was started many many years ago by valparaiso community schools and we were the first ones in the state of indiana to begin something that we're all very proud of so please let's make sure i get that within the next seven days okay all right i believe that covers what you need for me this evening i will have documents for dr barron and mrs watkins thank you mr sarcation all right balance moving on um dr mccall do we have any staff or student recognitions tonight not individually but uh if i may i'd like to take a moment to recognize uh all of our staff and students uh for the 2021 school year and particularly with the eilern test results those were recently finalized and published by the state and students uh did remarkably well uh given

the context of that assessment uh the teachers uh worked hard throughout the year um prepared the students had tremendous support for the community while going through pandemic and the students really performed well in english language arts we had 61 of our students meet the cut score uh mathematics uh 55.1 percent of that score and overall we had 47 about 24 of our students passed both although that falls short of what our goals are again contextually that's very well we were number one in the region and the english language arts number three in the region in mathematics we are more than one metric this test does not define us but we take this assessment very seriously uh as it is a summative assessment and a good way of growth they were just finalized and released we

are starting our analytical processes in order to evaluate programming and design individual interventions for students we'll be in the throes of that over the next six to eight weeks as we welcome students back to the schoolhouse but overall um exceptional job by the students and staff with the support of the community on taking this assessment really doing well in the face of adversity so i celebrate them thank you yes thank you congratulations to all of our staff and students who especially worked hard during this pandemic this last year and achieving these great results further comments for not seeing any other moving on to the consent agenda as our custom we have some of our routine matters are covered under the consent agenda i believe we have added a couple new items i believe one being

um extracurricular purchases from extracurricular funds and the second being overnight field trips the board had a chance to review the consent agenda so i would be happy if someone would like to entertain a motion and a second to approve the consent agenda any further discussion seeing any um all those in favor indicate by saying aye aye those opposed thank you the consent agenda has been approved moving on next uh to performance budget funds uh missing check each month we present the financial reports and calculator ratio comparing the beginning fund balance for the year to the ending cash balance for the prior month if the ratio is one the performance is good if the ratio is greater than one the performance is excellent if the ratio is less than one caution is needed and we explain

the cause our year to day performance of funds report shows the following ratios education fund is 1.04 the debt service fund is 1.08 the pension debt service fund is 2.55 the operations fund is 1.13 the operating referendum fund is 1.24 the capital referendum debt fund is 1.46 the rainy day fund is 0.94 the education fund report compares the monthly expenditures to accumulative target spending rate of 8.33 each month as of this month we have expended 47.47 of the budget we would anticipate with a level spending of 8.33 percent per month we would have have expended 49.9 8 we are 2.51 under budget for the fund the operations fund report compares the monthly expenditures to cumulative target spending rate of 8.33 each month as of this month we have expended 37.7 percent of the budget we

would anticipate with a level spending of 8.33 per month we would have expended 49.98 we are 12.28 under budget for the fund we believe a review of the fund shows a positive financial position if there are no questions we ask for approval of the financial reports for june 2021 any questions i would just make a brief comment this is probably what one of uh two months in the year where all of our funds except for the rainy day is uh above one percent yeah we built up a little bit next month when we pay the debt payment and i believe the reason is we collect our property taxes december so well thank you for your thorough reports and for the reporting of the great condition we're in not seeing any or hearing any other comments

what's the pleasure of the board we have a motion to approve we have a second second all right we have a motion and a second to accept the monthly performance reports uh any further discussion not hearing any all those in favor indicate by saying aye aye motions carry thank you moving on contract considerations dr mccall thank you mr president i have three contracts for your consideration this evening one with panorama education for social emotional learning and well-being screening tool for sector students we have an agreement of affiliation with ivy tech clinical experience for educational purposes in nursing and practical nursing and then also mou with indiana university for dual credit enrollment recommended approval of these contracts and mou's what's the board's pleasure i moved for approval we have a motion for approval we have a

second second have a second any further discussion all those in favor indicate by saying aye all right motion's been approved moving on to grants this is alaska thank you good evening board i have one grant for your consideration this evening i'm seeking your approval for the dual language immersion grant the dli grant is an indiana department of education sponsored grant the total allocation for valparaiso community schools is seventeen thousand dollars bcs plans to use this allocation to expand on programming offered to our students through our dli program at parkview elementary the money will primarily be used for resources for students and professional development for staff this money will also be used to pay the j-1 visa fees for our international teachers we look forward to this continued opportunity and partnership with the ido and its

