Thank you. Um, I would like to call the Wednesday, July 16th, 2025 board meeting, a regularly scheduled board meeting to order at 6:00. Um, roll call. Roll call. Do I do that? Murderski is absent. Um, Morris is excused. Oh, thank you. Shoefeld is excused. Westfall >> here. Block >> here. >> Fields >> here. >> And more is here. Please stand for the pledge of allegiance. >> I pledge algiance to the flag of the United States of America and to the republic for it stands one nation under God, indivisible with liberty and justice for all. Thank you. Um, now this would be you, Kathy. >> Okay. Yeah, I'm going to wing it through. You'll be patient. Uh, revisions, approval of agenda PO0166. Um, are there any revisions? I have a couple, but anybody else? >> I
do not have any in. >> Okay. Um the first re revision is I'm requesting that uh under discussion items and voting items that uh number two and number three be taken off. Those are renewals of something that we're I just spoke with John that we're not renewing. We are currently under contract and the renewal wouldn't be till next year. So we really can't even vote on it anyhow. Is that correct, John? >> Correct. >> Okay. So, I'm requesting those be removed from us voting on it. >> I support that. >> Have to vote on it. >> I probably Yes. >> Or do you want to go through the things you want to revise first and then >> Oh, yeah. Do both of them and then we'll vote on it. Yeah, that sounds great. >> The
second thing is congratulations to Shauna who will be voted on tonight. I'm going to move up >> only if I get cookies. >> And we did um uh Mr. did have um interviews today um wi-i which I was fortunate enough to sit on. He has made a decision. So uh I am requesting that a request to hierarch number 11 after Shauna's vote um a request to hire administrative assistant to the superintendent board of education PO4120. It's recommended the board of education approve the hiring of Rebecca Rawling Ebola for the position administrative assistant to the superintendent and board of education. Salary for the position will be posted $70,85021 that will be prorated. Missola's start date will be as soon as practical. Uh the reason it was brought so quickly is so the movement can start and
her spot can then be worked on on being filled and this can all be in place before Mike doesn't have to wait. Pat doesn't have to wait till the middle of August. So I'm requesting that that be put on number one. >> I I will motion that. >> I'll second. I mean do the vote Kathy >> Mark supported. >> Okay. Madarski is absent. Morris is excused. Shoefeld's excused. Westall. >> Uh yes. >> Black. >> Yes. >> Fields. Yes. >> Yes. That passes 4 Z. >> Thank you. Schedule reports, Mr. Wagger. >> All right. Yes. Uh, I wanted to give an update uh because I know we've had the topic come up a few times lately about the sex education advisory board. So, I want to give an update after we had recently had a policy
meeting. Uh, was to discuss many different policy items of course that you're going to see bring being brought forward for a first reading tonight. uh but it was also to discuss uh other items that we felt we may need to review and work on and one of them being the SEAB process. So uh at that meeting um we did a lot of talking about what needs to be in policy and make sure that it's ironclad there and then what are going to be things that go into the administrative regulations. So I think a lot of the public and even our own uh staff don't don't always understand what an administrative regulation is. The administrative regulation is the backside of a policy where we as a administrative team make sure that what the board puts in
the policy actually gets enforced and gets followed. It's the process and the procedure part. So when we got into the discussion on this uh a lot of the items that have come up about whether there needs to be an application process, how that application process runs, how those things happen are things that we need to make sure that our are ironclad in our administrative regulations. So currently we when we looked at our policy uh we feel like we still want to review it and we wanted to to mirror some of the other ones that we've been looking at as examples but we also need to update those administrative regulations to make sure that we have a really good process that's going to be inclusive and transparent for our community. So uh at that meeting uh
what we walked away from and one of the things that we started to commit to is that we are pulling uh the SEAB policies from other school districts. We started uh initially we looked at I want to say Mount Pleasant uh Ann Arbor. Yeah. And there's another one that's even uh further out in the state that we looked at as well. So, we started looking at some of these others as they were brought to us by RISA as good examples of of what your policy can look like. So, right now, we're in that process of reviewing those, seeing what we can take, seeing what we can uh add to ours to to improve it. Uh we did talk about whether it's written into the policy itself or if it's in that administrative regulation piece. We
want to get make sure that we are creating an application uh for interested parties and community members who apply for the CAB membership and building a rubric for scoring what those applications are going to be so that we can ma make a good and fair decision on who would sit and serve on the CAP. Uh we discussed the qualifications that are needed for the co-chair positions. uh we did stress the importance of appointing people with a health certification uh as something that would be very valuable for those chairpeople. So that's even with our own side because there's two chairs that have to get chosen. One that would be a community member and one that is a district employee and we even talked about the benefit of our side the district employee piece really being somebody
who has that health background as well. So that is one of the things we're talking about as uh as one of those qualifications. Uh we want to clearly define the roles and the responsibilities for membership as well as outlining that clear process for going through and selecting who is going to serve on that. So those are all things that are still in the works where we're we're reviewing those different examples we had. We are working with Rhysa and getting their thoughts and their their kind of what they've seen in other districts throughout the county. And we're hoping that in by the end of August there are some things that we will bring forward so that we can get this process uh clearly defined clearly underway and go from there. So by the end of the
