So, I guess we'll turn it over to Heather, right? >> Yeah. >> Thank you. >> All right. So, the first packet you have in front of you is the 2526 proposed final
002budget message um for the general fund. The state revenues were updated to reflect our May 2026 state aid. Um, some notable increases, we had an increase to our special education funding, uh, roughly $40,000. We had a literary literacy support grant um for the elementary we're able to purchase some curriculum with. That was $98,000. We also had some one-time funding for employee compensation payments that were um distributed to our staff. We did um in the original budget, we did not have the state budget yet. So, at that point, uh we had not removed our foundation equity payment, but that was cut last year. So, that resulted in $82,000 of a loss to the district. And then we had um some extra teams this year for first robotics. So we had a little bit of extra funding
003um based on those different teams for federal revenues. Um the biggest increase there was our filter first award. So we were able to replace the bottle filling stations in the district and purchase some filters for those stations. And then all of the other revenues have been updated to reflect our actual. So that includes our property taxes and any transfers in um our revenues are projected to increase 3.97% from our original budget. Any questions on the revenue >> that the onetime employee compensation revenue that was the special >> whatever something J or whatever >> uh 27 L we had to do the uh letter with the union. Yes. Okay. Yes. Uh for expenditures, all of the items have been updated to reflect actual. And then um for our food service fund, we are supporting that just
004under 155,000 this year. And then the preschool fund we're funding by 58,000. Um both of those have improved from our original estimate. Overall expenditures are projected to increase 2.99% from our original budget and that leaves us with uh 34% fund balance spending in $372,000 this year. Quick question on the food service one. Yeah. Um so I know that the state offers the free breakfast and lunch, but does that just cover the food costs, not the labor costs? Um There is a formula that the federal government does to determine what the award is per meal. Um, last year that went up just under 4%. So, it does not keep up with the rate of food increases or the rate of staff increases. So, um, we're actually lacking in both of those areas. Um, >> okay. food
005increases were about 7% this year and then our staffing varies based on contracts um where people are in the steps and what health insurance plan that they take. >> Okay. >> Also though, didn't we have like fewer meals or haven't we been on that for the last year, couple years? Like fewer kids eating school meals >> that I don't have the data for. Um Jenna should have that, but um she actually does our meal claims for us and then I for the revenue side. The revenue has increased um over the past couple of years, but that's mostly probably driven by the state pulling in and funding the other portion of our um free and reduced meals. >> We just haven't had an update from Jenna in a long time. Um, if you flip two more pages, so you could see the food service budget. Um there were not any dramatic increases in cost or revenue um this year. So that was pretty close to where we had estimated that we would land and then we make up the shortfall with the general fund. And then preschool um there were some
007staffing changes and we were able to move a little bit more of our classrooms to GSRP. We had more GSRP um membership and we had more slots this year. Um, so that helped out that fund substantially. And then the student activity fund. So, um, we're not finalized for this year, but we're estimating that we will receive $620,000 in donations and fundraising and that we will be expending $550,000, which will leave us um adding $70,000 to that fund um to be used for other needs down the road. >> Yes. 008you going to estimate? >> Um, it's based on what's already been paid out and what our trends have been for the last few years. So, um, typically this time of year, we're doing a lot of expending. >> Yes. Yep. We're almost done with the year. Just a couple more weeks. Um, and then the debt retirement fund. Um, last year we collected 1.38 mills and that was just enough to satisfy our principal and debt payments on our bond accounts. So, we're down to two now. We paid off one of ours last year. Um, and now we just have two that we're working on. Great. All right. Any questions on any of those funds? >> All right. Uh, next up is the L4029. So, this is our tax rate request. Um, we did have a successful Headley
009override millage passed this year. Um, which restored us to be able to collect 18 mills. Um, you can see that we did get rolled back again this year. So, it was good that we had that um, override available to our use. >> Otherwise, we would have rolled back 9794. Am I reading that right? >> We would have went just under 18 mills if we did not have that override. >> Okay. Yes. Um and then the 2022 and the 2024 debt, um we're levying the same amount for this coming year. So, we didn't have to increase that at all. Um based on our tax base increases, we were able to keep that flat. Any questions on the L4029? No. Just a big thank you to voters for continuing to support the district at the maximum rate
