But at the end of the presentation, we will be giving out some gifts. Next slide. Here in the area, as you know, Head Start is a number one early childhood program. In Head Start, we offer comprehensive services that focus on health, nutrition, and education. We service children with

disabilities, family goal setting, and advocacy. Here in the area, we serve two locations. One located at Greenville Elementary School and one at Eleanor J. W. Worship Center. We have 33 scholars with 22 classrooms. We have Ms. Doth at Elementary School that is the teacher and Ms. Williams as the teacher assistant. We have Ms. Yates at the school at Eleanor J. W. and her assistant is Ms. Davis. We have six support staff. We conduct 99 home visits, 33 parent-teacher conferences, one field trip, and one community event. We assist families with comprehensive services as food, utilities, mortgage, and rental assistance. Next is Teaching Strategies to Go. Focus on how students are developing within the curriculum. Here's our data for the fall and the winter. We cover areas as social-emotional, how do children relate their feelings and express

their feelings, gross motor skills and fine motor skills with physical, language, ability to formulate sentences and express words, cognitive, higher order of thinking, literacy, the ability to recognize letters, sounds, and words, math, ability to recognize math, math the ability to Excuse me. Math is the ability to recognize numbers, shapes, and sequence. As you can see, we have shown some improvements from fall to winter. That was in August. You'll see the numbers. And now in January, we took another. Any questions? >> The graph is the population of students. >> The graph shows the growth. If you would see, I'm sorry, I should have explained it. Okay, >> the light green is when the children The light green show the children below benchmark. The dark green show the children meeting the benchmark and the orange shows the

children exceeding the benchmark. I'm sorry about that. Any questions? Next slide. The next slide is our fall data for our class. Class is how Class shows the interaction in the classroom among students and teachers. There are three domains the class look at, emotional support, classroom organization, and instructional support. Emotional support look at how the climate is in the classroom, positive or negative. How do teachers respond to the students' needs? Classroom organization shows you how the time in the classroom is managed. Is it a productive classroom? Do the children know the routine? Are the children aware of what they need to be doing? Instructional Instructional support shows us how teachers are engaging students in a higher order thinking, repetitive and language learning. So, when you look at the scores, they range from a one to a

seven, one being the lowest, seven being the highest, and four in the middle, you can see that we have met our state benchmark. Any questions? As you all know, the major component of the Head Start program is family engagement. Family and child engagement. We offer this various ways. We do parent-teacher conference, home visits. We do take-home activities with the children. We attend medical visits with the children upon if if the parent needed assistance, and we send home monthly newsletters. In January No, in December Excuse me. In December, we did a winter wonderland for our parents. We had about 100 No, 350 people. And they had engaging. So, on April the 19th Oh, excuse me. I keep saying the wrong date. April the 16th, if you're not busy, we will be having our annual royal ball.

If you're not busy, you can come up to the Golden Leaf from 10:00 to 1:00, but we'll be having it The Blue Suede Ball is the theme this year. Any questions? We would like to thank you, the school board, superintendents, parents, volunteers, and community leaders for your continued support. Excuse me for being so nervous. >> No, you're fine. You're doing fine. >> Any questions for us? >> No. >> Miss >> So, and Miss Jackson are going to give out the presentations. >> Thank you. >> Also, I'd like to announce that on March the 31st, we'll be having another child find at Greensboro Elementary School from 8:30 to 4:00. >> Sorry, what was that date? >> March the 31st. >> First. >> Thank you. Thank you. >> Yes, ma'am. Thank you. And you did fine. >>

