Call to order the Brownsburg Community School Corporation Board of Trustees Special Meeting Regular Meeting November 10, 2026. Please stand and join me for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Now please join me for a moment of reflection. Thank you. Communications. accommodations miss Murphy thank you hello hello there we are Ethan Skyler head on up to the front this is Ethan Kogel and Skyler Rose your state champion high school doubles team how about that First time ever the first time ever we've had any sort of state championship in tennis, so that's kind of a big deal So who's with you guys tonight Ethan? Um so my parents

back there drew Jen and then for coaches we got Peyton. Hey good Pam Hey good Coach Jones, that's my guy right there Spencer Fields and then his son right then I have my mom my dad Natalie and Brian Well, cool. Last year, you were at the state championship. So what happened last year and what was the difference this year? Last year, we were both just sophomores. We were just sort of playing together. But we really got to know each other just as friends, brothers in Christ. And so we got to know our playing style and just got better from there, I guess. Was it hard to lose last year and did that motivate you this year? Yeah, I don't like losing. I know I was pretty motivated by it and was excited to get back

to this year. Now I've heard your parents say that you guys are pretty good teammates and you really kind of play off each other. What's really good about this combination that makes you win a state championship? I would just say like we both just want to go attack the whole time, foot on the gas. We're not afraid of any challenge. We know that... I guess with the power team, we can just really go attack and do whatever we want and whatever we can accomplish together. And so that was just important, knowing that just not be afraid. We don't really communicate, and I'll say that pretty openly. We kind of just know where each other's going to be. We've ran it so many times in practice, and it's kind of built us to who we are

today. Now you're playing tennis in a pretty cool place. I was talking to Peyton before when Peyton played tennis at Brownsburg. She didn't have that nice spot. So yeah, talk a little bit about your new place and what you think about that. Yeah, it's amazing. I mean, just the amount of courts. I mean, you can just go out and just play whenever. I mean, it could just be you and your friend. You just go and... Just one-on-one or just with a group of people. I mean, the coaches have been amazing at just incorporating everybody and making sure even though there's a bunch of space, like we all just have a tight group and get to know every single one of our players. But, yeah, it's amazing just to have this space and just to grow

as a team. And your coaches are pretty excited about it as well. Yes, they are. One thing I'll say is that having those, like, bleachers for our friends to come and watch is definitely a surreal feeling. It's a different kind of feeling than having them sitting on the fence where they're up above the fence. They can see down. They're cheering you on. That's definitely some motivation when you're playing. And you guys are not primarily tennis players. Is this true? You have a state championship. I would say that's probably changing. Let's talk a little bit about that. Me personally, I'm sorry, Fields, but that's not changing. I'm a baseball player at heart, but I do love playing tennis, and that's always going to be there for me. Yeah, so it's kind of changed for me. I'm

kind of changing into more of a tennis guy That's kind of what I want to go to college for so that'll be what I choose well awesome Let's come on over here and make sure that we can hear mrs. Heffernan as she gives you your commendation in recognition of His outstanding achievement in winning the ihsaa state tennis doubles championship Ethan and Skylar rose marking the first tennis title in the history of Brownsburg High School Congratulations guys and we'll let you pose with that so everybody can get a picture. Gentlemen, since you guys are both juniors that means back-to-back double state titles next year? Alright. Thank you guys. Brownsburg Education Foundation report, Dr. Dixon. This evening, just a few things to go over. So the first thing, more of a celebration. Really, really excited that Real Men Read is starting back up. And so you can see there a few pictures from last week. I guess I even made the picture. So Brett Degay, Nick Myrose, and Kyle Duncan, as well as several other men from the community, have been in our classrooms reading to kindergartners. And so something I look forward to very very very much each year. So as you can see here, we actually have a few new books this year. It's pretty exciting. I'd say that the first

book was a hit. In November we read The Bad Seed Goes to the Library. In December we will be move on to A Bad Case of Stripes. January there was an old lady who swallowed a frog. February frog and toad together and in March interrupting chicken, which is a fan favorite. I promise you I as they talked me into wearing a chicken suit last year the last last time we'll see if they can do that again this year So looking forward to that again. This is a program just to get community involved with our kiddos And so the books are donated and and does not cost anything district in his partnership with the beat Brownsburg Education Foundation and just really really appreciate and excited about that program continuing on Switching gears to more construction items.