010we can legally do. That's awesome. All right, going into next year, um you have a packet for the 26 27 proposed original budget. Um our local revenues are increasing. We had about a 4 and a half% increase in our taxable values and um our state revenues are decreasing. Uh this is due to meipers changing their funding pattern again this year. Um so the state funded portion has been reduced and our portion that we have to pay 100% of has also been reduced this year. Um so we get less funding. However, the rate also drops. So becomes a wash on the um state end. And then we also will feel a little bit of a reprieve. I think about two and a half percent on our um salaries as well. Uh we our 31N funding is
011being prrated this year. So there has been so much um so many years where they've had carryover and now that's kind of catching up. So the districts are being prated 68%. Um, typically we've been granted 80% of two positions. So, that resulted in a loss of about $54,000 for the district. Uh, the good news is we do have other sources of funding that we can utilize to cover some of those um mental health support positions. The one-time staff compensation funding um has been eliminated for next year. And then also about $98,000 in literacy grant funds. those revenues are out and there were matching expenditures that have also been removed for the federal revenues. Um this is also decreased due to the filter first funding um influxing last year and then our title grants uh right
012now the estimate shows that we will be $15,000 less than we received this year and that um that formula is driven by our free and reduced numbers. So the more families we have filling out those forms in the lunch program actually drives some of our title revenue. So >> um we got to figure out how to correct that. Not because with the offer of the free breakfast and lunch, the incentive to fill it out is not there. And I don't think people understand that there's other funding tied to that. >> Right. So, revenues are projected to decrease about 1% from last year. Uh, moving into expenditures. So, all of the one-time expenses, including grant expenses, have been removed throughout the budget. um instructional expenditures and the supporting services. Um those have updated negotiated employee compensation, a 3% increase to insurance um card caps, and then also a 2.4% decrease to retirement, which I think that is the first time in five years we've had a decrease in retirement. So, um that's positive and hopefully we're starting to fund that. um as a state so that those
017numbers can keep decreasing in the future. Uh the school administration has an increase due to a part-time administration position that we've added. Um we tried to add that last year and we were unable to hire. So that is also positive. Plant operation and maintenance >> and that's Dana students for those who can't see the piece of paper. >> Um plant and operation we have an there due to some capital needs in the building. We tried to um get some of those projects done last year and we were unable to squeeze those in due to some constraints we found with uh meeting an architect and a couple couple other hiccups. So those are slated for next year. Uh outgoing transfers. So we are projecting to support the food service fund again by about 162,000 and the
018preschool fund by 78,000. We are still fully funded um GSRP. We have carryover for that. The um unfunded portion of the preschool fund is the infant, toddler and those tuition programs. Okay. So overall um the balance at year end is projected to be 30% and we are projected to spend in $491,000. Any questions on expenditures? >> All right. Uh the food service budget. So I did budget for a 3% increase in our federal revenue. Uh we had 4% last year. So hoping that number will increase. And then um I added a 7% increase for food costs as that was the trend for last year. the preschool budget. Uh like I said, the GSRP program is 100% funded by the program. Um the tuition program is the one that we are funding. I did um talk
019with Amber and we will be having a summer program this year that's 100% tuitionbased. Um, so these figures could change depending on how successful that summer programming turns out to be. Uh, the student activity fund, we did have a flow through in that fund last year of $100,000 for a library project. So, I've reduced the revenue um and matched expenditures. And the student activities fund is a formality that we have to pass a budget for, but there's really way to know how much money we will fund raise in a year. So, that one's just a guess. And then the debt retirement fund, as I said, we are still levying the 1.38 mills this coming year. Um, and we are just about breaking even in that fund, which is exactly what um we want to do.

