where our mission statement is to educate, engage, and empower those we serve. And our vision statement is that we be the innovative destination district where I'll succeed. Mr. Wright is absent. Miss Bach is here. >> Mr. Heed >> here. >> Mr. Morris >> here. >> Mr. Thomas >> here. >> Mrs. Thomas >> here. >> Mrs. Sheel >> here. >> There are six board members present. We are call to order at 6:01 p.m. All right. If everyone please stand at base play. I pledge algiance to the flag of the United States of America and to the republic it stands one nation under God indivisible with liberty and justice for all. >> Okay. In the absence of Mr. Wright, are there any revisions of the agenda? Hearing none. Is there approval of the agenda? Was there a

motion? >> Motion by Mr. Thomas. Is there a second? >> Second by Mrs. Thomas. >> Miss Blackazy? Yes. Mr. Heath? >> Yes. >> Mr. Morris? >> Yes. >> Mr. Thomas? >> Yes. >> Mrs. Thomas? >> Yes. >> Mrs. Shufelt? >> Yes. >> Mr. Wright is absent. That is approved. 6. Motion is carried. Okay. Number four on our agenda, bond money funds. All right. Tonight we're going to have a discussion as to the 19.5 million approximately that needs to be allocated. >> I'm getting a little feedback here, but um needs to be allocated so that the IRS keeps their grubby little myths off of it. Um, I'm going to turn this over to Mr. Wagger and he is going to explain uh some of this the things that are on the table and have to be

done in a timely fashion. >> Yes, thank you uh for calling the special meeting tonight. This is going to be very helpful to the timeline that is needed particularly with things we would have to move forward forward for for spending on athletic upgrades. Uh I know last week we had a presentation at the committee of the whole meeting where the collaborative came in. They kind of went over a breakdown of what they could uh provide for upgraded athletic facilities and also items that would be for warm, safe, and dry in our other facilities throughout the school district. After the meeting, I talked to them a little further and I I really clarified what are the items that you desperately need to come forward so that we're in compliance with the timeline to be able to

spend the money and have contracts in place uh by the time we hit our April deadline with the uh federal government. They felt that the warm, safe, and dry things didn't require as much of the permitting and assessing items that are required by the county, by the state of Michigan. So they felt that those things we could wait and take a vote on those later. They did say that athletically we do have to proceed because that is what takes longer is getting on with the county and having the assessments done for the storm water retention and that's why they felt that we needed to make a decision at least on the athletic pieces by the end of October and hence why uh we called the meeting tonight. So in your packets uh I did a

breakdown uh kind of of if you took a lot of the suggestions they had and they broke it down kind of like an alleart style so that we could pick and choose like what are the things that we want to move forward with what are the things we feel are the most important and go from there. I also asked uh Jack Gerard and um Chris Simons, our operations director and our athletics director to kind of weigh in and give us their thoughts on what are the things that they felt are the essential like these things need to happen. So the first two items I put on your list that I kind of listed as priority one and two and they're in green were the ones that they felt no matter what we must move forward

and have these items on there. So the first one is kind of the basic necessities to make sure that our facilities at Taylor High School are safe and that they are secure. And these included upgrades and expansions to the concessions. Um that also included upgrades and uh expansion to uh restroom facilities out there as well. That would be part of that concession building that they would be expanding upon. New lighting for the football field, new fencing around the athletics area, a new designed entryway that would be much uh more welcoming and using like kind of the rod iron and be a a kind of focal point as people enter into our facilities. New sidewalks within the athletics area, demolishing the uh current tennis courts, upgrades to the video and audio systems that we have out

there. We would also include uh new equipment that we may need, but be that goalposts, be that soccer goals, uh be that tackling sleds, those kind of items that would be out there. It would be an upgrade in terms of utility needs as making sure we have electrical and uh water running to other areas on the field, even possibly to the sidelines um when we get into the design piece. And this number would include the kind of soft costs, fees, contingencies that are charged for, you know, the architects, for the construction management firm, those pieces. So that came in at roughly $3.1 million to do the kind of bare necessities that we would need out there. The second item that we kind of costed out separately, this would be moving the baseball and softball fields,

kind of placing them in a places that make more sense and make sure that they are are quite frankly going to be better to use, more usable than what we currently have out there. Uh, and this would also include field events for track as well. This came in at a unit cost of essentially $4.8 million. That included new bleachers for those facilities when they moved. It included press boxes for those facilities. This would be grass fields both infield and outfield for the baseball and softball. And um it was basically anything we would need to kind of have those kind of as set permanent uh sites stadiums for those events. The third item we costed out is for the football soccer field and this would be to put turf down on that facility. The unit cost

there and again this includes those architect fees, construction fees, contingencies in case it overruns. This was a unit cost of about 1.4 million. And this brings if you did all three of these items up to that point to a total cost of 9.3 million. If you went that far, this also then puts uh what's left for the warm, safe, and dry in our other buildings at roughly $10.1 million. The next item that was costed out was if you did a turf infield for the baseball and softball fields as you moved them. The unit cost here was at $835,000. Again, bringing the total up to a total expenditure on athletics at 10 point roughly 10 $10.2 million and that leaves 9.3 million uh left for those other projects at that point. In all the conversations that