August what we're looking at is adopting a clearly defined process for that application uh and how we would be selected to serve on the committee. Once we do that, we were going to distribute the CAB application for all of the community members so that people can uh have that opportunity to serve and we will share both the process and application through many different communication channels and some of these I think are going to be much more ideal than what we've had in the past uh with our upgrade to parent square where we can see uh who has viewed the documents we send out. we can see how many people have viewed it, when they looked at it, and then again, we have that feedback on our end to make sure that people are checking and
aware of the things that we're out there communicating. So, I feel much better with that new tool that we have that we're going to be able to to make sure people are getting the message that we are sending out there. So, that's kind of where things stand right now. It's uh we're in that research phase and then we're going to start bringing stuff forward of what everything's going to be from there. And as we go through this process, we are going to make sure that we are communicating it out. We're going to make sure it is clear to our community uh what those guidelines and requirements are. >> Any questions from board members? >> Questions? No. Okay, we'll move forward. We have an overnight uh conference request. Lesie Gier here or >> I'm actually speaking
on Miss Gier behalf. Uh for those of you who know, Miss Gier is our culinary arts instructor at our CTE program in Gilbert's career center. She did she is not able to join me but join us today, but she did give me an email response to this. >> Yeah, thanks. >> Dear board of education requesting requesting it to go to the ProStart Culinary Education PD in Benton Harbor August 4th through the 6, 2025. Every CTE teacher is required to have five hours of C SIP specific professional development per year per the state. This is the best PD to fulfill this requirement and also allows me to network, learn and collaborate with fellow culinary educators from across the state. >> Thank you. Any questions from the board? Any discussion? Seeing none, I'm going to go back
to Mr. Ross then. I apologize for skipping over you. >> All right. Hello. John Ross, IT director. Um, so we're going to skip over the renewals and go straight into the Kenyan's PA system. Uh, currently Kenyan does not have a working PA system. That was brought to my attention at the end of last school year. So, we've been working on getting together quotes and finding partners that we can work with. Uh, so we found through REMC, uh, DAT Technologies, they do a lot of, uh, sound systems, PA systems, uh, throughout the whole area. Matter of fact, they work throughout the whole state. Um, so everything's already pre-bid through REMC. They also, one of our requirements was to work with somebody who can work on other systems that aren't like the new one that they're going
to put in. And they can work on any of our systems if we need repairs throughout the district. Uh, the final quote came out to be $62,498. And that's a completely brand new system uh over at Kenyon. And it also interfaces with the other new systems that we've put over at Holland, Randall, I'm sorry, Holland McDow and Meyers as well. So, it kind of helps us to inch towards our goal of having a mass communication system. So, in the event that something were to happen, uh we could do a mass communication throughout every school building um in the whole district. So, eventually we'll get there. >> Thank you. Any questions from the board? Thank you. >> Now we'll move on to the uh the overnight conference request. United Champion Schools annual conference, Miss Erica Smith.
So this is at least the second year that I've been involved in this conference. Um we are going to get ideas for continuing unified special Olympics here in Taylor. We have um initiated last year getting all the buildings involved with activities with special needs students and their gened peers and to promote inclusivity. We are now focused for this year at least starting a uh basketball um team that will play other districts um with special needs students and their gened peers with other districts. >> Love that. >> So this is where we go to get those ideas and the help and they do offer funded funding for us as well to implement these programs in our district. Thanks for doing that for our our kiddos. And you know, you know, I have a special uh needs
grandson. So, and and these things are wonderful. Thank you. Any um questions, discussion from the board? They say none. Go on to teach town. >> We're going on to teach town. So first of all I want to just preface with the 20 plus 27 plus years that I have been in Taylor the cross categorical classrooms in our district have never had a curriculum. They have been told to work with the essential elements but we have for all these years provided our own materials. Not everything matches from dis from building to building from grade level to grade level. Currently, RHSA is funding for our ACT 18 programs, which is our all of our ASD and POHI programs, that's seven classrooms in our district, a program program called Teachtown. Teach Town will focus on students individual goals
and then once and it's there's group work, there's individual work and everything is provided hands-on materials, um online materials and it focuses on their individual goals which then provides specific data for us which we finally can have good specific hardcore data to make decisions about our kids and um also allows us to focus on least restrictive environment which is a big push and we've always been trying to do that. What we would like to do is kind of go along with the continuum of RISA and provide all of our crosscat classrooms with from preK all the way up to the adult transition program which also as you get into high school and the adult transition program. They do provide um various transition uh type materials um working in the community, how to take care of