027at FAS. And I'm here to say thank you to some important people. I think FAS has done a good job of being a lot of things to a lot of individual students in a very small district. Many things come together to make that happen. This community supports education and has done so for decades upon decades. I do not take that for granted, nor do I take my administrators that I have worked for and with um for granted. Stapleton now, Towsley, Iikens, Gualtney, Hollandbeck in the past and present. Uh, and like any gardener or farmer knows, a beautiful, productive garden can only happen when the soil has been nourished. I believe a school system works in much the same way. I especially want to shine a spotlight on Mr. Tyley and Mr. Iikens tonight. I know
028I know that everyone is replaceable, but they have provided especially rich nutrients to this school system. I believe that when our district adopted the tagline, every student, every classroom, every day, it was no stretch for these two to abide by that promise. It's simply how they operate. While the graduates and champions are fresh in our minds, I am certain that these two go to bed at night and rise early thinking about the other three or four or 500 others as just as much as the headliners. These two and many others here do the invisible unglamorous work that is soil tending. I want to recognize and thank Mr. Ty and Mr. Ians for caring a heck of a whole lot, for not settling for shabby work from contractors or for any of from any of us,
029and for keeping the focus on each and every student by doing the real foundational work of keeping our students fed safely transported safe in our buildings and fed academically by supporting our educators through ongoing education, training and in other ways. These two have played the role of educating or partners to us um responding to each of us with wise ears, accuracy and high standards. They have played the role of infrastructure much like uh Miss Gualtne and Mr. Stapleton and Mr. Tyworth too have done and they all bear a heavy heavy load in making this a special place. They have integrity, resilience, good cheer and are trustworthy. Late this winter, one of the things we heard from the consultants was that FAS is not a broken district. Yes, we know that there are many big shoes

I just wanted to talk today and ask about our communication process as far as on our website when we go there to send a communication to the school board. Uh last week, couple weeks
031ago, I had constructed an email. I'm friends with Brian. our sons are friends and so I've gotten to know him that way and had his email address. So I sent a message to him and upon further reflection that didn't feel very transparent or honest of me to just send it to one member of the board. I really wanted to be open with my concerns. So I went on our website and chose everyone else to make sure that everyone on the board got my communication. Um, and then afterwards I found out that even though it allows you to pick and choose who it gets sent to, it gets sent only to our superintendent and our um, president of the school board, which great, but it's not very transparent. It feels very dishonest on our website and
032that's a concern to me that our community feels that they're sending messages to people that maybe it's not getting to or maybe it's not going directly or there's some clarification errors. So, I would just ask that the board revisit that and consider how that looks and how they want to make changes so that it's less murky, more honest communication. Um but as I said, these kind of change. uh Matt and Ann and Matt Ann and I we start each year with making sure
039who we need to have in that program and who their mentor would mentor would be and put that process in place. >> And some years with new when we have quite a few new teachers that's a little looks a little bit different. we have to it's just a little bit longer process but typically um after three years and there and we make the commitment they make the commitment to us we make the commitment to them um we always help as needed but the the official side of a mentor program is the first three years pending change is who knows what 26 27 would look like it was fun just a casual conversation I was talking to Kaitlin camp and said, you know, how how was it onboarding? You know, what could we do better? Because
040we've got so many coming on. Is there any? And he said, I don't know, mentoring like I had probably 50 mentors like and he said in a good way. Not like people telling me what to do, but telling me like they're here to support me. He's like, I felt so welcomed and supported. Um, so I think that that's pretty cool testament to to what our community does. Uh so I'll spare you any rehash there, except just to reiterate, everything's looking okay. Um the the fund balance is decreasing, forecasted decreases next year, which is per plan. Um, we we wasted a lot of time talking about something with Crystal Lake Township that I think has been resolved now. Um and then um so for the major projects that we have been we have going on and I'll be try to be brief here. So the lighting project in in the interior of the schools is on hold for now. Um and this is primarily due to um complexity that we hadn't uh fully expected in
