003myself. I guess if you don't know, I'm Jason. I work for County Public Health. For the last five years, uh we've been working specifically on a grant called Posit right here school system. We were part of a cohort of nine different schools. Um this was the fourth cohort in the state working on these uh and we were privileged to be able to be one of the ones that are picked to to do so. So the grant ends June 30th of this year. So report out on what's happened over the last five years and kind of tell you the story. So flip up to the next one. I'm not going to leave. Let's just start with the most exciting information. Um our 2019 MSS what got us this grant we had a 24% youth vaping rate
004that was higher than the national average much higher than the state average our alcohol use rates were up there use rates were quite high as well um through consistent uh messaging over the last five years to just working through this grant very proud to say that we've lowered those numbers to 5% for our vaping 8% for alcohol and 5% for cannabis put this in perspective. Uh that means that we have the the best substance use rates lowest in the county. We're in the top 10 in the entire state. This makes us a national leader um in this. So this is something that is well worth celebrating. Our kids made a really big change of staff around this work. Um next slide would be the the story because I don't know about you guys for me
005numbers don't mean anything. have a story that goes with them. Um, and what we really realized was the solution was already here, right? Even at our worst, three4 of our kids were saying no, the substances, it was a very big concern, but there was a lot of hope to start with, right? And so I think about this story, this picture was just taken last month. We had a celebration with the kids out of Slick City and I was just really reflecting on this. We started with 13 students in our in our rise club which they they responsible individuals for striving for excellence. We now have an average of 43 in high school and an additional 134 going on in school. Put that in perspective high school specifically 18 of our school is involved in positive
006change every day. This is amazing. And I just want to hang out here for a minute. You guys may not know this or not. There's a story being written about BGF that's going to be in the New York Times and it's because of the timing. It takes about a year for this to happen. The reporter's name is Michelle Sharp. Uh she did a story on healthy ups and positive experiences which is something that we're talking about at this point in time. But that led her to positive norms. The head scientist's name is Jeff. He pointed her to us because he thought we were doing a great job. So, she visited here last month and she interviewed um Britney. She interviewed our youth group. She went around to a few other people doing the interview and
007she said something really fascinating. She's like she stopped and I'm driving her between places. I got the facial for a little while and uh and she looks over me. She's like, "You guys don't tell people to do drugs." I looked back at her. I said, "You got that, did you?" And she's like, so she starts asking the kids, asking everybody to have this conversation and the students have the best answer. They're like, we don't need any help. We believe that we don't need help alcohol. We don't need and so we just want to plan activities grant let us do that and we invite people to come and participate with us. And that's how we've grown. We've grown to the point where I get calls from other schools saying, "What's PGF doing? How do we do
008this? Now, Morehead wants what we've got. So, um our kids have done this amazing job of growing this work and they're looking for leadership. One of the kids are okay. So, if you I don't know how many of you know trans he started with us when he was in middle school and he in the middle of it he's like you think to me he said when I started this was about something for me to do. He's like now it's about what can I do for everybody else. That's the kind of leaders we have in our group right now. So next slide. Um in celebration last six months has really been the celebration windown. We brought in um guy John. He's a just an international photographer. Um he runs a business called peace of my mind.