we've had, um I think these are the ones where there was that most comfort level in talking to directors. Uh I also include in your packet an email from uh Mr. Simons that kind of outlines at least for the football and soccer field concerns he has like if you keep it grass how much it continues to cost in paint, how much it continues to cost in labor to uh you know chalk the field for events, how much it costs in terms of hours and where you are having somebody out there mowing that lawn, taking care of it, fertilizing it, uh trying to do what you can to stop the moles who get out there and uh do their business to the field And so that's something to consider as we get to that point. The

last three items we had on here and these were things we put as alternates. These are kind of things that we would like to get to, but it can be considered at a later date if it was something that we felt like we had money left over from other items. Or as I said tonight, it's uh the board will make a decision and if they decide to go ahead with these, then that is the decision of the board uh at this point. But we kind of put these as the things that would be a little lower down on the priority list. And the first one in there is adding tennis courts. This roughly came to uh $600,000. It drives the total up to 10.8 million. Uh I will share just from my own thought process

on this. One of my concerns with committing to doing the tennis courts right now is that I feel it's a strong possibility when the county comes out and they go and do their study of the storm water retention, we may need to be considering a retention pond somewhere on that property. And there's not a whole lot of places to put it. It's one of the reasons why this, in my mind, becomes an alternate because we're probably going to have to scope that out there. That's not to say there's not other places you could put tennis courts. We have lots of uh places on that property. We have parts of parking lots that don't get used all the time. So, there would be options in the future, but we may have a retention issue and that

might be something to to consider as an alternate. The next one on here was updating the practice fields. that would be roughly another uh $900,000 which would move that total cost for athletics up to $11.7 million. And the final was adding additional storage onto the current storage facility that is out there uh with the athletics and this was another $800,000. One of the reasons we put this kind of as the last kind of priority item is because when we extend and expand what's out there for the concessions and restrooms under the first priority of items, you may not need that additional storage uh that is proposed for this. So it might take care of itself through the other steps out there and hence why we put that as the last. Uh if you were to

do everything on the list, it leaves just over $7 million for those other items we talked about, the roofs, the windows, the parking lots, and other deferred maintenance costs throughout the district. Um and you'll see that we broke it down on the sheet so you have kind of a running total of what would be left, what it would cost, uh so that when you make a motion, we have kind of numbers in front of us, uh ready to do so. So with that said, uh >> let's have discussion. >> Um I'll start. So um being a baseball mom um myself, >> I truly don't know what the exact cost is for the press box um for either the baseball or softball fields. And I just think that's the cost we can save because it's not

>> it's truly just not needed. Yeah. um you know, parents get there late. Um you know, who's going to run it? Like what are we going to build it for? Yes. Because we're not going to have anybody >> in there. You could do the new like electrical and have somebody inside the home dugout do the scoreboard from there. But having an elaborate press box, I just don't feel is necessary. and you could take that out and apply that chunk of funds somewhere else. >> Yeah. So, I relooked at the numbers uh on this particular item uh earlier today. Essentially, the press boxes for baseball and softball because it's the only place that we'd need new. The one that's currently on the football, soccer is uh totally fine. There would be no changes there. It was

$600,000 uh for those two press boxes. So essentially if you took those off you would be able to add what the cost of the turf would be for the baseball and the softball. So I kind of reached out to Mr. Simons and I said if you had your brothers like what what is more important to you having press boxes on those facilities as we put them up um and putting the turf as an alternate or would you rather have the turf and put the press boxes as an alternate item? Uh he said the turf uh would be where he'd rather have it than than with the press boxes. He agreed with that sentiment. >> I know it's not the same amount of chalk, but you're running into the same if you don't do it turf

and you write and it's raining now, you are running into you got to have the quick dry. >> You're still chalking it. You're paying someone to cut, mow, you have to fill in dirt when it sinks in. So the cost, you know, it's not just the football and soccer fields that are going to run into the maintenance of >> Yeah. >> regular grass and the extra pay to cut the grass and paying someone to chalk it. You're going to run into that for baseball and softball as well. >> Yep. >> Um plus you're having freshman Well, maybe like some schools have freshman. So if you're running three teams, >> there's going to be a time where you're doing that twice potentially in one day. So, >> and I'll say this with the document I have

in front of you here where um that priority level three that goes down to, you know, turfing the football and soccer field. If you were to take the press boxes out and you were to add that turf for the baseball and softball, you would be coming in at that same number of that 9 uh 36 million. So, it'd be it's a pretty close to being a fair swap. >> I think that makes way more sense. And that is something too I kind of clarified with the collaborative today as well that that's something because tonight we're basically going to approve how much spending, how much money to put out there for the athletics. The next phase of this is we're going to be getting into the schematic design of what all this looks like picking what

