009divisions throughout the United States who produce outstanding Communications materials as part of this year's competition the hcps communications team won an award of Excellence the highest award class in the social media category for the weekly Hanover strong social media campaign one of only 24 Awards of Excellence bestowed this year for that category among School divisions in the United States the videos which resulted in significant Community engagement throughout our County and Beyond students teachers staff families and community members who make our School Division and Community special upholding our long-standing tradition of Excellence to date the Hanover strong videos have been viewed by more than a half million times in addition to this honor Inspira also recognized the communication team's live stream of our annual Hanover salute ceremony which celebrates and honors our graduating seniors who are

011any board members that would like to be recognized to say anything Mr Mr Steve sorry Mr eikenberry Mr Bob okay now I'd like to recognize a couple accomplishments that happened in the Eastern Corridor over the course of the last several weeks and actually months Carter Trice is a Lee Davis High School grad now Mechanicsville but luckily Davis to go to Old Dominion and take his baseball skills and academic skills and ended up his last two years playing ACC Baseball at NC State and since then he was drafted by the Chicago Cubs and is playing rookie ball right now in Arizona so I think that's a pretty pretty tall order for Mr Trice and just so happened I happened to teach his older brother Adam who went to VMI for a year and said oh it's
012not for me but that's okay I can understand that and then also Meg lavender from she's a senior at Mechanicsville high school and she is the first uh she's a representative for the first T golf tournament which is at Pebble Beach that will be happening soon and televised over the Golf Channel and um she is it's part of the it's called the Pure Insurance championships and that's uh quite a testament to her skills and persistence to to do that so I just wanted to honor them and then just about 30 minutes ago I found out that uh Miss Fraley is over time from bus driving and since she's here she's a daughter of Miss Beasley who we just honored I feel like uh thank you for your service Miss Fraley and uh I appreciate all
013your work for 30 plus years yeah thank you thank you thank you Mr agubury and I do see that Meg lavender's mother is in attendance tonight and so please take that home to your daughter and give her our thanks and heartfelt uh congratulations as she goes forward in this yep thank you any other school board members Mr Hundley I'd like to recognize Mr Ed bozelli and his team you all probably know that we do a ton of school work over the summer when the students are not in school and try to get a lot of work done and currently Mr bezelli's team is overseeing the um work being done at Atlee high school and the renovations of their Auditorium so I just wanted to give a shout out to to him and his team and
014appreciation for all they do thank you anybody else I want to bring up two things uh for myself I want to acknowledge that Patrick High School had a group of students that finished in the top 15 in their age group in a federal Junior duck stamp conservation and design program there were more than 20 000 students that participated across the country in this and they had five that finished in their top 15 and I think that's a great honor so we're extremely excited to know that we have this kind of talent within our County and the other thing I wanted to point out is um I don't it's been a couple of months ago now but we we did hire a new principal for Pearson's Corner Elementary School I'm stealing one of Mr hundley's Thunder
015here from his district but uh Miss Lindsay Motley who's the new principal there she hit the ground running and did a welcome to Pearson's corner to meet the new principal with popsicles popsicles with the principal event at the school and I think that shows the level of talent that we're able to attract and bring to be our principles and our leadership in our school Division and it's a real honor to have somebody like that that's willing to do that and I understand that it was extremely well received and the community really appreciated that opportunity to get a chance and let's be honest who's going to turn down a popsicle when it's about 100 degrees outside so thank you very much for that and now we'll move on Dr Gill to the approval of the consent

020speak within a 60-minute time frame the man that spoke before me on June 23 school board meeting talked about God made man and woman does not have anything to do with the Hanover School System it takes away someone else's time to speak experience diverse ways of life reading promotes empathy and social emotional growth and could help someone heal from trauma don't you want that several spoke about their own trauma and how the books have helped them heal students have spoken about not to ban the books you chose but you did not listen has a board read each Banned Book in its entirety I would bet money the answer is no I'll be reading the banned books my first one I got this weekend was tilt I hope the students do the same the freedom to
021read is granted by the U.S Constitution and Protect by the first and fourth amendments the First Amendment production of freedom of speech requires that reading materials not be censored the right to read also requires that reading choices be private and not result in repercussions their freedom to read is essential to profession of the free of society and creative culture Publishers and Librarians have the responsibility to make it possible for readers to choose freely from a variety of offerings parents can make the choice of what their child can read but not take the right to read from others to quote George Washington if freedom of speech was taken away then dumb in silence you may lead like sheep to slaughter to quit Abraham Lincoln those who deny freedom to others deserve it not themselves we need
022Equity advisory boards with diversity on the Hanover website States Equity is a meaning students where they are and providing the resources tools and supports they need to maximize their potential so now you don't want them to reach their potential which is shown by your previous actions of banning books what is equity the term Equity refers to fairness and Justice and distinguish between equality where equality means provide the same to all Equity means recognize that we'd all not start from the same place and must acknowledge and adjust imbalances there's a lot of learning to be had and you need to work on your growth where do you set examples for the students on learning would you not want to learn and grow yourselves we've become like the small town of Beaumont from Footloose where closed minds