yourself at home um and in various different environments. And this is great for continuing our transition program to get our kids to get jobs to get our kids out there in the community with the um progression of um the program from prek all the way up. We would like to then use continue that progression from the as kids move out of those POI and ASD programs into our crosscat programs have that consistency which then will go on to the consistency as when kids are meeting their IEP goals. We have that data right there tells us we can move those kids into agenda setting. >> Wonderful. Any questions, comments, discussion? Thank you Erica. >> Thank you. Uh, now we have student activity account district PBIS Marley Scott. >> Hello. Good evening. Um, tonight I am requesting
the creation of an activities account for the purposes of starting a districtwide PBIS program. We'll go ahead. So, if you're wondering how this relates to my new position, director of MTSS and resilience, um the bottom part of the MTSS pyramid, um if you want to click, Matt, is preventative measures that are for everyone. And so when we talk about PBIS, um it's really meant to be um part of making the school and the district a positive place for people to work and students to learn. And so really the um bottom part of the pyramid is where you tend to get the most bang for your buck. you're doing preventative measures where people want to come to school, they want to come to work and um that's really how it kind of ties in. As you
go up in the pyramid, it becomes more and more um intensive and focused and expensive. Um and so we don't I don't um plan to you can go to the next one. I don't plan to request district funds. I just want an account created so that I can work on fundraising opportunities. um that would be able to support a district-wide program. And so right now, currently, every school has their own PBIS program. Um and those are grant-f funded and um they pertain specifically to students and they're great programs. Everyone is doing whatever works for them and it's wonderful. Um, but this district-wide program would allow me to involve staff at the district-wide level. And then also, as we're unsure of what grants and funding might look like as hopefully we get to build up this
account throughout the years, then I could support the schools in their individual um, school-based PBIS programs as well, hopefully. >> Do you have a question? >> Yeah, I have a question. Um, let me form it here. I know that Moody does a fabulous PBIS program and to come in and say you're going to dismantle that from I so that that's my concern with the build different buildings. >> Yeah. No, I don't plan to at all. If you want Yeah. So on this next page, um, the PBIS like the grant funds that they're getting currently, they apply to student facing rewards, incentives, and programs, >> right? Um, and so really I'm hoping to start with including staff districtwide because they can't use those grant funds currently um to support staff and I want to work with
all of the schools and how I could support them and what they're doing in their school. >> Well, certainly I think that the conversations because you know some schools do it better than others and and that's okay. So to get everybody doing it at, you know, 100% or a higher level is sure is good. I just worry about, you know, these buildings that that that it's ingrained in in what they do and it's their daily living as it should be. Y >> um you know, I I just don't want to see somebody come in and dismantle that um from them. So you know, conversations with that person and how can you know or or these people because it's not just Moody, I'm just using Moody as an example. um you know in sharing with you
know other principles and whatnot and how they can you know and with you and uplift their buildings but yeah I just don't want it to be in that we're going to take away your PBIS and no >> no no the way I look at this is if we use these terms a lot in education and I know you'll know this the >> uh we're supplementing those programs by having this ability at the district level and not supplanting and getting rid of what they have what's already in place okay adding to yeah that was my only concern just because I know that you know >> that happens >> adding to and like I said at the school level because they're grant funded they're not able to currently use the funds on staff and so that's one
area where I hope to be able to support districtwide and >> well when you say use it on staff and I'm just I'm not sure >> questioning anything I just questions >> I mean um for example like at TVLA when we would have incentives excuse me, activities um or incentives where we would buy prizes for students that meet certain academic or attendance goals. I wasn't able to purchase prizes for teachers. >> Okay? >> Right? So, um an example would be, you know, like um I put in here staff wellness. So, if we did like a district-wide staff, >> Yeah. like some kind of district-wide staff wellness program, maybe like a steps challenge or whatever that might be where you're including not just teachers but um facilities, maintenance, secretaries that, you know, the entire district staff
that would be able to benefit from those types of incentives that currently only need. >> And in doing that, you should work with HAP and with Terry Develin. um uh have has been a wonderful resource in in giving sending things for wellness. >> Yeah. >> For us. >> I just um I have no money currently, but I want to start trying to look at fundraising, but I need an account to be able to do those things. So, that's why I'm here so early in the process. >> Okay. So, I didn't mean to drag you. >> No, that's okay. I look forward to coming back with lots of details and updates um once we're kind of down the road a little bit. >> Well, appreciate you and everything you do. Well, and I do want to
say as well like when we were building out the uh strategic plan and one of the things that we had talked about uh in the strategic planning process was that uh what are the resources for students and staff? What are the things what are the programs are doing? This will tie into helping us lead to that first steps in that one of as one of our goals in our strategic plan. So helpful there. >> Thank you. Any other questions or anybody but me? >> Okay, let's move on. Thank you. >> Now we have the question request. Oh, I'm sorry. The workers comp insurance renewal. Dr. Hill. >> Okay. I just want to ask uh permission from the board to renew the district's excess workers compensation insurance. There are two different layers. Uh the first buffer
