I'd like to call to order the Brownsburg Community School Corporation Board of School Trustees regular meeting December 8th, 2025. Please stand and join me for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. And if you'd like to join me for a moment of silence. Thank you. Communications. Yes, we have a couple of accommodations. We got our first group has to rush back to rehearsal. Mr. Hogger, let them blow out a rehearsal coming up here. Noah and Kirsten, stand right up here. These two, we have Noah Widener, Allstate Orchestra on bassoon, and we have Kirsten Earnhardt, Allstate Orchestra on trumpet. So very, very cool. Let's hear it for them.
So you guys left rehearsal and now you're going back. What exactly are you rehearsing for right now? We're rehearsing for a winter concert that we have next Monday. And who do you have with you? What? Who do you have with you tonight? I have my parents. What? That's my mom. That's my dad. So have you been playing the bassoon since you were younger? When did you start playing? I started playing in sixth grade. Did you know right away that that was the instrument for you or did you try some other instruments first? I actually wanted to play cello or French horn and then the guy told me that bassoon was the hardest instrument and it takes someone really smart to play bassoon so I decided, you know, I'm going to play bassoon instead. Well, if
you're Allstate Orchestra that probably means it worked out for you. So how did the bassoon sound at the beginning? Okay, maybe it didn't sound so good at the beginning. Yeah, well, a junior so you still have a whole other year. Do you think you want to play bassoon after school? Yeah, I'm probably going to pursue a major in music. I don't know if that's going to be my primary major, but it's definitely going to be a major. So Kirsten, let's come on over here. So you're rehearsing for the concert as well. Are you new to us? Did you just come to Brownsburg a couple years ago? Yes, I came when I was a freshman. I'm new from Avon. Okay, do you... It's okay, you're doing all right. I think she's doing just fine. You do
love it here? Well, what do you love about it? I love that the teachers are willing to help the students, and I love that the community at Brownsburg is amazing. Are you also part of the marching band too and the orchestra? I am. I am the drum major at the Brownsburg High School Marching Band, and it has been such an experience, and I'm very thankful to be here. So what do you think about, you guys, I don't know if you know, they're going to be marching in the Rose Parade, and we now know who's going to be playing in the football game, right? Yes. Yeah, IU. IU, yeah. It's not a secret. I don't think it's a secret. So tell us who is here with you. My mother is here today. You have a musical
family? I do, yes. My dad is a band director currently in Texas, and my mom is an accountant, but she had 25 years of experience plus in music education. Wonderful. Let's see, Mrs. Heffernan, go ahead and give them their accommodations so they can get back to rehearsal. Brownsburg Community School Corporation Certificate of Accommodation is hereby presented to Noah Widener and Kirsten Earnhardt for being named to the Indiana All-State Orchestra. Congratulations. Our next group can come on up. And they're not going to jump and scream and yell, which is not normal for how they've been acting for the last few months. These are our six spirit coordinators at the high school, and they are the ones who orchestrated the quest for the banner. And so that's a big undertaking, and I understand that you guys kind
of decided you were going to do that at the beginning of when you became spirit coordinators. How did that all go down? So I mean last year we were actually finalists for the banner but unfortunately we lost it to Fishers. So I mean coming into this year we knew that we were going to work our hardest to pursue it again. And we actually ended up facing them again at the finals and we ended up beating them so all of our work actually paid off. We threw out some pictures of some of the fun stuff. So this is David, and David came alone tonight. You're a senior. Anything that you want to pursue after high school, do you know what you're going to do? Yeah, I want to be an attorney, so I'll be on the
pre-law track, probably a history and a psychology major. Awesome, awesome. And you are? Cale Hefferty. Yeah. You do have somebody here with you tonight. Yeah, my mom's right there, my dad, my brother. So what was your favorite part of this whole quest for the banner? I loved the football games. They were so much fun. Just being able to lead all the chants. It was super fun. Being able to be loud, because I'm a very loud person. So just being able to shout whenever I wanted to. So that was always fun. I don't know if anyone saw the video of when Moses parted the Red Sea. It was you, wasn't it? That was also a highlight of the football season. That was very fun. The students just split, and he ran up the top. It was
very, very cool. And you are? Megan Ellis. And Megan, who's here with you? My mom and my dad. So what do you think? Oh, wait, I didn't ask you. What do you want to do after high school? I also want to be an attorney, but I'm going to go for finance, my major. Very cool. Go ahead. I'm going to Indiana Wesleyan to pursue a major in nursing. That's very cool. So can you tell me anything that happened with the banner that the craziest idea that maybe didn't happen? Was there something you really wanted to do that maybe didn't happen? No? Did you do all that you wanted to do? Oh, okay, so we planned this trip kind of like the day of to go downtown and go decorate AC's office. And we actually had zero
planning of this, and we kind of just made signs, and we were like, we're just going to go down there and see if we can go inside. And so we did. How did you get in? We had to go through the security guard, and it was like a whole big thing. But we ended up getting in, and we decorated his office. Seemed to work out for you. And you are? Christina Durow. And who's here with you? I have my mom, my dad, and my sister. We talked about what you're going to do. What are you going to do after high school? I'm also going to go to Indiana Westland, and I'm going to study exercise science on a pre-PA track. So how many hours do you think that you guys put into this? A lot.
