good evening if I everyone have everyone take their seat or actually excuse me rise for the president Pledge of Allegiance do not take your seat thank you all righty we got a packed house lots of new faces I'd like to remind everyone that this is a business meeting and so we ask everyone to conduct themselves as such um if you feel the need to interrupt the meeting you will be asked to leave um moving on item 1B approval of the AG agenda items for discussion I move at the agenda for March 8 2024 regular meeting be support I motion um to add to the agenda the original motion was uh made by Mrs Coleman and supported by Chris Costa Mr galeski motion to add so what are we adding yes I'd like to add um

open discussion right before the committee and building reports um right after the call to public and then right before the committee and building reports to address any concerns that the community may have you have off they disrup all right so we had an amended motion by Mr gesi to add open discussion as item one F am I hearing that correctly yes supported by Mr ker any discussion hearing none voting on the motion to add open discussion to the agenda Mr goleski yes Mrs Coleman no Mr Casta I'm not I mean I know that we're be on the opportunity to talk about it but I'm not sure why we would be adding this my vot is no yes this is Bal yes and I even know that motion um drops it doesn't f or pass now

was that we actually voted on so I'm just going to take this opportunity to read it and it's titled Heartland Consolidated School District Board of Education resolution on freedom of expression for school board members whereas the Haron Consolidated School District Board of Education recognizes the importance of open and transparent communication within the board whereas fostering an environment that encourages the free expression of opinions is crucial for Effective governance and decision making whereas the Heartland Consolidated School Board of Education values the diverse perspective and experiences of its board members whereas the board acknowledges the need for individual board members to express their opinions on matters relevant to the school district during open meetings now therefore be resolved that the Heartland Consolidated School District Board of Education affirms the right of each board Bo member to freely

Express their opinions on matters related to the school district both during board meetings and in other public forums provided that such expressions are made in their capacity as individuals and not as official representatives of the entire board be it further resolved that the Heartland Consolidated School District Board of Education encourages open and respectful dialogue among board members recognizing the diversity of perspectives within the board be at first the resolved that the Heartland Consolidated School District Board of Education will not take punitive measures against any board member for expressing their opinions as long as such expressions are within the bounds of the law and do not violate the board's code of contact be a further resolve that the Heartland Consolidated School District Board of Education will Foster an environment where board members feel comfortable expressing their

dissenting opinions without fear of Retribution be it further resolved that the Heartland cons Consolidated School District Board of Education will periodically review and if necessary revise its policies to ensure they align with the principles of freedom of expression for board members this resolution is adopted by the Heartland Consolidated School District Board of Education on February 19 2024 and just again for the public this did not pass but I wanted to make sure that all those in the community who did not have a chance to understand what we were intending to vote on had the the knowledge of what was contained in that resolution any further discussion on the consent agenda hearing none Mr golaski yes Mrs Coleman yes Mr Costa yes Mr Keller yes Mrs bondal yes let ask that passes item one D superintendent

less than a month and a half for seniors if I'm not mistaken and then uh two months for the rest of our students so um the end of the year will come quickly and again come back safe and ready to finish the year out strongly so so ends the superintendent report item 1 E call to the public I do want to again remind everyone that please respect the individuals that are speaking at call to the public if you interrupt people you are not going to be warned you will be asked to leave for those of you who have not excuse me been to our call to the public you have three minutes I will wave this right to envelope at 2 minutes and 30 seconds so that you know you have 30 seconds left it's

a visual and then you can wrap up one of these days I promise I'm going to get a shot clock like in basketball all right first person I have Bill no all right moving on Christina like I'm sorry if I put your names please just say your name when you approach the you're close it's Christina like you like somebody but it's f with a why so good evening my name is Christina L I am running for state representative and one of the reasons I'm here tonight is education is a huge priority for my campaign for our campaign our team is focused on that and one of the things I would like to do tonight is thank each one of you that's on this board I can tell how much passion you have for our education

for our children and I'd be loving to help work with you as your state representative thank you next we have um Janine a hi my name is Janine and I'm a resident of Po Genoa Township and um I've lived in this area for seven years now and I've come to um to know quite a few people and and this is a beautiful community and I also just want to say thank you for your service to this um School District I know it's um thankless job so I really sincerely thank you all um I'm here to just um support the idea that um if you have um if you are a female you should go to the girls restroom and if you're a male you should go to the man's bathroom and and I don't want

to get into biology but if you have certain biology you should go to the men's restroom and if not if you have you know biology you should go to the wro it's very uncomfortable for students um to have a mixed bathroom so I just wanted to put that out there and and I wonder if uh there's a policy that you can set as board members um you know to uh to make it more comfortable for um students that they when they go to the bathroom they're not surprised by someone of the opposite sex thank you for your attention Mrs Barbara tankovich thank you once [Music] again the culture of this current world has perverted god-given Common Sense instead of using common sense to handle a confused child think of the future consequences and I'll have

some scripture as usual John 33 Jesus answered truly truly I say to you unless one is born again he cannot see the kingdom of God 14 that whoever believes in Jesus may have eternal life for God so loved the world that he gave his only son that whoever believes in him should not perish but have eternal life for God did not send his son into the world to condemn the world but in order that the world might be saved through him whoever believes in Jesus is not condemned but whoever does not believe is condemned already because he has not believed in the name of the only son of God and this is the Judgment light has come into the world and people love the darkness that's our culture today rather than the light because the

works were evil for everyone who does wicked things hates the light and does not come to the light lest his Works should be exposed 1 John 1 ver6 if we say we have fellowship with Jesus people that call themselves Christians while we walk in darkness we lie and do not practice the truth eight if we say we have no sin we deceive ourselves and the truth is not in US 10 if we say we have not sinned we have Jesus as a liar and Jesus word is not in US 1 John 24 whoever says I know Jesus but does not keep jesus' Commandments is a liar and the truth is not in him 15 do not love the world or the things in the world including this current culture if anyone loves the world the

love of the father is not in him for all that is in the world the desires of the flesh which is what we're dealing with today and the desires of the eyes and pride of life is not from the father but is from the world and the world is passing away along with its desires but whoever does the will of God abides forever eternally 22 who is the liar that he denies that Jesus is the Christ this is the Antichrist he who denies the father and the son no one who denies the son has the father whoever confesses the son has the father also thank you one thing we're going to be celebrating Jesus's death and Resurrection and Marie Arbor my name is anarie Arbor and I'm a freshman at Harland High School you may

