001If you did sleep it would >> Yeah. Yeah. How about that? >> Okay. I'll call the meeting to order at 6:30. We have everybody in attendance. I'll set this up for Mr. Cron. So we'll stand for the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Everybody, [clears throat] first item up will be to approve the meeting agenda. It's still the same. Correct. >> Yes. >> I'll make a motion to open up agenda. >> Motion by Brenda. Do we have a second? >> Second by Andrew. Any discussion on the agenda? Hearing no discussion. All those. Yeah. Hearing no discussion. All in favor of approving the meeting agenda signify by saying
002I. >> I. Those opposed? Nay. Carries. opportunity for visitors to dress forward. Okay, so we have a couple of acknowledgements. We have the AAA award winners Morgan Court and Jack Welch and we have school counselor appreciation week February 2nd through the 6th. And we want to thank Mrs. Lech. So Mr. C, anything to add? >> Yeah, congratulations to Morgan and Jack and thank you Mrs. Lech for all her work with our students and staff. Now we have presentations. Who would like to give us a uh senior privileges tour? Okay. Did you want to stand? Um, so with our senior privileges, our requests are with the one time prior written permission of their parent or guardian and/or a C above in all quarter 4 classes, seniors may leave the building during any scheduled study hall. Seniors

With a one time prior permission of their parents, any senior may have open lunch from 11:59 to 12:31. Students need to leave and enter through door 8, the media center, or door 1, the office. 004final test that class or may be present in school during the last three days of school May 18th through the 20th. And finally, all senior and all senior barbecue will be hosted by the kitchen staff on May 15th. That's it. Any questions for Jack? >> Hello here. >> Okay, no questions. All right, thank you. Then we have the 2026 choir trip. Mrs. Wayne, do you have presentation for us? >> Yes, I do. So, I just printed out like a the I'll say the fun parts of the trip which is the itinerary and what we're doing in Disney World and things like that. So I put like what's what our dates are. We're leaving at midnight on the 24th which is a Tuesday of March. And then we're coming back very late into the evening on
005March 30th, which is a Monday. Um we're getting into Orlando on uh Wednesday morning. And then we're stopping at this is not on the itinerary, but we're stopping at a Walmart. And the kids that I've told at Walmart, [clears throat] they said that will be their favorite part of the trip is going to a Walmart in Florida. Why? I don't know, but that's very exciting to them. So whatever, I guess. But then we're going to do Disney Springs, which is like a bunch of shopping and a bunch of other food places and things like that. Um, and then having a pizza party at the hotel. Um, Thursday we're going to Hollywood Studios. We have a workshop there. It's called Teamwork the Disney way. And I put a really big explanation on this side, but it's
006just showing how Disney does their teamwork stuff, how they do team building, um why they do it, and they're going to do a bunch of different like games and explain how they do that throughout um their like cast members, so they're like employees and things like that. Um so we'll do that and then we'll spend the rest of the day exploring [clears throat] Hollywood Studios, which is like Star Wars Land, Toy Story Land, things like that. um and end the evening with Fantasmic, which is this big like theatrical show. Friday, we go to Universal. We don't have a workshop that day, but we're just spending time doing Harry Potter Land, Jurassic Park. I don't even know what else is there. Simpsons, things like that. Um Saturday we are going to Magic Kingdom and then we
007[clears throat] have very late into the night we have a vocal workshop. So they'll take us um and that's actually at Epcot. So we'll spend the whole day at the castle and everything like that. Um and then they'll take us to Epcot and there's a we get the music right there. We do the music for some sort of Disney movie and then they add in all of the Disney magic of like whatever else what other sound effects or anything else Disney is there. [clears throat] And then um Sunday we'll go to Animal Kingdom. Um they I asked the kids a few months ago what would be their third option. I picked the first two and I was like what is the what is the last one you want to do? So they wanted to do
008immersive storytelling. Um and Disney does a really good job of that when you're going throughout the park. So they're going to I guess explain how it works, what they do to really get you into the story and what's going on with that. And I know we have a lot of like theater kids going. So that's really important to them of knowing how to really get your audience into the story. Um, and then yeah, Animal Kingdom pretty self-explanatory. And then our last day, we are going to drive to Cocoa Beach on the west side of Florida and or east side, I mean, and uh do Ron John Surf Shop, swim at the beach. We have like a beach barbecue thing there. Um, and then we will leave the beach and go straight to the airport and
