Central School Corporation. At this time, Mr. Swallow is going to lead us in prayer. If you'd like to bow your head, thank you, Jesus, for this day. Thank you for the blessing it is to be part of this school system and this community and to work with all these people. Just asking you to keep us safe. Help us to do your will. Help us all to be a positive influence for the students to walk through the store. Amen. >> Do the pledge. To the flag of the United States of America and to the republic for which it stands, one nation under indivisible with liberty and justice for all. >> All right. I call this meeting to order. Uh first thing on the agenda is the approval of the agenda with some additions. >> Mr. President,
we have a couple red on your agenda and then also we need to pull subject to basketball coach from the consent agenda. Just pull that but we're right afterwards. That's all right. Board entertain a motion on the approval of the agenda. So moved. Second. Any discussion? All in favor say I. >> All oppose. Motion carries. 5-0. >> Miss Hops, you're up. >> You're up too. >> All right. And I always do something weird when I talk in front of people, so bear with me. Um, but Tanner and another student, Riker, he's not able to be here today, but they both were representing Madur Central well out in the community. Um, so this year we started handing out little coffee and kind cards. So, we gave them to a couple people in our community. Mostly Parker
is wearing them out, but I will get them to farmland, too. Um, and a stop and sip, which we are both frequent flyers. >> Um, Tanner actually got one of the cards. So, he was one of the two that they've been handed out to. Um, and you want to talk about what you were doing when you got the card? >> Um, I was just being myself really fun. Just being a good person, right? So, that's just something I value a lot at the elementary and I know you and your family value it a lot too. So, they just recognized him. So, he entered got entered into a gift card uh raffle and you got it. So, >> and I actually know how to say your last name right because you taught me. >> It's like
Detroit. >> Great job. >> Congratulations, bud. Congratulations. >> Tanner, we have a certificate for you. a very positive award for being caught kind. Congratulations. Appreciate you being here. If you don't mind, you want to get a picture. >> Good job, bud. >> You guys. >> All right. Right here, Tanner. May 1st and then launch. >> Okay. >> Thank you very much. Thank you. >> Thank you. >> You guys are stay or take off, whatever you prefer. >> Check out the new preschool room. That is my classroom. And that's amazing. >> Thank you for coming. >> At this time, we'll take comments from Davis. I think all the things I have to say. Ashley Breedlove, uh, 402 Beachwood Drive Farmland. Um, I wanna I'd like to give praise where praise is due and I want to
really thank our school for what we're doing with Bass 32. Um, I have a junior this year and I've known for a long time that he's probably going to be an educator and he wasn't really ready to accept that. And this year he went into I'm kind of glad you're here. The um, child care pathway and spends half a day in the elementary and quite frankly I think he chose that. so he could spend half the day in the elementary, but um he has loved it. He is the only male in the program. Um I don't know that that's a reason he loves it, but he does love it. um and he has started to talk about maybe I do want to study education and I remember when the child care pathway was brought to
the board and there was discussion about you know it's a lowpaying job so we want our children to have thriving incomes when they're older and that was a discussion um but child care is really important to our community and for our children that are going through RAZ 32 and spending their time with Renee I didn't know you were going to be um but spending their time with Renee even if they don't go into early childhood education we are building a pipeline for our future educators. So I just want to thank you guys for leaning into that. Also, with all of the cuts to CCDF, On My Way, and early childhood in general, um, Minro Central, when I talk about our school corporation, um, I brag on you a lot because you have stepped into a
place with early childhood education that a lot of schools haven't as far as expanding. Um Ann's worked really hard to follow all the laws and has started to open up the child care to the community where it's applicable and um you guys are really just doing some great work there and I'm just somebody that really cares about the children in our community. I just really want to thank you for leaning into that space the way you have. So, as a parent with a child in the program, but also as somebody that just really believes in the future of our children, I just really want to thank you for that. >> All right, moving on to the consent agenda. um entertain a motion for the consent agenda with the additions and the removal of seventh grade
girls basketball. >> I'll make a motion to begin with the removal second. >> All in favor say I. I. >> I. All oppose. >> Motion carries 5. Do you want to go ahead and say seventh grade girls basketball coach Mr. Morris is the recommendation for Mr. Beach? >> I'll make the motion to accept the seventh grade girls basketball coach Morris. >> Second. >> Any discussion? All in favor say I. >> I. All opposed. Motion carries. 401 abstain. >> Nope. Okay. classified staff uh resations have CD par professional Carrie Cox and then at the high school we have Cynthia Silvers playing both these ladies with her a long time she's got a different opportunity um her life so wish her well as well as everybody okay thank you all right I'll make the motion to accept
accept the resignations of the classified staff. >> Second. >> Any discussion? All in favor say I. >> I. >> All opposed. Motion carries. 5 Z. >> Then we have a couple placements. Ladies, I don't know these folks. Do you want to speak to either one of these, Miss Blime, Miss Taylor, Miss Ps? >> Oh, you go ahead. Early Westerman is one of our high school seniors and she has been volunteering in the Early Little Cup Academy and now she'll be working in there um about four to five hours a day. And Megan Green is one of our parents. She's also been a substitute teacher. She was going to take the substitute position to fill in for Carrie and she was going to go ahead and do all the trainings and everything and substitute pay. So,
