001and to the republic for it stands one nation under God indivisible with liberty and justice for all. >> I guess there's no public comments. >> We had no request for public comment either on email and nobody asked this evening to speak. >> All right. Well, move on to uh the board matters uh the 2025 lease and digital and appropriation hearing. Sorry, I don't have my glasses on. >> So, Mr. Smith is here. >> As I can jump in there. >> Well, as Mr. Smith's getting settled, you know, we're holding we'll be approving a number of appropriations that allow us to formalize a lease and issue bonds and take bids. Um, at this time we're going to open up the lease and additional appropriation hearing if that pleases the board president. >> Sure does. >> All
002right. Um, pursuant to Indiana code before school corporation may enter a lease with a nonprofit building corporation, the school corporation must conduct a hearing regarding the execution of the lease agreement and whether the rental will be paid to the lesser building corporation on the proposed lease is fair and reasonable rental for the proposed improvement. Similarly, before the school corporation can appropriate any dollars, it directly receives as bond proceeds, it must conduct a hearing. Those proceeds were additional appropriations these funds. Dr. talk about the proposed project that related to this lease and additional appropriation. As we've talked about really over the last year and a half, we we took out the original first series of the bonds. Last fall, about a year ago, with permission to borrow a little over $19 million, and we borrowed about
0035 million that first time we did a lot of the improvements to the Greenfield Center High School West campus. That would be tennis courts, parking lot, getting a lot of the infrastructure over there. This would be a second series pulling off of that. This would be money that would allow us to take care of some things we simply can't take care of out of the operations fund alone. Things like boilers, chillers, roofs, uh the road extension for McLaren, which we had talked about last year would still be on the table for us. Upgrades to the high school west campus, we may want to look at some some upgrades there. Certainly parking lot at the high school, buses, technology needs that we have. Uh the bigger portion of that however would be looking at some restrooms
004for renovation at Weston and Harris specifically to allow us to meet the needs of kindergarten and preschool students. Uh light renovation to likely some science rooms in the old Greenfield Middle School and then the potential to add some classrooms at Maxwell to meet some of the needs of our special education population. So it it is a variety of things that we would use these proceeds for or potentially use these proceeds for. But I go back to what I started with things that we simply can't pay for out of our operations fund. The way that things were prior to SEA >> one and specifically after that'll be more difficult for us. >> That's it. Um I'll open up for public comments if there is any. There's no public comments. We'll just move right along to recommend
005five resolutions to be approved. Mr. Day. >> Yes. Um so the five recommendations uh we will take each one of them individually. Um I would also like to note that uh this public hearing was properly advertised. The notice of lease was properly advertised in our local paper on our website. Um Mr. Straw has those proof of advertisement and we will submit those as part of this part of this process. Um the first item that we're going to look at is a resolution authorizing the execution of lease. Um I recommend we adopt that. >> Can you get a motion to uh authorize execution of the lease? >> So moved. >> A second. >> Second. >> All in favor say I. >> The second resolution we look at is the additional appropriation resolution. As we mentioned earlier,
006before we can spend any money, we have to approve an additional appropriation. >> Yeah. Can I get a motion to approve the additional appropriate appropriation that again? Resolution. >> Make a motion we approve the additional appropriation resolution. >> Second. I'll second. All in favor say I. >> Both say. >> Thank you. As uh since we're entering into a lease rental with a building corporation, um we need to assign the bids and contracts to that building corporation. And that is resolution exhibit C. Yeah. Get a motion to assign bids and contracts. >> Move that we approve the resolution assigning the bids and contracts. >> Second. All >> in favor say I. >> I. Uh the next resolution is authorizing the six supplement to the master uh master continuing disclosure undertaking and issuance of bonds. Um this
007resolution sets up the legal requirements we have to report to the financial authorities and the SEC about the bonds and anything that's happening financially in the school corporation. So I ask the board approve that resolution. >> Yeah. Can I get a motion to approve the authorization of the six supplement to the master continuing disclosure undertaking and concerns of bonds? >> All right. I move we adopt the resolution authorizing the six supplement to master continuing disclosure undertaking and issuance of bonds. >> Second. >> All in favor say I. >> I. All those same. >> And the final item again since this is a lease rental we need to reapprove our current building corporation to operate our own behalf in this lease rental process. >> Yeah. Can I get a motion to reapprove the building corporate corporation?
008>> Make a motion. We approve the resolution reapproving the building corporation. >> A second. >> Second. >> All in favor say I. >> At this time we have passed all the resolutions and held a required public hearing. So I recommend that the board close the public hearing. >> Yeah. At this time we'll close the public hearing and move on. >> We just have one other item this evening and that would be the contract recommendations in front of you. This has been our our typical timeline. We put our focus on settling the teacher contract between I guess be September 15th through November 15th. Now that's a legislated period of of two months and we did settle that had the tenant agreement and we passed that at the board meeting our last actually last week. So, now
009that that's out of the way, we do turn our attention to the administrator contracts. The, as was noted last month or the last meeting, teacher raises were right at 2% for the average teacher. You'll see that none of these would exceed the administrator contract recommendations would exceed that. So, it would be up to that 2% as we talked about with some of the um the appraisal work that we we've done. giving you an idea that where our school administrators are and the job that they're doing. Uh I've made no changes from that which you've seen in the past. Uh obviously I just pulled out some of those that have already been approved this year, but no surprises there. I'm certainly happy to take any questions you have about any of those as would Mr. Jack
010or Mr. Day. >> Any questions or comments? If not, can I get a motion to approve the contracts for the 2025 2026 school year as presented? >> I move that we approve the contracts for the 2025 2026 school year as presented. >> Second. >> All say I say >> all we have >> that's all we have. We don't have anything. >> That wasn't even 15 minutes. Can I get a motion to adjourn the meeting tonight? >> So move. >> Second. All in favor say >> I. >> Thank you. >> I know it's given up an evening, but clearly work that we needed to do on that that bond piece and appreciate your attention on those cont. >> Thank you.
