I'll get it here. >> Okay. Good evening everyone and welcome to the Otana School Board. It's Monday. It's the 24th of November. 5:30. I'm going to call the meeting to order. Tim is going to give us the update on our attendance. >> All present. >> Let's start with the pledge. [clears throat] >> To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. First up tonight would be to approve the agenda as presented. >> So moved. >> Second. Motion in a second. Anybody have anything to add? Hearing none. All in favor with an I. >> I. Any opposed? That motion carries. Item four is mission moment. I'm going to turn things over to Dr. Champ. >> Excellent. All

right. Well, this year our mission moment theme is really partnerships. And so throughout the year, we are recognizing the partnerships that truly are make are what makes our experience for our students um so special here in Owatana. So tonight we're recognizing our public library and we have Darla Logger, our children's librarian uh here to join us tonight and we're hoping you'll just tell us a little bit about some of the um programs and I have a laundry list here too. So there's sit either way, however you're most comfortable. if you would have a seat and if you'll pull the microphone closely enough so we're able to pick it up. >> Okay, >> that's good. >> Good. >> Okay. Uh partnerships with the school district. Um you can tell from the pictures, we have class visits

right now. We're scheduling all the first grade classes in Owatana to come visit us during the month of December. Um, we do shoutouts to make our people interested in the summer reading program, which is one of the pictures up there, too. We recently did an author visit. So, we went to Washington with our author. He's a New York Times bestselling author that we had at the library. Um, right now, when I just came, we were packing boxes of books for early childhood family ed in the OAC. We pack 275 books a month to send there. So nine boxes of books. Um we lots of class visits, lots of pulling books for teachers. Yeah. No. And the author um that visited Washington was Drew Daywalt uh with The Day the Crayons Quit. Love that title. [laughter]

Questions anyone has? Um, I've been around for a while and you've been around for a little longer than a while, 21 years. [laughter] And I just so appreciate what you do in the environment that you've created at that library. I know it's a landing spot for a lot of our kids and some of our kids that aren't always easiest to love and you guys do such a good job with them and the programs and just wrapping your arms around the entire community. So, thank you so very much. Thank you. >> Thank you. Thank you. >> Yeah, we're grateful for the partnership. Anything else? All right. Thank you. Yay. >> Thank you. [applause] >> Item five tonight is public forum. We do have a card. Sarah, were there any other cards besides? And so Roger was

uh filled out a card. Mr. Wasac, as you make your way up, I'll uh bring to everyone's attention that it's a good opportunity to remind everyone of the importance of meeting to quorum. We do not allow slander, defamation, profanity, personal attacks, or revelations of private data. And as chair, I respectfully request that the public refrain from interrupting speakers during public forum. Roger, you provided three minutes and asked to state your name and the subject you wish to address. Uh, Roger was 646 East Mine and energy science education. With a bachelor of science degree in physics, the science of matter and energy, I'm frustrated when I hear statements showing our energy science ignorance and things we're doing to deny slashconfront a fossil fuel crisis. In his 2006 State of the Union address, George W. Bush stated

that America is addicted to oil and called for policies to break this addiction. With our current president cutting subsidies, tax breaks for renewable energy rather than fossil fuels, we're just passing on a 376 million gallon per day gasoline addiction to future generations. Someone everyone should write our president about. July 2024's uh Otana Public Utilities customer update has a statement on the front page. Minnesota outpacing the country in carbon-f free electricity. When you consider the fossil fuel footprint of ways to produce electricity, there's no such thing as carbon-f free electricity. With that said, quit using the term carbon-f free and use the term E R O EI. Energy return on energy investment. EI is a ratio that compares the amount of usable energy delivered by an energy resource to the amount of energy expended to extract,

process, and distribute it. I repeated this on the public utilities public input from September because it begs a question for a school board and everyone. Does our curriculum educate our students in energy science? Along with a bigger question, who determines the curriculum and do school boards have any input to curriculum? The headline from www.southern Southern Minnesota southern men.com Thursday May 9 2024 page A8 high school students frustrated by lack of climate education press for change indicates to me we're not nor have we ever in my opinion educated students in energy science. Thank you Mr. Wasek. Thank you. Glad you're here. Good to see you back. Um item six tonight is just general information. Does anybody have a question for Dr. Champa regarding the enrollment report as it was in your packet? Okay, we're going to

continue on. Item seven tonight, there are um a couple of discussion items. Nothing that requires board action. The first is a board forum. Um Ron, if do you mind if we can start on your end? And so if you have um we'll cut we'll take care of two things. We'll cover board forum and anything that you might have with regard to your committee reports. Um, we did have a finance meeting today. Um, so that that went well. We had a large agenda, but we did got get some initial reporting from our audit and everything looks good there. We won't get any final uh things until December, it sounds like, and there's also a separate report that probably won't come until next year that um had to be split out due to some changes federally, but