the turf colors are, picking um the different uh rod iron fencing. All those pieces start coming up in the design. In that design phase, I clarified, could we decide no on the press boxes and add the turf instead? And they were like, yeah, that's totally fine as something that we did do in the design phase. So, >> I think it just needs to be something like we need to know if we're voting on this, we need to know we're voting no press boxes, we're voting for the turf wheels like >> and then later, >> yeah, >> in the schematic designs, then we can say whatever. But >> yeah, >> it needs to be said today what >> our goal is >> and then we need to follow through with that goal. >> Yep, that makes

sense. >> So I don't want to say like, well, we might do the press boxes or we might do the turf. We need to know. >> Well, I think it's I think we can clarify that night and be like that that's going to be an alternate if that's if that is the will of what comes up in the motion that that would make sense to me. >> I have another thing to add to that. Um, do we know what type of dugouts are going to go into the baseball and softball? Because currently right now they're just fenced. There's no um >> I believe that was correct. If I remember from what they presented last week, it wasn't. They weren't going to actually be pull in like dug into the ground. Um, because that was going

to be additional cost. I think it is going to be fenced like it is currently was my understanding. in like on the same level >> send a block or do they know >> I don't know that they have that part because that could be part in the design as well but I think that they were again looking at the cost piece and minimizing the cost. So I'm I'm going to say off hand from myware but I can find that out >> because currently I believe there's cinder block on the back. >> Yep. >> Right. >> Well there's nothing There is no building. >> Well, what we have there now, >> they're cinder blocks. >> Cinder block, >> but it's all >> and dug out can be changed through the years. >> Correct. >> Yeah, >>

they can always be swapped out. >> Yeah, >> if we go with just dugouts, they can always be upgraded in the >> correct >> when we have a few more bucks. >> Yeah. >> Okay, guys. My thing is with the tennis courts, I mean, I'm not a tennis fan and as more I thought about it, how do we prioritize that people that do play tennis are not more important than are less important than the football team and the baseball team, the softball team. >> So, I don't know how you do tennis out of it and I'm not a tennis fan, but I don't know how you tell the kids that do want to play tennis, they're less important than the football and the baseball people. Well, Chris had brought up that we like Huron ties

in with us for swimming that we tie in with someone for tennis. >> Yeah, but then we got to go there and then we got to get busing to go there. This ties into not having enough busing for >> the other sports, too. >> Well, if it's only going to be four kids, Darl, it's >> I mean, I just don't know how you tell those kids that they're less important than the baseball when they got turfed. football's got turf and then you got sports and >> well, as I said, my biggest concern right now is that I'm worried we're going to need that space for for other needs. Uh depending on what the assessment comes back, that's why in my mind it makes sense to be an alternate. It doesn't mean it doesn't happen. It

means a when we see where the funds are at the end, we could come back and reassess. But >> I know when we passed the bond, it was mostly for the high school. >> We have not anything to the high school yet. >> So now we're going to push the high school more stuff back to do the more elementary. >> I don't think it's pushing it back, Darl. I think it's >> guarantee this stuff is not getting done once we say no. >> There's always the hund00 million that hasn't been allocated yet. >> But the tennis courts are something the warm, safe, and dry. My whole thing is if if it's raining on your head at school, you're not going to school. >> Understand that. But what if the bond never got passed? Was the

worm safe and dry? What would you have done now? >> Well, what's happened in the past is that they've patched the the place that was rain being rained on. Okay. And didn't do the whole thing. We put band-aids on it. There were times when we were supposed to do new roofs and then something happened like four buses went down or I'm just using that as a an example. There was always a crisis. Um we we live on a shoestring. I know it looks like we don't but we live on a shoestring. >> I'm just saying whatever we don't pass tonight will never get. That's just a history tape. at all. >> Well, I say we pass it all. >> I agree. >> Pass all of it. And you still have seven, what is it? 7

million left. We've already used 12.5 um on elementaryaries and the sidewalk around the high school. Um, use the rest. Use what we have here, what you have laid out. Use it for the high school and then the remainder patch roof or do the windows and the elementaryaries. But you can't use most of all of this on elementary. I have a question about um like the practice fields. >> When you're saying add practice field updates, what does that entail? Like >> for who? like practice fields for what? >> So, we have the currently there's the practice field that's off to the kind of when you enter into the facility, it's off to the right there. It'd be kind of moving that a little bit. That's making sure it has the equipment it needs and making sure

that it's, you know, all the the ground has been leveled because it's going to need some shifting once you shift where the baseball field is. Um, and that's that's part of the saying that that would be there and be something that's considered. So, >> um >> I do want to say, uh because I know we talked about the tennis courts, um essentially if you were to take off the press boxes and then you add the in the turf and I said we'd kind of be in that 9.36 million. If you were to add the tennis courts, that would take that total to roughly 9.97 or just under 10 million as the total. Correct. And then that would leave the alternates as just the practice field updates and that storage. And uh when we talked to

