>> Oh, I can squeak into >> testing. >> I don't think that's either. >> All right. Today, I am here to honor one of our employees, Stacy Vaspie. It's my pleasure to announce that Stacy Vespri has been selected as one of Michigan's 2026 National Association of Federal Education Program Administrators state leadership award winners. Each year, MASFPS, which is the organization that she's a part of as her position with the district, solicits nominations from the membership to seek out up to three candidates to receive this award. The candidates have to be a member of MASFPS and this year Stacy was nominated by two people and was chosen to receive the national award this year. Uh the nominations in part included Stacy continues to grow and share her knowledge of programming for students with others. She collaborates

with others through networking and sharing resources in order to maintain compliance but also to ensure that the needs of the students are being met. This has included sharing information about MASFPS with others in and outside of the region. Additionally, she's a long-standing member of MASFPS and also a member of their board of directors. She participates on the professional learning community as well as taking on the role of representative for Congress Congressional District 13. Stacy's an advocate for not only students exemplifi I heard it come back exemplifies uh the mission and practices with regards to state and federal programs. Stacy participates in several of the professional development events and engages and engagements through MASFPS and engages in the conversations to ask questions, make suggestions, and stays current on the legislation of grant programs in Michigan. We're

very proud that she received this award. She's extremely worthy of receiving this reward on behalf of other M Michigan educators and as a part of this she has been invited to attend the national NAFSPS conference in Washington DC um with the core team and MASFPS is going to help her get there with some funding. Um as many as you of you know Stacy left the district uh as many of us did and came back. We benefit from her leadership in countless ways. It was not a surprise to us that she received the award, but it is our pleasure to share her accomplishment with all of you today. Stacy, congratulations and thank you for all that you do for us here in Taylor. >> Thank you. And congratulations, Stacy. Moving on to the agenda, board and

discussion items. Um, number one is the revisions and approval of the agenda policy number 0166. I do have a motion um for two revisions. One is um to add number nine which is the superintendence report and the second revision is to remove discussion item number two and action item number one because though that particular um item is already in the consent agenda. Is there a second? >> Do you want to clarify? I think it's number one and number one or am I >> um >> Yeah, the number >> it's number Oh, you're right. I'm sorry. I marked the wrong Let me clarify >> number one and number one. Yes. All right. >> Support. >> Okay. There's a motion by Sheel and second by Miss >> Mr. Westball. >> Yes. >> Miss Block. >> Yes. >>

Miss Fields. >> Yes. >> Miss Moore. >> Yes. >> Mr. Madarski? >> Yes. >> Mr. Morris? >> Yes. >> Miss Shu is a yes. That passes 70. >> All right. We'll move on to discussion items. Um, Michigan Construction Teachers Association conference. Miss Heather, I think that you're speaking for the guys and whatever. >> Surprise me. >> Okay. I sure will, Linda. >> Good to see you. >> Thank you. Um, so this is request for the construction teachers u for Mr. Murray and Mr. Clug. Um, and I'm reading on their behalf. The Michigan Construction Teachers Association, MCTA, was formed in the late 1980s through the grassroots effort of forwardthinking construction teachers who recognize the need to collaborate to better serve their students. Since then, the MCTA has grown into a powerful voice for career and technical

education. A major highlight of our year is the annual conference held the first week of February in Belair, Michigan. This event directly addresses the shared needs of teachers, the state office of career and technical education and our industry partners. And then um >> so Jeff and then Bob are go Bob going. >> Yes. >> Okay. Aren't you going someplace fabulous too? >> I am. >> Lots of hard work. Okay. So I am requesting approval to attend the Michigan Educational Careers Association spring conference. Attendance is required by the state of Michigan to maintain a compliance with the Perkins grant funding and the conference provides essential professional development aligned with career and technical education standards and student outcomes. I recognize that this request will most likely be approved. However, I'd like to raise and address a larger

issue. When professional development is mandated by the state and federal government and directly tied to funding, requiring CTC requiring CTE staff to seek board approval in person is an ineffect inefficient use of time for both educators and the board and it creates unnecessary risk of non-compliance. I very very respectfully urge the board to revise this policy so that statemandated CTE professional development is automatically approved going forward eliminating the redundant approval process. Thank you. >> Could not agree more. Thank you. Anything to make it easier don't get bogged down. Any questions miss more from >> anyone? Yes. Go right ahead. >> Should should the record reflect Mr. Madarski left the meeting. >> Pardon me. >> Should the record reflect that Mr. Madarsski left the meeting? >> Oh, I didn't notice, but uh >> at 6:20. >>

Okay. 618. >> The record reflect that Mr. Murderski left the meeting at 6:18. Um, what was next? Miss Rand number three. Michigan Career Education Conference. >> Hello. >> Good evening. I'm Jenna Randall. I'm a teacher at the Career Center and the Workbased Learning Coordinator, which is a new role this year. And I'm requesting approval to attend the Michigan Career Education Conference, which is scheduled for January 25th through the 27th in Grand Rapids, Michigan. This conference is organized by the Michigan Department of Education and each year we are able to send uh CTE teachers and they always come back with a lot to share with others and it's a really great experience. This will be my first time attending and one of the biggest uh takeaways is work-based learning which I think is really critical for

my new role. Uh there are over a 100 breakout sessions, peer networking opportunities and insights into innovative instructional strategies, career training and work-based learning best practices. um I will be able to bring back a lot of actionable resources and strategies to enhance our workbased learning and CTE programs. So I thank you for your consideration. >> Thank you. >> And now Mr. Madarski returned at 6:20. >> Okay. For the record. >> Yes. discombobulated. >> You're up next. Okay. >> All right. So, uh, our next item up for discussion is a recognition resolution from Wayne Resa, as was mentioned by, uh, Miss Ruth Ruff when they were up here presenting the cheerleaders for Taylor Parks. This is board member appreciation month. And so we want to uh read it into the record and then take a vote

under action items uh the resolution that Wayne Resa has put in on in honor of the board members who serve not just here in Taylor but all throughout Wayne County uh as they serve their communities. So whereas the promise of education shapes the future of the 43 communities across Wayne County and strengthens the prosperity of our state and nation and the boards of education entrusted with the education of more than 260,000 students play an essential role in ensuring excellence, equity, and opportunity for every student. And whereas these committed public servants give generously of their time and expertise and service to the students, families, educators, and communities of Wayne County, exercising thoughtful leadership in shaping policies, programs, and resources that ensure educational excellence. And whereas local leaders, Wayne County Schoolboard members provide steadfast leadership and advocacy

on behalf of students, working collaboratively with policymakers in Lancing and Washington DC to advance educational priorities. And whereas understanding the critical importance of access, opportunity, equity, and excellence, Wayne County school boards work diligently to advance student achievement, promote student well-being, and uphold safe, supportive, and inclusive learning environments. And whereas boards of education across Wayne County through strategic partnerships with families, community organizations, local industries, and higher education institutions have expanded opportunities, strengthened career pathways, and prepared students to excel in a complex and competitive global economy. And whereas the mission of public education is to honor the diverse strengths and needs of all students, empowering them to become informed, engaged, and productive citizens in a dynamic and everchanging world. And whereas the state of Michigan and the state board of education recognize January 2026 as schoolboard recognition

month, acknowledging, celebrating, and honoring the commitment, vision, and resilience of schoolboard members across the state. And whereas schoolboard recognition month celebrates the champions serving on Wayne County boards of education whose oversight of prek through 12th grade and beyond helps ensure that all students are prepared to excel in a globally connected and competitive society. Now therefore, be it resolved that the Wayne County Regional Educational Service Agency Board of Education in celebration of Schoolboard Recognition Month expresses its deep appreciation for the commitment, vision, and exemplary leadership of the Wayne County School Boards of Education. This was presented and adopted on the 17th day of December 2025 by the Wayne Rhysa Board of Education. So congratulations to you board members for serving your community. >> Any questions or comments? >> Okay, now we will move on to Mr.