There is definitely, it's probably over 35 hours at least. Like, there is so much that goes behind the scenes that a lot of people don't see, plus, like, the time that we spend actually at the football games and other things like that. Very cool, and you are Rachel Hilton and who's here with you my mom and my brother and so you had a lot of a Time at your house that you planned and all these things that one of the big things that was fun to watch and stay up late on a Friday night was the party when you guys got named to be that was did you host some of those what was that like yeah, we would usually go to my friend Kate's house, but it comes out at like 1145 so those
were late nights after coming home from Cold football games and but it's just a lot of fun Good deal. And what are you going to do after high school? I'm undecided where I'm going, but I'm going to study math and business. Okay. And last but not least, you are? My name's Becca Rogers. And who's here with you? My mom's right there, and then my sister's Stella. Very cool. So what was the most fun? Like, did you, the memories that you made, all the things that you did, what do you think you're going to look back on when you get in college about this whole experience? My favorite thing was when we did the whiteout game and the lights flashed and then everybody had light up glow sticks so it just looked really cool from the
field and running the flags. And these shirts, I think one of the parents got these. They hadn't worn these yet so they got new Zone Banner shirts. And so the last time we won was? 2018. And so I heard that your sister... Is in sixth grade? Yeah. So maybe in eight years we'll try to do it again. Yeah. Stella, you got it. All right, Mrs. Heffernan. Brownsburg Community School Corporation certificate of accommodation is hereby presented to BHS spirit coordinators for earning the 2025 Spirit of the Zone banner. This achievement reflects your outstanding leadership, creativity, and unwavering commitment to building pride and unity within BHS. Mr. Hacker Thank you very much this evening kind of going through some inclement weather stuff quite honestly We
usually get to about January before we have to start this but mother nature has really shifted the timeline And so it's it's dr. Jessup's favorite time of year is to get out and drive So I just think it's kind of important we talked about this at one of the vision classes as well where the What actually takes place the morning of when we have some inclement weather? Trying to figure out what to make the call. I promise we're not just in our warm house looking out the window and making the decision based on what we see. This is, you know, as much as we would like, if we, if at all possible, could make the call the night before for proper planning, we really want to get up and see exactly what's going on. We
know that the best place and safe spot for students throughout the course of the day is, in fact, in our schools, and so we want to try to be in person as much as possible and have school on time. And so, but this is kind of a quick summary from last Tuesday, or I should say, yeah. Yeah, it was Tuesday Tuesday because it's early morning Tuesday feels like Monday night I guess because you don't get any sleep But this is really what happened on early Tuesday morning about 3 3rd area director transportation Nick Myros He gets up and arrives on campus for assessment He's really an initial one to kind of get the first drive on his way from I think he lives in Avon We'll drive through Brownsburg a little bit prior to calling.
