This is our flag today, so everybody's not looking around for it. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> At this time, I'll turn it over to Dr. Estes to go over our BCSC vision. >> Yes, good good afternoon to everyone. As always, we start our meetings with our portrait of a graduate. Together with our community, BCSC is committed to providing an engaging and relevant learning environment based on a strong foundation of academic knowledge, transferable skills, and real-world experiences. Batesville Bulldogs embody competence, empathy, and resiliency

to ensure 21st century learning success. >> Thank you, Dr. Estes. >> You are welcome. >> At this time, we'll go ahead and move into the consent consent agenda items. >> Yes, our first item on the consent agenda is the minutes of the last board meeting. We're asking for approval of those. >> Does anyone have any questions on the minutes from the last board meeting? >> No, everything looked in order to me, Stephanie. I'll make a motion to approve the minutes from the last meeting. >> Thank you, Jeremy. Do I have a second? >> I'll second. >> Thank you, Shawn. All those in favor say I. All those opposed say nay. Motion carries. >> And Laura, I will abstain cuz I was absent last month. >> The next item on the consent agenda is the payroll

journals and register of claims. Um and I know Todd had some updates to that that he gave you today. If you have any questions, feel free. Otherwise, we're seeking approval of those. >> Does anyone have any questions on the additional bills? >> It's pretty straightforward. I'll make a motion to accept. The bills as presented. >> Do I have a second? >> I will second. >> Thank you, Blaine. All those in favor say aye. >> Aye. >> All those opposed say sign. Motion carries. Wonderful. Next is our personnel report. We have some very exciting hires on the personnel report today. Um and we'll do some introductions once it's approved. Does anyone have any questions on the personnel report? Can I seek a motion to approve the personnel report? >> I'll make a motion to approve the

personnel as published. >> Thank you, Jeremy. Do I have a second? >> I will second. >> Thank you, Blaine. All those in favor say aye. >> Aye. >> All those opposed say sign. Motion carries. Wonderful. We'll take this a few moments because we do have a bigger crowd than ever today because of some very special hires that we have and so I'll start with Mr. Tom Black. Tom, will you stand up for us? Thank you. It is my pleasure to introduce Tom Black as our next principal of Batesville Middle School. Tom brings more than 30 years of educational experience having served as a teacher, coach, athletic director, assistant principal, and most recently principal of East Central High School. Throughout our search process, Tom distinguished himself through his commitment to building strong culture, developing meaningful relationships

with students and staff, and maintaining high expectations for learning. In 2024, he was recognized as the District 10 Principal of the Year. As a member of the Batesville community and parent of Batesville students, Tom is personally invested in the success of our schools and the broader community and we're just really excited to welcome him and his family officially to this role. So, Tom, would you like to introduce your guests and and say a few words? >> My wife, Carly. >> Hi. Thank you. >> Uh also a Batesville lifer. Her parents, Kenny and Jerry Asher. >> [laughter] >> Uh certainly uh we're very excited about this opportunity. Appreciate uh you all extending us the opportunity to be a part truly a part of the Batesville family. >> Welcome. Thank you. >> [applause] >> And at this

time, I'm going to turn it over to BPS Principal Kendra Moore, who's going to introduce one of our other exciting hires for today. >> I'm excited to introduce uh Patrick Mechino as the next assistant principal at Batesville Primary School. Um throughout the process, he demonstrated a passion for helping others grow, um building that strong Bulldog community, and um he comes with us to us from Madison most recently, um where he has elementary experience, and um some athletic experience as well. So, we are really excited to have him on our team. Um and he is here today with his family. >> Yeah, go ahead. >> Uh this is uh my wife, Erica, who is a Greensboro native. I joked in the interview process like don't hold it against me. >> [laughter] >> Um I'm not a

fan of fighting words. Uh and then this is uh our oldest, Palmer, and our youngest, Emmy. Um and we're just we're super excited, as you can tell. We decked out in >> [laughter] >> Bulldog white. Um you got the nails painted yesterday. Uh >> [laughter] >> Um but I I'm just super excited. Uh I just feel like that's all I've said when people have asked me how I feel about it. Um and I'm just grateful uh that Kendra and the rest of the interview committee saw what in me, you know, what I've always seen in myself, and that's just somebody that's going to work hard and root and you know, treat people the right way, and make the right decisions, and uh have a lot of passion and energy for kids and the community and

