Motion carries. 9.0 is the consent agenda again with the addition of Amber Lee uh as volleyball coach. Uh and then you'll see that we have the contracts uh listed down there below that are also included in that consent. So if there are no changes or objections, I'll take a motion to approve. >> I'll make a motion. >> Motion by Shannon. I'll second. Second by Matt. Any further discussion hearing? None. All those in favor? Motion carries. And I will just say um negotiations went very well. Um so we thank the members of the negotiating team for for education. Um it was a very very good quick negotiation. So, we greatly appreciate that. All right, moving on to 10.0, the monthly financials for December or should be November. Go ahead, Drew. >> Um, yeah. So, just starting

off first one, uh, the investment report. This just shows our uh uh United Prairie um just our general checking account, the reconciled balance as of 11:30 um plus our uh funds that we have with liquid assets. Um so nothing real significant change uh there. Just kind of business is just as usual um with with those funds. The uh next page is um our enrollments as of the 15th, so earlier this week. Um we're down two students from our last meeting at the end of November. Um but we're still with our budget revision at the last meeting, we were built on about 785 students, K through 12. So we we still have a little bit of wiggle room. um where we're to the the positive side there at 789 right now. That would just be something

to just be aware of as we get closer to the end of the year where we're sitting at for our enrollment there. Um the next page, this is um where we're sitting at for expend expenditures on the year. Um, kind of going off of the same same uh kind of messaging from the investment report at the beginning. This just kind of shows we're on track with everything um for the year. Um, this includes all expenditures, um, salaries, benefits, um, supplies, everything um, that rolls into each of the funds. Um, so yeah, we're kind of right on track with uh the the budget revision that we approved at the last meeting. >> We have questions for Drew. >> All right. Thank you, Drew. All right. 11.0 know is the payment of bills and claims for the

month. So, I will motion to uh approve the December 2025 board bills of 183,613 and 23 cents, the November 2025 manual checks of 18,662 6 and the December 25 construction bills of 260,879 44 cents for a grand total of $463,154. 4.73. >> I'll second motion and a second. Any discussion on the bills and claims for a month hear? None. I'll take or yeah all those in favor. >> I opposed motion carries. All right. Uh 12.0 is the uh you'll see the two packets in front of you. the I Bailey um completed audit uh for the year ending Jan uh June 30th, 2025. Um nothing really I don't think to point out. Um pretty clean audit. There no questions. I'll take a motion to approve. Motion by Scott. >> Second by Okay. Any further discussion? Hearing

none. All those in favor? >> All right. So [clears throat] 13.0 um is the essentially an audit of the uh student activities accounts. [snorts] Um ensuring that um those those funds are are appropriate and there's nothing missing or misplaced etc. Um you'll see that in the uh second one the second booklet there. Drew or I don't think there's >> Yeah. No, it's it's kind of it doesn't get into the detailed fashion like that print out has um in the audit report. So that print out there is a just more detailed um itemized kind of list of all the student activity counts like the um when the student council comes in and talks about their fundraising that's what the the balances are as of the end of the year. >> Is there a I see dances

in here with zero budget and zero dollars. Is that because do it. >> To be honest, when I when I just took this, I just took every account that we had open and just copied it over. So, if there's zero balance, it probably means there isn't any activity there. They don't utilize the student activity account for their fundraising. >> Okay. And I think to clarify that, I think when I talked with Zach for like volleyball, instead of the fundraiser going back into the student accounts, they're starting to slide it all over into the booster clubs >> and let them let them take those dollars and use them. So they're it's makes I think the audit a little >> Yeah. It kind of cleans up some end of it and the boosters have more >> control

or freedom to not have to run [clears throat] stuff through me or Christy. So, this isn't the national funding for the sport. No, this is just >> that's just their their fundraiser. If they sell pizzas or something, it goes into their fundraiser account. They have different budgets for transportation or um >> that makes sense. >> Supplies. Yeah. >> Yeah. That's those accounts are specifically for the the benefit of the students to kind of go above and beyond to do things that they otherwise wouldn't be able to do. >> Thanks. >> Any other questions? None. I'll take a motion to approve by Scott by Shannon. Any further discussion? Hearing none. All those in favor >> I oppos. Motion carries. 15.0 is to do the final certification of the 25 taxes payable in 26 levy. Um as

