We have a quorum. Thank you, Rachel. Please join me in the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Do I have motion and a second to approve the agenda items tonight? So moved by Lowndesbury. Thank you. Second by Nordstrom. Thank you. Any discussion? Any discussion? Board will now vote by roll call. Is Tracy available to assist by calling out individual board members' names for roll call voting during tonight's meeting? All right, Tracy, go for it. Member Ward? Member Clardy? Aye.
Member Hanson. Aye. Member Schaefer. Aye. Member Nordstrom. Aye. Member Stensgaard. Aye. And Member Lonsberry. Aye. Thank you, Tracy. With six out of six aye votes, the motion is carried. We're going to start off tonight with our district highlights. And we are going to have Director of Special Services, Abel Riadiki, introduce that highlight tonight. Thank you, Matt. So this is a special week for a group of over 80 of our ISD 199 staff. I'm very honored to share with the board and the community this evening. Tonight, we would like to recognize the individuals who make sure that our students arrive safely to school and back home. The individuals who make sure that every student gets their lunch and have clean tables to enjoy eating their meals with their classmates. The individuals who make sure that our
kids are playing safely outside during recess. The individuals who ensure that our students' technology are in good working order. The individuals who help our students understand their lessons and assignments while their teachers are teaching. Individuals who step in to care for our students when they are having a bad day. And finally, the individuals who stay with our students so that their parents can work. Our paraprofessionals participate in a multitude of tasks. to support our students before, during, and after school with the goal of ensuring educational success for our 3,000 plus students. And tonight, we want to thank all of our paraprofessionals for their contributions and excellent work that they bring to Invergrove Heights Schools. Happy Paraprofessionals Week. Thank you, Abel. Dave, you have any additional comments on that? I'll make a comment at the end
of the meeting this evening. Thank you. Perfect. Perfect. Thank you, Abel. My pleasure. All right. The board is notified that no one has signed up for any non-agenda items this evening. So we'll move on to the consent agenda. So do I have a motion and a second to approve the consent agenda as presented? So moved. Member Clardy. Second. Member Stensgaard. Thank you. Any discussion? Any discussion? Board will now vote by roll call. Tracy. Member Cardy. Aye. Member Hanson. Aye. Member Schaefer. Aye. Member Nordstrom. Aye. Member Stensgaard. Aye. Member Lonsberry. Aye. Thank you, Tracy. With six out of six aye votes, the motion is carried. On the screen, you will see our list of donations to the school district this past month. Your generosity in support of the schools is very much appreciated as they do
make quite the difference for our students. And especially during this time. You know, you think differently about classroom supplies and stuff like that during since we've been meeting virtually, but we all know at this point that students are heading back to the classroom here. So thank you very much to everybody. On to our information items for tonight. And we're going to start out with our Director of Business Services, Heather Ani. sharing information on the fiscal year 22 budgeting parameters. Heather? Thank you. Well, at the start of that calendar year, we begin focusing on our fiscal year budget, which runs from July 1st to June 30th. And we use the guiding change document to set the stage for those parameters. So starting with the current reality. We know that school district funding has not kept up
with the inflation rate, but we do not know if the funding would be increased or decreased in what by amount for this next year, for 2021-22. We've had a decline in enrollment during the current fiscal year due to the pandemic, and then the projections for 2021-22 are unclear at this point. Salaries and benefits make up about 75% of our general fund budget. And in this next fiscal year, there are seven contracts that haven't been negotiated yet. And that's the normal cycle that's not behind schedule. And during the 2020-2021 current fiscal year, districts are allowed to do a fund mail. It's transfer from restricted funds to... on a side fund balance, and we would likely need to do so to keep our 8% on the side fund balance. And the school board is requiring to establish
the budget by June 30th, 2021. So our unacceptable means are to violate district policy, to contradict the mission and vision of ISD-199, or to recommend changes without addressing implications, financial sustainability, and if approved, creating an implementation. The results we're looking for is financial stability, establishing a projected fiscal year 22 budget that maintains the minimum unassigned fund balance of 8% per board policy, and align with the district's mission, vision, and strategic direction, and consider all additions, reductions, and redesign, and be efficient and effective in the use of our resources. So our actual plan at the last work session and tonight going over the guiding change document and then in February a preliminary budget with parameters and projections would be shown to the board and then it will be ongoing updates to the board and administration as
