Are there any hidden costs, any special engineering costs or things that we don't know about yet? >> No, uh none that we know so far and I don't think there'll be any issues with uh with that. We're pretty good about setting >> You're You're sitting here and telling me this story that if we go forward with this, our expenses are going to be $9,000. >> Yes, that. Yes. >> But something somehow the city takes away permission to run the solar things. And we have agreed to do this. How are we stuck then? So, somebody puts a roadblock in the way, are we stuck for anything? >> Well, uh there would be no cost or obligation if if we can't get a building permit yet.
008That's never happened. We've done 231 schools, a bunch of ground mounts, and that's never been an issue for us. I'd like to have you answer questions. >> I have concern about erosion because that's a hill. And there's also a huge overflow pond from the development to the east. I was not aware of that, but that's good to know and we'll make
009sure our operations team uh construction team knows that. So, we can make sure that's addressed. >> If If we have to put rock on the ground to stop erosion, is that >> Uh no, we don't include rock we don't do rock to do somebody brought up they wanted to do fabric with loose rock above that that's a pretty expensive endeavor that's about 50 to 70 thousand dollars to do that and all the other ground melts we've done we don't do that they'll be you know grass that grows under it to make sure it's not so eroded. How do we mow it? You'll have to access underneath the panels and stuff there'll be rows in between. There's about I think 10 feet between panels so there'll be plenty of room to get something in there. How
010how far off the ground are the panels for mowing underneath and stuff like that? I think of They're doing they're all listed on the ground so they're you're not going to have to go underneath the ballast it's going to sit on the ground but around it you're going to have to mow. So it'll be right down to the ground. So what if what if the flooding starts after you've got them in? You know I mean what happens and then they freeze you know what's freeze business? I mean is that With the you're talking about erosion or Yeah because if they're right down to the ground Well they'll be they're not all together so there's room in between rows in between so that there's no shading associated with the panels they have to be have a
011you know they go north south and they'll be you know 10 feet at least between the the panels that are there. No, even though you hear people uh do different situation. I mean, we're getting granted it is, but individuals that are signing up for solar energy now are scrambling to get out of their contracts and I hear hiring lawyers to get out of their contracts because they aren't they aren't it's working out the way they were led to believe they were going to work out and the savings
012just aren't there and this and that. >> Are you talking about commercial or residential? >> Well, I talked about residential, right? People that are paying for it out of their own pockets. >> Yeah, residential's a different beast because uh a lot of the residential that's up there isn't directly south facing. So, any any angle that you have on a panel and if it's not at a 35° pitch like these will be and you're at a lower slope, you're not going to create as much energy. These are going to be directly south facing stationary uh 30-35 ft pitch on them and uh they'll perform a lot better in the winter uh because of that pitch. Most of our solar arrays are uh on the roof that are at a 10° pitch and so they have a
013lot more snow that sits on top of them in the winter time. And uh the the uh manufacturer also has a production based warranty. So, uh you know, you're going to get the energy out of them one way or the other. There's there's no there's no um we can't sell energy back to the grid or anything, can we? Like on the the summer when we aren't using any up there and we're generating maximum output then, where does that Where does that go? >> Um they have an annual banking program so that the energy that uh 5 months around summer uh mostly of the energy is created, and you guys are not uh you know, uh using a lot of energy at the school, what that does, it sits on your bill as a kilowatt hour
014uh credit. So, you get the retail benefit of that when you use it as long as you use it within a 12-month period. And we have uh your consumption for the last 24 months, and we sized it so that we know you're not going to be selling it back to uh Minnesota Power. >> So, what you're telling me is that if if we have a a nice sunny summer, we're actually [clears throat] banking credits then. >> Yes. >> Okay. >> If you're going to bank credits, then you're going to use 100% of the energy uh that the solar array uh produces, um whether it's uh the at the time of production or as it sits on your bill as a kilowatt hour benefit that you'll use for future bills that you have. >> Are Are