know me because at the November board meeting I spoke about my concerns regarding biological boys being in girls bathrooms this meeting can be viewed at the on the Heartland Schoolboard meetings YouTube channel and I'm spoke at minute 56 now three months later as far as I know policy has not been changed there have not been any discussions surrounding the issue there haven't been any new safe safety features implemented but maybe I'm wrong because I never received a single email from any board members in response to my unease the only feedback I did get H is from a teacher who had a conversation with her class about the invalidity of my concerns I am especially disheartened that two of the the seven board members did not even acknowledge my presence in the individual board reports after

the call to the public I'm upset that the people who are supposed to protect students don't even seem to be listening to what they have to say so I told my parents that I was going to try again I refused to let this issue be ignored to all the parents and students listening who feel upset about something that's happening know that you do have a voice I'm choosing to use my voice today here standing beside me are three Brave peers of mine who want to support the effort to protect themselves and their classmates others were unable to attend the meeting today but are joining on Zoom with the name protect all students as you can see this is not a made of issue it is a problem that many students are struggling with maybe not

every student has been in the bathroom with someone of the opposite sex but the fact that this many people have or are worried about about it is reason enough to have conversations I hope that the board members will will acknowledge the students who they agreed to serve the moment they were elected it doesn't take an adult to realize that it's messed up to let males into a space as vulnerable as a bathroom with females I have been in the bathroom with a boy five times this year I've seen his unmistakable male face and heard his deep unmistakable male voice my parents have looked into self-defense classes so that I can be prepared in case anything bad were to happen I have classmates who are avoiding school bathrooms because they don't want to be in there

with someone of the opposite gender and I'm not saying that identifying as transs equates to having harmful intentions but there are real stories all across the country what if a girl were taken advantage of by someone with male genitals who identified as a girl or what if a trans student were hurt because he or she went into the bathroom of the opposite sex and someone in there felt threatened by him or her are you as a board really going to wait until God forbid something like that happens to make bathrooms more secure I implore you to at the very least add better safety measures for the sake of all students next we have Karen Fox hello uh my name is Karen Fox I am an IND District voter of Heartland Consolidated School District first I

wanted to alert Harland Community Education Center that you still have a convicted felon listed as your director of Heartland uh latch key at Lakes you might want to investigate and get that updated as Jennifer Turner uh as the former director of lak latch key may have um a negative impact on the latch program when parents are looking for Quality daycare for their children within the district Jennifer Turner was a convicted and embezzled um she embezzled thousands of dollars from the harling Consolidated School System back in February of 2022 over two years ago yet the website still shows this person as the Director ctor on the online catalog under registration for latch key before and after um school programs want to look at that secondly I came here to urge the board to consider developing a

comprehensive change in policy regarding biological boys AKA trans girls who still have male genitalia in intact using the girls bathrooms and showers and changing areas however let me be clear I am Pro lgbtqi I8 plus community and and would want the best for resolution for all students I understand this is a controversial and emotional issue for everyone which means this Board needs to collaborate develop and initiate and vote on a suitable policy that will work for all students from what I understand there hasn't been a policy change implemented to this issue as of this evening please make this a priority as it's essential for all kid kids to feel safe in the restrooms locker rooms and changing areas when they need to without fear or discomfort I am aware that the Elliot Larson Civil Rights

Act um expansion allowed this to happen it added gender expression and gender identity as a protected class the guidance that the Michigan school systems are receiving from the state of Michigan say that you must let this happen however we can still create a new policy that is safe and creates friendly environment for all kids maybe possibly have a gender neutral facility as an alternate just something to consider the current school policy on this is unclear to me as I'm sure it's unclear to others sitting here as well lastly I wanted to express my displeasure that we have seven school board members sitting up here and we are not able to hear their thoughts or opinions of ongoing issues within the school district of outside of their committees that they are appointed to by taking away

their public board reports during these meetings disenfranchises them and the community members who elected them to leave this change in in Boe meeting policy by removing individual board reports has silenced each one of their voices and silenced their Community as well Mara Dex my name is Marsha dicks I'm here to oppose trans boys and girls using the bathrooms of their chosen gender be sure to know I'm not against the transgender Community I feel this is between the kids their parents and God but what I don't understand is why teachers won't open up their bathrooms to the trans boys and girls making it clear to all of them that you're not discriminating against them against anyone you're only attempting to make all feel comfortable and end this hoopla after all it was their choice what sex

they want to be and concessions need to be made because of that choice right now you guys are bending the knee to the minority risking the health of the majority and throwing the dice of a possible lawsuit in the future I really hope you all use your common sense put an end to this thank you Denise oconnell good evening I'm still in disbelief that I have to even stand up here and speak about the situation that's going on in our schools my schools I'm a TA taxpayer I have been for well over 20 years that said after years of parents fighting for girl Sports my mom was one of them it took her five years to get the equestrian team started in how it's not just that one I can't believe that we're having this

discussion and that the so-called Educators in this room think it's not an issue protecting our girls I don't understand it we are living in a society that has no problem killing our babies so I guess it's not too far of a stretch to think that our schools are not going to protect our young ladies it's way past time y all stop with the lies and stop abusing our girls stop it you were all elected some of you appointed and paid to take care of our schools it's time you act that way I'm completely stunned that you have removed the board reports that's got to come back the community elected these people to have a voice at this meeting please bring the board reports back and after hearing about the uh Express freedom of expression that

was voted down are you kidding me we're in America these people represent us let them speak let them speak and on a side note Mr Hughes I think the community needs to know about what happened with the do J investigation and the resolution to supposed hate in our schools thank you very much Jason Wolford good evening I'm Jason Wolford a how Native living in how nearly 46 years 15 years ago as a private citizen the United States Marine I stood for kids at how high school How High School uh was was my school I graduated from but how decided to allow the posting of the homosexual flag in the main stairs meanwhile other special clubs were denied their posting of their Flags after a yearlong fight and standing with the kids the Traditional Values Club

was able to post their flag eventually the goal from was to fly the only flag that should be flying and that's the American flag of which the only flag that allows true diversity protection and personal freedoms and I want all of you to know on this board and and Chuck we won the superintendent was gone the board members were replaced and the American flag was the only flag to fly I'm here once again I'm here once again standing to have as a United States Marine and a and a Michigan State House of Representative candidate to stand for the injustices and the the fear that these young ladies have talked about tonight and as I understand there's no policy for keeping boys and girls out of each other's bathrooms which therefore allowing young men and women