necessary from February through June and what our budget options are. Then on June 14th, we'll present the fiscal year budget to the board as an information item. And then the board would be able to approve that on June 28th. Thank you. Thank you, Heather. Any questions for Heather? Appreciate the work. Our committee reports tonight. We'll start off with facilities committee. And let's have... Rachel, can you give an update on facilities committee, please? Sure, Matt. So this one is nice and easy because facilities did not meet this month. So that's our update. There we go. And for short notice there, you did very well. All right. Finance committee. Cindy, do you have an update for us on finance committee? Yes, Matt. The Finance Committee met on January 5th and January 11th. The agendas included the year-to-date
spending analysis, monthly check register, CARES Act funding, IGH city changes, and a South Grove update. Thank you. For personnel committee, Lynette, do you have an update for us? Yeah, I just wanted to make one note on facilities in regard to the gym floor. So as you all saw in our update from the superintendent that it is going to be fully replaced and they're working on that. But just for listening members, it'll probably be about four to six weeks before our gym, our main gym is available again. As far as personnel, we met on January 5th and January 11th, and the agendas included information on support. As teachers are returning to the classroom, we also discussed coaches' salaries and flex spending accounts. Thank you. And policy committee. Carrie, do you have an update on the policy
committee's work? Yeah, we met prior to tonight, to tonight's board meeting to discuss several annual policies. Okay, thank you. On to our membership reports. We'll start out with Mary Frances with an update on Equity Alliance Minnesota. So we met on January 20th and we, sorry, I just lost my notes. Bear with me. So we met on January 20th and the meeting included annual organization items, meeting dates for 2020 and an update on programs and services and approval of an audit report and a revised budget. All right. Thank you. We'll head back over to Lynette with an update from AMSD. So our last meeting was held on January 8th and it focused on the 2021 legislative session and we had presentations given by several surrounding area superintendents as well as Governor Walz. Lieutenant Governor Penny Flanagan
and MDE Commissioner Mary Catherine Ricker and other legislative leaders. It was really in tune with the same things that we're focused on. Good, good. Thank you. Sticking with you, Lynette, any updates from Best Foundation? Yeah, we have a meeting tonight. Right now, I'm on the marketing committee, so we're meeting more regularly. There will be a letter going out. to fundraise because we're not going to be having the gala this year. So we're doing a letter campaign and working on some marketing aspects. And I think, Cindy, that you guys are still continuing to work on getting recipients their scholarships. Yes, and the newest is the scholarship window will be opening for applications February 1st through March 1st. That's it. Thank you. As far as MSBA goes, I have an update on that. The 2021 MSBA Leadership
Conference has been held virtually a couple of times. It was broken into three parts this year. So they had dates on the 14th and 21st. The last session is scheduled for the 28th of January. Keynote speakers have presented on diversity, equity, and inclusion, as well as school board governance. And then, Cindy, do you have an update for us on school district 917? Yes, ISD 917, a regular school board meeting was held virtually on January 5th. The agenda included contract memorandums. an equity audit contract review, which we're looking and working with Equity Alliance Minnesota, and several policies for review. And since then, we have had a meeting work session on the 19th, a special board meeting on the 20th. We have another special board meeting tomorrow night, and we'll be meeting. two more times for three-hour
training sessions as we're preparing to get trained in so that we can do our superintendent search. So nothing going on? Nothing. Oh, boy. Well, thank you, Cindy, for that. Unfortunately, a lot of the meetings look like I might be the only one that has a day job. I'm not sure. Wow. Appreciate you putting in the work on that. All right. That takes care of our membership reports and committee reports. I think we have some action items tonight and just wanted everybody to note that Sherry Warwick is now joining us. So welcome, Sherry. Thank you, Matt. On our first action item tonight, we're going to have Superintendent Dave Bernardson introduce the recommendation to approve our 2021 legislative priorities. Dave? And as Lynette mentioned, some of these priorities are drafted from AMSD and those priorities for AMSD
were shared at their last meeting. We also look at legislative priorities from the Minnesota School Board Association and what our district has looked at as priorities in the past and then also our current condition to determine what priorities we'd like to bring forward for this legislative session. As a reminder, we did review the priorities at our work session on January 11th, and we will be sharing these once we've had action with our state representative and state senator. Within our priorities, we have four main areas, financial, opportunity, safety, and district control and unfunded mandates. And within the financial, you can see that there's a number of them. Want us to provide additional revenue in the basic formula, link the basic formula to inflation. This also coincides with our local referendum, which is linked to inflation. Given
