001This time we'll call the January 12th meeting to order. Please join me in pledge of allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. John, will you please uh take roll call? >> Yes, I will. I got to get it in the correct order here. There he goes. Jamie >> present. Randy >> present. >> Kale >> present. >> John is here. Jason >> present. >> Alicia >> present. John at this time we'll approve the agenda. Do I have a motion? So moved. Motion >> by John. We have a second. >> Second by Randy to approve the agenda. All in favor, please indicate by saying I. >> I. >> Oppos. Same sign. >> Motion carries. First

002item of business is election of school board officers. The school board will elect officers of 2026. Any member of the board may nominate any other member and nomination do not require a second. >> I move to um nominate Jason uh as the chairperson for 2026. I move to nominate Jamie as chairperson for 2026. Any other nominations from the floor hearing? None. Um, I guess we have to I have to ask second call for nominations from the floor and third call for nominations from the floor. All right. So, we have Jamie and Jason nominated. I'll take them in the order that they were nominated. Um, so I guess we got a vote. Uh, all in favor of Jason, please indicate by saying I. >> I. And this do I have to continue on with that? >>

003Okay. All not in favor of Jason, please indigate by saying I. I. >> I. >> Okay. Four to two. >> All right. I guess I do have to do the other one, too, just in case it would be different. All in favor of Jamie as board chair, please indicate by saying I. >> I against I. Simply say I. >> I. >> All right. We have Jason as board chair. Vice chair. Right now we have Lisa Lockard. Any other nominations from the floor? >> I nominate Kayla Ken. >> Who's that? J >> Kayla. Any other nominations from the floor? Hearing none. I'll take them in the order that they were nominated. All in favor of leisure, please indicate by saying I. >> I. >> Four. All not in favor, Alicia, please indicate by saying I. >>

004I. >> Okay. All in favor of Kayla, please indicate by saying I. >> All not in favor of Kayla, please indicate by saying I. >> I. >> All right. Alicia is vice chair 42. Now we move on to clerk. Can I have nominations for clerk? I would nominate general MP for clerk. Do I have any other nominations for clerk? Third call for nominations. After the third call for nomination, the chairperson will close nominations for the office. If only one cate candidate is nominated for the office of clerk, the chairperson will declare the candidate elected by acclamation and direct the acting clerk to do so in the record. Excuse me. All right. At this time, I'll request nominations for schoolboard treasurer. >> I'll nominate Kayla Kenan for um school board treasure. >> Second nomination for school

005board treasure. >> And third, nominations for school board treasure. All right. Since there was one nominee for treasure, the chair person will declare the candidate they elected by acclamation and direct the clerk to so record the minutes. All right. Thank you everyone. Announcements. The next regular schoolboard meeting um unless we change it will be on Monday, February 9, 2026 at 6 p.m. in GSL community room 443 444. Any challenges at this time? >> I do. I have a couple of them. The first person I'd like to acknowledge is Matt Marchel. He is our community education director, but he spent a few days of painting the rest of the locker rooms and then the gym or the uh activity room within the fieldhouse. And I just think it was a helpful thing. Um the whole uh

006fieldhouse is now painted. Um and uh he really stepped up and helped out. So I wanted to say thank you. Uh, I also would like to acknowledge all of our elementary staff and and our support staff for completing their letters training. Um, I think that's an excellent accomplishment. And then also, uh, saying thank you to our families because in order for that stuff to happen, as you guys know, the last couple of years we went through and changed our calendars around uh, to provide that time. So, uh, really appreciate that. and then would like to send out our sympathies to the family of Karen Wendelland longtime teacher at at GSL that passed away recently. So thinking of her and her family. Any other nom? All right. Hearing none. Public input relating to the agenda. Second

007call for public input relating to the agenda. And third call hearing. None. Reports and presentations. We have Mr. Judson here from IT. All right. >> Just a button on it. Press and hold. Okay. Congratulations uh to everyone on either your newly appointed or your new appointments on the school board. Appreciate that. I'm here tonight. They asked me to come and talk on uh the security grant that we put forth. Uh once that security grant was sent out and we were awarded the grant which is great news, the thing I was tasked with after that was to create an RFP. Uh the RFP was created and issued on January 6th uh with a timeline that I'll kind of read through here that we've put into that RFP. The first one was the walkth through that we

008scheduled uh for January 8th, which would have been last Thursday at 100 p.m. We had four vendors attend the walkth through. Those vendors were A Vigilon, Convergent, Motorola, and USA Security Motorola and Avigilon. That's kind of a potato. They kind of do the same, but they sent vendors for both sides of that. The final questions as far as the RFP was concerned, we will accept until January 13th. Uh, Convergent so far has sent over a list of questions. We will answer those questions. Our final response to any and all questions will be this Friday, January 16th. Uh, based on that, we have to take all answers that we get, all questions that we get and submit it to all vendors, not just convergent because they ask. It's only fair to all of them to have,

009oh, okay. Well, I will compile that and get that out on uh this Friday. We've asked that any final bids be due to us by January 20th. We will award uh the contract or whomever we so choose in our uh criteria on January 22nd. Contracts and down payments uh that would be due January 25th. It's an aggressive timeline that we put forth and the reason based on that is that that gives the vendors no matter whom we choose the potential to get some uh savings in place to help us through that process. That would be by January 30th. They'd have to submit that based on year end and all that stuff, whatever product we so choose. So with that uh I believe a special meeting would have to be held uh for the board. Normally

010that would be for you on the fourth >> uh was it the fourth Monday? >> Fourth Monday. So based on that timeline we would have to have this special meeting prior to us awarding the contract um and then going through based on this kind of thing. I think it behooves us to see if we can just based on getting those potential savings. I think we've got, you know, obviously we've got the money. Uh we've got to make a really good decision at this point and I think anytime we can save another nickel dime and a whole bunch of money. Why wouldn't we want to do that? So, that's kind of what I wanted to update everybody on was where we are with the RFP and that process and the timeline kind of laid forth. Does