just people in general making a difference. Um so, I'm just I'm ready to get going. So, I I appreciate it, and I thank you all so much. >> Special guests, you are welcome always, but also if you'd like to head out on out, you're welcome [clears throat] to do that, too. So, that is completely up to you. >> [clears throat] >> Next on the agenda, we have travel requests. Um and those were in your uh back-up materials, and we're seeking approval of those travel requests. >> Anyone have any questions on the travel requests? >> No, those look pretty amazing. >> We have to make a motion to approve the travel requests. >> Thank you, Jeremy. Do I have a second? >> I'll second that. >> Thank you, Shawn. All those in favor say I. >>

I. >> All those opposed, same sign. Motion carries. Wonderful. Thank you. Um during our Bulldog Ready section of the meeting, we have a presentation. There's a giant check out in the lobby, I think. Uh brought to us by the class of 1976. We're going to welcome them in. >> [laughter] >> Welcome. >> Thank you. Thank you. >> We'll just enter here. >> Yeah. >> We have no keys. Can you get up to the front? >> We'll make room for a giant check anytime. >> [laughter] >> Sure. >> So. >> There it is. >> Here we go. This is neat. >> Yes. Okay. Well, we were the class of and we were pretty excited this year to encourage our classmates to send a donation to their alma mater. We set this pretty lofty goal of $7,600

for our class. >> I never thought we'd get it. >> I thought they were crazy when we said that, but our class came through. So, we said you guys said you needed some outdoor seating areas and maybe a sign board, electronic sign board out here. So, we hope this will uh help with that. So, yeah. So, we're glad to present it to you. >> We want to thank you so much for your generosity. That's amazing to us. >> Can we get a picture? >> We would love that. Up and around. >> Okay. >> Yeah. >> I guess we need somebody to say it. Somebody to say it. >> Somebody's good. >> So, he's talking to Reese. She's coming around. >> Yeah, she's coming She's coming around the wall. >> Okay. We're good. >> All right.

And we will uh >> We can We can take it to you. Can you be in there? >> Yeah, yeah. Certainly. >> Yeah. >> I didn't know. >> We're good. >> Thank you, Laura. >> Oh, good. >> Andrew. >> We're going to hold it and check it out. >> Okay. Got you. Do we need to hold it up or is it okay? >> Hopefully it'll be even. >> Everybody in? >> Oh, nice. >> Okay. Everybody ready? >> Yeah. >> One, two, three. >> Took about six of them. There. >> So, Beth, how was the reunion? Was it well well attended? >> We loved to saw it here on out. >> Yeah. Thank you. >> Thank you so much. >> [laughter] >> Thank you so much. >> Thank you. Thank you. >> [laughter] [clears throat] >>

Well, that was a nice talk. We always like money. >> [laughter] >> You can do that every week. >> Wonderful. >> We're moving on to our financial report section of our meeting, and I will turn it over to Mr. Hunter. >> [clears throat] >> Thank you, Dr. Estes. Um the the financial report was in the board packet, and it is behind the board members, um so the audience can see. Um but the for the month ending May 31st, um beginning with the education fund, we started with a little over 1 and 3/4 million dollars in the balance. Our normal um basic grant um is the primary um revenue of about 1 and 1/2 million dollars. The expenditures were a little over 1.6 million dollars, a little bit larger than usual for a typical two-pay month.

Um but Mr. Novy had paid out all of the um second-half academic ECA amounts. And then also, we have a lot of spring um athletic ECAs, that the second half of those would have been paid out as well. Um so that balance dropped by about 130,000 dollars over the month, um to 1,636,181 dollars. um, which is still about 9% of that operating balance. Um, the the board goal set at 8% um, or more. We do expect that will continue to climb here over the next couple of months um, with lighter payroll through the summer and a couple of other accounting um, things with some some funds that we've um, that we'll be able to reimburse the education fund back. Um, so the so at the end of June, um, I believe we'll be about as