Have not done that for a while. But it seems like if you've driven by East Middle School, it's like how long does it take to replace that roof? I tell you, it's a long time. And there's a lot of shingles, a lot of square footage on that particular roof in order to take care of. However, we are getting closer. So this is just a quick outline here. Any item that's in yellow, including the numbers there. So 7 and 8, item 7, 8, 5, 4A, 4B. three two and one there that are kind of outlined um wrong way so in this area here and back in this area and the course seven eight and four b those areas are pretty much done um as we continue to try to get this project completed by the end

of the calendar year the original scope and sequence had this finished by spring break so anytime we get things done a little earlier it's better just less impact to kids as it does get a little loud sometimes in classrooms especially right here this is all classrooms underneath and so they're trying to move as quickly as possible unfortunately days like today don't help with progress with weather but we are happy to see a little warmer weather coming through the end of the week and they'll get right back on this so again something that should hopefully be done by the end of the calendar year But it's a big deal. This was actually the building that caused us the most issues when it came to amount of leaks and the cost of maintenance when it comes to

just overall upkeep of this particular building and because of leaks. And so excited that we're going to get this finished as quickly as possible. And this was a little hard to see, but something that we're very, very excited about. I know it seems like, again, high school, how long can it be under construction? Just a little bit longer. But this is an update on the second floor connection. So when we talk about when the senior academy was built, the original back in 2007, 2008, I believe, we did not have the ability to get from the top floor of the senior academy or second floor to the main building. And so that's really been a goal of ours to make that connection just from the simple fact of, you know, just from movement in that building.

It takes a long time to go all the way downstairs and all the way across. So this will certainly help with that. And so we are making progress. So what do you see here? This is actually if you were standing kind of towards the pool looking back at the varsity gym. This is kind of, and this is outside. This door right here you can see is actually the south gym entry. What used to be here was kind of the, we'll call the U-shaped, horseshoe-shaped stairwell that we kind of walk in and then go down the steps on the southwest side of the gymnasium. And so that has completely been demolished, and we are starting the construction here, the steel beams, in order to connect the second floors. And so that is looking north. Looking south,

which is again kind of being underneath in this area, is what this looking out. This is actually the spot where the stairwell will come down from the varsity gym down to the first floor. which is what is showing there. That's where the stairwell will be. And then students walking from the second floor will kind of walk around that staircase and down. And so that's kind of what you see there. Again, around and down, and that'll connect at the art rooms on the second floor. Again, a long way to go. Again, weather like today doesn't help, but we are on track still to have this completed by spring break of this year. And so that'll be a really, really nice feature for us, something we've been working towards a long time. Excited to see some of

that steel go up and making progress. So that's all I have for you tonight on operations update. Happy to answer any questions about these things at this time. Questions? Okay, thank you. Perfect. Thank you. No comments from patrons. We'll move on to consent items. Dr. Jessup? Thank you. Asking for approval of minutes from October 6th public hearing, October 6th business meeting, October 10th special called meeting, also approval of claims and superintendent's report. So moved. Second. All those in favor say that signify by saying aye. Aye. Opposed same sign motion passes. Thank you old business Third reading and recommendation to approve policy 4305 miss Lippe Yeah, so again, this is the third and final reading to recommend the approval of 4305, which if you will recall, I know it's been a while since you reviewed this,

but this is criminal organization activities in schools. And while this policy is no longer required as an essential policy, we've decided to keep it. So we removed the legal code because it's consistent with some of the language in our student handbooks. Second. All those in favor signify by saying aye. Aye. Opposed, same sign. Motion passes. Thank you. Recommendation to approve updated 25-26 school calendar. Dr. Jessup. Yes, thank you. So this is a minor change to this year's school calendar and it is really just with the timing of summer school. In years past what we've done is we have had a week off between when school gets out and when we start summer school. And the feedback that we've received from staff who we try to encourage to teach summer school for us and also from