009And that sounds hilarious if you think about it the way it normally sounds but peace as in not more. and he loves having conversations. He comes to the community and he asks a question and people get to show up and he has a mobile photo booth and he'll take these like snapshots like are here um based around a question the community asked. Our question was where do you see the positive in our community? We hoped to have 50 people show up for our photo studio. We had 94. He was like looking at me like dude you're going to kill me. I got to get this put together and ready for by Friday to show this. Um, this I love I had it was such a hard time to pick which one to show, but I
010loved her her message that my community shows kindness through everyday respect and small thoughtful actions. I feel like that really embody what we have going on in our school, right? We're not loud. We're not always flashy, but we are consistently helping our kids and turn to internalize that and bring it back. So really this has been about changing the conversation, right? As we got out there, we messaged not just the kids, but we messaged the staff, we messaged the parents. Oh man, guys, um I I I would have loved to bring and just show you all this latest data that we had. Our message where kids see the positive messages that kids aren't doing bad things in them, it used to all be at the school. This year it was more from their parents and
011from their peers. from their peers. Their peers are telling them I believe you don't use think about how powerful of a change that is from five years ago. The idea was everybody's doing right. Okay. We also brought them to a leadership um training as well. Um this is the second picture. Sorry, next slide is Olivia. They had a different um question there about what inspires you to lead. This was hers. um she's she's been leading our youth group. Um I was inspired to leave after realizing there's a problem and somebody needed to speak up for change that somebody was and that's our kids, right? They're showing up and they're deciding that whatever they need to do things. Um there's so many good things. The culture has changed here in our schools. We now have kids
012that are excited to show up. We have kids, not to say that they weren't, you know, I don't want to take anything away from what was going on before, but we have kids that consistently want to be there and want to bring the good to our school. They kind of shine that out into the community. So, as that's changed to the next slide, it became this community effort over time. I keep talking back to the kids because that's where I work with the most. But every single thing we've done, every mural, every picture, every poster has been pilot tested. So the kids looked at it, adults looked at it, people in our coalition, not in our coalition. Um, none of this was ever just Jason McCoy. So I just I like to reflect this back
013to those who helping us throughout the way. Um, it's always been very community led. Um, and that brings us to the next slide where that message took hold. This for me is one of the best pieces of information. type model that reduce vapor to 5% cannabis to 5% especially when we have legalized marijuana pass every other state that I researched when this was happening because for the company behind the substance now they all you see things go wrong right because when we permanently promote and we were worried that would happen but our kids stay up in that and this is when they say I don't use on our surveys we ask them Why? Why don't you? Because we want to know whether it's motivating, what can we help them? And check this out. 83% of
014their family went disapprove. Threearters of say my friend who disapprove. We've made a cultural change. Right? Five years ago in that 2019 data, most of them said, "I think my peers use and that's what I got to do to have fun." Now 73% of them say I don't like I hope this is exciting for you guys too. This is blows my mind. Um and so what last on next slide is as the grant has has ended we aren't right. We have students student leaders who want to keep going forward. They're not we didn't lose many seniors out of our youth group this year and we have eighth graders popping up in the nth grade. We've got more coming. They've really been focused in the last couple years on legacy. That's what I challenge them to
015think about because they've asked me over over the years like by year three like this. We've seen the posters. We get it. Most of us don't use whyist multigenerational families and like and that's right. We talk about you guys walk through the rebel road and that's been on my mind for years now. when is the rebel grow as it goes from first to 12th and we're building right here. So we've got leaders, we've got a culture now that supports healthy choices and our community is committed to helping people. Just a big thank you to you guys for letting me participate in this along the way. This has been five years and it's been awesome. You're truly transforming my career um and my just my whole life. whatever you this just becomes part of you. And
016then I just left this last piece here reminded me this hopefully this is funny to you guys it was to me um in the first year I talked to Wayne and I told him what the grant was and he introduced me at the very first in service says here's Jason McCoy he's going to get the baby problem for us and I looked at the group and all the teachers who were like oh I was like I hope guys that's not me like I'm here to do this this is about cultural change we'll see what happens we did it we did I mean, we did it. 018different versions. Um for me my job has has shifted. I've always been grant funded. Um the county has found there's a grant that was called validation of public health responsibility named to mean that the state the statute to give county health boards the ability to do basic things education policy work chronic disease management which we view as substances and mental health. Um so the county is is funding me through that. So I'm I'm not going >> and I was ask um but what we have so there's two things one I will be here supporting things also I am on loan from to everyone the cool news is I get to partners so I was talking to the principles just yesterday about what if you join because I want you to be my primary part of