Dr. Jessup And really about 4 o'clock then we begin having calls between facilities, transportation, and BCSCPD. I would also include, that's all internal, but we're also having conversations with the... Brownsburg PD as well just officers that might be out seeing what kind of wrecks or slide offs and things just from from all across the the county and such that's going on and then as typically 4 a.m. is when if we know that we need to get in here and get thing the removal plan going by 4 o'clock that's when folks are arriving that not only is in the bus lot in order to get our buses clear and able to get out but also our parking lots and sidewalks across the district and so we usually have that plan ready to implement the night before
knowing what the forecast might look like. By 4 15, Dr Jessup is out driving the roads. Typically, if she's received the call from Mr Myros along with Scott Dunning, our chief police And then usually by 5 o'clock, there are conversations with local, when they're ending by 5 o'clock, with local superintendents. I know Dr. Jessup said she had seven different superintendents on the phone on Tuesday morning. That was Avon, Danville, Mill Creek, Northwest Hendricks, Plainfield, MSD Wayne Township, and Zionsville. And so, again, trying to ensure that we are taking in all the... all the different areas into account to make the best decision. Ultimately, decisions have to be made by 5.30 because that's when our first bus really needs to get rolling, but we really prefer that by 5.15 a.m. to try to keep people from
getting on the roads to arrive at transportation, and that's really when we prefer for messages to begin. Again, 5.30. needed with the additional time because really we know that folks are getting up that early and heading out to bus stops and just getting prepared and we want to try to give as much time as possible especially with a two-hour delay as what we might have to adjust and change for morning routines and such but that's really what goes into making the call it's not a lot of sleep but we are out there and and really checking in on things in person before we make that call because it is that important As far as you know the snow removal process ultimately our facilities team has worked really really hard We've had a good plan in
place and it's been adjusted We've obviously added a ton of parking lot square feet with the high school renovation as well as sidewalks So this is really the first year for the most part. We've been able to implement without the construction side of things and really Mr. Faulkner and his entire team work really really hard not only on on preparing and getting out there the morning of but also in communication with our principals. every single building has a map like this has been shared with the principal and the opportunity for our facilities team to go and talk with the principal and the staff if needed. Ultimately, we just want, we know that in absence of communication, sometimes people begin to just, you know, nobody's out here, nobody's salting. And just to ensure that we have
the exact plan in place, what spots are what we'll call like the early bird lot or parking spots. If folks are showing up really early where snow is going to be pushed. And again, that way everyone's on the same page. But this is one example of the map where this is the sidewalk map at the high school and you can see here just it's we've got different equipment in place whether that be we've got things called snow mags and different folks and really each one of these the blue red and yellow and orange represent about two hours worth of work so this is oftentimes not only some of our facility or all of our facility staff some administrators uh dr gay was out uh on tuesday as well doing some things for us and um
but this is about two hours worth of work in order to get all these sidewalks clear that's why we want to start four 30 and ensure that we have this clear in time for school. Same with the parking lots. Again, this is just showing you one example at the high school since it is our largest. You can see here that, for example, the lime green kind of areas, these are where snow is being pushed. That way staff is aware of, you know, this is the direction that snow will be pushed. If it's a little bit bigger snow, more than four or six inches, we might... actually take up some of these spots if needed just based on that so you can see there's a line here the direction that the trucks need to plow and
then we're actually leaving this lot open there is enough parking spots in this area for all of our student parking right now so again just trying to prioritize our resources we are down about three facility staff members right now that we have not replaced and so we've got some trucks that are going filled so we are trying to ensure that we leave enough spots here to get things started for school and they will then we will come back at the end of the day to get that lot you might think that the band is no longer practicing but they are in fact still practicing outside in preparation for the rose bowl parade so just some information about the facilities team our snow removal plan making the call and certainly there's a lot of work a
lot of great people that go into making school start on time and we'll make sure and celebrate them but obviously happy to answer any other questions you might have about the inclement weather process Thank you. Yeah first reading of policies 3700 and 660 130 miss Libby Yeah, so this is a first read of two policies. The first one is 3700 This is a reduction in force for certified staff. And so really the purpose of this policy Is to establish a procedure for the reduction of teachers if needed So we just wanted to add some clarifying language in this policy as to how that procedure works and the second policy is 6130 bad debt and again we've added some clarifying language just how we work through the procedures of if any money is owed to the