Is that our expense or >> No. The we're What I'm presenting here in the uh less than $9,000 you guys are going to be on the hook for. Um this is a turnkey approach where we're going to have an energized solar array that's producing energy for you. And so, what we do is we go from the solar the ground-mounted solar array back into the electrical room, and in the electrical room they'll put in a bidirectional meter that will keep track of all the energy whether you're drawing it from the grid or it goes back to the grid and that's how they figure out the
016kilowatt hour credit on your bill if you send energy back. >> I'm guessing all that electrical runs on the north side of the building on the side of where thermal fields are right? You remember going through that? >> Yep. >> And that's works out good cuz then that runs the lines under directly into that area, right? >> Yeah. >> How much average do we use? 017Would there ever be a time we needed to get under those for the geothermal? If we put them right on top. >> Since the school has been built we have not had to dig them up. If we were to come down with a leak yeah, that's possible. But they do have ways of isolating certain wells without digging them up. >> I think it's a great use of the area. You're not using it for anything else right now. I know I'm biased but these fit perfectly in between the geothermal. It'll create a lot of you know, almost $40,000 of energy savings for the district in two years. This is a sample. This is a problem that sounds too good to be true. 028from the start. Just want to give you guys an overview tonight >> [clears throat] >> where we're at in basically 14 years. So, some of you may not know high school trap. It was one of the largest running sports. I think it still is one of the largest sports activities for kids. We started it 14 years ago in Long Prairie. Uh I think the first year we started with eight kids. We are now up to 33 this year. Our largest number. Every year it grows by sometimes six, sometimes two, but we're always growing. So, So, yeah. We have two seasons, fall and spring. Spring is obviously the largest of the two. I lost my place here. Sorry. So, in the last 14 years we actually took first place. They They divide the kids up on
029how they shoot throughout the season. So, when they go shoot in the state shoot, they're not taking a kid who's breaking 14 targets around and making them shoot at somebody who's breaking 24. So, they break the kids up in a a varsity, junior varsity, and a novice group. Last year at state we took first place in the novice division. It was a huge accomplishment accomplishment for us. This uh 2 weekends ago uh 13 kids went and shot in Sauk Centre. Uh Best of Sporting Clays had a little tournament, an invitational for local teams. Uh Melrose, Sauk Centre, uh BBE, and Long Prairie uh participated. We had an individual take first place overall top gun. Uh we won event. We had five kids uh medal out of I think eight possible medals. Really good showing for
030uh Long Prairie. We will shoot this Friday. Down in Alexandria at the state tournament there. State tournament started the day. There's 9 days of it. 9 classes. We shoot on Friday. We're in class 5 districts. Good luck. Number of kids involved. So >> How do they It's all held and they all like right? >> It's all held in Alec. Yes. >> They divide them by how many kids you have in the class? >> we register the kids have to register in March if they're going to shoot. And then they pair you with other schools the same size. >> Okay. >> So through all the season we shoot 5 weeks competition. 031may shoot You shoot at your home range but you compete against a school somewhere else in the state that's roughly the same size. Yeah, that's just a little wrap. They pay a little bit but they fundraise most of it. Get a few donations. So it's a great activity for the kids. So thank you. Every year we say when we're done we say oh man we should have printed 5 or 600 more because it seems like every full of team gets bigger, but also the kids are going to sell more tickets and we have more people and people in the community actually are great cuz they seek out and want to buy the tickets to support the kids, so." But I just wanted to say thank you um for the support from the school by letting us have it. I'm not going to say we've never
033had an injury in Long Prairie. I don't think the high school league has ever had an injury. I don't know if I've ever had one, yeah. >> [snorts] >> Um never had an injury. We've only had one violation from a high school kid on the team and that was one fault. He brought ammunition to school for hunting. Wasn't important. I mean, he is on the trap team, so he suspended, but wasn't school fire, so it's been a great activity for the kids and very safe, so thank you. >> Do you have more girls now? I mean, are more girls joining or you still low numbers or >> the most we've had is two girls, maybe three one season. We have one this year. She's young. We keep on telling her to find some friends and

I mean, it's it's schools shouldn't be really promoting guns in any way, shape, or form, but uh I mean, I I think it's really good and it it informs people of of guns, makes them aware of a guns, and it's the fastest growing sport in in the state. >> A lot. I mean, I grew up in Long Prairie in Long Prairie around guns my whole life. >> Yeah. >> Um I think we're better off knowing about a gun >> Yeah. >> than you are not knowing about a gun. >> Yeah. >> If I ever had my high school director in my way, but they shouldn't worry about it putting gun safety