impact this grant will have on our dli program if you do not have any questions i ask for your approval thank you mrs velasquez uh we're just happy to get this grant to help support our doi program and as well as some of our other language courses what's the board's pleasure tonight motion to accept that second further discussion all right all those in favor indicate by saying aye aye those opposed motion has been approved thank you thank you and moving on uh donations and gifts dr mccall thank you very much uh tonight i have two uh donations for extracurricular causes for your consideration uh consolidated inc i donated 500 for girls soccer warm-up shirts and the kiwanis special kid special needs program i donated 500 for the gulf state champion t-shirts all right thank you

dr mccall and we're just always appreciative of the donations and support of our broader community or efforts you know for educating our kids and other extracurricular activities here at razer community schools we do this does require board action to prove any donations we have a motion set we have a motion to accept these donations we have second second having a motion in a second all those in favor indicate by saying aye aye and those opposed motion is approved all right thank you dr mccall um board consideration return to learn plan uh policies for reviews folks i'm sorry i'm sorry i'm ready let's stop here this evening you have in your packet uh policies for review second reading this would require action to forgot policies welcome any questions you may have the adoption of these policies

i believe this is our second reading of these set of policies any further discussion on this policy all right not hearing any all those in favor indicate by saying aye those opposed all right we have approval for this group of policies dr mccall we have additional policies no sir okay oh yes now we're ready for return to learn plan board last month i previewed the return to learn uh plan we also sent it out to parents with registration materials on monday highlights would include uh the instructional model of students attending five days a week on friday and following a regular daily bell schedule a mass would be optional unless directed by state for local officials uh we have invested in increasing our instructional staff in order to increase physical distancing the way possible as well

as the intention of increasing relationship building individual instruction and feedback as well we have professional development that supports those outcomes of course we'll be maintaining our frequent hand washing sanitizing stations water bottle fillers that we invested in both through the facility referendum as well as with our federal dollars come into play and we've expanded that into all of our buildings and we will still maintain our cleaning and contact tracing quarantine promises again i welcome any questions is an evolution all right or any questions or comments appreciate whichever the administration has put in keeping our kids safe and really trying to kind of walk in a chronological fashion a lot of time on calls at night time calling other superintendents not just around the state you don't realize that anything's right many hands make life work

it really is a lot of a lot of team orientation and it goes everybody in this world and as you said throughout the state help make sense and keep moving forward i suck at rob's comments and you know i try to imagine us a year ago in july and we're like no we don't know we don't know no one's telling us and we don't know and so you know having spent the last year learning you know taking some gambles and and finding success um with some of the choices that were made um and being able to see you know again having a learning experience this is working this is not being able to tweak that that we're able to get to this place and have this presentation that is vastly different than the one that

was proposed last july or august and yet i feel confident about it because we have seen success in the last year um i you know for me personally i think it was more successful than i thought it was you know when we started last july we we just didn't know so much um and it's made a big difference and i think that the scores you mentioned earlier the ilearn scores um i think that really validates the plan that we had um and so i think that people should be proud of the plan that we had for last year and be proud of the plan that we've got now that so many of the supports that have been in place in the last year we can continue because now our staff know how to implement it

our parents know our students know and so it's going to be a lot easier to start this year than it was last year and i think it's going to be another really successful year and hopefully with fewer challenges i would just say that wisdom is vindicated by your children and a lot of wise decisions this past year thank you many more to come we don't have it all figured out but as we said 12 months ago we don't have to be right but we'll get it right and i believe you know it's conditions change we may have to adjust the plan accordingly i know we had to do that several times like this last year so exercise the courage to all right any further questions are there any public uh comments on this plan it

might be wise to just check [Music] sure go ahead is that actually accurate [Music] no that is accurate you know we experience confusion and turmoil when we had a model that was incongruent with the color system that the state had put out so although these columns look very similar as far as the words we want to make sure that it informed that that what color we wanted to look at depending on what our county was in uh had the information the actions will be the same if you're in red many other categories that's what the uh well the use of visitors um would be one such but you're absolutely right there are many that are the same all right anyone else yes sir contact tracing when a student is going to be taken out of

