So, at this time, we will move into um I will entertain a motion to move into executive session. Moving the Lawrence School Committee into executive session. >> So moved. Can I get a second? >> Second. >> Madam, please call the role. >> Jessica Jessica Ramirez, >> yes. >> Jonathan
Guzman, >> yes. >> Kingell, >> yes. >> Donna Bertalino, >> yes. >> Michael Armano, >> yes. >> Motion carries. >> Okay. Before we move um into executive session, I do want to state why we're moving into executive session. So um we will be moving into executive session accordance to the Massachusetts General Law Chapter 3A section 21 um to discuss strategy regarding various complaints alleging violations of the public um excuse me meeting law um open meeting law and as an open meeting may um be detrimental effect and on the position of the public as a body. We will reconvene um once we exit executive session to address other items on the agenda. So we're we're back. Um I would like to entertain a motion to come out of executive session. >> I'll make a motion to
come out of executive session. >> I second. >> Secretary, can you please call the role? >> Jessica Ramirez, >> yes. >> Jonathan Guzman, >> yes. >> Quing, no? >> Yes. Donna Bertoino, >> yes. >> Jesus Suriel, >> yes. >> Michael Armano, >> yes. >> Motion carries. >> Okay. So, going to the top of the agenda. Um or actually, I'm going to go a bit out of order. Um can I get a motion to approve um approve minutes from April 15th? >> So, move. >> Can I get a second? Second. Secretary, can you please call the role? >> Jessica Ramirez, >> yes. >> Jonathan Guzman, >> yes. >> Quinn Gonell, >> yes. >> Donna Bertoino, >> yes. >> Jesus, >> yes. >> Michael Armano, >> yes. >> Motion carries. >> Okay. So, I'll move on uh
to chair reports. um looking at um important dates that are upcoming. So high school graduation um for June 5th. This is just uh just point of not no discussion. Um and then we have middle school year end assemblies June 22nd and the 23rd. And then we have the last day of school of June 24th. Is there anyone that would like to discuss any of these items? >> Chair, I do have a question. Committee Man Guzman. >> Uh, for Superintendent Carrero, I'm hearing a feedback. >> Give me one second. Uh, can you I can barely hear. I mean, I can hear him, but it's not 100% clear. Is volume up? Okay. Jonathan, can you hear us? And are you still receiving feedback? >> I can hear you. >> Awesome. And I can hear you better. Thank
you. Go ahead. >> Awesome. So, and I do hear the feedback still. >> Sorry about this. >> I They're still there. We We can >> I will try my best. >> Can you define the feedback? What is the feedback you're hearing? >> I speak and I hear myself. Oh, so the way I'm hearing from our folks from LPS media that that's the way it works that you would hear yourself the way it's connected >> or linked together. >> Okay. Can you >> speak again? >> Can you hear me? >> Yes. Perfect. >> Okay. So, uh, superintendent when we be have the high school graduation, uh, I usually see that every students in front of us, the blazing sun with a water in their hand. So I'm hoping to see if there's a commitment to quiet
water during the ceremony and if there's no funding resources about >> can committee man >> you're in and out can we have you restate or change how you're speaking into the either phone or computer or or your laptop. >> Yes. Give me a second. Is that better? >> Yes. >> Okay. So, what I was saying was to the superintendent Carrero is that there has been when I have watched our students graduate under the blazing sun without access to water while I sit here by them drinking water. So, I wanted to see if there's a commitment to provide water for our graduates during the ceremony because usually it's outside and when we move inside, it's still hot. And if we don't have the resources, can we figure out how an organization like the Lawrence High School
association can provide that support? Superintendent, did you did you get that? >> So, what what committee man Guzman was saying is that during graduation, it's the weather can be a little elevated and our students are on the fields. Um, it's hot and and they're they're not they don't have access at this point for water. Do we're able to get provide those resources during graduation. >> Um, >> and if we don't have those resources, then if there's an Hello. >> There you go. >> Am I on? >> Yes, you are. >> Um, that the thought has never crossed my mind, but uh obviously if they're out in the sun, I think that that's something that we should consider. Um, let me talk to the team and see how we can make that happen. Even if it
means, for example, as they're exiting to come out and do the procession for graduation, we hand them each a small bottle of water so that they have out in the field. Um, graduations are getting longer because more and more students are graduating. So, uh, I will certainly do everything possible, Mr. Guzman, um, to do so. >> If it's >> Thank you, Chair. >> Committeeman Suren. >> Oh, if it's appropriate, I I could donate the waters if that's appropriate. If that helps, >> we can I I I'll second that as well. >> Absolutely. >> Awesome. I mean, I was I sat through graduation last year and it was pretty hot. >> And if you saw my face, I was sweating. Whenever I've sat in graduations on the back, >> there's a there's a cooler full of
ice with water in it. Maybe we can make sure that everybody on the podium side also has that. But I I don't see any reason why we can't make that happen. I think that's an excellent suggestion. >> Thank you, Committee Man Guzman. with the middle school uh year and graduations. Uh I we all received emails and and and from Maria Cruz asking us to reserve for which dates we or and times are we planning to attend. Is there any question or any discussion around this item? Um, >> Committeeman Suriel, >> can we create like a list like um so we could pick which schools and then we know which ones are already been represented like? >> So, we can definitely ask the school department to provide the current reservations that have been made by school
committee members to ensure that we have representation at all or at least most of these assemblies. Okay. So, I did get confirmation that we can do that. Thank you. And then the last day of school is June 24th. Um under chair reports attorney interview. So the school committee it has solicited to hire um legal counsel to represent this body as a whole. Um moving forward there will be um a interview to um be scheduled publicly and that is to be determined. So once we solid there is a pool of candidates we will schedule that in a public setting upcoming training. So >> committee man >> can you elaborate a little bit more on the process? Clearly it it sounded like there was a job description or a procurement post that I personally did not see
that and I would like that to be uh be made available to me if it's possible >> and who made that decision sh um and who will the >> appointed members. I'm sorry I'm talking like this. It's because of the feedback. >> It's okay. >> Conduct interviews for the potential candidates. It sounds like the entire committee will do that and it will be set up in a public setting. >> That that is correct. >> Thank you. and then on the procurement the posting who can get that information to us. >> So I will defer to the receiver and to the superintendent. >> Thank you. >> Um Mr. Guzman, uh the receiver was uh offline for a second. Could you repeat the question so she gets the part the first part of it? Uh I understand
um what you're asking in terms of uh the process and all of the logistics of uh legal counsel for the school committee. Correct. >> Correct. >> I'm sorry. What was the question? I had to step out of the room because I was coughing. >> I can I can repeat my question and receive it. >> So my particular question is revolving the attorney interviews. It looks like we are going to be engaging on those conversations. It looks like if this was posted, there was a procurement process. So I wanted to know where are those documents? Who adopted such procurement to be adopted? >> There's not a procurement process for the selection of an attorney for a school department. it's posted as a job posting and we have solicited um some interested parties uh who would like
to put their name in. Um and the school committee as the vice chair has stated will be able to interview um any of the members who would like to put their name forward. It will be up to vote by the school committee to determine their legal counsel. >> Okay. Thank you. And chair, will you be providing us uh a formatted process ahead of time of those interviews? >> Yes. >> For us to adopt or or it would just be provided to us. >> So my understanding it would just be provided to us or we would be providing that information. >> Okay. >> Committ Thank you. on the attorney um posting. If 20 or 20 attorneys apply, we are going to interview all 20 of them or we're going to narrow it down. >> So, we
would need to narrow narrow it down at that point. Yes. >> All right. Thank you. >> If I may, Madame Chair, >> superintendent. >> Um if you recall also um one of the things that the uh receivers did and through her office is we uh connected with the Mass Association of School Committees >> and the Association of School Committees, Mr. Guzman uh made recommendations based on their experience and knowledge of uh firms that work with public school committees. So I believe the the recommendations of those that might be available and it it's down to I think two of them um has been recommended to the committee and the committee may choose uh their next steps of what they want to do with them. So I have not seen um those members or those two candidates
but I I think once we are ready to schedule um we the body will be provided with the information on who these two candidates are prior to the interview. Uh, Chair Ramirez, >> committee members. >> Uh, my recommendation is that both you and the chair provide some sort of processes of how those interviews will be conducted and brought to the committee to see if there's any recommendation that we can provide ahead of having those interviews if that's possible. Thank you. >> Yeah. So definitely we can take that obviously take that into consideration. I agree. >> Committee man Armano. >> Thank you madam vice chair. So I guess echoing off of committeeman Guzman just to clarify we would we would vote on whether we should have a screening of say um if it was 20 candidates
or whether we would just be hearing from recommendations such as two candidates. Does that sound accurate? >> So again, hello 14. >> Okay. >> Hello. >> We're going to get this perfect at some point. So I'll I'll defer to the receiver. >> There are two candidates that are interested in interviewing for this position. So there's not narrowing down necessary >> based on recommendations. >> Thank you for the clarification. >> Correct. >> The committee could decide that neither of those candidates are the right um individual to represent the committee, but it will be up to the committee to vote to accept um one of those individuals or firms. And if we're obviously at that point that we don't we don't accept either candidates, then we would obviously need to come up with the process to move
forward with a search. But I I will say and and there's no need to go into rush but into rush into this but we I would recommend that we take the recommendations from the Mass Association of School Committees who we've received training from so that we can work towards adopting our rules and working through our norms so that we can continue to move forward with our capacity building plan and and I believe that the the hiring of an attorney it's it's one of a a key component of of adopting our rule of adopting the school committee rules and and looking at other avenues and policies that we need to implement. >> Can I also just add chair uh vice chair that the hiring of an attorney for a school department is exempt from 30B procurement.