011anybody have any questions? So, we would need to have um the special board meeting probably January 21st, which is a Wednesday. So, that way we're able to award um >> the January 22nd should have been January 22nd. So, yeah. So, and just so that you guys have that, that helps with the timeline because then that gives them a little bit more time before January 31st, right? So, if we could look at our calendars to try to come up with a a time to have a special board meeting on January 21st, that would be the op optimal um date. and it won't take necessarily very long because I think that's the only agenda item. I might have a a job description that that might be on there as well um that I'm still working on which

012is why it's not on the agenda for tonight but that's a whole another we'll we'll get you informed on that as well. So >> I am not available. >> Are we talking about the fourth Monday? >> No, we're talking January 24th 21st. We can do this in the morning too. It's a Wednesday. It would be next Wednesday. >> Next Wednesday. >> Okay. >> Yes. >> I'll make it work. >> Can we do like >> Jamie, can you make five o'clock or does that work at all for you? >> I want to do early. You can't do >> it. Couple of you may want that, but yeah, >> if it's snow hour, I might be up, but that's >> I'll make it work. Oh, 5:00. >> Yeah, I think >> we'll we'll officially get that notified

013then on uh to everything and go through that process, but we'll call it at 5:00 on January 21st here in the community. >> Okay, >> thank you guys. >> Okay, any other questions for Jeff or you're done? It's your steel. Thank you. >> Thank you, Jeff. >> All right. At this time, we'll move on to administr administrators and committee reports. Director finance. >> Thanks, Jason. Um, first of all, I'm going to start out um I was in the schedule finance committee. It didn't work out. So, I'm just going to give everybody a little bit a little bit of an update for um this year's FY26. Um, after plugging in um all of the adjustments with the settled contracts, um the expenses roughly went up about 260,000. As I was entering those in, I was also

014looking at revenue. When we did the revenue for FY26, the compensatory revenue wasn't totally finalized with legislation on how they were going to do the compensatory revenue. The compensatory revenue is your free and reduced applications and direct certification. um they're still not sure on the formula even for this next school year. So when I plugged that new number in and started looking at enrollment numbers, um our revenue increase roughly went up about 380,000. So that would be putting us at a fund balance of of about 19.8%. Um the fund balance that was first um brought to the board in June was at 19.4%. So there is a slight increase. Um, I do feel confident that by the end of the year, we should be able to be over that 20% fund balance that's in policy

015for FY27. Um, starting to work on that as well since we approved the levy. Um, we can start putting in those revenues. Um, Pam and Jack will start working on the negotiation spreadsheets since all contracts are mostly settled for the bigger parties. um we can start working um and putting those in to see where we're at um and what needs to happen next year if anything. Um as for facilities during the holiday break, the Silver Lake gym floor was redone. Um it looks good. There is some lines you can see from where like the squeegee marks are. Um I've talked with John already. He's going to get somebody out in there to use a lighter scrubber to see if we can get those buffed a little bit to not be so bright. Um, since we

016didn't do the flaking, you can see them. I think if there was flaking, you might not be able to see it. I also wonder what it would look like once the lines are all added if you're really going to be able to see the marks. I only see them when you go in one door. They look at a different way. I don't really see them that much. So, I'm not sure if anybody else has gone in and looked at the new update of it. Okay. Um, we are currently right now in the process of doing sealed bids for the auditorium. Um, Michelle did go speak with Steven Seminary and we were able to get some funding through them. So, they're sealed bids are taken until January 23rd. Um, I've set up a facilities meeting um

017with Jason and Jamie and we can kind of go through those and stuff. So hopefully we'll bring um at the February meeting um the bids and be able to choose from there. Also, Jeff already talked about the sealed bids for the security systems. Um and then we will be in the process starting the next month of taking bids for health insurance and also looking at the um dental insurance. Any questions for you? >> All right, hearing none. Um principal reports, Mr. Butler. >> Thank you. Excuse me. Thank you, Jason. And good evening. I will highlight some of the items on our elementary report. Um, as Mr. Sanju said, our our phase one teachers did complete their last live session of letters on January 7th and um, it's just really encouraging to see, you know, we've

018been implementing as the training has been going on, seeing all of that diligent work by our teachers um, pay off. So, thank you. Thank you to all of them. uh Carrie Glazer and Ariel Marra um completed day two of our pair professional training related to the science of reading. So I would like to uh to thank them as well. Um just below that you'll see that our combined leadership teams for Lincoln and Lakeside are going to be working with our school advocate later this week on Thursday working on that comprehensive needs assessment down toward the bottom. Um it's it's a quiet season in terms of title programs. So I have no changes there. Um just hoping for an early release of allocation so that we can work on work on budgeting for that because it

019does affect staffing and uh contracts down on the bottom related to uh curriculum. We are we are um entertaining um vendors presenting to us um arts and letters and uh wonders so we can make the best choice possible for our new ELA adoption. I will turn over to the back. You can see some items there for school community partnership. Um, we've got a a lakeside veteran band concert coming up on the 22nd and then parents and teacher conferences at both elementary sites. You know, I I want to conclude by um by acknowledging our uh contracted services and it um they these the people there, Dan and his team, Jody and her team, John and his team and Mike and Jeff, you know, they're always there for us. Um working behind the scenes if we ever

020need something in an emergency, make a call and and um all of them are there for us and that is greatly appreciated. What what questions might you have? >> I just have a question on curriculum. Um my daughter's in kindergarten, so we just got to enjoy a kindergarten concert, obviously. >> Yeah. >> Um but it was interesting to learn that that is organized and put on by the kindergarten teachers and not by the music teacher and that we don't have kindergarts past kindergarten. What is the reasoning for that? Yeah. Part of it is part of it is um So you're saying at at >> first and second grade there's no music concert. >> Yeah. Well, so we'll have one in May for second grade. >> Okay. But first grade does not have >> correct. First

021first does not. And it's it's it's balancing um the time commitment required for a split staff member >> and also what is what is what is in the you know in the contract for for Mrs. Canan. >> Got it. >> Does that help? Y. >> Thank you. Any others? >> All right. Thank you, Bill. >> Yeah, you're welcome. Thanks, everyone. >> Good evening. Um, I'm going to start by talking about our 2526 registration process. I know it's something I talked about last month, but um, we are kind of right in the middle of it. Uh, by the time I talk to you in February, we will be we will be done with it. Um, tonight was our course fair, which is our parent opportunity to come in and hear about all of the electives that