to go into each other's bathrooms which is actually an untrue statement because you have implied policy by posting signs such as boys bathrooms girl girls bathrooms teacher lounges and teachers bathrooms Etc what policy are you enforcing what policy are you enforcing that has much less offensive uh attri UT such as a kid coming into the Teachers Lounge policy on bullying if one policy doesn't need to be followed then you as a school district in fact are bullying children by choosing to enforce the some policy and and and not other policies so tonight you're telling me and the students that they don't have to listen to any policy since you want to enforce some that you deem safe or those that are non-confrontational it sickens me to hear little girls have to get up there and

risk their safety and their freedoms to fight for themselves my question is where are the men where are the leaders where's the principal Chuck I went to school with you what in the hell happened to you how come you're not standing up for these children The Washington Post reported at a school being sued for $30 million in Virginia due to a 15-year-old girl who was raped when a younger man wearing a student assaulted her and raped her in the bathroom in Stonebridge High School in Ashburn in of May of 2021 if you're not willing to protect the girls from perverts going into bathrooms and what in the hell are you doing on this board and in closing we we as men and women are called in leadership and designed by God to be protectors and

I want to thank Glenn Michelle and Greg who've told me that they've tried to get policy to keep boys and girls out of each others bathrooms and now my opinion the Ford board members and you as a superintendent if you're not going to stand for the safety and the protection of these young girls you should be fired and voted out TR I'm calling on you to the man that you need to be the man that I once knew to stand up for these kids and in closing since there's much confusion on what a boy or a girl is let's make it simple put a picture of a penis on one bathroom and a vagina on the other and now we know to go to thank you H Robinson good evening my name is Connie Robinson

I a longtime Hartland um resident and I appreciate the opportunity to speak this evening so when I saw the administrator contract rollovers on the agenda it jugg my memory regarding superintendent evaluations um after deciding not to use the last superintendent evaluation I believe on the advice of an attorney I'm wondering when we can expect the next evaluation process to begin according to the Michigan Association of school boards superintendent evalu ation is a 12-month process as you are aware there are five meetings involved for anyone who is not aware the first meeting is a planning meeting that occurs at the beginning of the year in which the evaluation is to occur that meeting is open to the public after that there are four checkpoints consisting of two informal meetings in months 3 and n a formal

meeting in month 6 that is open to the public culminating month 12 in the formal evaluation meeting also open to the public I know that this is only the second of a five-year contract just asking for an update nobody likes surprises next I'd like to speak about the bathroom use policy I understand that Elliot L Elliot Larson Act was amended last March however School bathroom use is not specifically spelled out and will depend on attorney interpretation it seems for now we need to come up with a solution that is fair and promotes safety and equality for everyone because current bathroom policies appear to cater to the feelings of a very small minority what about the feelings and rights of the rest perhaps even a vast majority of kids who don't want gender mixed bathrooms we're

supposed to be inclusive right isn't that why we have a Dei committee it seems to me there's a simple solution to this why not have girl bathrooms boy bathrooms and then gender neutral bathrooms for both girls and boys everyone gets a choice choice which will ensure that everyone's rights feelings are protected equally and for those who insist the problem is being created I submit that there's a chunk of parents a large chunk who aren't even aware that bathrooms are now gender mixed kids who may not feel safe may not likely comp complain to their parents for fear of being targeted if a parent complains you can't really say the new bathroom policies are not a problem and are just being created until take you until you take the Pulse of the community why not mail

out a short survey to every student's home to to um home to assess Community opinion for now it seems to me offering up three different bathroom choices would promote fairness inclusivity and be within the parameters of the amendment to Elliot Larson it certainly could work but only if all parties truly want fear and Equitable solutions for everyone thank you C so it's about seven months since I've been here I know this board is aware of many parents who like myself Express serious concerns regarding our safety at Schoolboard meetings um these been very hostile and dangerous and there's been a lot of real world repercussions as in the stuff going on of people gpsing my address signs being stolen off of my property my mailbox being shov full of sticks and stones and I'm not the

only one this has become just a dangerous environment and since we've not been able to safely participate we had hope that we could weigh in uh via Zoom for call the public or that the suggestion that meetings be moved to zoom entirely but that was denied and the voices of our marginalized families have effectively been silenced so therefore I would like to use the rest of my time tonight to hold silent space and give you all a chance to really reflect on that please take this time to think about the parents and kids who are scared the ones that are being underrepresented due to the bullying and intimidation that goes unchecked during these school board meetings for [Music] for thank you for this time La can you please raise your hand so we get you

a microphone come on I don't know where you are I couldn't see she's coming right there hi I'm here tonight just to say that um I feel that a majority of you guys on the board because there's four of you that sold your souls to the devil for allowing this and putting our kids through this and I wanted to say thank you you guys for doing what you did because it takes a lot to do what you did and I and I love you for what you did Y and I'm sorry you had to go through this it's disgusting and it's disgusting on both sides it doesn't matter if you're straight or transgender I have transgender family they think this is wrong nobody wants you know my son feels uncomfortable to use the year note

because they might have a girl who identifies as a dog or a cat and says she's a she and comes in and looks at my son I mean that's just wrong and disgusting you shouldn't put any child through this and you know sooner or later you're going to be held accountable for your treas and his action because unconstitutional what you're putting young children in the hands of let me see um people who can molest them take advantage of them rape them and you're making these children you know they're afraid to come in and say anything because they're getting attacked at school so it goes both ways doesn't matter what color what trans what streight you are doesn't matter and the four of you that vote for this you know who you are I can't wait

for the day you held accountable because it's coming and you don't think it is but it is thank you Michelle thank you Greg thank you Glenn even though the fourth is going to be coming up pretty darn soon and all of you that vote this in you know damn well in my opinion I think there's money laundering going on because nobody in their sick mind would allow this to happen in our schools so just remember that when it comes up we all know who you are and you are going to be held accountable for re and his actions putting these innocent children in the hands of pedophilia and you're allowing it and that's all I have to say h good evening everybody my name is Holly Naylor I'm the mom to three current Heartland school