district or if there is a credit owed back just that we make every effort to rectify the situation and so what that what those procedures are and so this is a first read and happy to answer any questions thank you any questions Thank you. Comments from patrons? We have one. So just as a reminder, state your name, address, and you have three minutes to share. David Wyatt. Good evening. David Wyatt, PO Box 513 of Brownsburg, Indiana. Just a couple of things. The communications that were noted earlier, the policies at 3761.30, those details are not in the packet. Those details are not on your website. Those policies are not there for public review. Kind of hard for the public to be informed on those changes and what the policies were in the result of that one
That's not available on your website page 31 new business preliminary notices for administrators subject to non renewal Why is this being done? What is the context for this action again? There's nothing in the packet to describe why the board is taking this action or reviewing this material page 33 an additional appropriation You know it would be kind of important to know what the dollar amount is of that appropriation It's not the packet either. Noted that there's a 27% increase in utilities costs, and there might be a contingency for maintenance emergencies. Is that 27% increase, has that been allocated and addressed in the 2026 budget? Or is this like a utilization one-time thing, if somebody can address that? And if one of you members or folks that are up there can address these issues during your
discussion, I would appreciate it. Thank you for your time this evening. Thank you. Consent items, Dr. Jessup. Yes, thank you. At this time, ask for approval of the minutes from the business meeting on November 10th and the executive session November 24th, the approval of claims, and then the superintendent's report. Questions, comments? All those in favor signify saying aye. Aye. Opposing sign? Motion passes. Thank you. Old business. We have no old business this evening, so moving on to new business. Recommendation to approve updated 26-27 school calendar. Dr. Jessup. Yes, this is, if you'll recall, at our last meeting, we updated the 25-26 calendar for summer school. recommendation for the 26-27 calendar changes summer school and it also bumps spring break back a week we the original was in line with Wayne Township and actually we are
more in line with Hendricks County so this just moves the spring break back a week and shortens the amount of summer school time so asked for approval at this time. Got a motion? Second. Questions, comments? All those in favor signify by saying aye. Opposed same sign. Thank you. Motion passes. Recommendation to approve high school program of studies for the 26-27 school year. Dr. Jessup. Yes, thank you. So asking for approval of the program of studies. This guide is created every year by the high school, and it lists every single course that we offer at Brownsburg High School. Depending on changes to and so as you know there have been changes to the Indiana diploma it requires us to add classes and to remove classes and and make sure that we're in line with what the
Indiana Department of Education states that we have to do as well as sets forth what a pathway would be for a student as a freshman you should take these classes as a sophomore you should take these classes so This year we have some new course additions. We have an advanced PE class basketball and one stepping into fitness in a sports lab. There have been some changes with speech so that has been changed. Contemporary literature, fiber arts, visual communications, and aerospace engineering. We've also had some changes with some dual credit classes. We've had a few classes that we call turned off. That means we're no longer going to be offering them. And some of those are right in line with things that the DOE is no longer recognizing courses or we no longer have a need
for that class because we've changed the requirements to something else. So this is something that we put out every year at this time so that when our kids come back from winter break, they are ready to start their scheduling for the following school year. So just ask for approval at this time. Motion? So move. Second. Questions, comments? All those in favor signify saying aye. Aye. Opposed, same sign. Thank you. Motion passes. Recommendation to approve authorization to issue written preliminary notices for administrator subject to contract non-renewal. Dr. Jessup. Yes, thank you. Knowing where we are financially, we believe that there is going to be a need to decrease staff. The first area of decreasing staff that we are going to consider is decreasing the number of administrators in the district. As we talked when we approved
contracts back in the beginning of the year, I talked about the need to change administrative contracts from two years to one year. What doing that allowed us to do is if we needed to non-renew. This is not for performance. This is non-renew because we are looking to eliminate positions to save dollars. So this request gives me the authority to issue non-renewal letters, which is something that certainly we do not want to do, but knowing where we are financially, it is something I believe we are going to have to do. And so I'm asking for you to give me the approval to issue non-renewal at this time. Do I have a motion? Do I have a second? Questions? Comments? All those in favor signify by saying aye. Aye. Opposed, same sign. Motion passes. Thank you. Public