022we offer in any of our content areas at the high school. Uh, that took place from 3:30 to 5:30 in our commons area. Um, the student opportunity uh for the same thing took place today during RAP and will take place again next Monday during RAP. For our elective areas, all of our elective teachers present and speak about the courses that they offer. Um and then in the core content areas, they wanted to speak directly about their electives in class. So that'll take place for science, social studies, English, and math in their their classrooms. Um meetings are scheduled with counselors here after the course fair from today and then after next Monday's w as well to work on a develop a four-year plan which goes into the student portal and infinite campus. Um and then registration

023will be taking place on January 20th. We'll have that done um and start looking at numbers for what our course offerings will be for next school year. Um I would say the course fair tonight for parents was well attended. That's what I would say and well as a subjective term. Um, I think we probably had about 20 families that came through there, which um, since the beginning of the course here, that's probably the most amount of parents that I've seen come and utilize that um, resource, which was nice to see those families um, coming speaking to teachers individually about what could offer, what those courses are, and kind of being more well informed. Um, on top of all of that, Britney Schmid, our high school counselor, also sent out our registration guide to all the

024students, well, I should say all the students, students in eighth grade, nth grade, 10th, and 11th as those are the ones that'll be registering and their parents to take a look through um, and then ask any questions. I know I was emailing back and forth with a couple parents today about that. Um, ACT planning uh, is underway. Our gsl school testing date is set for April 7th. Um, information is going to be sent out to students and parents here in about the next two weeks, just who would like to take the test, uh, where we'll be holding the test, when it'll be held, those types of things. Um, PSO data. I know this is something that I've talked about at the board level um, to some extent in the past and I just wanted to

025share this here. Um, PSO operates, we operate on a trimester schedule. PSO operates on a semester schedule. I've talked quite in depth uh at the board level about the cost of PSO, how I I think this is not a good option for the majority of our students. Uh I think I've spoken pretty passionately about that in the past. Um I've also sent emails um to the capital about we need to change in statute what we're doing. Um and I just want to share publicly here and also with the board real numbers um and how they affect here at GSL. So just in semester 1 and this is not all of our PSO this is just one entity and I don't want to name it but one entity that most of our students take PSO courses

026through we had 53 credits that resulted in either a withdrawal or a failure which means no credit was awarded for those 53 classes or 53 credits. Every credit costs Gleno Silver Lake Public Schools $241.33 at this institution. And when you multiply that out, it comes to be $12,79045 that resulted in nothing that we are statutoily required to allow our students to do. And what's more alarming on top of that is that those students not only reenrolled in those same exact classes, which hopefully they get credit for, but have also enrolled in additional classes on top of that. And again, I'm not saying that I think we need to get rid of PSU altogether. is a wonderful, wonderful opportunity for some of our students. It is a terrible opportunity for a lot of our students and

027it's going to come at a great extent. It already has over the years for Gleno Silver Lake because this is half of a year and only one institution. I would guess that we are going to be somewhere in the $30,000 range of dollars that resulted in nothing for our students that we are required to spend. And there's nothing that the school board can do about that. This is in in law. It's in statute. But I want you to be aware of that when you speak to representatives or when you go to MSBA that that's the cost of us here. Um, and districts that are are larger than us or smaller than us, it doesn't matter. A budget is a budget. It really does hamstring things when budgets are tight to begin with because when we

028start talking about $30,000 into one institution, I start putting that into what that looks like for FTEES and people here or curriculum here or opportunities here that could affect our students. So, um I hope that paints the picture with a little bit more data behind it than what I've talked about in the past with PSO and how some things need to be looked at. Um I am going to be working with uh activities director Schwarz on things that we can do kind of around statute is um some of our students who are in activities or athletics. Um a lot of those W's resulted in uh fear of getting an F and if they get an F then they're going to be ineligible for the activity that they're in. and I would like to treat W's

029moving forward as the same thing as a failure. Um, so that they're held accountable to something with those dollars that are sent in. So again, nothing to do with that, just have the knowledge of those are real dollars that are coming out of this district. Um, there was some legislation that changed, I think 3 years ago, where um, PSO entities did need to communicate more with with high schools about their students and their grades. Um and when we get that information from from PSO entities, we do relay that to parents. Um you know, these are college classes and college students. So they don't the college won't reach out to the parent and say, "Hey, your child is failing or hey, your child's not attending or hey, your child's missing these assignments, but it when they

030report it to the high school, the high school then can report it." So um that was a step in the right direction. I think that was probably three years ago. Well, and that ultimately started with some of our conversations with our legislators and and Senator and so that's how we did get something done and I know he said that he tried to do a little bit more but this is the first step. So we are working with with those bodies to uh hopefully make some positive change and at that time Britney Schmidt and I had spoken at the capital as well. Uh it was via Zoom. they had zoomed us in on we spoke about some of the numbers we saw at the time, some of the absenteeisms, things that we saw. So, it's just

031good data to have for you as schoolboard members when you're asked about it in the public or when you go to MSP or things like that to have that information. Um, on a more positive note, kind of um I want to talk about this Thursday, we are going to bring in um an individual from the Minnesota BCA. Um her name is Rebecca CS and this is something that actually started and Officer Corson, I'm glad that you're here. Um this started back in the fall. Uh Officer Corson came and spoke to me about what are some things that I'm seeing come across that's that's escalating that maybe we could be addressed through meetings or presentations. And one of them is online citizenship. uh using uh technology responsibly and I know that for most of our students

032they do that but it's very easy to kind of get lost in what technology can do for you and when I mean technology I mean cell phones and information that goes out there whether it's personal or um anything beyond that. So I I worked with officer Corson BCA. Um I sat through a presentation with the BCA two three weeks ago before Christmas break. I wanted to see everything they would present. Um, and I'm going to send out an overview to the public, the students in 712 and their parents, uh, tomorrow. And I'm not going to read the whole story there, but basically what it is is it talks about how to be safe online, have online boundaries for students, uh, manipulation tactics that you may see if somebody get a hold of you and asks

033you for information that may be personal. Um, risks and consequences associated with giving some of that out, protecting your privacy when you're online, reporting concerns if you see anything that's online. Um, and then the goal of the presentation is just education, awareness, and and prevention. Um, I I have a lot of conversations with friends of mine that are not in education. And a lot of it stems around education is more than just the the X's and the O's and and the math, the English. Um, it's about developing a whole human. And technology is not going away. Um, and I think understanding how to use that technology responsibly and then the implications that could come from it and also knowing that there is support if you do make a mistake online, how do you fix that?