um School District students including two high schoolers a boy and a girl there's been a lot of chatter about bathrooms lately so I actually decided to ask my kids what they think about this issue um neither has never felt threatened uneasy or even concerned about the genitalia of the person sitting in the stall next to them here are a few things that the two my current two high school students think are in fact more important than us spending literally hours over months having this conversation number one make sure all the bathroom locks on the Stalls are working some of them have to be kind of jammed with toilet paper to keep them from swinging open which is more of a concern to them than who is private using the stall next to them number two

low levels of class participation um from many of our students my kids wanted to be sure that you understood that this is not the teacher's fault but that the teachers are working really hard and kids have their earb pods in they're not pay attention they're not engaged with the lesson which is something that has more to do with the parents in this District than the teachers but that is something that they think should be a more Focus to the school board than who's using the bathroom finally something both of my high school kids think is way more important um they would like to encourage everybody to buy their tickets to Mary Poppins it's going to be a fantastic show that was all I was going to say just wanted to try to bring some levity

to this conversation um but after hearing some of the comments today I have to say I'm here saying this for my kids because I don't feel safe having them come in and say this themselves based on the attitude and the hostility that I felt all around me in this room I understand that people have deeply deeply held beliefs I respect the students for getting up it is not easy to get up and say this in front of people whether you're an adult most certainly not if you're a student my kids aren't here because I feel that if they had gotten up and said the same thing then they would have a Target on their back and I'm not willing to put them at risk like that and here's the thing about policy and bathrooms if

this school district has a policy that anybody who harasses or assaults somebody in a bathroom will be appropriately dealt with and handled and held accountable for their actions that is all we need I don't care who it is that hurts another kid in the bathroom the data shows us that the students who are being discussed most tonight are not the ones who commit the most assaults okay the only policy we need is that a kid hurts another kid in our schools they will be punished that's all I have to say thank you and no crow hello my name is Kendall craft and I'm a current freshman student at Heartland high school I'm here tonight to hopefully find a solution to the issues that we as students face as it currently stands there are no standards

or rules in place for bathroom use in terms of transitioning students this directly impacts bathroom usage I find it difficult to understand why I have to feel uncomfortable using the restroom because there are boys with mustaches who identify as women and they're with me there are no rules in place to help me feel safe in this situation there are only double standards tomorrow I could cut my hair short and say identify as a male and walk in the male restroom but I won't ever do that because I'm very proud of being a biological female about two weeks ago I walk out of the bathroom stall to be face to face with what appears to be a male but it's a so-called transitioning student I try to avoid feeling unsafe by using a ring farther across

school yeah I'm punished with the tar because I am late to class I'm here for a solution and I want to feel comfortable in a school bathroom I want to be heard I want to changey be good evening I'm Tiffany beard and I'm excited to share with you that I'm officially running for Heartland Schoolboard I'm a graduate of heart or sorry I'm a graduate of Heartland I'm a graduate of Western Michigan University with a bachelor's degree in Communications and I am a former marketing director and substitute teacher I am proud to share share that Harland has been my home since my days at Lakes Elementary through to my graduation from Harland high school I had such an amazing experience here that when my husband Tim and I were deciding where to raise our family there

was no doubt in my mind it had to be Heartland schools as a dedicated parent and active volunteer within the school district I've made it my priority to be deeply involved in my children's education and in our community but there are some important issues that we need to address together and I'm ready to work to get us back to to where we need to be as a community I believe in the power of collaboration and empowering parents as a board member I will work to build Bridges within our community ensuring every parent and educator has a platform to address concerns without repercussions and that they feel heard and valued we all deserve a voice and a platform to express concerns without fear of retaliation I will advocate for our teachers ensuring they have the support

that they need to thrive together let's Elevate Heartland School to new heights to soar like the eagles we are let's create a community where every child and educator can succeed and every parent feels empowered if you want more information on myself my platform and what I stand for you can find my website be forhe heartland.com or follow me on my Facebook page beard for Heartland thank you for your time je Scott good evening my name is Jeff Scott I'm a father of three students in the Heartland Community School District and am a candidate for the Heartland School Board in 2024 first of all I want to give you a quick update on the foyer request it was a Hot Topic last month the district was caught withholding several emails from the release and after the

embarrassment of last month's meeting the district turned over an additional 75 email threads which had been wrongfully and illegally withheld from my foyer request in a follow-up foyer I asked for a couple extra emails put an additional request and was given a quote of over $250 for just a few extra emails which I thought was retaliatory and unnecessary and I have appealed that feed this all just epitomizes the lack of account ility and transparency in this District at the highest levels and is one of several reasons I have made transparency and accountability the Hallmarks of my campaign for school board I see that tonight you're going to be voting on some bio amendments as well which have to do with the divisions of power in the district and while I understand the need for adjustment

to Changing State legislation primarily tonight's bylaws remove power from the people in this room and the rest of their parents and taxpayers Via our elected represent atives by transferring those powers to the superintendent I don't think that's right and frankly I don't see a reason for it it's just one more signal from this District that you do not respect parents or voters and you take every chance possible to move business behind closed doors instead of in this room in front of this community so please please do not vote to strip us of our representation you're also voting on some changes to the superintendent evaluation process and have created one of the most complicated and convoluted bylaw amendments I have ever seen in my life I don't understand the need to include old processes and new

processes when you can just wait a couple months and pass one Amendment which would solve everything I'd rather you take the time and do things right rather than to try to pass this convoluted Amendment especially given the fact that this board has failed to properly and legally evaluate our superintendent for two years due to the malfeasance of past president Costa you should be using this time to follow the masp protocol for the superintendent evaluation which includes open board meetings to discuss the superintendent evaluation criteria benchmarks and deadlines why have you failed to meet the masb protocol that you have adopted and outlined on the Heartland Community Schools transparency page instead again you make decisions behind closed doors and continually fail to be transparent with this community we ask that you do better carry out the

transparent process that you have adopted instead of continuing to do business as usual thank you Larry Parson hi everybody for those of you that don't know me I'm Larry Parsons and I live here in Heartland I've moved here 12 years ago it's a wonderful place we love it so a lot of people there's a lot of stuff going on in the community people reach out to me on a podcast a lot of parents are telling me about their daughters who are afraid to use the bathrooms even rumors of girls that have accidents in school because they fear using the bathroom so much I can't imagine being that scared in school I graduated from wal Lake Western High School a long time ago such policies never would have been tolerated could only imagine what my dad