the fact, and as Heather shared in our guiding change document for budgeting, we have experienced enrollment declines during the course of the past year, as have other districts across the metro, the state, and the country due to the pandemic. So we would like to have the legislature consider holding us harmless per se by using the higher of either a 2019 or a 2020 enrollment to determine our funding for the next year. Also increasing the funding for EL programming, which is something that we have had in the past. We fall quite short in regards to this mandated program as far as funding goes. Also, we'd like to have the opportunity for local boards to renew existing operating referenda. And over the course of the last few years, both from MSB and EMSD, 100% of those renewals
that have been put on the ballot have been renewed. So there's quite a bit of effort that goes into that. And we feel that since they are pretty much 100%, we think that boards should be able to act on those since the voters have already voted for them one time already. We'd like to maintain and increase our funding for our pre-K programs so that we can continue to provide those opportunities for our early learners. And then as we look at educational benefits, every year our families have to fill out forms to make those determinations. And of course, this year looks different as a lot of times educational benefits can be factored into meals. Meals are right now free for our families, so it's very hard to get those forms in. But also, it's a very
labor-intensive process of contacting families and having those. benefits be determined on whether or not they fill out a form or not. And we feel there are a variety of other ways or data that's already available to make those determinations. In the opportunity front, you can see the first two are really focused on teachers. One, creating incentive alternatives to attract and retain teachers, particularly to color or in shortage areas. And then also maintain multiple pathways in order for teachers to get licensed. And then as we look at the opportunity in regards to what we've experienced over the course of the past year to really to resign, redesign schools and how we can promote individualized learning, we've really been experiencing that firsthand and see that there's opportunities to adjust some of the mandates that are in place
so that we can better individualize and be more creative. And also within that provide expanded learning opportunities and flexibility. As many of you know, there's steep time and other aspects that really this year. even though there's protocols in place you can you can see kids kind of tingle without having all of those different things in place. There can be it can be much more flexible. On the safety end we'd like to have the legislature consider increasing the safe school levies and allow districts to hire additional support staff to assist with the mental health needs of our students. And then also ensure that supports are in place for social emotional learning for our students. We know in 199 we value and put as much priority on social emotion as we do on academic learning because that's
really the essence of supporting our kids and providing them the guidance that they need to be successful after school, after they graduate, excuse me. Then at the local and as far as unfunded mandates and district control, we'd like to allow referendum notices to be mailed before the start of early voting. The way it is right now, those notices go out after early voting and we'd like them to go out in front so people are notified if they do choose to early vote. We'd also like consideration to repeal the mandate to determine a polling place every year. We do that every year even though we may not be having an election. And then of course, we'd surely like to not have any new unfunded mandates and reduce the paperwork that goes along with a lot of
those mandates. And then for us, for Invergove Heights, we do not have a local newspaper. So we'd really like to have the option to have our required public notices be placed on our district website rather than the requirement to have it placed in a printed newspaper. Nothing against the newspapers, but we currently place ours in the Pioneer Press. They do a wonderful job, but as far as local access to that, that isn't quite as accessible as our website is. We'd like to maintain a local decision making authority and the flexibility that we have to make decisions for our school district and our community. On the special education end, there's a great amount of paperwork that goes into the requirements for special education. We'd really like to have those pulled back a little bit so that