042terms of quotes and um uh like regulatory stuff for the work that's going to be done. So that is going to be something that is sort of is proceeding in the background but it's not going to be a something we're going to be able to get done. um and in the near term. Um but we do have some summer projects that we're planning on carrying out and Jeff please stop me here if anything's changed since we spoke. Um we have the carpet and flooring projects going on in both buildings which is exciting. Um we have um less exciting joint sealants on the roof are going to be done. Expensive though. >> Uh I'm excited we're going to be cleaning and painting the exterior of both buildings. uh where they need a refresh. So, that's going

And so we've decided it's a sensible idea to bring in some professionals who do this kind of thing for schools in particular for like site planning to uh take a look and do some consulting
045for us in terms of on a long proper long range kind of plan scale um what our options might be and what what things we should be considering as we try to get some of these projects done over the coming years. So we're trying to put some form of a master plan together at least starting that conversation and

My I'm assuming once they make the commitment to go with with John Dancer's firm and work with them that would be a pertinent schoolboard workshop and have start to have those dialogues as far as what it could look like down the road. >> We're going to learn from them. Not actually saying what we're going to spend any money on not committing to anything but just starting to create a picture about about how to make a longer and this is the other

I'm always anticipating something bad happening or something I'm not going to be prepared for. And I said this in a staff meeting the first day of school a couple years ago that I realized that when I got
053here, that anxiety went away because of the people that I work with. Um and this place is really an extended family for me. Um that includes staff, the school board, administration, the students. Um I was telling the seniors uh at the all night party or I left him a note that said I I kind of feel like my sen the seniors are like uh brothers and sisters kind of in a way or maybe my niece and nephew but more like brother sister. And I joke a lot that I have 40 wives here that make sure that I have sunscreen on when I'm supposed to have it or I have enough to eat all the time or um and all that stuff I appreciate. I am I am big on family and I think people know
054that just because I come from a big family. Um, and the other thing is that I've just experienced so much life events, not just at work here, but within my own family. And I was thinking through some of them and, um, the birth of Ellie, um, the divorce that I went through that was really painful and for closing of a house and being remarried and losing my mom and my brother and my dad and, um, my kids graduating. And then a lot of that happened to my co-workers, too. I saw a lot of co-workers lose really close people and go through some really traumatic events and that's not really just a place to work. That's that's a family. And I know that um out there in social media world or wherever it's a dysfunction if
055you think your work is consisting of family. You should separate those two. But I bow humbug that it doesn't matter. I still feel that way. So anyways, um I just feel like losing this family is a big deal for me. That's a huge transition. I've never really done anything for 26 to 30 years consistently. I'm usually bopping around and stuff. And this is going to be huge for me to lose that that family. And I know I'm not losing the family. I know I'm welcome back here, but it's still going to be different. And I just want to make sure that everybody understands how grateful I am to be able to work here. Um, it's a bonus that this is just a incredible town as far as the beauty of it and stuff, too. Um,

So for um the partialterm vacant seat uh left by Megan per her resignation um we had well I won't steal this under you say it um we had 14 people who initially expressed interest um one of them was past our deadline um so we weren't able to accept that but then we had um seven that then told us through the process that they weren't going to continue with the process. But we do have six now that will be interviewing with us total. Um and I've confirmed with all but one of them that the times that we've given them are good for tomorrow. So we'll be doing interviewing. But um I was able to um I created a Google form and had a bunch of questions that