hearing on additional appropriations request for operations fund Mr. Hacker. I will now close the regular board meeting and open the public hearing. Thank you very much. So typically, it seems like the last several years we've had to go through this particular. Meeting here or the public hearing excuse me on the additional preparations ultimately as we kind of sit around and guess the best we can with the budget from the from the upcoming years you submit that in October here we are the following December and Ultimately our guests on the impact of utilities with the opening of the high school caused us to go over the projected expenses and the operations fund And so we did advertise for this in the Republican 10 days in advance, and that number is on there of 800,000. And so
that is additional request of $800,000 to ensure that we can cover all the costs of utilities, as well as give us some wiggle room just in case that we have any equipment needs or any should cold weather pipe first, things like that, would give us the flexibility in order to make that. um purchase and get that fix done without having to have another board meeting towards the end of the year so we do not anticipate the need for all 800 000 but it does provide us some flexibility if we don't use all 800 000 that just goes right back into cash balances uncovered funds and so there's we can ask for whatever it doesn't impact cash balance but it just gives us the authority to dip into cash balance if need be and um yes
we will ensure that that is input in place and it has been for the 2026 budget so um but happy to open that up for any public comment or questions at this time do we have any public comment oh good evening david wyant appeal box 513 to brownsville indiana if the amount was published in the republican why was the amount not in the in the agenda in the packet this evening I'll check into that. That's right. Why that resolution was not included. Yep. Very good. And you've addressed this overage in its continuing nature in the budget of 2026 so that we won't have this or less likely to have this problem again going forward. Right. Okay. All right. Very good. That's my only questions. Thank you. Thank you. At this time, I'd like to close
the public meeting and recommendation to authorize requests for additional preparation for operations fund. Mr. Hacker. Yep. At this time, just asking for your authority for us to give the ability from the LGF to expend those additional appropriations if needed and asking for your approval at this time. Do you have a motion? So moved. Second? Second. All those in favor signify saying aye. Aye. Opposed, same sign. Motion passes. Thank you. Recommendation to authorize end-of-year payments and transfers, Mr. Hacker. Yeah. This is an annual. Approval just allows us to adjust any of the accounts needed at the end of the year to ensure that all 3,000 accounts are positive balance if we were over in some or not in others just do the shifts as well as make any final end of your purchases again without having
to do an additional board meeting. We do this every single year just in the December board meeting and asking for your approval at this time. Do I have a motion? So moved. Second. Questions, comments? All those in favor say nothing. Aye. Aye. Opposed, same sign. Motion passes. Thank you. Recommendation to accept insurance quotes for 2026. Mr. Hacker. Thank you. So I'm going to take a little bit of time here to go through some items. Really want to thank Dustin and his team, Dustin Ward from Hometown Insurance. This is nothing against Hometown Insurance, but with the financial situation this year, we knew that we needed to potentially explore all cost-saving opportunities as we head into 2026. And so we did an insurance RFQ request for quotes to just to make sure that we are doing again
our due diligence to try to find every bit of savings. And we really, really appreciate the partnership with hometown insurance. It's nothing against them, but just, you know, one of the. I always say that it's not personal, it's just business. We did have Hometown Insurance as well as MJ Insurance come in and submit some things, but happy to report and be on request that we would like to stick with Hometown. And some of the things we just appreciate is their accessibility. Dustin is here tonight. Dustin is always a phone call or text away, or his staff as well. As well as the advocacy, I really feel like they are trying to do what's best for Brownsburg Community School Corporation through lots of strong claims services. opportunities. You know, we've had the cyber attack and they
were on the phone with us really through the early morning to late morning or late evening. And Dustin was here on Sunday of Mother's Day, I think in 2022 or 23, whenever we had the Cardinal lightning strike that caused the fire. And because his him being here allowed us to get the remediation company on site very quickly and start that process that we were able to start. school on time at Cardinal that very next day. Um, there's strong community presence with hometown through their partnership with the B. F. Chamber of Commerce Rotary, you sports and through B. C. S. The athletics. So just can't really thank Dustin and his team enough for the partnership in hometown. And with that being said, I really feel like they really left no stone unturned in this quote process
and kind of will share where we're going to fall for 2026. And from what he tells me and he would know This better than I am just from hometowns decades where the service and partnership with Brownsburg is that for the first time we're going to come to 2026 with a premium cost that is less than the previous year. And so our premium right now we look will be about $85,000 less and potential for more savings in 26 than it was in 2025. And I think a lot of that or most of that is all to do to Dustin and his team and the work they did to try to make sure that they were getting us the best possible price. Not to go into all the details here, but you can see on the chart