We shot 100 birds 2 weeks ago in Sauk Centre per per shooter. What I'm seeing here is kids are starting young and they're starting to stay with the whole program all the way through, so they may only break 15 to 18 targets their first year, but boy, by
037the second, third year they're breaking 22, 23, 24, so. And uh the way when the person we hired for online teacher was working with the ALC, they started the year off at about that number and ended with 40. So, a little little bit of [snorts] a thought there. We did a site visit with Cambridge and Fergus Falls. They said a pretty heavy demand of online environment was attendance. Um checking in on people, um making sure people are put in record keeping, that sort of thing. And so, when they told us
051what was the second most important hire after your teacher, um they said the attendance. We have a 21st Century Excuse me, coming back. And Brad talked to me about bringing back the part-time >> [clears throat] >> um clerical staff that they have with that. And 21st Century hires are all done through kind of like a freshwater cuz that's how grant system's set up for future reference. But what we talked about is if you split it, then we have like a full-time position between Tom asked me a good question earlier like is there a combination possible with existing staff? Yes. Um I do think that between the 21st Century and online school that there's probably one FTE. So, it might be one where it's advertised as two parts and potentially one position. So, the 21st Century

They can be the same person, but it's different than say if somebody is Let's see what they can do. Kind of like half custodian and half kitchen staff. Like shouldn't say full cost of teacher but we get revenue to help offset the cost. Our high school does have high special ed numbers so that was kind of the thought there. I would not like recommending that right this second but I would like it if we were able to the house, administrative discretion. I do I do recommend considering a part-time clerical staff and probably wording it as such

I forget what that title was. So, we're planning to run it with one less staff member at present. 059promised them a job and then all of a sudden we don't have a need? >> Well, um there's two ways to go about it. You know, I have the numbers that we have now. Typically, the first the first week of school this past year we added 30 students in the first week. Obviously, I'm not saying that's going to repeat itself, but as you guys know, we have a lot of fluctuations. Currently, we're putting a lot of time into advertising, radio, newspapers, that sort of thing. And I guess if I came into the school and there's not enough staff to run the program, it would probably cause me some doubts about And we have very very good online teacher lined up, but when she was working over the ALC, she did have some clerical help, so
060my thought is to make sure people are appropriately supported so that they can be successful. And uh when we get to the enrollment I guess I can cover that in my board report. Our enrollment, final enrollment um there is a copy of that report around. We actually ended about 10 students higher than I was anticipating, which is great news. So projections for our this ending fiscal year we should be on track. Should add to our fund balance. That is good news. I wasn't sure how our highs and lows because our like at the low end we were in 960s and the very top we were at the top we were at 1,000. So like I wasn't sure where that would average out. According to the MARS, which this isn't the final MARS report, there's another
061one where you know, they make sure that all the data between the schools even when there's no errors. And so like making sure there's not dual enroll double enrollments, things like that. But it ended at 993.63, which was three higher than we started the school year. I understand that Browerville is also offering online options, so I think uh getting the word out there is important. >> What was your goal for the online students for the first year? How many were we aiming for? >> Well, to be conservative, I used like 12 in the budget estimates just because like it'd be [snorts] hard for me to Cuz like some of our students will probably be students that were enrolled like physically and now have the option. So but like we also are pretty
063optimistic about getting a lot of the students that were taking online options back to our district. So and if you remember from the enrollment reports before, like we're probably losing between 10 to 20 kids to online programs for the last couple of years. And so I think I'm venturing away from your first question. >> No, you're fine. Cuz yeah, no. If your goal was 12 or 13, hopefully we we recapture some of those students that we lost. >> Yeah. Yeah. A lot of community There's a lot more communication with parents than is probably like implied cuz that that was the biggest thing like when we were visiting with Shar like, you know, first part of the day is contacting parents, contacting students. If you have somebody asking you about being in an online program, it's important for a parent to understand like it's not really a hands-off situation. You might have a kid
066that's very independent, self-paced, but if there's a problem, we need to collaborate with the teacher and help that kid. We really want to have the size that we have a physical location so that if a student is struggling, they can physically come in and going to support. We're talking a little bit about like you know that socializing aspect of it. Like is there a way to encourage our clubs or activities? Have days where the students who are in the online program get together and do some socializing so to speak. So, I've provided a kind of where we started and where we're at now as far as updates. Um if you recall we rolled over the prior year budget because at the time we had a lot of unknowns. And so, I went through and I left the adopted and revised so you can kind of see where they are. Um the reason the salaries and employee benefits are high is because we rolled over the prior year's expenditures. You know, contract settlements and um salary raises that happened in that. And then with the 21st Century we lost I mean the community had we lost 21st Century so that's why it