Mr. Simons, >> he really was like, I don't think I need all that storage piece. Like that last one, that number seven, he was like, if you're expanding out what's available in that concession building, I don't think I need that. So I just want that to be on the table. That that was >> what like I'm the practice field. Is that just for the football team? No. Uh, marching band uses it. Soccer uses it. Like Yes. Lots of different entities use it. Yes. >> I know. Like when I was at the high school, the marching band we had, we used the parking lot. >> I mean, is that even an option to paint the field for the marching band to be on there? >> I There's lots of places that do that. That would be

an option. Yes. Yeah. >> What? >> If we d the football field, they start practicing. Well, they could, but I think why we are looking at doing practice fields is so that it's not overused, which then wears and tears and makes you >> Yeah. >> redo it soon. >> Well, and I think it's you get conflicts and demands for the the main field as well. Like that when I was a high school principal, that was not uncommon that, you know, our marching band wants to get out there, but it's also the football team needs to get out there and the soccer team needs to get out there and it's just a that's why you need those extra practice facilities. which I remember we practiced all four years on the park in the back part of

the parking lot. >> So if we're repaving the parking lot, >> can't we just pave the lines the marching band means? So that is their designated parking lot or practice spot. Um and then the practice fields are we just those are just going to be grass. >> Yes, they would not be turf. >> Okay. >> Correct. But that's putting in I believe when you're moving and shifting all that like I said you're making sure it's all level. I'm sure that's including new s. >> Yes. So it'll be tile so it'll drain. So be part of >> the drain the wash basin those fields are made but not as we won't be resting water under tile into the drainage system. >> Y >> and Darl correct me if I'm wrong. There is some type of drainage

out there currently. It's just stopped up because >> Oh, that's on the baseball field, but there is two drains by the practice football. There's two drains. >> Just wasn't taking >> baseball have drains, but they neglected to >> drain, you know, clean them out every year. You're supposed to not it's just it's like cement in there because we had ro come out or whatever come out and they said they can't even get their snake down just like solid. So, you just got to make sure that every year I think it's supposed to be done drained or snaked and drained. Just make sure they do that. >> Yep. >> They're adding all this new >> Yeah, correct. um your paper >> even if we exonate out on the like the press box. Um where they'll still

be able to do you think like get like if they're having a you know like senior night or something that will they'll still be able to do the audio or video situation out there like if we have just the plugin from the >> Yeah, I would have to think you can. Yes, absolutely. Just a quick question. Um, in regards to all this athletic improvement, were the, uh, physical education teachers consulted at all for some of their uses that they would like or things that they would like to see improved? I >> think we did in that regard. Um I will say and I don't want to you know speak for them uh particularly but one of the concerns that would probably come up is that you know currently we have things like net sports that's

in our uh actual course catalog and we're not able to do it the full justice under what we currently have. Um I would imagine that would be one of the concerns that would come from them but I again I that's me guessing right now. >> Okay. Thank you. >> Yep. So, correct me if I'm wrong, but if we get rid of the storage, which is roughly 800,000, right? >> Yeah. >> And then we get rid of the press boxes for the baseball field of 600,000. >> Yeah. >> We would get an extra 1 point roughly over a little bit 1.4, which is 700, thou or 7 million, too. So, it would be 8.4 million. I just count those two points. So, we have 8.4 million. >> You're talking about left. >> Yes. Yeah, let me

do a little rough math. See where we're at. But yes, you you would be saving some things there. Yes. >> 600,000 for session boxes. 800,000. >> Yeah, exactly. >> Roughly 1.4. [clears throat] A little bit over. >> We'd be spending on the athletics. >> Yeah. And that' be doing everything but the air storage and >> the practice field. >> And the practice. >> Yeah. >> Okay. >> No, that would even be Oh, with the practice field. Sorry. Sorry. Sorry. just the >> it would just be removing the press boxes for the baseball and softball and the storage >> that you can confirm. >> Your number is pretty pretty close, John. 11 million sounds exactly. Yep. >> 11 million spent. >> 11 spent. Correct. So that Yes. 8 and a half million left. >> And what

was the total >> 19 warm, safe, dry last week? Think it was 8 point. >> Yeah, it was pretty close to that. Yes, because they were they were proposing to spending around 10. >> We'd have enough to do it all. >> Yeah. >> I still think we could wait on the tennis courts also and just see where we >> Well, even if we I say thing even if you approved it, we may get we come back and say like, oh, that's not going to work for where the footprint is. We may have to reassess it anyway. But much like we experienced when we were going through the high school design and having and I don't want to go down that road again of where we're making all these changes and cutting stuff, but it could

be something that comes up at that point and so there's not much space for what we're doing. >> I just know that everything that we have done has run over. >> Yeah. >> And then uh so yes, that's $11 million, but it's going to come in at >> 12 million. >> Yeah. So that's going to be seven million for the warm, safe, and dry. >> Well, and I'll say this, they collaborative is like we went very conservative. We made sure to go high on all of our estimates and they went high on the contingencies to keep out so that they can try to cover that piece. Uh I'll say when I was doing my rough math before I had them double check it, uh this was a couple days ago, they're like, "Oh man, you

went even more conservative than us." So the these are the real numbers that they gave because >> those are the real numbers. I think I was being even more uh where >> because unlike you, Darl, I do watch tennis. I always did. And my niece went to went to college on a co on a tennis scholarship. >> I sorry like I understand where Daryl's coming from because it's true, right? Like how do we tell one um they're not as important? But at the same time like going into it if they know ahead of time this is the situation we don't have you know there wasn't a boy swim team for a long time because they couldn't >> um get enough boys so they took out the boys swim team alto together now they brought it

