on April 27th, May 4th, May 13th, the 15th, and the 18th. So, regular meeting plus uh superintendent um minutes any change to those minutes? Hearing none, I'll take a motion to approve. >> I'll make a motion. That second by Sher discussion none. All those in favor I post >> 6.0 is the honors and recognitions for the month. >> Yeah, we have two students here with us today. Um we're recognizing our validictorian and salutator. I always struggle to say that. Um and so we have validictorian Talon Cray. Is he here back today? um playing baseball. Um and then we have Cali Khan, saludiator. Callie, you are here. So, uh we just wanted to recognize you and say thank you for representing our district so well. And we'll have a certificate for each of you >> and

then you typically give a speech at this point. She did a great job Sunday. >> Yes, she did a very good job. >> She did. >> Yes. All right. 7.0 is the student council report. >> Um so at our last meeting we finished finding our last officer which is a freshman representative. So that's going to be Ashley. And then we decided to scratch our original idea for our end of year party and instead of going to Sou Falls, we had a movie night outside here on May 16th. Um, and then we set the date for our summer meeting and that's Monday, August 24th at 2 p.m. And then we also finalized our plan to have a homecoming dance because the turnout was relatively the same as an activity night. And so this dance on Saturday

and then many details are going to be during our summer meeting. And then our theme is still questions. Thank you. >> Thank you. >> All right. 8.0 is the construction update with so we have Joe Einhold with Integrity here today. Um essentially the referendum project has reached the state of substantial completion. However, there's a number of punch list items that are being worked through right now and knowing that um Karina Ericson is going to be transitioning in over the next month and I'll be transitioning out. We wanted to have the board be able to have kind of an update meeting on here's where we stand and here's what's left and kind of timeline. So, >> go ahead Joe. >> All right. Thanks for having me here. Um obviously project everything on you know as far

as auditorium going there's a couple of solid quality issues that we are working through um hydroponics area seems to be work working as intended. Um other than that little super tiny stuff on the inside of the building on the outside of the building. Um definitely working through some of the working with the grasses and all that kind of stuff need some time for that to establish and take care of weed control. um doing some of that um you know those pieces parts of it. We definitely have a couple punch list items to that effect um trying you know getting contractors out there. Um some of it's weather weather dependent and some of it's you know obviously motivation dependent uh concession stand is up up and running do have the certificate of occupancy so that it

has been has been used and is able to be used you know safe nomatic. Um so that is great. um signs were received for that last Tuesday and then Todd said that he'll have them up tomorrow or the following day that's definitely on the punch list. Um as far as concessions and there's besides the biggest item, but there's a whole tips or tricks or tweaks or whatever that needs to be made. Um one of the bigger probably the bigger notes is that aspect on the concession stand itself. Um Dunik is going to work on trying to get that. um they were going to see how the weather turns on and as of last Monday or whatever when we did our punch it was still too cold for them to fire up for asphalt. So at

this rate my guess is they're going to wait for you know after the softball season which you know obviously right around the corner to get them out there finish up they have a couple other pieces on piece parts on that list. But, uh, other than that, yeah, we're just kind of in the the closing stages of trying to chase everybody, chase them through, get them done, and, uh, you know, make sure that they get all their clothes out and pieces and parts and all that kind of all that kind of stuff. So, other than that, um, yeah, we're pretty much just kind of the the falling action where we just need to make sure that our our friend Todd Grant works really hard and diligently to get everything done in a timely manner. Todd's the

nice guy. Do us proud, right? >> There you go. >> Does anybody have any questions? >> Uh, what's the status on the concrete sidewalks? >> Concrete sidewalks. Right now, I am waiting for my dear friend Todd to send over a couple of um subs. The uh basically if he had some issues or items, we do know about it. We are going to attend to it. Um my vote for Todd is to remove and replace. He did. his concrete guy did come back with a different uh batch mix as an option or a topping. Either if either of those are accepted other than removing it and replacing it the way that the specs provide for um it is going to be reviewed by the design team and go from there. Um but I am waiting for

that for Todd. So I do need that in the short order. He does know I'm looking for it. He knows I've been looking for it for a couple weeks. So um like I said do need do need to get that. Um but yeah, there will be um we are going to be working on that. obviously in short order here. So once I get that paperwork reviewed and approved, if the design team approves the fix, then we will get that moving forward. But that's the that's it for the side. >> Now the press box do have those bridges. There is the flooring up. >> It wasn't done as of when I did the walk through. That was a function item last Wednesday. >> Last Wednesday. Okay. I don't have a key here. I wasn't able to