034How do you write that? So, information will go out to our 712 students and parents tomorrow. Um, I waited intentionally not to send that out because of the course fair tonight. I didn't want to send out too much information and have parents not open it or not and not be uh deliberate about understanding what it was. Um, and then anytime we start talking about online safety and these types of things, it just it starts to um invoke some emotions. So any student that doesn't want to attend, they don't need to attend. They can opt out. We'll be doing this um seventh and eighth grade at the same time, 9th and 10th grade at the same time, and 11th and 12th grade at the same time. It'll be a 45minute presentation for each. And again, if

035they want to opt out, they certainly can. And then lastly, um there are refreshments and snacks on the back table. Uh Joanie from Chartwells wanted to recognize schoolboard appreciation month, which I believe is September. Um but I think she wanted to surprise all of you in January. So before you go tonight, please help yourself. That was provided by Chartwells and Joanie Kimble, and I'm very thankful for her, and I'm very thankful for all of you guys, even in January. And sorry that took a long time. What questions do you have for me? Matt, going back to the PSO data, do we still have requirements as far as maintaining PSO status where students need to transition back to um coming here? Should they not maintain a specific GPA or failing classes? >> So, that's all that's

036all determined by the college being put on academic probation um and then inevitably being dismissed from the PSO entity. Um what I have found and again I'm not trying to to just harp on on PSU under these. We had an individual last year um maybe two years ago, I don't remember exactly, but basically hadn't passed a PSO course in a calendar year and they were removed. They were put on academic probation. Then they were removed from PSO. Um they appealed it, which was basically a one-page letter. they sent it to the uh that secondary education facility and then they were readmitted back in and they were able to take PSO courses again. That the standard for taking PSO courses has changed. Um it used to be a 3.3 grade point average. It used to have

037to do with um uh class rank as well. Um and then it went down to a 3.0 and it continues to to drop. Um but those are things that are not set by us as much with Silver Lake. They're set by the state. So to answer your question in long man I got to talk less. Um >> yes there are requirements but they can appeal them and >> thus far what I've seen through the appeals process is they're not very strided. >> Okay. Thank you m quick question to kind of work with that. When I first was became on the board it was the institutions were absolutely terrible about communicating to the school about if they were passing or failing or having any communication. Have you seen that getting better over the years or is

038it still a disconnect? >> What I would say is that the communication to the extent they can communicate is is good. They're they're communicating what they can. You know, out here there's only so many PSU entities we work with. Um we develop relationships with those counselors there and with our counselors here. So I would say the relationship we have with them is good. I don't I mean I know when I present and I I talk about this it sounds negative and I don't mean to be that way. I just think we need somebody needs to change statutoily with some of these students because it very clearly shows that some of them aren't ready for that. I could also give you data and come back and say hey we've got kids that graduated with their bachelor's

039degree from college when they walk across that stage to get their diploma. And those are the success stories. Those are the things that are wonderful wonderful stories. And I could give you just as many of those as I do with this. Um, but that money is well spent, right? Like I don't think anybody's going to argue and say, "Man, that's a that's a waste of taxpayers dollars." Whereas this people would be frustrated by. So, you know, getting back to your question of is the communication there. Yes, to the extent that they can. >> Thank you. >> I'll give you a chance to talk some more, Matt. >> Thank you. >> As we're talking about the BCA presentation, it made me think of the cell phone policy that we have in place right now. Have you

040noticed um you know there was always online bullying and things like that with uh students not being able to look at their phones as much as they we're used to be able to do. Is it is that lessened? Have you had you know less issues with that the first half of this year? >> What I would say and I don't like using this word when I talk about things like that is I feel that's not the word I like to use. I like to use facts but I feel like it has dropped off significantly. I I could go and look through my IC behavior reports. Um but I would say I spend a lot less time dealing with it. Um when I do deal with online issues, it typically is on a Monday when when

041it's happened over break or like this past week, um I dealt with a lot more of it because they had two weeks off where they were on their phone. But um by and large, what we've done with cell phones where they can't have them, number one, it's been very well received by our community. Number two, it's been relatively wellreceived by the students. I thought they would find it a lot more than they have. And number two, um, sorry, that was three. Um, it we're seeing a lot better academic attentiveness in the classroom. We're seeing less behaviors even outside of the the online bullying, online posts. Um, it it's been great all the way around. It's something that I wish we would have done 10 years ago, but it's it's a sign of the times and

042I think it's something that more and more schools are going to go to if they haven't already. I've talked to, you know, we've got a couple principles conferences that we go to and just principles that I know across the state that haven't changed and they've asked me, you know, what have you done? What would you do differently? And I said it was kind of like a band-aid. We ripped it off. We gave them the 30-minute lunchtime as like that's their peace offering of you still can get a hold of mom or dad or still make your appointments still you know check your notifications and it has been wonderful. >> Good to hear. Thank you. >> Any other questions for Mr. Cross? Matt, just a wonderment. Nothing for you to talk or comment on, but just

043to think about, but the course fair um having the hours of 3:30 to 5:30, I don't know that there's any good time ever for you to get uh families that aren't busy because everybody just is. It's it's a busy world. But 3:30 to 5:30, I think, would be a difficult time for many families to try to get off of work and stuff. So obviously you're aware of that, everybody is aware of that, but just kind of in thinking about for the future um another offering of it or another time perhaps would generate even more people. But I'm glad to hear that we did have 20. That's definitely 20 people that benefited from it and it benefited our district having it as an option and an opportunity for families to participate in. So, it's a very

044very positive thing and I think it's just going to continue to grow and continue to be a positive thing. Just some things to think about tweaking in the future. Thanks. >> It has I think this is maybe year four or four. Um and it has grown it has grown pretty well. Part of you know doing the 3:30 to 5:30 is I tried to do it on a progress night. So staff were here anyway. So, we're staffed with the whole department, but also when I looked at this date, I tried to do it specifically here as well because of the events we have going on right now. And I thought maybe it would catch parents, but I agree with you, Jamie. It's hard. You know, most of our parents work until 5 at a minimum and

045then trying to get here in time is going to be difficult. >> Any other questions for principal? Moving on to the superintendent's report. >> Thank you and good evening. Uh uh happy new year to everybody. Uh first of all uh we are dealing with Minnesota paid leave and I want to give a shout out to Pam and all of her work that she has been doing with that and so that has officially started here on January 1. Um as you know for those of you that are heading uh we have the MSBA leadership conference that's starting here on Thursday and Friday. Uh I'm going to talk to you guys a little bit about the Southwest West Central uh regional meetings. I have not heard a date yet. So just give me an update on that.

