Tom, will you stand up for us? Thank you. It is my pleasure to introduce Tom Black as our next principal of Batesville Middle School. Tom brings more than 30 years of educational experience, having served as a teacher, coach, athletic director, assistant principal, and most recently, principal of East Central High School. Throughout our search process, Tom distinguished himself through his commitment to building strong culture, developing meaningful relationships with students and staff, and

005maintaining high expectations for learning. Um in 2024, he was recognized as the District 10 Principal of the Year. As a member of the Batesville community and parent of Batesville students, Tom is personally invested in the success of our schools and the broader community, and we're just really excited to welcome him and his family officially to this role. 006TO BPS Principal Kendra Moore, who's going to introduce one of her other exciting hires for today. >> I'm excited to introduce Patrick Maschino as the next assistant principal at Batesville Primary School. Um, throughout the process, he demonstrated a passion for helping others grow, um, building that strong bulldog community, and um, he comes with us to us from Madison most recently, um, where he has elementary experience and um, some athletic experience, as well. So, we are really excited to have him on our team, um, and he is here today with his family. >> Yeah, I'm Patrick. Yeah, this is uh, my wife, Erica, who is a Greensboro native. >> I joked during the interview process like, "Don't hold it against me." [laughter] >> I'm not a man of many words. >> Uh, and then this is

And I'm just grateful that Kendra and the rest of the interview committee saw in me, you know, what I've always seen in myself and that's just somebody that's going to work hard and root and you know, treat people the right way and make the right decisions and have a lot of passion and energy for kids and the community and just people in general making a difference. So, we said you guys said you needed some outdoor seating areas and maybe sign board, electronic sign board out here, so we hope this

Um the the financial report was in the board packet and it is behind the board members um so the audience can

012see. Uh but the for the month ending May 31st um beginning with the education fund, we started with a little over 1 and 3/4 million dollars in the balance. Our normal um basic grant uh is the primary um revenue of about 1 and 1/2 million dollars. The expenditures were a little over 1.6 million dollars, a little bit larger than usual for a typical two-pay month um but Mr. Nobby had paid out all of the um second half academic ECAs amounts. And then also we have a lot of spring um athletic ECAs that's the second half of those would have been paid out as well. Um so that balance dropped by about $130,000 over the month um to $1,636,181, um which is still about 9% of that operating balance. Um the the board goal set at

0138% um or more. We do expect that will continue to climb here over the next couple of months um with lighter payrolls through the summer and a couple of other accounting um things with some some funds that we've um that we'll be able to reimburse the education fund back. Um so the so at the end of June, um I believe we'll be about as as high a balance in the education fund as we've been. Um the other funds, no no spending in the uh debt service fund, but we did receive in May the first half property tax draws from Ripley County. Um so we had a a nice influx of revenue there of almost 1 and 1/2 million dollars. So the debt service fund balance um ended May at $2,302,261. And then the operations fund,

014which also gets its primary revenue from property taxes, um that Ripley County spring tax draw um boosted it by about 1.8 million dollars and uh little less than $500,000 in expenses, which is pretty typical for the operations fund. Um so that balance climbed over a million dollars to $3,713,840. Um no activity in the rainy day fund, so our total balance across all four of those funds was $7,661,260, um which is about $350,000 more than last year at this time. >> [clears throat] >> Any questions about that part of the financial report? >> Franklin County this month and missed April. >> So, we did receive early GEO first. >> I already got it. >> So, yeah. Yeah, so we we do have um we have [clears throat] received our first half draws from both counties, um

015but it didn't make it into the May financial report. >> Thank you. >> Do you know how much that was? >> Actually, we'll get to that in the the next slide, I believe. >> Okay. >> One of the next slides. Um going on to the construction um account, so the we have two um bond funds. We have 2024, we sold general obligation bonds. Um you can see a total of about $1.9 million net proceeds. We actually paid out $177,000 and change last month. That was primarily um for uh reading and language arts curriculum package for a four-year like a licensing plus materials >> [cough] >> for um grades, I believe K through 5. Is that correct? Which which we had previously paid up front to get discounts. Um so, that was expiring, so that um

