the let me say board of oh okay so they met with the respect um for the Illinois State Board of Education. They met with representatives from the state board to uh look at and develop their program and mentoring a professional development program for their career and uh tech educators. And then also uh the um students that are that participate in the health occupation and uh student of America organization went to Romeoville to participate in their trunk and uh trick uh night and passed
out candies. So just a brief uh overview of what the past week Wil Co's been involved in. Thank you, >> Secretary. And now I have another report actually as well. I'm trying to get to my student L. I know >> and I do want to hear the student liaison, but I did want to give this update from the staff safety working group um that had a a um congru I guess on October 16th. Um it was great. It was me representatives from the administration, from um the staff as well as from the community, including um our police officers as well as fire department. Um it was in our security team here um in Valley View School District. So, uh we talked about a few things, just wanted to highlight a few of them. We discussed
the ICE and district protocol. Um so, those protocols were given out via email to all everyone in Valley School District who was at an administrative, staff, teacher level. So it was spread wide in terms of what the protocol is. Um and then additionally we were able to um converse as well with the bowling police department that said we are not working with ICE. What we are doing though is doing what's within the law. But we want you to know that we are not working with them. And we ask you to please call us if there's a need. And that was something they wanted to make sure we stressed that if there is a need, if you need our help, please call us. Don't be scared to call us no matter what your immigration status is.
Bowling Brook officers say that they are there to help Bowling Brook residents. So, I just wanted to make sure that that was clear. Additionally, um there were some investments that have been made for uh license plates readers. Um and those investments aren't coming just from the school. We're getting partial funding as well. Uh which is great. Um so, this is so that um it's a security feature. So, when people come onto our parking lots, we'll have readers that can read things. Um I was just speaking with a student a moment ago just about orders of protection. for example, if someone's there who shouldn't be there because they have an order protection to keep them off our property or keep them away from the student. Um, we'll be able to see that because the license plate
was could show us that they're on our campus when they shouldn't be. Um, there's those are kind of two of the biggest highlights I wanted to point out. Thanks. Now, we have our student ambassador report. >> Good evening everyone to the board and audience members. My name is Zoya Mia. To begin, the Best Buddies program recently hosted a successful Halloween event where they went around the school trick-or-treating in different classrooms. It was a huge success as both the peers and buddies had a great time creating lasting bonds and memories. The BHS band program is working hard for its upcoming evening of honor concert scheduled for November 12th. Arch's B marching band won 4A champs at the ISU marching band competition. Our student leaders from both high schools, including some of our student ambassadors, had the
opportunity to attend the Ascend Conference where we engaged in leadership development and collaboration with peers from other schools. The BHS choir also had a wonderful concert that showcased the talent and hard work of our student performers. And last Saturday, a couple of our student ambassadors had the privilege of attending a youth board discussion with Senator Meg Kappell, where we shared student perspectives and discussed issues affecting youth in our community. We are also honored to host a visit from our state superintendent, which was a significant event for our school. Last, but certainly not least, we are incredibly proud to celebrate our very own Dr. Linux, assistant principal of VHS, who received the prestigious Milkin Educator Award, an honor given to only one educator in the entire state of Illinois. Congratulations, Dr. Lennox, on this remarkable achievement.