046Uh we did have our uh career conversation community school. So thank you to Mr. Fost for helping out with students and then our uh uh community school group. Uh we had close to 110 people that was in the career conversations and um we went through it and I think our our community members really enjoyed it. So did our students. So that was held here la last Thursday. Um and then um you talked Matt talked a little bit about the uh um registration process. That's kind of the first step in our our school planning process about laying out employment and um staffing and FTE count and those types of things. And so we'll be starting that process of of where we go with that and hopefully making sure that we uh stay within our fund balance

047policy. So >> I just want to echo ahead. I was just going to say and then lastly, shout out to Mark Larson. He also uh just retired from being a uh the Gleno city administrator for for many many years. Um we worked closely with him for for many many years. So congratulations to him. I just want to give a shout out for the community schools I attended and I had I had a really fun time. I really was an hour and 15 minutes that you get to meet I suppose 30 students, 40 students. just kind of went through had good conversations with the kids and um I really enjoyed it and that's my favorite community schools function expo will be on April 10th that's going to be the next thing. So >> all right any

048other questions for Superju? All right we'll move on to committee reports. Do we have any committee reports today? Yeah, last week we had a preschool meeting. Um, preschool as we know is full and we talked a little bit about Cub too. They're exploring some curriculum options. Um, if you're not familiar with preschool, there are no curriculum requirements by the state of Minnesota. Um, basically it's playbased and so in cupcare there is creeping up but in preschool um it's been quite a few years since they've looked or changed it changed it at all. Um, there also was a parent survey that I believe went out last week. Um, so our next meeting will kind of review some of those uh survey responses on different things that are going on within preschool as well. So overall good

049things in preschool. um did talk a little bit about if preschool would ever offer an all day preschool, there's different funding we can get for that. Uh but of course it would require space. Um so, you know, talking about rooms that are going to be open. I know we've talked a little bit um in meetings about Head Start um no longer being where they are. So, that was some of the conversations on what maybe that could look like. Yep. >> And that communication has been taken care of. >> Awesome. Thank you, Kayla. Any other community reports? >> We had a community education advisory committee meeting as well um since our last meeting and um the winter programs obviously have begun. Spring registration has opened. Um summer programming is already being planned and organized. So once

050again, Community Edges continues to cycle through every season with either in progress wrapping up or already planning the next season. So uh very very busy uh general uh community ed stuff. Um the Panther Advisory Club uh or excuse me the Panther Adventure Club um is go going to be adding an uh code of conduct that they are creating as a document separate form to be signed instead of just having it um as we currently do in our handbook. So that um document is once again just kind of um laying out what the expectations are behaviorally and if um there are conse obviously the consequences for non-compliance and what those offenses would result in. um continuing to monitor the rates and DHS funding um for the Panther Adventure Club as well as the Panther Clubhouse Cub

051House as well, monitoring that funding um for youth enrichment. um continuing to add more classes online and looking for opportunities to continue to grow the enrichment program. Um some of the online classes that have been offered have been very well uh received. I think that um families are looking for continued opportunities for enrichment and I think they're really the numbers looked good for the online. I think people are enjoying having the opportunity to have some neat offerings and having it um online sometimes takes care of other concerns and issues such as transportation and timing and schedules and stuff of families and the busyiness that everybody has. um the youth recreation as well as um the activities department um are both looking at software updates. So Matt's working together with Dean to find um some software

052updates that will hopefully be commu be able to communicate with each other since they coordinate so much together the two areas or the two entities or departments um especially with schedules and facilities. Um we had a basketball tournament which was a very huge success that took place. Uh gymnastics tournaments um the second one out of five tournaments um I believe is either just took place or is just coming up. Um hosting another um J volleyball tournament. That's the second year of that. That continues to grow and look well and be well received. Um swimming lessons. I applaud Matt for working together with Liz um from the city and looking at the aquatic center and just kind of some partnerships there um with her and with the city of Gleno and their aquatic center. Um once

053again just continuing to look at the facilities that we have, the shared opportunities for um WSI instructors and and lifeguards and a lot of just communication taking place between them. So, I applaud Matt for working together with the city of Gleno and with Liz at the Gleno Aquatic Center um for adult enrichment and um recreation trips. We continue to have a great relationship uh with the Jolly Ramblers who continue to offer up um trips for us as um an as a community ed. um very wellreceived, very well attended. Um so in a good partnership there, pickle ball and some organization of some summer leagues is something that uh we're exploring. And now that we have some pickle ball courts here in our community and thanks to the additional painting of pickle ball courts on the

054tennis courts here at our north campus or north complex on our campus. Um as well as the painted courts in the fieldhouse. Um it's a growing trend nationwide as we all know and for those of us that have played it, it's very enjoyable. It's great camaraderie, great exercise, and if you haven't tried it, I encourage you to do so. So, with that growth once again, it's it's a public um a public need, a public want, and they're both kind of coming together as the numbers are growing as a need and a want that we're going to maybe try to fulfill by perhaps putting together a separate. And let's see, lastly, um, adult basic education, the federal the federal funding portion may be may be discontinued, uh, starting June 30th of 2026. Uh, we're continuing to

055monitor that as well as things continue to change federally and obviously it impacts us. So that continues to be monitored by M by Matt as well. So, I applaud him for the multiple hats that he wears and the great job that he's doing in wearing all of those hats. Sometimes it feels like he's wearing them all at the same time. And so, I don't know how he does it, but he continues to do it and he does it well. Thank you. >> Thanks, James. And that also puts on his construction man once in a while, too. >> Every uh Kale, I just had a clarification. Uh you said preschool is looking at curriculum though. Are they looking at like four to five year olds or three to four or both age levels or >> um