back but I think we're also combined yeah the girls swim team is combined bowling is another thing we don't have bowling lanes at the high school so if you want to become a bowler you have to know ahead of time like you have to this is where it's going going to be and you have to be able to get your transportation there. And although it's unfortunate, but we don't have an a high interest in tennis. And so if we don't do that right now, it doesn't mean we're not going to do it in the future, but going into being on the tennis team, they would just have to know this is where we are with this right now. It's unfortunate, but we're going to be able to have a tennis team, but we have to

merge with another school. this is, you know, and they they make it happen. If they want to be on the tennis team, it'll happen. They do it for swimming and, >> you know, the bowlers get to the bowling alley. So, >> that can be the baseball softball. We got to >> We got to go to Yeah. We have to drive to Taylor North and there isn't a bus that takes them. So, we figure it out. >> Yeah. Yeah. >> So, take that off, too. I mean, >> Joe, that's not what I'm saying. Take it off. I'm just saying that right now we have no baseball field and we have to find the kids a ride to Taylor North. So, and we all make it work. So, if the tennis players want to play tennis, then

for a few years, they may have to make it work. >> They've already did it. >> I mean, they did it. >> Okay. So, then there shouldn't be an issue taking it off at the >> Are you talking about are you talking about baseball? >> They have. When's the last time sports has been available? >> It's been a while. >> I went to a match was 2015. Yeah, even it you're right. I I was assistant principal at Truman in what 2017 and we were really not really using them at that point. >> The community used them. >> You know, there's a lot of people. >> I don't know that too many people use those Truman or the My >> I know. I see plenty of people out here every day. [laughter] >> Yeah. >> I

have another question. Um when Mr. Simons was talking about not needing that extra storage. Did do you know was he looking at storage for volleyball, cheerleading, things like that inside the building? >> No, this was just for the outdoor pieces. That's all because all of that's included here is just the outdoor facilities. Yeah, >> it was basically there is that storage uh garage that's off to the south end of the end zone currently. And you know, we have track things in there. We have hurdles, we have uh high jump fits, all that kind of stuff in there. And yeah, it it was like it fits what's needed now and if you're expanding the other, we should be okay. Was his thought process. >> And then does that include I know um last meeting somebody had

said our swim lanes, whatever they're called. >> Yeah. Again, still from Truman, they're not even high. >> Yeah. That wouldn't be included in what we have here because again on the outdoors. Yep. All outdoor. >> But if we're freeing up some of the money, is it possible that they could get some new updated things for the swim team this winter? >> I think that essentially, I don't know if you'd have it by the time we're talking with Winter with all the different requirements and that, but essentially >> the lanes, you should just be able to >> You're talking about like the lane dividers and that >> markers. Well, honestly, that's something we can look at from another pot of money. It doesn't necessarily have to be bond either. Like I I can't imagine that's like

a huge cost that we would uh incur. So, I think it's something we can look into from another >> make everything true. >> All right. I got a few things. Um I know when I first came on the school board, we voted to allocate bunch of money for new water management storm. So, we're out here. I'd like to plant Moran brought it. We voted to, you know, to approve it. And I'm wondering if that those funds are considered spent because they were allocated. It might be something we could look into. >> Wasn't it wasn't a small amount of money? >> Yeah. >> Um, >> was that part of what was going to be into the design of the high school at the time? And please forgive me like that's before I >> because they said

the uh existing water system uh wasn't sufficient enough to >> you know run the new fire suppression system in the new high school. Yeah. So they're proposing >> you know new water main tie in out on North Line. Um it was considerable cost. Just wondering if that was considered spent or not. >> I'll find out. So, and then a few things on the upgrades that the high school, you know, I know that I believe it was Chem Tech came out and did site survey and I'm sure they didn't go all the way out onto the athletic fields um because we were just doing sidewalk upgrades, but >> yeah, >> you know, obviously that's that should be the school board's property or the school district's property, the survey itself. So, >> see if uh >> if

uh collaborative, you know, obviously when they go to get their survey, they're going to put it out for bids, but I think one of I think at least reaching out to Chemtech and seeing availability and getting pricing. >> Yeah. >> Um they're already familiar with the site. Um they can continue on with, you know, you're not trying to reinvent the wheel following up after a different company. Um you know, there' be a cost savings there. Yeah, I will absolutely look into that. I think that that's smart. >> Is that is because they already have the survey done? >> They have a portion of it and I'm sure they don't have it all. Um but you know, they had to do the survey when and I know they did because I talked to the surveyors at

the high school when they were doing the new sidewalks around the outside. Um knowing that you can't just shoot the sidewalks and there's more that goes into it. you know, I know that they have to have at least some of the site done. >> Um, so if it worked out and they were the low bid or however collaborative goes, you know, um, that could be a cost savings where we don't have to redo the whole thing. Um yeah, I'd also recommend and again something to talk with collaborative about is the survey industry construction generally all the big projects start wrapping down ramping down around the 15th or November to Thanksgiving. Um because the asphalt plants close and as it gets cold it's harder for the concrete to you know it's more expensive to pour concrete