Thank you [Applause] and our student ambassadors and we really appreciate you guys. Okay. So, at this time, audience participation. Members of the public have an opportunity to address the board of education. Please be advised that the board has the right under the board policy to limit public comments to three minutes or less. Uh, state your name and where you're from. Good evening. My name is Sean Salsbury. I have spoken be here before. Um, I've been a uh resident of the district for 42 years. I'm here on my usual topic of crazy taxes. Um, I'm paying a little short of $18,000 in taxes, $17,822.50, of which this taxing body receives $11,159.56. I'm supplying over a half a student of your average cost. And if my assessed an extra $1,000 additional. So, I'm sure I'll be paying
well over 18,000 next year. Um, I know that my time has been Last time I spoke it was five minutes. Now, it's three. So, I'll try to be aware of the time. Um, I was a little disappointed and I'm going off of memory, so if I'm wrong, please correct me. I thought the public comments were a little further up on the agenda in the past. Seems to be now below the consent items and the consent items was one of the things I was hoping to comment upon. I'm not sure if the consent items were approved or not. I apologize. I was preoccupied doing something when you guys went through that quickly. So you guys are sending the basketball team Bowling Brook to Hawaii. Some of it's being paid by a basketball trust account. And I
do appreciate the de the breakdown for 16 male students, which I assume is the booster. It's 7.5. Um I assume that's the booster account like wrong but that's how I am to understand this. The rest of it is coming out of the travel account by BHS athletic travel account. I assume that's my tax dollars. Tell me if I'm wrong, but that's over $10,000 that's coming out of my tax dollars, if my presumptions are correct, to send 16 people to Hawaii, provide transportation, obviously hotels, food, etc. I've only lived here for 42 years. seems like a little out of the average basketball trip when I was in school. >> John, could you give us the rest of those questions? We can respond back to you because unfortunately the time has been up that will give >>
My apologies. I'm used to the five minutes. >> Yes. >> Questions. Somebody will respond back to all your >> Okay. And how will they respond? >> Pardon me. >> Will they talk to me after the meeting? Will it be an email? I'm just looking for an avenue. That's right. I believe we can respond to you in an email because we might not have >> whatever your preference is. I'm not looking for information. >> Get your information to the clerk and we'll make sure that we get that information back to you. >> Thank you. Any other audience participation? At this time, we have action report. Uh Sarah Donatada. Yes, thank you. The consolidated action report for certified, classified, and administrative personnel is being presented for approval as amended on all items as presented. 10.1. >> Have
a motion. >> Seconded. Motion and second. Any questions or discussion? And on hearing none, roll call vote, please. >> Member Pipkin. Yes, >> member Badurus. >> Yes, >> member Hy. >> Yes, >> member Schrova. >> Yes, >> Secretary Sutherland. >> Yes. >> President Prom Campbell. >> Yes. Motion carries. >> Action for 10.2 is for two attached job descriptions. One for the early childhood community-based board certified behavior analyst and the second for the early childhood community-based special education pair professional. They were both brought brought for information at the last board meeting and both positions are funded by the community outreach inclusion early childhood grant which extends for another two years beyond the 2526 school year. >> Have a motion. >> Motion seconded. Motion and second. Any questions or discussion? None. Hearing no roll call vote, please.
>> Member Shroba. >> Yes. >> Member Hyo. >> Yes. >> Member Pipkin. Yes, >> member Buris. >> Yes, >> Secretary Sutherland. >> Yes, >> Vice President Pro Tim Campbell. >> Um, a report from Dr. Pollson. Uh, uh, at this time we have an action report by Dr. Wood. >> Yes. Tonight, we are seeking your approval of petition for early re-entry for student discipline uh due process cases A and B as presented. >> A motion. >> Move to approve the re-entry the early re-entry of the students. >> Second. >> Motion to second. Any questions? Any discussion? And on here, roll call vote, please. Member Hy. >> Yes. >> Member Shrova. >> Yes. >> Member Baduras. >> Member Pipkin. >> Yes. >> Secretary Sutherland. >> Yes. >> President Campbell. >> Yes. Motion carries. >> Report. Superintendent. >>
Yes. I'm ready to present my superintendent update. and it's coming up shortly. Okay. Oh, I can't see it on my monitor. There we go. All right. This is very helpful to me. Thank you. All right. So, uh, we continue on with our classrooms to community connections. Um, see here on the far left was a recent walk, bike, and roll to school day. Um, scoff is represented. great participation and other elementary schools across the district participated as well and we are certainly appreciative of the partnership with our um local police departments who were out um biking and walking right along with us. It was a wonderful um day. Also in the middle we uh have um I believe our second community partners um collaboration um of the year. It's a wonderful opportunity for different organizations um
across our community to come together to learn about what each other has to present and to u provide some networking opportunities. And through this relationship and partnership, our district is that much more um solid and um able to provide resources and supports for our students, families, and uh staff as well. And on the far right, you see an image from our a boys conference that was held um recently. It was a great opportunity for uh middle school students, boys from across the district. I believe this was the first year we did it where all um students um from well not all the boys but um representatives from all the schools um at the middle level were together to um learn about um just being motivated and how they could be agents of um their own