Cava. Uh foyer fee appeal number one. >> Thank you. Uh the board received appeals of foyer fees for two different foyer requests that the district received. Um and so we have them as two different discussion items and two different action items tonight. The first uh discussion item this evening relates to uh requests for documents related to the district's uh sex education advisory board. Um and there was a a number of documents that were requested uh in relation to uh the makeup of that board and how that board uh ultimately came to be uh including the the chair position um and applications around that. the district um invoked its right to uh through its foyer coordinator to charge an estimated fee uh for that particular foyer request and the estimated fee was $72. Um the statute

uh the FOYA statute states that if there is a a fee of over $50, estimated fee of over $50, the district can request a good faith deposit of half of the 50% of the estimated fee. Uh so there was a request for a good faith deposit of $36 in that particular uh FOYA request or to process that FOYA request. Subsequent to the district providing the requester with the estimated fee, uh the requester appealed that decision which is allowable under the FOYA statute and the district's policies and FOYA procedures and argued that the uh fee was uh excessive and uh laid out that uh there was unreasonably high cost. Uh that's the reason the net cost standard was not met by the district. The uh $36 hourly rate was not justified and that there was incomplete

and inconsistent itemization in the district's fee form. The district uh when it charges a fee uh is required to charge the lowest hourly fee of the individual the lowest hourly rate of the individual who can complete the uh search or redaction of documents whatever is taking place. Um district determined that that uh amount for the the hourly wage was uh $36. Uh the district is not required, public body is not required to further elaborate the information related to that other than providing the rate itself which which it did. Um and uh that rate was listed as a result of the requirement to review the documents that were requested to determine um what redactions would be required. uh redactions that were uh potentially going to be made or would be made in the preliminary partial denial.

So the way the process works is when the fee is is estimated and provided to the foyer requester, the district also provides a preliminary determination on if it's going to grant or deny the foyer request. So in this case, there was a preliminary granting in part and denying in part of the foyer request. And that preliminary deni partial denial was based on an anticipation that there'd be necessary to redact information uh pursuant to Foya's privacy exemption, uh FOY's frank communications exemption and the family educational rights and privacy act. Um and when there is time needed to review documents and make such redactions, that's when the district is able to charge for that time. Um a an estimated fee is just that it's estimated uh and after the district receives the good faith deposit, it then

would process the actual request itself and then the district must provide a billing statement to the foyer requesttor of actual time that was taken. So in this case, there was an estimated amount of time of two hours at $36 an hour. If the actual time on task only took one hour, the district could only charge for the one hour and charge $36 and there would be no more amount of money owed. Uh if in fact the estimate was correct and it took two hours, um then there would be another $36 owed prior to receiving the documents. Um so what this means for the board this evening is you are uh the considered the head of the public body pursuant to our board policies. that is the body that determines whether or not to grant the

appeal issued by the foyer requester. And so tonight, based on the information that you've been provided by the requester in the the FOYA fee appeal and the information provided by the district regarding um rationale for the estimated fee, uh you have the obligation as a board to take action to either uh grant the appeal and would and wave fees in its entirety, meaning the foyer request would not have to pay anything and the district would have to process the foyer request. you could grant the appeal in part and reduce the fee. So, um you could reduce the fee in this case if it, you know, you if the board believes it only should be an estimated one hour. Um then it would reduce the fee to $36. Um or you can deny the appeal in

its entirety and uphold the the fee amount. Um, so that's that's FOYA fee or excuse me, FOYA fee appeal number one on the agenda for discussion and action. Um, and I can answer questions on that one. Now, um, the legal analysis is the same for Hoya appeal number two. Um, it's just a different HOA request related to board meeting uh, videos. when when a uh amount is generated for the the lowest paid person that could do it, would it depend on what's being requested as to who would have to do that search? So that that particular money amount could change. Correct. >> Correct. So what the statute says is that the district or public body cannot charge more than the hourly wage of the lowest paid employee capable of searching for locating and examining the

public records in the particular instance. Um, and so if there was a voyer request specific to information that only the superintendent was privy to, then the district could charge the superintendent's hourly rate because he is the only one capable of searching information that comes to to his email. Um, conversely, if there is a foyer request for um information that is only related to uh mail that comes into a um school building, for example, um we potentially be charging the hourly rate of the secretary at that particular building who receives the mail because they can search through the mail to make that determin. though it all depends on what is requested as to who has to do the research for it. >> Who is who is capable to it? Yes. >> Y >> but and my

question is there does not have to be an actual marginal or extra cost. So someone's salaried and we didn't pay them extra that's treated the same as somebody who was paid hourly and brought in. Correct. >> Can you say that one more time? So there's not necessarily a extra or marginal cost that we're recovering because if somebody is salaried and they get paid X dollars anyways and they did this we didn't pay him extra for that but we still would charge the person. Correct. >> Correct. So you still charge the hourly rate of the person who's doing the the redacting research. >> So it's completely plausible that we didn't spend any extra money in that. So actually we're covering money that we didn't spend if they were salaried. I mean, that would be logical, right?

>> Well, I I would >> But they're not doing their the job that we're paying. >> Well, no, no, I'm just asking him. No, no, that's a whole different argument, but I am asking the financial question first. I mean, there was no We don't have to show that we actually had an outlay of funds. I mean, there was just >> just the hourly and you may not have additional outlay of funds if a if a secretary is doing the work. If they don't have, you know, they just may not get to other work that if we're not paying, you know, allowing for overtime, for example. um you know whether or not they get to other duties that's really becomes the issue of why the intent of the statute says that we can that a public

body can charge a fee. >> Yeah, that's just getting at that though. Okay, >> other questions for John? Any other clarification? >> And we'll move on to FOYA number two. Okay. So, FOYA number two uh was a request related to board meetings and it was a request for recordings um essentially for board meetings held in in 2025. Um and the district uh estimated that there would be um an hour of search time and then three hours of time to redact information. Um, and so the total estimated fee was $182.22 and a good faith deposit of $91.11 was um required of the requesttor. The requesttor then uh filed a foyer fee appeal similar to what happened with respect to the first uh fee or foyer fee we we appeal we discussed, excuse me. Um and similarly

the district had provided uh that FOYA fee estimate along with a preliminary determination of a granting in part and denying in part with that partial denial based on estimation it may be necessary to redact information based on the privacy on FOYA's privacy exemption. Um and uh one thing that was a bit different about this particular request was that the charges for the three hours of labor for the separation uh of the videos themselves was at the hourly rate of $5147. Um, again to Miss Field's question earlier, the only individual the district had who was able to perform that service was in the tech department make and that's the hourly rate for that individual. Um, so that was the the reason why that hourly rate was um used. uh again that the requesttor provided a foyer

fee appeal and uh stated that the there was an improperly hourly rate used for the redaction of labor um and stated that it suggests that it's senior administrative or legal personnel that would actually be conducting that uh review and also um stated that the redaction charges were statutoily inefficient, insufficiently justified um for those three hours and that there was improper charges for review and examination of records. Um as was provided to the board again the foyer request or has the right to file the FOYA fee appeal. Um the district did provide a FOYA uh fee uh itemization sheet to the requester as the the reasons for those particular fees. um and they are in compliance with the statute uh similar to FOYA fee one. Um however again the board is charged as the public head