So there is not a procurement process through this that the committee needs to follow. Um, and I think that we're providing a courtesy for all of the members to be able to interview um, the right individual um, or firm um, to represent you all. Thank you. Any other questions? Next item on chair report and so upcoming training schedule. So this is not really saying that we're scheduling anything but these are three areas uh part of looking at our capacity building plan is really getting the body i.e. myself um well verssed with the rules um Robert's rules of order um budget and finance and special special education. So, um, between Robert's rules of orders, uh, leveraging Mass Association of School Committees, um, or the city clerk or an attorney to provide that training, and then the
school department on budget and finance and spe special education. So, um, we will be looking at and discussing dates once we can solidify um, in what order we're going in. >> Any questions? Chair, I have a question. >> Committee man, go now. >> What is what is the procedure for making suggestions around these u training uh topics? >> So, in working with the chair and the receiver um and understanding who's the best party to train us um and we and we can this is definitely an area of discussion. We can discuss it now. um if it's between the again the the city clerk or the masses the mass association of school committees and then looking at dates I I believe both parties are open to scheduling and working with us um and this would be
an in-person training at least for the rules of the Robert rules of order budget and finances and special education >> is does that procedure include because I didn't hear the mention of effective schools the the uh consultancy the firm that's doing facilitating our training. Is that are they involved in that decision-m process? >> They will not be involved in that decision-m process. They're and they're on the agenda for today as well to go through their they are really incorporating. So, this is all part of capacity building. So, they're incorporating the document that we reviewed April 15th um from the receiver with their work plan. And then here is these are some of some housekeeping items that we're that we need to kind of incorporate in that as well. So they're not leading those trainings. I
that is something that this committee as a whole needs to to go through so that we continue to build institutional knowledge. >> Thank you. >> Committee man I think. >> Thank you chair. >> I think the other piece that I want to know about is sort of figuring out the training and the flexibility for committee members to be part of these. So to please take into consideration that there has to be a mechanism that allows committee members who might have busy schedules to join these meetings um collectively with us if we're doing it together. So if we're able to find a way uh to select these states. >> Yeah, that's a that's a great that's a great area of discussion and recommendation. um happy to to hear from committee members on um I know we
talked about different modules or ways of training like um I'm thinking about healthstream of course I work in healthcare and that's what we use healthstream trainings but I I would we would need to really consult with mass um the MASC to understand if they offer anything through uh like a webinar or if it's solely in person. Um, I know I just said that these would be in person because that's how I vision these to occur. Um, but we should definitely start asking those. We can we're definitely going to start asking those questions in collaboration with the receiver. >> Vice Chair, if you don't mind, uh, many times school committees will have a practice of also in the same evening that you might be meeting in person for your regular monthly meeting, you schedule then a
training session as well, either the hour before or the hour after. I know it's hard to predict when the meetings will end, but another way to be able to sort of use the time that's already scheduled is to have the training occur um before the meeting. >> So, that's another possibility. >> Yeah. Chair >> Committee Man Guzman. >> I just want to also bring up because we're still on this agenda of chair updates that uh I heard some committee members just the consideration while well intended gesture of goodwill to support our students directly with water. uh I would just uh do recommendations to consider ethical questioning and legal risks that can happen for individual members to personally pay for essential items for students. But I wanted just to like mention out here in case we
aren't able to connect. >> Thank you. I I I believe um part of that was if it was appropriate to do so um I think that's what he also that was also mentioned if it was appropriate he would be interested. Uh so definitely we should reach out and ask those questions. Thank you. >> Madame vice chair. >> Committee man Armano >> just uh wanted I love the recommendation of creating dates ahead of time. I if I could ask Dr. Woo, would it be helpful if this committee gave you a list of five to 10 dates where maybe you saw some training that was available to us and you would know ahead of time that we were available for that training. And my second point I just want to point out I had had the opportunity
to take a mass association of school committee training on budget and financing and I thought I heard that they said they could train on a deeper level individual school committees and I I based off what I saw I would highly recommend considering that as well as a committee >> receiver. >> Uh I think that's a great recommendation. Um I am deferring your training to the association of school committees to the school department to other members of the city who might be able to provide um and the expertise in these particular areas specific to the Lawrence public schools. So I think once you all decide the cadence and the topics that you want to engage in especially in this first session within these first next 3 to six months I think then we can decide who's
the right organization to provide that and work directly with that organization on the cadence and the scheduling. >> Any further questions? Okay, moving on to receiver reports. >> Thanks, vice chair. Um, for so for tonight, I have two updates that I wanted to walk through. Um, the first one is to discuss the process to update the district's turnaround plan. Um, so I do have a couple of slides here that are also contained in your folder. Um, and so let me just begin by giving you a quick overview of the district's turnaround plan. The turnaround plan is the strategic blueprint that guides the Lawrence public schools while the district remains in state receiverhip. It is the receiver and the commissioner's plan for the district. It's authorized for a three-year period and is renewed um on a
following the expiration of the turnaround plan. It sets goals, defines strategies, and holds the district accountable to the DESIE's uh expectations of the district. I hope you're well familiar with the contents of the turnaround plan. If you not if you're not, you do have a copy in your folders as well. But this turnaround plan is guided by four pillars. Rigorous standards, high quality enrichment opportunities, mindset, and critical thinking. And then four specific turnaround strategies. Strategy one being time, data, and expectations. Strategy two, people and partners. Strategy three, support, and engagement. And strategy four, autonomy, and accountability. contained within the plan are annual goals as well as um long-term three-year goals. There are also expectations for working conditions for staff and it's where the authority of state receiverhip is contained where the receivers's authority comes in
and where the commissioner's authority comes in within the district. So it is a legal document that defines the um both the academic expectations for the district and the outcomes that we expect for the students as well as the framework for the receiverhip within this district. Here's a timeline of the turnaround plan um on slide two in front of you. So um as you all are familiar the district was put into receiverhip in 2011. The first turnaround plan was established in 2012. In 2015 and 2018, respectfully, again, following that three-year period, the turnaround plan was renewed. At each renewal, there is a process to update that turnaround plan. In 2021 and 2022, we extended the current the 2028 that excuse me, the 2018 turnaround plan as a result of the CO9 pandemic. And in 2023 to
0322025, we experienced new leadership under Superintendent Carrero. Um the district has been working to adopt and create a strategic plan for the district. Our goal is that the strategic plan will be able to guide the district well beyond the turnaround plan. So eventually when the district exit from receiverhip and the turnaround plan is removed, the strategic plan will be able to continue the district's progress and continue to set the goals and expectations that we hope to see for the outcomes for the students in 2026. In January, the turnaround plan was renewed by the commissioner. The existing plan remains in effect until the new plan is developed. And so the process that we're going to engage in in this spring is to go through a community engagement process in which we want to seek feedback from
you all as committee members both as a body and in as individuals as well as from the community at large to be able to help to develop and renew the existing turnaround plan so that our new plan can be in effect. It will be authorized for a three-year period. However, the commissioner can make a decision about the return of the district to local control at any time. And so, this is just an example of the types of stakeholders that we hope to engage in and some sample questions that could be used throughout the process. But again, the takeaway here for you all is that the district right now is developing what that community engagement plan will be and then we'll be bringing it to our next meeting in June to be able to walk through
what they expect for the concrete timeline and where you all will um engage in the process. receiver a vote. Can you repeat that the commissioner may I think you one of the last sentences you said before you went into the examples of questions and stakeholders about the receiver being a the commissioner being able to determine or change the um the time frame of local governance or exiting of receiverhip. Yeah, the turnaround plan is authorized for a three-year period, but the commissioner at any time can make a decision about the determination of receiverhip. >> Essentially, we're saying that it can be before the three years. >> Correct. >> And when we determine the process, the school department will be designing this only. Correct. >> Correct. The school department is going to be developing what the process
is because they have the capacity to be able to hold the stakeholder meetings to be able to solicit feedback from the broader community. However, we will be bringing what the process will be to the school committee to provide input um and also to get a better understanding of where you all can participate in the process. So, I know through your work with effective school boards, you all are you are also going to be holding holding your own community forums and so there could be an opportunity to be able to ask some targeted questions about the turnaround plan during those community forums. And so, we want to be able to maximize um the community's time, your time, um be but be able to get all of the information we need to be able to create a
renewed turnaround plan that's well informed by the stakeholders. Is there any members that have any questions? >> Committee Mano. >> Thank you, Madam Chair. Yeah, I just I guess I want to make sure that we do in fact maximize the time of the community and the school department and the committee. It seems like this process, which is an incredible process, it mirrors exactly what we've been talking about as being one of the pillars um finding the visions and values of the community. So, I just want to make sure that we're not going down two separate roles and we are aligned the whole way. >> It's a great point and I agree. >> Superend, >> if I may, Madam Chair, >> superintendent, >> I think uh Committee Man Amano has has stated a great point. uh
in fact having already gone through some of the process now I think that uh renewing and revising the turnaround plan that now will include the governing body will help solidify and strengthen uh the collaboration and the direction that the uh school department through the school committee which is an elected board of the people of the city of Lawrence and having your input will make this plan so much more stronger and viable. So I think it I think we'll come we we will come out through this process stronger than the first time that we went through it. >> I agree. I have a question madam chair. >> Committee man go now. Um in the past we have uh undergone similar processes where we we uh well not us but other bodies uh other receivers have engaged
in community feedback um processes and uh I it's unclear to me and some people that I you know some stakeholders in the community. It's unclear to this day. I've been around since the beginning of the receiverhip. I've been as as a former employee of the Lawrence public schools. Um it is it is till this day unclear what happened to that community feedback. Um we it at least to me as a as a school district employee when I served in Lawrence public schools, it was never it was never very clear what what was done, what how how that feedback was applied. Is there anything that we can put in place this time around to make it evident to the community that this community feedback is actually going to be applied um diligently? Thank you. receiver. >>
I think in terms of the document itself, I believe in the renew turnaround plan, there's a section from the last turnaround plan that um summarizes the community engagement that occurred and also the changes that were made to the plan as a result. I think the question though of the how that those changes are then implemented. So how um how the priorities and strategies are uh lived up beyond what's written in the plan I think is a question that every school district grapples with. How do you how do you make the plan come off the paper? Um and I think it's worth a good discussion with the committee about evidence that they would want to see um in order to know that the plan is having the intended effect. >> Thank you. >> I have a
question. Committeewoman um Berdalina. >> So, as as we're meeting with the community and we we did have um a forum back in April and as we continue to do that and gather, you know, their vision and their goals and is there a centralized place that we can start to gather all of this feedback? >> So, receiver just >> Yeah, you know, I was going to defer to you. Yeah. >> Okay. Yes. So on the agenda, we'll get into this detail once we move on to new business and speak to effective schools. We will go through a workshop training to um they will train us on how to engage with the community. I know that sounds not to be punitive, but we will get trained to do this work and they will train us also on
how to store this information. Just to jump off of your question to the receiver, if I may, just will the school department and will you acknowledge this information that we are collecting? And I know you said yes, but would you acknowledge or adopt whatever processes or training that effective schools provides on how to engage with the community as part of community? Is that falling like under students, families, community partners? Where would that live? Or is it coming through the school committee category? I'm just trying to make sure that we're not limiting the student, families, and community partners to the work that we are doing while maximizing everyone's time. Yeah, it's a great question and I think I'm going to answer this the right way, but the purpose of the community engagement is to find out.