layer uh goes up to $200,000 and that's $47,000 per year and this company has given us a deal if you know if we um buy it for two years. It's a 5% discount. So the first excess buffer layer is up to $200,000. What that means is um the district pays the first um liability up to two thou 200,000 and then insurance kicks in after that and then we have a second layer that goes but this first layer only goes up to four 400,000 and then we have an additional layer that takes us past the 400,000 up to 5 million in aggregate. So we need both both layers. This is just a renewal. And the total cost per year is $113,585. And this is a renewal because we have to pay for the the initial liability
of our workers comp insurance. >> So, it's your recommendation that we renew with the same company because they're giving us this deal. >> Yes. Okay. >> Any other questions? Okay, we'll move on. Mr. Wagger, the request to hire county director. >> Uh, yes. This is one of those uh bittersweet ones that I am bringing forward here because um we are bringing forward a request to hire uh Shauna Maynard as our pupil accounting director for the school district. Uh the bittersweet part of it is obviously I've been very happy with how things have worked in my office and everything that she takes care of on my behalf. Um, so it's going to be very difficult uh for me in that regard. Um, but I know it's what is best for the district. I know that Shauna
has taken the time over the last two years that I've been here uh taken her own time off to go to trainings to prepare herself to to want to take that next step and go into the the pupil accounting field and I think she will be fantastic and a great asset to us. and when we did this process, you know, uh it's the years of experience with the school district really come into play and there's going to be a benefit to her uh in taking on that role. So, like I said, bittersweet for me that I I had to go and look for someone to to fill her shoes, but uh the reality is this is what is best for our staff. This is what is best for our students. This is what is best
for our community. And I'm happy to bring forward this request to hire tonight. >> And she trained you very well, didn't she? >> She did. She did. Yeah, she did train. >> I needed some training on a few things. Absolutely. >> Yeah. Yeah. She's going to be I'm going to miss seeing your face in Lakes's office. I have to come hunt you down in Pupa County, say hello occasionally. Any other questions or concerns, discussion? Move on to Clark Construction Termination Resolution. Mr. Waver. So, in the last few meetings, uh, and over the course, I'd say probably six months or that, as we've been making these discussions on making changes to who we've been contracted with our bond program, uh, one of the things we realized is that we had Clark Construction on as the construction
manager uh, for when the we were still in the mindset of building a brand new high school. And essentially, Clark Construction has not been doing anything uh as construction manager since that project has stopped. And so they've just kind of been sitting out there. We've not been paying them any money. We haven't been they haven't been doing any work for us, providing us any service. So we're just kind of cleaning up those loose ends and this is one of them is to uh bring forward to to terminate the contract we had with them as we start to shift gears in what we're doing with our bond program. >> Thank you. Any discussion? Move on to the policy revisions and updates. Mr. Wager. >> All right. So, um, again, this always looks very, very lengthy in
nature. Um, because we always are getting these, uh, update packages from Neiola, who we contract with for revisions. And, as I've said in the past, a lot of what we get from Neiola is just those cleanup items. It's when they find that there was a typo here or there was uh they've decided to change something in there or it's the legal end changed like law changed and we have to to get into compliance with that. So most of what we're seeing in the Neola falls into that uh again into that category. There were a couple I did want to point out because like I said, a lot of these are just very minor technical changes. But the one that I really wanted to point out uh is when you get down to policy 8500 uh
food service and normally it's something I wouldn't even have stressed about uh as we were hearing the presentation from Nola but as you start to hear about all the ways that we may be losing funding and where we might be losing funding from it could if we lose the the funding from the state of Michigan for every kid to get that free lunch and that free breakfast. Well, some of what's in the food service policy will come back into play. Like, it's things we haven't had to worry about in years. And one of the ones that was brought forward in there is like, let's say a student doesn't have uh the money to buy their lunch and are we going to allow them to basically run a tab where the the parents owe us back?
How long would we let that go for? It was those kind of things that hopefully we don't have to worry about, but just in case we had those discussions with Niola. And so in this policy, we did set the limitations for, you know, uh how much of a charge we would let up, how we would take that process of collecting it because again, we don't want to see any student go without any food. We want to still be able to provide them with something and we also want to do it in a way that is not going to be embarrassing like uh you know back in the day when you would give out the peanut butter and jelly sandwich to the the students who didn't have the money so you're still providing them something. Well,
it became very apparent that that was why they received that food and we don't want it to be in that regard either. So, we've made the policy where we are going to provide. We are going to allow that some of those charges can build up um with limits, but not do it in an embarrassing way for the families and for the students. Again, I am really hoping really hoping things resolve themselves in a way that we don't have to worry about this. We know our students need that food. We know that that is what's going to make them successful in schools when they have the proper nutrition and they're eating the right things. So, I'm hoping better things will prevail, but just in case, we did have to look at and make those those decisions.