of the public body with making a determination again to either grant the appeal and wave the fees in the entirety. Second option is grant the appeal and reduce the fees and then a third option is deny the appeal and uphold the fees and and require the big pay deposit. uh timelinewise uh you receive the FOYA fee appeals uh at your December meeting. So whenever a fee appeal comes into the board of education is considered received in its next regular meeting. Uh so it was considered received at your December 17th meeting. you took action at that meeting uh to uh issue a a 10-day extension to to make your decision as a result of the when you when the foyer fee appeal came in, you had just just received I believe a day or two before

that meeting. Um and so didn't necessarily have time to review the entirety of the appeal. Um with the issuing of that 10-day extension, that 10 days between holidays, um Martin Luther King Jr. holiday on Monday, your 10th day is today. So, the board does have to make a decision uh statutoily under the timeline this evening. So, that's why you have action items uh on your on your board agenda later with that. Any questions on the second appeal? >> Well, I just wanted to make a comment during discussion that I don't have any questions, but I I think your analysis is very good. Thank you. You covered all the uh finer points with the FOYA law. So my question has nothing to do with the open meetings act or foyer or my comment. It just has

to do with this is more of a public policy question. Right? So a lot of public boards they put this online for free. So obviously if something's online for free they can't be charged for it. And that's that goes without saying. And we'll just focus on number two for the moment because that is by far the most ridiculous thing of the two is board meetings were something you could always watch for free. I know this because I did prior to running for the board. I was able to go back and watch somebody named Kyle Wright. I'm mentioning his name for the time period. Okay? So, whenever Kyle Wright was on the board, I was able to go back and watch him. And you know what else? I can watch City of Taylor council meetings. I

can go back and watch a council meeting from a month ago. I can watch a council meeting from five years ago. Can you imagine if a city of Taylor wanted to charge me $192 to watch a council meeting? That would be the craziest thing ever. But yet you actually have people that want to do this in this district. As an elected official, I cannot support that. I will absolutely be voting to agree with the appeal. Council, I'm sorry. Schoolboard meetings should be free. This is not a sporting event. We're not going to charge pay-per-view to watch a schoolboard meeting. And I will be bringing a resolution forward to put them back on the website. And I also want to investigate why they were ever taken off. I want you to understand the board never voted

to take them off. Somebody did that behind our backs. I'm going to figure out who that is. And uh yeah. So, no, we're not going to charge pay-per-view for meetings. They are free. And I do question some of the redactions being needed because guess what? If I watch a city of Taylor Council meeting, there's no redactions. So, the fact that we're trying to charge for video redactions is questionable legally. I I understand what the rationale was, but if you just post it online, it's free. Anyone can watch it. And since we apparently have meetings going back at least another five or 10 years, I will be bringing forth a resolution that they're available to the public for free, which would make the second foyer appeal moot. But I will be voting to grant it because

we're not we're not charging people to watch a public meeting. And by the way, if you want to record this meeting, they could, right? Yeah. Yeah, we're gonna charge you for something you can do for free. How wasteful and fraudulent. I can't wait to hear my colleagues vote to pay. So, I can't wait to vote this one out. >> The way I understood it because I do agree in part and and I have questioned why those uh videos were no longer available. Um, I agree in part. However, I believe there was more requested than just the videos. So, there was more in that foyer request than at least the way I read it, unless I misunderstood what I read. >> No, and that's a good point. That's why I kind of left one alone for

now, you know, but I thought number two was mostly just the videos and and I think if I vote to, you know, grant the appeal for number two, I think that's primarily videos and we can check that now. But I believe number two is mostly the video bundle. You >> you know, I I agree in part with you as well, Justin. However, my problem with this is the volume of time that that it's taken our superintendent, our attorney, um you know, to to compile these things is is kind of absurd for conspiracy theories and and really that's what it is that we did something, you know, we did something, you know, to the SEAB committee and I and that just didn't happen and I don't agree with it and that's my problem. >> But my

thing is why take the videos off of the website when every other public body has them on? I'm not saying it is a conspiracy theory, but obviously somebody did that and they shouldn't have. So why are we charging people for a mistake we made? We need to own the mistake, not charge people and put the videos back on the website because most other school districts do it. Every city I know does it. Wayne County does it. The state legislature does it. So yeah, you are kind of creating the appearance of a conspiracy theory where we magically disappeared a bunch of videos that have been publicly available for the last 20 years. I think you're asking the wrong question. Who disappeared the videos and why? And why not put them up? Because you heard when you

got here they're being recorded. You know how easy it would have been to put it online >> to do just that, Justin? because I want to make it sure it's very well written and I'm using the >> very well written to say I make a motion to put the videos back up. >> Yes. To make sure there's an archive requirement. I'm looking at verbiage from other districts as well. It it does take some time. You have to get the wording right. I'm sure you would agree. You don't just want to say make a motion to do X. You want to make sure you cover all your bases. you know, >> depending on what you obviously want to do. I mean, depending on archiving and stuff, it depends on what exactly >> I'll have something next

meeting, I promise. But it'll be, you know, it'll cover the bases so I think people understand what's going on. But it is basically what you just said. It's to let's start putting them back online and don't take them off again. But that's kind of unprofessional to write down >> starting tomorrow if it passed. So, >> and I guess I just do want to make it clear that there are two different appeals that you will be making a decision on. >> I think there was a CAB discussion that may have been crossed over with the videos, but there the the C the information related to Cabab is one FOYA fee request and FOYA fee appeal and uh board meeting videos along with a subscription of future board meeting videos is foyer request number two. So number

two is videos only. Is that a safe statement? >> Okay. So number two is videos only. So >> it's videos, but the other part of the request is to be a subscriber. We don't have that, >> right? >> Well, no, but if we put them back online, that becomes a mute point because you can't subscribe to something that's already free. >> But what the person wanted was every time a video was posted, they wanted to be sent that particular video. Okay. Well, then we would obviously fix that in the policy regarding the video. I'm not I didn't see that. I didn't interpret her request that way to be honest. >> There's no interpretation. That's what it says. >> That is the request. Um I I want to make sure the board is also uh looking

at this though is that the information before you tonight is just the appeal of the fees, not the substance of the foyer requests. Um so we haven't even gotten to the point of whether or not the district would deny the subscription because there hasn't been a denial or granting of that yet. Either way, um there obviously isn't any searching or redaction uh that's been charged because the subscription would be to future meetings, right? So, yeah. >> Um it it's >> the district may what depending on whatever the board does to either grant or deny that FOYA fee appeal, the district would then have to make a decision through the foyer coordinator as to request with respect to subscription. If that was denied, the subscription itself on its substance should be uh approved or denied. Does

that make sense? So there's there's the fee and that's all that's all you're charged with looking at. >> No. And and that's why I was discussing the resolution exactly as you said because my resolution was going to handle that if there were existing requests or subscriptions or something like that. those would become null and void because you would just tune in to watch. So yeah, you want to you want to cover that too. Yeah. >> Has any of the good faith has there been any deposit at all? >> Not that I'm aware of. No, nothing yet. >> Okay. >> And so that just so the board's aware and um until uh until there is a good faith deposit received, the district does not have any obligation to process the the foyer request. So that's why

there hasn't been a decision made about the subscription because the actual substance hasn't been processed because the good faith deposit has not been received. It's, you know, it has been received because we're here for this the fee this evening. Is there any other discussion? Okay, then we will move on to public comment agenda items only. Anybody that wants to make comment in person first um with regard to anything that was on the agenda, please approach the podium. Okay, welcome everyone to the Taylor School District regularly scheduled board meeting of January 21st, 2026 where our mission statement is to educate with purpose, engage with passion, empower the future, and our vision statement is that we will create a welcoming and innovative learning environment that nurtures the whole child, empowering every student to thrive academically, socially, and