So if we go back to the example questions, if we can put the slides back up the third slide, if we go back to the example questions, the purpose of the community engagement for the turnaround plan is about figuring out are the goals and the visions that are in the current turnaround plan working for the community? Do those need to be revised or amended in any way? And so I think as you are doing your community forums for the purposes of the work with effective schools, there is a time in which you can then also say now let's take a look at the guiding document for the district and say are these the right priorities? Are these the right strategies? What else could we lift up here? Where else could we go further or deeper
um in the lived experience of the community members? So committee mean Berilino just to go back to your question effective schools will guide us on how to centralize some of this documentation. >> Thank you. >> And if I might add to as part of the plan that the district will put together for the turnaround plan community engagement they will identify the process by which they're going to be collecting notes. Um and we'll be able to let you know if you do it in your forum how to transmit that information back to the department. Any other questions there? >> Committee man Guzman. >> Thank you receiver. I guess the first question that I have was that I was under the impression that what you were coming to present to us was not the overview of the
turnaround plan, but that you were going to give us a quarterly report about the turnaround around plan. And I just want to get some clarification from you first on that because my understanding is that under chapter 691 1K I believe the receiver and the superintendent required to conduct annual reviews of the district's indicators and the turnaround plan and sort of provide the school committee with a written report >> of these indicators and that were in the turnaround plan. And the last one that I that we received as a school committee, the former school committee was in September of 2025. So we are definitely way overview on quarterly reporting on how the district is doing currently under the supervision of the Department of Education as the receiver. >> So we can follow up on those quarterly
reports. I believe that the school committee had been receiving them. I know that the district had been tracking them when the LE was the receiver. They had delegated that authority to the superintendent to be able to provide the quarterly updates on the turnaround plan. That provision still exists. Um, however, I am in um here. But no, the intended item on this discussion was to talk about the update. This is not intended to be the uh quarterly update on the school on the turnaround plan. >> Okay. Thank you. I just want to clarify that last meeting my my particular questioning was on the reporting not on on a plan. Um >> yes I know that's I >> thank you. Yeah. >> And sorry, >> no, I was just saying in the capacity building plan, it calls
for the quarterly meetings of the uh the updates that the receiver will provide. They'll be beginning in the fall uh with a I believe the language was the fall update of the opening of school, a winter update as it related to the budget, and then a spring update um relating to the close of school. I I can't remember the exact terminology. don't have a capa capacity plan in front of me. >> And did you just mention that the sort of the the superintendent with a former receiverhip and by that I mean the LE was the appointed individual from Lawrence public schools to submit these reports that that's still active today. >> Correct. >> Okay. So essentially that we hope that the superintendent restarts the reporting after speaking to you and the department of education. >>
Correct. >> Okay. Thank you. And when it comes to this particular uh plan and hearing like the what uh I think it was committee man Ganell mentioned I I sort of have like a broader question because the department of education and you as the receiver um you know you have had over the past 15 years the state has been truly equipped and running Laurens our tools, our resources um and the stability necessary to succeed within uh repeated intervention that you're managing yourself. So if the goals are being said by receiverhip and we're sort of having this conversation of local capacity, I wanted to figure out who holds you as a department of education accountable if you're failing to meet your own indicators that you're adopting within this turnaround plan. So let me re repeat my
question and and and make it shorter. >> Sure. >> Under the receiverhip on 20 right 2012 the first turnaround plan. I think the next one was in 2022. >> Correct. >> Those are said by Lawrence public school and the receiver. But there's nobody above you that says if you're failing to meet those indicators within the turnaround plan, then you shouldn't be here managing our schools. >> That is incorrect. The receiver by statute reports to the commissioner of elementary and secondary education. >> So the Okay, thank you for that. So the receiver who gets appointed by the commission >> evaluates the receiver and fires them if they don't meet the turnaround plan. >> That is correct. >> So that's the accounting measure. Okay. Great. Thank you. >> Committee mano. Thank you, Madam Chair. So, it sounds
like what I what I'm liking is the turnaround plan is becoming the strategic plan and based off our training, we are getting involved in the process. Um, I I just want to say I missed the superintendent, forgive me ahead of time, but I I really enjoyed the training that we did together because it it was a sign of coordination and focus, and I know you're busy and your staff are busy. So thank you first for joining us with that training and I would like to ask is it possible that you will be training with us when we are learning techniques for community engagement and at the same time will we be involved in the community engagement while while we we're training so that we maintain that coordination and focus and I I think if we
do that that will help make this committee accountable. I I don't know if that's where uh Committeeman Guzman was going, but I see this turnaround plan turning into the strategic plan as a slow handoff and uh again coordination and focus. What's your thoughts >> through you, Madam Chair? >> Superintendent. >> Thank you. Uh thank you for the question, Mr. Amano. Um I'm always honored to be engaged in community activities, especially when it comes to parents. So if you folks need me to be there for uh clarifying questions that parents might have, I'll be honored to uh go and engage with them. Um as to what the training piece is, I don't know if I'm required if I'm required to be, they're even better. Okay. So I uh whether voluntarily or because it's required as part
of the the plan, I'm more than happy to uh to participate. Uh a quick correction on the turnaround plan. The turnaround plan is the initial uh document that the department of education helped and required the city to put together um as it was working through the challenges that it had along with those four pillars. If you recall last year, we engaged in a entire community strategic plan. So there is a strategic plan and as the receiver said as we move toward the end of receiverhip, the turnaround plan gets handed off because it'll be merged with the strategic plan. And I know that in the in the coming meet uh meetings we will also have discussions and talk about the strategic plan and it'll be a nice exercise to see how we blend those together. Uh
so the community at large uh through the different stakeholders we did that last summer. Um to Mr. Gonell's uh uh very insightful comments and question about all of these plans that we've had and that's one of the things that I've always mentioned and I use the terminology a living document that we don't develop a plan and it gets on the shelf and no one has an opportunity to look back on it and assess where are we what do we need to change what could we adjust um it is obvious that if you had a turnaround plan that went back from and that's over a decade ago. We are not in the same place which is why those threeear intervals of uh revisions of the turnaround plan needed to happen. However, with the revision that happened
this time, we kept in mind the strategic plan that the district put together. I hope that that's not confusing. Okay. So, I want to make and and I'll try to make sure that I keep all of that straight for all of you folks as we're moving forward and uh engaged in the uh community forum. But in both the strategic plan and the turnaround plan, it talks about community. So I think that when you take community and then now on that example of stakeholders that's included is the school committee. We have a perfect opportunity to make sure that we put together a comprehensive plan with a focus on what you folks will be directing the superintendency in the school district, what their priorities are. Makes sense. >> Thank you. Yeah. Thank you for the feedback. >>
Okay. >> I have a follow-up question, Madam Chair. >> Command goes uh go now. >> Um this is I can't help but come go back to the school committee implementation timeline. uh because I think it's I I I need to clarify and I I I wonder if others feel the same way the relationship between the school the school committee implementation timeline and the turnaround plan. Um if I'm not mistaken, one of the end results uh or one of the uh in one of the intentions of the of succeeding with the turnaround plan is the uh the outcome of local governance. Is that correct? I'm sorry. Who's the question? >> So if is the intention of local governance is that the point of s one of the one of the goals of succeeding with the turnaround
plan is is the is it the outcome of local governance? Yes or no? >> So I'll I'll take this one and then defer to the receiver if I'm off. So it's it's a combination of capacity building an effective governance and being an effective school board. >> So, is that part of it? I'm sorry. >> Go ahead. Go ahead. >> I'm I'm sorry to interrupt, but uh just to clarify, are those things part of the turnaround plan? >> Receiver. The school committee's capacity building is not part of the turnaround plan. The turnaround plan really describes the academic outcomes and the practices and systems and structures that we would like to see embedded in the school department. The decision about exiting receiverhip that the commissioner makes is based on a combination of factors. Outcomes related to student
achievement, whether or not the district has a capacity to to continue the success without receiverhip and whether or not the governance is in place to also be able to continue the success. So, there's a combination of factors that come into play that aid in the commissioner's decision about whether or not to exit the district. >> Thank you. Uh follow-up question if I may. Uh so I'm looking at the school committee implementation timeline if that so that's the capacity building plan uh if I'm not mistaken. >> So so it's a capacity building plan that we uh went through at our last meeting from Dassi. This is a timeline that was put together by effective schools on being an effective school board. So they all really they overlap one another and so we will hear from effective
schools today to discuss this document before us um with the plan. But again I think as we discussed we are the driver of the of the truck here of how fast we go or how slow we go. >> Okay. Um I guess I'll get to my my point. Uh I have some concerns around uh the timing of the implementation plan. Uh I think I don't want to um I don't want to seem as though I don't realize the importance or recognize the importance of training and capacity building. I think it it is extremely important and I also think it is important to strive towards uh the end of receiverhip you know a successful turnaround plan. Uh and I wonder if it's a combination of factors as uh our receiver has mentioned uh I think there
are some some questions around and I I don't think we have to answer these questions tonight but I think there are really important questions around what is that uh exactly how much uh how much does the implementation plan or the capacity building plan I know they're two separate things now how much of that is uh is required for uh when when the when the commissioner makes his decision. Uh I would like to know is that is is it I I for me it just is very important to know is it uh is is how much weight is going to be on the these these capacity building indicators because some of these indicators go I'm looking at the timeline it goes into 2026 2027 probably 2028 I'm not sure but that's a long time and uh
