Call the November 17th regular board meeting of the Caloni Community Schools to order. Let's start with the pledge. >> Aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Secretary, please call the role. >> Garcia >> here. >> Clement >> here. >> Collins >> Here. Morris >> here. >> Nichols here. >> Okay. Okay, on item four, our student representative. >> Welcome back. >> Thank you. >> Hi, I'm Payton again. So, student council held another successful fright night and we raised $3,500 for the PSTO. It was great to see all the families have come out trick-or-treating with over 600 students went in for the scaring. Student council is now partnering with the student services where we're
going to run our adopt a family again. this December where we adopt local families and provide food and gifts to support them during the holiday season. The Winterfest dance will be held Saturday, February 21st at the high school. And lastly, NHS is hosting a blood drive for NHS next week, Tuesday, November 25th. Thank you. >> Thank you for the update. Next item is public comment. And it looks like we have Rebecca Sergby line up. >> Hi, good evening board. My name is Becky Sauerby and I'm here tonight on behalf of the Calonia Education Association to share just a few of the many incredible things happening across our district. I'd like to begin by highlighting the work of our itinerant staff. Our AAC signs are now installed in the playgrounds across the district. were recently featured
in the school news network. These signs are already making a meaningful impact by helping students communicate and engage with one another during play. And this recognition is a proud moment for the dedicated staff who work every day to ensure that every student has a voice. At Kell Adonia Elementary, the community came together for the second annual Veterans Day assembly. The school welcomed 65 veterans who were honored through performances from the high school band, a veteran guest speaker, and two student essay winners who read their pieces titled What Freedom Means to Me. Students also sang patriotic songs, and the hallways were decorated with artwork created to honor our veterans. It was a heartfelt celebration deeply appreciated by staff, students, veterans, and their families. Duden Elementary hosted Donuts at the D, a wonderful event where each student
invited one special guest to join them for a donut and experience the start of the school day. Guests participated in morning work, morning meetings, good news, and other classroom activities. It was a simple but powerful reminder of how meaningful strong school family connections can be. At Paris Ridge Elementary, Mrs. Franchetti has launched a new initiative called Student Spotlight. During the first music class of each month, students are invited to share a musical talent of their choice, singing, playing an instrument from home, or performing on the piano. And it has quickly become a joyful, confidence-building tradition for students. And at Craft Medals Intermediate, sixth graders are fully immersed in a remarkable hands-on project led by Beck Bravvada in collaboration with Leah Signney from Joyful Wildcrafting. Their classrooms have been transformed into monarch villages where students observe
caterpillars becoming chrysalises and emerging as butterflies. Students are collecting data, tagging, and releasing monarchs while learning about their life cycle and their vital place in our ecosystem. It is experiential learning at its finest. These highlights represent only a fraction of the powerful, creative, student- centered work happening every day in Calonia. And on behalf of the CEA, thank you for your continued support of our staff and students. Thank you. And I apologize again for your name. You >> butchered it at the beginning. I'll get better at it. I promise. >> I teach middle school. >> Okay. Well, it's a pet peeve of my own, so >> No, thank you though. >> Sure. >> Okay. And item six, consent agenda, October 2025, regular meeting minutes. November 12, 2025 committee of the whole minute meeting minutes. November 12,
0062025 workshop minutes. October 2025 payables. November 2025 personnel report. Do I have a motion to accept? >> I move that the board approve the consent agenda as presented. >> Second. >> Any discussion about these items? Seeing none, call the roll. >> Garcia, >> yes. >> Random, >> yes. >> Clement, >> yes. >> Collins, >> Yes. Morris, >> yes. >> Nicholls, >> yes. >> Motion passes. And item seven, the superintendent report. >> Thank you. Uh there are quite a few things to mention uh tonight. We'll start off with the section 31A grant. Uh just uh to tell you that there's not a lot new to report uh from where we discussed at our committee meeting last week. Uh again uh the concern here is that um the board in accepting funds would be being asked to
uh give up a lot of um rights and privileges that otherwise are uh ours to um to have. And so there have been two lawsuits uh that have been filed, one in federal court and one in state court by a bunch of districts across the state. And uh the latest we have is that the federal suit will begin its um journey uh next Wednesday and we still don't have word yet on the state. So um we discussed at committee the possibility of a meeting next week and so that still remains on the table and I will continue to update you as if we hear anything. Um but we may need to remain somewhat flexible on that um meeting for next week. Uh we may want to um have discussion about that and which night would