Um I just had a question because uh it was unclear when the lawyer had mentioned um at first he had said that it was to um redact from the uh first FOYA.

was for the reda I'm sorry for the video one was for redaction of the video and the second time around he said it was for organization of the video so I'm just questioning what it is whether or not it was for redaction or organization of the videos because that was unclear he had mentioned both things twice um secondly I want to thank Mr. um it is important to note that if these videos are posted online, you won't even have a foyer request in front of you at all. These should be posted online for the community already. Um and I question to what needs to be redacted from a open board meeting. Um it is an open board meeting for a reason. So it's another question that I do have. Um and then finally, I just

wanted to make it note also with the first FOYA request is that the sex education advisory board information is also public. So for that to when somebody puts their application in for a committee that's a public process. So those things too I question what needs to be redacted in there. There is no children applying for that position. So FA doesn't really make any sense. Thank you. >> Thank you. >> I'm Dan Wallace. Uh 23245 Northland Road. Uh just to make this clear, this is completely as a district uh resident. Okay. Yeah. Please get the things back online. Uh it seems ludicrous that every place in the world where there are open meetings you can usually they are put online. And I also would like to reiterate that I think the concept of charging that kind

of money to produce videos. I understand there was a different part to this that needs to be but it'll become a moot point if the videos are put online and I just want to say that as a private citizen I agree that this entire thing about the foyas and the resistance and the amount of money uh is uh it makes it look like things are not as open as they should be uh with the school board. um the concept of sorry being on a public board serving the community and then talking about you don't want to comply because of a conspiracy theory for goodness sakes. That's all I have to say. Thank you. >> Thank you. >> Anyone else in person? name is Curtis Johnson, former resident. I just had really had a question just

so that I have understanding to the statement that you made. So if you're charging a fee and it's contingent on the lease person who can perform that function, but if they're an hourly if they're an salary worker and they're not putting extra hours, that money is already covered and the workers already covered what you're saying, right? >> That's exactly what I was saying, sir. And that has been brought up over the years as the legislature approved this. So yes, >> and then for me, if it's already information that you have and that you're in error by removing it, then you you have to take that that loss and produce information you can't charge from that. It makes it look bad. It makes it look real bad to even fight it. If you're an error and

everybody else is doing in a open where everybody has freedom of information for you to double down on the money looks real bad. >> Thank you. >> Well, I'm sorry. I I do want to >> um I had to foyer two separate times for the city and I was expected to pay and I did pay. So it is common practice depends on what you want. Who has to do it and I don't have an issue with that because that is a lot. >> If I may say two two wrongs don't make a right and I used to fo you stuff in the city of Taylor too and there used to be a clerk not our current clerk but a different clerk uh and she used to charge people for every little thing. We have a

new clerk her name is Cindy Bower. She says, "No, it's not that hard to do." And she barely charges. So, two different people, one would charge you hundreds of dollars. We have a new clerk who says, "Here you go. It's right here." And and just a quick anecdote, I believe it was Troy. I will have to check, but they they were setting up their website. They didn't have a lot of stuff on there. And it was during the meeting, they said, "Well, to set up the website this way might cost a little extra upfront." And it was brought up that by doing that they think the foyer requests would go down. Sure enough, a couple years later, their city clerk came and spoke at the meeting and said, "Do you have any idea how much

easier my job is? Nobody requests foyers anymore because everything's online now." So by taking everything offline, we created the problem and now we're charging for it. U there was some insinuation that we were doing things that were um beyond the scope of the law. Is it Mr. Carva? Can you Is there nothing? I mean, we went we've gone through this and I read read the opinions for all three. I mean, anything else that we're doing that's >> No, no, you're you're within compliance of the law >> with all with the law by charging an estimated fee. Uh, obviously if you vote to put board meetings back online, I haven't, you know, done a thorough review because that wasn't part of the the foyer fee appeal, but that would then change whether or not you would

ultimately charge a fee for meetings if you're going to be put the information that's requested online for everyone else to have >> approved. >> So that particular foyer would depend on if the board moved to put the uh videos back up. Yeah, I I haven't looked into this, but and so but since I'm being asked a question, if if for example, you deny the FOYA fee tonight or the FOYA fee appeal and say the requesttor has to pay the money for that particular request for board meetings and then at your next meeting if a something comes forward and you decide to put board meetings online going back in time and the board meetings that that foyer requesttor requested and had was paid for, then they are now available free online, it would probably be, you

know, without doing any research before this evening, probably be telling you as a board, you're going to have to reimburse it for your requester. >> Right. Absolutely. Understood. Yeah. I'm not opposed to have having them, you know, online and accessible. My concern um has been that that or is that the, you know, the videos are going to be because it happened tonight. I mean, words were twisted. you said a different word and so it's going to be an entire year of did did I did I slip up and say something different than what I should have said but you know and that's my concern is and then we're going to have you know more of these and that's what we're going to be doing as a school district instead of you know helping students um

we you know we're going to be answering foyers and and quite frankly I I really think that you know in terms of um you know transparency This board has been more transparent than there than any board um in in recent history for sure. Um we we do everything that we can out here in public so you can see. Uh rarely meet in the back room although we will be tonight. Um but that's negotiations. Um so anyway, that's my two cents. Anyone else have any comments at this point? Oh yeah. Yep. I'm sorry. I'm sorry. Listen to my rant first. Please go right ahead. Um, I just had a statement. If we're charging the public boa fees for something that's available to the public right now that literally anybody can record at home and put it

online themselves, doesn't really make any sense to just say what you said about how transparent you are when it would make more sense to charge a foyer fee for something as such as a closed session that is not available to the public. So, it doesn't make it seem transparent. I know that you say that you've been very transparent, but not allowing the public to go back and view previous board meetings to be educated on what's going on or how that has affected the next board meeting isn't being transparent. It's not helping us stay informed or involved. It's kind of just shutting us out. And the other question that the question that I had is where is this Foya fee money going? >> Well, you know, I I guess I can't comment to that or shouldn't

comment to that. videos only stopped being posted and they have been up for a hundred years because I've used them and they were taken down the last year uh two years. I I don't know what happened. I questioned it as well, but it's been up there for the history if anybody wanted to view them his the history part of it other than the past year or so. >> Yeah. And that wasn't a decision that we made as a board. No. To take them off before us. >> Um, >> so >> it was during our term. It was not before us. I believe it happened in February of last year. >> What? When they were taken down >> approximately. Yeah. Because I I I again, memories aren't perfect, but I thought I watched them in January.