stop them doing check personally. But uh but yeah, once uh once I get the signed punch list, I can definitely make a stop out here just make sure everything's done between either me or Adam and just have some hands thing done. And obviously that's the condition of getting everything finished up alone. So when it's determined what the proper mix is and stuff, we have an idea when when that would what would be the window that we would go back and and address the sidewalks. Would that be something that would happen at some point in the summer yet? Would that happen? I had talked about putting this test piece down to see how it reacts. >> Yeah. how how I anticipate that would work is obviously once um once I get the information from Todd the

review and you know review approval that making the you know different options if available accepted that should be you know probably in order of a week maybe two at the most um and then the concrete cabin be able to be turned loose um I don't see any issue obviously to get it done before school starts next year um my personal goal is always to get it done sooner rather than later because let's just get it done quick then get done and move on and put this, you know, get this done so we're not enjoying it forever. >> Do we have an end date like for everything to be completely done like that? >> Yeah, excellent question. So the um certificate of substantial completion states that the project is going was done on the building can

be used as intended. So that was the concession stand and everything that went for the auditorium. We did the auditorium separately because the school was able to use it earlier. Um, but so basically everything that's not the auditorium was as of April uh 17th >> like the punch items and stuff too like >> so punch items are on schedule to be done. Todd is absolutely motivated to get them done in the next two weeks here because there are some very exciting disincentives to delay. So our friend Todd is going to work very fast or he is going to be very sad. So yes, and obviously as far as ongoing issues, like I said, they do need to get some paperwork from Todd. So that is also in his course. We are waiting waiting on that.

So talk to your concrete guy, talk to the plant, whatever you need, Todd, but we got to get that roll. >> Any other questions for Joe? Thank you. Appreciate it. >> Yes. One thing that I kind of I know there are some questions on the baseball field. I know that is something that we could discuss or whatever talk about I don't know especially like the fence in front of the jud that part was made for plans inspect meet the drawings. Um unfortunately during there was a little bit of a miscommunication in that. Um, so if that's something that wants to be, you know, dealt with or whatever. Obviously, it's something that I'm assuming is a kind of, you know, how we do it or next steps, happy to discuss that definitely sooner than later, you

know. So that's kind of what some are some of the solutions that we all thanks. 9.0 is the Garland company in regards to the island. >> So Garland came and spoke with us um actually with Adam first and then Adam and I met as well and um Garland is uh is a company that um is basically able to take the project from bid to completion. um and they they have kind of an interesting way of approaching the work and so um AB and I wanted the board to be able to get um basically hear from them as to what what options they would be able to provide. The board's not asked to take any action tonight at this point. It's just for information and asking questions. Sorry, these two are kind of they don't like

one another. There we go. Yeah. Hi. Uh my name is Brian with the Garland Company. Um thank you for for letting us uh let me speak tonight in regards to what we've been looking at with you guys and your your roofing. Um, so, uh, I'm going to make this pretty brief, just an introduction to what it is that the Garland Company does. Uh, a little bit about, uh, our system and how we operate within, uh, numerous school districts, uh, throughout Minnesota and really the country, uh, and the services we provide here. So, um, just a little background on us, we're 130 year old company. Um, we probably got roofs on 50% of the school districts throughout Minnesota. Um, working actively with many, some in the past. Um, our really our whole philosophy is to put

tax money, your dollars into a higher performing roof and really engage life cycle costing and the savings that comes from that because u I know that it's very difficult with limited funds. Sometimes you're forced to say, "Hey, we have to go to an option maybe that's not as ideal for long-term savings." We can assist with that with our services that come along with our system. uh and what we do through design and specifications. And so um I'm just going to switch to this one. So this is kind of a quick look at it is typically how you would go to uh approach the market and look for a roof system would be hiring out either a consultant or going directly to a contractor. Then you go out to the open market. You'd be bidding out

for contractor to go supply house. Then eventually they're at the manufacturer. Well, the manufacturer of your roof system is the one that holds your long-term warranty and it's the most uninvolved in your system. And so, uh, why we call this chain liability is it really opens up a opportunity for a lot of fingerpointing and a lot of issues when things go wrong. And so, our approach to roofing is to flip that model upside down. We say, "Okay, well, if you're going to be getting long-term warranty and you want to be able to work with the people who are actually liable for this, and we're an employee owned company, so I actually have a stake in the success of the roof and making sure that it's done correctly. Um, you're working directly with us. We're still

openly and publicly bidding the work for the installation, but we're going to be getting a Garland system and Garland warranty that comes with it. So, it eliminates a lot. that turns a lot of the fat and kind of the soft costs that go into a roofing project. So, um yeah, that's kind of what this talks about is the things that typically go into a roofing budget where it would be specification writing or detail. You know, most of the work that actually I'm about 80% done with designing this roof as it is just for my initial inspection going out and getting a budget. The design's pretty much completed. I would just need to detail it out and kind of cross my tees and dot my eyes. And so, um, this is how we were able to