our teachers can focus every bit as much time or more on their students. We'd like to have the innovation law expanded to allow for MCA exams and to be used a national recognized exam in place of that as long as that's approved by the United States Department of Education. And then also repeal the requirement that a certain percentage of our compensatory revenue have to be spent on extended time programming. We'd like some flexibility within that. So this evening, we're bringing forward our 2021 legislative priorities in the four years of financial, opportunity, safety, district control, and unfunded mandates. And as a reminder, we did review and make some minor adjustments based on our work session conversation. at our last work session on the 11th. Thank you Matt. Thank you Dave. Do I have a motion and
a second to approve the 2021 legislative priorities? So moved by Nordstrom. Seconded by Clardy. Thank you. Any discussion? I'd just like you to note that our communications coordinator, Katie Rose Sheridan, has put those into a front page document. And then on the back of this document that we do provide to legislatures is a glance at our district. So they also have a frame of reference. And we really work hard to get this on a one page document because we know that they have much quicker access. And when they're looking for additional information, they have not. hesitated to call, email, or text to gain perspective in regards to how legislation impacts ISD 199. I do appreciate the work that went into this and it's very clear, very concise, not only on the front page of what
we consider our priorities, but also giving a good snapshot of our schools as well. So thank you, Katie and Dave for working on this. Any other discussion? Board will now vote by roll call. Tracy. Member Hanson. Aye. Member Schaefer. Aye. Member Nordstrom. Aye. Member Stensgaard. Aye. Member Long. Aye. Member Ward. I believe we lost Sherry again. And Member Clardy. Aye. Thank you, Tracy. With officially six out of six aye votes, the motion is carried. Thank you, Dave. Next up, our next action item is I will be introducing the recommendation to approve the 2021 school board committee assignments. Okay. So the board reviewed the 2021 board committee assignments at the January 11th work session. We discussed as we do annually at this time, the assignment of committees and the representation on other boards. With the pandemic
and the continually changing parameters it throws to the board and staff around finance, personnel, etc. I'm recommending the 2021 committee assignments and board representatives stay unchanged from 2020 to allow for a continuity of work needed in each of these committees and to allow the same type of continuity to the organizations where we serve as a representative in order to navigate this pandemic to its end. So the recommendation to the board tonight is to approve the 2021 committee assignments as shown on the screen. And these do match the 2020 board assignments. I have a motion and a second to approve the 2021 school board committee assignments. So moved, Member Stansgard. Second, Member Lounsbury. Thank you. Do I have any discussion? Any discussion? The board will now vote by roll call. Tracy? Member Schaffer? Aye. Member Nordstrom?
Aye. Member Stensgaard? Aye. Member Lomsberry? Aye. Member Clardy? Aye. Member Hanson? Aye. Thank you, Tracy. Carrie had to leave the meeting. She had a bad connection. Okay. Okay. Thank you. So with six out of six aye votes there, the motion is carried. Our final action item for the night is Superintendent Bernsson introducing the recommendation to approve several district policies for a second review tonight. Thanks Matt. Our policy committee met on November 23rd to review the second half of the 700 or the non-instructional policy series. The committee also reviewed annual policies 413 harassment and violence, 414 mandated reporting of child neglect or physical or sexual abuse and sorry what Tracy? Oh, okay. I'm sorry. I'm looking at the wrong screen. So before tonight, we have the following policies and these policies were looked at at our
last regular meeting on the 14th. And within the policies, there are a number that have no changes, minimal changes and significant changes. And within no changes, we have 616, school district system accountability, 710, extracurricular transportation. 712 digital electronic surveillance other than on buses and then 714 student fees and 715 credit card usage. Also within this group, we have some policies with minimal changes, which are 708 transportation of non-public school students, 709 student transportation safety policy and 711 digital electronic recording on school buses. And then our last group is a group that has significant changes. 413, harassment and violence. 414, mandated reporting of child neglect or sexual abuse. 415, mandated reporting of maltreatment of adults, by adults, excuse me. 713, student activity accounts. And 721, uniform grant guidance. And 722, public data requests. And as shared,
these policies have gone through our... typical process which is work through with our staff, alignment with MSBA and then on to our policy committee and then brought to the board for a first reading on December 14th and they're presented to you this evening for action. Thank you. Thank you, Dave. Do I have a motion and a second to approve the policies presented for a second reading for review? So moved. Member Hanson? Second. Member Schaffer? Do I have any discussion? Any discussion? Board will now vote by roll call. Tracy. Member Nordstrom. Aye. Member Stensgaard. Aye. Member Lonsberry. Aye. Member Clardy. Aye. Member Hansen. Aye. Member Schaefer. Aye. With six out of six aye votes, the motion is carried. On to our comments section tonight and we'll start off with Superintendent Bernardson. Dave. Thank you, Matt. A