And then sometime around February or March of 2025. That's so weird to say 2026 is now. So yeah, I believe they were taken down approximately. I don't remember when they were, but they have been available. >> No, no, everything you're saying is true. I'm just saying I believe it did happen during our term and we were never asked to do it, which is why when this is all said and done, I really want to investigate who did it. I I really want to find out who did that. >> Why? Nor, you know, ever do I ever go look for them to know know that they'd be gone. I would, you know, it would be my intent, I suppose, to make a motion this evening to um >> Well, when we get to the action. >>

Yeah. Yeah. Well, I'm just doing it during so people to think about it. >> You don't have to have a whole lot of verbiage. Put them back up there. >> Yeah. Yeah. It doesn't need a lot of verbiage. Put them back up. Put them online. >> Then I'll do that during open business. That's fine because I do have mentally. >> Perfect. Do I get it done? And then that makes foyer number two moot, right? >> It would. Yes, it would. >> Okay. And then >> so would we Let's move forward. I suppose we still have to vote on that second one if we're going to put them back up online. How does >> John walk us through that? >> Yeah. So the agenda can pass that >> because your uh timeline ends today. Um, I

would recommend even if you pass a motion to put your board meetings online that you still, if that were the case, I would take a motion to still grant the appeal uh and not charge a fee so that you are not in out of compliance with the timeline because you do have a legitimate foyer fee appeal in front of. >> Sounds good. Thank you. Um, so it's a procedural step, but I would take it just to make sure you get rid of written notification to the requester within the time frame. >> Thank you. Any other questions for John? No. >> All right. I'm sorry. Oh, online. >> Go ahead. >> Hi. Can you guys hear me? >> Hear you? Yes. >> Okay. Just want to make sure uh there's so much to unravel here. Uh

but I just I love the reasoning for not supplying the community with the information they should have due to personal opinions of getting charged from city communities and uh personal experiences is crazy. Um, and then being called conspiracy theorist now, uh, on top of being childish, you know, all in an effort to take care of our children is is grotesque out of out of a school board. Um, and then to to claim that uh, you're probably the most transparent out of all the school boards, but literally everything I don't think we've received an email back from anybody on anything we've ever asked this board. So, that's the hottest garbage this century. Um, and then as Modarsi just called out his own board, it they were the videos removed and now you guys are chitchatting back

and forth on whether you want to put the videos up, but you're very transparent. Uh, that's a contradiction of everything you're trying to say. Uh, and then not want to put the videos up over to claiming that we're conspiracy theorists. Uh anyways, uh my wife already referred to the three hours for redaction of information, but then it was changed later on and what the lawyer was explaining to you saying that the 3 hours was for an IT person that needed to organize the videos of some sort. Uh I hope there's some type of clarification there on exactly which one that 3 hours was for. I don't know what type of information would need to be redacted from public videos that can be recorded. Um, and and if you guys are going to go through and

post all the videos, I would love if we could get some type of update on when we should expect these videos to be posted by. Uh, not just an agreement, oh yeah, we're going to post them and then uh next year we start posting them. uh there wouldn't be a need for a subscription for these videos if they were all just posted for the public to see. The subscription request was basically if if you guys are going to give us the videos but not post them, we would like a subscription to the videos uh from here on out. Um so so yeah, I think the the main thing there you guys discussed it and you guys are going to post the videos. if you guys could give some type of clarification on what time of

time what kind of timeline you guys are looking at to start getting these posted and also are are the old videos going to be posted. Uh I think there's a lot of clarification that needs to be spoke about there not just yeah we'll post them. >> Thank you. Anyone else online? We'll move on to action items. >> Action items. Uh number two is the Michigan Construction Teachers Association Conference policy number 6550. It is recommended the board of education approve the overnight conference request for Robert Murray to attend the Michigan Construction Teacher Association conference in Shanny Creek, Michigan, February 4th, 2026 through February 6, 2026. Is there a motion? >> Motion by Mr. Morris. Is there a second? >> Second by Mr. Madur. >> Miss Fields? >> Yes. >> Miss Morf? >> Yes. >> Mr. Madarski?

>> Yes. >> Mr. Morris? >> Yes. >> Miss Shuels? Yes. Mr. Westall? >> Yes. >> Miss Block? >> Yes. >> That passes 70. Number three is the Michigan Construction Teacher Association conference policy number 6550. It is recommended the board of education approved the overnight conference request for Jeff Plug to attend the Michigan Construction Teachers Association conference in Shandandy Creek, Michigan, February 4th, 2026 through February 6, 2026. Is there a motion? >> Motion by Mr. Morris. Is there a second? >> Support. support by Miss Moore. Miss Moore, >> yes. >> Mr. Marki, >> yes. >> Mr. Morris, >> yes. >> Miss Shfeld say yes. Mr. Westfall, >> yes. >> Miss Block, >> yes. >> Miss Fields, >> yes. That passes 70. Number four is the Michigan Career Education Conference policy number 6550. It is recommended the

board of education approve the overnight conference request for Jenna Randall to attend the Michigan Career Education Conference in Grand Rapids, Michigan, January 25th, 2026 through January 27th, 2026. Is there a motion? >> Motion by Mr. Morris. Is there a second? Support by Miss Fields. >> Mr. Madarski? >> Yes. >> Mr. Morris? >> Yes. >> Miss Shefelt? Yes. Mr. West? >> Yes. >> Miss Black? Yes, >> Miss Fields. >> Yes, >> Miss Moore. >> Yes, >> that passes seven. >> Number five is the MECA, Michigan Career Educational Careers Association Conference policy number 6550. It is recommended the board of education approve the overnight conference request for Heather Roberts to attend the Michigan Career Education Conference in Shelbyville, Michigan, April 20th through April 22nd, 2026. Is there a motion? >> Motion by Miss Block. Is there a

second? >> Second by Mr. >> Mr. Morris. >> Yes. >> Miss Shubel is yes. Mr. Westall? >> Yes. >> Miss Block? >> Yes. >> Miss Fields? Yes, >> Miss Moore. >> Yes, >> Mr. Marski. >> Yes, >> that passes 70. >> Number six is the Wayne Resa recognition resolution. It is recommended the board of education approve the Wayne Resa recognition resolution celebration of sport school board recognition month to express its deep appreciation for the commitment, vision, and exemplary leadership of the Wayne County School Boards of Education. Is there a motion? Motion >> motion by Mr. Morris. Is there support? >> Support by Miss Moore. Miss Shualt is yes. Mr. Westall. >> Yes. >> Miss Block. >> Yes. >> Miss Fields. >> Yes. >> Miss Moore. >> Yes. >> Mr. Madarski? >> Yes. >> Mr. Morris?

>> Yes. >> That passes 70. Um, so I was asked to just provide further information to the board regarding your action items for FOYA fee appeal number one and FOY fee appeal number two because this is the uh first time this board has gone through this process. So as was in the discussion section of the meeting, I I provided the background for the FOYA fee appeals themselves. Um and just before we get to the action items, um I know that there was a couple points regarding questions and clarification with respect to Hoya feeal number two with respect to the three hours for the IT director and that three hours was for review and potential redaction um which is allowable under um section 4 of FOYA specifically subsection 1B. Um so I just want to provide

that clarification to the board because it came up twice. Um it was those three hours are for the IT director for reviewing and redacting. Uh and that's on the board meeting video foya foyer number two. Um so as I discussed there you have three options with respect to each foyer fee appeal. Uh and with FOY feed appeal number one which is the SAB material you have the option to either grant that appeal and charge no fee to wave the fee entirely. Uh grant the appeal and reduce the fee and again that fee uh to estimated fee total was $72 and the good faith deposit is $36. uh or you can uh determine to deny the appeal and uh uphold the estimated fee of $72. Um so with that, I provided a a draft resolution to

the board for each of those. The resolutions um provide background just as far as what actually uh took place as far as the timeline and when the original foyer request came in, when there was uh the preliminary partial grant and partial denial, when the FOYA fee appeal came in, when you took action to grant a 10-day extension, and then now you're here tonight. And if you grant the appeal in its entirety, you you motion to approve a resolution to wave the fees. And if you deny the appeal in its entirety, you're granting uh you're approving a resolution to uphold the estimated fee. Um so with that, um I know that's a lot of information, so I I guess I just I'll put it out there and anyone can make the motion. The request is to

from the requesttor for you to grant the FOYA fee appeal for the CM. So is there a motion to grant the request and wave the fee in its entirety? I'll make that motion. >> Is there a second? Okay. So, that that second >> I would like to make a motion to deny appeal and uphold the fee of $72. >> I support >> support. No, >> they already did. >> Oh, I'm sorry. >> So, it's moved by Mr. Morris and supported by Miss Moore. >> Any further discussion? >> It probably makes sense to take a roll call just to sure where we're at. U start now. Mr. Westfall, >> yes. >> Miss Fields, >> yes. >> Miss Shoefeld, >> yes. >> Miss Moore, >> yes. >> Mr. Morris, >> yes. >> Mr. Markski, >> no. >>