we serve two-year terms so I'm looking at the possibility that we're we're going to receive this capacity building training or uh through effective schools and it's going to be and we're going to be feel great. We're going to be trained, you know, we're going to have all these capacities and then we're we might not be voted into office again. So, I wonder if that's been considered. So that was one of the something that I brought up and I think we talked about it at the last meeting as well is that at le three of us obviously have elections next year and then we have the appointed process next year and this timeline does go into the end of next year and so what does that mean for continuity of care as we would say in
healthcare, right? that is. But I think I this is supposed to be the foundation for those of us that remain and how we bring others into the equation. if there were to be a change of members and I believe at the last meeting um receiver Wu did indicate that if this body were to shift to new members that that would not impede us from moving forward in our capacity building in the several phases that Jessie has implemented for us to committee man Gonell's question the timeline we have before us that we will discuss very soon does not does it influence 100% the phases that the phases that DESIE has put in place for us no so you'll notice if you go back to the capacity building plan the implementation timeline and that plan devel developed
by effective schools that you all will agree to appears in each of the phases. And so the idea is that the committee will be working through the phases of the capacity building plan while also you marching along on the implementation timeline that you all establish. And I think to your point, member Gell, the school committees face a turnover of members all the time. And I think so do school departments, so does the healthcare sector. every office or every department faces this and I and not one system can be relied on by a single individual and so while you all are receiving this training at both as individuals you're receiving it as a body and the hope and idea is that the training and the systems and practices that you put in place will with will
be able to withstand any one member in their transition offer on the committee >> committee Man, go now. Does that answer your question? >> I think it does. And I just want to uh wrap up this this point by just uh emphasizing the need or the my desire and my interest to uh for the commissioner to to take that into consideration. um in his decision- making. I'd like to go on record um by saying that if we do not if we if if let's say the time comes in two years and we haven't met all of these these uh these these benchmarks uh I hope that that is not going to determine whether the district is ready to move forward uh away from receiverhip because I don't know that I don't know that this is
it's realistic to think that everyone's going to be fully trained and then only then will we be prepared to go into uh local governance or another phase of uh of greater local governance. I really appreciate that feedback and I also would say back to you that I hope that that implementation timeline doesn't stop with the exit of receiverhip like those are activities and goals and um work that I hope the committee will continue well beyond um a decision about receiverhip or not because it is about the health of the governance um and uh you know whether we're putting good practices in place. >> Thank you. Any other questions? Committee man. Um and the particular question that I was you know trying to ask the commission uh the receiver was based on the feedback that we
have committee met Armano and and committee man Ganau is that when you look at the turnaround plan it's supposed to equip Lawrence with the tools the resources and the stability necessary for academic success for our students and the hope is that as we go through this entire process to seek local control is to ensure that we're successful without repeating intervention and I think that's why I asked that particular question like who manages the receiver right the one that is doing the indicators the one that is approving this turnaround plan that is going through this process because the commissioner approves it but the appointee of that receiver is also the commissioner so it's like is the commissioner giving himself an F if the receiver is unable to deliver. And I think it's fair to ask these
questions because if the receiver, nothing uh against receiver wool is just the word that is utilized under the law. If the receiver falls short, it's like who's holding them accountable, right? If they're part of the same system as a department of education. And this is where I want to just ensure that as we go um as we engage in this turnaround plan that we find a different way to ensure that Lawrence is generally preparing to sustain uh a successful takeover back that is long and provides oversight to end. And when we hear these conversation on or plan, right, we see the turnaround plan which is something that the department uh engages with the receiver. We talk about the strategic plan that the Lawrence public schools conducted and during our training affected school was direct that
should have been driven by the school committee and where we have an opportunity to re-engage on that plan that will inform and can support the turnaround plan and the capac and the exiting the exiting opportunity because this is something that I remember was asked by the former commissioner, acting commissioner Russell Johnston through Superintendent Carrero. And also we have the implemented timeline plan that we're driving and now we also have the capacity plan that the receiver has brought to us on the last meeting. Even though all of these have a sort of different outcome or purpose or goal, we can see that they align in some point. And I think it should be important for a consultant or somebody from LPS to figure out how can they find where they can be aligned within this timeline
of the of the implementation timeline plan the PD that we're doing to have a more better understanding and where we're going to be engaged on them and how they're going to be informing the work that we do collectively on the next few years. And if that is able to be accomplished, I think it will support a lot of the questionings that are happening where timeline is. >> Thank you, Committee Man Guzman. Is there a question for the receiver? >> There was there was no question. There was particular comments to take into consideration by the receiver and the superintendent and our consultant. >> Thank you. >> Any other questions by any other member or any comment hearing? None. Um I would like to get into new business. I actually had one more topic. Oh, you're right.
Here we go. Go ahead. Receiver. >> Apologies. Um, I hope this will quick be quick. I just wanted to make sure to alert the school committee as well as the community at large the process for the approval of the FY27 budget. Um, as you know, uh, approving the school department's budget is one of the core roles of the school committee. Um and while the district is in receiverhip, this uh process is then delegated to the receiver. Um I have had the privilege to be working with the superintendent as well as the finance team on aspects and preparing the budget. The process as we've done in years past and is um common practice around uh for all school districts is that the budget will be posted to the committee at large and sent to the school
committee. We anticipate um on May 12th. Um if that is not uh going to be the date, we'll make sure to let the school committee know. That budget will be posted for a two-eek period in which members of the community as well as you all as school committee can digest it, look through the documents, and be able to formulate your questions. We anticipate on May 27th, Wednesday, May 27th, that we will host a public hearing on the budget in which we will solicit feedback from the community. And then following the public hearing on that same night of Wednesday the 27th, the school department will engage in a budget presentation in which they will walk through the components of the budget. We will invite the school committee uh you all to participate in the public hearing
as well as participate in the presentation and be able to ask your questions to the school department on that e um evening. We then anticipate that um I along with the school department will take the feedback that we hear from the community as well as the school committee, incorporate that into the final documents and be able to submit it to the city budget and finance subcommittee um on or before June 8th. So those are the proposed dates right now. Uh we do commit to making sure that the uh budget is posted to the public for at least a two-eek period. It does get posted in local newspapers, um online, on the school department's website, um in a variety of places, and we do hope that the community does um take the materials and then joins
us for the public hearing to be able to provide comment. Superintendent, is there anything that you'd like to add to that process? After the June 8th uh subcommittee meeting of the city council, the budget and finance committee then um moves it to the full committee uh a city council that's included with the rest of the city budgets for a vote on the uh city budget that includes all of that. Please remember that at um the budget and finance committee uh depending they can vote it up or they could vote it down but if they vote it down they have to send it back for revisions. So it's um it's a process and I think it's a good process. Um, but I think it's important that um, we be as transparent as possible and um, I
hope that uh, the committee and the community at large as we put it out um, take the opportunity to come and ask questions. That'd be >> Thank you, Superintendent. >> Any questions? >> Committee man. Uh thank you receiver. I have a few comments just for you to take into consideration. You know as we as we move deeper into this process um one that we recognize again that you're you're the authorizer. Uh I think it's essential that the school committee as is receiving information we clearly get as much documents as we can of this draft uh 2027 budget for Lawrence public schools particularly like a a full budget narrative if we're able to get line item details of what the expenditure will be um understanding the financial pro uh projections that there could be uh for
fiscal year 2027 seven. Um just to ensure that we have some sort of transparency on this stage is critical uh when it comes to meaningful engagement with our community. And uh I'm personally really concerned because we have sort of begun this conversation of fiscal year 2027 and no budget has been adopted but I already been hearing from constituents that there has been potential n renewals being delivered. So this is definitely concerning because it's creating anxiety across the school community and underscore the importance of grinding decisions and share priorities. So to be able to you know inform this process if we can it looks like thank you for the opportunity. I think it would be great that we are able to align with parents, student, teachers, staff um that can, you know, be presented with difficult
choices and as we value sort of the guidance that this budget decision can make and the Lawrence public school system, you know, I been hearing already from Tom Priorities where I ask people and they want to make sure that we focus on academic IC excellence, recruiting, retaining high qualified staff and informing and uh engaging social emotional learning within our school system. And then when you sort of put that same question of what could be necessary to cut or reduce within Lawrence public schools, they quickly go into, oh, we should focus on central office. We should think about the PD that is not essential. We should think about programs that people are not enrolling uh and students are not taking advantage of. So definitely taking these things into consideration because all across years of hearing during
the city council budget process, people don't want to see our classroom teachers get fired, right? That they find that unacceptable. They uh reducing services for special needs, uh reducing power professionals. So really ensuring that while we go through this process, we are able to help you and guide you and provide feedback if all the information is provided to us and compared to the public. Um, and I guess my main question is hearing that you have a day on May 12th is that the city council have 45 days to adopt the sort of budget for the city, right? And if they don't make a decision by July 1st, um, it automatically gets adopted. So it will be nice to understand from you what what is the process that you're going to follow when it comes to