024this book sold by Patricia McCormick one you have been as an example of why Mass Banning of books is wrong I know you don't like the word band but no matter how you and Bill Clinton parse meaning you have banded where you have jurisdiction the book is about a 13 year old child who was sold into sex slavery by her stepfather while her submissive mother watched The Story begins in Nepal but could have started at a truck stop in Ashland or Hanover it is written at a sixth grade reading level and told Through The Eyes of a sexually naive but very resilient child I read it it's a difficult topic but your friends the moms for Liberty are wrong there is nothing salacious or print in this book we all want to protect our children
025from the evils of the world but we succeed in protecting them when we do not hide the world from them but when we give them the resources such as this book and guided experiences to teach them to take care of themselves my 16 year old granddaughter tells me she read this book when she was in sixth grade she says she gained understanding about a serious problem empathized with its victims and began to wonder how she could be of help in solving the problem she wants me to assure each of you that she was not scarred she read it on the recommendation of her teacher she goes to a public school in a state where teachers and students have more freedom than they now do in Hanover because of your actions her teacher would have felt
026gagged and Ellie would not have had the Liberty to access this book and the learning she gave gained from it if she were in school here in Hanover the bigger wrong though is that traffickers benefit when there is less awareness of the problem in suppressing this book the moms for Liberty were became complicit with the moral atrocity of sex slavery this example speaks to why you're Banning of books was wrong there are long-range consequences to what you have done after your vote even my little corner of the internet I saw three Educators from other districts trying to poach our Hanover teachers I hope you have the wisdom and the grace to overturn your decision thank you for your attention thank you Kristen holty followed by Yale Levin my name is Kristen holty and I'm out

028lobbying group seem to want to normalize the sexualization of children and sacrifice the innocence and vulnerability of children for their ideology the Democrats liberals want to turn Hanover County into Lawton County evidently first I want to thank Hanover County school board for dissolving the community Equity Advisory Board I believe in equality but not Equity those who have the ambition motivation dreams should be able to accomplish being a doctor lawyer engineer Etc without being held back by an equity system I sure as an adult would not want to be examined by a doctor that was not fully vetted and had the qualifications to do an examination just before the color of their skin I would want them to be fully educated secondly please please support and comply with the governor Jenkins new model policies please keep

031transparency and we would appreciate if these committees would take official minutes in their at their meetings and for those minutes to be published and be readily available for all taxpayers these periodical high-level reports are very nice but that is just that a high level report in addition it would be nice if these periodical reports included data so that we can see the trends over time I would like to thank our new chair Vice chair of the entire board and the senior staff for listening to our entire community and moving the meeting to this building it is wonderful to finally be able to be present to see our wonderful teachers and students and bus drivers receive their Awards and recognitions rather than to have to wait outside and wait to hear only about it to only
032hear about it on social media I'm excited for the New Direction this board appears to be going in it's a direction of listening to and hearing everyone in the community yet making decisions based on facts and data rather than emotions or political agendas there is much commotion in the community about the upcoming ballot referendum with regards to an elected versus appointed school board and I would like to point out how grateful we should all be to live in a country where we can actually all have a say in such matters while I personally disagree with some of the votes that some of the members in this board not the new ones have taken I do want to I do appreciate that none of the members of the board have had to spend their time and