parents is that it would be great if we could start right away. That gives us more summer. rather than waiting that week and then going longer for summer school. We are looking to shorten summer school. While the DOE reimburses for summer school, they do not reimburse at 100 percent. So by shortening summer school, we will limit the amount of money that Brownsburg has to actually pay to do summer school. So ask for a change. In summer school, it used to be the 8th through the 24th, and now it will be the 2nd through the 12th. Of June. Do we have a motion? Second. Second. Questions, comments? All those in favor signify by saying aye. Aye. Opposed, same sign. Motion passes. Thank you. New business. Recommendation to approve fees for the 26-27 school year. Mr. Hacker.

Yes, thank you. So tonight we'll be asking for three different areas of fees, including the early childhood center, the ECA transportation rate, and facility usage. We do this each November. And so kind of taking each one of these individually the early childhood center again This is one of those when we talk about funding for schools We receive funding in k-12 early childhood center outside of developmental delay Which we do receive some dollars from the state for students who have an IEP This is a service that we provide without funding from the state And so we do have to take a look at those costs each and every year to keep up with whether I be even inflation as we talk about cost of utilities in that particular building and also staff increases and such as

we look to minimize the impact of that program on our bottom line ultimately i know that we have spoken on great detail about the financial challenges and unfortunately that is hitting sometimes our fees as you'll see this evening And so for next school year, we are looking at supply fee at the early childhood center going from $70 per year to $76 per year. The transportation fee for students to elect to ride transportation, again, not a requirement, from $700 per year to $730 per year. And then the tuition rates for the Early Childhood Center really depends on if someone is two-day, three-day, or five-day. And for two-day, that is going from $170 per month to $186 per month. three day $260 a month to $280 per month and for five day $385 per month to $400

per month. How did we arrive at that is just really taking a look at all of our projected costs. I'd be Mr. Ebert working with Zito at the Early Childhood Center just to look at the number of students we have, number of staff we have, and ultimately this we do not come out this program ultimately does cost this corporation money. We don't come out ahead here. This is just help mitigate that. But we understand that the services that we provide to students ultimately help them for success at the kindergarten level. And we know that that's just kind of one of the things we want to services we want to keep providing. But that's the reason for the increase this year. As we move on to the ECA transportation rates, again, transportation, we talk a fuel

costs as well as the increase of a new bus and overall just inflation with parts and things continue to increase. We try to look at that each and every year to minimize the impact to our ECA routes. That includes athletics, performing arts, field trips. But this year, we are looking at the mileage rate. This is the cost per mile to rent an ECA bus. So to take that is from $3.50 per mile to $4 per mile. It's an increase of 50 cents. Again, this is actually not covering the full cost for what it hits the corporation, but we are getting a little closer to breaking even. We understand that might impact participation fees, athletics, or even fees at the performing arts level. But again, as we take a look at costs across the district, these

are things we're going to have to recover. And then the last is facility usage rates. Again, I believe that we look at a nominal 3% increase rounded up to the nearest 25 cents, and we've continued that for the last several years, and that is the same recommendation for 26-27. The reason we ask for the approvals of these particular fees in November is to allow for plenty of time to communicate for these groups as they plan their budgets and such. But happy to answer any other questions you might have, but other than that, looking for a recommendation to approve these fees for next school year. How do the facility use rates fees compare to other districts? That's a great question. And so I've never, I don't know, to be honest with you, we've never really taken

a look at the facility usage rates, quite honestly. There are some school corporations that some charge, some don't. It really depends on what's going on there. Just same with ECA transportation rates. Some schools that perhaps aren't hit with some of the operation hits as we are do not feel the need to charge that because they're able to cover those costs with transportation. I think we feel the same way. But certainly with facility usage rates, that's one of those areas, especially try to cover the cost of any additional staffing with custodial security, things like that, to ensure that, again, that's not costing the school corporation. We do have a special rate for our inside groups as well. So if you've got a Brownsburg Youth Sports, something like that, that we'll be utilizing, that's a different fee