she's a real asset. I figured why not slide her into that position full time. >> I'm going to take these together as well. Thank you. >> All right. Entertain a motion on the appointment of classified staff. >> Motion second. >> Any discussion? All in favor say I. >> I. >> All oppose. Motion carries 50. >> All right. On the financial first item, I have a supplemental payment recommendation I'd like to make to the board that they pass a resolution with the uh new requirement that our teachers uh elementary students get the literacy endorsement. And this is outside of collective bargaining. We'll talk about that later. But in addition to what we talked about at bargaining, um I'd like to recommend that on the obtaining of the literacy and endorsement on a teacher's license, the school
corporation makes a onetime supplemental payment of $500 to that teacher for that work. Um and that would be for anyone that would do that um that has done that to this point up through the end of the 256 school year. I get that right. >> Any questions on that? We'll talk maybe a little bit more about what the literacy endorsement here is in a minute about bargaining agreement, but we thought that would be important for those folks. So, >> all right. Any questions? Entertain a motion on the supplemental pay resolution. I move to accept the supplemental payment resolution. >> Second. >> Any discussion? All in favor say I. >> I. >> All oppose. Motion carries 50. >> Okay. So on the permission to purchase tonight, we have change of plans. Uh the plan was this
summer to resurface the track and board had already approved that for around the amount that this recommendation's coming in at due to a health issue with the guy that actually stripes for this company. They were unable to do that. They had to kind of cancel some jobs. They guaranteed that they'll honor the quote that they gave us this year next year. So they're going to do it next year with the same amount. Um, I'd like to obviously put that in next year's budget, use the funds that we kind of had allocated for that to take care of some issues that we have to say softball and baseball field. So, we're not talking about the the grass area. We're talking about the actual skin portion of both infields. Over time, those just wear out. They wear
down. You get dangerous lips. And if you don't know what I'm talking about, just walk out there. I mean, it's really supposed to be smooth, flat from the grass to the infield surface and it just it's not. So, this company will come in laser leveling, level that out. Same thing in softball diamond that back lip around the outfield. they'll actually put some sod in there because the lip just continues to grow year after year after year. So, it's just simply too far out. There's too big of an infield surface. Uh they do some other things. They're going to reset some home plates and those kind of things. Um but this was a recommendation from Mr. V. We've talked about replacing back stops at both facilities, but really I think this is even more. I mean,
obviously the back stops are a lot more expensive than what we're looking at here, but I think this is more of an urgent need. I mean, you resurface tracks, you redo gym floors every year. We just have not done any major improvements to either one of our baseball diamonds for years, and it's showing. It's just an unsafe playing service right now. So, I I make that recommendation. This is a group out of Union City that does this kind of work. So, they're local and um I think they'll do good work for us. So, and they could do it right away. That's the other thing. I mean, they could they work in the fall. So, they could start right away if if the board approved this. >> So, it'll be done by%. >> Yes. >> Did
the off subject of this one, but because where the money's coming from, did the high jump get affected by the lack of resurfacing. >> So, the high jump did get finished. >> It got finished. They were just dirt works did the actual base and they were able to come in and do the top coat stuff, but because there wasn't any lining involved and he he said he'd do that for us, but he did not want to do the rest of the track because didn't have a liner. Striper, I guess. Again, I I plan on unless the board tells me otherwise, you've already approved that. We plan on having that done June or July. It'll go into next year's budget far as operations. This will just replace what we were going to do this year. Get
something that needs to be done. Any other questions? All right. Entertain a motion on the permission to purchase for the softball and baseball field improvements. >> Motion second. Any discussion? All in favor say I. >> I. All opposed. >> Motion carries five to zero. >> I'll just because of who it is. Oh, you know this. >> Yeah, it really hopefully they're good people. >> Motion is four. I wish you said that earlier. Sleep a little better. Don't worry about them real well. >> You'll be fine. >> Uh Mr. Morris and and Bort, we uh we will bargain with our teachers this year. Um I want to thank Mr. Hensky and Mr. Co for sitting in on that great session. Several of the teachers that are here tonight were involved in that. Um, I think we
had an open discussion. I can highlight some of the areas that were changed, but I know we had our hearing and everything else, but basically it comes down to I think 1650 is the total amount that a teacher could get if they get all the percentage points and that would include the literacy endorsement. This year, the literacy endorsement had to be part of your agreement. you had to have compensation and it couldn't just be what you did earlier. What we did earlier was an addition, but it had to be part of your agreement. So, um, that was put in. I think most teachers are 1485, I think, is right where most of our people will be. I think we only had three that are eligible for the literacy endorsement. So, just shy of 1500, um,
which is kind of what we were targeting. So that's the overall um pay increase. We were able to bump the beginning teacher salary up to 475 which always helps try to recruit new folks. We got some parental leave language in the contract able to update some old language kind of outdated language. Thank Mr. Kennedy and the team on on bringing that to the table. I think those are good fixes. We were able to add a little bit to insurance, not a lot, but able to help out a little bit there with the increases that continue to to uh be effective for for insurance. And then we made a few changes on the ECAS. Um redefined a few things really didn't add much. Um had good healthy discussion. I know the group looked hard at that.