the public hearings and hearing from the public uh to make sure that you get feedback from every stakeholder to make a decision um because I feel like it's really Sure. >> Is your question to potentially revise the timeline? I yeah I will if she if receiver rule has a timeline because I think I only heard May 12th will be publicly posted >> and then May 27th there would be a public hearing where we would be participating and invited and then June June 8th it goes before the subcommittee the budget and finance subcommittee >> if I may chair vice chair >> receiver >> we're working backwards from the date that the budget finance subcommittee gave us. And then in order to be able to seek public comment and through the public hearing, which is a standard
process for all budgets across Massachusetts and public school districts, uh that's the forum in which we engage the public on the budget. Um to be able to solicit that feedback, incorporate that before the 8th, we're giving ourselves that week. and then the budget must be posted for at least a two-eek period in order for the public to adequately have time to engage with the materials. So, we are working backwards from the date that the city council gave us. Um, and so those dates really can't be amended. >> And thank you. That was my main question. Understanding the timeline and where you're coming from, can you be able to submit to that to us? Um and and also where so the school committee will be part of the May 27 hearing. Is that in a public
capacity? Were we stewards to listening and then con com uh convening as a school committee with you to provide comments like where where is our sort of unofficial role that allows us the opportunity to provide you direct comments as a as a committee as a whole. >> So the school committee will be invited to participate in the public hearing by sitting up on stage as we've done in the past years. Normally the LE would have been here at school committee previously in order to take a listening stance. We don't provide comment to the public's feedback on the budget during that time. It's a hearing, an opportunity for the public to be able to provide their comment. The school committee will be invited to sit up here and listen to the hearing. Because the school committee
will be a full quorum, we will be posting it as such. However, it's not a school committee meeting. It's the budget hearing. Then subsequently following the hearing, we will then open up a a budget presentation to the school committee and that will be the opportunity for the school committee to be able to ask their questions that they may have on the budget and they could take the information that they gleaned from the public hearing um during the presentation portion. But the school department will have the opportunity to present the budget um to the school department and the public and then um entertain any questions from the school committee. >> Thank you receiver. And if there's any opportunity to separate those, it's considerate. And the sense of if we're hearing from the public and we're hearing
comments from them, I think it's adequate for you, your team, LPS as us to have an opportunity to digest what is being provided by the public to us to then provide comments on the budget if that's able. It sounds some timeline is really strict. But if you're able to consider that, I appreciate that. >> Yeah, we typically I this has been past practice that we've done the hearing um and then immediately following the budget presentation. Um and so we are going with past practice here. Um but the intent is that the information will be taken into consideration before the final decision uh is considered and if there are additional questions that the school committee has that need to be produced um that information can be provided. So when I look at the calendar, it gives
this it gives the receiver and the superintendent about a week to revise a week and a half to revise anything in the budget based on feedback from the community and the school committee before they go before the budget and finance committee on June 8th. >> Correct. >> Okay. which I know it's an aggressive timeline. >> Very much so. >> Yes. >> It's also quite difficult to call members back um multiple times. >> I agree. Okay. >> Any other question or comments? >> I have just a quick comment, Madam Chair. Uh I just want to recognize receiver Woo for the the difficult task that she's undertaken. Um I I only I can only imagine what your office has uh has undergone and also uh Superintendent Carrero. Uh it's a massive budget and u I don't envy
the work that you are doing. Eventually we will be doing this work with you. I I hope um but uh I I do recognize your efforts and I hope that I just want to share that with the public. >> Thank you. >> I certainly appreciate your your comments, Mr. Gell. Um the chairwoman says uh you have an aggressive timeline >> and uh any comments that are made that we consider that we might adjust or make changes. There's two of us that have been living budget for the last uh four months. Uh we feel pretty confident that we know every number and every line item and can justify it, but we'll be ready to make any adjustments uh that might be considered or made. So I appreciate that everyone. >> Any other comment or question? >>
Committee man. >> Yeah. Can this one works? Um question is is there an opportunity just to be a fly on the wall like for the doing the revision just just being a fly on the wall like going to that meeting just just so I could observe I don't know or any other member wants to just not comment just be a fly on the wall. >> I don't think it's out of the realm of possibility. I think we have to make sure that we're not doing anything um in a quorum obviously. Um but I think if other members are interested um that could be a possibility we can discuss it further with the superintendent. Um and I also do want to acknowledge that we are um saying as a courtesy sounds pjorative but we are doing
this before the school committee has gone through the training on a budget. So, you know, I hope uh we want to make sure that we are bringing you along um while we're also doing training. So, you I also hope that you see the effort from the school department um from myself in in bringing you along through the process while training is ongoing or has not yet occurred. >> I would just like to make an editorial comment. Madame Chair, >> superintendent, >> um we are not lost in understanding the very great challenge that we have of making sure that we can sustain the level of uh services to our children in the classroom. And that's been a priority of mine with our team to make sure that as we have to look at a very very
tight budget with a budget deficit of $17.4 $4 million that we steer away from direct services to students and teachers. That being said, um I know that all of you uh are able to read public newspapers um newslines and every other form of uh media. Um, and you understand the state of mass the state of public education in Massachusetts and in particular, the Marramac Valley and just about every school district around us, you've seen headlines of challenges that they've had. There's one community that you haven't seen a headline. And I want to keep it that way that we have started on this process all the way back to January with the anticipation of knowing what we had. Uh we knew all along that uh during our October 1st census and our official student count we
were down 35 in I'm sorry 378 students October 1st. What did that mean at that particular time? That we would at least be facing a $ 8.5 million shortfall. So, us working diligently to make sure that we looked and prioritized, especially with some of the comments that Mr. Guzman has made about making sure that we have quality staff, that the professional development that we have is sustainable and it's having its effect, that we're making sure that services to kids are being uh adequately funded, and that special education services are still there along with ML services. That it's been our priorities. So, I just want the board to know that that um people are starting to ask what's up with Lawrence. What's up with Lawrence is that we're taking care of what we have to do
for our kids in the school department. >> Thank you. >> Chair, >> Committee Man. >> Uh Superintendent Carrero, can you elaborate a little bit more? When you said 7.4 4 million deficit is are you saying that that's the challenge and concern that you're facing right now with the fiscal year 27 budget? >> Yes, that's part of the process that we had to look at. Uh we knew right away because of the per pupil expenditure for for students. If we had 14,000 uh students, we knew what our minimum line budget item in terms of per pup p per pupil reimbursement would be. So what we had last year and what we anticipate for next year, we have to we have to compensate for a shortfall immediately of 378 students that have exited the school district. So
when you calculate approximately 22,00026,000 per pupil, if you multiply $24,000, let's put a mean score there. $24,000 times 378 students, Madam Chair, what do you got for a number? About 8.2 million. So we we knew right away that we were facing a deficit because we had less students going into this next year which is SY27 than we had in SY 26. Does that answer your question sir? >> It does. Thank you. >> Okay. At this time, I will um if there no there's no further comment, I'm just to ensure we're we're keeping track on the agenda is um if there's no other comment regarding the budget process update, I would like to move into new business. Great. So, I believe so into new going into new business. Um the approval of effective school board's implementation
timeline. Henor, are you on the line? >> Yes, ma'am. I'm here. >> Okay. So, I need a motion for discussion. >> So, move. >> Can I get a second? >> I second. >> Can you call the roll? Jessica Ramirez. >> Yes. >> Jonathan. >> Uh, chair, we can go into the discussion without doing a roll. >> Since we're in the middle of the role, we just should move forward. >> Jonathan Guzman, >> sorry. Can I get clarification? What is the motion here? I cuz you said approval and I said motion. So if you call this role, we're going to be approving this and I want to make sure we have a discussion. >> It's not for I mean it's approval after discussion. >> Okay. Yes. >> Quonell. >> Yes. >> Donna Balino. >> Yes. >>
Suriel. >> Yes. >> Michael Armano. >> Yes. >> Discussion carries. So I want to open the floor up to effective school boards. But before us we have a document of the um Lawrence public schools school committee implementation plan put um put together by effective school boards. So as we we know effective school boards is um the committee or the uh the vendor that is coaching us through our capacity building and our um ability to uh govern effectively. Uh so before us we do have a 2-year uh 24-month plan where we would start to work towards um several disc so several activities. Um so this does start June 30th and June 30th is like the end date by when these um items should be completed and should is hypothetical. Um but I will allow um Sento
to go into into detail of this document and walk us through it. So I don't Are you guys um LPS are you are you able to put this on the screen? >> Madam Chair, can I before Sinto goes in, I just want to make a quick suggestion. >> Yes. >> Uh we have all received this document and attachment. Um we have it in front of us. If I may recommend a summary version. >> That's the intention. Yes, that's the intention. >> It's getting late. >> We will not be here until midnight. It's It's in the intention to go. >> Do we have one of these to put up? >> Um, Sinto had informed me that he was not going to be presenting it. He would just like to discuss. >> Okay. So, that's fine. >>
STO. >> Okay. Thank you. So, what you have in front of you is it's a document that's aligned to uh what receiver Woo had given the team. And so, we made our best attempt to try to keep keep that moving forward. And so what you have in front of you, it's uh what I assume was discussed in the workshop of moving from training into implementation. And so the summary um it's that this is a pathway to get you on the effective schoolboard framework from what I would think maybe would be zero points on the self-evaluation to a 90 to 100. And while it is somewhat aggressive, I would like to hear and see what thoughts or feelings are around even just the first couple of months. So, Sinto, one of um the things I see