you know we levied the max. We've not uh it can't go up and there's no request to go down. So what we levied it uh the preliminary levy is what we are sticking with. um for payable in 2026 taxes questions on that. Okay, I'll take a motion to approve. >> I'll make a motion. >> Motion by Shannon. >> I'll seconded by Matt. Any further discussion? Hearing none. All those in favor? I post motion carries. 16.0 is school policies. So this will be a second reading of the policy 254.5 and 704. This is around some of the audits um procedures uh and thresholds. Any questions for Drew? I'll take a motion to approve. >> I'll make a motion. >> Motion by Kent. >> Second by Shannon. Any further discussion? He none. All those in favor? I

motion carries. Uh 170 is policy regarding graduation honor students and grading. see that on exhibit 8. >> Yeah. >> So, this is something that we've talked about here um last well since last year and and at a recent board meeting as well. Um but just for some feed feedback from other Murv schools um etc. and some some more digging into this. Um I have a proposed change to our policy that would cross off um student the statement of students wearing individual file flowers will have to bury the cost of those flowers have it crossed off because we don't have that. So we don't I don't know if that's an old practice or what, but we don't have students other than our ushers um staff that are up on stage etc. that that have flowers and

that's taken care of by the district. But the addition then below highlighted in yellow would be that military cords may be worn by graduates who provide official documentation verifying their commitment to serve in the military and students may wear tribal regalia or objects of cultural significance at graduation. So this would be a um recommendation I guess that I would say I would ask for your support to a change in the handbook so that we could implement this at graduation yet this year if you're in support of it. One question I have is, so like if they have tribal regalia or objects of cultural significance, do they still need to verify that with you prior to just showing up and wearing something? >> Um, I I don't know. I mean, I >> the only reason I'm

is I don't know if something would be if if it is something that's a cultural significance but yet is potentially offensive, >> right? >> Does that cause any issue? >> Right. >> I mean, I think they're just And I don't think it's too much just to say, "Hey, Scott, this is what I I was working on." It's >> whatever. Yep. >> And just running it by you versus just showing up and having it, >> right? >> Yep. >> I think uh I think we can certainly do that. And if we need to add some language in here um that you guys are recommending, we can do that. Um the reason I put the the cultural significance piece in there is for our Micronian students. They typically wear the um their you know, yep, the flowers

and whatnot at graduation. The tribal regalia is a legislative mandate. So that that needs to be in here. Um and then the military piece is something that we've talked about um implementing and um feel like we need to have some confirmation that that indeed is going to happen and not just not just this is what I'm maybe going to do. >> And then to a cultural is it like the gown if they want to wear something different over that too. I mean if that would be ever allowed I don't know. Right. That's why I'm just saying that there's that potential that we run it through you just to say yes yes yes or no just because >> you don't know what it's going to be. >> Yeah. And that's not a problem. I mean we

can we can certainly do that. I think currently in our with our clientele it's it's going to be the the flowers, you know, the lays, you know, things like that. And then the tribal regalia. I don't know that we're we currently have any of that. That doesn't mean we won't um down the road, but um the uh so this is kind of more retentive but you call this a policy you also have the school policies so where does this fall in line with school policies and numbering and >> so I can speak to that this I believe Scott comes from our handbook correct >> this would be an addition to our handbook >> and because our handbooks are approved by the board annually they are considered an extension of policy so When you approve the

each year the the handbook, it it is it becomes a a school policy essentially. Yep. It it functions very much the same as school policy. >> Well, if we're going to action what Mr. Con just said should be full transparency that they need to clear it through administration and written that way >> so there's no guesswork. >> Sure. I thought we talked about are we providing the military courts because we talked about that a long time. >> I was actually going to bring that up. Um that might be a good recommendation >> because then it's all the same cord, >> right? It isn't. You can bring a court from home or >> Oh, right. And it would be even like for the Marines who have their own. We don't necessarily have to let them use