as high a balance in the education fund as we've been. Um, the other funds, no no spending in the uh, debt service fund, but we did receive in May the first half property tax draws from Ripley County. Um, so we had a a nice influx of revenue there of almost one and a half million dollars. So the debt service fund balance um, ended May at $2,302,261. And then the operations fund, which also gets its primary revenue from property taxes, um, that Ripley County spring tax draw um, boosted it by about 1.8 million dollars and uh, little less than $500,000 in expenses, which is pretty typical for the operations fund. Um, so that balance climbed over a million dollars to $3,713,840. Um, no activity in the rainy day fund, so our total balance across all four

of those funds was $7,661,260, um, which is about $350,000 more than last year at this time. >> [clears throat] >> Any questions about that part of the financial report. >> Franklin County this month then interestingly. >> So [clears throat] we did receive early GO first. >> They already got it. >> So yeah, yeah, so we we do have we have [clears throat] received our first half draws from both counties. Um but it didn't make it into the May financial report. >> Thank you. Do you know how much that was? >> We actually will get to that in the the next slide I believe. One of the next slides. Um going on to the construction um accounts. So the we have two um bond funds. We have 2024 we sold general obligation bonds. Um you can

see a total of about $1.9 million of net proceeds. We actually paid out $177,000 and change last month. That was primarily um for uh reading and language arts curriculum package for a four-year like licensing plus materials for um grades I believe K through five. Is that correct? Which which we had previously paid up front to get discounts. Um so that was expiring. So that um that GO bond fund um was a source to um renew that. Um so to date we've spent a little over $1.2 million of that bond issue. Um and the balance the actual balance with earnings is a little over $700,000 you can see. Then in 2025 we sold first mortgage bonds for construction um with net proceeds of a little over $6.4 million. Um during the month of May we spent

$58,000 and change. Primarily we paid the balance of a mechanical project at the middle school. Um Mr. Black will be happy that we have upgraded the air conditioning um and heating equipment on the original classroom section. That wrapped up here over the spring. We we finally paid off the rest of that amount along with some chain-link fence work and some painting and wooden window repairs at the primary school. So about $60,000 in expenses last month. Out of that $6.4 million today we spent a little over $1.6 million and the actual balance in that fund with the earnings that it has has made is just over $4.9 million remaining. >> Mr. Arnett, have we finished all the roof repairs or >> The the big roofing project that we started last year, it's been wrapped up since

about January. It's still it's still in the project closeout phase as far as getting warranties and and actually um we paid pretty much everything off on that. We had some allowances that we didn't use so some of that money will be coming back from the original contract amount. >> Okay. Thank you. >> You're welcome. And then next up we have the spring property tax collections report. So Ripley County's payment came in May so it was showed up in this month's um balances. Um but in early June we did receive Franklin County spring draws as well. Um so if you look you can see we collected about 60% from both counties. We typically receive about more like 65% um but we are um so our total 2026 levy for the full year is 9,366,000, um, and

we've collected 5.6 million of that already. Um, so we will we are in pretty good shape here going into the end of the fiscal year. >> Great. >> Any questions with that? It's good to hear. Thanks. Thank you. >> Thank you. >> And then the the last thing sort of finance related is just as we start looking forward to our 2027 budget, um, the school, um, works on a calendar year budget, so we start, um, planning and advertising the fall, um, for a budget to be approved by the Department of Local Government Finance, um, and then to be ready January 1st for the new budget year. Um, there are several steps, and there was a kind of a calendar checklist of of items, some of the key dates through that process. Um, and primarily, the

most important thing for this board is that we typically try to have our budget hearing to let our patrons know what the plans are, um, at our normal September board meeting, and then we adopt typically at our normal October board meeting. Um, we will be, um, having to advertise that like in August, so if there are changes to the date, which we've had at some, you know, depending on fall break and or if there are changes in location, I know we're in a new location today, um, as far as holding the hearing, but once we advertise those, we have to be able to stick with it because of the the amount of, um, notice that we have to give the public. Um, but at this point, it's pretty straightforward as far as process. Um and

actually um, all of the board members here are familiar with the past several years. It seems like most um summers we've been holding hearings for um a new bond issue and this year we have no new anticipated debt. >> So, do you need our approval to advertise? >> We typically get approval from the board to to advertise even though it won't be done for um a couple of months, but just to get your approval that is great. >> That's actually nice. >> Okay. >> [clears throat] >> Sitting board, do you have any other questions for Mr. Hunter? >> I do. >> Yes. >> I just have a question about the property taxes. Um is my husband and I is it best for the school if we pay the whole year in spring? Or do I