than a completely outside group. And our inside staff do have access to that as well. So we have not done a full wide study on what all other districts are doing in that. This has been in place now just as we know what's best for us and looking at our bottom line and our financial situation. It keeps our facilities nice as well. Yes, absolutely. Do I have a motion? I have a question. Mr. Hacker, my question is about transportation at the Early Childhood Center. Sure. I know you made the comment that the fees that are being assessed don't cover the entirety of the cost for the ECC. Does that include transportation? That includes transportation, yes. There's additional? That's correct and so again it's one of those balance we really want students to take advantage of

this program and so try not to increase to eliminate the ability for some folks to attend as again we know we see the benefits of students being in that program and and really the success that we see with some of those students especially behaviorally some are going in with just some phonetics and such going in the kindergarten that we don't want to put the full weight of that on all of our kindergarten classes with everything else we have going on and so again one of those things we just try as much as we can to look at you know what we can cover but knowing that that sometimes is a cost doing business would that will i have to change moving forward potentially but again looking at our budget upcoming year we look at that

holistically from the ECC standpoint of, you know, all the costs for staffing as well as transportation and supplies and snacks and things and try to come up with what we feel like is the best increase to cover those costs. But it does not fully cover it in any of those areas for sure. And is there any sort of financial support for families who might want to take advantage of the ECC but are not financially able to do so? Like a free and reduced lunch would then translate? Or is there no financial assistance from the state or any other organization for that? There's no additional financial assistance. And Dr. Jessup, unless I know you've been more involved with that side of it than I have from the programming standpoint. The staff at the BECC does fundraisers

throughout the year And they use those fundraisers to offer some scholarships. So we have students who might qualify for the three-day program and The staff may offer the families the opportunity to go for five days and pay for the balance of the two days So not widespread because there's just not that much money, but on occasion that is something that they do. Great. Thank you Any more questions? Do you have a motion? Second? Second. All those in favor signify by saying aye. Aye. Opposed, same sign. Motion passes. Thank you. Superintendent comments. So lots of things happening in and around Brownsburg. So first off, I want to congratulate the head coach of our boys soccer team, Sean McGrath. I'm being named the HCC soccer coach of the year, so very exciting for him. Also, I want

to announce that the middle school together are putting on a musical this week. It is called Newsies, so if you're looking for an opportunity to see some middle schoolers doing great things, you could do that. Certainly want to wish our band good luck at Grand Nationals this Thursday. We do know that they will perform more than just on Thursday, but Thursday is their first performance. It is in the middle of the day, but hoping they will do well. And then, of course, wishing the football team good luck on Friday in regionals at Decatur Central. So busy week. Four comments. of the team and personal friends with a lot of the staff there. So that was really neat to see. And as Mr. Wells said, we'll expect them to win again next year. Dr. Dixon? Yeah,

congratulations to Skylar and Ethan. It was fun to hear them kind of talk about playing together. And I didn't play in Brownsburg, but I played high school tennis too. It's kind of fun to see some success in that area. Hard to believe we're already in November. It seems crazy that we got here this quickly, but yeah, and the weather today was kind of insane, but everybody had a good day. It's what I hear. Excuse me. Echo what Dr. Jessup, Mr. Hayward, Dr. Dixon also said. Also, to piggyback onto the soccer side, congratulations to the boys and girls who were named to the all-state teams that were announced in the Indy Star today, too. And hopefully everybody managed and did not try to text Dr. Jessup and try to mention, hey, how about a snow day

already? Again, as always, echo everything down the chain. So thank you for coming. Same. I was a terrible tennis player, but I was invited to the Avon-Brownsburg game to join the student section for the Let's Get Louder. And so I was pretty good at that, and it was a really loud student section. So it was amazing to see all the kids there having fun. Everything else is thank you guys, and thank you guys for everything that you're doing. Do I have a motion to adjourn? So moved. Second? All those in favor say by saying aye. Aye. Opposed, same sign. Motion passes. Meeting adjourned.