So, I wanted to point that one out. The other one I wanted to talk a little more in depth was policy 8640. This is transportation for field and other uh district sponsored trips. Uh we have had situations in recent years where you know when we're talking about athletics where we have struggled sometimes whether it be to staffing whether it be to the necessary having the right amount of buses we have struggled sometimes with getting students to uh their competitions for athletics. And so a lot of times in those scenarios, we will call parents and ask them and say, "Hey, we we can't provide the transportation." We're relying on parents then to pick up that slack and get their kid to those uh events. And that we wanted to make sure that we've been kind of
doing that in practice, but now we want to make sure we are covering it where it's something that is okay under our policy so long as they meet the criteria. And we're talking about criteria of they have to make sure that there's permission from the coach and the athletic director to do so. We have to make sure that they have the proper form on file that is saying I give permission for my student to be able to do this. But it's just making sure that we are covering our bases legally. We're covering our our bases that it covers kind of what's been in practice uh currently. And we've had uh both Niola look it over. We've had our attorneys look over the language and make sure that uh everything is what would be in the
best interest of protecting the school district and allowing for when those scenarios do come out. But those are the two big ones that were much were a little more than the average just updates, legal changes, those items. Any questions on those two before I go to the >> I was just curious. Yeah. >> Was um was the director of food service in on this? So she could >> No, this was at the policy committee meeting. Um, so no, she >> because that's gonna that's going to impact her budget and stuff. So >> yeah. Well, being that this is first reading, uh, we can gladly reach out and >> just for her input be able to add her. >> Yep. I think that's a great idea. And then if we have to adjust then obviously we
would make that a first reading for that one again and then get the others put forward. Again I'm really crossing those fingers so we don't have to cross that bridge but just in case. >> Yeah I know. >> So uh the next three on here and these are the ones that are are local suggestions. uh as we've done these the last few months. You know, I've talked about the Neola ones first and then kind of what we've talked about locally. So, uh from a local end, we want to talk about policy 21105. This is just really simple. It is we have voted through as a board a new strategic plan, new 5-year strategic plan. As part of that planning, we did change what the mission, vision, and belief statements are for the school district. So
this is going through and actually updating those uh documents within our board policy. The next is policy 6320 and this is uh regarding purchasing. Uh the finance committee had brought to the policy committee a suggestion that our $3,000 threshold of when you need to get three quotes for a product uh needed to be adjusted. And that was not very common practice in other school districts. So, uh, I know it was discussed whether we should be going up to anything up to the state threshold. You shouldn't need to worry about quotes. Um, but as a compromise, we kind of landed at $15,000. So, what would be if there's any purchase cost, anything we're putting forward that is under $15,000 would be acceptable. Between 15,000 and the state threshold would require uh three quotes. And then anything
obviously over the state threshold would have to go through the proper bid process as required by law. And then the last one on here, policy 6610. This regards student activity funds. And uh since we talked about PBIS, this is a a great example to bring forward. Uh let's say we didn't have all our buildings that currently had PBIS and one of them wants to go ahead and create that student activity fund to cover what they need and under that program in the past that we've done under policy is each individual school would have to come to the board and request to open up that account. We're thinking that the PBIS account is really going to look the same as it does at Kenyan, is going to look the same as it does at Moody and
it does at uh Meyers. Why have each of those schools individually come forward and then request the opening of that account when we can just say as a district, we're going to open up student activity accounts for each of the elementary schools with that designation. Just simplifying process, we're opening up an account. Okay. Any questions for me? >> And when you're referring to opening up account, Dr. Hill doesn't have to go to the bank. >> It's correct. >> Just a process. >> Yes. It's our interping a number to that budget. >> You are correct. >> Is that correct? >> That is correct. >> Yes. >> Thank you, K. >> Not physically having to go do it. >> No, no discussion. Can we move on to >> have a number 12? >> Oh, that's right. I'm
sorry. was added to the agenda. >> Yep. >> Number 12 >> and number Actually, it's the number 11. >> Oh, no. We already did it. >> It's number 11. >> Discussion item 12 for item 12. >> 11 for action. >> It doesn't take much to confuse me. >> Go ahead. >> Oh, that's Do we want to That's the >> Yeah. That's the request to hire. >> Yes. >> Yeah. I think we've gone over this. >> Read that >> number. Yeah, I'll read it again. Um just for clarification for everyone. Um, we're going to put the request to hire administrative assistant to the superintendent and the board of education. It is recommended that the board of education approved the hiring of Rebecca Rowling Ebola for the position, administrative assistant to the superintendent and the board of
education. Salary for the position will be 70,850.21 prrated. Mrs. Ebola's start date will be as soon as practical. any other discussion regarding that? >> No, I'll just say we did the interviews today. There were uh and uh we had some very good candidates, some very good interviews that we sat in on today and um but uh Becky brought forward a lot of things that experience that's gained by her current position by being uh one of the administrative assistants in HR. Um she's served as an elementary secretary in her time. She has worked as a high school assistant principal secretary like the say she was in the assistant superintendent's office for curriculum like it was a lot of experience and a lot of roles that really tends for for someone to be able to understand how

Um, I know you guys as board members have been fielding this question a lot lately. Uh, we're getting a lot of questions obviously about we approved an athletics upgrade. Like what is the latest on what's going