034good evening Pat Hunter Jordan from the Kohler Harbor district and before I begin I want to just say congratulations to Miss Beasley who has taken care of my sons and my grandsons during those 50 years and I have never had to worry about them so I thank you thank you for that today I want to talk a bit about the the books the books that you're Banning the the school board provides should be providing resources for our children and there is a definite reading Gap for those who have less resources and those who have greater resources but you want to remove books in some instances the only thing that will entice a non-reader is a book that you may say is a bit of color well with that if that choice is a book of
035color or helping a kid to learn to read then I think you should err on the side of that with the parents permission that we allow them to read books that will interest them this board is funny strong punishment more so than providing mental health we see the newest punishment scale that you've put out of what will happen to a child well this seems to me to be like the prison the school to pipelines prison pipeline where you punish punish punish until we send them off to reform school I would like us to fix that and to focus more so on issues that can help them learn what is correct a lot of people say well you get up and quote scripture all the time I've been accused of that on some of your friends
036Facebook pages and I said yes I do that because this board has what is a Christian world view to rule over everybody whether they are Christian or not and so I say to you if you have experienced God's grace and all of you should have and his love in your life why do you still struggle to demonstrate that same Grace to others that is what we should be about this board talks about consensus well I I say also to you that if I don't believe in something I am not going to go along with it for the sake of consensus 30 seconds we in Hanover County have accepted your appointments it is now time for us to get an elected School Board because you refuse to listen to your constituents a perfect example is Gandhi
037the naming of that was the most recent time thank you thank you ma'am Charlie Hogue followed by Nancy mcquiston did I get it right oh no sorry um Charlie Hogan in the Ashland District and this is regarding uh school-based Health Centers and minor consent and these are red flags really and red flag number one is uh there are a Federal agenda to rapidly expand the use of school-based Health Centers throughout America traditionally schools have used School nurses to treat emergency and first aid situations illness and injury while the child is at school recently there's been a rapid increase in the expansion of the school-based health centers these clinics are intended to replace pediatricians and provide primary care services within schools as a medical home for a child but in Harvard Center for Health law and
038policy Innovations recent pamphlet sbhcs are being sold as the most effective tool for overcoming parents as a barrier to vaccination proving even more effective than vaccine mandates for School attendance this is red flag number two minor consent s are writing laws to allow minor children to consent to medical procedures without parental consent and sometimes despite parents open objections this is bad policy in the least and plant seeds of distress between parents and their children Integrity of the family unit must be protected at all costs by the parent public policy markers and all involved in the care of children thank you thank you Nancy MC Houston thank you and Charlie Waddell hello and thank you for time to share my concerns with you tonight my name is Nancy mccuston I live in the Pearsons Corner neighborhood
039in Mechanicsville which is located in the Beaver Dam District I am a retired Hanover County school teacher and Taunton County full-time for 30 years not as long as Ms Beasley I'm I'm here tonight to ask for your support to inform our Hanover County Planning Commissioners and the Board of Supervisors that you wish to have them deny the conditional use permit applications for sheets that is planning to be built it behind the Pearson's Corner neighborhood this land is currently Zone B2 and the landowner and sheets have the right to build on the land as is if sheets only wants to put up eight fueling stations but sheets wants four more fueling stations so that's why they've have applied for a conditional use permit we have met with the sheets Representatives twice once in May and another
040time in July and at both meetings members that attended the meetings while the residents and committee members did Express their concerns of the potential risk of having the sheets built so close to a residential area and one of these risks is traffic and how this is going to affect our the transporting of our students to and from schools there are going to be there are six County schools within a one mile radius of where this sheets is located two of the schools are Pearson's Corner Elementary and Kersey Creek Elementary Oak Knoll middle school and then three high schools we have Georgetown School the Hanover High School and and I hope I get this right the the Hanover School for trade and Technical uh right in with this area and I see several risks about when
041we have the sheets being built currently they're building Caldwell across the street Caldwell Park and both of these are going to have um generate a lot of traffic in this area up to about 3 000 additional cards could be going in and out of these roads around this area the Caldwell Park We Can't Stop but we can stop the sheets because they have not started building it I see um a traffic nightmare if this sheet is ready to be built if the sheets is allowed to be built it will greatly increase problems of traveling on these roads 30 seconds this can cause traffic hazards for the parents of school-aged children or bus drivers who are transporting our students to and from the sixth County schools that are close and also the many high schoolers who

043I live in the historic Henry District I'm a retired computer consultant but I now self-identify as a substitute teacher in Hanover School Systems I've performed a review of the Virginia Board of education's model policies on ensuring privacy dignity and respect for all students excuse me and parents in the Virginia Public School System 2023 the board of education's model policy mandates are fair well-reasoned and employ a wealth of Common Sense the board of education's policy is also legal and Justified the policy is replete with U.S constitutional Virginia constitutional Federal and Virginia statutory Authority that defines and outlines their freedoms and protections of the rights of parents as well as students additionally this policy mandates actions for the protection of students it is replete complete and is worthy of adoption by the Hanover County School Board I
044ask that you adopt by reference these policies for all Hanover County students and parents I also noticed that some of your policies are more are tighter than some of the model policies I would leave the cleaning up to that of that to the attorney for the school board as you're manifestly aware a child's welfare is the responsibility of the parents until they're 18 or until they're emancipated a company in this responsibility is Authority parental Authority that cannot and should not be usurped by anyone outside of the legal process this Authority must be respected I noticed that this new policy acknowledges parental rights and making decisions on raising and educating their children and parental involvement in the students education the 2021 model policy shamefully disregarded and attempted to abrogate parental rights the model 2023 policy aptly