in the winter because many different reasons. But um so if we put they start putting their RFPs out for quotes to you know mid December, this survey stuff isn't going to hold the design side up >> very much and it it shouldn't take very long to get that product back up. >> And you're saying basically >> costings there for for us. >> That's what I was going to say. basically saying if we hit that window, it's something that could behoove us that we can save uh because we're getting in at a good time for the bids. Okay. >> Y >> that's all I have. >> That's all you have, Luke. Anybody else have any other things? >> We have one more. >> Okay. Um if we approve all of this, this is school district dealing

with collaborative. There's no middleman in between. Correct. >> So one of the discussions we had it would not necessarily be uh well as it stands currently you know planaran is our owner's representative so they would be involved. Um and the other piece is we discussed whether that we should be bringing on a construction management uh company and collaborative felt that that would be a wise choice uh at this point. It helps keep things on timeline, helps things keep on budget um and that it would be something that would be wise to do. So they were talking about different firms that they could reach out to. they had five or six in mind that they could uh seek out that and get those bits. I think that's what you're kind [clears throat] of looking for. >>

No, that's that's included in there. That that's in that part where the soft costs fees, contingencies, it includes the the collaborative fee. It includes the construction management fee. It includes those pieces are are included in that number. Um, and that was the part where I had messed up and was very conservative because I went with flat numbers and they're like, well, those are all percentages and depending on how much you're spending that sways one way or the other. And so the numbers I would have brought you originally would have been much higher than what were on here and that's why they're the experts and they corrected my numbers for me. >> And [clears throat] collaborative feels pretty comfortable with these numbers. We're not going to get sticker shot when it comes back. >> No. at

every time, every communication, we said, "Go on the side, the higher side, so that we're not getting ourselves into a situation where everything starts to come back higher and higher." And it seems like, and I I think you probably know this a lot better than I do, it does seem like some of those construction costs have started to level off. They're not continuing to go up and up and up like they were for several years. So, I'm hoping we're in a spot where they'll be much more level for us. >> Yeah, because there was nothing worse than the original high school plan that we started out with and then >> it slowly dwindled down to four walls in a cafeteria. Correct. >> That was my concern and let alone the timeline, you know, that just

took way too long and I we've done so much and have gotten so many answers with the collaborative with nobody in the middle >> that we've went a few steps further without >> Yeah. >> them. Um, can I ask a question about the remaining funds? Like say we approve all this or >> I don't know that I'll have all the answers for you, but go ahead and give it a shot. >> I want to make it clear that the remaining funds of these are going to go to the schools that need roofs and windows and that kind of stuff. >> Yeah, it's it's sticking to what we what collaborative presented last week. question is are you know I know that things are changing u based on what was >> proposed [clears throat] before when are

we going to know for sure because we can't come back to one of these meetings and start approving windows at a school that may be getting closed so those answers >> correct I think those are things that we need to uh bring forward come our future board meetings that we have coming up uh during this school year like I because Again, there's going to be a timeline and I was say and collaborative, there's a timeline on those pieces, too. It just wasn't as dire as the what was needed for the athletics. But yes, th those are discussions that we're going to have to have as well. >> But this other 7 million roughly is still going to have to be allocated before >> correct >> April, right? I I believe not every single dollar of

it because the rule on arbitrage is that there is a set percentage of that [clears throat] bond sale that you have to hit. So if we get through the athletics and what we already spent on playgrounds and on the elementary construction and it hits that percentage, it may not be as dire a timeline. Or they may tell us like, okay, you did a good job. Now you need to just get at least three more million of it allocated. So, we'll be closer to what that target is. Um, but, uh, it doesn't have to be 100% of it allocated by April. I I believe it's 85%, but I I taking that guess off the top of my head and trying to recall it. >> And just so everybody can't see him, John Kav shaking his head.

>> Yeah. [laughter] So, I guess correctly. >> Anybody else have anything else to say? Um, I'm just going to say one thing. I'm I would like to see our kids have everything. If you can think of it, we should have it, but we just don't. We have a middle class budget, not a not a billionaire budget. So, right now, I can't see the things that don't need to be done. I can't see voting for them. Just going to put it out there. Um I It looks like we can give them a football field worthy of this city and turf will save us money in the end. Um, I just think we need more of a cushion for the other things. And if we uh go as far as turf to the baseball softball fields, we

are left with 9.3. Correct. >> Well, if you're taking off the press boxes and then you're adding the turf there instead, you'd be at that uh leaving 10.1. >> Okay. Okay. And then maybe by the grace of God, um, all of the other things, the parking lots, the roofs, the windows come in less, then we can look back at these red things. Or something that's not on this list, like you said, the pool, >> indoor sports, and the arts. Everybody. Okay. Um, if there is nothing else to be said, I will entertain a motion. Are you writing this? [laughter] >> Thank you. Is there anybody that wants to make a motion? What do you what do you mean? >> The motion will have to say exactly what we're going to >> Yeah, it'll have to

include the amount of money that we are putting towards the athletics. So, what is our kind of cap or high-end and then um I would say kind of outlining the things we've talked about tonight like which are the specifics like the turf for the football, soccer, um those kind of things. Technically, you could also just say we're spending, say, this amount of money on athletics, uh, and leave it at that. But I think what I heard from you, Stephanie, was that you want to make sure certain things are defined. >> Yeah. So, that would have to be in the motion then. Yes. >> Anybody can do it or >> anybody can do it. >> I'll motion we do it all, but take out the added storage and take out the press boxes for the baseball.