Uh, Miss Block. >> So, that motion passes 61 to deny that appeal. >> Um, so we have the same potential actions with Foya fee appeal number two, which is for the board meeting uh videos. Uh there was some discussion about whether or not the board wanted to to post board meetings in its entirety and I stated that if you decide to do that at a later date, I would recommend reimbursing the requester if you do deny the appeal. And so it looks like Mr. Morris. >> Yeah. I would like to motion um an appeal or to accept the uh the grant the appeal for foyer fee appeal number two. >> Second. >> And wave the fee in its entirety. >> Yes. >> Okay. >> Second. >> Okay. So moved by Mr. Morris and supported by

Mr. Mr. Markski. Um, and I'll start with you, Mr. Morski. >> Yes. To Grant. Yes. Okay. >> Mr. Morris. >> Yes. >> Miss Block. >> Yes. >> Miss Moore. >> Yes. >> Miss Shoefeld. >> Yes. >> Miss Fields? >> Yes. >> Mr. Westfall? >> Yes. >> Right. So, that motion passes to grant the appeal and wave the fee. >> Yes. >> Um, that's what I have on the way. uh the the uh just so you know there's also direction those resolutions to provide um Mr. Wager and employee coordinator to provide notice to the requesttor this evening. >> Thank you. >> When can technically when can the motion come up to put the board meetings back online? >> I was going to ask the same thing. When can I make that? >> I'll ask first. >>

Okay, fine. I was thinking. you asked what I was thinking. >> Um, so you can make that um motion and you can make it right now if you want to. You can make it after your consent agenda. Um, and so I would first make a motion to amend your agenda to add that motion. So you're going to have two actual two actions. One is a motion to amend the agenda, then add an action item nine to uh approve or authorize put put board meeting videos on the district's website. And then the question is, is it just moving forward from tonight or is it um going back in time to um for however long of a period of time that you want to? >> I I think it should go back to where it initially was

starting to be posted. >> And that's what my verbiage I've been I have says. That's exactly it. Yeah. >> See, I gave you your verbiage, Justin. >> There you go. We're amazing. Yeah. So, no. So, I'm going to make the first motion then to amend the agenda to add item nine as stated by the attorney. >> To go back to the beginning and revise that because we have >> I I'll work with uh you and um uh Miss D on the uh actual minutes of what that looks like, but we're just adding an action item nine. >> So, there'll be a motion that I'll work with her on the minutes and then just write in >> that I make a motion that we revise the agenda. >> I think Mr. Mr. Madar Mr. Madar, >>

you're just seconding it then. >> Okay. It doesn't matter who does it, but we got it. >> Okay. You got a motion. You got support. Yeah. >> Just uh >> they just need to all >> to amend the agenda. >> Yes. >> Yeah. Okay. So, I make the motion to amend the agenda. >> Second. >> Thank you. >> Okay. >> All in favor? >> I. So then the next motion is to actually authorize and direct the superintendent to uh >> So my motion is to authorize and direct the superintendent to post board meetings on the school district website p including past meetings which are available the present meeting and all future meetings in their entirety which is defined as from roll call to adjournment including public comment, but of course does not include any closed

sessions. >> Now, does um just quick question for I might lose it before I get to ask it. Um >> I think I lost there. I'm sorry. >> It'll come back. >> Close session would be a moot point because we don't >> I I know, but I'm just putting that in there so people don't get confused. It is a mute point. The only thing that's the only thing that's videoed is the board meetings. That's it. >> And and that's fine. And then I'll I'll redirect that. Well, I I will remove any reference to close sessions. >> So, what what is your >> Okay. So, I'll read it again. to post on the school district website all board meetings including past board meetings for which it is available the present board meeting being today's date and

all future board meetings in their entirety which is the full board meeting from the roll call vote call to order okay from call to order to adjournment including all public comment and I am setting a date as was recommended that we'd like to have this done by February 14th. >> is that feasible? I that's why I kind of hesitate. I'm just throwing out a date. >> I was going to say the second meeting of February probably. >> Yeah, I was just doing Valentine's Day because we got the little you know >> I was inspired by the present, but if if you want a different date, that's fine. What date would you prefer? >> Just whatever the second meeting of February is. So the third Wednesday of the month of February. >> Okay. Yeah. >> So,

with a uh a completion date for the third Wednesday in the month of February. >> Does that sound right? >> Yeah, that's fine. >> Are we talking about for making sure they're posted or what? That's >> Yeah, we have them all up and running again. It's sitting right over there. >> Yeah, I think we got to consult with our IT department to make sure they're they're good. >> You have any feedback? >> Well, well, there's no punishment if the deadline isn't missed, but yeah, I would like feedback, of course. We we'd like to meet what what you put forward, you know. >> Okay. >> I do want to clarify uh I believe it would be prudent uh when we set the agendas in the future when we go through the the the long list of

things that we say before people speak at public comment. I think it would be wise to include in there that when they get up there and they speak and they say their name and their address, it is going to be out there publicly. And that is uh one of the big pieces that I think we just need to add to make sure people are aware. >> Well, maybe it should be added to >> Yeah, that's what I'm saying. >> You know, the maybe the I can add this meeting is video. >> Exactly what I'm saying. >> Yeah, the president can do that as as her duties actually as a chair. Maybe the chair can do that. Yeah. >> Yep. I just wanted to make sure that that was the thought we put in there. >>

Mr. Morris, were you supporting that or am I >> You can support. >> Can I ask just on the timeline? Do you have a I think President's Day is that Monday? Is there are you off that whole week or just >> a day or two? >> So, it depends on students, depends on staff. It it varies. Everybody's off on the Monday. Um but then it, like I said, it varies from there. Who's >> I just want to make sure for purposes of timing that we're you're considering that if >> Yeah. >> your department is off. >> Yeah. I think it makes sense to make it end by end of February by the end of the month of February. >> Yeah. >> March 1st is the deadline. >> Yeah. There we go. >> There you go.