really get a lot of school districts into a multiply higher performing group system without paying for additional fees and all these things that go with it. There's no invoice that comes from Garmin. This is just a service that comes with our system. So, um, I'll I'll go through these quickly, but they're these are probably the most important part to this is seeing the pictures and what it is that the school district has purchased in the past. I have pictures from Appleton Milan, but got a whole bunch of memory. Um, but also included some pictures from this facility as well. This was actually the first school that I walked and uh I was surprised at how long it took me to do it. It was about a 3 4 hour inspection. Usually that's not that long.

Um, but when we're looking at a roof system, it's pretty easy to tell quickly uh which one of these success factors are missing when you're looking at one. You need all four of them to get that long-term uh bang for your buck when you're purchasing a roof system where it's proper design application, quality materials, and then making sure that there's a third party that's actually inspecting it instead of having a contractor install it or not having, you know, a manufacturer absent from that system where they say, "Well, you've got a warranty." Then you call them and they come out and they say, "No, no, no, you actually don't have a warranty because it's ponding water. This was done. It should have been caught on the front end." So, um, none of you have ever been

up on this roof. It's very interesting. So, uh, over on on this facility, what you have is an is a foam roof that is covered with now a rubber membrane. And, um, I have a packet that I'll leave with you. It has all the dates that I was Adam was able to to help me collect and put together. Um, there's a lot of issues over here when it comes to actual connections, um, performance of your membrane, and then how your system operates. So, it's difficult to tell and I I apologize cuz I stare at roofs all day. So, I'm always like, "Okay, I can see exactly what this is, but then I got to explain it." So, what you're looking at is the flashings as they come up to your aggregate walls above the gymnasium

on the elementary school. And the system and your roof over there is almost completely dependent on sealant uh from a failure standpoint because these walls do not allow for a proper flashing connection to waterproof this system uh as it should be. So beyond that um what we looked at as part of the budget we presented was adding metal wall panels around that. So fur it out add metal wall panels and be able to get the proper flashing heights change the aesthetic of the facility and then uh eliminate this kind of I want to call it taking time bomb but it really is when you're using sealant to waterproof a facility it's just a matter of time. So, kind of another aspect, another look at this. Sorry, the one thing I should have pointed out here

is you're actually uh to this membrane that you have on there, the black uh EPDM is kind of a a common acronym for it, but rubber roof is really what it is. And over time, they shrink and uh it's kind of a telltale sign that you're about to have a failure on your roof system. And any failure is a leak in your roof, a cut in your roof, anything that has to do with performance based on design or range. Ponding water is everywhere on this roof. Uh, as you can tell, this is actually what they did is they glued it down to the foam. And foam is a very unreliable material for roofing to make sure that you have proper slope and you're draining water off of your facility. And then there's some detail stuff

where you've got additional weight that's on top of your membrane. Um, these arrows are pointing to what should be a a proper area divider expansion joint. And essentially what was done was they just kind of went over the top of it and instead of separating it out and doing the proper detail to make sure that those two membranes and systems are separated. So I know I'm getting a little long and I'm talking a little getting a little technical here, but I think it's important to see that the condition of your roofs um in what it is that you're getting when you purchase these. And so u more ponding water. I mean, you can see your water is pumping 10 15 ft away from the drain, which is the high point there. This is uh this

is actually on the far south side of the building. This is a 4-year-old roof uh that was installed and it's got pond water everywhere. It looks like it's been up there for 20 25 years. When Adam and I were talking, I was like, "This thing is obviously part of the project." We just replaced this. So, um there's almost no slope on this roof. Um, it's dirty. It looks, you know, and and the reason ponding water is such an issue on top of these single ply membranes is over time the UV is going to be enhanced and it's going to degrade that actual membrane. So, you'll see that on kind of some of the pictures from the high school here. That's another that's how they did the connection between the two where they basically glued those

together and then took a piece of metal and slept on top. So, in your middle school, high school, this is what we start to see with these membranes over time is um this detail drive insane. I see this a lot is this uh that's a cover for your drain where they take a piece of tpo and they wrap it around and they take a a wing nut and they screw it down and that's the only thing that's keeping that there. And there's no drain bowl, there's no cast iron, it's just a pipe that goes through. But over time, you'll eventually get this breakdown of your actual membrane where you'll start to see rips, tears. Um, and then Adam's got to walk around. He's got to change ceiling tiles all the time. So, um, there's probably