school the when a student is contact trace they'll be quarantined um could be for seven or ten days depending on a negative test result it can be symptomatic uh seven days will be with that test result uh ten days would be for uh asymptomatic uh and then fourteen days would be uh with the with symptoms yes what's different is that the 7 and 10 day a length of 14 with asymptomatic and immediate test results that's the cdc in the health department well i think we've discussed that we want to follow the state department of health guidelines and our own county health department guidelines and they were the basis for helping us establish this plan and that's how we did it last year and i think that's our plan this year yeah we ultimately decide but

we're going to follow the state health department as well as the county health department along with if there's any other cdc guidelines i think there is one other difference with the availability of vaccines now that if someone has been fully vaccinated and they're within that distance they will not be contact traced so that's also a difference that people can make that choice anyone else no no no that that would be the contact tracing guidelines uh so within 60 or 15 minutes of aggregate time is i think that we appreciate your comments and i think that we've already spoken on that issue this is the plan that the district has proposed and this is the plan that we're going to vote on tonight thank you for sharing your comments all right uh lauren um you've heard

dr mccall with the revised plan return to learn and refer to public comments what's your pleasure on his plan tonight we have a motion to approve any further discussions not hearing any further discussions all those in favor indicate by saying aye aye those opposed all right thank you motion has been approved thank you thank you dr paul um we're moving now into new business uh the first item under new business is board policy uh for teacher appreciation grant dr mccall thank you mr center this is an annual uh reading or required by law teacher appreciation grant we have no changes but we do have to review and approve it so this will constitute the first reading no action required it will come again before you in august and then we'll be submitted with the state

by the acquired by the required deadline uh and will be on file and so we will be eligible for a new teacher appreciation grant whether it is this person thank you moving on to referenda and deferred maintenance related update mr dion casaurus thank you mr president members of the board sorry you're used to uh seeing mr cherry but he had another commitment tonight so if you've had an opportunity to ride by the west campus it's really shaping up it's it's quite the gem so over the next few weeks we're gonna we're approaching the finish line uh the cleat house we're completing the carpet uh roofing fascia access doors things like that actually i drove by this side tonight and they were stripping the asphalt around the cleat house itself softball and baseball fields are complete

with the exception of the press boxes we have cameras speakers things like that that we're finishing up over the next few weeks some loose ends as far as that we've just been impacted due to supply chain believe it or not we have all the bases except for the pitching rubber so we're just trying to get a handle on when those are coming in but that's a different type of product compared to you know first second and third base as an example if you if you go by the legacy walk entrance you'll see the vikings letters on there we're finishing up the fencing so again over the next few weeks we'll be wrapping things up and looking forward to i know the campaign has been going on for the brick pavers and once that's kind of

wrapped up we'll go ahead and install those as well in the openings along the legacy walkways be happy to answer any questions for you dionne thank you for your terry's work and all involved we can't wait to see the finished product this is really going to make valphrasa shine and it's something we can be really proud of fields and um oh you should be proud of it we appreciate the opportunity my son's in travel baseball we travel in different areas over the region and i hear several comments about have you driven by volkl you know let's see what's going on there it's pretty neat is that softball or baseball dino pitching both but we're encouraging the football team to actually go use the flex field because we need to start moving that carpet around just

see how it reacts and then contractor will come back in and make some adjustments with the movable fence as well move it out hold it back absolutely i further questions thank you very much all right moving on um chris clifford we have some obsolete um computer technology equipment what do we have today good evening board uh tonight i bring you um several different items of different differing values i most of it would be e-waste and some of it could be reclaimed or used as trade-in and i just like your permission to seek that opportunity i think this is something we kind of you do and it does require board action so what's the pleasure of the board so move we have a motion to accept mr clifford's plan to dispose of this device but we

have a second second we have a motion in a second all those in favor indicate by saying hi hi suppose all right motions approved thank you all right um next we have work consideration classify employee handbook thank you mr sender uh in your packet uh are two documents one is the redline version marked up a classified employee handbook showing a struck language as well as additional language put on requirements for professionals have been streamlined uh and also the language uh with doc days has been removed since at our last board meeting the board re-instituted paid time off for all of our paraprofessionals awarding them seven paid time off days and becoming aligned with the rest of our classified staff so the changes in the classified staff uh handbook reflects those changes all right and i