056well preschool is three and four year olds here. Um there's an upcoming meeting coming up. I think part of it is with the requirements of kindergarten becoming more and more how do we ensure our students are ready? >> Those kids are ready >> and um there's some things that maybe kindergarten saw this year. So there's an internal meeting coming up with all of them to kind of discuss how we make sure that we get our gsl students that are coming through preschool to power basically. >> I'm just thinking back when my kids were in preschool. It's been a while and you remember worksheets and things like that that they were doing early at that time that kind of got them kindergarten start right away. So >> yeah, and that seems to have changed a little

057bit. I've never sat and observed in preschool classrooms. Um but there's some of that that has changed. Um again with the requirements and what kindergarters need to know it's more and more so they prepare them. >> One of the things that I'll add to that wearing my teacher hat is that you know as education's changing and as curriculums are adopted many times it's much different and much more than just worksheets and preparing them in that format. Um, a lot of it is preparing them socially, emotionally and a lot of it a lot of it is also preparing them um with other delivery models. And I think that as an example, the read act and a lot of the training that the teachers have gone through just in that one area of the curriculum has showed

058um the ways of delivering curriculum, not just having the curriculum. So, um I think that that's it piggybacks and it goes along with what exactly that you're saying. The the curriculum is more than just stuff. It's how we're delivering the skills, strategies, and so forth that students need in preparation for kindergarten and beyond. Thanks. >> Thank you. >> And obviously preschool is optional. Um, so that's a whole another aspect of what you're doing in kindergarten. >> Yep. >> All right. Um, at this time we will move on with the meeting and approve the consent agenda. Do I have a motion? >> Motion by Alisa and second by John to approve the consent agenda. All in favor, please indicate by saying I. >> I. Same sign. There's no old business at this time. So we'll move

059on the new business. donations received information only. Uh we had a nice group here again, Silver Lake Lions, GSL booster club, Steven Seminary, Senica, Bro Lions for a total of $12,150. So if you see anybody involved in those groups, please uh say thank you. We always have a nice number. Um it certainly helps. Every penny helps to run a school. So, um, item B, resolution to award the sale of general obligation school building refunding and facility maintenance bot series tools 226A action item closure number two. The resolution awards a sale of uh districts general obligation school building refunding and facilities maintenance bonds uh to the purchasers following a competitive RFP process managed by the district's municipal advisor alers and and associates. Uh a portion of the proceeds of the bonds will refinance certain outstanding bonds

060and result in cost savings to the district. Um, a second portion of the proceeds will be used to finance search facilities and site maintenance projects in the district. At this time, we'll ask for a motion and then I believe give us a little information. I'll have take a motion. >> So move motion by John. Do I have a second? >> Second by Randy. All right. Information. Thank you for having me. It's a pleasure to be here and tonight I'm going to talk a little bit about the process of selling the bonds. This morning we did take bids as mentioned and there's two parts of that. Uh as also mentioned the refunding part which has been a long way in coming since uh these were called over a year ago. I remember standing here, was it

061October, November, over a year ago, and it looked pretty promising, and then rates went up, wiped out the savings, and we monitored and monitored, and I remember Michelle and Chris saying, "Is this ever going to get done?" And finally, rates dropped. And uh the good news is they dropped a little more since the pre-sale report at the beginning of December. So we did receive nine bids on this uh which is a very strong performance. They were regional um and the winning bidder uh was uh Keybane Capital out of Ohio uh Cleveland, Ohio and they bid 3.184%. So that's about a quarter% less than what we estimated in December. So they also submitted a fairly decent premium. So, we were able to reduce the overall bond size by about 245,000. Now, um part of that or

062most of that reduction has to do with the refunding part because you have a certain amount that you need in order to put an esco to pay off the old bonds. Um the facility maintenance part, we kept that part at 1.3 million, which is what you guys had decided. Uh but what it did with the facility maintenance portion, the roof portion, is it gave you uh some extra dollars um to go towards the project. So um you received about $72,000 more than estimated. So $1,354,000 will be available for your roofing projects. Okay? The rest will pay off those maturities. Now, if you recall those 2015 A bonds that we're paying off, we're paying off the 2027 through 2040 maturities. You still have 2041 through 2045 because those rates were such that we would not have

063realized savings. We would have probably deteriorated savings if we refunded those. So what we did is we we evaluated which ones made sense and all those except for those last five years were refunded. That money will be going to an escrow and it will be redeemed paid off those maturities uh March 12th. So um so we did receive nine bids like I mentioned uh you do have a very strong rating. So congratulations to the board administration over the years because you have a double A3 rating. You also carried the the A1 state rating which is their program that would step in should there be any default. So you carry two ratings on it but your own individual ratings A3 which is very strong. Uh typically we see double A schools that have uh uh more

064in metro area and so forth. So when you start getting away from the metro area, we see a lot of A-rated schools. You're a double A rated school. So very good. Um I did include the last few pages in the sale day report is Moody's uh credit opinion. So, if you want to read it, um, you're not sleepy at night or something like that, but you just want to see how they what they evaluated and how they came up with their rating. So, um, the savings, so because of the the the bids, we had estimated about $470,000 in savings. We're going to see $695,000, so $225,000 more than anticipated. Uh this worked out pretty well because uh in December we saw rates come down a little bit but then there was no activity over the

065holidays so you know we weren't quite sure what we would see but when bonds started selling after the first of the year they started coming in an even better rate so it worked out really well. Um so included in here is um uh well first of all the the closing date is February 5th that is when all the money will be transferred. money will be transferred to the escrow account for the refunding and transferred to the district's debt service account for the roofing projects. Uh but I do have in here the bid results um of all the different bids. Uh they range from 3.18% to 3.24 and there were firms from uh Dallas uh Cleveland as I mentioned New York few from New York, Milwaukee, Minneapolis, Florida and another New York. So a very good