have to go? I don't >> Well, we end up as you can see um previously, we end up getting the money released by the county. So, for we get about in years past we got almost 2/3 of the money up front. So, a lot of people must pay the full year. Um so, I'm sure our treasurer here um would just assume get it deposited here as soon as possible, but um but we we typically run about we average actually just a little over 100% collection. So, as long as we get within the calendar year what we're expecting, that's the the key. >> Certainly. >> Yeah. >> I just didn't know if it's best for the school if you need it earlier. >> With our cash flow and there are some schools that that have to

dip into the red in their balances and have to actually borrow money and then when they get those tax rolls, they pay it off. We We have large enough balances that we've not had to resort to that, so that it doesn't impact us really that much. >> Thank you. >> Mhm. Thank you. >> Okay, at this point we normally open it up to patron comments. Um we just ask that if anyone would like to speak, we ask that you keep it school related, um and that you do not specifically point out any school employee or student. Anybody would like to have comments at this time, now is your chance. No takers? Okay, moving on. Dr. Reese. >> Thank you. Um we have some action items we're asking um for the board today to take a

look at. Um the first is accepting that giant check that we just saw, and so there has been a donation from the class of 1976 uh to be used for outdoor furniture and seating at EHS, and so we're asking you to accept that donation today. >> Is this seating going up by the high school or out here by the field? >> I believe that um Mr. Helvey had had requested for out near the tennis courts. I think there are some additional needs out there. >> Okay. >> That's an easy one. I'll make a motion to accept the donation from the class of '76. >> I'll second it. >> Thank you, Larry. All those in favor say I. >> I. >> All those opposed, same sign. Motion carries. >> Thank you so much. Uh our next

item on the agenda is approval of an overnight field trip request, which did happen on June 11th uh June 10th. And so at times our athletic teams do so well that we have a surprise trip that pops up in between meetings, and so the board did allow me to approve uh for the the team to go, but now we're doing our official board approval. We want to also congratulate the golfers for doing so well. >> Stephanie Stephanie Katie, do we need to include this week in that as well just for official approval? >> Well, I think we can probably put that on next week or next month since we didn't officially have it on. I appreciate you guys always understanding when those things pop up. It's great that our athletes are going so far. >>

Yeah, absolutely. >> Is this the golf team? >> This is the golf. >> Okay, great. >> I'll make a motion to approve the overnight field trip request. >> Do I have a second? >> I'll second. >> Thank you, Shawn. All those in favor say aye. All those opposed, same sign. Motion carries. Thank you. The next item on the agenda, I you saw in your backup materials and I've sent you some information regarding just a need for strengthening our mental health resources for our students. And so, I brought a provider to our counselors and our wellness committee that I've worked with previously, Square One is the name of the company. And so, this company will, upon your approval, become our new school-based counseling service. And so, um take a look at the agreement. Let me know

if you have any questions and we're asking for approval of that today. >> Dr. I did have a question. I I reviewed the memorandum of understanding and I see that it's got no cost to the school corporation. Can you just explain how that works? Because that was somewhat surprising. >> Yeah. That was one of the draws for this provider. They do work with the families to bill Medicaid and there's private pay. They work with private insurance. Whatever the situation needs to be for the family, it's worked out with them and they do help families with their paperwork because sometimes that can be the barrier. Just helping them through that process, and something our counselors really appreciated is that the company will go ahead and start working with the student before the financial piece is kind

of figured out. And so, yeah, there is no cost to the school district. >> Dr. Eastis, will the counselors be on campus? >> Yes, it's an in-person service. >> Will be during school hours or after school? >> It's really up to the family, but it will be offered during school hours. >> Okay. Thank you. >> And And then I saw on your Dr. Eastis, it's referred by the school, but from I assume that it's all parent-driven after the school makes the initial >> That's correct. >> of the gatekeeper. >> Yeah, the school wouldn't refer without having that conversation with the parent guardians first. Once we refer, then Square One reaches out to the family to get all of the approvals. Of course, all of it done, you know, through the family at that point. >>