that one, but they wear a military service or a civil service cord that we develop or that we buy and that color represents all services. All civil services >> so it isn't mix match. And then that way we still keep it clean like you all want. >> I think that there would be wisdom in adding some language about that. because we provide all the other cords as well. So, it would just >> So, I can adjust that language and bring it back here at the next board meeting and we have time. But that's why we want to get this going here. >> Any other questions? Otherwise, I can work on those adjustments. would just on that wording, you probably want to have a timeline associated with that so that somebody doesn't just show up that

morning and say, "Hey, I'm telling you right now >> because I can see that happening." >> Thank you. [clears throat] >> All right. 18.0 is the monthly building leader reports. We got to back up and approve 17. >> No. He's coming back. So, we'll table stuff. >> So, 18 is the monthly building reports. Marine, anything to highlight? >> Uh, not really. No. >> Okay. >> I'm sure everybody read it. Any questions? A lot of details there. >> I'm just wondering, is it the birthday? Is it an elf? Is it >> It's like a little sandy hat. >> Okay. >> Yes. And I have elf socks on. that have no heads on them apparently. I was told by a student at Madison. I'm like [laughter] maybe may have been in your son's classroom, Mr. Ky. I

don't remember. >> Might have been my son. That wouldn't surprise me. [laughter] >> I think it was a little guy sitting by him. >> I'll ask to see. >> Yeah, please do. >> Okay. Scott, anything to highlight? Well, I just wanted to highlight uh we've done a little leg work here with the housing grant um and where that's at. So, um we met Mr. Lumpa, myself, Mr. Lowry, met with um a local contractor who was going to be his license is not going to be renewed as of this spring. We did a little had some conversations going about potential interest there. Um and it was determined that um he's he's near that near that retirement phase and just really not interested in the 5day a week commitment. So from there we we took another little

detour and headed to Friendship Homes for a meeting in Montido to see if there's any way we could partner with them. Um had a nice discussion. They're very interested in helping out in any way that they can, such as materials, maybe some tours through their assembly, but coming 5 days a week and helping to build a house uh really isn't conducive to what they're trying to accomplish, put it pushing out x amount of homes a day, but but again, happy to to partner in any way. So, but in that conversation, the next the next little piece and and honestly potentially one of the last ones because we're feeling like we need to either be ready to move forward with this or push this grant back and say, you know, unfortunately given our time constraints at

this time, we're going to have to in um lie of making sure we're we're doing the right thing here, get this money back and then if we can get things to go in the future, we would reapply. So, our last ditch effort is some communications with Monavido High School. Um, they're in the very early stages. They're talking about it. I'm hoping we can set up a meeting. They have an industrial tech teacher. Um, and if we could partner with them, that would be great. Um, and certainly within the next month or so, if we would hear anything of anybody interested, so as I'm speaking to the camera here, etc., if anybody [clears throat] might be interested, we'd love to form a partnership. But we are starting to run run short on some time here. needing

to make a decision. So, >> is that only for building a new house or remodel? >> It can be for either, but it it has to be something that we can sell, >> right? >> Um and so, um I I think our discussions have been with the remodeling, we're a little bit leerary of what we might run into once we get tearing things apart. And, um therefore, with with a with a new bill, you're pretty much locked into here's what your labor costs are going to be, here's what the material costs are going to be, etc. I can make a suggestion. >> Okay. >> Reach out to Don Bramer >> from Benson. >> He used to be their industrial tech there as well. >> Okay. >> And I know he's fully retired now, but he

might be willing to uh I believe he was an original Madison native. >> So, he might come back. >> Do you have a contact for him or >> I might when I get done with the meeting, I might have his phone number, but >> otherwise I can call. >> I believe him and his brother originally from Madison. Okay. No, thanks for that. And we're willing to turn over any any possible stones, but I just wanted to give you guys an update of of where that is at. Um the other the other thing that I'm excited about is uh we've been we've been invited um to participate in celebrating our CDL program at in Hutchinson at their community college. And so we're going to be going there, I think January 15th to uh present what the