here is continuing or or continuing the community listening sessions and we would need to get those started. And part of this would be the discussion of um scheduling a workshop to receive training from effective school boards on um how to conduct these listening sessions. Is that correct? >> That is correct. That is also to take the current skill set that each of you bring to the committee and aligning those to gathering feedback and creating a feedback loop back to your community. Committee man go. >> Thank you, Madam Chair. I'm not sure if uh if I'm skipping to to to the end here. Um but my question is more about the implications of a school committee approval vote. Uh I I I don't believe, and correct me if I'm wrong, I don't believe at any point
we were consulted over this plan as a as a body, as a governing body, as a board. I could be wrong. Um given that we were not consulted, we I know I did not provide feedback. Um the way I view this is a as a um for lack of a better term, a mandate uh imposed by the by the state by Desi or a recommend a list of recommended uh deliverables perhaps, but it didn't come from us. And so that that I'm af I I'm afraid that by taking a vote, an up or down vote on approving this plan, are we implying that this is our plan? Because if that is the case, I would not agree. And it doesn't mean that I don't support the plan. By no means am I saying I don't
support the plan. I just don't want to give off the impression that this was developed or or uh uh created co-created by us and effective schools. That's my that's my experience. That's my perspective. Please correct me if I'm wrong. Uh but that's that's been my understanding of this plan. Thank you, >> S. though. So, this work plan was put together based off of interviews that were conducted by Rodney, AJ, and yourself. >> Yes, ma'am. >> So, we all engaged in interviews with effective school boards and where we provided feedback and a series of questions were asked, we answered those questions and from that they came up with this work plan based on the needs of our committee. >> That's correct. So I guess my question would be then if we approve and say yes is
are we implying that that that we were we create we co-created we were part of the creation of this plan or are we just saying effective schools created this plan based on our feedback and we approve >> and we're adopting >> and we we're Okay. So is it the latter? >> We're adopting. Okay, thank you. >> So, it's not implying that we create it. It was created for us based on the feedback we provided through interview and we're adopting this work plan so that we can govern effectively. >> Thank you. >> Through coaching through and and that's going to come with community forums. Um, but there is a workshop that I think I brought up that needs to be scheduled very very soon. And so I'm hoping that Hento, I know that you're eager to
get started and working with us and coming out to meet us in person and work and meet us to go through um the training plan or the the listening forum training workshop. Are you able to provide dates to the body now that folks can digest and provide feedback on when folks are available? >> Sure. I'm I'm more than ready to begin to work with you. Um, and I kind of want to go back to one of the points that committee member Ganell made. I I thought it was excellent point um about the the topic of two-year terms. So effective governance work should definitely outlast any individual board members, superintendent and election cycles. The goal is not to build a framework dependent on personalities, but to build structures, habits, and commitments that become part of how
the board governs over time. And so one of the ways that boards protect continuity is, as you learned, is by establishing clear goals, guard rails, monitoring systems, timelines, and governance practices that are documented and they're public and they're embedded into the board's operating structure. That way, future board members, committee members can inherit a system rather than having to restart the work from scratch. And so, it's the reason that I'm ready and willing to come and meet you, work with you, support you, to engage your community. And there's really two ways that we separate the conversation. One is community engagement, and one is community outreach. There are attempts to bring constituents into your spaces and we also encourage you to go to people where they're already gathering. That includes students, teachers, parents, guardians, stakeholders. And so
that's the process that we want to embark on. And also one more note to committee member Ganell's points. Um we will do everything we can to support you and staying as closely aligned to the timeline and we also understand that whirlwinds may enter your your boardroom. The journey encompasses this idea of learning how to become disciplined and focused as a team in modeling that parallel processing that as you go, you can expect everyone around you to do the same. So when you as a governing body are modeling for the whole system what it is to govern effectively and to do it with high levels of integrity, you can expect the rest of the system to start to calibrate around you as well. So long-winded version really to say um the sooner we can get in
the room, the sooner we can unpack these topics, we can get a plan together. uh we can answer a lot of those questions that you have and we can connect everything back to the framework. >> Thank you Sito. >> You got it chairman Guzman. So, it's one of the opportunities here is that we're going to be able to provide comments, questions, and how is this body going to be adopting this? Are we going to be allowing amendments and going to roll call votes or are we going to be able to provide just comments, get effective schools to consider these, put them together and come back? How do you want to because based on your direction here will be my next step. Saint though was >> Oh, was that for me? >> Yes. >> Sorry. >>
I can give you my I mean my understanding from this is amendable. This is not and Hinto you can correct me. This is this is something it's a it's it's in development. It's it's amendable. It's not something that's Bible. Um it's a it's to keep us structured and moving forward and and governing effectively. But we should be able to this is our work. We own this. Effective schools are is just here to coach us through this work. So we should be able to provide them feedback based on what we have before us. And while the agenda item does say approval or adoption of the work plan, it does not mean that it has to be adopted today. And that should not impede us from moving forward with the workshop that needs to take place if
that makes folks feel more comfortable. Sento, any thoughts? >> Yeah, for sure. One, I'd say I highly encourage anyone who has thoughts, um, ideas to reach out to myself, Rodney, and AJ. um even just say myself I I absolutely welcome your feedback your thoughts I'll also say that continuity is actually strengthened through implementation and not postponement so the more the board operationalizes the work now the harder it becomes for momentum to disappear later I'm I'm a big student of a book called Um, well, I'll I'll I'll just say that there's the 21 laws of of leadership, and one of the laws is the law of momentum. And so, I'm I'm concerned that if if we go long GR without getting in a room to begin to work, we could lose some momentum. And so, I
agree with vice chair. If if you want to wait and visit with me and and give us feedback or or get in the room and figure out what the timeline should look like, I I would ask that we at a minimum schedule a workshop to begin to tackle some of the items in there that we're no doubt going to have to work on anyway. >> Thank you, Hinto. And that was uh chair That was essentially like what I'm trying to figure out because I have amendments. I have opposition to certain things on this. And I think collectively as a school committee, every member here should be heard and be listened to in the sense of why or why not. And the only power that we have is sort of roll call amendments. So, I don't
know if you want me to start talking about these amendments and these particular questions. And I also want to clarify if this receiver is gone. >> The receiver is still here. I'm still here. >> Uh in in case uh the particular question about who's driving this, who's the adopter, I want to just get clear clarification that this does the receiver want to see this and have some opportunity to provide her comments before we adopt it if there's amendments >> receiver that was for you. So I consider this plan is embedded within the capacity building plan but I see this work between the school committee and effective schools and so I don't see this particular document as a place that needs to receive um my particular approval. The work with effective schools I have faith will
be high quality and will move you in the right direction and moving through this document whatever iteration it becomes is embedded within the capacity building plan. There are specific milestones and metrics within the capacity building plan that we'll have conversation about and we'll move through between the specific phases. Um but again as I said earlier this plan is embedded within each of the phases of the capacity building plan because the idea and as Sinto said you're continuing to work on your governance to develop the systems and structures um throughout. >> Thank you. So chair, one of the first things that I want to ask a school is on focus mindset. They they have a place where we say plan regular governance training that includes the entire governance team. I want to seek some clarification on
that sort of governance training. Who are they partnering with in order to do that? because last time I recall they're not the experts on those fields. >> Same though. >> So I think the question was when is that training going to happen? >> No. Who are you partner partnering with >> for governance training? Do you have the capacity to train us on governance training? And if not, who is the organization that you will be bringing to the table? >> Oh, yeah. No, that's definitely myself, Rodney, and AG. >> Okay. So it looks like I would like some clarification on that because throughout this entire conversation of capacity building there there's sort of a difference of what you guys are doing and what governance sort of training on capacity building is that is a different process
that we would go under. So that's why my question came in on realizing who is that body that will work with you. I'm not sure I'm following. I'm sorry. >> Can you give an example? So I I I hear I what I hear I mean Jonathan I think what committee man what I acknowledge is that there's a lot of overlap between effective school boards their time implementation plan and um and the capacity building plan by DESIE >> is your question >> Madam Chair can I I think I can help if I may. >> Go ahead. Uh I think the question I think it might be helpful to ask a question Susinto uh how open are you to working with us in in uh in determining these kinds of decisions moving forward around you know what
partners might might we are we open to having those conversations like if there are other agencies that can provide training would they would would would uh effective schools be willing to uh entertain conversations around potentially partnering with other organizations if in case if the if it so happens that uh there might be some other agency that can pro provide uh greater expertise in any certain area regarding this training. >> Okay. So I think I can connect it back to like when y'all were discussing Robert's rose order, right? Is that an example you're talking about? >> I guess that Yeah, that would be an example of governance, I think. >> Yeah. So, like your your team is having a great dialogue on how uh to to do that most effectively and to get the supports that
you need. What what I am committing to is what's on the timeline of effective school boards. We have that framework and the rubric that we're committed to. If it means that we supplement in some of the other trainings that you're seeking, we can try to do that. But we will also be honest with you if there are some areas that are out of our purview >> and and go ahead committee man Guzman. >> Thank you committee man ganell and vice chair Ramirez because that that was essentially where I was going. You know a federal school is not from Massachusetts. So when it comes to bylaws and laws of Massachusetts that we might adopt or processes that we need to engage on reading other documents that are imposed on us from other agencies. I I I
I think during our training I sort of mentioned this and what AJ told us was that there will be partnerships with other entities that will bring that expertise and I think it will be a uh a great opportunity for us to hear who those are. Um, so hopefully affective school can take that feedback and those points back and they can come back to us with that. >> Okay. Thank you for sharing it. You you have that commitment for me to visit with AJ >> and and get back with you. I also think perhaps the conversation that AJ was having was in relation to with conversations that I've had with AJ around the partnership and with the intent of the capacity building plan. Again, the other document that we reviewed at the last meeting intends for