016that GEO bond fund um was a source to um renew that. Um so, to date, we've spent a little over $1.2 million of that bond issue, um and the balance, the actual balance with earnings is a little over 700,000, you can see. Then in 2025, we sold first mortgage bonds for construction um with net proceeds of a little over $6.4 million. Um during the month of May, we spent $58,000 and change. Primarily, we paid the balance of the mechanical project at the middle school. Mr. Black will be happy that we had uh upgraded the air conditioning um and heating equipment on the original classroom section. That wrapped up um here over the spring. We we finally paid off um the rest of that amount along with some chain-link fence work um and some painting and

017wooden window repairs at the primary school. So, about $60,000 in expenses last month. Um out of that $6.4 million, um to date we've spent a little over $1.6 million. And the actual balance in that fund with the earnings that it has um has made is just over $4.9 million remaining. >> Mr. Have we finished all the roof repairs or >> The the big roofing project that we started last year, um it's been wrapped up since about January. It's still It's still in the project closeout phase um as far as getting warranties. And And actually, um we paid pretty much everything off on that. We had some allowances that we didn't use. So, some of that money will be coming back from the original contract amount. >> Okay. Thank you. >> You're welcome. And then, um

018next up we have the um spring property tax collections report. Um so, Ripley County's payment um came in May. So, it was showed up in this month's um balances. Um but in early June, we did receive Franklin County spring draws as well. Um So, if you look, you can see we collected about 60% from both counties. We um typically receive about more like 65% um but we are um So, our total 2026 levy for the full year is 9,366,000 um and we've collected 5.6 million of that already. Um So, we we are in pretty good shape here going into the end of the fiscal year. >> Great. >> Any questions with that? >> It's good to hear. Thank you. >> Thank you. >> And then the the last thing sort of finance-related is just as

019we start looking forward to our 2027 budget, um the school um works on a calendar year budget, so we start um planning and advertising the fall um for a budget to be approved by the Department of Local Government Finance um and then to be ready January 1st for the new budget year. Um there are several steps and there was a kind of a calendar checklist of of items. Some of the key dates through that process um and primarily the most important thing for this board is that we typically try to have our budget hearing to let our patrons know what the plans are um at our normal September board meeting and then we adopt typically at our normal October board meeting. Um we will be um having to advertise that like in August, so if

020there are changes to the date, which we've had at some, you know, depending on fall break and or if there are changes in location, I know we're in a new location As far as holding the hearing that once we advertise those we have to be able to stick with it because of the the amount of notice that we have to give the public. But at this point it's pretty straightforward as far as the process and actually all of the board members here are familiar with the past several years. It seems like most summers we've been holding hearings for new bond issue and this year we have no new anticipated debt. >> So do you need our approval to advertise? >> We typically get approval from the board to to advertise even though it won't be

021done for a couple of months but just to get your approval that is correct. >> Okay. >> [clears throat] >> Sitting board and how many other questions Mr. Hunter? >> I do. >> Yes. >> I just have a question about the property taxes. Is my husband and I is it best for the school if we pay the whole year in spring or divide it up? I don't >> Well we end up as you can see previously we end up getting the money released by the county so for the we get it about in years past we got almost two-thirds of the money up front so a lot of people must pay the full year so I'm sure our treasurer here would just assume get it deposited here as soon as possible but but we we

022typically run about we average actually just a little over 100% collection so as long as we get within the calendar year what we're expecting that's the the key. So, yeah. >> I just didn't know if it's best for the school if you need it earlier. >> With our [clears throat] cash flow and there are some schools that that have to dip into the red in their balances and have to actually borrow money. And then when they get those tax rolls, they pay it off. We we have large enough balances that we've not had to resort to that. So, it it doesn't impact us really that much. >> Thank you. >> Mhm. And so, there has been a donation from the class of 1976 uh to be used for outdoor furniture and seating at EHS. And so, we're asking you to accept that donation today. >> Is this seating going up by the high school or out here by the field? >> I believe that um Mr. Helvey had had requested for out near the