058here but uh I've identified a problem and it's a problem that we all know about uh I'll just read the first line here over 100 boys tried out for the chicken how many Middle School basketball team uh this past year for only 12 to 14 slots why are we excluding so many boys to engage in exactly what they need to be doing to be mentally and physically healthy okay those 80 boys that we turned down I can tell you what they're doing because I have sons that age they're going home and they're watching TV and they're playing video games they're doing bad things with their time they could be doing good things and with this proposal going from one team to three for each Middle School it's really still just one team okay and it's
059kind of an unofficial second and third team and it's much like the football program that has a Fifth Quarter that allows the sixth and seventh graders to to play in it and I can give you an example my son the sixth grader a pretty good athlete both of his brothers Varsity players up in the high school as freshmen and he didn't make single middle school team three teams he tried out four didn't make a single one and that's uh it's hard on a kid luckily he lives in a neighborhood where there's lots of kids playing outside but uh I can't imagine the kids that don't have opportunities like that the problem like I talked about we've got one in six kids with treatable mental health illnesses diagnoses and we've got 80 percent of our kids

062tonight about the revised policy 6-5.2 regarding School libraries I could talk about the chilling effect on reading that limiting access to relevant books will likely cause or I could speak about the impact of some students social and emotional well-being when the very books that could heal their trauma and help them to understand themselves are removed but instead I want to talk about professional reviewing sources because it seems that you don't clearly understand what the term means Librarians at a minimum have three graduate level courses centered on the topic of collection development with particular focus on children's literature and young adult literature additionally as teachers they have taken undergraduate coursework on the topic of Child Development since few if any of you have that level of expertise I want to clarify what professional reviewing sources are
063professional reviewing sources such as school library Journal are unbiased sources that look at newly released fiction and non-fiction titles the reviews are written by practicing Librarians who work daily with students and they are not as some have implied influenced by Publishers or authors because reviews are unbiased and not sponsored by outside organizations reviewers can honestly critique the new titles using their expertise and knowledge of the larger Canon of literature that has been written at the same level reviewers are able to make an age or grade level recommendation based on their knowledge of Child Development and other similar literature not all titles receive a positive review this expert opinion allows Librarians to make more informed decisions as they add to their school's library collection the two sources that you have added to the professional reviewing sources
064booklooks.org and booksrated.org are not professional reviews they are not written by professional Librarians who have read widely and studied collection development they are not unbiased they are sponsored by political groups who are seeking to censor books infiltrate school boards and win elections on your watch you have allowed a small group to use the political website to craft a list of books to banned books that no one has read but instead the moms for Liberty have told told you they are not appropriate you are now using this list of books to decide for all of the parents of Hanover County taking away student choice and parental control over what their students read this is in direct opposition to your stated purpose to base selection and even more importantly deselection on these sources is at best poor
065practice and at worst unethical to remove a title from all school and classroom Library collections because of out of context Snippets from slick sheets without actually reading the book in its entirety is ridiculous many of the books on the proposed list are award-winning books that have been around for years sometimes decades with no requests for reconsideration or complaints by actual readers as we prepare to start our 2023-2024 school year our Librarians and teachers are tasked with spending their valuable time pulling books to ban instead of preparing to teach and welcome our students and let's be clear that is exactly what you're doing Banning books thank you thank you Jack Dyer followed by Tina steenberg Tina here okay that's the chair board members I'm Jack Dyer Beaver Dam District I'm speaking on behalf of the Hanover
066County Republican committee and most importantly all of our Hanover children and grandchildren as indicated in our August and October 2022nd 2022 public comments although not in harmony but for the sake of rule of the law Hanover County Republican committee supported the Hanover County Schools school board's adopt adoption of the new restroom locker room facility policy written with the understanding that if ruling from a higher Corridor actions from the governor or his administration came about we would ask Hanover County School Board to review the said policies and redress accordingly given the governors and the Virginia Department of education's published final version of the 2023 model policies on privacy dignity and respect for all students and parents and Virginia Public Schools as Allowed by the code of Virginia we hereby request at Hanover County School Board immediately
067adopt at minimum these policies accordingly accordingly as acquired in doing so we request the following items outlined in appendix one sample policy be given special attention article two of the definitions that are established in the word for the words sex and transgender student in items B and C respectively item article 3 item G policy for student participation and sex Pacific school activities and events and use of this facilities provision two and our quote or state our Federal Law requires schools to permit transgender students to share sex segregated facilities such as bathrooms or locker rooms with the students of opposite sex parents shell be given the right to opt their child out of using such facilities and the child should be given access to Alternative facilities that promote the child's privacy and safety given this policy