on? So, we just uh had a meeting earlier today with uh Saxi, our construction manager for that project, and with the collaborative, our architects for that project. And where we're kind of sit right now is uh back in April, we submitted the uh permits, we submitted the proper planning documents to the state of Michigan and they have been under review by the state of Michigan. Typically that process is taking about 3 to four months for it to complete. Uh so Rich from the collaborative today uh what he told us is that essentially about a month ago they got uh seven comments back from the state that they had to address. Six of them they address or they've addressed all seven of them and the state has gotten back to them on six of them and
saying that's good, that's good, that's good. So there's one last one that they're just waiting for the state comments and then we should be able to to start proceeding as needed from there. So that is one of the things that has caused the us to be kind of in the holding pattern right now. Uh the other thing we talked about is that uh Saxi has all their documents together at this point to put the bid out to get the contracting companies and that they are uh starting they're going to put that out by I believe they were talking the end of this week. they will have those bids out for contractors to to go on and then by the first week of August they are going to have those bids back and then we're going
to go through the process of selecting the contractors from there. So in uh essentially they are planning that we should have uh the contractors their contracts before the board of education on August 20th. Um, we have talked in those meetings with Saxi that we have plenty of space because of how things have played out in our athletics that they can get started right away and they have built the timeline that essentially uh unless it involves the football field and the track and that whole complex there. We have given them the green light that as soon as the contract is approved, as soon as we have the state permitting, they can proceed. So, we're hoping that that would be um and they're still telling us that the timeline is that this fall all of that will
start and that process will begin. Um, we also gave them the green light that come spring we will relocate uh track and field and we will relocate soccer over to the Kennedy uh complex over here so that we can get started on that uh football field right away so that if all goes well by next season all of that would by the next fall season we would have everything in place out there. So, it's going to move fast, but we have just been in this pattern of waiting for that state review and that we have been um uh getting this bid process going as well. So, come August, it should be all in line and rolling from there. >> Will we have a groundbreaking ceremony then the public is >> that's one of the things
playing around with. I think that is an excellent idea and that is something we're going to start working on. Um, and hopefully we'll be able to to know when that exactly is soon and we can start planning. I think it's a great idea. The second uh update I wanted to give is uh in the future uh this necessarily wouldn't fall under the superintendence report. I want to build it into when we're doing our committee the whole meetings but essentially an update for the board about the strategic planning process. One of the things we heard as we went through that process of developing the plan is that, oh, we've done this before and all it did was go into a binder on a shelf and it never actually moved. Nothing ever actually was taken from it
and nothing was uh ever gotten going. And so this week I took the time um because I wanted to see like we're in the first quarter now. We built this out with MASB. We built out quarterly objectives. And when I started to look at it, of the 12 uh kind of goal areas that we have in the plan, three have not started. I should actually I'm going to take that back. Two have not started. >> Yeah. Can you clear because I was looking at it today and I didn't know what the colors meant. >> Yeah. So that's what I was concerned this mean. What does this mean? >> Absolutely. >> My question. >> So um essentially we're at a point where two are in the planning phase. they haven't actually gotten up and going yet.
Um, in the document I shared with the board and we were putting a version of it online for the public to see as well. Uh, if it's in that like peach color with the the the purple and the part, that means it hasn't quite gotten going. And I was amazed that we're at a point of there's only two that we don't have going and it's only been a couple of weeks. So, >> pink. >> Yeah. Pinky. Yes. Yeah. I said peach. Okay. You're good. So then there were um seven more that I put in yellow in the document. Those are the ones in progress. Like we know we actively have people out there within the district who are getting those going. And that was a wide variety of items. But when you look at the
document, if it's in yellow, we are we those are moving and they should be on pace to either be done by the time we finish quarter one um or if not uh by the time if not early on time for starting the quarter two goals. And I was really happy to say we have two of them that we have already completed. It's only been a couple weeks. We've already completed the quarter 1 goals and those have moved on to their the quarter two goals way ahead of schedule. And one of those is the website revision. So one of them was that we were going to update the district website and our communication tools and you know we approved a while back parent square. We've moved that forward. We've moved over the district website to that
uh tool now and we're into the second part. And the goal for the second part was now having schools and departments look at their web pages, clean those up and revise those. And we have that information out to those those places right now. So I'm really felt great to go like, okay, we've already got that one done. And the other one uh a huge thanks uh to uh Jack and Patrick because we also had roof replacement as one of the the goals that we have for the school district and the first one for quarter one there was inspect the roofs and prior prioritize by need. So they already had that and they've already even obviously we brought forth bids of the buildings that had the most need and we've already proceeded with getting those done.
Um they both shared with me that essentially they even have it spelled out what are the next ones we should do? What's the order of those? So they are in their second goal which is now send out bids and award bids. So we did that for the first round and then the second round will be coming soon. But I I'm very pleased that like I said we have two that are already into their their next phase and by the end we're getting there. >> Looks great. They're out there working hard at best. >> Absolutely. So it it makes me feel good. Trust me, I was here last time we did a a strategic plan as an assistant principal and I agree. I don't felt like we ever saw the movement. We never saw the progress.