believe this does require our yes sir all right what's the pleasure of the board i'm motion for approval we have a motion to approve the classified employee handbook we have a second so we have a motion and a second any further discussion hearing eddie all those in favor indicate by saying aye aye motion's been approved all right next we have board consideration new course proposal nick allison thank you mr president and members of the board uh tonight i'm bringing you a new course proposal which is in your board packet in full but i just want to highlight a couple of the pieces from that course proposal as it's been a process that really began last fall to kind of help transition our dli students from elementary from parkview elementary into secondary world language and so

we've worked with the ido we've worked with the parents of that group with administrators both at parkview mr rayson and at t.j middle school with mr maudlin as well as the world language department to come up with a course that i really think fits exactly what we need in that sixth grade schedule so the the course itself um you know if you remember back to some of the middle school schedules but there are five main periods in the schedule four of them are the core academics that you're familiar with math english science social studies and the fifth is core plus in sixth grade core plus is an extension of math and english where they get some extra time and literacy skills and math problem solving skills this course for the dli students that are coming

up would replace that fifth course where their literacy skills would be done in spanish and some of their math skills would also be done in spanish so a continuation of the experiences that they're having at parkview already the course itself is called language for heritage speakers one this course has a lot of benefits for our students one it is the first opportunity for a middle school student to earn a high school credit this credit counts towards world language towards the world language diploma requirements so the honors diploma or the core 40 diploma this counts towards that that credit should the parents choose to to take that credit at the end of the year additionally one of the goals the parents expressed to us and the meetings that we had with them was that they would

like to see their students have an opportunity to earn the certificate of multilingual proficiency by the time they graduate that this is one of the courses that gets them there so this would be the first of three of those required courses which they can complete at any time on their journey six through twelve but this would be the first opportunity to do so additionally the focus of the course the focus of the course is on um increasing grammar vocabulary fluency and speaking listening reading and writing towards becoming bilingual in spanish specifically the ultimate goal for these students to get that certificate of multilingual proficiency is that they would be able to achieve a proficiency level that is tested through a myriad of different assessments that would determine them to be intermediate high level uh fluency

or proficiency in in a different language than their own so this course again starts them on that path and gets them that direction we're working then on their transition more towards academic spanish through this class but this class in particular and i believe there's a second attachment or there will be additional information that will be added uh in regards to um mrs carisman's presentation to the parents on the amount of culture current events that she plans to cover that's taking place in latin american countries as a part of her her time so um that's kind of the highlights of the course we get more details in your packet and i'm happy to answer any questions that you may have uh mr allison so with this course this course would obviously be available to students who

have come from parkview who have been a part of the dli program would it also be available to people who um also speak you know maybe maybe spanish is their first language or they because of you know some you know familial content that they also you know are fluent in spanish would they be also able to to take this course yes they would uh any demonstration of um proficiency in usage usage of that language is something that could be determined through any of the assessments they have or working with the instructor and yet so they would have this course available to them and am i seeing this right in the scope and sequence here that if students wanted to pursue spanish two and three they would need to take this course first that is correct

although we're not the reason it says spanish two and three is that we're still currently working with the high school world language department on exactly where that transition takes place because of the level of proficiency of these students and again because of some of the the varied skill levels that you've heard about regarding the students in the dli program at parkview it's going to be some of that just monitoring as we go and understanding where their proficiency is at in order to make those determinations there may even be a blend of curriculum that exists between the teachers working together to make that work but if i guess a student who wants to pursue spanish additional courses they would need to take this early on so the first offering for a student who's a non-dli student

would be spanish one in seventh grade okay and then they then after that they would be able to transition to spanish two and three all right any other questions i just want to say thank you again something that this is pretty dear to my heart i spent a lot of time last week on this i'm very happy that our community is taking another step forward you're really making this deal i think one because it really can be a shiny this is just awesome that separates us you're welcome and again as dr mccall said many hands there's a lot of fun people involved um so as you know any new course proposal does require action um so what's the pleasure of the board tonight a motion for approval motion to approve this new course second second

motion in a second any further discussion all right all those in favor indicate by saying aye those opposed motion's been approved thank you and i believe you have a secondary resource adoption also yes thank you mr president i also have a proposal from the 8th grade ela department regarding a supplementary supplementary novel just to take you back real briefly they had opted to not adopt a new literature book because they feel like a lot of those continued short stories poems things along those lines are repeated within the the resources that are available that are new and they really wanted to focus on diversifying the novels that they use as supplementary resources so we started that process last year actually at this time i proposed a couple new novels then proposed a couple i believe at