more photos in here than necessary, but I think it's it's important to see this where you've got poming water, you know, all these different aspects that are leading to failures in the roof. You're starting to see tenting here on that far kind of bottom left side. U, this is really bad. Uh this is pretty common for this type of roof system where you start to see an actual billing from the flashing. Um where this can be very problematic is you can this piece of metal is actually starting to pull off because the force of the wind pulling that membrane up is starting to affect the coping cap. So, a little bit of more of the same here, but it it's unfortunately you're you're kind of you're dealing with a lot of design flaws, a lot

of installation flaws on at least these two facilities that I've looked at. Skip through this here. So, um I know I I give you a little bit brief here and I don't know you guys over the budgets at all or anything like that. >> No. Okay, perfect. So, um, but yeah, the system that we're we're proposing to do is is a modified buildup. It's a multi-layer system. And so, uh, with that, uh, our main focus is, you know, as the manufacturer, we're actually on site three, four times a week. I'm sometimes if I've got a babysitter job and something's going not as planned, we're out there more. Um because at the end of the day what it is is what we are financially responsible as well for the success of your build. If you've got

a ton of warranty claims, I've got a problem. So the best thing that we can do is align our goals, which is make sure we're maximizing the dollars to ensure we're getting a quality system. If I'm not you guys aren't calling me every couple of weeks and saying we got a leak or we got a problem, which the way you avoid that is making sure you're on site, you have good details, you have good drawings, good contractors that are installing these systems, you're going to have a long-term system, be able to get through 30, 40, possibly even 50 years when you're looking at a good quality roof and installation. So um this is uh this was a study done by the Army Corps of Engineers back in 1996. So please ignore the square foot numbers

on the left side because those are long gone as possibilities. Um so what this looks at is the actual uh research that they did when they were trying to determine systems for the federal government and looking at single flies versus multiplies. And so what you're seeing in that red line is we're going to go with the single ply system. Cheaper to install, more expensive to maintain. Higher quality system is a little more expensive on the front end. Overall, it's going to usually come out right around half the cost over a 40 50 year period just from reduction in maintenance, reduction in leaks, uh warranty claims, you know, having people out there paying them to come out and do that stuff. And the big one is replacement because um there's been a big shift over the

last couple of years especially since co where to get a whole system warranty from single plug manufacturers you have to buy all new insulation regardless of the condition it's in. So um unfortunately for the elementary school uh the insulation that's a total tear as is where you take it down to the deck rebuild it. It has to, you know, even if it had good insulation, it needs to be redesigned because of the issues it has with the slope, which is it has none. So, our process uh is really it's it's pretty simple. Um we have a planning phase for a roof problems analysis report. We establish priorities, budgeting and project timeline. This is all pretty much completed at this point depending on where you guys fall with wanting to do this project. Um I have

in my packet I've created a I think it comes in here as a priority map for your roofs. Design and bidding phase. Uh we do the design and replacement once we're ready to go. Detailed bid documents. Uh we always do a mandatory pre- bid meeting where we're going to have contractors out. They're going to see the site. We do that because we don't want to have bids coming in from contractors from Texas and Oklahoma. People that have no business being in this area. They're not going to stick around. You'll never see them again. And so, uh, we just like every other manufacturer out there have to, you know, there's contractors that are qualified to do this. They go through an approval process to ensure that they have the capabilities, the resources is, you really don't

want to get stuck in a situation where you've just awarded a a roof project and all of a sudden contractor's going out of business and we're pulling bonds and it's a big nightmare. And so this really simplifies it because this is a longer process than this. But um the construction phase, do a pre-construction meeting, on-site field inspections, and then we're off to installation. We're out on the site. Um it'll either be uh myself or my project manager, one of the two of us. We're the only ones who'll be working with the contractor, ensuring everything's done properly. So I'm going to kind of fly through this because I I I did have a little bit longer presentation. I don't a little constrained on time, but um how we avoid change orders. We do all the research

on the front end. We measure everything up. Core cuts, we've got all the details. Um if we need to get into a situation, we looked at for this school is looking at what insulation in the future when you start planning for the middle school, high school. Infrared scans are a great way to kind of cut down on cost. So, we're not saying, "Hey, you know, we found x amount of squares and wet insulation that needs to be replaced." We're measuring things, making sure we're getting the proper flashing heights, door thresholds, really soup the nuts approach when it comes to ensuring these details are done ahead of time so that we don't have guys out in the field saying, "What are we supposed to do here?" We'll handle any plumbing and HVAC that uh it's requested