the different areas of coverage that we've summarized here. The carrier, the only change in carrier, and really that represents the majority of the adjustment, is we've gone from Liberty Mutual to Chubb Insurance Company on property. And the one thing I also wanted to point out here on auto, we stayed with selective, but we are going to move from a $2,000 deductible to a $5,000 deductible. But in doing that, I know it seems like there's only $1,000 in savings here, but if we kept the deductible at $2,000, it was actually going to be an increase of about $18,000. So for us to go, what really is $248,000 to $229,000 represents more of the savings. had we moved if we kept 2000 and so and that's a lot of the conversations that Dustin and I have as
far as where do we kind of open up ourselves for more risk. We really feel like looking at buses that the opportunity of those deductibles are just not a ton of accidents in the auto that we feel like that $20,000 savings is worth the increase in that particular premium. But very, very excited that in the property, not only did we lower the amount by about 86,000 but that's also adding 180 thousand dollars worth of property value with the full senior academy and field house expansion coming on to our property list we're able to add that and also drop the rate so i'm just very very thankful for that rfq process and dustin's team dustin's here tonight also if you had any specific questions as on behalf that i can't answer and dive into specific about
some of the coverage or policies he is here and able to answer any questions you might have but It is my recommendation to remain with hometown insurance and move forward with the 2026 renewal with the premiums suggested and look to save the corporation $86,000. Awesome. Do we have a motion? Do we have a second? Questions, comments? All those in favor signify by saying aye. Aye. Both same sign. Motion passes. Thank you. Thank you. All right. Superintendent comments. Just a few things. I do want to point out the seating arrangement change. With, as Shane talked about, fewer people in facilities and that, we decided to save time at the beginning and time at the end by not having everything set up and having to break down this entire room. So this will be the change moving
forward. And then if people don't want to sit this close to us, although I can't imagine why they would not want to, they can sit back at tables. But that will save time for our evening custodians to actually be able to be in buildings and cleaning. Want to congratulate all of our students that were recognized tonight from our spirit coordinators to our orchestra students certainly excited to see them and recognize them for their their efforts and then finally best wishes to all of our students on finals and the end of the semester and hope everyone has a restful and safe winter break Yes, I do want to congratulate Noah Kirsten and the spirit coordinators I really enjoy the The kids at the football games. It's like the game within the game right watching them when
the game gets a little slow Which doesn't happen very often with our team congratulations to our state Indiana State 6a championship football team looking forward to our winter sports I'll echo what? Mr. Hayward said it those kids are inspiring and it was really fun to watch that evolve. I was their antics were effort well worth it, I guess is what we should say, right? And I think that Mr. Hecker, I appreciate you and your team always being proactive to try and find solutions to problems before they happen and address that and always appreciate keeping as much local business as we can and tune in to the Rose Parade on January 1st and watch the Brownsburg, Santa Brownsburg Marching Band. I'd like to echo what Mr. Hayward and Dr. Dixon said. Not only the students during
the spirit coordinators, but also seeing the faculty and staff and all the social media videos. I thought I was going to see Dr. Jessup in there trying to get the banner for Brownsburg. Also, she's one of the few people I didn't get a chance to see in there. Congratulations to the back-to-back state football champions. I can't believe we're already at almost a Christmas break. Everybody have a safe holiday and safe travels to those who are going out to Pasadena to watch that IU football team and the Brownsburg marching band out there. As always, thank you for all the staff and students for all that you do. And have a safe winter break. I got to see firsthand the spirit coordination. It was a lot. Mr. Dowler has high expectations of them, and so they had
a lot of fun doing that. There was lots of coordination, so I was super happy to see that they did that. The kids were thrilled, to say the least, so that was great. Back-to-back football champions, that's awesome. rosable parade or marching band that's amazing so we've got so many good things going on I do also want to remind everybody that you know we post the agenda in the board packet 48 hours prior to the meeting and clearly sometimes things get missed and if you see anything we'll double check everything but you can always request and the administration will always be happy to answer any questions so it's a lot of information they put together each week between what they send us and what they post for everybody so we appreciate everything and happy to answer
any questions if you don't see it clearly so. On that note, do I have a motion to adjourn for the second? All those in favor signify by saying aye. Aye. Opposed, same point. Meeting adjourned.