change. And we are very um appreciative of the uh volunteers um uh men from across the community who came in specifically to present but also to sit uh at the lunch tables to engage in um conversation with the students so that they can see um that they are kind and caring individuals um adults who are centered on their success. Um this month October is a celebration of principles, assistant principles and deans. Just want to um note we appreciate um their leadership and service for what they provide um across um our school community to make strong schools and um establish great partnerships with our students again, staff and um families. This is hot off the press. This happened this um afternoon at 1:45. We were down in Peoria to recognize publicly um in front of her
peers, Mrs. Sonia Ruiz, principal of Jane Adams Middle School. Um, as we discussed last um, year, I believe it was in the spring, uh, we shared out the great news that she was the Illinois Middle School principal of the year and she's representing um, the state at um, the NAESP conference in Washington DC this week. So today she received recognition at the state level in front of her peers. In a couple of days, she'll um be among the uh other representatives from the other states across the nation um receiving this wonderful honor. And it is just a tremendous tremendous um opportunity for u Mrs. Ruiz, but also to it um puts a great spotlight on the great things that are happening at Jane Adams in terms of their wonderful students and staff. It's just um
just truly impressive and she's one of one for the state of Illinois. Um so we just keep the um good times rolling for Valley View. We're doing um quite well and quite represented and I um just have a reminder here uh for all of our families to make sure you've downloaded the Parent Square app. It is a great way to stay involved um with your students learning and activities at school. There's many different ways to get information. I want to say that parent square is the best way. So if you have not downloaded that, make sure you do. And for some important upcoming dates, October 22nd is early release. October 30 31st is parent teacher conferences. Always a great time for students and families. I see some nodding of the heads from our ambassadors. It's
awesome. November 5th is early release and November 17th is our next board meeting. That brings me to the close of the update. >> Thank you, uh, Dr. Woods. And let's get a round of applause for all our staff. Everything has been excited that happening in Valley View. Thank you so much, staff. At this time, we have uh Dr. Pollson. Yes, information uh 14.2 was a new course offering, our offering of English 10 AP advanced placement seminar. Um information is being brought to you this week for this new course to expand equitable access for our students for coursework at the in the English department for an advanced placement prior to the 11th grade. Um this is directly develops some of our competencies of portrait of a learner including critical thinking, collaboration and communication and provides a
bridge between some of our English courses for AP and dual credit for future learning. And we are looking to replace this for English 10 honors that will go into full effect in the 2728 school year. So again, just information and looking to bring back in the next board meetings. Yes. 14.3 information for high school summer school. Something we do annually as we're planning for summer school. Um hard to think about even though it is October and but we are already thinking about it in some of us are thinking about it um this summer, not our seniors. um information being brought forth at this meeting to plan for our summer program for the 26 20 excuse me 2026 summer and that is our general general education high school programming as well as our driver's education and
it's a three-week session you can see additional details outlied in the full information report again this is just information and we'll be seeking your approval at the next board meeting >> thank you Dr. Post legal service report. >> Report. >> Association Federation reports. Valley View Council Local 604. Uh, greetings Valley View community. Um, I'll make tonight's quick. Uh, the Messiah people of Kenya and Tanzania have a common greeting. Caserian engraa which means how are the children. The hopeful response is that the children are well. We cannot say honestly that all the children are well. Many of my students are afraid. Many of my members are afraid. Many in the community are afraid. The easy thing would be to avoid this conversation. However, as you know, this is not what I do. At some point, all
leaders at all levels, self- included, need to understand and take stock of not only what they are doing, but the impact it is having on our future, our students, our children. Many lessons could have been learned from CO. Contempt was the lesson we collectively put forth. Contempt for each other, contempt for our neighbor, contempt over politics. We became addicted to contempt. And guess who sees it? Guess who reads it? Guess who has no shelter from it? Our future, our students, our children. What we collectively, maybe not you individually, but we collectively have shown them is division and dysfunction. We can debate, we can argue, we can disagree. When we let any of that influence us enough to harm each other, those young eyes see and too many times feel our actions. I appreciate the words