would have done if somebody walked into the school behind my little sister or excuse me walked into the bathroom somebody before me mentioned about a 15-year-old girl in Virginia that was raped in the bathrooms by a transgender student I can tell you what it's like to have a daughter that's been reaped can tell you what it's like to look into her eyes with a swollen face excuse me her private parts destroyed you can't even tell who she is is that got to happen here is that what it's going to take for you cowards to take action we later buried our daughter from a fent I pray that no parent anywhere has to go through what my wife and our family went through just a couple years ago I would pray that happens to nobody $30

million lawsuits been filed against the school system I believe it's Lowden County Virginia right here in Michigan and Vicksburg there was four female students walked into a school with a nude male now you got a massive million-dollar lawsuit being filed there how far has this crap got to go don't pick on on transgender people people are people everybody treat everybody equal best thing you can do is protect everybody equally three bathrooms boys girls transgender keep everybody safe let's protect the kids but what's got to happen before you wake up you know what qualified immunity is it goes out the window real fast when it comes to gross negligence I don't know what to tell you have a good evening caryn Phillips hi everyone my name is Carolyn Phillips I'm a senior at Heartland high school

and I'd like to talk about some of the injustices I've seen discussed the school board this far people who are representing my peers are people who have not stepped foot in our high school in over 20 years people who have not truly seen what has been happening they're speaking for their students without talking to their students about what's going on the lgbtq students are schools are using gender neutral bathrooms in the offices and in N nurses area they have access to those students who feel scared that they go to the bathroom can use those bathrooms at their discretion the real issue is the vandalism and vaping and drug use that happens in our bathrooms what about aid for those students aid for those students who need help with drug addiction those students are the people

we should be looking out for right now and our lgbtq students who feel scared to go to our school taking away the rainbows that represent them making them feel included in a place that is so isolating that is so difficult to be a part of as a student the only thing I want is to feel accepted with my peers the only thing I want is to see all of us treat equally and I'm so sorry there are students who feel that they are unsafe at our school that is the last thing I ever want but I also want to know there are resources available for them to be able to feel safe at our school they just have to look for them and ask for them those resources are at their disposal all of the

time and I'd like to touch on how there was a teacher who was recently discussed I was one of the students who brought that up it was not this teacher's fault that um an arbor was talked about in that classroom so if you would like someone to BL it is me not that teacher because Heartland high school has lost one of the best teachers we've ever had because of that our students need support from our teachers not isolation thank you Asher Smith hi everyone my name is Asher Smith and I'm a student at Harland High School I am here tonight to set the facts straight the notion that school bathrooms are unsafe because of transgender individuals is a baseless lie as a student I'm here to set the record straight and advocate for a reality

check when it comes to their safety in schools I don't agree with the lies that are being spewed today one of the most important things that I believe for that our school needs is safety I believe that our school does feel safe we have bathrooms in our offices for one use at a time and therefore male and female students so whatever you can identify with you don't have to feel unsafe to my knowledge I haven't had any experiences or had friends with any experiences that they feel unsafe in bathrooms who's talking today are the parents of these students or people that don't even live in Heartland in a Heartland School District the people talking today about the bathroom policies aren't people that even vote for these Schoolboard members I believe that they shouldn't be here

today and they shouldn't be talking about Heartland if they don't live here the real threats in school aren't transgender students it's drugs vandalism and other tangible issues that affect everyone's safety to my knowledge there there's only one school bathroom for um female students that is open right now in our school that is because of the drug use and the vandalism in our school now these students that are supposed to be in female bathrooms are not even using that bathroom they're using the one-time use bathroom to my knowledge the people today that are speaking on the bathroom policy again are not are not students they are parents the real reason that our bathrooms are concern is because of the vandalism and behavior that transpires thank you for your time hello hi everyone uh my name is

Ellen yon I'm a proud alumni of Heartland high school at least I should be proud proud alumni of Heartland High School class of um I uh managed to exhaust the school's entire supply of math classes believe it or not that's a little funny story from from uh from when I was in school so I want to talk about safety a little bit as a transwoman I know what it's like to be made to feel unsafe by the people in this room I'm going to be honest with you I because of the people in this room I legitimately feel more safe walking around in areas of Detroit that I don't know in the middle of the night alone than I do walking around in my own Community Heartland Michigan I'm a resident of Harland Michigan by

the way anyways so it's no wonder that you haven't heard many trans kids speak at these Schoolboard meetings lately because you know what happened the last time well I'll play the record I'll I'll play the recording of the last time a trans kid spoke here toed [Music] about after I came out changed in terms of school I had people call names picking on me yelling at me my high school on the way home hadool follow home not that's not AC fown adults children vulnerable you know what after during that speech that student was heckled by this man sitting on the school board right now this man heckled that student that is wrong please finish up I'm sorry Mecca hi I'm mea SHI I'm actually a resident from youorn graduating from the Deo Public Schools district

and I've come here because of seen a post saying that um people will been coming up here from Dearborn and like speaking out at these meetings in opposition towards trans kids being allowed to use whatever bathroom if you're comfortable I want to say this this that this does not represent everybody from De I believe that trans kids should be able to use whatever bathroom they feel comfortable in using and that they should be allowed to practice their basic autonomy as anybody else should be able to um hearing a lot of comments from people he made today it seems that this could be something that can be recognized by anyone that there is a place of transphobia of bgry in these people's hearts and that there is a lack of actually trying to recognize that trans

students face discrimination and are afraid all they're trying to do is just use bathrooms just the same as anybody else I don't think trans kids will enter a bathroom with the intention to harm anyone trans trans kids see everyday violence that trans people face we hear stories often of how we're brutalized and killed in this country so I don't I really don't believe that trans kids will go into a bathroom with any negative intentions and this belief that they are I'm not quite sure what it's founded in other than a lack of recognition that these people are who they are and there's speculation on whether or not these people's gender is valid I think that's very derivative and the GU um and also people should be able to openly speak during public comment without the

fear of intimidation and harassment from anyone whether they be on the board or in the community anybody should be able to be able to speak here especially trans and gender diverse students who attend these schools who are the comment who are the topic of this conversation they should be able to openly speak without fear of intimidation thank you good evening Lissa Fraser principal of lakes uh as some of you may be aware one of our Lakes fourth graders is battling brain cancer Hudson and his family demonstrate more strength and resilience than I could ever hope to have sorry um our L's family is cheering Hudson on and this week I wanted to share that we are doing Hudson week at Lakes each day staff and students are wearing or doing things that Hudson loves today