everything looked good. And so, our um accountant was there to give us an update on that. And then we did talk about the resolution for um that we have for us tonight for u going ahead with darks that we have talked about. And so we kind of just initially started a conversation about what that looks like moving forward. So >> anything for board form? >> Um I don't >> Andrea would you touch would the two of you touch on the facilities? >> Yes. Gerine's planning to do that for us. Um, in addition, I had a great time with the Huskys and Concert Choir at the Minnesota ACDA conference. Um, they performed incredibly and um, on top of that, it was just a fun day with some really great students and it just a fun little

thing as we were have we ended up having lunch outside and we picked up zero trash from anybody. So, there were 200 some kids outside and it was fantastic day. So, great kids. was fun. And Dolorene's going to talk about our facility meeting we had last week. >> Facility meeting last week. Lots of benefits to new administration. One of which is just a fresh set of eyes on kind of what we're doing and what things look like. And so just talked very high level about building usage and square footage and what that looks like and opportunities um to do different things or better things. And so yeah, it was good. probably more to come in that arena, but again, new sets of eyes, great opportunity to look at things in a different way. >> So,

>> anything for board forum? >> No. >> Um, I'll just jump in here on policy and Tim, you can comment if I miss it. So, we did um have a meeting not too long ago, crisis management policy, which is a hefty policy. So, more to come on that. We didn't finalize that, but um more to come. You'll see that in a future agenda, I'm sure. uh second reading further on in the agenda. Again, we looked at those the last meeting, so nothing new there. But again, back to your theme about new eyes and new looks. Um there are a couple of new policies that I think are overdue, so it'll be good to get those in place. >> Otherwise, nothing else. >> Thanks. Um you two covered facilities for me. I have nothing for um

board forum tonight. Tim, [clears throat] >> Lori kind of covered the policy stuff, so I'm I don't have anything additional. Uh, no, I'm good. >> Hello. Um, so last week myself and LOL were able to catch the latter end of the MS student advisory group and we have a few notes that we observed. Um, one the students appreciated a unified phone policy and they noted that it's consistent and enforced equally. Um, and they really appreciated that. Um OHS doesn't have a unified phone policy and that was I think a contentious issue that we discussed at our work session but MS does and the students appreciated it. Bathroom misconduct compared to last year has significantly reduced. Students value a block schedule and um their updated use of Wednesday intervention time. Uh the updated use is students

are focused more heavily on math and English support and they're seeing their scores uh jump up a bit and students showed strong interest in their PA scores and appreciate the initiatives that are connected to them. Um and then I was going to talk about last week at the high school we had our Huskys Give Week. So this was our second annual give week and it's really an opportunity for all the students to give back to their community. Some of the highlights included we collected 624 boxes of cereal for community pathways. Um we collected over 200 toys for Toys for Tots and we collected 23,000 band-aids for Community Pathways along with other fundraisers um throughout the week such as service projects and we did do a cash drive for Relay for Life. And then uh this

actually today myself and LOL officially launched our anonymous reporting forum that we kind of discussed at the student schoolboard conference. This allows students to directly submit policy level changes they would like to to see and we'll we plan to review these submissions weekly. That's the goal and uh we hope this becomes like a meaningful tool for students to connect directly to the board. The form was introduced on social media and is available on every SK screen at OS and I'm currently working on connecting with the ALC in the middle school to make make sure it's accessible to those students as well. >> Gentlemen, how do people how do students reply to that? Is there a QR code or QR code? >> Okay. >> Yep. And then we also have a link so it's posted on

social media, all that kind of stuff. Um, and then one more thing, as it gets to winter, I noticed that all of the winter activities are starting up. So, basketball's starting up. Um, teams are having their first games, hockey, basketball, wrestling. I know musical call or the cast list is going to be released tomorrow, but uh, winter's in full swing for the season. So, yeah. >> Excellent. >> That's all we had. >> Thank you. >> What's the show this year? Do you know? >> Uh, lay miz. We we were very lucky to get um that not very many high schools receive it. >> Good. Thanks. Thank you. >> Thanks. Item two here would be the schoolboard work session report. Anybody have any questions relative to the minutes that we saw? Um anybody have any questions?