Yes. >> All right. Next up is item B, our special education annual plan. >> Dr. Smith. Good evening, school board chairman, school board members, Dr. Parkinson, and all attendees. >> Good evening. >> Tonight, I will be presenting the 2026-2027 um annual plan. This plan is intended to implement the provisions of the Individuals with Disabilities Education Improvement Act of 20 04. The federal grant is to ensure that school divisions and state-operated programs maintain current policies and procedures and supporting documentation to doc to demonstrate compliance with federal and state regulations governing the provision of special education and related services, licensure, and accreditation. The Title 6B 2026-2027 application includes the following required components. The superintendent's certification, statement of assurances, special education in local and regional jails, the report on the implementation of the 2024-2025 annual plan, the maintenance

of effort eligibility, comprehensive coordinated early intervening services and proportionate set-aside, the application for use of federal funds for Section 611 and 619. When you review each section of the plan, it provides you with a detailed description of each component. For the Section 611 and Section 619, the local educational agencies 2025-2026 grant award for each funding stream as specified in superintendent's newsletter number 2025-27 dated July 25, 2025. We were awarded $619,408. Those are funds will um be used for salaries and benefits for six special education teachers and two paraprofessionals. Uh those personnel, they will actually provide special education services to students with disabilities all day long. For the 619, we were awarded $10,141. $2,500 of that will be will be geared towards the early childhood field trips. And $7, $641 will go towards the classroom materials

and supplies that is only for the early childhood special education classroom. 022Thank you, Dr. Buckson. Any questions or comments? All right, moving on to section 10. Um our action items. Item A is a overnight field trip for the senior class. >> Good afternoon. >> Please excuse my voice. My allergies are getting the best of me. But we are seeking approval to take our class of 2026 seniors to Massanutten Resort for their senior trip. Dr. Posey James has just given you all the information that we've collected. Information about the resort, a quote. We estimated 100 out of the 168 168 students. But the individual prices are there as well. Transportation, and the activities that they will partake in if approved. We also did a survey which you'll find at the end to see how many other students would be interested in going. Right now I think we are

at about 41 between the yeses and the undecided. Yeah. We also included a list of possible chaperones that would attend if approved. But if you've been to Massanutten, you know it's beautiful. It's not that far away. So we really think our seniors have a chance to create some memorable moments there. I just want to add that. And I have my partner, Mr. Brown here. >> Good evening, folks. >> And the wonderful Dr. Posey James. >> Of course. You know, our seniors really have not been on a field trip in a while. I know we used to go to Florida a lot. So we said we're going to start small and then work our way up to Florida. So, that's why we're saying we start at Massanutten Resort. We kind of want them to kind of

get out. Uh last year we did three small mini trips. Uh but we really want the class of 2026 to get out and have some fun. So. And I plan on going. So, I'm going to make sure everything is okay. I'll be there. I'll be there with my roller cart. I'll be there. Any questions? >> Um I have just one. >> Yeah. >> Um I see here that there's a list of activities. Do y'all have an itinerary date I mean itinerary um per day as far as the students >> Oh. >> instruction? >> Uh I got it. I don't remember what we wrote. Um yeah, so the plan is to go May 1st through the 3rd. So, that Friday once we um get there, we plan to you know let the let everybody get settled

in um in the lodging area. Uh and then that'll be the day they have the indoor water park. Um and they can eat lunch at the indoor water park. They have lifeguards there. So, um we don't have to really worry about safety when it comes to that. Um after the water park on Friday, we plan to go back, um chill out, take a tour of the resort cuz there's so much that they can do there. Um and then get dinner. Uh Saturday you'll see we have they have an adventure park um that we plan to take them to after breakfast and all. Uh spend the day there. They can partake in some recreational activities uh like the arcade or play basketball, golf, whatever they like to do um on the resort. There's plenty to offer

no matter, you know, what they're into. Um and then Yeah. That is Yeah, that's where you see the Adventure Adult Park. And I also included a list of activities at that Adventure Park um in the packages that we could get um for them. Uh go do some shopping and get some dinner after long day at the Adventure Park. And then Sunday you'll see a Happy Escape Room um listed in the quote as well. We'll end the weekend um at the Escape Room and had fun there. Yeah. They'll be plenty busy. And we'll be tired. >> I'm going to ask the magic question. I don't know why Mr. Pearson is usually as lame. Um so, the checkbox on the actual application for funding. >> Yes. >> Um so, it says uh PTA, PTO, grants, or other.