069received a good education at adley one international Baccalaureate and the other advanced placement if I had known that one of the counselors at Atlee had a bias against white male students I would have put them in another school every child deserves unbiased help from school counselors without racial religious or gender bias Elizabeth sharp a school counselor at Hanover High posted on her Facebook page under a rainbow the following quote do something with your life that will make a mediocre white man Angry unquote all children deserve an intellectually stimulating Education Without bias without indoctrination where they can reach their full potential every child deserves unbiased teachers and counselors that treat their students with respect and kindness Hanover County has built a great reputation for Superior schools but political wokeness is destroying that reputation no racially or
070gender biased teacher or counselor should hold a position in the Hanover County school system and I thank you for your recent decisions and Having the courage to make them thank you Mr chair that should be all of our speakers tonight Madam clerk you agree with that excellent okay thank you very much everyone for attending and participating in that and with that we'll now move on and I believe uh Dr Gill we have an instructional highlight we do Mr chair the instructional highlight this evening is our provisional Academy for teachers in Hanover or path for short as I believe the board is aware this is an initiative that started exactly one year ago and we have just started our second cohort this has quickly become the model for the state in moving provisionally accredited teachers to
071full licensure here to give an update on the first year now heading into the second year of the program as our director of professional learning Dr Steve Castle Dr Castle thank you Dr Gill good evening Mr chairman members of the board and Dr Gill I am here indeed to talk with you about the path program this evening to give you an instructional highlight and I know that in the past we've given you some information and some updates but this is a little bit more information to build upon that so the first thing I'll share with you is that the president editionite is closely connected with our comprehensive plan you can find this specifically in goal three objective two but also within that objective two you see strategy one and two and in strategy one we
072say we're going to as a suggested tactic provide professional learning opportunities that support growth and retention path program certainly does both of those things as well as in strategy number two tactic number two leverage high impact coaching to support new and experienced staff and maximize internal staff to coach Mentor path participants So within our comprehensive plan we're fully supporting the work of the path program and retaining those teachers some information for you on cohort one an update again 42 of our 43 teachers that entered into the program are returning to us as staff members this year so a retention of 96.7 percent that's pretty strong considering that we're seeing a fair number of teachers leaving the profession but in our County we're able to hold on to 96.7 for path so we're pretty proud of
073that number our administrators in the schools where they work are often describing them in the following ways they're saying they're well prepared they are some of our future leaders and they're bringing fresh perspective remember that these are the people that have never been in the profession they were not traditionally trained as a teacher in a practicum program or completed any student teaching these are folks that are coming into the profession because they have a desire to be here and they want to learn how to do this work in an amazing way and our path program is supporting that so 95.3 percent of them were officially evaluated as being proficient or highly proficient which is a very strong number again remember these were not traditionally trained teachers so moving ahead where are we this year I
074know the number there says that 22 people are entering the program well the good and the bad news number one we lost one person the night before the program started but the good news is back on that we added two people in there in this person's place are now officially at 23 as of I believe yesterday we we got the last two people added onto the program so last week they completed their first full week of training they were working for a full 40-hour week to learn how to do this work how to be the teacher working through the basic teacher 101 principles some of the names of our our educational foundational leaders that we've all learned I had to go back 20 and 30 or I won't say that long but it has been
075yeah 30 years 95 undergrad there it is you know Piaget Maslow driker kohlberg vygotsky some of the names that we may or may not remember anymore as as we learned in our training programs back in the day so those that time is spent well it's well spent with our mentors with our Specialists with other leaders in our school division that are really helping them to learn the trade and the craft that is required lots of time for reflection for learning we're talking about the the other Basics that are there below and I won't read all the things to you but it is the basic teaching 101 principles a solid full week of preparation they're not coming into their classrooms unprepared they're coming well prepared to begin and hit the ground running with their students so
076as Dr Gill mentioned we are sort of a model right now for some other places of course they want to be us because we are Hanover and we are outstanding and this program is outstanding it's one that many people want to emulate when you add the numbers of 23 plus the 43 people that we retained last year that's 66 staff members imagine that if we had 66 vacancies I think Ms Baker would be having a heart attack right now with 66 vacancies two weeks before you have kids coming back but we don't because we have this program fully supporting everyone so they do want to emulate what we have in place they they too want to retain their staff and have them be successful as we have done so some of the things that set
077us apart I won't read all the bullets there to you because you can see them for yourself but I think two of them in particular stand out one is that we're having the personal connections with our staff they're coming in and they're learning directly from the people that are the experts in the room and they make those really strong personal relationship connections that are making the difference and the second thing is that we have mentors in the schools that are seeing the teachers in action they're getting real-time feedback and they're learning to grow from any of the mistakes that they might make along the way and they're having that direct support and so these are the things that set us apart there's some school divisions that want to do this work in a year there's
078some school divisions that want to do it in two years and I feel like our program with a three-year program is very strong maybe we can trim off a little time but to try to accomplish what we've done in just one year would be a really tall task and so I feel like we're really setting ourselves apart with a high quality program so I'll um I'll give you a slide here that's an example of some of the the thinking of our brand new teachers and I want to read the first part I won't read the whole thing teaching is a profession like unlike any other before I tell you all the incredible things you'll do if you embark on this journey I have to address the elephant in the room the rumors you heard are
079at least partially true education is tough there's no way around that but even still this is a calling in which you have to hold the positive and negative intention with each other recognizing both to be true and choosing to show up for the sake of your students the truth is no job has zero downside so while you may be wary the profession of teaching is really cool at the risk of sounding super cheesy it's even sort of sacred in a way it's messy unglamorous and unassuming but sacred still those are the words that are coming from one of our cohort person who just completed the whole program last year and I love what he's written because it's all true about our profession it's tough and it takes a lot of hard work to really make
080the connections with our students but I believe our staff that support the program are doing an outstanding job in completing this work with our cohort one and two participants and so before I take your questions I will be remiss if I did not also recognize the incredible staff members that are working to make the path program successful it takes talented highly qualified individuals who are outstanding leaders and so I would like to also give some recognition to Dr Amy Thompson to Amy Jones to Jan Collins to Candace bowler into Sarah Billups who have been our strong that Superstar team of five people really making this work outstanding for our path participants so thank you to those strong leaders and at this time I'll take any of the questions that you have board members anybody have