couple of things that were prevalent today. Governor Walz introduced Due North Minnesota Education Plan today and just want to share with people as you review that plan, you'll see that it's very much aligned with our district strategic plan and very excited to see how that plan moves forward. Also, MDE shared with us today that they have updated vaccines available for teachers and child care providers. So we're working to identify our district staff for this opportunity. And for us as a school district, that's very significant because our first vaccine allocation was seven. And today we are notified for this next round, which will be held at a Metro or the Metro at the Xcel Energy Center is 117 vaccines. So very excited about that and the opportunity it provides for our staff. Also want to just
highlight what Abel shared in the district highlight, which is thank you to our paraprofessionals. We have an outstanding group of paraprofessionals that serve our students and provide so much support. And we're very thankful for them and appreciate their hard work and their commitment to our students and our community. And then also we're thrilled to be working towards the return of our early learning and K through two kids and K through two kids and then also our K through 12 center-based program kids back to learning next Monday, February 1st. They'll be learning their first week in a hybrid format. and the second week in a four-day-a-week format before going full-time. And then the next group, the grade three through five students, will join us on Tuesday, February 16th. So we're really excited and thankful for the
cooperation, patience, and all that has been done to help pave the way for this to take place for our kids. A huge shout out to our staff for all the planning that's been put in place and also the working towards this. creating the condition for the updated mitigation strategies to be there so that everything can go as best that it can and we'll continue to keep give you our staff and our families updates as we move forward together and work towards uh in a near in the very near future actually towards the end of this trial or the end of a trimester and the start of a new trimester in the middle of march so thank you again for your patience your grace and your flexibility thank you dave Let's see, for member comments, let's
start tonight with Mary Frances. Thank you. First of all, I want to congratulate our officers here. Your leadership's been great, and it's good to see the continuation there. So thank you. I've been attending the MSB Leadership Conference, and I think my final one is Thursday. I think it's Thursday. And today I had the opportunity to address the legislature. And what it was is we're addressing racial disparities within education. And so it was fun to kind of hear Dave talk about our district's legislative priorities. So we're right lined up there. And then finally, as a teacher and returning to the class this week or getting my classroom ready. I started thinking about like the class or the students and the teachers and the aides, the whole school community. And there's been this little poem from Maya
Angelou that's been resonating with me this week. And it's, we delight in the beauty of the butterfly, but rarely admit the changes it has gone through to achieve that beauty. And that is something that is real and relevant. So thanks. Thank you, Mary Frances. Cindy. Hey, thank you, Matt. I am just busy keeping track of schedules, trying to figure out which schedule when. With 9-17, it's going to get real busy here for a little bit. Best foundations in the busy season of getting our applicants for the future to apply for scholarships and also to make sure that those who got the scholarships last May will be able to get their disbursement and and then on top of it try to figure out am I getting vaccinated am I not getting vaccinated are my students staying
digital are my students going back to the classroom and so I have a lot of empathy for the teachers and the staff and I am really proud of the work that 199 has done. And I'm very proud of the patience and input that the parents have provided us in this district. So thank you so much for all your grace and hard work and patience with us. Thank you, Cindy. Carrie. Yeah, as I was thinking of. I mean, usually at these events prior to March of 2020, we could reflect on ways that we were engaged in different district events. And so I was trying to think of. you know, since December, what have I done? And I was able to listen in on the Christmas Carol radio play, which was really enjoyable. And I thought a
very creative way of telling the story. So I'm impressed with just continuing to be impressed with the flexibility of our students and um staff and uh as as cindy shared thank you thank you thank you to um families for the uh immense flexibility that has been asked of all of us since last march and um my charge encouragement uh um exhortation, if you will, is as we start to see students being able to enter back into school, let's all do our very best to keep everybody safe and healthy so that these students can stay in the classroom. And so if your kid is sick, keep them home. I'm telling myself that as well with four children at home. I know we are all excited and a little bit anxious and nervous for these next few