And I really love that through our work with MASB, they gave us this template of this is what you should be getting done each every three months. And we're able to actually get it moving and this is going to be what I'd like to see go through the strategic plan is it's not a document just sitting on a shelf. we're we're actually getting it done and making the improvements that are necessary. So, periodically at committee the holes, I'm going to start kind of going over this list and kind of going this is where we're at on this one. Um, but I wanted to throw it in the superintendent's report tonight because I'm really happy to see how much of it was already in process and going forward. Uh, and my final thing for tonight, I
know we kind of alluded to this when I was talking about policy and I was talking about my concerns about whether we'd have to even face what's in the the food service policy about if kids needed lunch and that. I cannot stress enough that this is a time we're hitting a point where we need to contact our legislators. We need to let them know um that they have to sort out a lot of these school funding issues at the state level. Um by statute, we were supposed to have a school aid budget by uh July 1st. That did not happen. So, we're still sitting in flux. We still don't know what it's going to look like. I know that the representatives from the the House and from the Senate and from the governor's office have
been diligently working on those negotiations and they've been doing that work. Um, but we need them to to move it and we need to get that done. So, I encourage anyone to reach out and and talk and say like, hey, this is important that our school knows what funding we have and knows what we're what's going to happen going into the future. So, that's at the state level. At the federal level, there are lots of question marks there. And, uh, we keep being in this holding pattern of like, are we going to have all of our title one funding? Are we going to have any title two funding? uh by last looks and again it's all of an error. It looks like title one we will still receive but our title two, our title three
and our title four funds will be in jeopardy. And these are things we use for lots of programs around here. So, I encourage reaching reaching out to our um federal legislators, our representatives, our senators from Michigan, and expressing to them exactly how important those funds are for us to be able to operate at the school district. Right now, we're playing a guessing game. And uh I know I feel comfortable about where we sit financially at the moment, but if we keep having to play a guessing game, at some point, tough decisions start having to be made. And I don't want us to get it there because when we have to start making tough decisions that bottom line is it affects kids and I I just don't want us to get there. So please reach out
encourage our our representatives, our legislators to to do what is right on behalf of kids and you know make sure that the proper funding is there. >> Thank you. >> Well now I don't have to have a I don't have to be at the town meeting because he stole my report. Okay, >> you do need to be excited that we had moved on to the next step already. So, >> yeah. >> Are you ready? >> I am ready for the consent agenda. Go ahead. >> Just consent agenda PO 0166.1 and PO 6470 minutes from the regular board meeting of July 16th, 2025. Number two, consolidation items, payment of current bills, certified, non-certified, and administrative reports. Is there a motion? >> I got something uh Sean left me off call, >> but that's those were last
minutes. Shauna. >> Shauna, >> she can't have that position now. She forgot Mark. Oh, she Oh, at the last meeting of the minutes. Yeah. Yeah. Um >> yeah. >> Okay. So correction there is that Mared. Okay. >> Just just for the record. >> Yeah. For the record. >> Well, this this is for next time. So this isn't We've already vote. Didn't we already vote on the minutes this time? >> This is the minutes from the last meeting. >> What? >> Yeah. Been June 18th. >> Yeah. Yeah. So it's July 16. >> That's what we vote. Is that what we're voting on now? >> Yeah. July 16th isn't the correct date either. >> June 18th was June 18th. Yeah. >> Oh, the consent agenda next time. >> Okay. So, we're changing the date. >> June 16th,
0732025 is what I'm writing. Maybe >> the next one. >> I'm confused. >> No, it should say June 18th. >> Yeah, it should say June 18th and not July. >> So, that means >> today is July 20. Today's July 16th. So, we're going to add that Bark was here and um your last official duties and um uh change the date on here. I totally can't get anything past Kathy and you know that. >> This one Mark caught >> we're going to pro rate that salary. All right. >> So, you were present on June 18th. >> I make a motion with the changes. >> Thank you. That's easy. Motion by Miss Moore. Is there support? >> Yes. Support >> by Mr. Westfall. Fields votes yes. More >> yes. >> Madarski is absent. Morris is excused. Shuels
excused. Westfall. >> Yes. >> Miss Black. >> Yes. >> That carries 4 Z. >> Thank you. >> Um item scheduled for No, you I don't read that. >> Yeah. with us. But items scheduled for next agenda Wednesday um August 6, 2025. Good news. Uh not a lot of, you know, activity with students happening during the summer. Although maybe there was something with summer school. Who knows? We'll see. General public comment. Is there anyone wishing to address the board? Okay. I have to read my my thing again, but just the bottom portion. >> Caroline, do you have any? >> Oh, I can only talk about those things. I have something else. >> Right. As mentioned earlier in the meeting, we will now open the floor for general public comment. Same guidelines previously outlined will remain in
effect and any questions at this meeting, Superintendent Wagger or his Dexi will work on getting those answers in a timely manner. We will begin with those in person and move to our online audience. Go ahead. >> Again, Caroline Pat 6860 Jackson. Um I have just like about three different things. One is um I believe the kitchen line is in pieces in there. I'm gonna look over at Jason because I know he was kind of >> I know that more than I I would at this point. >> Um is there um are is it going to be removed before school starts? I mean, is it going to be done during the summer? Is it just going to sit there all summer long? And we're still not able to put um our stuff in there. It looks
like it's apart in pieces if you go in there and look. And it was supposed to go onto a a truck or something and taken over to the career center for the welding class to use. So, if we can get that done, I would really appreciate it so we can start moving in there. Even though it's so hot in the rooms, but I will have fans like crazy to get it taken care of. Uh we have a um Taylor Center and Truman 1975 is having their 50th class reunion and they're going to borrow the big large signs of the big large class composits and uh so when I went in there I saw it and Okay. But if we can find out when that's going to be taken care of, I would really appreciate it.