March 1st. >> Okay. There's >> Are we done deciding this now? >> I believe so. >> I supported it. >> Okay. >> You want to just go down the table? >> Yeah. Roll call. Your roll call. >> Mr. West. >> Yes. >> Miss. Yes, >> Miss Shoufeld. >> Yes, >> Miss Moore. >> Yes, >> Mr. Morris. >> Yes, >> Mr. Mardski. >> Yes, >> Miss BL. >> Yes. >> The motion passes 70. >> Thank you. >> And moving on to the consent agenda. Policy number 0166.1, policy number 6470, policy number 8640, and policy number 2304. Minutes from the regular board meeting December 17th which minutes from the organizational meeting January 7th consolidated items payment of current bills certified non-certified and administrative reports out of state out of overnight field trips and out of state overnight

grant grant funded conferences. Is there a motion? >> Motion by Miss Fields. Is there a second? >> Support by Mr. Moore. Miss Fields. >> Yes. Miss Moore, >> yes. >> Mr. Madarkski, >> yes. >> Mr. Morris, >> yes. >> Mr. Sheelson, yes. Mr. Westall, >> yes. >> Miss Block, >> yes. >> That passes 70. Next is the superintendent report. >> All right. Thank you very much. Um, couple things I want to mention. I want to throw out there to the community. Uh any uh parents or students who are interested in taking part in the Taylor High School marching band or color guard coming up on Monday night the 26th at 6:00 p p.m. they will be having aformational meeting for parents of anybody who wants to be involved in the marching band or color guard

at Taylor High School. This applies not just to the high school students, but this also applies seventh grade and up because uh they do allow for exceptional students who are excelling already in music to be a part of the marching band as early as 7th grade. So, it is not just the high school, but seventh and up. Uh if you are interested, please attend. Uh they did state that this will be obviously in Taylor High at cafeteria B and it'll be door number four for Taylor High will be how you enter, but six o'clock Monday night if you are interested in the marching band and the color guard. Uh the second thing I want to mention is uh for our West students, I know you've enjoyed an extra couple days off, but you are back

in session tomorrow. Um we unfortunately had a pipe burst at West on Tuesday and we had to last very last minute call uh school off for West and it was quite significant the amount of water that came from this and so it took them two days to have a restoration company out there and assessing what needs to be taken care of and assessing uh what we got to do going forward. But they've got that done as of hopefully they said about 8:00 tonight they were going to be wrapped up in there and so school tomorrow for West Middle School. And on that same theme I do want to talk about uh snow days for a minute and cold weather days. Back when I was a principal and a teacher, you know, you sit there and

go like, "Oh man, I can't wait for that snow day." Little did I know when you take this seat how it changes for you. When I'm getting up at 4 in the morning and was up at 4 in the morning this this exact morning to check to see if it was already snowing, see what the roads were like. Uh reaching out to Miss Marshall and Mr. Gerrod about what they think and getting their opinions. Uh, a lot goes into that decision- making and I know it's not always easy, but the state of Michigan only gives us six days and the state of Michigan took away the use of virtual days. So last year when we ran out of days with certain buildings, we simply instead had those buildings go on to virtual programs and we

were able to to not have to worry about making up days in the end. That doesn't exist this year. So, I'm really tied to the fact that we have six days. And so, I know it was extremely cold out there Tuesday morning, but that was why the decision was made that we needed to be in session. We have a good two more months of winter yet, and we've already used two of those six days. West is already at five of those days. So, West is already in a spot where we're we have some concerns about them running out of out of those act days. So, a lot goes into that decision- making. With that said, when it comes to the cold temperatures, because I know that that's one of the big things. One of the

things that I use in my decision- making and when I'm doing that factoring and I report it to the board of education of where my thinking is, I'm really looking at whether they have the National Weather Service has issued any particular advisories concerning windchill or the actual cold weather. So that is always going to be one of those telltale that I'm going to look for. So keep that in mind uh as we go forward because I think Friday is looking pretty rough last I looked at the forecast. But uh tomorrow know that I will be monitoring watching for what the National Weather Service puts out there and then we will communicate uh whether we're in or not going to be in uh once we have that. But a lot goes into it, a lot more

than I think people realize. And uh we do take safety as the number one concern and that is why we like I said rely on some of the information we get from the National Weather Service and other outlets as well. Uh with that said I am good. >> All right. Item scheduled for next agenda. Good news. Don't know what the good news is yet. Um student representatives. Okay, now we have general public comment. Is anyone wishing to address the board about any topic whatsoever? As mentioned earlier in the the meeting, we will now open the four floor for general public comments. The same guidelines previously outlined will remain in effect and any questions at this meeting. Superintendent Wagger or his designate will work on getting those answers in a timely manner. We'll begin with those

in person and then move to our online audience. Thank you. Go ahead. >> Um I just want to say for the record that the purpose of the denied FOYA was for public understanding specifically to understand how the board of education and superintendent created a process that differs significantly from what is required under state law. There are multiple gaps and inconsistencies in the process and I believe the public has a right to understand how decisions are being made and how public records requests are being handled. It has become clear that personal assumptions are being inserted into how these requests are interpreted. The earlier comment referencing conspiracies conspiracies demonstrates that the focus has shifted away from transparency and towards speculation about intent. This foyer was not about motives. It was about process, compliance, and public accountability. I'm

speaking tonight so the public understands what the foyer request was actually for and how this district responds to lawful public requests for information. And for the record, Mr. Wger, participants are not required to say their name during public comment. It does not have to be part of the um board meeting recordings. Thank you. >> Thank you. Anyone else in person? >> Anyone online? Go ahead. John Ross. >> Oh, there it is. John Ross will give us some info. Hi, John. >> Good afternoon. All right, there's my three minutes. All right. Um, so I wanted to say John Ross, uh, 22,000 East Chipmunk Trail, Wood Haven. Uh, I'm the tech director for the district and I I had a quick comment about this process that everybody thinks is so easy to do. Um, it is not

feasible to post current and past board meetings in what you feel is a timely manner. Uh, I heard that I heard the date March 1st, which I think is great because it's my birthday. But, uh, I believe that you're hoping for a date where it's not enough time to convert and post videos. Not to mention the time that it'll take to train non-technical employees who will likely be the ones taking on this task. Those individuals also have day-to-day jobs and I think it's unfair to expect those employees to complete 10 hours work in an 8h hour day after day. Um I mean I'm happy to consult if you have additional questions. Uh but I think you voted prematurely and I think that those questions should have been asked as a team and maybe we did

a little bit of our homework prior to making these decisions. uh because again, you know, you you hire people like me to be an expert and I think that when we talk about technical concerns like this, it's it's good to consult everybody involved with it because now you're asking me to do uh 12 hours of work in my normal 10-hour day. So, um, and I'm also concerned that we're posting videos that have people, perhaps children in them, and we're going to be posting those videos without their prior consent. Somebody else brought it up, and I think it was an excellent point that there are people that we haven't told, you're on camera, this will be posted, and in future board meetings. I think it's an excellent idea to make sure that everybody in attendance knows

that there's a camera present and that these videos will be posted online. So maybe a smarter idea would be to going forward to make this change say there's going to be a posting, you will be present and if you don't want to be part of this online video because it's not something that we can redact. We can't just blur faces easily. That's not something where we have a the technical ability to do that. So, with that being said, you know, thank you for hearing me out. That's really all I have. I just hope that maybe we can have a little bit of discussion before we move forward with past videos and then we can work on doing current and then future videos from now on with that disclaimer that people are being recorded because I

do worry about uh furpa and sipa and in those times like today where you had children on stage and maybe they don't want to be on camera and maybe they don't want to be on a on a YouTube channel forever and May I ask why were the videos taken off in the first place? When was that done? >> Or not. Okay, >> I can get an answer. >> Yeah, I'd like to know that >> because I mean he's he's talking about discussion. There was no discussion. Take the videos off. So now they were getting put back on and it does it was a little >> well and as far as far as the students um being shown I do believe our parents authorize that right out of the gate. So that's not an issue I

>> as long as they sign for >> right >> but I have an issue when they have been posted all these years and then boom they're gone. >> Exactly. that because I questioned it. Did I not call you Missy and ask you where the heck they went? So, let's bring them back. And I don't agree with what John says. Speak to Matt on how you would be able to get it done. I can't remember how they were posted before. I thought it was a full year at a time. I don't know how far in the archives you could go. >> Start with most current and just, you know, 2025 done and two meetings from 2026 and then work on the the next one. >> Are there any other online comments? Hey. Uh, so as as