So Mr. Ensky, Mr. teacher association. Am I missing anything? >> No. And I told him in the the bargaining meeting it was very very productive. I very much appreciated it. It was less bargaining and more of figuring out the best way to help our kid with the budget that we have. So I really appreciated that. >> So this is a one we we typically traditionally say one year agreement. you can do it too, but we've done it done a one-year agreement. So, um I'll meet with teachers later on this week. We have discussion Thursday night. We'll talk about back pay and when the new pay will kick in, but this this basically is a July to June contract for our teachers. >> You ever had a two-year agreement? I'm sorry. >> Have you ever done
a two-year agreement? I >> I've not We've always just had a one-year agreement. some corporations do because you had a bienium budget. So you I mean at the state level so you kind of have an idea but it's just it's risky and because you just don't know what your own stuff do. So any questions? All right. Uh entertain a motion on the collective bargaining agreement. >> So moved. >> Second. Any discussion? All in favor say I. I. All opposed. Motion carries. 5-0. >> Guys, if you don't mind, wait just a couple minutes. Won't be too long and we'll sign. Is that all right? Stay in. Are you anxious to get out of here? Are you okay? >> Promise it won't be long. Um, actually, you guys might be better at talking about a couple of
these me. So, um, >> I just have a few items to talk about in my report tonight. MCHS is having a fall family fun night. Mr. Milton is not here tonight because he's getting ready to go on the DC trip. So, he had to get some rest this evening after getting ready for that big long bus ride tomorrow night. So, um help me out Renee Sarah. We've done this last year was the first year we really kicked this off. We have a lot of um school groups but also a lot of community groups I think that are um going to come in. But basically, it's just not it's somewhat of an open house, but really it's just a night for families to come in and see what the school's like and have games and everything
else. >> Yeah, it's going to be in the gym this year. We're going to put everyone in the same room as opposed to having the whole building open. And we've encouraged every teacher, every event, every club, every everything to use it as a fundraising night and just come in and meet your teacher kind of talk and see what's going on in the classrooms. It's kind of non-threatening but just an open we'll see what school is like. Look forward to that and should be a good good event. Appreciate the high school staff are putting that together. Uh project updates. So finally kind of winding now with some projects. Um, Megan talked about it before she left, but she's actually the Cup Academy teacher that's in 63, which is the room that we've been working on. I'm
telling you what, it it I'm hope Caroline agrees. I think she does, but it turned out actually better than even expected. I think it is a fantastic addition to that wing. I mean, when you start pounding through brand new walls and you really hope it's going to turn out right, right, and I think it really did. I'm super impressed. And Ron and Brad and Nikki and Lisa and anybody else and the preschool staff that worked hard over fall break and Ann for getting the state in here and getting it, you know, approved. Um, it was a good good project. You should feel good about that. Hope you get to stick your head down there at some point, but it looks like it belongs, which is what I was hoping. So, um, I can let Ron
talk about a few things here, but really, we've put a lot of effort into that. A lot of manpower, and we're starting to try to get into some fall things. I noticed that wind screens were coming down today. Um, trying to get some crack done. The the next big project I hope I haven't talked to Ron since I got back, but the next big thing that we really have to get done has to be over a break. We've got to get those passroughs in. So, did you start already? I knew I figured I knew you were going to correct me. >> You got two done. All right. So, if you remember, we ordered those kitchen passroughs. It's been months ago, but we've had them in the bus barn all summer, but it's for both buildings.