>> Yeah, we can do that. >> Um I know the website's still being worked on. You know, I get all of that. Um, but if just a a comment or recommendation or if the last time that when we had the the website last time, you could anybody could go on to the homepage and the board meeting thing was right there. So, you just clicked on it and then it would take you to get the agenda and that kind of a thing when it was ready. >> It's not on there now. You have to go up to um our district then to board of education and then to that. So, if we can kind of do a little link or something to do that, that would be really be helpful. It's helpful for me and I'm
sure it'll be helpful for anybody that doesn't know how to maneuver through it. >> Yep. >> That's one thing. The other thing is I went into the schools um and the pictures are as a historical person, the overview is awesome. I love to look down on how big the the school is and that. But if you look at those pictures, enlarge them, the roofs look terrible. So if somebody on the outside's going to look at that and go, "Oh, my kids going to go to that school." >> So now we started that process, go take new pictures, >> you know. Well, no. Either that or you can leave this. but then also do, you know, maybe just the front of the building because it doesn't say, it says it in the wording, but it doesn't
have the picture of, you know, McDow or whatever on there. So, that was just a couple of, you know, recommendation things that >> you're the only human being I know that would look at the roof and then enlarge it. >> Well, I'm looking I'm going, what is that? And so, I did I enlarged I'm thinking so, >> but yeah, then redo the picture after the >> Oh, yes. Exactly. Yeah. As we're working our way through. Yes. >> Okay. and any you know I don't know who is still going to be your your um office that's going to be working on the >> website and communications would be coming out of my office. So yeah >> so I would be talking to Rebecca then if I have any comments. >> You got it. >> Thank you.
Anyone else? >> Courtney Prout 9846 Katherine Taylor. Um I first I want to say I like the website. Um, I love it and as someone who's very techsavvy, it's super easy to navigate and um, I can actually find things a lot easier on this new website than I could before. So, >> I want to start with that. But I also wanted to ask, I know you said before last meeting um, Mr. Or that >> you did not know about the strategic plan for mental health screening. Yeah. >> But then I noticed that navigating the website today that it shows that you have it in yellow, meaning it's in progress. >> Yeah, I can give you I'll give you a little update on that. So essentially the quarter one goal on that as you see on
the document is to investigate what's out there see what's out there. So we're just in that same process that I had said last time that we're just looking at what tools are out there and we haven't even brought anything forward as for consideration. Okay. >> So when we finish that process of reviewing and doing that part then we would mark that as complete and we would communicate like hey this is what we've looked at this is what we're considering on going forward. So we'll continue to put that as things we communicate. >> Okay. And then with that, is that going to be something that are you guys going to look at that moving forward at different levels? Is that going to be a K5 separate tool than it is for middle school and high school?
Are you looking at one? I >> don't know that I have that answer yet to be honest because we're just looking at holistically what is out there at this point and not what is best geared for each level yet, but yeah. >> Okay. And then um I I think this might have went under the last one, but I didn't want to speak on it yet. The um you did mention that the policy updates and revisions for the SEAB does that include optin and opt out in that whole by August ready or no? >> No. What we wanted to do was that to be a decision of the board of that committee when it gets formed. So that would be a topic for them and they would decide that as part of their standing rules and
and go from there. The biggest thing we want right now is have a clear, clean, transparent process for how you get on the committee, for how we select people. Um and then we would let the committee make start making those decisions uh as they go forward. >> Okay. So what about other like medical like for example the vision to learn thing are we on any type of opt-in and opt is it going to be added as a separate basis for each thing that comes through the school district or is there going to be a general >> that is usually how we would be with we would do it depend on what the program is what the needs are and we would review that piece. So >> okay so there's not going to be a standard
across the board for for >> No, I think it's one of those things that it varies from what each thing is. So >> Okay. Yeah. Um, and then finally, I know you said you were talking about suggestions and looking at other school districts on what they do for, you know, their seab. Alen Park has a really good seab pro um, program. Um, and I know they just revised theirs to include the fifth grade HIV piece, too. So, um, last year they, you know, kind of revamped all that. So, that's something to look into. >> Yeah, I appreciate that. >> Yeah, not a problem. All right. I appreciate it. Thank you, guys. >> Absolutely. Thank you. >> Anyone on anyone? Well, there's no one else here except for Bill. Um, anybody online? Okay. >> Hi, uh
Matt Hall, uh president of the TPA. I'm sorry I couldn't be there tonight, but I just wanted to say congratulations to Shauna Maynard, uh on her appointment. She brings a great wealth of knowledge to the district. I also want to say congratulations to Rebecca uh Rawlings as well. And that's all I have to say other than thank you for a uh approving our roof at Hoover to be done. It is now completed. The company that we work for was amazing. I got daily updates um not only from Jack and Patrick but also from their crew. So I just wanted to give them a shout out and thank you. That's all I have to say. >> That's good news. Thanks ma'am for sharing. >> Anyone else online? Board member comments. The views and opinions expressed by
individual board members during this meeting are their own and do not necessarily reflect the official position or consensus of the entire board of education. I have one question. Where are we with school of choice? >> What? What? >> Lady emailing me. >> Oh, I trying to think why that >> didn't we put it on did we put it on hold? I thought I was under the impression. Well, we had briefly at one point in terms of the elementaryaries put it on hold because we weren't sure what was happen. This was when we had the utilization progress, but as soon as the utilization plan wasn't in progress, we didn't put a hold on that anymore. >> Okay. Yeah. Specifically, >> but as they come in, we we've been dealing with them case by case and they've
been getting reviewed and >> Okay. So, I if I give I'll email this to who who would get the email. >> Do you know what level it is? Um, I should >> Well, I would imagine it's elementary because we don't have a couple options. So, I would say send it to Emily. >> Emily. Okay. >> We'll go from there, but I'm like, "No, we've been working through and processing." >> Yeah.