066showing. Um in here there is a savings sheet. Now remember this is a single bond. It has two purposes. So it actually has two bond schedules embedded in a single bond. So it sold it as a single bond and we break it out for internal purposes. Uh so all the schedules most these schedules are probably more interest. Um, but the debt service comparisons attachment page six. You can see the savings are about a little over $50,000 a year through 2040. And then you can see from 41 on there aren't any savings because we didn't refund those. So, as a summary, very good bid results. Uh, we were really pleased with Oh, and by the way, tax impact. So, the tax impact, which I included on page eight, that matches the pre-sale. So, um, uh, the

067the the difference between, you know, 50,000 a year and saving the 52 53, it didn't really amount to much. So, it's roughly what I told you before on $250,000 house, the the tax impact for the roofing part is 16 bucks, but now the net is only about 11. It's about 30% reduction based on the refunding savings. So I I only showed the roofing portion here, but if you take these numbers and reduce them by 30%. That's roughly what the net impact would have been. So any questions? >> And if you remember, that was one of the like goals of us is to have that tax impact be as neutral as possible. So win-win for everybody and really appreciate all the work that uh Jeff has helped us with this process. Thank you. >> Thank you.

068>> You're welcome. >> Do you have to have any helpers in this resolution? >> No. >> The word um the wording I got it straight from the lawyers. >> So because the regular resolution would I just got it at like 3:45 today. Um, so when I talked with Peter and then Jeff as well, they said that this wording will be fine for >> what we're approving or nuno hold out is basically this. >> Correct. >> Yep. >> Any other questions. All right. So, I have a motion by John, second by Randy to approve sale district general obligations school building refunding and facilities maintenance funds. Roll call vote will be taken. John, will you do that? >> Yes. Please sing goodbye for or against, please, when your name is called. Jason, >> four. >> Jamie, >>

069four. >> Randy four. Caleb >> four. >> Alicia >> four. >> Myself. Four. John. Resolution. Passes. Item C, meeting time and place. Um, action item. This is the school board. Uh the school board have traditionally met in the regular uh regular session on the second Monday of each month at 6 p.m. in the GSL schools community room 443 444. If required, a second meeting has been held on the fourth Monday. Do I have a motion or any other ideas or changes with that? We're good with that. Just >> I make a motion that we Excuse me. I make a motion that we continue on the way we have done last last year um with meeting on the second and the fourth Mondays >> and beginning at 6:00 p.m. and meeting here in the um community

070room. >> I'll second that. Um, and then if there's a second meeting necessary, it be held on the fourth one. >> Fourth Monday. >> Thank you. >> All right. So motioned by John, seconded by Alicia uh to set a regular board meeting at the second uh second Monday beginning at 6 p.m. and meet in the community uh community room 443 444 with a second meeting if necessary be held at the 4th Monday at 6 p.m. >> I guess the only exception to that would be December when we have truth and taxation. to the correct and then we just usually amount an announce with the monthly going. Um all in favor of this motion please indicate by saying I >> I >> opposed. Same sign. Motion carries. Item D. Uh board predium action item. The school

071board's current approved predium rates are as follows. Uh attendance at regular meetings $2,600 per year. Per committee meeting $35. per negotiations meeting $50. Additional pay after three hours for committee and negotiation meeting of $35. Um we had a little discussion on this. Is there um I know Kayla, you did a little bit of research on it. We're talking about changing some of the negotiations. um I guess length of time when you there was long meetings there where just an additional $35 was added and so you ended up getting $85 for eight hours of time. Um any thoughts or >> Yeah, when I looked up other schools um in the surrounding areas, the ones that I could find anyways um most of them do full or half day. So, similar to what we say where we

072say um additional pay after 3 hours, but basically most of them are 48 is kind of how they reference it. Um, Sibly East was at 150 for a full day, 75 for half. Um, DC was 60 and 100. Howard Lake Waverly was 60 and 90. So, kind of all in that same general area. It's as far as B board stipens, they're all over the place. Every board does something different. So, there's not really good guidance there. Um, ours seem to be fair from what I found. The only one that I could find published was Sibly East. They do 1,500 per year and they do different statements for chair, vice chair, clerk, and treasurer as well. I did do some re research myself with my business manager group. Um the ones that I've asked was Lichfield

073DC, Buffalo, Hector, Hutchinson, and Annale. Um nobody has a um we have like a per year. None of them have a per year. Um they all have just dollar amounts for regular meetings. Um and then so like Shield was $60 per regular meeting, $45 for anything else. DC was $60 for any meeting, $100 if it goes after four hours. Buffalo Hector was $50 per meeting. Um, unfortunately, um, just last week they have waved all their payments, so board members will not be getting paid at Buffalo Hector. Hutchinson is $150 for our scheduled board meetings, $75 unscheduled, and then Annadale was $70 for any meeting, and then $130 after 4 hours. Just last piece of FOYI. Um 2018 is when you moved it from to 2600 too. >> I I think we're all pretty okay with

074the 2600 for DM. I think >> I there I'm good with 2600. I can understand the um the longevity of the um 284 meetings >> because that was within mediation >> there was long hours >> long hours. I think that could be adjusted but I'm I'm okay with the committee you know meetings and also the um the $2,600. I'm fine with that. Um I can I would understand doing a little bit tweaking for the um mediation because if you know you're here nine 10 hours you know that's spending a lot of time away from your employment and because it happens during the day work day. So >> well and I think it's all the hours behind the scenes that are put into Alicia wasn't the two of them so you put in a lot of

075time off the clock. >> Yeah. I mean, shoot, I forgot my I wrote it down, but um it was four meetings each um with an average of 4 and 1 half to 5 hours a a night for each of those meetings. Um and then a 9hour mediation for not included in that. Um, so I think it's, you know, committees typically or other, you know, you or our other negotiations I don't think are a huge issue. I mean, those are typically our hour and a half, I think. Correct me if I'm wrong. Anybody else? Um, I just think maybe when we're looking at our the union groups, those are take a little bit longer. um a little bit more of a heavier lift. Um so maybe considering something additional or maybe just in increasing that additional