if you wanted to. You know, sometimes school district work, hey, work with our local plumber. Fantastic. If you don't have that, we'll bring them in and we'll work on that stuff when we need to. Um if it's replacing drain bowls or raising units, whatever it might be, the full system approach, we'll handle state permitting and engineering. Um this is a requirement uh that I think a lot of contractors have gotten away with not pursuing. Um but these do need to go to the state stamp by a third party engineer and approved. And then like I said, bidding phase, we'll put together specifications, mandatory pre- bid, bid opening analysis. We'll have a letter of recommendation for everything that we do, assisting with any guidance on that, answering questions. We do a sight specific setup map ensuring

that we know exactly what you have going on. If you got summer school, whatever it is, you can't use this parking lot, we adjust. I'm just going to go out here. >> And Brian, if you need five more minutes or whatever, I think we want good information. >> Yes, I think I covered a good amount of it. You guys seem to to have an appreciation for this. And this is kind of more like custom content for you guys. So, um this is this this is uh uh something that comes with our services is is really helping out with asset management planning is not just saying hey we're going to do this roof project but we have a lot of clients that we've worked with school districts counties whatever it might be private we've been working

with them for years and so a big part of that is helping out with planning out those roof systems and where you want to go next based on conditions so um as you can see your Milan has pretty good, right? I probably should have switched that 2021 one on the bottom to something different just to not uh range people that it's four years old or it's 5 years old, but uh it's kind of in that condition unfortunately. So, um, you guys have you have quite a bit of roofing coming up. Regardless of whether you're working with us or if you're working with somebody else, you have a this facility is gigantic and you have a lot that's going to be replaced and it's going to probably come down at one time because a lot of

the roof systems are in similar condition. So, um, something to be prepared for. So for the elementary school uh this is our this is my our scope of work. Um how we approach this is we do cops. We do all the design aspect and we we really we like to go out to the contractors and say what do you guys think this would would take to do and and approach it that way instead of guessing. I I think again our philosophy is we don't give square foot numbers and say oh it's going to be x amount this amount. You have no idea unless you're actually going out there doing floor cuts and testing these things. So, um, we have a very good idea of how we would approach and what your budget would be. And

so, uh, I kind of adjusted this just, um, since the last time we talked there a, uh, there was a war that was started in the Middle East, which is not helping prices on oil. Uh, so we've adjusted this a little bit. Uh, timeline wise, I'm not sure where you guys are are at. There is still opportunities for a fall project. I've got contractors who are looking for work. Otherwise, if you're into the kind of summer 2027, uh you probably be in the same ballpark range budget-wise for that replacement. And so, this number does include the wall panels that would go around the entire um what we're affectionately calling section H. Uh that's in the middle middle of that uh portion. But for us, uh like I said before, we have a a large reference

list of school districts we we work with. um and uh had a lot of successful projects. I Scott, I believe I think you connected with some of our references in the past year. So, um yeah, this is in a couple of local projects. Uh we just did this two years ago as a meter county courthouse. That's was uh pretty good project. We got wall panels all over that. Kind Ohio County Law Enforcement Center did this back in 2020. And then numerous school districts uh Yulan hit it all two years ago. We did their entire facility. It was a monster project. Those are all of our wall panels. Um that facility, Owatana High School, Jordan Public Schools, Wasa, we just wrapped that up. That was a fall project uh that we did down there. St. James

County. This is kind of getting out of place. So yeah, that's that's a compressed version. I can make that an hour if you guys want, but we don't need to do that tonight. So good. >> Yeah, I was editing that right over there. Um, so any questions or >> So the most pressing thing right now is the Appleton old building. >> Yeah, actually. >> Yes. >> Did you go on the new building part of Apple and is that done correctly? Um, and is it last a little bit longer? Uh, on that part? >> I haven't gone in depth on it. is I saw it from kind of above but didn't go into the details. Um I really focused on that portion of the building to because that you know Adam and I were talking that

was really kind of the focus for the district. So >> and then as far as this building looks like we had three four areas for sure. >> Yeah. And so unfortunately it's uh when we do these priority maps it can be somewhat relevant because it's probably more than that coming up here. when you're doing these projects. I mean, we can we assign a red the failed roof. That's the condition it's in. When it comes to actually maximizing your dollars, we want to make sure we're not saying, "Hey, let's do a section over here, one in the middle, and then over on this side." We want to get a little more creative with how you approach it. So, it might be something where we recommend, hey, do some patch and repair for a year or two