Those are original units original to the building. So, we got to get those switched out. So, they'll start working on that. Um, what else you got going on? Those are some of the big things, but >> just crack fell outside stuff before snow hits. >> Preschool room looks good though. Elementary, we made a lot of improvements down there over the last couple years and felt good about that. Now, I think we're probably going to have to start switching gears and probably looking up at high school some things which we're going to talk about in the coming months. Ball count, um, ball count was down. We anticipated that. Uh, we were at 10:26, I believe, was our actual October count day. So, that's what we turned in. Uh just from a budget standpoint and I' I've
been reminding you of this but we since July one we get paid once a month in the state. So our July payment August September October payment October's tomorrow it's 15th but these all four of these payments are based upon the estimate that I submit in the spring and our estimate was at that time was 10:45 because that's where we were last February. So, we're going to be down a little bit, which means that members uh fund reports going to look kind of nasty. You're going to see that correction, but we're we are very very healthy right now. If you've not looked at your fund reports, it's about as healthy as we've been. So, we're going to be able to be fine with a a drop in enrollment. But saying that these next few cycles, meaning
February fall count, next October fall count, if if this becomes a pattern, then obviously we have we have things we need to start addressing size, you know, staff, whatnot. But I think we'll just we'll have to see where we go. Obviously, the big concern this year was the three sections in kindergarten, the extremely low kindergarten number, which we are not alone. I've shared that. I know numerous times at the board and publicly, but we're going to want to look real hard at next year's next year's kindergarten number. And if that's another low number, then we're going to have to make some adjustments coming years. So, um, a So, the board, you may have questions for me. I know we've been anticipating this the A bill. So, first of all, the production of the solar field
that first month could not have been any better and it was it was outstanding. So, the KWS at the high school, if you looked at your your report, well, last September KW production or usage was 143,000. This September was 51. So the solar fuel was working. There's no question about that. Went from 143,000 KW to 51. So and we saved I mean a lot this month. Uh 67,000 just on that bill alone. Um now what I'm working with a and the bar engineers are these demand charges. And if you look at if you look carefully at those bills, our demand charges increase by a couple thousand dollars. And we're questioning what why that is. So demand is any 15inut interval of time over the entire month. Any 15 minutes you do it this year. >>
Any 15 minutes if if you have a tremendous pole of power. I mean it's like starting a jet engine or something. I don't know. Then it could only be one time that month. You could only do that one time that entire month, but that's going to be your demand charge for the going to set your demand charge for the entire month. And it's literally thousands of dollars. So they're saying some things with the solar P. were pulling more demand than we anticipated. Um, so we're we're working through this. Had a good call with them yesterday. Um, I think there's some things that we can do to get those demand charges cut back. So, that's the that was the big thing. If you study your bill, you you'll see those demand charges later. I'm like, what?
It went from $100 to what $100? What what what happened with this? So but other than that um >> is par involved with that they're engineers. >> I mean is that is this new to them or not? >> Oh no this is he said on previous projects. >> Yes. He said that power companies yes we'll we'll do this um until you you stay on them and you work through the issues. So there's another rate. We are now going to qualify for a different rate. We're like a high use uh because we were over 100,000 KW. We went from a large general service rate to he's saying you need to request to just be a general service rate because we're not needing that much power at the high school. And that's a major difference in our
bill will be. He said, "And typically we let a month go by or two months go by before we make that request just to make sure everything's working right." And uh so we've made that request already. And I think you're going to see savings even more just by doing that. But the big thing we're just trying to get worked out right now is demand charges, which we Ron knows. We he's gone to many of these meetings way before we talked solar >> or got solar. I mean demand charges are I mean there there may be some things that we want to look at with our our when when our air handlers kic was your was your power outage in this building or was it? >> Yes, it was. >> Yeah. Then when the whole building
kicks back on at once, you'll draw and that you demand caused the power outage in the first place. >> They won't remember that. >> But it was exactly right. >> I did see that Tanner's dad was wearing an AP. So that they're good people. Hey, they were great that day. We had to power out when they were on it. They they were fantastic. So, and this guy was great. I mean, the guys we've been working with are great. I'm just talking he's talking highlevel. >> Yeah. >> Stuff. And I just I listen to our engineer, talk to him, and I try to just keep quiet, take notes. So, they they seem they get along well. good discussion. I think we're going to we're going to be able to get to a point where we'll see
some of these demand charges drop off, but obviously something we're going to monitor. But the solar field as far as from production again, and that's the only thing they're going to guarantee >> production wise, it produced. It's it it produced big time. So, good good things there. >> Do you want to publicly speak on the sheep that are not >> Oh, yeah. Yeah. >> They're not owners. We don't own no rumors going around that I bought all these sheep. We did not did not authorize that purchase. But no, we ran off Central's been doing this for a couple years now, but there's just a local farmer, the Baldwin's um just they will bring out sheep for a period of time, let them eat the grass so you don't have to mow it, which is great.