082curious that are there any I guess trends that most of the uh people that you're working with are they going more are they more Elementary Middle High or are you seeing a quite a diverse group or because this program is was designed for secondary teachers however we also have some Elementary special education teachers mixed in as well so we've got K through 12 in essence but primarily this is designed for secondary folks and so one of the things we need to think about is that we're talking about 63 65 people-ish somewhere in there right now and if we shave off the few that are in the elementary program let's just call it 50. I had a conversation with Dr Gill and a couple of others about you know again imagining if we had that whole
083of 50 people in secondary only it kind of makes it even more impressive or you know that really in a way that's even stronger than saying K through 12 50 people it's just secondary and so we really are making a huge difference in Staffing and really providing the quality perspective that's coming from the Hanover leaders in the Hanover way that we'd like them to have when they're teaching okay thank you Mr Coleman yes great presentation thank you um the backgrounds of these path participants is there a common oh wow [Music] yes sir um you know they're they're from many different walks and experiences we've had people that have been career business owners that have made a shift to come into the path program and decide hey I'm going to teach we've had people that have

094explicit content that was just to remain consistent throughout the policy sexually explicit content is also added just below as an additional bullet under considerations for deselection and then along just below that there's that provision that Mr eikenberry just discussed where if a teacher or librarian wants to retain some materials that are found to have have sexually explicit content within them that there is a pathway for that for the professional to seek approval to retain that book in order to further specific pedagogical goals so again that last phrase would be amended to First reference the recommendation of the library materials committee and follow it in the sentence by saying the material could be retained if approved by the school board correct and and the last few changes I think are on the next page there it's