that Dr. Wood put out recently to reassure us we are in safe spaces in our schools. I truly believe we are safe in our schools. Our members engage our students. Our members have helped our students and families. VVC has made it clear that our schools are safe. All of us have an opportunity to do the right thing every day. We have students where intersectionality is the norm. That's real diversity. I want to leave you with some things to ponder. According to Pew Research, in 1890, 14.8% of our nation were immigrants. The reaction of Nivist Americans. the Immigration Act of 1891 which took away the states as the main enforcer of immigration laws and put it in the hands of the federal government. It then peaked again in 1910 around the same percentage. The reaction was
a literacy test for entry. But the real peak of immigrants as percentage of the US population January 2025 the percentage hit 15.8%. It's fallen a half a percent since January of 2025. Every day that goes by, we write our collective story for the children and grandchildren of our students. Unlike the past, access to our actions, words, and ideas are not just open to everyone around us. They are open to future generations for interpretation and judgment. In closing, I implore the district to continue to be that safe safe place for our students, all our students. I implore the district to be that safe place for our members. Currently, the district has placed know your rights cards in school front offices and through our family liaison. We applaud the upcoming family workshops. Perhaps we need to look
at online options as some of our members have indicated some events we annually hold to help families have seen a sharp decrease. Please keep those connections with our families as they are very much needed now. Please utilize us union leadership as a partner in unity VBC. >> Thank you Mr. Pogurt. Valley View Council Office Personnel Local 604. >> Good evening. My name is Maria Raises, president of the Valley View Office Personnel. Thank you, Dr. Wood, members of the senior leadership as well as the board uh for offering us this opportunity to speak tonight. Um tonight, I'd like to make it brief as well and just say that Dr. would did point out the accomplishments of Miss Sonia Ruiz, principal at Jane Adams. Um, with the state of the village, the state, and the nation related
to ICE, I'd like to encourage you to go back to Mrs. Ruiz's um previous recognition at at one of our board meetings where she most recently explained how she came to the United States. such an amazing woman to be recognized in such a way. And when I have members contacting me because they're in fear of attending a rally, all I could say was if you're down, I'm down. So, I just wanted to bring that up um bring that to attention and recognize someone incredible doing incredible things for our district, for our children, and for our community. and it's a huge concern districtwide. Thank you. >> Thank you. >> Valley View Transportation Local 3057. Old business. Any old business before the board? New business before the board. Freedom of information. Please direct your request to Mr.
Blay. Any announcement by the board. >> Okay. >> Want to take this opportunity to encourage the community to um start to attend not to start but um to start looking at the um websites for the district and the school different schools because of all the exciting things that are going to be coming up especially around the holidays. all these uh evening events with plays and and uh uh choir concerts and band concerts. Um just different activities, the magical um dinners coming up and these these opportunities and and um events are free and some of them are with small fees and they're very entertaining. The the quality that the students put out was just astounding and also the we always have all the uh different sport events. But these are things that I feel like it
would be important for the community to go see what is going on, what the students are doing, and all the great work that the the instructors and the educators are helping to u promote these and and to encourage the students to do. So, come on out to different events. Um many of them are coming up. Romeoville High School has their plays coming up. Uh Bowling Brook High School has plays coming up. So, um also at the um Benberg High School is the um honors um the band for the um honoring the um the first responders. So, please come to all these and or try to come to some of them because they're just extremely entertaining and so inexpensive to attend. So, thank you. >> Announcements. If you want to see me trying not to embarrass
myself, I will be conducting at the Bowling Brook Evening of Honors at the band concert at BHS on November 12th. So hopefully I'll do a good job. >> More announcements by the board if not announcement by the administration. >> Yeah, just quickly um um board member Pipkin, I think you're going to do quite well, so don't worry about it. and we um look forward to it and I agree um with board member uh secretary Sutherland worldass performances whether they're theater musicals um no need to go down to Chicago to get worldclass entertainment right here in our own community unless of course we have former students who are performing in Chicago then I would highly encourage you to go but if not make sure you take advantage of um the programs we offer here they're amazing
and also to um uh student board ambassador Zo A referenced Dr. Linux and the visit um by our state superintendent and I can tell you um just being there it was a moment. I've been in education for more years than I care to to share um publicly and um I can tell you that was one of the most amazing events um where we had a um an educator recognized and Dr. Linux um is definitely a um an asset to our community, a treasure. And I will also say too the message um of promoting education as a profession was um was announced loud and clear and we need to encourage um anyone and everyone um who has the capability to um consider um an a career in education.
