I mean, they are tremendous people who will allow us to host a sectional and they always do a great job and I think that's great to have that right in our backyard. But then to have a strong boys and girls golf program and for these guys to win the sectional yesterday, it's a big deal. It really is. We've usually had we've stuck to our regular meeting in August, which is the second Tuesday, and then we've come back the following Tuesday, the third Tuesday, and done the budget presentation, not the hearing, that's later. Um, and that just gives us an extra week in my office to get the budget ready. We're usually waiting on the assessed evaluation and all that. I to talk talked to Jessica, we talked to if if you could move, it would save you a night basically coming is what what we're saying. Um, it makes no difference to me, but get you here for one meeting in August. We will have our regular meeting and the budget presentation on the

007third Tuesday if you approve that. Again, we've always done the pres presentation the third Tuesday. And this just gets you one evening back. It's it's not like it's going to take hours and hours to do this. I think you guys are all familiar with how the budget works. So, um, I'd like to propose that. And then, uh, the public hearing would be on September 8th, which would be right before our regular meeting in September, and then we would have to have a second meeting in September to get the getting the budget adopted, and that would be September 22nd. Any questions on the budget calendar? The moving the actual regular meeting back to the 18th in July will give you permission to hire before then. correct historically. >> Yeah. >> So it won't affect anything to

010but in particular greenhouse. They also as part of that have talked about a monthly maintenance fee of $52 which I thought was very reasonable and I think that's a must. We just need somebody that knows what they're doing checking on that every month. And then eventually they said they might switch that to quarterly if they feel like the work's being done or it's working properly. So many split 7,000. Not thrilled about it, but we need to get that heated he heated and cooled properly or he's going to lose. How is that insulated up there? >> Not well >> because the mini split's not going to do a whole lot of good if we don't have insulation. >> And we already have >> Yeah. >> a very significant electric bill. So we would like to come back start I think this was

020suggested probably you guys on the other end table but um doing smaller increases but try to make them annually. So we're recommending a dime increase on both the breakfast and the lunch for next year. definitely keeps us in line with our area schools. Uh, current breakfast is 175, current lunch is $3. So, Beth, you want to say anything about meal prices? >> The other addition would be to add the 10-centent increase to the adult meals because we did not do that last year. Um, but any questions? Kylie and Robert. Robert's our um fourth third grade teacher position. They are both new teachers, but they both have several years

023of experience in um either paras or instructional assistant positions. Uh Kylie actually has experience in an emotional classroom for special education um where she kind of supervised the elementary room. Um they just shared a special ed teacher between high school and elementary. So, she was in the elementary room by herself. So, quite impressed with both of them. I think they're going to be great and they're long-termers. So, I think once they're here, they're going to be here for good. Um, and then our second grade teacher because um of let's see, how did that one all shake out? >> Laura Shield. >> Okay. Yes. Mrs. Shield is moving here to replace Kyle the boy. All of that shuffled out to mean that we got to get Missy Sam. So, um I'm so glad we kind of

024held out in the beginning on Missy and I think it worked out the best because I think this is an absolute perfect fit. She student taught with Dana Psley. Dana's there in second grade, too. And I think that team is just going to be really amazing. So, I'm excited. >> What's the enrollment today? Um kindergarten. >> Today, what do we say? Well, 73 new >> we had seven >> sevens out of 80. Her clients don't come to her during the day and she thinks she might want to pursue teaching and this is going to get her foot in the door to do that. She's excited and she's young and energetic and and back at the nurse central too. So, we like that. >> Right. Very good to

Motion carries. 5-0. >> All right. Next up, um I have a recommendation from the A department. So, we are beginning the school year with a third act teacher. Um for the past several years, we've had two ACT teachers. Mr. Wiler um has had an extended contract, meaning he has additional days beyond what the rest of our teaching staff has. Teacher contracts have been nursed through 185 days. It's based upon 180 days of school with five work days. Mr. Wiler has had a 245day contract. Um basically, it's a 12 month contract. Uh and this dates way back it goes beyond thinks a lot of time

027here back to Mr. Paul Clevener um a teacher years and years ago. So um I I sent Jim some communication. I've talked to kind of Mr. Middleton. kind of talked about this had meetings with Jim about restructuring this and the reason is because we do not have or have not had any additional days for that second a teacher that goes back to Drew Drew Reed Christine Thornberg um we've never given them well I shouldn't say that we did I think we gave them a handful of days maybe Christie Um but then adding a third act teacher, I just felt like we needed to probably restructure this a little bit to be fair to these folks because right now the way ACT works um there are no stipens in the contract or any of the co-curricular

028activities that folks do after school. mean any judging contest um like soils judging or livestock judging or any of that kind of stuff. There's no extra quiz bowl stipen or cross country coach stipen or any of that. And the reason behind that for all those years was because well the egg teachers on an extended contract is why we paid them 245 days. Well that's great for Mr. a while, but it's diff it's kind of rough on those other folks that are not getting any additional compensation outside their 185 days that they're here working. So, um you know, I I would like to recommend that we redistribute some of those days because for one thing, 245 is that's more than any administrator here works. I can tell you that right now. Um including myself. I'm a