Um so, assuming it's the other category. >> Yes, I'm glad you mentioned that because I failed to mention we had our seniors do a fundraiser at the um last semester. And all the from the fruit sales, if anybody bought some, thank you. Uh because they all the money that they earned um it goes to them individually for towards the cost of their trip. So, they've already got a head start for our payment and then the remainder would be out of pocket and then we do also hope to do another fundraiser before the trip as well. >> We were thinking about either a Krispy Kreme fundraiser or the popcorn fundraiser, one of those two. >> And even I mean, I know we're on the time crunch for it, but maybe even both. Cuz the popcorn is

usually a 3-day Um, just looking at that estimated cost per student, is there any way we could get that down? Yes, ma'am. >> And the calendar, the calendar is another one that we did last year. They had a lot of success with that where people will just print out different increments that people can donate towards. Yeah, the cap and gown. Yeah, or some will say year 2026. And that'll be a quick way to help them out, too. Yeah. >> Any other questions or comments on it? All right. So, for us to officially approve it, it's got to be signed off on finance and the acting superintendent and then present it to us. So, you've had a conversation with Dr. Boston and she's been away. And then, for us to be able to approve this would

have to be pending those two signatures. Um. Um, so, if everybody's on board with that, we can seek a motion to approve this trip pending the signatures of both the finance department and the acting superintendent. >> Do you do you want a motion? So moved. That we do what we need to do for the trip. >> Yes, ma'am. I like it. It's been moved. Second. And properly second. Any more discussion or questions? Hearing none, all those in favor make it known by saying "Aye." >> Aye. >> Opposed? The ayes have it. It is approved pending those two signatures. Thank you all. >> Thank you. >> All right. Item B is our 2027 proposed budget. >> Okay. We hear you. >> I did. I tried. Good evening afternoon, everyone. >> Good afternoon. >> Chairman Jessie, Vice

Chair Pierson, Ms. Roberts, Ms. Reedmore. Today, we will be presenting to you the FY2027 proposed budget. And we start with our Greensville County Public Schools mission, vision, and core values that we all are familiar with. Greensville County Public Schools is 100% accredited. We have approximately 1907 K-12 students, three schools that include pre-K through 12, and one regional program. And this picture is what we strive for. This is excellence. This is our kids finishing and moving on to whatever it is they choose to do in life. Our GCPS strategic goals, we have a strategic plan that goes through 2029 that has these five focus areas that our budget is centered around. Our school board priorities center around student learning and academic excellence, ensuring that they ensure that we invest in instruction and academic programs that thrive

and support student achievement. Ensuring that we help to promote workforce quality by supporting and retaining high quality educators and staff. Well-being, ensuring that we maintain safe, supportive environments for students and staff. And then organizational efficiency, ensuring responsibility and stewardship over our funds and operational resources. GCPS highlights and accomplishments. Greensville County High School named distinguished high school for two consecutive years. All schools fully accredited. No schools federally identified. And for those of you who do not know what that means, it means a lot of work cuz there's a lot of VDOE involvement when you have a federally identified school. On-time graduation over 90% and GCHS and WMS ranked in the top five IN REGION EIGHT. OUR INSTRUCTIONAL excellence and innovation. We worked very hard to ensure prior to VDOE requiring high quality instructional literacy materials to

ensure that they were in our schools K through eight. And we are seeing the results of those materials now, especially our kids who have moved on to sixth grade. Benchmark advance at the elementary school, those teachers are doing a phenomenal job with that program. We were awarded a VDOE mathematics innovation grant that helps our sixth graders to push them towards the pathway of accelerated mathematics and having more than one high school credit before they exit middle school. And then we were also awarded the comprehensive literacy state development grant that was awarded to GES. We have some student-centered initiatives, which include BPI, 21st Century, our dual enrollment programs, Avid. Where is Ms. Harrison? We have worked to ensure that our vacant buildings do not deteriorate. The photos that you see are the repurposing of Belfield Elementary

to Belfield Operational and Maintenance Center. So, if you did not know, maintenance and food and nutrition services are now located at Belfield Elementary School. Our Department of Instruction and our data specialist are at Ruffner Street. So, our buildings are not sitting vacant. And our school finance, Greensville County Public Schools is funded through a combination of local, state, and federal revenues. The Virginia General Assembly allocates state funding for public education. Greensville County and the City of Emporia provide the required local match, and the federal government provides You know I can't see that. It's getting light. Thank you. Targeted funding, Dr. Scott. So, we have had some some enrollment dips, but this is our 7-year enrollment trend for our September 30 count over the past 7 years. And this is that graph explaining what those enrollment numbers