program looks like and what what we've offered here at school. Um, so that's that's pretty pretty cool deal to highlight what we got going on there. Other than that, any questions? Questions for Scott? >> Thank you, Scott. Um, I just had a couple things to share with the board. One is that our our leadership team, our building leaders, and that would include uh Scott, Robin, Rodamacher, Tony Smith, and Marine, um have been meeting and looking at a walkth through protocol just for us to kind of build our capacity as as leaders and have uh common vocabulary and things, you know, as we're in classrooms and things working on our our curriculum processes. And um the reason I'm sharing it with the board is uh you know one of the things we're hoping to do is

to go to each other's buildings a little bit instead of only seeing our own classrooms to be able to see classrooms at the Apple building at the Madison building and so forth. And when we do that we would like to invite the board as well if there would uh you know be the possibility of maybe at each of the building visits to have one or two board members join us. Um, I think it would give a lot of context because we could make it so that the board gets to see some of the things we talked like Robin was here today talking about the intervention program. It'd be great if we could as part of that and you know an hourong visit or something walk the board through some of that and show so that

you can actually kind of have a mental picture when we talk about some of that what we're talking about. Um, and so I'll get out to you with some dates on that and if you have dates that are better if you tell me I'll try to hit those. But more than anything, I just wanted to kind of put it on the the board's radar that we're going to be reaching out to you about that at some point in the near future. Um, and then the other one, I'm just looking for a little guidance from the board. Uh, Corey and I have talked about this a little bit. Scott and I have talked about it as well. Um, we had some questions come up about facility use um and our facility use agreements that we have.

And we have two major um, I guess arms of that. One is the fobs that we um you can purchase uh through the district um to be able to use the facilities after hours. Um and then the second one is the facility use um where um agreement where they reach out to the district office and actually rent a room or a gym for a period of time. And uh some of uh what was brought to me is just the concern that uh we really currently didn't have or don't have something where people can go to one spot on our website. let's say and see is a is one of the gym is this gym available or is it take and so that's one of the things we're gonna um David actually has we've been talking

with him and he's working on some workarounds that might allow us to have an extension of our uh um which app would it be David we were talking about >> the facility management software it's built in there already just need to utilize it >> yep so we would basically push that out and have it so that you can see before you arrive to the building if that gym is open. Um, and then another um piece that was brought up is that there have been times where people have tried to go use the f then when they arrive the the gym is taken and um that led to conversations about should we have some guide guide rails on, you know, can the facility be used um how many times can the facility be used by one

group? If I want to rent one gym every day of the week, can they do that? Is that fair to people with FOBs and things like that? And so, um, basically myself, Lisa, we've kind of been pouring through our documents and just looking at some ways we might be able to make that better. I have some that I shared out with the board and I have copies here if you want to want to see them as well, but it would be things like um prospective renters having to fill out an online application when they um when they apply because right now there really is an application. you just call and it's all worked out by Alisa. So, this would give her a time stamp of who was first. Um, obviously putting the piece on the

website so people can see availability. Um, requiring groups, and we already have this written, um, but in practice, I think it hasn't always been consistently upheld. And so, we do require groups that rent our facilities for whether it's a birthday party or a pickup game or whatever. um they they are required to have some sort of insurance uh in place because obviously they're not insured under our policy when they're there after hours. So that was something that we would make that a requirement. If you don't have that, you can't rent the facility. Um and limiting uh one of the things that that is proposed is do we want to say you know two days a week or three days a week one particular group can rent a particular space and then that would give other

days that other groups could rent it as well. Um and basically what I was talking to Corey about today is is you know um is this something that the board would like to to um vote on? This is something that the board would like me to just work on and provide guidance or updates to the board on what we're doing. Um, but I I just kind of wanted to put it out there at the meeting so that we could discuss how you want to proceed. >> The facility use versus the fob seem like they clash. It's coming count coming right through the bar because if I'm running a fob, that should give me the access to go up there at any given time, per se, and enter the building to go shoot basketball. >> If