099hear from other board members obviously any other board members want to jump in on this Mr I can Barry or anybody Mr Hunley I tend to agree with Mr red I I think um there are procedures in built into the system of the policy that would address anybody that had a particular issue with a book or a magazine in a particular classroom Library um so I I could support that yeah that's tractorberg well it was first included obviously the green is what has been added and in the green it's giving secondary teachers an entire I'm sorry it's giving Elementary School teachers an entire year to go through their thousands of books especially teachers that are have been in the system for likely over 10 to 15 years or more have collected these little bitty books
100that they might do some uh rug reading have the whole class in front of them and um and then they they're stored away and they're put away and this will give them an entire school year in order to inventory them book source is a real nice booksource.org and you can put it on your phone and they can uh inventory right from their phone because many of them have already started doing this and it's not taking near as long as I think they expected and then the secondary classroom teachers have a generally unless they're English teachers for the most part I know we're not taught as a government history teacher I had probably close to a hundred books that would not take into with today's technology but again with my inadequate uh flip up phone I
101would obviously have to call on some help to uh use booksource and um but we will get it done real quick but what it to me it does it sends a message to our parents that we are transparent to the entire public of what's going on in every classroom and that the parents get a chance to see what's going on from K-12 and again I'm not and that's why we put the language in here and then miss greif worked with me in order to uh kind of come up with that compromise because I think that was a legitimate compromise as far as giving the teachers an entire year to Elementary stage and an entire semester at the secondary stage so I'm still in favor of keeping it okay I I'll only I want to ask
102answer one of your questions which was uh so what do we do with the inventory what we've tried to do with our policy is to lay out that we are putting it in the hands of the professionals the teachers are are going to their principles for any information that they may have questions about and then the principal who we're trying to keep it in the school environment that's the way I've read into this anyway is that we're trying to allow the professionals at the school level to determine what's appropriate not appropriate based upon what our policy says and so that was the intent giving it to the the principal the principal would then be responsible for that content at that point in time does that does that help answer your question at all well I

104going to come to light anyway and so then you've got a area down here for some considerations for deselection if it's not educationally suitable or age-appropriate or it's sexually explicit they've got a means to get rid of them and I I guarantee you as soon as somebody finds one that's in that category they're gonna they're gonna complain or even if your curriculum specialist in the in the classroom teacher come up with something and say oh gee look at this this is not exactly what I was expecting I've forgotten about this book I mean I know you Steve you've done a lot of work on this a whole lot more than I have and I I generally will support anything that you wanted to do with this but I just have a I have a difficulty

123as we do annually we have unspent funds from the previous fiscal year that we would like to expend carry over if you will to fy24 here to give further explanation is our Director of Finance Ms Harvey good evening Mr chairman and members of the board this action item is to request the approval of the reappropriation of 4 million one hundred and ten thousand two hundred and ninety three dollars of the remaining fiscal year 23 funds to the fiscal year 23 I mean fiscal year 24 adopted budget the majority of these funds are unspent Grant balances these grants are multi-year grants so therefore the funds need to be transferred over to the next year in order to continue the commitments that are provided from these funds the local balances are from projects that could not be