we had hats for Hudson and the staff wore our Hudson shirs tomorrow we'll all be in blue because that's Hudson's favorite color every day this week we have special activities just to show our support for the family in my opinion one of the most important things is that we're there for each other in our most difficult of times so Hudson to you and your family we're cheering for you and we love you thank youa there's anything you can do this please let us know maybe we can all as we walk around town right moving on to item one of committee and building reports starting with my right I don't have any word out I do want to thank uh for coming out um also thank to those high school students who speak obviously speaking in

front of such a large crowd as the high school student is not easy um so I appreciate the courage that those students took do that with that I'm all said good evening everyone just talk a few moments here on a beloved subject for me which is my my visits to farms uh recently I was able to attend uh popcorn day supported by the PTO so thank you for all the families who donate the dollar for the kids to have popcorn every day was fun I walked out there smelling like a movie theater so I enjoyed that uh fifth grade camp we had last two weeks big success for the fifth grade students thank you to all the staff and the volunteers who to help make that happen because it is a great great event for

all of our students to be part of so thank you we also recently had the reaching higher graduation at farm so congratulations to everyone who participated in that program and again thank you to everyone who helps make these things happen in the background and then lastly with Farms just to highlight that it is March's reading month so got to make sure everyone's filling up their tickets or the raffle ticket or the raffle drawing excuse me uh last month where was there was um some conversations around foas I want to thank Mr Hughes for his time to chat with me about some of the concerns that I had brought to to the board table last month I guess as a board I would like to see us uh consider um some further actions with respect to

ensuring that when we do complete a Foya that all the records are being properly shared with community so there'll be some probably future updates from the board hopefully on that subject and then lastly I just want to as a member of the Safety Committee I do want to make sure that you know the public is aware that there are things happening in the background and you know personally do I think it's fast enough no I think we we do collectively need to bring together some bring some solutions to this table that to make sure that we're protecting all of our students in the school not just um looking out for um one specific group you know we are all eagal so we need to make sure that everyone feels safe and it it bothers me

when I hear people say that they don't feel safe in our schools but you know thank you to the kids who came up and spoke and all the members of the community but especially our our Eagles so thank you for coming up here and so concludes my PL thank you Mr Mrs P thank you um so we're talking about board reports and uh committee meetings and I didn't have my notes when I talked about the safety committee meeting that I attended um when we did talk about um use of of bathroom for students um I will state like everybody else this is not about anybody's sexuality or transgender or a straight or anything like that it's about safety so everything that I do I want to make sure that every student's safe and um these

are the come some of the things that I spoke about so that everybody can understand what we talked about in our safety committee meeting regarding this subject MCL 750. 335a inent exposure uh this is a law that I don't know how uh we could not have a policy in place that would ensure that there's no indecent exposure to any students um so so I am waiting for a response on that one I spoke about that um I also asked for um quotes on gender neutral bathrooms because I feel that if we have more uh opportunity for uh girls to feel safe in their restroom their girls uh only bathrooms boys bathrooms and then gender neutral bathrooms um that's what I spoke on during uh the safety committee meeting um I also want wanted to know

um what uh what law we were pointing to because it's never been ruled on I don't think I've ever seen a lawsuit that's been ruled on about use of bathroom um and then I said what's what's worse if we were sued by a transgender student who couldn't use a uh female or male bathroom or a parent uh bringing their child who was attacked in a bathroom it's not about necessarily transgender what I keep saying is that they're still cre groups out there that will take advantage of the situation and that needs to be recognized by everybody um I also brought up the fact that I do believe that is men's responsibility to take care of girls I do believe that um I also um asked for um hold on said talking a lot let's see

I just don't want safety safety safety that's what's important to me and I uh am so proud of all the students whether you're for bathroom use or not bathroom use that you stood up and spoke you spoke Your Truth um you should not see any retaliation against it you should be very proud of yourself for having a voice um and uh I thank the parents and the community members because um I too share concerns and um I want to go on the record that I don't agree with uh the the lack of policy that we have at this school so I will help push for a policy one way or another thank you yes um I'd like to say thank you to meliss Fraser for bringing attention to Hudson and being fortunate enough to be

at that school um a few times making visits I I know that he's got one tremendous support system around him that's very good um the one thing that uh regarding the Safety Committee there was at one time a draft proposal um given for a safety policy now I'm not on the Safety Committee but I'd like to know where that stands what where are we at with that anybody on the Safety [Music] Committee I just most recently probably two Fridays ago had a conversation with um Greg if there's some outstanding items that need to be sent to the board um and him and I rattled off a list of things that needed to be kind of packaged together to send to the to the group at okay so it's just kind of stuck right now until

what I okay very good and of course um I would love to share more comments but we are a uh very uh neutered School Board here and we're not allowed to speak on certain things right now anyway so hopefully that'll change in the future and we will go back to board reports thank you I had the pleasure of meeting with Mr Howton in this week well this morning actually um and caught up on all the good things that are going on at the middle school and I have a few highlights to share there's a lot of great stuff going on there the unified basketball team is going strong they've had a few games and I believe they still have at least one more game left in their season um the eth graders all recently dived

visited the D Institute of Arts um and they tied this visit into their English um lessons uh they're studying narrative poetry and figurative language um and some will also need to write WR a poem about um some art that inspires them um that was a great trip uh the choirs and the band both had concerts recently um in addition both choirs actually did a fantastic job at Festival on Friday they both earned a perfect score in site reading and for anybody who's in music and has gone to Festival it's a pretty big deal so congratulations to them and to Mrs lassi um rling rling Team just completed completed a very successful season um of course they hosted The Optimist or competition um which I think we talked about quite a bit last time um let's

see there were 17 uh middle school students displaying art at the Howell opera house for the Livingston County Arts Council got art Student Art Exhibit congratulations to them for their art being selected and the Middle School archery team which includes uh members from farms and the Middle School finished first in the state for the 3D shooting and Bullseye categories Addison mock was the overall female champion at the middle school level so congratulations to Addison I also attended the uh Senior Center Advisory board meeting at the beginning of March um comparing this year's to this year to previous years and to the current budget the fundraising dollars are kind of low so they're doing some brainstorming to raise the more funds for the great Center and the great things that they do uh one fundraiser they've