look like. And if we look from '18-'19 to '24-'25, we can see that our our end-of-year numbers have decreased slightly over the past 7 years. This is our September 30 count, our March 31 ADM count, and our end-of-year counts. And next Um >> Good afternoon. >> So now we will begin to look at the FY27 budget process. So first I want to let you all know that the budget decisions, they were guided by three main principles which was the student impact, of course fiscal responsibility, and then make sure that we're aligning with all of our strategic goals. We want to make sure that we had operational efficiency, that everything was aligned with those long-term sustainable goals, and that we're always in compliance. We met with every budget holder to identify potential areas of reduction for

the priority of the board. And this is the process of how the budget was built. First we had line by line expenditure analysis where we went through and analyzed everything that was in our budget. We met with the department heads individually to go over their programs and their student um centered initiatives that they had. And then we looked at any areas that we could reduce or areas that we needed to expand for excellence. Again, it was a key point down there that this is not a rollover budget. We started this from the zero baseline and built it up. Some of our budget highlights we are bringing you, Mr. Pearson, a balanced budget of 40 million 85,370 dollars with a projected ADM of 1,844 students. We had an estimated 0.8% increase over our current fiscal year,

which is a little bit over 300,000 dollars. So that's a a big plus with those state mandates that came down that were over a half a million dollars. We identified some adjustments, a little bit over 700,000 dollars that we'll see later on in this slide, uh adjustments that we needed to make to bring you all this balanced budget. One of the key components of this budget is that 74% of this budget is going strictly to instruction, which means it is funding the support of the classroom for all students. Here's our main operating fund. Uh over the next four slides, these are actual screenshots of the calculation tool that the state provides us for the localities uh that fund us here, the county of Greensville as well as the city of Emporia. This is how we

build our budget. We pull up the calc tool. We look at all of our estimations for our ADMs, and that provides us our state funding and how our programs will be funded. From there, this provides our state share. And then we have those required mandates that the state gives us but with a little money to assist. One of those and we want to maintain our employees as a 2% employee compensation. And we want to make sure that we take care of our employees, and you see the cost of that there. We also received a 7% health insurance premium increase, which is about $237,000. So, we were able to build these things in the budget along with those adjustments to still keep this budget increase less than 1%. From what we've gathered from the calc tool

and our local ADM, this is the remaining balance of what we need from our local entities to balance out our budget. A little 6.8 million from the county of Greensville and 4.9 million from the city of Emporia. Again, we just want to reiterate that the overall budget increase is less than 1%, and we were able to get to that by looking at some adjustments that will be seeing here coming up soon. Some of our adjustments that we had to make um within the programs, and these all are reductions for a balance, is the educational partners um program or um organization that we use. We made some adjustments there for international teachers. A reduction in our maintenance contract. A reduction in our Communities in Schools program. A reduction in um or actually a transition in our

scales. Um right here, Virginia preschool as we discussed before, this was just we're no longer supplementing that. Uh we're going exactly by the allocation that the state is providing us for those VPI slots. Uh we're having a transfer of the program for Unitive Justice that we have discussed among the other schools within the division to expand that program out. And the athletics is actually a transition so that we're just moving that funding from the division level to the school level. And that total provides you there with a little bit over $700,000. Um again, these reductions were necessary in order for us to balance this budget. So, here are revenue sources that come from the governor's budget, which is that calc tool that we were talking about. Uh standards of quality, of course, is the the

big bulk of it, which is going to be your instruction, which is that 20 million. And then you have your other smaller categories broken out, your lottery funds, incentive funds, categorical early childhood, of course, VPI, your local, uh which is the county of Greensville and the city of Emporia, and then all of our federal aid through all of our grants. And that brings you right at the 40 40 million. Again, nearly three quarters of our budget, even from the governor, uh with that 50%, it directly in sport um supports instruction and student learning, and we want to reiterate that. On the expenditure side, we have our main categories here with instruction again at that 74% being at 29.7 million. And then our other departments falling under, and maintenance, transportation, technology, administration, attendance and health, and