the last board meeting along with the ela adoption and and this is just one more that they had really worked hard at trying to get included into their curriculum for the coming year so that being said the novel is a tree grows in brooklyn uh which has had a long-standing recognition and success as a story about tenacity and the determination to rise above difficult circumstances um appropriate for probably where we're coming out of you know covey into the next school year i think this is something that they saw as an opportunity for students to really hold on to something about grit and perseverance in the midst of difficult trials the story centers on a young female who's the daughter of immigrants they're poor and she faces a number of circumstances and ultimately the metaphorical piece

of that is a tree that faces a lot of the same kind of adversity in the inner city and ultimately grows and thrives in in the midst of what it's still facing and so the two kind of grow together through the novel again long-standing history was published in 1943 was a book that was published in a pocket-sized version and given to troops in world war ii to read overseas and was very popular among hmong troops in fact she gets letter or she was getting letters all the time from them about how this book um was a comfort to them while they were serving their time so more details in the proposal i'm happy to answer questions again any questions from these guys none about this but they have a list of all the novels that

the 8th grade students read i would like to see what absolutely absolutely sounds like this might be a great book for the board to also read in light of the year we just came through right yeah i have a copy now i just got my copies okay all right what's the pleasure of the board we have a motion emotion we have a motion to prove do we have a second motion in a second and then further discussion all right um all those in favor indicate by saying aye aye those opposed motion's been approved thank you mr allison all right we are now coming to our time of public participation um earlier tonight we did adopt a new policy which included public participation and in order to promote the more opportunity for public to speak and

have public participation we have revised this policy we are extending the time of public participation up to 45 minutes if it's needed and um and it's three minutes per person i just would like to remind everyone be respectful when and when you do come to the podium indicate your name an address be respectful of your comments it's no personal attack on anyone or any board members or staff teachers or students and we also do not discuss personnel and public needs so tonight we have one person who has signed up uh ruth vance if you would come to the microphone and again state your name and address okay i prepared uh my remarks under the old rule of five minutes so i hope you will indulge me with that all right tonight we will since it

is a transition i did not know and can you also indicate your address yes i will good evening superintendent good job i'm sorry move the microphone so we make sure that we can hear you and other people okay can you hear me okay now yes okay good evening superintendent mccall and school board i'm ruth vance i'm a citizen of valparaiso and i live within the community schools school district at 3811 quail covey drive my adult child is a beneficiary of this excellent school system having gone through the school system kindergarten through 12th grade i'm here tonight to urge you not to approve a proposal made by the student group diversify our narrative and supported by the allies against racism and white supremacy diversify our narrative is a national non-profit organization recruiting high school students to

be organizers of chapters in their schools its aim is to get high schools across the country to make curricular changes that introduce critical race theory to students it also touts a 13-day teacher training designed to quote teach teachers how to be active co-conspirators against the systems of oppression that exist inside and outside their classrooms close quote critical race theory with its roots in marxism is designed to pick groups against each other to bring down the governing system so that totalitarianism can be put in place society is divided into two groups oppressors and oppressed in marx's time the workers the proletariats were pitted against the wealthy business owners the bourgeoisie that tactic won't work here because of our large middle class so was decided to use race or identity politics and whites are the oppressors and

people of color are the oppressed this leads to tribalism and victim mentality critical race theory or crt teaches that whites are racist by virtue of their skin color and there's nothing they can do to correct that they're irredeemable it also teaches that whites benefit from the structures they put in place that's white privilege hence the conclusion is that there is a systemic racism crt teaches that equal opportunity is not enough equal outcomes are needed hence wealth needs to be redistributed which requires racist policies against whites one of the books on the recommended reading list of the proposal is ibrahim x kennedy's how to be an anti-racist for candy and critical race theorists it isn't enough to not be a racist a person has to be what he calls an anti-racist in his book candy states

and i quote if racial discrimination is defined as treating considering or making a distinction in favor or against an individual based on that person's race then racial discrimination is not inherently racist the defining question is whether the discrimination is creating equity or inequity if discrimination is creating equity then it is anti-racist the only remedy to racist discrimination is anti-racist discrimination the only remedy to pass discrimination is present discrimination so to be an anti-racist one must be a racist crt is racist our nation was founded on high ideals of course it isn't perfect humans are flawed we live in a fallen world our nation has corrected some wrongs throughout our history and continues to do so the reverend dr martin luther king jr looked at our founding documents as a promissory note that hasn't been paid