019we also have written a drug tree community grant. Now only 100 of them get picked. It's a CDC grant. It's nationwide. So there's a lot of competition. However, um I I was looking at some data and of the people who have done the possibility grant. 75% of them that wanted it to keep going were able to get we're going to spot. I'll be surprised if we don't if we did that. That's a fivey year with a potential of a six and 10 at all. So there's potential that we could get 10 more years of um that's my hope. Um what would be really cool if we would get that is that we would be able to hire another person that would be only here since I have to be on loan but I would be
020able to mentor that person and still be here. So it would be a two for one. So that's my that's my hope. There's there's and I use that word quite quite a bit because positive community norms the the head scientist who wrote it he he started with positive norms he wrote the science around science the positive like how do you how do we do this which became positive community on which became healthy help positive experiences which is a concept that we have which I don't want to get too far into it's a possibility that we have so I don't want to >> it's okay I think [laughter] back to this question though I think our groups are staying together. That's the other piece. It's not like, "Okay, Jason's done. The grant money's gone." Okay, just

We we in year two, we found student council and rise together because this makes sense. So, we got the bid for both rooms, but tearing out, moving, ceiling, everything is 13,000. So, I was a little nervous it was going to be worse, but and then we have a room over here. Carpet issues. We got to rip up the carpet. It's like, okay. Of course, there's the best. So, uh,

So, that was one of the other things. >> Is the carpet over there, is that covered with insurance due to the roof leak and the leak being problem with the construction like all the >> Yep. >> The roof has been always covered. >> Uh, so they keep fixing it. This carpet, we already have carpet squares from the construction project left over and so we have everything to do it. So, it wasn't worth turning in because of the deductibles and whatnot. And the so the roofers have been fixing and it and it's it's a small area actually. We have the floors. I would say it's going to go about six eight feet from the wall. >> So, we feel like a lot of money. >> So, I didn't know. >> And I

Will this alleviate the supervision that the counselors were going to have to do because that role was taken away so they'll be able to spend more time in their sessions and classrooms again? >> Yes. 040the recess. The social workers were going to basically be available to cover all situations. This person now is going to be staying through recess before they can take that role over doesn't mean it something can happen in there but yes so that they can focus on their groups their kids and not have that supervision or that discipline responsibility. I think it's critical that in our talking points if we choose to go for this and it's behind it and the dollars um because I'm very concerned this decision is going to potentially put us at risk of getting and I hate to make a decision that'll impact potentially program that can long term. So it is now our job is to make very decisions. To that point, Angela, uh, when I met with the entire staff, elementary, middle school, high school, I did say I did address this and that if this is something the board decided to do, this is how it'll be fun.
044So, they got to hear from me like, oh, oh, we need to come up with 100,000 or 50,000, they heard from me directly. This is how we're going to do it. Otherwise, we couldn't do it. I said, so they got to hear it, but the public needs to hear it as well. I don't disagree. So, you know, And then one last thing, I'm sorry and then I stopped talking. Even our numbers when I looked at our projection model from the state from MD site I showed Marcus today like okay I see what they're saying but that number is going to change and that happened to us last year too before we did the final. The state project model is also very preliminary. So we're at the mercy of them a little bit like okay I know that one's going to be different.
049Compensatory dollars changed a little bit in legislation. It is not reflected yet. Our it looks like we're going to lose 16,000. So we're not a big loser, but we still were. So those are factors. So when you look at it, it's a deficit of 200. Our student enrollment number itself takes us almost to zero. And then we have some of the we didn't figure special ed in there. Um kick which we did some of that math. So, this will be a positive balance. Obviously, we've cut a lot of out of the budget. Um, so I need to say that so people understand this is a worst case scenario and it is very preliminary because the state hasn't even got figured out yet. 061extra we get to the state and that's the idea from the state is to give you 1.2 because extracurricular for busing them and coaches and games and all this. It's almost exact wash for us. I have a report for I can't remember when I know I did last year because I was surprised that oh it was just about spot on. It would be nice if there was leftover money there with that 1.2 too. 070contract fee um from the contractor. So currently as it stands with the revenue connected collected our net cost to the district is $15,000 which is a substantial amount. However, if we take the $19,000 of the actual expense and we offset that with the $40,000 that we've increased our fees, I I I feel like giving our kids the opportunity or our families the opportunity to have that is a significant piece. And I think that it it is for activities as well, but more so for those 20 to 25 Rebel success students utilizing that service because there's potential additional challenges that go into play uh there with access and if we can't provide them access to the transportation piece uh then how are we going to truly gather the the kiddos that we need to give that
071opportunity to? that that would be my concern would be that it would limit the opportunity for those kids to have access and whether we don't have an activities bus for activities but we have a transportation bus for student success. I mean and then we could use a suburban or something rather than I I'm not sure I don't know what that breakdown would look like but I I do have an issue or a major concern with limiting access to those kids that need it most. I would say uh the other piece that uh in Eileen's email is it actually comes to 24,000 because the felt piece if we're going to have this shuttle we got to have the felt piece too. So I think the total was whatever 22 I think it was 24 which is