02912-month employee as well, but with my vacation days, I don't come close to 245 days work. I don't um it it's difficult on a Monday through Friday schedule to get 245 days in. I'm not saying Jim hasn't he's here, but I think at the time that might have worked. I don't think it works anymore. That's basically what I'm saying. So I would like to redistribute those 60 extra days that we had uh always given Mr. Wiler and I like to spread them out 2020 and 20. So each a teacher would have 205 days that gives them four extra weeks um to do SAE in the summer to do the 4 fair to go to the state fair to do some Saturday events but then I also in meeting with Mrs. Bayel. This is all tenant

030that was not even agreed to, but we agreed to talk about it. When we bargain, I would like to get some siphons in here for these folks that do any um livestock judging or any of those kind of extra teams. So, again, we are not cutting ad. That is not what is happening here. I'm just recommending you take some of these days have always been with our primary a teacher and spread them out so everybody is fairly compensated. 031services, Mrs. Taylor's contract be extended one year, Mr. Middleton, the high school principal, Miss BL, the elementary principal, and Miss Hobbs, our assistant principal at the elementary. Again, these folks are all currently under contract for the coming school year. I'm recommending that be extended one year. In addition, I'm recommending that Charlotte Ran, who is our current high school counselor at the at the high school, be on administrative health benefits plan A beginning on September 1st. 032and the public. The bullying reports that come in at the elementary. It looks like eight actual events um investigated were determined to be bullying. Um 30 that were reported were just simply pure conflict. We've talked about this. You get kids getting invited at the recess doesn't mean it's not a big deal. It is a big deal. It's peer conf but it's not necessarily bullying. Um so that's the elementary and >> does that include like if a a parent or grandparent calls in is that all the same >> and and >> in the report? >> Yes. >> It's all same numbers if a student does it or a parent calls in. It's all >> all documented and it all has to be investigated and many times it may be you know within a few minutes that's

033peer conflict or there's not an issue there we'll document it obviously if it's becomes repeated now we have an issue becomes more of a bullying issue than just a pure conflict so uh junior high uh looks like 15 reports nine different reports the high school. No determinations of bullying the high school. Again, that's just what is reported either through the website. Um the bullying form that's available or called in by parents or emailed to staff. Any questions on the bullying reports? Question on report. How much time do we lose in a school year doing this? >> A lot. at the ele I'm going to speak for elementary. >> Yeah. And and and ours a lot of is education for the kids, you know. >> Yeah. They're little. That's fine. >> But you lose four hours

034a week. >> Have to go track down. You have to talk to see what see what they heard and you know, look at the cameras and watch footage. >> What's time you lose in a week or a month? >> It it it varies. >> I'm sure. Sometimes, you know, you might spend three hours watching a camera and tracking down kids and Yeah. >> And one, you know, >> else great resolution. So, talk through this just a little bit and definitely want to take questions if you have any on this. So about six weeks ago, I was um approached by some area superintendent um that were dissatisfied with their current special ed arrangements. These were not schools chapter Greek and they discussed with me that their intention of breaking away their current cooperative and wanted to

035know if Minro Central have any interest in at least sitting down and discussing us joining it. Now I want to be careful because some of these schools are still in the process of breaking away from the current cooperative. So I hesitate to share exactly who they are. Um but I can tell you and I include the fact that Delcom would be one and they have formally at their board um removed themselves from the Muny Cooperative and they plan to form their own. Another would be Westdale. they have formally withdrawn from the Mun City cooperative and also are entertaining this idea of forming a new cooperative. So those are two I I went to two different meetings in the last month with a group of superintendents that were considering this. Again, um we are part of

036Greg. These superintendents that I just mentioned were part of the Muny cooperative. We just simply just started brainstorming ideas and whether or not this would even be something good for us. I wanted to make sure that I was at the table representing Monroe Central and trying to decide whether or not it would be a good day. Ann has not had your meeting yet. Or did you? You did. It was yesterday. yesterday and as our special ed coordinator sat down with a group of special ed coordinators that are part of this these school corporations that are considering breaking away or forming their own and I can tell you there's up to eight right now that are considering a move um various sizes obviously Delta is a large school corporation there are some small school corporations um

037so what would be the advantage why have to want to even consider doing this. Um, some of it is size, some of it is it's a it's a larger group. Um, so that's not necessarily always a positive, but but it is definitely going to be, you know, more schools would be involved. Uh, I think services could potentially be good. I think it's going to give us it's going to put a little more onus on us locally to do some things which is not necessarily a bad thing. I think we will reduce our cost. Some of the school corporations that are part of the Muny cooperative right now don't necessarily think it'll be a cost savings. I think it could be a cost savings for us in that we won't be pay paying so much to