026for strengthening our mental health resources for our students and so I brought a provider to our counselors and our wellness committee that I've worked with previously. Square One is the name of the company and so this company will, upon your approval, become our new school-based counseling service and so um take a look at the agreement, let me know if you have any questions, and we're asking for approval of that today. >> Dr. Reese, I did have a question. I I reviewed the memorandum of understanding and I see that it's got no cost to the school corporation. Can you just explain how that works cuz that was somewhat surprising. >> Yeah. That That one of the uh draws for this provider. Um they do work with the families to bill Medicaid and there's private pay. They

027work with private insurance, uh whatever the situation needs to be for the family, um it's worked out with them and they do help families uh with their paperwork because sometimes that can be the barrier. Um just helping them through that process and something our counselors really appreciated is that the company will go ahead and uh start working with the student before the financial piece is kind of figured out. Um and so yeah, there is no cost to the school district. >> Dr. Eses, will the uh counselors be on campus? >> Yes, it's an in-person service. >> Will be during school hours or after school? >> That's really up to the family, but it will be offered during school hours. >> Okay. Thank you. >> And and then I saw in your Dr. Eses, it's referred

028by the school, but from I assume that it's all parent driven after the school makes the initial >> Correct. Correct. >> kind of the gatekeeper. >> Yeah, the school wouldn't refer without having that conversation with the parent guardians first. Um once we refer, then Square One reaches out to the family to get all of the approvals. Um of course, all of it done, you know, through the family at that point. >> Has there been a process discussed for how that referral goes through? >> Yes. >> I assume you billing counselors. >> Yes. >> Okay. Our goal, one of our goals with this calendar was to align with Ivy Tech's calendar because we have so many students affected by those two calendars and how they interact. And so we did move our fall break a week later on this calendar because of that and just trying to make it make sense for all of our students who who attend Ivy Tech classes. And so we're seeking your approval today. >> Does anyone have any questions on the

030calendar? >> Just one clarification. I think, you know, years ago, prior kind of prior to Ivy Tech, we would always try to align around the career center. Now, obviously, we've got a significant number of students going to Ivy Tech. Does this create any challenges then with the career center or >> It I'm sure it will aligning, you know, I was at the board meeting not that long ago. Aligning with that number of schools is going to be very difficult. >> Yeah, it was never perfect anyway. >> And so we do have less students attending the career center than we do Ivy Tech. And so I worked with the BEA very closely on this calendar and the administrators. And so this alignment with Ivy Tech seems to be more of a priority. >> Perfect. Okay. >>

Next up are all of the student handbooks for each of the four schools and we just want to thank our committee who's not in the audience today, but worked really hard on each of the handbooks making sure they align across the district. And so we want to get those approved and ready so that we can post them and have them ready for this We're already talking about the start of the next school year. So we're seeking approval of the student handbooks today. >> Does anyone have any questions on any changes that they may have read in the handbook? Most of the policy updates are technical corrections or changes that needed to be made based on Indiana law, but I do want to call special attention to policy 5136, which is the personal communication device policy and just making sure you know all of all of us at this table and all of us all of the audience members and those watching at home remember due to Indiana law we will have a change when it comes to student cell phone use in the next school year. The policy that's before

034you is stating that devices will have to be powered off and stored. And our procedure will be the they'll be in lockers. And so just making sure that I call your attention to that. These policies are first reading. So you have the whole month you know to take a look at them and see if if there are any errors, if there's anything you have questions about and just let us know know about those. So that is number one on my updates. And then also I just want to say you know we had graduation since our last meeting and it was just such a wonderful experience. The class of 76 being there on the on the floor with the kids was a wonderful experience for me. And then I just want to congratulate all of our