some other specific training related to your governance and topics specific to school departments like special education, like the budget, uh, like Robert's rules order. Those trainings will be done also in collaboration with MASC, other partners with the city, with the school department themselves. And in my conversations that I've had with AJ that we want to make sure that those are consistent with also the training that's being provided by effective schools. And so I don't want to speak for him but it could have also meant the partnership meeting the other engagements that the school committee will have as a result of the capacity building plan as well. Any other comment or seen thought anything chair >> committee man >> the other thank you receiver will the the other piece that I want to just hope that
the committee entertains is that when we look at this uh timeline on align resources there's something particularly that says board board adopts ethics and conflict of interest statements requiring that board members to not give operational advice to Oh, wait. That's not it. Um, sorry, that's not it. My apologies. >> Committee, uh, Guzman, >> are you looking at the line around uh, adopting an additional ethics um, commitment? Correct. >> Okay. Yeah, that's I think that's at the bottom of the second page. >> Uh oh, I found it. Thank you. So, it does expand it. It was what I was reading. My apologies. So, it fully recuses themselves for matters involving campaign contributors or pointers. I I think the committee should amend and just strike this because um you know to adopt the blanket policy requiring the
board members to recuse them so from any matter involving individual organization that has made a lawful campaign contribution. uh you know with such a policy while being well intended it will open a significant unworkable can of worms that can create consequences um and I think our community you know our parents educators contractors residents lawfully participate to democratic process and constantly provide small contributions and there's also a a lot of organizations in our community and where members from this board sit as board members or engage in. So under a simple common act, you know, such as a parent donating to a school committee member campaign could improperly bar that member from participating in matters that affect the district broadly. So including a routine policy decision budget that simply because the parent child attends the largest public
schools. Uh this would be both impractical and unreasonable. And we have clear laws established by the conflict of interest that draws the importance of legal distinguish between what an actual financial conflict is and what is the sort of lawful political activity like campaign donations which do not by themsel constitute a conflict of interest. So, uh, yeah, overall I I'm just looking for some solutions and I I do have a solution that I would like to do through a motion uh of amendment if that's fine. So understanding you're looking to amend under align resources adopt an ethics and conflict of interest statement. >> Yes. >> So sento I mean we don't have that statement before us to amend anything. I mean, we just have a task, right? Or align aligning resources, but we don't really know
what the statement states. That's correct. And so if you have the effective schoolboards framework nearby or in an inbox, you're going to notice that as we try to move along the self-evaluation when we get to the section of effective focus on improving student out that that column would be worth 15 points. Now the conversation we're going to have will come at that time and we can definitely address it at that time or even beforehand. >> Chair committee man. >> So when I read that it it was a part of the of the task, right? So like it shows the intention the outcome, right? like what what the intent is for this task and then how we complete it is to sign whatever that statement is. I I'm just pointing out the recus of ourselves because
we receive campaign contributions or because our colleagues here got appointed from the city council. Uh I I think will bring a lot of concerns. Um, and I think that's why I want to provide a rewrite of what that should be. And I can put that here on the chat for people to have it. Maybe you can email it to us because we're not on the Zoom. So, I mean, we can bring it up. So, Sento, based off of your experience working with other boards, is this something that's redacted and removed from the framework? >> Not yet. I haven't experienced it. Doesn't mean that we can't have that happen here. Of course, the first part that I wanted to note as well to committee member Guzman's point, the beginning of the aligning resources page begins by
saying that no board member voted on an item on which they had a conflict of interest as defined by law. And so as we progress through the conversation, I definitely look forward to seeing what your thoughts, your recommendations, as long as they're law-abiding, we can have a really productive conversation. >> Chair, I have a question. >> Committee man, go now. I think for me I I don't um I'm trying to figure out the the um the importance of of making such a decision at this moment. Um and I think maybe this question might help us determine that. Uh if we if we take a a vote up or down vote and approve this is that does that is that binding? Does that mean we have to every single bullet point on this plan has to
be achieved and completed? Is that what we're saying? or is that or is that are we saying this is a uh this is a plan uh this is a framework that we will use as a guide um and I think that's a question for Sinto >> yeah I'll invite you to look at page three of the document that we sent you >> what >> particularly under >> can you can you restate where you're looking you're guiding us to look at Sure. It's on the implementation time timeline and I believe it's going to be your third page and there's a blue letters that say about coaching. It's it's about a couple of sentences, but if I could ask someone to read that section for us. >> I'm I'm Okay, there we go. Do you have someone
to read it out loud for us? >> Go ahead. Committee mania. >> Is it the about coaching section? >> The about coaching. Yes. >> About coaching. While coaches may provide examples of effective deliver rules, structures or practices drawn from research and experience, it is the board's responsibility to determine its priorities, adopt its policies, and make final governance decisions. Coaches do not act on behalf of the board, do not substitute their judgment for that of elected officials, and do not relieve the board of accountability for results. Coaching supports support exists to build the board's capacity to govern effectively not to govern for it. Accountability for accomplishing the work in this timeline rests with the governing team. >> Is that helpful? So what I hear with that chair through you >> committee me I'm hearing system say
it's like make a decision as a board they will provide recommendation give them give us give us their expertise but we're driving the truck and that's why I I I think that's a sticky situation when we are looking to adopt something and we're making sort of a commitment because I see this as a commitment when we adopt this to sort of create a ethical conflict of interest statement that is different from already established laws. And I did email everybody sort of this um idea and I'm already read to the record is the board adopts and affirms compliance with the ethics, conflict of interest and governance standards already established under the laws including 268A and applicable education and governance statutes. Board members shall act collectively as a governing body refrain for providing operational directions of staff,
uphold the responsibility for district-wide educational outcomes throughout policy and oversight, and disclose and recuse themsel from matters as required by the law. All members shall acknowledge and attest to their obligation to follow their existing legal and ethical requirements. So I have a qu I want to just defer this. I want to move over to like the receiver. So we are working with effective schools and I and this is based off of a question that committee manell made. Is this a requirement? And we we attended training in May. No, in March, sorry, a two-day training where we made a commitment to this work. We committed to this work. We we sat together for 18 hours and this work plan is a result of that workshop. And if I understand correctly, and I don't want to speak
for the receiver, this is part of the work that is being asked of us to complete. so that we can govern effectively and bring local control back to the Lawrence School Committee. >> That's correct. It's one piece of the larger picture. So when the commissioner starts to evaluate us as a body, not individually, one of the items is the completion and and and one of the not the and could receiver correct me if I'm wrong, evaluators or input that you guys will seek is from effective schools. Will it be from effective schools in terms of how effective we're governing? Uh I can't say that for certain. I certainly I don't want to speak for the commissioner. I think the product of the effective schools coaching and the work and the other training and how you
engage in each of your meetings will be what the commissioner uses to determine. >> And the coaching is supposed to get us to this point. Correct. So, I'm I'm not saying that we have to adopt approve this in terms I mean to to Sinto's point of delaying the adoption of the framework. I hear that my colleagues at this point probably need a little bit more time to review the document at length. Although we did receive it a few days ago, I know it's not enough time and and digest it and ask questions. I I don't think it stops us from sitting in a room with Sinto in the next couple of weeks. >> Correct. >> Committee man Guzman. >> So I I hear what you're saying. It's not about at least for me. It's not
that I'm not ready to ask. I have tons of questions because I came in to have a conversation to provide edits, adopt them one by one, put them on the table for consideration for the entire board and have this conversation and sort of give this okay for effective school to start working on this with us. Right? So while uh the receivers providing comments on on the importance of this, I want to just remind because this why I keep asking this question. We are driving this and we have to feel comfortable on on what we're adopting and ask the right questions um on how things will be accomplished so that we feel comfortable and And if we need to provide amendments, I I think this is the space. I I don't think members would like me
to have a conversation with AJ and then you receiving a document with different changes because he had a conversation with >> Madam Chair. I'm sorry. Go ahead. >> Committee man um Armano. >> Thank you, Madam Chair. I just I don't want to overthink this document, but I just want to state for the record I would be prepared to approve this um or or give its blessing as a a road map, which is what I think it is. It's it's a it's a system. We hired a consultant that is giving us the best practices from all of their expertise over the years. They're giving us or offering us a roadmap for training. It's got activities, deliverables, but it's not a policy that we're adopting. So I I think I because we've agreed to um listen to
the consultants thus far, I think we got some advice that we shouldn't delay a commitment to try this road map out and if we have to alter it along the way like any training, we'll learn things from it. It may change, but I'm not too afraid to approve this because I I just don't believe it's it's a roadmap. It's not a policy. So, in my opinion, I think we should move forward, commit to something, and then change it as we need to along the way. >> STO, can you just speak to and and um Committee Manell, I'll get to you in a second, more than a second. Can you speak to other boards and changes that occur throughout the timeline once they adopt your framework? >> Absolutely. It is pretty common for a board to
get distracted and veer off of their timeline. The timeline though creates a document that puts you on a path of self accountability as a team. And so the conversations to come, it's if the team gets distracted, you have something to come back to to say we we have a good idea of where we want to go and we're going to acknowledge um in the mindset of I am the genesis that um there's some lessons learned and we're going to look to minimize those moving forward. So, it's pretty common for boards to um not stick to the timeline 100%. Because it's part of the growth. >> Madam Chair, if I may, >> committee man, go now. I just want to quickly say that um I don't u my I want to express the opinion that I