038Greg, but we will probably have to pay to have a sole loan at least somebody wearing one hat doing special ed because right now you have a person wearing that hat, but they also wear about 15 other hats. That'd be all right. So, I think this potentially, again, we're way way out from knowing whether that's going to happen or not, but potentially this could free up some fund to get a little more local control on the special ed. Um, so those are some of the positives of why I I would like to consider this move. Now, here here are some negatives. you know, GRI, we have had a a long I think we were original member of grip when it started years and years ago. Um, those there are good people up there. We've done

039a lot of work in the last couple of years to restructure Greg um to try to cut way way back on some of our services. Obviously Carolyn used to work for Rick. Now she's at work officially working for us. Same with Sam Tober. Um so we pulled special we pulled preschool out of there already. We pulled base out of there. We alternative school out of there. So there's not a lot left at Rick other than special ed services. So I think that will be what this fruit could potentially look like um if we would join these other folks. Uh let me stop there questions you have so far and then we'll get into the the agreement and how long this could take and all that. So, say that we were to put in our notice

040of intent to withdraw and it's a two-year until we can be out three years. Okay. >> And so, say that something comes up and in a year from now we have a cost analysis on this and it's not productive for what we'd want to do. Can we sign back up with Crick at that point? >> If Gri would have to do this, I believe so because officially you're not you're not going to be out of CR because the way the agreement is written and this is why this had to be so fast. And again, if you tell me no tonight, it's fine. We're moving on. But we have to notify GRI by June 30th of this year if we want to get out this next cycle. And that next cycle does not end until June

04130th of 2029. So, and I included some documentation because I talked to Murphy about this for he spells it out and it's exactly what's in the agreement. But basically, unless Rick releases us, the board releases us >> or Rick just dissolves. >> Is there any possibility? >> I think Yeah, I think there could be. I mean, I think they're I don't know. But if they do not, then we are we are with GRIP regardless of what happens here for three years. So, you're still paying into Grip. You're still receiving those services. Um, but to really an analyze this and take six months, we don't have that unless we wait and and at that point, I don't think this ne this new group is going to wade that long. boards. I think the new group that

042is forming, they don't have as long as they they're not tied to their current cooperative. They're only tied to one year. So, I think they can get out quicker. I think they're going to start services right away. I think they will include us as a planning member, if that makes sense. While we're still with Grit, um we will not be paying, I hope, fully into this new cooperative because we're gonna still be paying in the GRI cooperative for three years. But I think they've assured us that that they will do that. They'll allow that. Now, we are not alone. Again, I don't want to go into specific schools because each corporation's having these kind of discussions, but there's another great school involved that is looking at this as well. That should give you an idea of what >> and one of one of them, I'm assuming, not one looking to leave, has a lawsuit coming up in November that could dissolve that school. >> No, they are not part of they are actually not. Union is not they they are not part of the cooperative or union is not liberty rand central ran off eastern central and rand those are your five great schools and again I don't mean to I I just I want to protect these other school corporations I I hate not being open I'm trying to be as open as I can but these these kind of

Not how many special ed kids you have, your ADM percentage. So we you divide the five schools up and we are about 23% a Greek. So every every I mean the budget whatever the overall budget is we spend 23% like we face 23%. Whereas

052Randall Southern is a much smaller school corporation they're getting those services but because they're smaller they're about 10%. Randol Central's the largest school corporation um so they they spend I think about 27% 28%. That's how it's structured works at grip and it has for years. That's not necessarily how this is going to be structured in this new group. I think ADM will be a factor, but I also think they're talking about overall student count, what services you use because we're not necessarily going to all use the same services. We may work agreements between just two school corporations for services, which is not something we do every day. Instead of running it back through the big entity, we'll just get down with Delkcom and say we'll share a blind low vision person if they have or

So speaking of like the blind and low vision and with we've talked a lot about shared courses have I mean is this something that we could talk about potentially like blind and low vision is perfect example. Who determines when we come back to school or if we have any activities going on um after that delay? That is the superintendent by policy. So what our practice has been since I've been the superintendent is if we cancel school then typically that next day if things are improving that

069day at that we are cancelled I will tell the athletic director and the principles we will discuss at noon whether or not we will have any activities later on the season. Again, this is if we've canceled school. So, we do not have any activities going on on the day of a cancellation until at least 3:15 because that was when the day school day was supposed to be over. So, the varsity basketball team got sectional tomorrow night. We canled school today. The weather's improving. We'll make practice optional tonight. Come in at four o'clock. Be home before it gets dark. That's very common. You see that? We've done that. Okay. So, here here's the issue. I'm not asking. I just want to give you some context. So, our issue is what do we do about daycare? So,

070I have been very firm on this. We do not allow activities when we cancel school. You do not allow students to come to the school to to come to games with dads.