076pay after 3 hours. >> So basically item B is kind of what we're looking at, >> right? >> Additional pay 3 hours for committee or negotiations meeting. Do we want to take that number and change it to and then do we would we want to add a line to that where it says 3 hours and then would there be another additional pay for 6 hours because obviously >> right we had Right. We did have a few times where we were Yeah. >> Well, would we can we do a $35? You know, it's $35 pay after three hours. So, that's just a onetime payment. Correct. >> Right. So, is it fair to say we need to just put down for every additional three hours, you get a $35 increment? >> You know, if you go nine

077hours, you get, you know, your negotiate, you know, your first trade $35. >> Does anybody know why we came up with three hours or where three hours came from? >> It's Yeah, I don't that way. I can remember far back JB and I had been on the board for 16 years. So been about that 16 and 17 years. >> I was think I mean just in my head I I shot a number at Kayla earlier today through text messages. I was looking at $100 change to 35 to 100 and then putting another line in there after another 3 hours it would be another 100. So your total for a day of negotiations of eight hours of negotiations could be $250. That was just a number I and we can have make that number whatever everybody

078agrees on. Are you Yeah, I if you're >> I think we have to figure out our wording, I guess. >> And then I think we'd have to do a I think D could just be added on to where it would just say additional pay after 3 hours for committee negotiations meetings and another additional pay for anything past six hours. Jacqueline will get us the right wording on that. And then >> and then we would approve the minutes at the next meeting. >> No, we do it right now. >> Yeah, >> we still >> So say that again. What do you think it would say? After three, it's 35. And then you said it after six. >> Yeah. To double it, I guess. >> But six is after three. Maybe we go to full day is

0798 hours, half day is 4 hours. >> I need to change it. That means you can do three hours and do just the hourly rate. Instead of saying if you go 25 minutes over 3 hours, get an extra 100 bucks. Well, you can do it every hour. Save 20 or 25 bucks for an hour. I I had Pam I took we had got Pam's input a little bit on this. She like to stay away from the hourly rate >> just it just >> or just make it you know after 3 hours it's 100 bucks and increase another every 3 hours you get another 100 bucks. I mean they get >> or do four like Kayla said like the other ones are doing they do four hours. They basically call that a half a day. >>

080It's a you know most of us work eight hour days. We do a four and eight. So a half a day would be an extra $100 and a full day would be an extra another extra 100. >> But then you would get rid of your per negotiation maybe apart. >> No, >> you'd keep the 50 because if it only if it only you only come in for an hour, you get 50. >> Right. But if you're talking about the full and half day, they don't have per negotiation meeting and then it's either a full day for any meeting is this and a half half full and half day >> or do we say additional pay for after 4 hours >> is this or then you're extending that time but yeah >> they're extended time increasing

081the pay by >> right yeah >> little give and take used to go 100 say in the end for 4 hours and you >> I think that'd be reasonable. >> I just got to word it properly. >> Yeah. >> So, >> and then additional pay after 8 hours would be >> Can you just put in there something about mediation? If mediation occurs that go for an 8 or something like that because is it really the concern and the issue that everyone's talking about the additional time is really when mediation takes place. >> Not necessarily. There were there was a night even without mediation we were here >> teachers >> it was six hours. >> Yeah. Do we feel I know 284 kind of always ended at that 3 hour mark. >> Yeah. But with the

082with the teachers union I mean we were here we you know in good effort to try to get it done as you know quickly as possible. So it's not like but we ended up still needing four times. So it's like >> yeah typically in the beginning of those negotiations process we talk about this is what we're doing tonight >> and then as it gets to the end >> we will we work hard and that sometimes gets gets long >> and then obviously when you guys when we did go to mediation with 284 that was a long we haven't done mediation no a ton um over the years but that was a a really really long day. >> Yeah. just >> I've been struggling if I should say it here or not. I open my mouth

083up here, but is it possible for just for tonight we approve everything except letter D and then finalize figure out the wording over the next month because we don't really have any negotiations coming up and then come back and I'm I'm just asking a question. >> No, I would just table the whole Yeah, table whole. I would table it. >> Don't table just >> between A, B, C, and D of that item. I would just table the whole >> Yeah. >> whole agenda. >> That way the wording could be finalized and that way it' be in front of us so we could all take a look at it and then ask questions and then if we have to tweak it, we can tweak it then. >> Be better off to us just spin ball back

084and forth between each other. I move to table item D. >> Do I have a second? Second. >> I have a motion by Jamie and second by Randy. Table item D. All in favor, please indicate by saying I. >> I. >> Thank you, Jamie. Item E, appoint board, committee, and uh representatives action item. School board member Lindamman solicited board members references for committee assignments. the committee and represent uh the committee and representative recommendations for 2026 are in close. Do I have a motion? >> So a motion by Alicia. Do I have a second? >> Second by John. Were there any um I didn't get any email responses back from anybody. Is everybody okay with the committee that they are on currently for 2026? >> All right. I have a motion by Alicia, second by John

085to adopt the committee assignments for 26 as specified uh by the school board. All in favor, please indicate by saying I. >> I post same sign. Motion carries. Item F, payment and claims prior to board's approval and access to safety deposit box action item. Super Sanji recommends the school board authorized director finance and the consultant. Do we need that? >> Can I stop? Do you would have that all taken out? >> Yep. Anything that says in the consultant will be removed. >> Yep. >> This is just one of those that's done every year. So, it's just always a copy and paste. There's usually no, >> but yes. >> So, I'll do my best to uh >> I think there is one, two, three, two spots. >> Okay. Yes. And your first part >> to make

086payment prior to schoolboard approval of claims that cannot be deferred until the next schoolboard meeting with loss to the district um or of discount privileges and further authorizes the director of finance to initiate and transact electronic transfers for the purpose of investing excess monies and for the payment of bond principle and interest as provided by Minnesota statute 123b.02 2 subdivision 18 and for the approval and for approval to have access to bank safety deposit box and core trust bank approve approval is also given to the business services backup as the backup to the director of finance to be delegated these duties in the absence of the director of finance with that said do I have a motion >> I'll make that motion with one correction I think on the third line. Um, it's without loss

087to the district. You said with loss. >> Without loss to the district. Yes. >> So, I have a motion by Jamie. Do I have a second? >> Second by Kayla to authorize the director of finance and to make payment prior to the schoolboard meeting approval of claims that cannot be deferred until the next board meeting as listed above and access to safety deposit box at Court Trust Bank.