Has there been a process discussed for how that referral would go through? >> Yes. >> I assume you're billing counselors. >> Yes. >> To them. >> Yes. >> Okay. >> Administrators and counselors. Great question. >> Any other questions? Can I seek a motion to approve the partnership between Square One and Batesville Community Schools? >> I'll make that motion to approve. >> Thank you, Larry. Do I have a second? >> I'll second. >> Thank you, Jeremy. All those in favor say aye. >> Aye. >> All those opposed, same sign. Motion carries. >> All right. Well, next on the agenda is the '27-'28 school calendar. Which This is our second look at that calendar. We did have one small change uh between the last board meeting and today. Our goal uh one of our goals with this

calendar was to align with Ivy Tech's calendar because we have so many students affected by those two calendars and how they interact. Um and so we did move our fall break a week later on this calendar because of that and just trying to make it make sense for all of our students who who attend Ivy Tech classes. And so we're seeking your approval today. >> Anyone have any questions on the calendar? >> Just one clarification. I think you know years ago kind of kind of prior to Ivy Tech, we would always try to align around the career center. Now obviously we've got a significant number of students going to Ivy Tech. Does this create any challenges then with the career center or >> It will I'm sure it will because aligning, you know, I was

at the board meeting not that long ago, aligning with that number of schools is going to be very difficult. >> Yeah, it was never perfect anyway. >> And so we do have less students attending the career center than we do Ivy Tech. Um and so I worked with the BEA very closely on this calendar and the administrators. And so this alignment with Ivy Tech seemed to be more of a priority. >> Perfect. Okay. >> Can I seek a motion to approve the '27-'28 school calendar? >> I'll make a motion to approve the '27-'28 school calendar. >> Thank you Jeremy. Do I have a second? >> Second. >> Thank you Shawn. All those in favor say aye. >> Aye. >> All those opposed same sign. Motion carries. One careful. The next we're to the piece of

advert approving the advertisement of the 2027 budget. Did you have anything else you wanted to say about that Tim? >> No, not unless there are any other questions. >> Can I seek a motion to approve the advertisement of the 2027 budget? >> I'll I'll that motion. >> Thank you Larry. Do we have a second? >> I'll second. >> Thank you, Blaine. All those in favor say aye. >> Aye. All those opposed same sign. Motion carries. We have plenty of reading material for our board this month. Uh next up are all of the student handbooks um for each of the four schools. And we want to thank our committee who's not in the audience today, but worked really hard on each of the handbooks um making sure they align across the district. Um and so we

want to get those approved and ready um so that we can post them and have them ready for this We're already talking about the start of the next school year. So we're seeking approval of the student handbooks today. >> Does anyone have any questions on any changes that they may have read in the handbook? Can I seek a motion to approve the 2026-2027 handbook? >> I'll make that motion. >> Thank you, Shawn. Do we have a second? >> I'll second it. >> Thank you, Larry. All those in favor say aye. Aye. All those opposed same sign. Motion carries. Three. And our next giant reading assignment for the board this month was our NEOLA packet of updates, which included um policy update 38.2 and also a special update that came after that. Um most of the

policy updates are technical corrections or um changes that needed to be made based on Indiana law. But I do want to call special attention to policy 5136, which is the personal communication device uh policy and um just making sure, you know, all of all of us at this table and all of us all of the audience members and those watching at home remember uh due to Indiana law, we will have a change when it comes to um student cell phone use in the next school year. The policy that's before you is stating that devices will have to be powered off and stored and our procedure will be that they'll be in lockers. And so just making sure that I call your attention to that. These policies are first reading so you have the whole month,

you know, to take a look at them and see if if there are any errors, if there's anything you have questions about and just let us know know about those. So that is number one on my updates. And then also I just want to say, you know, we had graduation since our last meeting and it was just such a wonderful experience. The class of '76 being there on the on the floor with the kids was a wonderful experience for me. And then I just want to congratulate all of our athletes that have done so well since then and I know we have John Moody competing today. >> Yeah, just finishing up today. >> Yeah, so very proud of of all of our athletes not just for their performance on the field but their character. So

very proud. >> Does anyone on the school board have comments for today's meeting? >> I'm okay. >> Meeting adjourned. >> [snorts] >> And what did he do today? >> What's that? >> Can you see how he did? >> Yeah, he was five over yesterday and he's four over today.