don't think it would be wise to um adopt any language when we don't have the language that we're proposing to replace. U so that being said and also on top of what um what Sinto just said it seems like this is a fluid document. It doesn't seem like this is binding. Um, also echoing what what uh council I'm sorry, committeeman um Armano said, I think I want to emphasize it seems like it's a road map and and I also want to re-emphasize unless I can uh compare the language that I'm that is proposing to be replaced. I don't feel comfortable uh taking a vote on on imple uh on proposing language that unless we know what what it's going to be replacing. So Santo just to so I understand the conflict of interest statement the
norms these this is something that's not just you're not creating this for us we're creating this for us correct >> correct and what you see throughout the document are checkpoints slashmouthstones and it's up to you as a governing body when where and how you're going to address So when it says that the coaches do not act on behalf of the board or substitute our judgment, while the framework denotes that we need to sign a conflict of interest statement, it does not say that they're giving us a conflict of interest statement to sign. It's saying, if I'm interpreting this correctly, that we have to create essentially we'll have to create a conflict of interest statement. will have to create norms and vote on them as a body before signing. >> That's correct. We will not provide
that for you. Most boards do that with legal counsel and the board itself. So the conflict of interest statement that that I I I hear committee man's hesitance on that that is a document that we would create in conjunction with legal counsel based on the Massachusetts general law and then decide at that point what we write in this conflict of interest statement and adopting it to sign. Is that correct? >> That that is 100% correct. Again, you are not giving us language. You're not doing this for us. We are doing the work. >> That's correct. >> Sorry, I know that I keep asking the same question, but I just want to make sure that it's clear to my colleagues that >> while it's noted here, it doesn't mean that we are building everything that's noted
here for us. We are building our norms. We are building our capacity to to govern. So if we don't adopt this timeline and we we want to reconvene to give time folks time to review because I have to res I mean I'm hearing several med messages here. That's fair. I just want to make sure that we as a body understand that there is nothing written for us. There is not a conflict of interest statement written already. We have to build that. >> Check. >> Committee man. >> I would like to amend a motion to amend and remove the words and fully recuse themselves from matters involving campaign contribution or pointers. >> Can you take us to the page you're looking at >> that's on online resources? Um I I just have page three right in
the bottom. It's like the before this is online resources on April 2026. And again, the reason for this is because to your point, we're going to build a statement, right? I don't think this should be considered at all. So, it shouldn't be here. The law again provides Oh my god, my voice is provides a precise guidance on when to recuse. So, it's required, right? And when disclosures are appropriate. And again, there's there's many individuals in this committee that are well involved in our community and for this to even open that kind of worms that that can make it into that statement, I would just ask them to consider that. >> So, I do that on a formal amendment. >> Receiver, the receiver just made a comment and I agree. I'm I look at page three
and I don't see what you're referring to. >> Then what document do I have? I'm looking at the Lawrence public school committee implementation timeline. >> So page one it's overview. Sorry vice does it also say modified to include EA's deliverables? It's it's on statue indicators April right when you look at activities and you go down it says align resources are you following >> yeah I think committee member Guzman has the original version and not the one that we adjusted >> right so >> with the receivers's info >> and the documentation that was sent out to the body is this documented it included um secretary. >> Yes. And it's in the share folder as well. So can what what day was that email sent out? >> I would have to >> Oh, I see. >> Okay.
>> I see what you're saying. There's a revised version on the folder in the folder. I Yeah. I I won't motion to table this because I I I clearly was looking at the wrong document. Second >> secretary, please call the role. >> Jessica Ramirez. >> No. >> Jonathan Guzman. >> Yes. >> Quinn Gonell. >> Epstein. Donna Bartalino. >> We come back to >> Suren. >> No. >> Michael Armano. >> No. >> What's the count? >> Four nos and one yes and one abstain. I mean three no. Sorry. One yes and one abstain. Motion files. >> Motion pass. >> Motion carries. >> We have three. We have only six members here. >> We only have five. So the motion carries. >> The mo the motion fail. So it's still here at the table. >> It carries.
It's three. It's three. One abstain, one absent. One. Yes. >> If it carries, that means it's table. >> No, we voted no to not table. >> The only person that voted to table secretary was committ uh chair just just elevating that the motion failed. So that means the item is still here. >> Correct. It's not tabled. That's we're saying the same thing backwards. It's not tabled. Madam Chair, >> committee man go. >> Will we be voting to approve or >> I'll entertain a motion? >> I motion to approve. >> Can I get a second? >> Second. >> Secretary, call the role. >> Yes. Um, Jonathan Guzman, >> can you guys hear me? >> Jonathan Guzman. >> Abstain. >> Quinn Gonell. >> Yes. >> Donna Bertalino. >> Yes. >> Jesus. Yes, >> Michael Armano. >> Yes.
>> Motion carries. >> So, Hinto, we have adopted this timeline with the understanding that it can change and there can be amendments along the way. With that said, are we able to get some dates f I mean in the next couple of days for the next couple of weeks as folks do need to plan for this in-person training to go um in terms of and can you talk to us a little bit about about the workshop? >> Absolutely. So the first workshop is going to be about how you want to do community engagement and outreach. The other part is going to be to start showing you as a board how to code codify your board meetings of like how much time you're spending on student outcomes on what students know and are able to do.
And we're also going to look to put data in front of you of your school system. And um we're going to be working with your superintendent to to get you the data, but also root cause analysis in order for you to begin to um in order to begin your goal development as a team. a lot to cover uh but I will be more than happy to send several dates to see what works for the team. >> Thank you. >> Moving on. Thank you STO for your time. We look forward to hearing from you. Madam Chair, >> you want me to >> uh Committee Man Armano >> just uh I had mentioned this before, but would it be possible maybe through the superintendent or the office to send around a document where we could write our
availability if the committee uh feels that would be appropriate maybe whatever we think five 10 15 dates that we possible available to commit to a training and fill it in as needed. So I believe last time that's ex effective schools provided a series of dates or they asked us for a series of dates and we did respond with that information >> and and this could be something different. This could be for budget training or special ed that type of things. >> So I can work with there's definitely you Google forms that we can create to assign dates that work for the team. So we can definitely coordinate something so that it's more streamlined versus email. Okay. So moving on just school committee meeting schedule. Um for June um we are scheduled to meet June I
believe it's the 3. June 3rd at 6:30. Does that work for all? >> Yes. >> Okay, great. And then summer meetings, I just I understanding that there is some language that I read regarding summer meetings where we would um hold off or um not meet in the months of July and August unless there is pressing matters to discuss. One thing that I want to just put out there to the committee as a whole is that we have ongoing work that we have to continue that will require us to meet during the summer months and I just want to make sure that we all understand that that's a high possibility. Vice Chair, >> I just have a comment about the future meetings and not for discussion today or certainly not for a vote, but I wonder
in the future scheduling of meetings structuring the agenda such that items pertaining directly to the school committee come first perhaps in its own separate meeting and then items pertaining to school committee training capacity building happen subsequently so that the community has the ability to tune in to items directly related to the school district and performance of the school district, items pertaining to school district um activities and of course if they want to continue to engage in items related to the capacity building of the school committee can do so. Um but the agenda could be structured so that um it it follows a pattern of school department items and then items pertaining to school committee governance. >> Just a comment. Thank you for the recommendation. >> At this point, I'll entertain a a motion to adjurnn.
>> A motion to adjurnn with discussion. >> Can I get a second? >> I second. >> Discussion. Uh, I just want to be clear and put this on the record that the document that we just adopted for the implementation plan, we received an email from Systo Ramos on April 413 where it has this document that I have and the document that we received that you have in front of you with the update. I only see it on the folder that was shared with us on Tuesday. So I I'm really surprised unless somebody from the administration can reshare or sisto send me that email and where the document that we have right now in this folder that is updated has been shared with us through email communications on a week in advance because we if what
I'm seeing right now is that we just adopted something that it looks like people were able to equip themselves to review in in few hours. >> Thank you madam chair for allowing me the discussion. >> Yeah. So we can definitely get that point of clarification with the secretary. I believe these all documents were sent out. Do you know what day were sent out? I don't have my email on my phone >> that was sent out yesterday. I sent out the documents as I received them. Okay. >> I would have to confirm that I was it was received, but as soon as I received them, I put it in the share folder and sent it out to you guys. >> Okay. And then sin though, if you're still on the line, my understanding was the only
thing that was revised was the dates. >> It it was the the dates because we originally had a and we are acknowledging the way we're moving. We need to adjust it again in June. And then also adding receiver was information to the document. We're trying to help but you you're correct. We adjusted with that we were already behind. We didn't start any and re >> I think they're telling us to go home. Technology is telling us to go home. But just so that I it was really hard for me to understand what you said but if I understood you changed the dates and then you incorporated at the top or somewhere in the document where I don't have the other document that was sent the desi time the day the desi capacity building framework >>
uh madam chair I would say that they are really different because I just reviewed a few things of this >> and some of these indicators >> are really different but but yeah thank Thank you. >> Okay, thank thank you for the feedback. We can I will take a look at this when I have the other document before me documents before me. And and just last point I'll make is as committee man Armano mentioned it's a road map. These things can change as we go based on where we are at as a committee and as a body. And those definitely will take a vote and we'll have a discussion on them. Secretary, can you call the role? >> Jessica Ramirez, >> yes. >> Jonathan Guzman, >> yes. >> Quinn Gonau, >> yes. >> Donna Bertoino, >>
yes. >> Essel, >> yes. >> Michael Armano, >> yes. Meeting >> is adjourned. Have a great night, everyone.