be preferred. Uh to me the later the better. Um I one district round is talking about doing it on February 30th which I don't think is or sorry the 29th on Saturday. I don't think that's something we would want to do. Um but um you know the later in So, Monday the 24th, possible. Not sure we'll know anything more yet by then. So, the later every day we wait will be a day we might have more information. So, I don't know if they want to talk now or later. >> Hey, can I just ask one question? If we um let's just hypothetically say we met on a Monday and we voted >> and news came out Wednesday, like once we vote, is it done or do we still have the window until >> Well, um
that could be tricky. Um I do think that uh another neighboring district did try to pass some sort of conditional thing. Um, yeah. I mean, we could look into that and see what goes with that. I I the way these things work, the lawsuit is asking for a stay on implementation. And sometimes those happen at the 11th hour, you know, so I'm just I'm not sure how soon we're going to get word back. >> It would it would be interesting to know just in case even if we met on a Wednesday, right? Some came out on a Thursday. >> Correct. Yeah, I can look into more information on that and try to answer that question. >> So maybe we start with that. Are there I mean Wednesday's the Wednesday before Thanksgiving. >> Yeah. >> Which
would be the 26th. >> Is there you want to check your schedules? >> And this would only be a meeting if we need to have it. Just finding what might be easiest for all. >> Uh I'm leaving town on Tuesday and I'll be back until the following Monday. So, if we want to meet, I can meet Monday, but I'll be here after that. >> I'm I'm good Wednesday or Monday, whatever. I mean, whatever we decide to do. >> If we met on Wednesday, would it have to be quick, done, out of here cuz I'm heading home two and a half hours away. So, >> good whenever Monday or Wednesday. >> Okay. So, John, >> I say I can do either night. It doesn't matter to me. works for everybody else. >> We do. >> So,
>> all right. Maybe Tim and I will just talk then having that input and then uh we'll figure out it's going to have to be reacting here to events as they happen. So, >> so Monday we'd have seven, Wednesday we'd have five virtual. All right. other items than just congratulations to our girls swim team who won their second straight conference championship which was wonderful to see and eight girls will be swimming in the state meet this week which is great. Uh we also have um five of our robotics teams competing this week in what's called the mega league championship. So at the high school level that's three out of the 50 teams that are there. We have three of them and at the middle school level there are 48 teams and we have two of
the 48. So that's uh wonderful uh for our robotics teams. We wish them the best of luck and that starts even tonight. Um we would like to also welcome uh we have a new uh school resource officer. His name is Deputy Steve Oof and uh he began uh his work here today. So um we'll have him come by and meet you at some point. Today wasn't the day for that for him though. >> Um Mr. Zerby didn't mention at crafts we had some boys teaching coding which uh was fabulous to see and thanks to you for uh your work with that and um so that was a really cool thing if you watched um if you were able to see that link that I passed along to you and watch the kids in action that
was wonderful. Um, Kal obviously we uh had them um not come to school on Friday and uh that appears to have been uh fairly successful along with the diligent work of Mr. Hess and his team uh because uh we had an awful lot of kids gone on uh Thursday of last week and today there were only 30 kids gone uh which is well under 10%. So uh that was a vast vast improvement. So, uh, again, appreciate everybody's, uh, flexibility and all. So, and with that, that's all for my report tonight. Any questions, comments from board members of the report? >> Okay, we can have to our action items. Item eight, summer tax resolution. I move that the board approve the annual summer tax resolution. >> Second. >> Any discussion on this? We talked about this
Wednesday. This is a resolution that allows us to collect our summer taxes formally, which we need because of the timing of when we get the state funding in October usually. Um, so with that, any other questions? >> All right, please go. >> Random, >> yes. >> Cole, yes. Nicholls, >> yes. Or Garcia, >> yes. >> Collins, >> yes. >> Morris, >> yes. Motion passes. Item 8B, complex phase two bid awards. Somebody else want to read this? I move that the board approve Rockford Construction to contract for the Calplex phase 2 construction under the following work categories. Concrete to Burgess Concrete at $280,000. Electrical to Hillard Electric at $842,470. Site work to Excel Excavation Group at1,382,500. Asphalt paving to Wri Riley Construction at $5476 547,689. Fencing to American Fence and Supply for $341,991. landscaping and irrigation
to Kerberg Verhaj at $800,59. Site work cement stabilization through Rockford Trades. Oh, for the Rockford Trades allowance um at an amount of $286,875 at a total cost of $4,481,584. Jen breaks that tie. >> Yeah. Any questions or comments? >> We talked about this on Wednesday as well. We looked at had a discussion about the bids received and um from the looks of it, these are better numbers than we anticipated and I'll tell you from experience, they're better numbers than I've seen since co for sure. So, um I think this is less than we thought it was going to be. So, leaves us a little flexibility on dollars going towards other projects. Right. Let's call the roll. >> Collins? >> Yes. >> Clement? >> Yes. >> Con? Yes. Brando? >> Yes. >> Robert Garcia? >> Yes.