if you have leaks that come up and prepare for a larger project to either take it in thirds, fourths, whatever it might be. so that you're not paying a bunch of money for equipment to be moved in dumpsters and everything else. But um yeah, unfortunately it is something you guys have a big chunk of roofing that's coming down the pip and so in the next I'd say couple of years it's going to be pressing. >> Ideally you could do the whole thing right out here. >> I mean yeah it would be you would you could accomplish it. Yeah, you could do the whole facility in one summer, but it would be something where I mean, you'd have to be one of the first to be bidding your project out in the summer. So, planning it

out ahead of time because you want the best contractors that are available with the best crews bidding on this and making sure they've got the resources to cover because you probably eat up two crews from one contractor for an entire summer. Do your engineers look at how it drains now and how it could be done differently on that old building? >> Uh reason I say that is we have uh on the west side of the building we have a terrible drainage problem. >> Yes. >> That's what we looked at. >> Yeah. Right into a hole. >> It's going to be a complete redesign when it comes to drain the the actual tapered system for that. Yeah. We won't be draining water off onto the sidewalk where all the blocks we can name. That's a Cory

Ferland. >> You sure can. >> Yeah, it it would be a pretty drastic redesign for that roof. Um, a lot of the plumbing, the drains are in okay locations. It's just there's absolutely nothing no positive drainage toward them. there just everything is sitting up there. And so um you know really the biggest concern you have with that is obviously in the environment we're in is the additional load you're adding then to the facility as well with pond water, ice, snow. Um so you ask the car engineer to do I mean a lot of the design I do all my own design work for these roofs. Um, so we would have an engineer look at that if they said, "Hey, you know, you're going to have an issue that they do the t the check on

that and the calculations." I'm not an engineer. I don't claim to even be close to one, but uh we have third party people that would look at that and they do the analysis. Any other questions? >> Adam, do you have anything to add? We're in those meetings as well. Uh I just do you have samples yet to show them at all? >> Uh I do I have one sample that I can I have unfortunately my dad got mixed up with one of my co-workers so my samples. Um but I can pass one around. I do have one of our membrane sheets and then I can bring back an actual assembly and that kind of does the isometric that shows how these are put together and present that next. I can actually what I'll do is

I'll I'll ship one here. questions. >> Thank you very much. Appreciate your time. >> Thank you. So the goal behind that is just for the board to to kind of have the information, but as mentioned, there are a number of rooms that are going to be over time increasingly problematic and probably something as we want to come up with a plan for as a side note, I would say I did reach out to I talked to Jordan and they were really all right. Acceptance of gifts, donations, and grants for the month to the Foundation for Summer Success supporters and for strengthening the family. We'll take a motion to approve. Motion by Scott, >> second by Shannon. Any further discussion? Hear none. All those in favor? I post. Motion carries. 11.0 is the consent agenda. There

were no changes to what is presented in front of you. Take a motion to approve. Motion by Shannon. Seconded by Scott. Any further discussion on the consent? Hearing none. All those in favor 12.0 is the monthly financial reports that so what we uh Corey, excuse me, Drew Olsenowski is actually there in the baseball playoffs as well. And so he is um there he's at that. So he provided the information. But um 12 and 13 kind of go together um because it's um we're presenting where our budget is landing for fiscal year 26. That is in um in your exhibits. If you want to go ahead and take a look at that exhibit 11 when we get down to number 13, we'll actually have that. Um everything I gave you a more detailed print out of

that too. Um everything is is ending as we have expected. We're going to be within budget um this year. Again, we're anticipating and the sheet I gave you being in approximately 19 uh% fund balance, which is a very healthy place to be as far as that goes. Um so um basically what the board will be asked to do when we get to number 13 is to approve where the budget lands for uh the fiscal year 26 and then in June Drew will come back at the June board meeting with the fiscal year 27 proposed budget for the board to consider and approve. Now enrollment right now is um hovering at 814 again significantly higher than we started the year. So that's good news. Our enrollment has been very strong this year. ballparking. Yeah, but I

mean it's looking so far was looking about like it did a year prior. >> Any questions on the budget? Then we'll move on to 13 to uh approve the revised budget as first adopted in November uh 26 2025 and exhibit 11 is now presenting for the revised budget. >> I'll make a motion by Shannon second by Matt. Any further discussion on budget? Okay, hear none. All those in favor 14.0 is the bills and claims for the month. I make a motion for May 2026 board bills in the amount of $198,29616. April 2026 manual checks in the amount of $72,94.77 and also for the May 2026 construction bills of $683,619.81 for a total of $954,820.74. >> All right. Motion by Danny. >> Seconded by Shannon. Any further discussion on bills and claims for hearing? None. All