we're allowing somebody to come in for a special occasion and rent the whole entire gym, then the people that have the fobs don't have that. So, I think we have to ask ourselves a question. If we're looking to give the community the bang for their buck, the FOBs are the answer in my opinion. However, renting out the facility, there's other places I can guarantee you like just the Appleton Armory and Appleton Madison Armory in Madison, both facilities can be rented for events, birthday parties, Christmas parties, IE. So, why are we causing ourselves a collision with having a user agreement versus a file? And then you brought up insurance for the user agreement, but who ensures the FOD users? >> Well, I think the the rental agreement part of that is like an event or a

bigger >> regardless. Somebody gets injured, it's still an injury. Where is the insurance for the fog? >> I think when you sign that, it's a it's a waiver. >> Is it going to hold up? Yeah, we talked it over with our lawyers because I mean, let's be honest, guys. It don't take much. They break a leg, something happens, boom, we're in a legal nightmare. I mean, it's a great thing, don't get me wrong. Community, they put a lot of tax money forward. We spent a lot of money in these facilities. We police it. But if we're going to ask for insurance, I mean, insurance is insurance. Twist ankle at a community party, a birthday party, a twisting ankle playing basketball because of something or another, and we're right there on the court. and we can

put all the verbiage we want into said contracts, but we talked to our lawyer because they got a legal standing. >> So, what's in place now was set up before I was here. So, I don't know to what degree our lawyer was involved in that process, but but some of that is why I wanted to revisit it is just because I do think there there could be some exposure there. One one thing going back to the facility rentals. Now there are things that I think a community relies on those rentals for like for instance when we have a youth wrestling tournament they they rent that through that process. And so >> um and and there's a number of those you know or youth tournaments or basketball tournaments that kind of thing. Um, and then it's

also, you know, typically it can be anything from, you know, Boy Scouts or Girl Scouts renting a classroom to, you know, whatever. Um, one of the things that that was proposed in here, uh, when Lisa and I were looking at ways to try to reduce those conflicts, you were talking about, one is making it readily available online to see if if somebody's in that space. But then two, um, the other piece was looking at saying, do we want to have a day in the week like for instance, Sunday that we say Sundays we're not renting the facilities to big groups because that's a FOB day. We want to make sure there's a day in the week that people that are buying the fobs can go in and know ch you know the other than other

people using the fobs the facilities won't be taken up you know and so um you know basically I I think that there's some things we can do to just tighten um without taking the I think it's a great thing that we do for the community and we don't want to lose it but I think there's things we can do to tighten it up and make it a better experience for everybody involved. >> Depends on how much work you want to put into it. >> But I think the insurance since we have a attorney's on retainer, I don't think it's a bad question to ask >> insurance the other way as far as the damage that would be caused that they need to cover. >> Well, that too. I mean, not just another point I guess

I apologize if I interrupted you before you could finish that but I was just yeah it's and I was going to the you know yourself harm type of injury that insurance wise and you have to labor in there so yeah is that you know in years past you know the the renting was really just for an event it's becoming now as it's becoming I'm going to rent it. So we have that facility for the whole week in a specific event. >> So I think we got to look at that to say okay yes we will rent it if it's a specific event but if you're blocking off two weeks and and using the facility for those two weeks that's really not an event. I think that's maybe where we've gotten off the rails is that

we look at it as well if they want to rent it they can rent it. It's not rented, but I think we got to get back to where it's a certain type of event. >> That's it. If you want to do one day and call that an event, great. But you can't call it an event for home. >> And and so, you know, I've provided some some things that I think are lowhanging fruit that we could do quickly that would um help and but at the same time, I wanted the board to be a part of the conversation. I have been kind of emailing some of the dialogue at back and forth as we've been going, but I I guess I wanted to ask the board, how do you want to proceed? Do you want

