So that's what this does. And then we keep a ledger of all the interest earned over the years. Illinois General Assembly officially passed a $55.9 billion state budget and protects our schools and they fully funded it without raising local property taxes. Instead, law lawmakers pass a creative revenue package. Um, Senate Bill 30.19 designed to generate
031over $800 million in state fund by modernizing how we tax digital and corporate industries. So, $300 million adjustment to corporate tax loss writeoffs, a $200 million fee targeting massive social media networks based on their active user base and ad revenue and alone life. the $65 million tax on cryptocurrency transaction and commercial fantasy sports platforms. Now, I did hear in the radio that there's a lawsuit brought and so are we going to be able to keep this money or not? But right now, we're going to hold on to the good news because the state did successfully close the budget gap with these digital and corporate revenue streams and they were able to fully honor the K through 12 public ed um for our district. This means the state is injecting a fresh $350 million into based
032funding formula bringing the total state investment to over 9 billion dollar. So, this locks in our stable based funding for the coming school year. Um, the, you know, I always prepare my speech, but it misses some point from the actual report because the federal budget is not as uh good news. It's a little bit of bad news, but it's still um it's a preliminary one, but it did pose a 10% total reduction in federal education compared to last year. Um and some of the restrictions are for so title one would be reduced by 1.99 which is at 10%. Education research would be reduced by 271 million which is a 36% cut. Um some of the programs slated for elimination is staff support. So like teacher training, student services like um English language ac acquisition, education
033for homeless, children, youth, programs for migrant, neglected and deleted students, operations of community and family. So that kind of hurts. Um and then it introduces two major policy restrictions. So, in order to receive any of this federal funding in terms of your athletics, you're prohibited from allowing maleb students to compete in female sports categories and a gender identity disclosure. Um, where elementary and secondary schools, they have to implement a policy requiring staff to notify parents of discuss to express a gender gender identity that doesn't correspond to their biological. Those are the two restrictions, but it's not a law yet. Um, that only represents the House of Representatives position. In order to finalize it, the House has to negotiate it. So, I'm not going to go much deeper into that because um it's, you know, we
034there's still it's preliminary. So there's still but what is passed and what will be impacting us and I don't know if you want to say anything about this bill are three um three policy shifts and one is a classroom cell phone ban. I don't know if you guys heard about that but beginning in 2027 and um it's a mandatory state law that will take effect completely prohibiting the use of cell phones inside K to2 classrooms during instruction. I think there's some exceptions for high school. >> Yeah. >> Um but as a board, we have a clear timeline to design this policy. Um and if we have certain language built in our current policy, we can keep it for up to five years. So um there's a vocational flexibility where um in order to support students
035entering technical fields, high schoolers can choose to substitute two years of approved career in technical ed instead of the foreign language. Um and then the last one that would impact us is the early childhood discipline overhaul. Basically um they strictly limit out of school suspensions and expulsions for the youngest uh K to second grades. Uh so there's that and then I just wanted to talk about the rate bidding because they changed that uh process just by Okay. So, they approved the creation of a mandatory centralized rate competitive bidding portal. Um, so this is what it would entail. Um rather than vendors submitting proposals directly to the school districts, all internet service providers and tech vendors have to upload their bids electronically through this new FCC portal. All bid related communications, evaluations, contract selections have to
036happen within this portal. um conducting offportal commun communication with vendors um would be flagged at by auditors as a compliance violation and risk funding um funding denials um and a streamline recordkeeping. So the USC would host and manage the documents directly in the portal um but you'd have fewer maybe documentation requests during like reviews and audits. So for 2026 and 2027 there is none no changes for us but in July of 2027 they'll have that portal open. Um and then >> CIA I have a question on that one. Is it if the requirement to upload everything into this portal does that also mean does that take away our ability to approve which vendor >> is selected? >> I'm not 100%. I think that it just has to happen in the portal. So if we're selecting