those in favor? >> I post motion carries. Uh 15.0 is far compet. >> Well, I don't know if I'm close to being Pete, but I'm here. >> You guys got any questions on that? We wrapped up. We had, I believe, 96% of our staff participate. We had a couple staff members that didn't finish out the school year, so they're not going to be compensated at the end. Uh we use a lot of our time to look at the English language arts. Um aligning our work that we're doing with the standards, what we're teaching. Um I heard a lot of feedback. We did a uh staff survey at the end of the year which was compiled and there was a very honest feedback on some things they like to see. you know, a big consensus or

approval was having the staff getting into observe each other to take away, you know, tricks of the trade by watching each other do that. Um, so overall, we're already planning for next year, uh, getting our, um, criteria that we want to be looking for when we go into the classrooms. Um, I've just, uh, we do have a nice, um, tier 2 intervention system going on over in Apple Island. I know they're looking, excuse me, they're looking at it here at the high school also, uh, being able to provide some of that now with Diane Smith also being able to stay in U Madison and maybe working a little bit out here at the high school and Becky Olsson coming over to Appleton Island. We're just really excited with what we have going on and um,

I think we're moving in a good direction. >> What Robin speaking to, you mentioned this before, but we're going to have Becky Olsen moving to Appleton to be a full-time intervention teacher. um which is I think going to be fantastic to have a full-time person there which will then allow Diana Smith to be able to focus more wholly on the elementary building in Madison and then also some supports at the middle school. >> Yep. Just one comment I guess to be at 96% and higher on everything. doesn't really >> on what do you mean on >> every every category we had we had >> but that's what the staff being participating >> not on student >> they earn they earn their performance pay >> correct based on% >> Yep. >> based on the observation evaluation.

>> Yep. >> Okay. Well, either observations that be a little bit tougher because I I can tell you I there's some that I would say would not meet that criteria based on feedback from the students in the student forum. Um I don't know how they would earn this statistically to be that high every single time um is a little concerning for me. Okay, any other questions, comments? Okay, thank you. >> Uh health insurance update. Oh, sorry. Is there a motion to approve the Q annual report? >> Motion by Shannon, seconded by Matt. Any further discussion? Well, if we're not satisfied, we're going to approve it. I just heard you say you weren't satisfied. for a motion to approve it. >> Kind of hard though. >> Kind of hard because we've already set those goals and

they met them. My push back is those goals and then they aren't hard enough because being from a big company that I used to work for, to say all of our employees were at 99% is impossible. I'm not disagos. All right. 16.0 is the health insurance update. I can speak to that one. Um, we've been with Blue Cross Blue Shield for a number of years. Um, staff who are in the room can attest to the fact that the rates have been shot up pretty high multiple years in a row. Last year we were it was the average employee was around like 34% increase. Now, um, this year um, in some cases it was 50% increase. So it it's become cost prohibitive for us to do insurance with Blue Cross as our as our provider. And

so we went through a bid process with Garland or sorry Galler, excuse me. And um and with feedback from the union as well as um Sue and I going through that together, we've recommended that we move to um an IRA plan which is through a company called Gravy. Um the way those plans work, it's a little bit different. They're the costs are more banded um by age. Um it's just kind of more of a you know, at this age level, this is the cost at this age level. this is the cost, but it gives the employees more ability to shop their own plan. They can instead of like when you're doing with Blue Cross, you got like four or five plans to choose from. With IRA uh plans, you if you want to be with

Blue Cross, you can put pick a Blue Cross plan. If you want to be with a different carrier, you can pick that plan. Um and they they basically walk you through that process. But this was uh the also being completely honest, this was the only um provider that would show us a decrease in costs from what we were paying previously. And so um the recommendation is to uh for us to move our health insurance over to this plan. You would say one of our biggest drivers is the uh loss ratio experience been very high. So that experience goes up pretty much. So we've had some bad years of very high experience claims. We drive blue cross 50% if it's it's way underwater. This seems to be our only option at this point. >> Second by

Shannon. Any further discussion hearing? None. All those in favor? Oppos 17.0 Iowa official. >> Sure. So um the Iowa is the individual with authority basically in the state system when we submit our title um um plan and budget for the year when you know when we apply for grants and things it's through that system Marie does the the lion share of that work for us. Um but there has to be a final approver and that has been me. Um I basically this uh the way the timing is working out it goes for one calendar year. So or deserves a two years but anyway regardless I have to be renewed so that I can approve the work we do in there between now and July 1st and then effective and that's why you see it written

the way it is effective July 1st then Karina Ericson needs to be approved so that she would be the Iowa. Um, it's really a matter of formality, but we have to have somebody who can approve and submit things to the state. So, this would allow me to do it till July 1 in order to do it. Any questions on it? Take a motion to approve uh Scott till the end of this school year by second by Scott. Any further discussion? None. All those in favor 18.0 to call bids for milk and fuel for the next school year. >> Motion by Scott. >> Seconded by Shannon. Any discussion? All right. Hearing none. All those in favor? >> I post motion carries. Uh 19.0 know is the bleacher quotes. You see that on um exhibit 16. Uh