So, you have to make certain assumptions or you won't get a budget at all. So, we tend to look at the circuit that all that stuff I mentioned before. We're looking at how things have trended. We take a look at the legislature. And to take a look at market trends and things like that. This year, we know what the contract settlements are except for one area, and so we can factor that in already. We do assume staffing positions are filled. Um the reality of it is often like there's periods of time where we don't have something filled. Conservative estimate for the online school, for this particular one,
073our extended time students can can vary. Um our English learners have been steadily increasing. >> [snorts] >> And just more information about the last few years our medical billing revenue has increased, and we're hoping to use that towards some employee benefits cost. So, you know, hopefully that remains a steady source. We've had some good revenue from investment and we'll look at that later. Um And then the unassigned fund balance from June 30, 2025, we're anticipating that increasing So, we start with revenues. We're going to use a combination of models. Food service, we haven't really done a thorough look at in a while, so we took a look at historical data and you know, did estimates based on these past trends. The construction is really just a flow through. That's money borrowed to do the projects
074and that's going to be used in these capital projects. It's pretty much earmarked as soon as you get it. Same with debt redemption. So, the big one really is general and then um the general and community service. And then taking a look at the revised and adopted budgets, obviously you're having differences increase in the compensation. I don't think there's anything too out there. And there's um things that you know, are constantly in flux. So, any questions on either um revised FY26 or adopted 27. And then we will need motions at some point to approve those so that we can get them into budgeting software. >> What's what's the primary reason for the big on employee benefits? >> [snorts] >> Um well, we have a paid family medical leave coming into effect and so we have

076of those things. We are providing you like uh assessment of expenses but like probably could be refined but you can always give it more and more refined. I've asked you this before but as far as as far as online stuff the money follows the students, right? Yes. So it goes to Freshwater, it goes to Swanville, it goes to us, right? I mean the money follows wherever the student enrolled. Yep, and that's the and that's the biggest source of our revenue. It's very student-driven and like sometimes you might hear me say like you know a elementary student is roughly 10,000 and a high school's roughly 12 and that's because like the easy part of counting it is 1 2 3 4 but then it's like are you EL, are you special education, do you have any

And so what I was hearing from teachers who were signing up like some of our recently retired teachers was that their onboarding was like very intensive and very discouraging
080and a lot of people just got frustrated and said, you know, I don't want to sub that bad. And then when we were filling in substitutes like Karen and Audrey were still making calls to see who could fill internally because we weren't getting substitutes actually fill in. And we work in a platform called Red Rover and that works really well. Like if you have substitutes in there and it makes a request and they can put themselves in there. But like you don't need Kelly Services to use Red Rover. So what I've done is we dropped Kelly Services and that adds a charge on top of what we were paying the substitute. >> So, you don't happen to know like what percentage roughly that was, do you? >> [snorts] >> I'm not sure, like a quarter
081on top of it. And so, we would save that cost, but we do have um It looks like our teacher rate is pretty comparable to the area. I don't know if we would want to make a slight adjustment to that to make sure that we're attractive to that or not. But, what I suggest for our hourly employees is kind of what we have [snorts] done before we went to Kelly Services. We just used step one of the previously approved contract. That way the substitute isn't being paid more than a newly hired employee, and then then we don't have to keep asking for this. >> Run that by me one more time. So, we're just going to use Red Rover ourselves and then do our own onboarding and plugging in because felt like we're doing that anyway. And then, just update our substitute rates, um cuz before they went through Kelly Services, so they haven't been looked at for a while. Um main one that's lower for us is para hourly, which Okay, ours is at like 15 some dollars. And my suggestion is just to say that you use the step one of the prior prior contract, and then it's a little bit behind