059we asked them just initial questions like why do you want to serve the district things like that so that we could get to know them. We asked for a resume um and I've put all of that information into a Google spreadsheet and emailed it to all of you. So, please just make sure that you look at those resumes. Um, two of them sent letters of intent as well, like full letters. Um, not just a oneliner like I'm interested and then also the answers to their Google form questions. So, um, it was a it was a good a really good finish this school year, especially for seniors and a lot of people put in a lot of time to to help volunteer and make make it a special. 082there. I did want to give a shout out to Tim Jones and his volunteers stories that heal for us this year. We moved it to the middle school at a really um really good participation rate. Um, going down the list here, next is uh, graduation. Graduation happened. We're all very sad to see our seniors go. I was telling some other schoolboard members before we started, uh, the library is very quiet. Um, and it's very sad to see them go, but it's exciting time for them. Um during graduation there was a certain saludiatoran that did a few cartwheels and that was very exciting. It was very good graduation
086and our speaker Carter Kench I know there were a few students that showed up specifically for him and uh I think he did a very good job speaking uh the all night party I went to that that was after graduation. That's in our shop classroom at this point and it's also in our bathrooms at the track. Um it is rock solid hard and it works very well. Couple things it does do. It it helps with our maintenance. Um it stays nice all the way through. Every year we have to strip this and change it out and so forth. So there's also a maintenance saving there as well. So with that said, um the work includes the demo as I mentioned also and putting this back together. The total cost of the project is 26,941. 093Uh, Brian mentioned this in our finance report and thank you, Brian. Uh, this has to do the only difference is the ceiling and and that piece. That's um not so much on the roof. It's around the windows. Some cracks um in the ephus is that's what we call this. This covering is called ephus. Uh the effort is mainly to take care of our buildings. They have not been spruced up in a long time. If you're curious, take a look at the north side of any of these buildings. They're almost black, so they they do need some care. Um once again, Frank put some time in quite a bit of time into this and we work through getting our bids. Um we've secured the three bids and this would to clean it, make sure all the
094areas are sealed and then repaint it. I don't know the exact color. My guess is it's going to be very similar to what we have now uh for a lot of reasons. Um so those three bids uh Grand Traverse Construction 252,788 uh Bourke Brothers Painting out of Traverse City 264295 and then TMCO is $450,000. Um, so obviously our recommendation is to go with Grand Traverse Construction and I would besides of the bid, uh, we've had really good success with Grand Traverse Construction. They've helped us on some other projects. Our last summer projects, last summer's projects were were run through, uh, Grand Traverse Construction, and we're really pleased with that group. After re reviewing the applications, four candidates met with the hiring committee consisted of Joe Hollandbeck, Frank Iikens, Matt Stapleton, and myself. After completing the first round of interviews, Michael >> Gyos, thank you. Met with
098Matt Stapleton and myself for a second interview. At the completion of the second interview, the position was offered and it was accepted on May 21st, 2026. Uh his resume follows. Um he has 16 years experience as an athletic director. He has um he has performed a lot of other duties at the districts he has served. uh he's a very well-rounded uh candidate that I think can offer a lot of things for our our district including the director of athletics, the dean of students and uh helping us with other activities. So he will join uh fees as salary of $74,000 with health benefit package and other fringe benefits provided to staff. Um I think it's important to note that this would go in that director category, administrative category of there's about 10 10 in that group
099now that is separate from the support staff and the certified staff. And the other note it's a 215day contract. So it is a longer contract for many reasons. The hiring committee consisted of Joe Hollandbeck, Matt Stapleton, Patty Roth, Kayn Camp, and myself. At the conclusion of the interview, it was determined that Mr. Merson would be a solid choice for hire. He brings a wide range of teaching experiences to the district. He is certified to teach 612 English, 612 social studies, and K12 visual arts. The position was offered to him on Friday, June 5th, and he and I met early Saturday morning and he accepted on June 6th, 2026. Uh he does uh his resume follows this page. He brings 19 years of experience to the district. Um his experience is worldwide, literally. Um
103he has taught in Illinois for a number of years and then he went on the worldwide tour and and worked in a number of different countries which I think brings a lot of lot of knowledge and information to our kids that u would be great to discuss. He has connections to Frankfurt, Alberta his entire life. His he has his grandfather has a home on Michigan and Anchor Place. It's a cottage type place. So he has been here.