126your February work session and subsequently at your February board meeting as part of your instructional highlight the instructional team recommended at that time that we create one classroom type for our preschools currently we have three programmatic preschools our early childhood special ed our VPI and our Head Start program consolidating this into one singular general education and Inclusive Preschool allows us the opportunity to tap into additional State revenues to support our preschool program subsequent to the adoption of the fiscal year 24 budget this plan was presented to the Department of Education and inside of the appropriated skinny budget there is the funding available for us to draw down so this shift in programming allows us to leverage the additional State funds for our preschool program upping our slot allotment from 54 to 157 slots this update
127allows us to open classrooms to three-year-olds currently we're restricted to four-year-olds in our current programming this does not mean that we're going to add 103 slots this or 103 students this shift in programming allows us to shift our special ed students into our VPI program and also allows for approximately 20 additional preschool students that we currently cannot house in our preschool programs to enter for this current school year it is important to note that we have seen a significant uptick in the applications for preschool in Hanover this year to date we've received 708 applications as compared to about 300 last year so there's definitely a need for preschool and Hanover there are no additional local matching requirements and part of that is due to a change in the philosophy from doe requiring local match in
128fiscal year 21 it used to be a straight 25 percent local match where we had to cash fund on the local side however in fiscal year 21 they made a modification to that they changed the formula to be based on our local Composite Index that's our share that we have to contribute as a state but of that it doesn't all have to be our cash 50 of that can be related to in-kind and so we can leverage portions of individuals that support the program we can leverage classroom utility cost allocating that across our buildings custodial support and other things so of the 622 thousand dollar local requirement half of that can be in kind it doesn't have to be cash our budget and finance team have evaluated this with the support of our instructional team
129our special ed team and we are able to do that inside of our fiscal year 24 budget most importantly because we added two teaching positions for preschool and two instructional aides in our local local allocation for preschool coupled with that in-kind match so we are able to accept from the state 452 788 without any additional local funds from Hanover so if there are no questions or if you have questions I'm certainly happy to ask ask them but I do ask this evening that you accept this additional allotment from the state in the amount of 452 788 and we will in turn present this to the finance committee tomorrow afternoon and then ask for their support at their August 23rd meeting thank you Miss Murder are there any questions from the board members Mr Hundley Miss
130Berta I heard um change of model to match the state okay or to match some requirements from the state so what does that mean for our teachers in terms of pupil teacher ratio I'm going to ask Mr Mudd who's the if anything the expert in this area to help me on that question oh yeah and I'm reminded that we did have a presentation about that by Mr Mudd probably it was so I apologize for asking again yes absolutely good evening um our people teacher ratios in the um in the preschool classrooms will be the same so we last year we were 18 to one 18 students to one teacher there is also a para educator in the classroom as well so essentially two adults for for 18 students we can go up to 20 in
131our classrooms we we tend to cap at 18. and I think the difference that might be in your head is in our former model in our early childhood special education classrooms those classrooms were not necessarily um inclusive and so they would they would have had a smaller class size but in this model all students will be in one classroom just like our kindergarten through 12th graders we'll serve all students the difference will be in the former model our special education teachers were largely serving just the students with disabilities outside of the classroom in this model all students will be in the classroom being served by classroom teachers in Paris and our special education staff will now support in the classroom and then also as as Services indicate in their IEPs some students may be receiving
132service outside so it'll very much look like what things look like in our K5 classrooms we're just looking to move the model in that direction so okay thanks appreciate it Mr I can Barry Mr Mudd well I got you thank you sir yes sir what are some of the factors that go into selecting these students especially the the three-year-olds yes so our preschool policy Council um they are responsible they are made of a group of staff and parents and also a school board member is on the policy Council and they they look at um various criteria that would be pertinent to our community and we are the criteria that we are given does need to be the criteria the policy Council comes up with does need to be approved by the local policy Council but
133then the state also needs to review to ensure that we are appropriately including various criteria but it they do give leverage to the community so for example in a in a community that may have a high percentage of military families that may that may be a component of the criteria that may be different than if you were in a in a division that did not have a provision in the criteria to include because there may not be a large military presence we do have military as part of our one of the things that we do have on our criteria sheet so it it includes and I'm talking uh I have a lot of things slimming in my head as sure so I'm trying to trying to narrow it down but income is a component but
134also various other at-risk factors are included as well would an at-risk Factor also be since I got two phone calls today from just shy the New Kent line Miss Berta but they don't have the luxury of a nice screen in their desk and stuff like that and with their three-year-old I was wait listed and so they're in an I think in that risk area where I got another phone call I said we're hooking it up now and we're testing it out and they were actually testing it out with with me because I was leading them on to let them know what the how to find the agenda for tonight's meeting so they've never been able to do that at home so that is not currently part of our criteria but we did have a parent
135recently speak to our program director Miss Verlander who um who asked is is internet a a part of the criteria or is it that is that an allowable component of the criteria and to be honest I don't know the answer to that question but miss Verlander did say you know our criteria is approved every year by our school board and reviewed by the doe but we we look at it every year and so she did say that in in the coming year she thought that was a great question and someone will be able to interface with the doe to see is that something that our policy council could consider moving forward we thought that was a good suggestion if nothing else to look into okay well thank you thank you thank you Mr any other

140you will have a presentation at a future board meeting but we include them in advance for you to review prior to that future presentation Mr chair thank you Dr Gill and I would just like to call that under our calendar uh remind our our board as you're writing down important dates that we have uh graduation this Thursday at 5 30 again in God's country over at Patrick Henry High School so we look forward to having you join us there and then we have convocation on Monday everybody should have received an email about that I hope you have responded back to uh Madam clerk with uh any of their requests to where we would like to go for a convocation and I draw your attention to our work session currently scheduled for September the 14th that
141will be a professional development session for the board as opposed to having specific topics that will be working on professional development for us as a board as a whole and Mr chair yes sir um just like to point out that under regular school board meetings it's this August 8th location change of course identifying this location it doesn't say anything about the future meetings now we're assuming that we're going to continue to meet here we are at this time yes sir okay that was gonna be my last closing comments is about the use of this facility and how nice it was for everybody to be able to be a 10 to 10 and watch the uh ceremonies that were here and so I think it was a wonderful we will but we'll obviously take that up
142as we go down the road as to how much additional work it's put on our staff and everything else but it was very nice I I have not heard anything negative about tonight yet so well I found it to be very very nice I could hear the speakers much better that is a true statement and you know it gave everybody a opportunity to get in here at the same time you didn't have to wait and get a ticket I didn't and you're not gonna have to go out in the dark parking lot tonight so I think it's a great great idea okay thank you Mr red next meeting topics Dr Gill yes thank you Mr chairman um we will be having the three policies you've just heard from Ms Seward on our action agenda for