this would be for the main competition gym at the high school. Our current pictures are from I and Danny who are here and uh they're quite So if you see on on exhibit 16, we've got Safe LLC, which is who the administration is um recommending. We also got a quote from H&B. So this would be um so there'll be a couple of changes here. So on the on the east side um the players are we shorten that up by was it two or three rows? >> Two rows. Um that will allow for us to get the players off of the first row bleachers and then people can walk behind instead of walk. Um it'll also get us uh 88 compliant which we are not right now. Um there was a question on the uh we

put seatbacks on all the um benches, right? >> Yeah. >> 40. We have that number 47 47,000 >> what's bid is essentially what we have now right >> or similar >> backrest same >> not on the side came in at uh uh 330,392 >> plus these other fees, >> right? >> Below that was so much when was the work schedule. >> Uh probably when volleyball gets over two week window they come in tearing out put everything in hopefully. Okay. I guess we wanted to try to sell their final put in a dumpster. All right. So with those other costs in there, the demo and disposal, the permit and architecture review, and then the bond, it comes out to 361,192. That would be the bid amount that we would accept. I got lots of especially after

a presentation of the roofs in particular just the cost the expenditure of both this and the next thing that's coming up too >> well there's a piece of history. If you remember the the buildings and grounds committee within the board, this is one of the items that was reviewed and pulled forward that were were under budget or within budget and somewhat under budget for the um referendum work. And there were a number of items, this being one of them, that were kind of wait and see items that were not in the original scope of the project that we could fit them in would be discussed later. So that committee discussed these and that's why this is coming as the quotes that we received for bids we received for that project. I do remember those meetings

but we talked about roofs we talked about the potential of going after and fixing a roof but we didn't see the bottom line of the roof. Now I'm saying I've seen an estimate of what the roof is, but I also know those bleachers are 34 years old. So I'm just having some thoughts. That's all. I think you should go sit. All right. Anything else on the right? I'll take a motion then to approve the 361 192 from Safe LC. >> Shannon seconded by Scott. Any further discussion? Hearing none. All those in favor? >> I post 1.0 O is another project that we brought forward from the buildings and grounds committee um which was to um redo the rate the weight room um to go with new equipment, new mats, that type of thing. Um spiff

it up a little bit from kind of the dungeon that the way it looks now. Um and we got a lot of used equipment from years past. So exhibit 17 is the weight room option. So that's from light fitness/hammer strength. >> Have you seen this? >> Yep. >> So the layout of everything. >> Um if we take So they have the ego. >> Here's the equip. So K question if we take the the logos off of the equipment and pad etc where you got head on it I think it was the duct of 20 that >> it was yeah 29 >> 29 something >> um and then um also this morning had requested uh that we look at what it would take to take that potentially take that wall down so it's one big white

weight room instead of two separate um units that they are now and then potentially have some type of window or something on the each side of the building. That's out of scope as far as I'm concerned because we we only approved getting the the equipment and some of the changes the flooring etc. something that we will have staff are having scope out to see what that would take to get done. So right now would just be to approve the equipment mask etc. M as we look at it. Any questions? All right. Then I'll take a motion to approve. Motion by Matt. >> Second by Shannon. Any further discussion? Hearing none. All those in favor? I post. Motion carries. All right. Uh 21 is a proposed amendment to the 2526 calendar. Uh again with those things

highlighted in yellow. am kindergarten and then Madison area by Scott seconded by Shannon. Any uh further discussion hearing? None. All those in favor? >> I post cars. Uh moving on to monthly building leaders report. Uh Adam Mo anything to point out. >> I don't really have anything further. The other building leaders reports are in here. Scott, anything to Um, I like the construction stuff. The main things I wanted to bring before the board, just a couple uh heads up. The annual staff farewell program that we have every year is on Friday the 29th here. Board members are welcome to attend. Um, so encourage you if you have time and would like to step up, that would be great. Um, and then upcoming meetings, the June board meeting is set for June 22nd meeting. you got

something? >> Yeah, I just want to say our field day was held today. It was supposed to be on Friday, but uh due to the rain, we moved it today and it was very well attended. Um great community support and a lot of helpers there. So, I want to thank Mr. Lor and all the teachers and the kids and the parents community for coming out and it was a good good day today. Thank you. >> All right. Anything else for tonight? I'll take a motion to motion by all those in favor. Thank you everyone.