Nicholls? >> Yes. Morris? >> Yes. 8B carries. On to item nine, discussion items. Anticipated board considerations for our December 10 meeting. A Duncan Lake Middle Renovations. Mr. >> Mr. Hes can chime in too. Um I will start and then he can fill in any line blanks I miss. So, uh, this was the, uh, project to, uh, do work at the activity entrance and the cafeteria and kitchen areas. And, uh, so those are out to bid right now. Bids will be opened on Wednesday. And, uh, so we will have, um, an idea then of what those bids come in like. Again, we're hoping for the same kind of um, uh, what do we want to say? Savings over projected that we were uh, fortunate to get there with Cowplex, too. So, uh, work on that will
begin, um, this spring, um, if approved by the board at the December meeting, and, uh, that work will, uh, carry into November, um, and when it's all said and done. Hopefully, we will be obviously building that plane while we're flying it, uh, to an extent because, uh, we will be in school and, um, having to build temporary walls and so on to, uh, get the work done during that time frame. But the bulk of the most invasive work we're hoping to achieve through the summer. So, but there will be some uh disruptions mainly in serving lunch and uh they will have to eat in a different area than in the cafeteria. >> Any other things Mr. Hess will even out? >> Nope. That seemed pretty accurate. Uh the anticipated start date will actually be the
uh the Monday of spring break much like we did in the first uh Dun Lake project a few years back. So, gives us a week to get in, get the uh temporary walls built and get the the the building sectioned out and ready for school to come back for four ending four weeks. >> Just one question. Um, are you anticipating having to like reroute folks because of um the like entrance and exit right there where a lot of that work is happening? >> Actually, no. Um, they're going to split the where door number two is, the athletic activity entrance, they're going to split that walkway in half. um construction side and public access side. >> There will be one reroute and that is the hallway outside the media center between the media center and the
cafeteria >> because as we described in that the the cafeteria wall itself will be removed and so in order to have the space there to do that work. Uh they're going to need to take that whole hallway but access to the media center will be maintained. >> Okay. >> Thank you. When is project construction anticipate anticipated to be concluded? >> Probably November. Um at least a phase one. Right now we're looking at the possibility that the canopy portion outside may be completed actually in 2027. U we'll see how the scheduling goes and see how that works out. But that's the anticipated. So November for the the majority of this property. Yeah, that's a great point, a great question because obviously we have to get heavy machinery in and out and so they can't start on
the canopy uh until the rest of it kind of buttoned up and so that'll be the November part and then doing the rest and then they will also be replacing of course all the um the beautiful teal stripe uh around the building and that metal work is going to also be replaced and that will be an ongoing part of the project. Yeah, the pumpkin and teal stripe will be a longterm a long-term part of the project. So, all that will be back for you next month to take a look. Any other questions? >> Thank you, ma item 9B, 2016 2014 bond refunding. This is Sarah. So yes, we talked about this at the committee meeting. Um we have the potential to refund the 2014 remaining bonds at 9.9 million and then 11.1 million for 2016A
refunding bonds. So looking at both of those right now we are currently for sure seeing a savings with the 2016A bonds. And so right now that's just over 6% and that amount is um about $700,000 net savings on the 2014 bonds. Currently there is not a projected savings um but at next month's meeting when you do the authorizing resolution we'll include it and then at the time um when we would go to issue those bonds if there is a savings of at least 2% then we can look at that. That would be the base amount and that savings would be 180,000 we'd be looking at and we can decide at that point if we want to move forward with the 2014 refunding but the base um net present savings would need to be um 2%
at 180,000. >> Great. Any questions? I think it's always nice to be able to tell our taxpayers are getting a refund. Um, you don't always hear that. Okay. On to 9C 2026 board meeting schedule. All right. So uh at the committee meeting also we discuss this and I think uh prioritywise what we would like to ask uh is if tonight we can get a little focus on uh where we want to place the January and February meetings um so that we can have that prepared for you in December. Just as a review uh we will eventually be adopting uh and that's done at that first meeting in 2026. We'll adopt our full meeting schedule for the entire year. But this will help us get the uh publicity out and get the date set for those
