001Okay, calling our meeting to order at 7:01 a.m. Um, couple of quick remarks. Tonight, our seniors have officially left the building. Um, so just want to give a a shout out to all the the team at Masco that put on some very successful senior events. By all accounts, they were very positive experiences for the students and their families. Um, especially graduation. Um, we know those things don't just happen on their own. So, appreciate all the hard work that went into that. And then another shout out for Lindsay Bod and the team at Tritown Council. Um they continued the tradition of the all night grad party this uh graduation day night next day. Um that's been going on for god over 30 years I think and they start planning that in September and it's a phenomenal

002event. The kids have a great time. Um so just grateful for an organization like that in the community and the work that they put in to show up for our kids um is pretty amazing. So, um, that's that. Um, we don't have a student advisory board member with us tonight, so I'll open it up to comments from the audience. Seeing none, we'll go right to our overnight field trips for our our language students. Come on up. >> [clears throat] >> Everybody, my name is Vatis San Petro. I'm a a Spanish teacher in the high school and the world language department is proposing an 8 day 7 night Spanish immersion trip to Peru. It's going to be for the late next April during the vacation week and uh the trip is offered to the students who

003are going to be seniors next year in 26 27 and they need to enroll in Spanish class and uh we think that's a great opportunity for the students to practice their you know their language in real life real situation and also to explore and discover the culture of Peru and the history. and 18 students have expressed h interest in going to this trip and uh we are going to be the two chapters for the trip and uh if you want you want to talk about the >> the cost so the estimated cost is 3,171 per student which includes airfare, hotels, most meals, transportation, tours, insurance and a bilingual tour manager. Uh the original cost was around $4,000 and BA did a great job of uh negotiating that down about 25% off. Uh we requested quotes

004from three different travel companies and ultimately selected Promur. Uh we've used Promator many times with our exchange programs uh trips to Costa Rica and we've had very successful trips uh just a great relationship with them. [clears throat] It also uh provides the best overall value and strong safety measures making it the most reliable option for this educational experience. And we have here the itinerary but we are not going to read the whole theme but mainly we are going to visit KCO Bisak Machu Picchu iconic place and the lake titaka and we are going to have a person with us a guide the tour manager local from there. So they are they have a lot of experience with you know the this trip also with the excursions and activities. Anything else? Do you have any questions?

006uh will be two weeks uh the week before the April break and include and then the week of April break um so which is April 10th we're leaving and then come back on 25th of April um so China exchange had uh was put on a pause due to the COVID and the orange travel alert. Um, so the last trip we had was back in 2019. Um, so it has been a while by our sister school in Shanghai. This coming trip will be our third time visiting the school. Um, so the trip I actually got a four quotes. Um but this harvest uh global education is the one gave us the best cost value um for four cities at a cost of 4,700 for per 12 students to shops and um so we're going to fly

007into Beijing and then spend a few nights there and then take a bullet train to Shian and then from Shend two I believe two nights and then then from there uh bullet train which is the highspeed train to Chandu uh Shen is where the terracotta warrior is and the trendu is where panda uh base uh and then from there we're also going to visit the largest um irrigation dam which is you know the three gorge they that's and Um then from Chandu we fly to Shanghai and where our sister school is from there Shanghai we're going to have one day to the nearby water village and then one day in the uh in in the city and then the rest of time um they the students will spend uh days uh shadowing the local students

008at the school and then spend a whole day um with the family and while we're we're during In Shanghai state, the students will be spending the days and nights with the family. So um that's the overall um and I will be one of the chaperon. I will find another teacher male teacher either from the department or from school to be um to be another chaperon. Uh and the tour company does provide a coordinate following us the entire throughout the trip um taking care of the local [clears throat] logistic things. So that will take a lot of pressure off us. Um and also their hotel will be all fourstar hotels. Uh and it cost including pretty much everything except for the China visa and the uh students um spending money. So the meals, all the transportations,

009all the uh entrance tickets are all included. Uh the travel insurance is included. The tips to the tour guides are also included. Um all other companies I got a quote uh their price point. Um the most expensive one is over $6,000 for if for the same same it generally um and then that not include the tips and the visa uh I'm sorry insurance fee. So that's that adds up another probably $2300. Um so I think that's that's any question that's all I have to question. Um what grades are going to be going? >> Um the the students are juniors and the seniors. Um and also I currently I have 13 students expressed strong interest >> if that number that you if you weren't able to get 13 would the price be higher for the trip?