already added in a new pickle ball tournament in May so if anybody is in pickle ball please check it out um as always karski does a fabulous job of doing her best to maximize all the grant opportunities that are available uh the Consortium on Aging has a spring Grant which can mean up to $1,000 to purchase some needed equipment the United Way 2425 Grant applications are due next month and the Trinity Health grant for mental Wellness is also at play we're working on a application for that too the five surrounding townships in including um Oola um are all continuing their financial Partnerships with the senior they make an annual contribution to help um the general fund um the center has actually recently purchased a new vehicle uh to replace about a 20-year-old Chevy Impala so

they've got a new Chrysler well new to them Chrysler Pacifica um which would be great for those smaller trips instead of utilizing the large bus that they purchased with the grant through our health last year um let's see events the Marty gr party last month was a big hit uh last week's Irish dinner was sold out and and um upcoming they have a live music concert at the Heartland Music Hall on April 12th which is a fundraiser um there's also a dinner theater event on April 18th and a spring music concert on April 25th which I believe is here in this building um and then just quickly I don't have very much to share because a couple of these items are actually on the agenda later for discussion but the Personnel committee did meet at

the end of February after our last meeting and um we did review in detail process for internal audit for teacher and administrator certifications there were issues that were brought up at the last meeting and um thanks to Mr Hughes and Mrs gach for um spearheading that and pulling all that together with Mr veps um I think that's all I have thank you thank you I do want to give a a shout out to all the buildings that are participating and reaching higher as Mr Keller had indicated um Farms had their graduation and the high school has their graduation on this Wednesday and so to see those kids grow through that program is really phenomenal and so kudos to everyone that participates and pulls those those um meetings together throughout our district um I know it's

a it can be a long eight weeks um but it's a very meaningful eight weeks for those students um and so pretty phenomenal program um I also would like to um to just applaud the the students that were up here again it's very hard to speak in front of a room we usually don't have this many people in this room and so for them to have the courage to stand up here and speak is pretty phenomenal so thank you to all those students that um in short your voice was heard um you know it's really appreciated and and you should feel very proud of yourself moving on to item 2A new and revised policies legislative changes I move that the Board of Education upon the recommendation of the superintendent when the assistant superintendent of personnel

adopts revised policy 0122 board powers and presented support motion by Mrs pulman supported by Mr Cot any discussion yes I'd um like to bring up a looking at that policy whenever it comes to board Powers um we uh have a continuing flow of the lessening of board Powers I'm looking at some of these changes and doing my own research on this topic um I came up with some conflicting information that I'm not real comfortable about with some of these changes and uh I think um most of you received an email from me I'm sure all of you did um regarding some policies with boards and Boards evaluations and such so I think this is something that maybe we um may want to push back a little bit and um take our time to really dissect

this when when did you send an email you oh it was just today and I didn't expect anyone to read it um it's uh it was at the last was one of the last things I found today and so I'm not you know I don't I didn't expect anyone to take a look at it so but I have a real uh um very uh apprehensive uh feeling whenever it comes to scratching out um powers in the board and i' like a little bit more uh TI to really dissect this um would you like to um facilitate perhaps um moving to the board that we amend to postpone am I hearing that you want additional time I I I would love to do that yes I I I amend to postpone for us but we're gonna

tryy out we have our cheat sheet over here procedure but um does anyone support this yeah okay we have a motion to amend to postpone action item two a any discussion on Amendment well is it the entire item 2A or just that first policy 0122 because all of the policies are listed under the same action item I would like to suggest all of them because you know they're all kind of intertwined with some uh changes that were made in the in the laws but they don't come into effect until July so I think we have a little time for us to to review these and how they impact the board they just came to like today Mr goes just to confirm your amendment is it for all policies or just the one well I was

just talking about the one but I I agree with um Mrs BL deal I uh because of the fact that there are a lot of uh changes in laws I we should take our time with this so yes all of them okay motion by Mr goleski to amend to postponed supported by Mrs blondel any further discussion I guess I would also just like to voice my support for this uh postponement I think there's some anytime we start talking about taking away board Powers which to me doesn't matter who's sitting up here on this board table it's it's to me more about who's sitting out there that we're representing and to to minimize their voice is very concerning to me and I think it's something we need to you know especially in of the additional information

that Mr goleski shared today so definitely in support of Poston only request is that we um perhaps can get some verbage back within the next couple of weeks so that we can all take a look at verbage that we want to switch into or switch out I so did you have any of you taken these questions to anyone here at the school and central office or any to no this came to late today it just came to late today with Glenn's email because it didn't you know it just said some of these some of these changes that are being made you know they're a little bit deeper than than just a simple change to a sentence so that's what prompted me to say yes I would like to postpone it but we have not taken

it to chalk at to anybody else we would like to get lawyer input as well legal input I would to see how this impacts the board so you were fine with the policies until that email today I the was I fine with it not necessarily I didn't think I had any reason to I guess question it like I do now but after once you read the the UN GL that you'll see that there are things in there that make you question what the changes are going to how they're going to impact okay and it will in Impact my vote okay so you're currently I just going to say so because we've had this for a month um Ian if collectively as a board we're we're not able to digest this in a month if we're

going to postpone it I mean I I don't I don't see the harm correct in in doing this because like it's true know these policies would technically go effect immediately correct is that true I don't think there's any immediate impact to operational flow some some are February some are July some are July most FL I mean again we've had for a month but if we're not collectively as a board ready I suppose another month but I'm interested to see what Mr go was because he realize that has caused such dismay all right we are going to vote on the amendment to postpone motion by Mr goleski supported by Mrs blal and it's to amend all of action 2A items just for clarification and for the minutes yes Mr go yes Mrs pulman yes uh Mr