debt service. And those amounts are laid out for you. They are also a percentage of what that 40 million-dollar budget encompasses. This slide here is just a side by side to show you that we balanced the budget out with the revenues provided from the state along with our local partners and the expenditures in order for us to have an efficient year. During the month of February, we have been furthering the process of creating a survey for the middle and high school. The survey is being reviewed and will be deployed in March. The survey includes eight questions pertaining to student opinions and feedback. The purpose of the survey is to help expand measures of communication between students and the school board. Participation in the survey is not mandatory. However, it is recommended so the school can obtain a wider a wider

range of responses. Thank you. >> Thank you. Uh section 12 is our board member reports. Hearing none. Um section 13 is our public comments. Um clerk, do we have anybody signed up? Uh I'll Let me read I'll read this real quick. I'm sorry. All right. At this time, any citizen may address the board at any regular meeting. Persons wishing to appear before the school board are requested to contact the superintendent, the school board chairman, or their designee for placement on the agenda. The chairman is responsible for the orderly conduct of the meeting and shall rule on such matters as the appropriateness of the subject being presented and length of time for such presentation. No one will be allowed to make additional presentations until everyone has an opportunity to make an initial presentation. A reasonable period

of time as determined by the school board will be allocated at each regular meeting for citizens to present matters of concern or celebration. And that length of time is 3 minutes. >> Good evening, everyone. >> Good evening. >> All right, so the main reason I'm here tonight is because due process violation, educational neglect, and evidence on the incident report. And what I'm speaking on is I'm here regarding my child at E.W. Wyatt Middle School. My child has been removed from school since October 24th, 2023 without a clear disciplinary classification, without notice of appeal rights, and without consistent instruction. Attendance records were marked unexcused even while she was directed to be at home-based. She went from 5 days of uh suspension to a 10-day suspension, and then to you have a school school board hearing. And

with no amount of days showing on one referral. I know I sound like I'm nervous, I am, I am. But November 7th, the incident I mean, the written referral was created, but I I all the information on November 17th when all this happened October 22nd, 2023. So, you see the big gap in the due process violation? And we had two hearings within the end of October 31st. One was just a hearing to meet with the um principals at the middle school about the situation. And then the original one was November the 10th for the school board to make their own ruling for the recommendation. And with the instructional gap was on November 10th when she was instructed to be home-based. I later received um instructions or whatever like that on December the 2nd, which was

a Chromebook, but you all ordered instructional packages November the 10th. So, here it was February I had reported they won't have no internet. And it had to take four two weeks before she was able to get her English book. And then here it was on March 4th I took a whole day off and went up there to sit to make sure I'm able to get her education that she's required to get. And I was able to get three packages then. So, like I said, basically those are the main things. I gave you all a copy of everything I'm speaking on and I currently have a timeline also for you all to be able to review. And I don't know if my 3 minutes up, but >> Ma'am, you still have um 1 minute and 20

seconds. >> All right. So, the questions and requests I respectfully I respectfully request the board to answer what is my child's official disciplinary classification? Who officially made the decision to remove my child until August 2023? What instructional plan and teacher were responsible for her education while home-based? Given the alleged incident is unsupported by verifiable verifiable evidence and I was denied the right to appeal, will the board review this disciplinary decision and ensure my child's right and education is for the protect. And that's the main thing. >> I think that's right. Thank you. >> You're welcome. >> Is there anybody else that would like to present their public comment? All right. Um, I'm going to go off script just a little bit cuz it's babies related, I think. Did you guys come for dashing it? Okay.

Yes. I just want to make sure they got a certificate. Yes, ma'am. All right. As well, oops, I covered that one. So sorry. So seeking that motion. >> So moved. >> Second. >> It's been moved and properly seconded. All those in favor make it known by saying I. >> I. >> Opposed? The eyes have it. That motion carries. We now move into our second closed