I mean, so he acted like they'd be out there till frost is what he said. I I haven't gone down the last two days since I got back from fall break. I assume they're still okay, Ron. >> Well, we got a call over the weekend. One of them was down. >> Oh, but they had been treating it. It was just laying under one of the panels and was not breathing. But it's amazing. And it's a good thing the public comes out, drives around, walks walks around it, sees it. And you know, like I told Adrian, it it's so nice and neat compared to the ones you see, you know, along the highway. So that's that's a good thing for us. >> Yeah. So they'll be here for another week, couple weeks, and then they'll bring
them out periodically through the summer, spring and summer. Just appreciate them doing this. No charge. I mean, we're not It's just good for them. It's good for us. We just got to keep them watered. I think Max Wagner Jr., whatever's doing watering for him to keep them watered. So, it's a good little project for one of our FA kids. Really neat, really neat talking to them. See the sheep. So, good. >> We take the babies out every day. They love them. seeking attention like and I I came out to show Chris at the solar the solar field and I forgot about the sheep and they came out and scared her a little bit. It's like that like oh yeah we got sheep. >> But yeah, they were as interested in us as we were then.
So, I'm sure they love the kids. >> Ron, what else? What else am I missing with solar or just anything in general? >> I mentioned it earlier, but um be thinking about our our kiddos. Um it's frustrating as a former eighth grade US history teacher that Louis Maul was handed this trip off to years and years ago. I had a couple times when this happened, but the DC trip's getting ready to go on and obviously when there's a federal shutdown and you're going to the nation's capital, it's a little disappointing. So, they'll get to see a lot of sites, but there are going to be some things they miss out on. So, hate it, but >> they find some things to fill. >> I'm I'm sure they will stay plenty busy, >> but >> yeah,
they leave tomorrow night, come back Sunday morning. Mr. Headlin's going on that. He's not here tonight because he asked to go home sleep. Mr. Milton's going on that trip. Several staff, but it's always a good trip. Miss Hobs, they didn't feel all of the trip. We need to know about David. One one comment for you on the solar panel. When you talk like we had the power outage, you had the spike with the demand possibly, right? Ask them if there's any place for batteries. So now that you're producing your own energy, >> you could look at that to try and help offset that and they would be the ones to talk to about how to set that up. >> I've heard that. It's just a buffer. It's not like a battery supply for your night
or anything. It's just a buffer to keep it that kind of >> help you get out of boil orders like that, but also just on the ramp up down just talk to them about it. See if they think there's potential there. >> Go ahead. >> I've heard the same. >> Yeah, >> it helps sometimes quite a bit. Obviously when that happened that day we I know I mean I won't speak long I panic oh great solar field we've already blown something up we figured there'd be smoke coming out pants out there like it was a couple years ago but it was just simply a conttor out on the two he ended up being two of the three contactors >> was it just came he said literally it was a spring that's right out here on
the highway is where everything comes from to the high school. So, >> it's a weird feeling when you start phasing. Half the power's on, half the power's off. >> We didn't lose I don't think we You lost a couple things, didn't you? >> Usually, yeah, we shut everything down. >> That's all I have tonight. Question on fall count. Did we go up right after the first we had some? Yeah, I think we have eight more now that fall count is seven. >> That is that total or is that just at the elementary? >> At the elementary. >> I have not looked to count because it's kind of depressing when you when you do that. But and and that's I I hate to call it like it is. I mean that's just kind of the game
we play. I mean it's just and sometimes you win and sometimes you lose and this year we kind of kind of hit our bottom right on count day. Some days we hit our feet on count days. There'll be another one in February. February 1st. So, anybody have anything else? I'll just repeat what Mr. Co and uh Mr. Ensky said about the bargaining session. They raved when we met a couple weeks ago about how productive it was. So, appreciate that. But glad to have a good session. I hope everybody came back from fall break refreshed and ready to push through until next Halloween. >> One one more thing, I appreciate the staff. I know it was a hard task for everyone, but on the morning of the fog delay with games with guys, I had 20
dozen don >> and the staff part took care of all a single one. So, thank you. That's fine. >> All right, this meeting is ajourned. Sarah, who else?