to look at making any of these changes tonight? Do you want to have the activities committee meet and go through it and make a proposal back to the board? >> I would send to the activities committee to come up with a recommendation. that don't run. >> Yeah, you know, I have some other stuff I need to run past buildings and grounds anyway. Maybe maybe they should be one. >> Okay. >> Yeah, you guys are discussing this whole topic. I know being in the Appleton building, if we have events that are being held coming on Monday morning, we got a mess. We have kids there and our custodian doesn't show up until 8:00 or whatever time it is. We're forced to myself, Joel, Fiad, it's generally the gym is being used. That's not really right on

our end that we have to come in. We have kids that are there. We might have a morning walker on Monday mornings since it's open up for for walking. So, that's a big issue I have with this whole renting it out for community things. I see more for events than I do for individuals. The other question I keep coming back to because I'm now have access with the cameras. If something happens, I'm supposed to go back and look. Okay, this was taken, this was taken. So, no event, but I see it wasn't an event, but I'll have 25 people in there and we only have one FOB. And I don't understand. So, that's not my question, but I'm just trying to figure out if we have a FOB, how many people are allowed. But my

biggest complaint or worry is the maintenance part of being cleaned up. We got pop spilled. We've had to put signs up uh gum off the floors. It just I don't feel right on our if I had teacher myself or the custodian coming in that next morning when we have breakfast and everything ready to roll or if it's during the school night. Wow. So it's just something to think about when you guys come >> like typically like if you do a youth tournament, youth wrestling tournament, youth basketball tournament, when they rent that facility through community ed, they're also paying upfront for custodian. And then as far as I know for these birthday parties, the other stuff, there's not a custodian that's hired. So, >> we're coming back to a mess. >> And I think the visibility

once we get that will help to say, okay, who was actually there? Which group rented it? Right now, it's Lisa knows who rented it, but nobody else did. So that's the then the opportunity to go back to that group and say we're not writing to you um because you've you've left trash everywhere. >> Well, even if it's put in the garbage cans or different stuff or whatever, I'm just saying we're not expecting those things when we come back. It could be Thursday morning or you know it's Monday morning a lot of times if it's a weekend type of thing. So I just wanted to a good conversation. I just want to interject some of the things we see on the school end of of what we what we're dealing with. to that. And I should

point out too to what um Corey just said too, we do and we have removed people from their their um access to the building that does happen. Um but it doesn't always catch every mess or whatever before it, you know, before it happens. And one of the things we talked about too that I think is is worth exploring is, you know, some districts do build in that cost to have somebody on site all the time. And so if during FOB times, you know, they would have somebody who's checking in and just making sure, you know, everything's okay. Um, that would be something that, you know, we could consider, too. Um, I do worry about somebody getting hurt when no one's here um to help, you know. Um, and we're supposed to have parents um or,

you know, are supposed to be there. It doesn't always, you know, we have had to call parents before and say, "Hey, we noticed your kids in the building. they're not allowed to be there by themselves, you know, and that kind of stuff. So, but um so I'm hearing buildings and grounds might put your heads around it and we'll come back to board. >> I Yeah, one thing on there that the hours I would say that we pro I would prefer we I I understand that maybe the night hours were were trimmed back to try to correct behaviors. However, I'd much rather have kids in the gym at 10 11 o'clock at night than out doing something else. So, I think it's a matter of if you're going to do that, you know, we let them

be in the gym at 10 11:00 tonight. And we have to just adhere to what we've said we're going to adhere to, right? Rather than saying, "Well, bad things happen after 9:00 or nobody can come before six o'lock because Realistically, who's going to come in at 4:00 in the morning and cause problems, right? Like, >> well, I think what that is like basically it says if you're in high school, you have to have a parent. If you're not here with a parent, well, then we should stick to our policy that says you lose your job. No, no warnings, just okay, you're done. And that would allow the later times because if it's 10 11 o'clock at night, if somebody's parents willing to sit out here with with the kids and watch them so they're just

playing basketball instead of crawling around town, I'd rather see that. >> But I think it's just basically sticking to our policy and actually enforcing what's there instead of >> giving a warning and not doing that. >> All right.