Yeah. Uh if anything I would expect it come down a little bit for next year rather than go up. I think the the price is so high mainly is because the airfare because I looked it up myself for June back in April for myself

They estimated very conservatively just in case, you know, there's some leeway for them to um maneuver manipulated the price. So, any other questions? 012is attached here. Um but I also socialized the um job description just so folks had that to kind of understand all the specific things that we were looking for in this role. Um there [clears throat] was a lot that we needed to consider because this person will be so critical for the capital projects turf all the work with MSBA. Um they're also our procurement officer so they need specific certifications. Um so our role I also socialize the policy and mass general law. Our role in this is not we're not hiring this person. the district recommends it and basically we're just a check on that to make sure that um the person meets the qualifications that the district is looking for. Um so we have the option to um approve the appointment, move forward, that person

013starts July 1st. Um if the appointment is not approved, there are a couple of different paths that can happen. um like one is we we have to like document why we are withholding a appointment because per mass general law we can't unreasonably withhold it. So that's one path and then the other path is they would essentially have to start the process over again um which would obviously have implications because we wouldn't have someone starting July 1 with the new school year. So, just to give everybody a sense of what our role is, what that looks like. Um, yeah. So, questions. Brad was part of the interview committee. Yeah. >> Um, so I guess that's the other thing I can speak to as well is >> um the the process for this was um Dr. Harvey

014working with our incoming superintendent, Heather Galante. Um Dr. Harvey made sure that Heather was part of the process because this will essentially be her right-hand person. He felt it was important for her to be involved. Um so they worked very closely, screened the initial set of candidates. Um an interview committee was put together um with several folks that's detailed in the recommendation letter I socialized as well. Um my understanding is that there were I think eightish people that applied. A number of them were not qualified per the job description. So they were quickly screened out. They moved forward with a couple of candidates. And um Dr. Mey was the unanimous choice across everyone, Dr. Harvey, the interview committee, and Heather. So I did check in with Heather yesterday. Um you know, she said that she

015has full confidence in Dr. and she's um strongly supporting him. She said, "I I want it to be known that I'm not going to stake the next stage of my career on anybody that I don't fully trust and have confidence in." So, um you know, [clears throat] let the committee know that he has my full support. Um and is there any other color you would add from the interview process? >> Uh no, no, I think you covered it. Um I mean, I think everyone has seen his resume. Um he was knowledgeable in all aspects. He had experience with MSBA projects, um, leading million-doll capital plans. >> He was a relational person, so he's interested in building relationships and working with people. Uh, >> at one point in time in his career, he was a high

016school history teacher. So, that is an interesting kind of tidbit. There aren't a lot of um, assistant superintendents of finance and operations who have experience in a classroom. So I think that is a unique um characteristic of his you know candidacy and um like Adrian said he was the unanimous choice from the group. Um so I think you know that being said we I guess it's my job to ask for the appointment of Jim Mey to be assistant superintendent of finance and operations starting July 1. Okay. So, do we have a motion for that? >> I'll move to approve the appointment of assistant superintendent for administrative uh or admin and finance. >> I'll second. >> Okay. Any discussion, >> Megan? Um, so recently there's been a lot of public discussion surrounding significant budget deficits in

017NSHA and North Andover. So were those issues reviewed reviewed as part of the vetting process and what information led the administration that they were they do not represent a concern with the respect to the responsibilities of this position? Uh yeah, I think he he faced those headon and was not um you know not hiding anything and and talked about it and the committee felt comfortable with his his answers and his um discussion around the topic. >> I think I also got the opportunity to meet Dr. Millie after they said, you know, we have our finalist. He'd like to come in and say hello. Um, and I did my homework because that's what I do. [laughter] So, I will say in my conversation with him, he was also very forthcoming about this. Um, and I did

018my own due diligence on it as well. And I think it's notable that not only did he kind of take ownership, show up, answer the questions, do the hard thing that is public scrutiny. Um, but in neither of those cases, the one from almost 20 years ago in Nshawa, that's I think it was like 2007208, it was so it was a while ago. In that instance, you know, he left the district because he had another job. There wasn't anything related to that issue that was a reason for him leaving. Um, there was no fault found. There was nothing nefarious going on. You know, there was no finding for him personally. he was there were circumstances and he got called back to the district because they found something in the audit and he showed up and

019he worked with him and he asked answered the questions. Um similarly in North Andover um they did excuse their superintendent but they did not excuse him and he finished out his tenure and made the decision to leave at the end of that year. So um you know he was very transparent and forthcoming with me in the conversation. He shared some some details that I don't I wouldn't they're not mine to share, but um I think he was very forthright and transparent in his answers, too. >> Yeah, it was it was it was >> it was it didn't this doesn't strike me as like is there a pattern? Do we have something to worry about? I think the structure of those two budgets and the fact that they were 20 years apart um they operate very

020differently because they were elementary school districts that are very much intertwined with a town's budget. So they approach their budget very differently. That's not something that we can replicate at ESCO. We can't operate like that. So the things that happen in those two circumstances, I'm not concerned anything like that could happen here. Um, I also think we own the budget, so someone's going to have to take it on and we are going to have to provide oversight to that. Um, I think we have a really qualified candidate to move forward. So, that's where Jeff, >> uh, did we check references from North Andover or Nashville? There any references? >> That'd be a question for the the hiring committee. I I believe I did not check references, but I'm sure references were checked as part of

021the process. >> I do know that they requested references with the application. I don't know who they were from necessarily, but I do know that there were references provided. I don't know what the follow-up was. >> That's not all that helpful. Um, yeah. Okay. Um, second question. Um, this resume, is this a car resume? I I think it's been um modified or um condensed. Not sure that's the same one that we saw to start. >> The reason I asked not that it's you know it's condensed. That's fine. But he's currently listed as director of operations at Drake. >> They just posted that role now. So it doesn't say that here. Is that deliberate or is that just an old version of the resume prior to him taking that job in February? >> I don't know.