Casta yes Mr yes M yes am a yes that motion passes item two B ban instrument purchase I move that the Board of Education upon the recommendation of the superintendent and Chief Financial Officer approves ban instrument purchase as presented and discussed support motion by Mr Costa supported by Mrs V deal any discussion hearing none Mr galeski yes Mrs Coleman yes Mr Costa yes Mr K yes Mrs mondal yes and I yes that motion passes item two c section 127 plan I move that the Board of Education upon the recommendation of the superintendent and the Chief Financial Officer approves the section 127 plan as presented support motion by Mrs Coleman supported by Mr CA any discussion um yes when would this actually take place I can help you with that um so after board adoption it

would it would take immediate effect gra would you want to talk a little bit about it just so yeah so the state of Michigan recently um announced a grant program that essentially reimburses um certain employees that are eligible um up to $200 a month to offset their student Lo payments um and so as we are participating in that program as a district however in order to ensure that that um those reimbursements are tax-free to our both um the employer the employer and employee we have to have a section 127 plan in place and it's it's not much to it not much substance to it it just basically says that we are approving this plan and um that's all we need to make sure that it's not taxable and uh further on that the plan itself

um really only permits um Grant funded educational assistance so it's not taking on uh a district funded um educational assistance program at this time it's it's just having US participate if it's funded by an outside Source would it have any effect like on future um educational Pursuits for employees or is it just for past expenses or yes so this particular program is is only for uh student loan payments that are currently outstanding um and that's what's currently in the state budget at this point um there may be additional funding in the future it just depends on you know the state and how they prioritize their budget in in future years um if if there's money left over from this program they might open additional cohorts it's just hard to say kind of what they're going

to do at this point um but if it comes down to it down Ro will have this I think and just to be clear there's no impact to the HCS funding correct correct this is all just a FL through any additional discussion heing Mr Goki um yes Mrs yes Mr Costa yes Mr yes yes and I yes that motion passes item 2D Peg Grant purchase I move that the Board of Education upon the recommendation of the superintendent and the Chief Financial Officer approves the peg Grant purchased as presented support motion by Mrs Coleman support by Mr Costa any discussion just a question so I noticed it's it's talking about Tyrone Township but is are there any other tone chips that offer this grant that we can utilize um the answer is no I have talked

with Hartland Township and they don't necessarily provide this type of grant funding they will if we needed them to buy equipment let's say we wanted to put content out to add to their Channel I forget what Harman townships is tyon channel 191 and so for all of the charter uh Spectrum franchise fees that everybody pays that has that in Tyrone Township the money flows in and then that can be used to help uh to provide content to channel 191 and what we've been working really hard with the last few years is provide more content so for instance in my updates and the things that I send you all you'll see highlights from the high school highlights films we send all those to be loaded so that people watch and if they choose to uh and

it gives our kids practice and we've had quite a few kids go off into the field in which they're working for TV studios and things like that so it's a good hands-on experience but these are monies that flow last year I think we got 9,000 a little over 9,000 for a a a computer board set the year before like 14,000 this is the largest we've ever asked but they have it housed and they're willing to allow us to use it to facilitate this purchase uh no cost there is a cost to District I guess just so you know to be a member cost us 1,500 bucks but for $1,500 we're asking for what 4274 not a bad deal Rachel anything to add no Mr you said it any additional discussion on that hearing none Mr

keski yes mman yes Mr pasta yes Mr K yes Mrs B yes and I'm yes that motion passes item 3A administrator contract rollovers for discussion I can jump in U I think I informed the board I think a couple of times now um that it's that time year that we roll over contracts for administrators the plan this is not my contract by the way just to clarify it's the administrative team that is all under board policy 1410 so you can go to board policy 1410 and see what's there very transparent on what our administrators uh are are are provided for being uh great administrators in our school district uh the rollover is a three-year roll over um anybody that's currently we have a couple administrators that are new we'd roll them in uh to a

three-year contract as well uh 2% each year of July for those three years and that's what we're asking to do that's what we'll be coming to you in at the next meeting to roll those contracts over um that's where we're at and you have mid your evaluations for review I'll mid your evaluations are done sitting in my office I think I did share that with the board that you can come in and take a look at her if you'd like to no problem y any questions anything on this item right moving on to item 3B district vehicle replacement is that you or Mr Marino that can be me and Mr Marino if we need him um last year we did not buy um I believe we did not buy uh Vehicles we bought equipment uh

with money that we have set aside for these purchases this year we have two vehicles that we'd like to replace as listed here in this package um we're looking at obviously um getting rid of a food truck that's a 2011 and another truck plow truck uh maintenance truck 2011 time for them to go it's just not worth maintaining them anymore they're getting a lot of rust on them so just want to replace that in our Fleet so that we stay on current any questions for Mr Mar Mr Hughes on the V I just have a question what are you going to do with the old Vehicles we we will either put them up for auction to see if we can get money for them and if we can't get our enough money we'll see what

scrap value is sometimes because the vehicles are in such poor shape you scrap them other times people will purchase them just to have an old plow truck sitting around the homestead so Matt will put those out to bid if we get bids great if we don't we probably just scrap them that's open the buet yes post on Facebook as well as our website okay good than you I just had a curiosity to just roughly ballmark how many miles do these things have on there were like 40 I'm sry about 40 or so yeah so mechanically are they salable at all or is it just a matter of body rust or while M's coming up you have a district inventory page and it says Fair good or whatever and and these two particular ones are poor

which means that they major rust issues and mechanical issues that our mechanics are saying we not wor fixing yeah so usually we're not putting a ton of miles on our vehicles because we stay within our district boundaries but we do uh they do take a toll Bas basically on the work we do so a lot of plowing a lot of hitting curbs and bumps and things like that a lot of Towing heavy equipment um and then unfortunately Michigan salt does a number on the body frames and so usually that's what is causing um uh the reason for the sale uh when we do sell them we do get some people that really want them some people that are only going to plow their driveway and so they really work fine for those situations um it's

more so they need to go because um when we're out plowing you know all our parking lots in the middle of uh 3:00 a.m. in the middle of a snowstorm um we do break down so yep cool do do we specifically pick the dealership just curious so uh the dealership is actually through the Mi deal it's a a cooperative through the state of Michigan um so certain dealers um uh basically go into the program um we have used GMC and this dealer because they've been the most successful for us um and actually the mechanics have asked to uh stay consistent due to parts and and things like that um some school districts I know how chooses Ford uh Doug our head mechanic likes the GMC truck and it's been pretty successful for us so y

thank you any additional items needed by Mr Maro you R away right item for a future meetings right here April 15 2024 at 6:30 um item 4B informational items anyone well not informational but I I did get a chance to um commend the DECA um team at high school H high did an incredible job um sending I think almost 20 20 people on the national so who theam yeah Calfornia aw any other additional item tomorrow at 6:30 pm in the um Auditorium here is he appreciation which is a great event in our community um every single year to appreciate the fine work with the youth in our community Community are doing um through their service and their actions and really just being good humans out in our community um so if you need a good