And I think we estimated that would be a million or 11 million. >> Yeah, it would be. Yeah, that would give us 8.4 million. >> Correct. >> I would go with that. >> I would. >> Yes. >> Second. >> I think we got a few seconds. >> Yeah. Is there any more discussion on the motion? >> Yes, there is. So, can we um because I do agree with Darl um can we have like the tennis courts for like um an alternate? So, like say we run into like okay, we're getting close to this like let's pull this back and put it on. Is that >> Well, with the motion on the floor, they would be included. So, >> You'd have to amend the motion. Um, and like I said, I I know I shared my

concern about the storm water retention, but again, there's lots of land out there. There's lots of parking that doesn't get used. It absolutely there there's room in the footprint of the overall property. It may just not be where it's at currently. >> And does that and does that include the drive around the high school as well? >> That is part of our discussions on the next part, the warm, safe, dry. We that circle uh driveway is something we have talked about as desperately needed because of how tore up it's getting with the the use from buses and parent drop off and all those things. >> Yeah. So I I second that. >> You second the original motion. >> But Darl just motion. >> Okay. That was the original motion. Stephanie, are you amending the motion?

amending it meaning like having the tennis court um >> oh >> as an alternate. So like if we're at the number and we have you know say they come back and the turf football field only comes in at 7 million. So then we have 2 million left over still. You know then we can add that alternate and make sure the tennis court gets done. But if the turf football field comes in at 10 million now, then we still have to do the tennis courts and we may not have enough money. Like I know that you're saying that it's coming in at a high budget. >> Can I ask and clarify? So, and John, you may need to weigh in on where I'm going to clarify here. So, kind of what you're saying is if you

defined say a 10.4 4 million right now, but giving kind of preapproval to go to that as a first alternate of another 600,000. >> Correct. Yep. Does that make sense? >> Is there any problem with that motion or is that something you'd be concerned with? >> We do the alternate deals we spent. At least we'd have tennis courts practice building. >> Yeah, I'd be okay with that. >> Okay. Yeah, >> that way we'd have tennis courts and >> Yeah, they at least have >> That's fair. Okay. So, so that kind of means roughly 10.1 million and then 900,000 sitting as the alternate. >> Yeah. >> Okay. >> So, do I need to say that? >> That's why I wanted you to write this, John. >> So, I just So, >> so was that an addendum

to the >> Yes. >> motion? >> So, you need a second for that? >> A second. >> Okay. So, the original motion was to approve everything on the list with the exception of storage and press boxes at the baseball field, which would have gotten you to approximately um [clears throat] just a little over 11 million in expenditures. Um and then the amend amendment was to uh also remove the upgrades to the practice fields which reduces that by $878,000. Um so you are approving me one second. Um I need my calculator. We're not removing the practice fields. We want it to be an alternate, >> but it'll be like a pre-approved alternate. Okay. >> Yeah. >> So, are we So, I guess in my question on the amendment, are we approving them the full 11 million

or are we approving 10.1? >> Yeah. >> Do the 11. I mean because you're going to need some uh practice >> spot 11. What what if we go over >> correct? >> So I think you're approving the 11. >> That would be the 11. >> But we're making it clear in the motion that >> the 11. >> Okay. So that so the amendment that's the motion the original motion was still approved the 11 million but if there's any overages the first thing to be removed >> is the defense. >> Yes. >> Yeah. work with that. >> Yep. >> And that approximately takes $1.5 million off of what we had as an original estimate. >> Correct. >> Yeah. Correct. >> Yeah. It would leave roughly 8.5 for the uh warm, safe, and dry items, >> which

gives it no regular room. >> It's going to be tight. Yeah. But with moving moving locations of the fields, they're going to put something down, correct? They're not just going to leave it. It's like if they're moving the baseball and softball currently to where >> they're going to >> Oh, the all the drainage tiles and all that. Oh, yeah. Yeah. Yes. Oh, absolutely. That's all included in there. That's a big part of this. That's part of what our issues been all these years is the drainage. >> Okay. So the final motion is to not to exceed $11 million, >> right? >> Correct. Correct. Are is there any more discussion on the final motion with the amendment? Okay, we're ready. And the person I'm speaking to is John Caba, the board attorney. Yes, please. The Why

