[music] Is it on? All right. Welcome everyone to our November 24th, 2025 board meeting. If you could please stand for the pledgece to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Okay, let the record show all members are present this evening. Is everyone okay with the agenda? Do we have any communications? >> We do not. >> Thank you. Moving on to board committee updates. Finance committee, Mrs. Saunders. Thank you, Madam President. Um, present in finance committee, myself, Mr. Malloy, Mrs. Rafy, and Miss Williamson. Mr. Wasnki advised us of a upcoming parody payment for the GCISS that is partially reimbured to the district through act $18. Um the cell tower behind the building there's an easement
purchase offer from Crown Castle. Um they're still in discussions kind of trying to figure out what they're going to do there. Uh the 2016 bond refinance, they're looking to bring that to a board vote in December with refinance for a lower interest rate. February of 2026, we reviewed uh the unearned revenue from 2425 compared to 2324. We went over some of the state re revenue changes for the fiscal year and um house bill 6058 which is the hardcap for healthcare um still has not gone before the governor to be signed and they're not entirely sure how that's going to affect the districts in the upcoming school year. And that was it. >> Thank you. Item B, policy and focus committee. Mr. Brawl. >> Good evening, Madam President. Uh tonight in the policy committee we had
obviously myself, Miss Childris, Miss Picashio, uh Dr. Shakka, and Mr. Fischer attended. Uh we reviewed a couple different things. The first one was the first reading of the draft policy for the facility dogs. Um we actually had quite an extensive conversation on that um about the timing of the readings of of the policy. Um because of the timing of the dogs uh coming into district and our our board meeting is only having the one in December. Uh we would like I would like to make a motion for a first reading tonight for the facility dogs. Um so that way we can do our second and final reading ne at the December meeting. So that way the dogs we'll have the policy in place already before The dogs actually come on as district to the district.
>> Is there support or >> any discussion? >> So we'll do first reading tonight, second reading at our next meeting. >> Yes. Correct. >> Back to health, please. Okay. >> All in favor? >> Any opposed? Okay. Passes. >> Dr. Shaka, do you want to do that first reading real quick? I know that's kind of a uh uh [laughter] bit of an oxymoron to say do that first reading real quick, but if you would if you would indulge us with that first reading, sir. >> It's not as long as we've endured before and uh no time like the present. Uh what you'll have before you is a first reading board resolution, facility dogs, policy, administrative regulations, and host agreements. The three-page documents. We'll be reading the first page associated with board policy. Uh, it'll be coded
as policy 6000.13 facility dog. Facility dogs are dogs trained to work within school facilities and at school events with children with variety of academic, social, and emotional needs. The superintendent will promulgate an administrative regulation applicable to the use of the facility dogs on district school property. There is an associated administrative regulation uh which is brief enough to read uh for context. Uh facility dog. The school district may allow one or more facility dogs for use in school district buildings or facilities. All facility dogs must be approved by the superintendent or design and the building principal of the school where the facility dog will be primarily utilized. A host handler agreement signed by all designated hosts and handlers and maintained by the superintendent or design must be in place for all facility dogs. For a school
district purchase facility dog, an employee designated as a host or handler of the facility dog is not the owner of the facility dog and the district may at any time remove or reassign the facility dog from a hostandler's care. At all times, any school district purchased facility dog used for a building or facility will remain school district property. At the conclusion of a school district purchased facility dog's service, the school district will home the facility dog in accordance with the school district policies and practices governing conveyance of outofuse school district property. The building principal shall notify parents on an annual basis regarding the presence of a facility dog in the school building. Uh this is the first reading of the resolution with the intention to bring a second reading on December 8th. Um the resolution
will state that the Garden City Board of Education adopt the proposed policy facility dogs as presented by the policy committee expected on December 8th. The following two pages have to do with uh host agreements uh that are managed through reg regulations at the discretion of the superintendent. >> Thank you Dr. Shaka. Uh we also read over and reviewed the uh Miller Johnson policy and administrative regul regulations update from October. uh the main the only policy uh recommendation change is actually the exact same policy we're going to be voting on for the facility dogs. So they're they'll kind of go hand in hand. So and other than that everything else was in the administrative regulations. Miss Berbaw for clarity. The policy that Garden City Public Schools is adopting for facility dogs uh is consistent with the
recommendation from Miller Johnson in their board policy manual. >> That is correct. >> And we can assume that's what other districts will get as well. >> That is correct. >> All right. Thank you. >> Right. Item eight, comments from the audience focused on today's agenda and we have none. Item nine, approval of the general consent agenda items. A, regular meeting minutes of November 10th, 2025. B, building facility committee minutes of November 10th, 2025. And C, curriculum committee minutes of November 10th, 2025. The motion is in order. >> All in favor? >> Any opposed? Motion passes. Item 10, new business A, human resource report. Mrs. Williamson. >> Thank you, Madam President. This evening's human resources report includes retirement notification from one teacher, the onboarding of two new employees, and the resignation of two employees. So, if
there are no questions at this time, I recommend the board approve the report as presented. >> Motion is in order. >> So, move. >> Any discussion? All in favor? >> Any opposed? Okay, motion passes. Moving on to item 11. Comments from the audience. And we have one this evening. Jenna McNe, if you'd like to come to the microphone, you have three minutes to speak. Is it on?