A couple different topics that were taken up at the work session carrying over. Got a couple things we'll approve in just a second. We're going to move on. Item B would be the administrative report. I'll turn it over to Dr. Champa. >> All right. So you have the administrative report. Um from my perspective, the things that are really at the forefront of the work that we're doing, our budget adjustments and fiscal responsibility, uh school perceptions, still unrolling all of that data, um whether it's with our students or our building leaders, and then our community engagement series as we work through some of the budget things, survey as well, um ensuring transparency as we um visit with our community as well. Any questions? >> All right. Thank you. >> Thanks. Uh, >> okay. Item eight tonight

would be the consent agenda. There are a couple things that we would be approving. They would be the minutes from the October 27th and November 10 meeting, dispersement, and the personnel report. Anybody have anything that needs to be pulled out and voted on independently? Okay. Hearing none, we'll entertain a motion to approve. >> I move that the board approve the consent agenda. Second. I >> have a motion and a second. Is there any further discussion? >> Hearing none. Tim, if you would. >> Ron, >> I. >> Andrea. >> I. >> Jolene. >> I. >> Lori. >> I. >> Mark. >> I. >> Elizabeth. >> I. >> And I vote I 70. Excellent. Motion carries. Thank you. Item nine tonight. Couple of items that require board action. The first is item A, policy revisions. And I

did ask Tim. Lori has spoken to this very briefly um just previously. Um there were a couple of new policies, new policies and there were a couple that were um just um look like just language updates. Can you talk about those? [clears throat] >> Yeah, so the two new policies are really something that the administration felt would be helpful. They're the fundraising and memorials which um having guidance and policy I think is something that they're they value and I think it makes sense. Um the transportation was just updates for um some um statutory changes and the public data and data request was the same thing. Um there's an opportunity to make sure someone who makes a data request is engaged in the process and not just um so that's those are the changes really. >>

All right. Good. Anybody have any questions relative to the policies? Okay. Hearing none. One of the policy committee members please introduce this motion. >> Uh I move that the board approve the policy revisions as presented. >> Second. >> We have a motion and a second. Is there any further discussion? All in favor with an I. >> I opposed. >> That motion carries. Item B would be the language access plan. And we had at our work session, Matt Bergwall uh made a um a nice presentation that gave us a a complete headtotoe update on that. I'll turn it over to Dr. Champa for anything else that we might want to discuss? >> No, you've heard firsthand from him um the presentation and so this is the plan as you reviewed and we're looking for approval tonight.

>> Good. Anybody [clears throat] have any questions for Dr. Champa? Would one of you happen to have that ready to go? >> I move. Go ahead. >> I move that the board approve the language access plan as presented. [clears throat] >> Second. >> Motion and a second. Any further discussion? All in favor with an I. I. Any opposed? That motion carries. Item C tonight would be a resolution directing the administration to make recommendations for reductions. Quick reminder, when we had our work session here just a couple of weeks ago, um Marks in the course of that conversation um advised us as a board to make a resolution. So, we are it's a formality really. Um but in light of the fact that the levy did not carry, the levy did not pass, it's necessary for

us to make these sorts of reductions. And this is merely um a formality that the resolution is we the board instructing the administrative team to identify that um level of cuts that would be necessary. Anything more you'd like to add? >> Uh no, we just reviewed this also in our finance committee earlier today. So um that to be brought forward. >> Sure. Anybody have any questions relative to the resolution? >> Hearing none. Okay. U Ron, do you have that queued up? Do you have it ready? >> Sure. I move that the board approve the resolution directing the administration to make recommendations for reductions in programs and positions as presented. >> Second. >> We have a motion and a second. Is there any further discussion? >> Hearing none. Tim, if you would please. >> Ron, >>

I. >> Andrea, >> I. >> Jolene, >> I. >> Lori, >> I. >> Mark, >> I. Elizabeth, >> I. And >> I vote I. 70 passes. Another motion that carries. Item D tonight would be gifts to the district. Dr. Champa, there are some nice gifts in there. There are and I think um just a thanks to all of the donations that we received and just to point out the 10,000 from Bank um formerly Home Federal that was for Odana High School and they have been making that in installments. This is the final donation. >> Anybody have any questions hearing? None. Would one of you please introduce this motion for us? I >> move that the board approve the resolution for acceptance of gifts as presented. Second. We >> have a motion and a second. Is

there any further discussion? >> We have a motion to second. Tim, if you would please. >> Ron, >> I. >> Andrea, >> I. >> Jolene, >> I. >> Lori, >> I. >> Mark, >> I. >> Elizabeth, >> I. >> And I vote I 70. Motion carries. Uh, before we adjourn, quick reminder, December meeting, a little bit longer meeting. U couple of again year-end things that we're take. Do we start at 5 or is it at 5:30? >> 5:30. >> It's at 5:30. Okay. Um there's meeting [clears throat] the truth and taxation is it part of that like it's starting at 6 was it or >> Okay. Okay. That's right. >> We pause the meeting. We go to that and we come back. >> That's the 22nd. >> No. Just the 8th. >> It's the only

meeting in December. That's it. >> Yeah. >> And here. >> Okay. >> Here. Yeah. Okay. Um item 10 would be to adjurnn. I'll make the motion that we adjurnn. >> Second. Have a motion and a second. Any further discussion? All in favor with an I. I. Any opposed? That motion carries. Good meeting. Thank you folks. get my ramp up and sweet home