John was saying, um, I'm wondering exactly, you know, he's talking about this the time it takes to do this. Uh, it's I don't know what kind of software the the school district is running. Um, but if you don't have good enough software to to flip a video into some type of different format, you know, especially one that's about an hour, hour and a half tops uh in 30 minutes. It's not like it's manual labor. Um, it's it's genuinely not that difficult. I could actually probably teach everybody on this board on how to do it. Um, so I don't know what he's speaking to there. Uh, and if they were posted originally, it wouldn't take him this long now to do it. Uh, you know, the good thing for him now is that it'll be, you

know, if we keep up with it, it's just one video every two weeks that's got to be posted. And, uh, you know, similar to also to address the the FURPA issues or whatever he wanted to claim that they're they were, if you step out into public, your, uh, identity is open to everybody. Uh, that's what this is. It's a public meeting. So if you voluntarily come in there and you're being recorded, you should understand that you there is no uh excluding me from something. Um so there there's no information to redact or hide people's names or whatnot. Uh you're in a public space in a public meeting that you're told that you're being recorded in the beginning. So, uh, the the hoopla of why these videos are hard to post or or just getting them

posted is obnoxious. And, um, nobody said we needed them posted by next week. It's just wondering what a timeline looks like if we were going to post them. If somebody could provide us that, uh, I understand that it does take time. people have a normal job through the day and then to catch up is a is a pain in the butt. But if we can get some type of timeline, hey, we're hoping by March, April, we got them posted, uh, all of them, that that's awesome. So, uh, if anybody wants to learn how to change formats on videos, I I'll I'm glad to teach you guys. >> We are aiming to have them all up by March 1st at this time. Thank you. >> Anyone else online? >> Hello. Can you hear me? >> Yes.

>> Okay, great. This is Jenna Randall. Sorry, I had to leave the meeting, but I just wanted to say that this could be a good opportunity for workbased learning for students. Um, so we do have I teach digital multimedia at the career center. So, if we could potentially maybe we could help with the videos. uh to get them, you know, converted and posted. Uh so I just I know John mentioned a discussion and I think that would be something that perhaps our students could help with. >> Thank you. >> Y >> Mr. Wagger will get back with you on that. >> Anyone else online? No. >> All right. Now we'll move on to board member comments. I would just like to thank Taylor Parks cheer team, their coaches and principal Ruth Ruff for coming today.

It was very nice. >> Absolutely. >> I too would like to thank Taylor Parks and show everybody what was in our bags. Never bring us to see that, right? But this is really cool. So this was handsigned by roughly, if I had to say 25, 30 people. And no one does that anymore, right? This isn't digital. This isn't some auto pen. 25 people took the time to to write their name and that was really nice. I'm gonna put this in my home office. I mean, that was really nice of them to do this. A lot of people don't do that anymore. So, uh, thanks guys. This is pretty cool. >> Um, I have a suggestion for good news, um, that we reach out to the basketball team or the cheerleaders um, from Taylor High School

because they did their LCDA event again. Um, this year it was an actual game. um against another school district and so it would be nice to hear how that went. Um just an idea. >> Absolutely. >> Um also, >> yes, it was a I was there. It was a great event. Uh I know >> we had a pass event just like it was last year. Uh the opportunity to see those kids out there on the court and to on the Pistons court and have that opportunity. They they take some shots that they wouldn't normally take. they take some it was a little less this year because it was an actual uh competitive game for their season because they're playing here on um and but it still is always a fantastic experience for them. >> Yeah,

that's just an idea. And then John, I just have a question about um I know that the board meetings are recorded here. Um but it is not like a law whether it's an open meeting act or not that we have to post them on. Is that correct or >> correct? Yeah, there there is no legal requirement to film or post board meetings. >> Oh, so we don't even have to film them here. We don't have to do them on Zoom. We don't have to allow any of that. Correct. >> Correct. >> And I would assume that when people know it's posted all the time that they can attend via Zoom, common sense would tell me, well, if I can see them, you're being videoed. >> Correct. >> Yeah. I I would agree with you. >>

So it's not like people are unaware they're not going to be videoed. It's on Zoom. >> Right. >> Yeah. I think that want to speak for Miss Shupel. I think her question was whether or not you have to have it on Zoom legally. The answer is no, you don't. But if you do have it on Zoom, I would agree with you that yes, I think in this day and age, people should assume if they're on assume if they're on Zoom, they're being deported. Well, we've only if I if I recall correctly and I may be incorrect and and Ann might have more information, but we started using the Zoom not long before CO I believe >> actually we started using it during CO because we were given the opportunity to use Zoom to conduct business

and not shut down the district. Um so we took that opportunity but the legislature took that away correct >> of what three years ago at least. >> Yeah. So >> so we cannot we cannot conduct business via Zoom. >> So the whole thing is is it's not 20 years worth of videos. >> Maximum would be >> we had recordings. We did not have videos. >> Correct. Correct. >> I remember that it was audio. >> Yeah. the the video I saw, the oldest one I can recall, I believe it was not in this room, it was in the >> the old one. >> And and again, I'm just using the person I remember speaking was Kyle Wright, and he looked really young. So whenever Kyle Wright first joined >> really young, >> well, he always looks

younger. He looked even younger than usual. So that that's about the year I saw. So that's all I'm saying. >> Yeah, but Kyle was still on Kyle. Was Kyle over there? He would he didn't get >> over there. >> I was saying like there >> he he could have been speaking during public comment. Now I I you know my memor is not >> he was a board member when we were at the old building. >> So when did we leave the old building? Just a little bit of history about >> does anybody I'm just curious this history. Does anybody left? >> It's about two years ago roughly. Just a little over two. It's been long. It's been longer than that because I retired the year that they opened up over here. >> I retired that

year. >> So, what year did you retire? >> I retired two years ago. >> Yeah, that's two. That's right. >> Okay. I retired. >> Retired two years. >> Yeah. And we were working on the building here. >> Yeah. >> And the other >> That sounds about right because I remember the last time I was in there was for the Halloween party. >> So, Yep. next time it was here. >> I just want to mention that Randall sent um some thank you cards to the board and um so I passed a couple of them out to everybody just thanking us for what we do um and for their Chromebooks and you know other things uh playground equipments things like that. And then of course Taylor Parks was wonderful this evening. Any other board comments? Okay. Um,

going to adjourn to go into Oh, I'll let you read that. >> Ajournment to go into close session policy number 0137.2 pursuant to Michigan's open meetings act being public act 267 of 1976 and the amended. I move the board convene into close session pursuant to materials exempt pursuant to section 8H and HC of the open meetings act. Is there a motion? >> Can I make one amendment? You're you're not you're only going in under HC tonight, not under 8H. >> And which is HC then? HC is negotiations, >> right? >> Okay. >> 8H is attorney client privilege. You're not going in under attorney client privilege. >> So it's just negotiations. >> Correct. >> Thank you. >> Okay. Is there a motion? Motion >> motion by Mr. Morren. Is there a second report by Miss >>

Miss Moore? >> Yes. >> Mr. Marki? >> Yes. >> Mr. Morris? >> Yes. >> Miss Shu? Yes. Mr. Westfall? >> Yes. >> Miss Block? >> Yes. >> Miss Fields? >> Yes. >> That passes 7. We would go into close session at 7:42 p.m. thing. Okay, you ready? >> Return from close session at 9:17. >> I need a mo. Do I have a um a motion to adjurnn? >> Okay. >> Motion by shoot Miss Shel by Kathy Fields. Murderski. >> Yes. Morris, >> yes. >> Dufeld, >> yes. >> Westfall, >> yes. >> Block, >> yes. >> Fields, >> yes. >> Uh, more is a yes. Board meeting is adjourned at 9:17.