weeks, but super grateful for the leadership of the superintendent and the teachers as they take on this another modification of the schedule. So best of luck to everybody. Thank you, Gary. Lynette. Well, I've been watching a few of our sports activities online, so I'm staying in touch. It's kind of sad not being in the gym. And to all those working on our gym, thank you for the fast efforts. I know you're trying to get that in so some of these kids can play out their senior year. MSBA training, very different being online, but I have enjoyed it. There's been a lot of options. Mary Frances was actually an all-star in our first week. She did some closing remarks in one of the segments and I've really enjoyed it. I'll send this out a little bit
later, but there was a speaker from here in Minneapolis. It's called Pink Consulting LLC. And their mindset is to help people. It's about diversity and equity, but it's a mindset of most people are like me to a mindset and skill set of everyone is different than me. And that difference may or may not impact being a more effective leader across cultural differences. They just have an incredible mission. And it was a very, very inspiring person to listen to. Several aha moments for me. There also was a really great. cafeteria presentation from a high school and how do they how they utilize the food program and and getting kids into the kitchen and so I had forwarded that to some people and actually at Hopkins, where our group comes from, did something similar. So maybe at
some point we'll be able to extend our education into the kitchens because it was a really cool experience for the kids, if we can ever get back to what is normal. And I would just tell everybody to be patient and be kind as we roll through yet another change. and back into the schools that I appreciate the patience we're taking getting back into our schools and I hope that that pays off for everyone. But thanks for everyone for all that they've been doing to get us to this point. Thank you, Elie-Math. Rachel. Thank you, Matt. It's like Carrie, I was trying to kind of think back on what exactly has been going on with school involvement in my own household. And as is often the case, everyone on the board's got me beat. You know,
the real hard work of distance learning with those early elementary kids is very all-consuming. And so I understand the nervousness and the trepidation. that many of us are feeling about our young kids getting back into school next week. Around here, it's mostly excitement. I kind of getting back to something that maybe feels a little bit more normal. So for those members of our community that maybe are a little bit more like me and are looking forward to that, know that you are not alone in that experience. I also wanted to share that the Tri-District Advisory Board met on January 12th. I think we're doing some really incredible work in community education and it's exciting to see. I was We were lucky enough to have a presentation from our early learning teams from across the tri-district
during our meeting. And it was just thrilling to see the incredible and innovative work that our pre-K instructors are doing both in the classroom and also through ECFE and their parent educators. So I just wanted to congratulate them on all of their excellent work. Rachel Wainwright- And good like to everybody as we go back into regular school over the next few weeks here. Thank you, Rachel. Rachel Wainwright- My comments for tonight are just about, you know, as we as we progress from the way that we've been learning here for the last couple months into into February is the district. progresses to back in school. I just ask our families and our students and, you know, just continue to respect the choices that other people make when they're doing that, whether they choose to go back
or choose not to. That's the great thing about the options that the district have created for. our students. You know, keep continuing to, you know, talk, email us, you know, call us board members and ask about stuff. You know, we're here, we're here by the public for the public. And, you know, ask away. I want to, you know, it is paraprofessional week. I really appreciate. those people that put in that time. You know, it's once again, it's been different lately, but, you know, we're going back to and that really, you know, that's a group too that'll really get that jumpstart again. I just want to say thank you to our staff and our faculty in the district. I appreciate the work that you're doing. Transitioning is tough, but know that there are so many people
appreciating what you're doing, you know, regardless of whether you're still going to be the online person or in the classroom. It's, you know, just appreciate the work that you're doing. keep up the good work and I look forward to what February brings for this district. So our next work session is Monday, February 8th at 5.30 PM. And the next regular board meeting will be Monday, February 22nd at 5.30 PM. With that, do I have a motion and a second to adjourn tonight's meeting? So moved by Nordstrom. Second by Lowndesberry. Thank you. Board will now vote by roll call. Tracy? Member Stensgaard? Aye. Member Lowndesberry? Aye. Member Clardy? Aye. Member Hanson? Aye. Member Schaefer? Aye. Member Nordstrom? Aye. Thank you, Tracy. With six out of six aye votes, the motion is carried at 622 p.m. We
are adjourned.