That's a that's a short time to have in any role. like if I had a role I just started leaving to start somewhere else is a you know it's kind of a black check on my my >> that we can get inside people's heads like that but I did I did actually um have the when I

024met with him he said he was very interested in talking to everyone and anyone so like if you have questions and you want to pick his brain he is more than happy to have a conversation >> after a vote >> correct >> count moved so I got to speak with him also And I wasn't aware of these events. I'll say and I asked you know why are you interested in leaving your current position >> and he said I don't know if I can say this but says a question of resources specifically respect to Drake he mentioned that you know speak badly of of another town but he g he gave me the impression that >> the whole process there was just so messed up that saw this as a great opportunity to get away from

025there. So, put it that way. >> For me, that doesn't allay my concerns. Someone taking a role of committing to something and jumping three months later, there's no reason to say that won't happen again. >> Okay, noted. Lisa, >> um we're going to try and do a budget a different way, right, this coming year. I'm assuming with Heather, did he seem like he would be open to meeting with us regularly? >> He was shocked that we did not have monthly budget visibility. He is very interested in moving to a modernized financial system potentially when and if that opportunity presents itself for the district. Um he would be a huge proponent of that. Um, yeah, I think there's a lot of quick wins there for sure. >> So, was he made aware of the limitations of

026our current reporting system? >> Oh, yeah. Yes. >> Okay. And that and what was his reaction to that? >> We'll be getting on a a system that's modernized as soon as possible is my impression. and he felt confident that he would have the bandwidth to do that. >> Yes, he got the opportunity to meet the team in central office and um they're a great team and I think they've been a little underutilized. So, for what it's worth, there's more bandwidth there than I think is Joe. >> Yeah, I would just clarify that and say you felt confident that the team could do it. >> It's a little bit different than what the answer is that I've gotten in the past, which is I don't have enough bandwidth. >> Right. Um the other thing too is you I don't know if you noted this but he is very well acquainted with capital projects, capital planning. He's actually an instructor for MSBA. He does stuff for them. So he knows people there. He knows how to navigate the process. He is well connected should anything come up. Um he'll be a great resource for that as well. So just calling that out too because that was a pretty critical component of the the search as well. >> So he could walk us through next steps and what to expect for the next >> Yep. Yeah. I

028don't think there'll be much of a learning curve for him on those particular things, especially Trevor. >> And I I like you hinted at it. I think there is a pro from him coming from a municipal school district where you're part of the district or you're part part of the municipality more so than a regional school district is much more used to um at least what I would think having >> yes >> that arena um being in front of a town finance committee select much more so in the community than I think um we might have been used to >> yeah in his In his tenure at North Andover, he met with the select board, the finance committee, the school committee on a very regular basis, monthly at a minimum. So, um I think that's

029what he was maybe talking to when he's talking about his current position is that it wasn't quite so collaborative and it was a little bit different for him and he really liked being connected to the communities as well. Yes, correct. the last three months I think as you know the assistant superintendent for finance and operations has been vacant and for sure over the last three weeks they've tolerated me coming by and asking questions and doing things so they are you know instrumental and they deserve some recognition and gratitude from probably everybody at this point >> yeah thank you thank you thank you to all all of the amazing people we have in the central office um I can't wait to see what they accomplish. >> Yeah, I think so, too. >> Yeah. Um, okay. Next agenda item is the uh memorandum of understanding with the administrators association. So, this uh for newer folks is um an output of um our work

031during budget season. Um because we removed a couple of department head positions, um the um executive leadership team worked with the department heads to reallocate duties and a couple of our department heads have stepped up to take on additional duties for next year. So as part of that we are putting a memorandum of agreement in place for next year which covers them and gives them a small stipen um for taking on the duties. Um so we're kind of looking at next year as almost like a pilot year where um you know we want to keep the team in place. We want them to work with new leadership. We want everybody to collaborate, think about how the district moves forward. Um, and having these in place gives us the breathing room to think about what things

032should look like and then we need to make other structural changes or rethink rules or anything. We have the time to do that without making hasty decisions and we can be a little more strategic about it. Um, so those were the conversations that we had during budget season and this is just the paperwork coming to us now uh to make that happen. So, do I have a motion? Um, I did stack some of these committees a little bit. um just to make sure that we have you know good support throughout the year because I think it's going to be a busy year. Um CPAC leaison I gave one from every town so you guys can kind of coordinate amongst yourselves and divide and conquer on meetings and things so everybody doesn't have

So when we I thought the first top seal vote nullified our first vote to authorize the

039debt. So that's why we had to vote again before the other. So it does still need to pass top seal town meeting. >> Nope. It that there was no reason to put it back on the town meeting.