first um couple of meetings in the new year. So um as we discussed at the committee meeting, the third Monday in those months does fall on the dates that can potentially cause um conflict. One is President's Day and the other is our mid- winter break. So, um, last year we did push those to the end of the month and, um, that ended up stacking the February and March meetings really on top of each other and it also pushes our January meeting very, very late to do that organizational meeting, which is what we're required to do annually. And so, it would be our recommendation to move it up to the second Monday in January and February. Uh but it's your meeting so you can tell us what you want kind of pulled around the room and
and uh how's it look? Do we want to go with what's proposed feeling or >> the proposed schedule works for me? >> Same here. go to propose. >> I just had the one conflict, but outside of that, it's fine. >> I should be good. >> I'm okay with it, too. >> Great. >> All right. Well, good. Thank you. Appreciate that. And so that's what we will focus on. And then at next month's committee meeting, we'll have a little more discussion just to firm up the rest of it and make sure that we're uh we're all set and good to go to put that up there in the eventually in the January meetings. Thank you. >> Great. >> And other items. Uh I just wanted to mention that uh we will be bringing the first reading
of our next batch of uh NEOLA policies uh to the December meeting. um didn't put them here on this agenda yet because there will be of course the two meeting uh adoption cycle for that. So that will be the December and January meetings that we'll have those. Okay. So just wanted to highlight that's coming as well. >> Great. Anything else on any questions for our superintendent? >> Can I go back to one question on the bond refunding? Do we have um do they talk to you about timing of that of of doing it now versus six months or like which is with interest rates looking like obviously depending on where inflation goes that they should be coming down. Does it make sense to do the refunding now or >> currently the recommendation is to move
forward now like getting the paperwork started. It wouldn't be until this um spring that it would actually be issued with the timing of everything. Um there's about a six-month window or so to fit everything in that needs to happen. Um but that's why we're starting that now. The recommendation is to move forward now >> because once you authorize with that authorizing resolution, then there's a whole series of things that kick in. uh we have to have our credit rating re uh re-examined by standard and pores and then that gets publicized with the bond sale publicity that goes out and then that leads to uh eventually an offer date when people express interest in it and then finally it'll come back to you. So it's many months involved uh in the whole process um even if
we start now. So um that's part of why we got to think in advance. So, uh, last time we did this, um, as Sarah alluded to, we had the same kind of setup. We had two series of bonds that were up for potentially, uh, refinancing, and only the one made sense to refinance at that time, uh, with enough savings to make it worthwhile. So, um, the same would be the mechanism here, and that's based on conditions at the time. And I will also say as it gets close um we are looking at and our mutable bond advisors look at how many other bonds are going out for sale on any given day and they try to look at that and provide us with the best strategic advantage with regard to all of those kinds of
conditions that are in the market. And so we have a call how many days before I don't know two three days before that they finalize that schedule at the time. So they're looking within a window but trying to make that happen in the right window that's most advantageous to us. >> So is the when we look at savings is that on like a projected interest rate of time of issue or is it is it >> so they're looking currently at what the savings would be now um knowing that over you know this period it can adjust some but it's conducive for sure to move forward now. >> Okay. who who does our uh useful bond advisement? >> PFM is our finance advisors for the district. >> Okay, thank you. >> Okay, I guess we'll move
on to item 10, board comments. Any comments from board members? I've got a couple things. One, I want to ask Matt about the No, it's okay. The uh the the Dutton sale and and the uh greenhouse. Uh any update you want to provide us on that? >> We did have one bid come in to purchase the Dutton greenhouse. Um and we accepted it and offered it to them. Um and they chose to withdraw that bid when they realized the moving expense. And uh they also had a a conflict in their uh zoning ordinances. So, but uh so nope, the greenhouse did not sell. >> So, what do we do with that now? >> Now, it's part of the property that is sold with the property. >> Okay, great. Thank you for the update. Um just
for the community to know, we're about to embark on our superintendent evaluation. The board is going to be working hard reviewing the self evaluation and our evaluations between now and the end of December. our December meeting, I should say. So, I appreciate our our board and the time we're going to put into this and looking forward to getting through this process. All right, on to the last item. Motion to adjurnn. >> So, moved. >> Second. >> All those in favor indicate by saying I. >> Those opposed, we're journ.