don't you read through the motion in its entirety? >> Okay. items presented tonight was included items that were listed as number one upgrades uh and uh equipment etc. Um as first level lighting and fant softball and field events but not including adding press boxes. Uh number three uh field and soccer turf. Number four, adding turf to the baseball and softball fields. Number five, add tennis courts. Number six, adding practice field updates. And that total amount is just over 11 million that is approved by the board this evening. And addition if there are any overages the first item to be removed that would not be updating number six which is the addition to the practice that was made by Mr. Thomas by Thomas and >> thank you Mr. Cava. I'll do it. >> Is there a

motion to accept the motion? >> Motion by Mr. Thomas. Is there a second? >> Second. >> And that was Mrs. Shufelt. >> Yes. >> Mr. Heath. >> Yes. >> Mr. Morris. >> I will be abstaining from this vote. Is that the sole reason? >> Is that the sole reason you can abstain? >> Yes. Relationship such as family member this evening. Um and we're not >> Okay. Then I will vote no. >> Mr. Thomas. >> Yes. >> Mrs. Thomas. >> Yes. Mrs. Shufelt. >> Yes. >> Mr. Wright is absent. And I will vote no. That passes 4 to two. three. >> I appreciate the clarification. Thank you. >> Okay. >> All right. Number six, agenda administrative uh district business for next board meeting which will be Wednesday, November 6th, 2024. We do have good news, public

We will start with those in person just so that everybody knows there's only one person in person >> now. Is there anyone online? >> Good evening. Kathy Fields, 22670 Wood Creek. Uh just a quick question. Uh we had a lot of construction going on that was supposed to be done uh in the elementaryaries by the start of school. H I know it wasn't complete then and I know it wasn't complete by the end of September. Has it been completed? So Mike really doesn't have to call me. Somebody can

just shake their head yes or no and that would be my answer. >> Can you hold on one second? Can you turn that down just a little bit? so we could hear. And Kathy, can you re can you start over? It was just really loud. >> Okay. Can you hear hear me okay now? >> Yes. >> Okay. Um I know that we had construction going on at our elementarymentaries that was supposed to be done over the summer months or by the beginning of school. I know it has not been completed um at when the start of school came. So, I was wondering, has it been done? Is it finished now or when will it get done? >> Yeah, it's the projects at the elementary schools kind of where they're they're at process. So, uh there's

a few things well with the exception of the addition at Holland that's not done yet, but there's a few other uh punch list items and a few other things they're finishing up now. So, it's not completely finished. >> Okay. So, Who's held responsible for the lateness? I'm sure we're still paying. >> Didn't they have a deadline? >> No, I I'm just like I I was just trying to clarify the question. I wasn't uh going to answer on that other piece, but >> Oh, okay. >> It's not necessarily behind, but uh you know what? We put that frequently asked questions things up. I'll put answers in there and that'll be we'll have it up uh by the end of the week is what we can do. >> Okie do. Thanks. >> Are there any others? >>

Okay. Board member comments. >> Um, I'm excited for our high school athletes to finally get something for them from money. It'll be nice to seeing it actually done. >> I agree. >> And the community can see it, too. going to be nice to not be the only school down river without a turf football. >> Not even that, just up updated athletics is going to be huge for our students. >> So, I know I didn't have a superintendent report. Do you mind if I throw something in real quick? Um, if you haven't ate dinner yet, and probably many people have, it's already 7 o'clock at night. Uh but the Taylor Foundation uh is for Taylor school district is having a fundraiser at Famous Daves. It runs till 8:00. So if you wanted to run out real

quick at the end here and get something to eat at Famous Daves, please let them know you're there for the fundraiser and they will be giving 20% back to the Taylor Foundation. Just wanted to throw that in. >> Yeah, that is right. We are done in time to go to Famous Daves. Speaking of food, the fall soup sale for uh I'm drawing a blank >> chopping block. >> The chopping block. Oh my gosh. I'm like I can't think of it. I can only think of >> CB Cafe. >> Anyway, [sighs and gasps] okay. CB Cafe. Yeah, >> they have their fall soup sale and your order forms have to be in by this Friday. You can buy a pint or quart of chicken noodle, tomato basil brisk, um, loaded potato or tuskcen white bean with

sausage. They make yummy stuff. So, please support our culinary arts students. And then if uh you're looking for a haunted car wash, Carbrite at North Line and Telegraph is donating part of their proceeds. Uh Friday and Saturday they're doing the haunted car wash to the golf program at the high school. So So >> very cool. Didn't hear about that one. Thanks, Luke. >> Yep. >> Anybody else? >> Board members, if you didn't get your t-shirt yet, shame on us. Um, please give your order to Emily. All right. Anything else? All right. Um, number nine, adjournment. Is there a motion? >> Motion. >> Okay. Who was first? >> Matter of second. >> Okay. Mrs. Shufelt was first. Mr. Thomas was second. Mr. Morris. >> Yes. >> Mr. Thomas. >> Yes. >> Mrs. Thomas. >> Yes. Mrs.

Shufelt. >> Yes. >> Mr. Wright is absent. Miss Black is a yes. Mr. Heath, >> yes. >> Okay, that PS is 6. The board of education special board meeting for October 23rd, 2024, adjourned at 7:03 p.m. Thank every Thank you everybody for attending. >> Thank you.