009come home late [clears throat] into the evening. hopefully not burnt to a crisp is the idea. So that's kind of a really short nutshell of what we're all doing. Um and then I just put in I'm showing this to the kids tomorrow, the very long version with all the other things in it, but um I just put in what are the top rides, what are the top places to eat, things like that, so the kids can be more excited and plan ahead and everything like that. So yeah, that's that's kind of our really summed up Orlando. >> How many kids do you have going? >> I have 22 going. So 22 and then two chaperones and then myself and our tour manager. So >> any questions? >> Thank you. All right, let's move on to
010some administrative reports. Mr. Nelson, elementary reports. Enrollment, we are at 455. With that being said, we have four new students starting tomorrow, another one next week. So, um, they have flow continues. [clears throat] Uh January 30th we had our first and sixth grade program uh that combined what they've done in music class in FIAD in art class and uh it was a very nice crowd the auditorium and they uh sixth graders kind of have a buddy with the first graders helped them. First graders did a lot of speaking they did songs they did um movements everything. So, uh, that was a good thing to bring a lot of community, uh, members in to, uh, watch the kids. Last Friday, um, [snorts] was brought up the start of the Olympics and so the White House team
011planned a Olympic kickoff. We started with a parade down in well, the day before started with the torch being passed all the way down to the elementary, all the way down to kindergarten. So, kindergarten started parade. Each grade had a sign. Each kid had a flag of different countries from all over and they started a parade down the hall. Picked up first grade, picked up third, fourth, picked up second, sixth grade, fifth grade. Um, and with that each class had each grade had a color uh of and the color were [clears throat] of the Olympic rings. And I was amazed at how many kids had the colors on. I bet you 90 to 95% of each grade had all their kids had something of that color. It was really cool to see. And they sat
012in the bleachers. Um when they got in there, we had the choir sing. We have the band play. Um we had fifth graders come down and read um about what the Olympics stand for and kind of the creeds of the Olympics. Um and then there was some games. So they uh uh nice kickoff and then during fires on Thursday and Friday kids kind of played games and they got Olympic kind of gold medal and kind of kicked off. I heard some family members say Saturday morning they were up they were watching Olympics. So, kind of fun for him to get exposed to what the Olympics are, uh, the different events and so, thank you to all the people that helped organize this, plan it, and, uh, kind of a fun event and talked about, you
013know, kind of threw it together, kind of lost it about 3 weeks before. It's like, oo, maybe we should do this and and so the thoughts are like, okay, in four years, okay, how do we make this a little bigger and better? And then also dur class each um during the day each grade level had different times where they could go out on the sledding hill and the the ice skating rink and do different activities there. So uh kind of a fun way to end a Friday and kick off the Olympic uh um festivities that are going on. Uh today workshop [clears throat] one of the things we had is our third presentation from Wonders. Wonders is a language arts curriculum and we've had presentations now by Amplify, HMH, and Wonders. And uh one thing
014we didn't really know is Wonders is kind of fading out. So they have a new curriculum called Emerge that's coming out. Uh it's out and so our teachers would like to have that present as well. So I'll line up that presentation as well. I think our leadership team is doing a good job of being very thorough, looking at kind of all their best options as we move forward with the language arts curriculum. They're not just jumping and oh, we need this. It's like let's be thorough and uh check this out. So, they've done a good job. Uh next Monday are parent teachers conferences and then February 27th we have a first and fifth grade program kind of like our first and sixth grade program. Uh March 5th, we're doing a reading day. Kind of like
015last year where we did the numbers in the neighborhood where we're inviting grandmas, grandpas, mom, dad's, neighbors in. Uh each grade level will have a different block of time for reading. And that looks way different in kindergarten than maybe sixth grade. So every grade is doing something maybe a little different by having people come in reading to them. Um, so it should be a fun day for the kids to show off what they've learned reading wise. And again, that's on uh March 5th. And then March 6th is a kindergarten program. And then our next workshop day on March 16th will be our seventh letters training day over the last two years that we've had. So lot of community engagement going on here the next month. [cough and clears throat] Good to get some of those
016grandparents in. I know last year on the math day had some grandparents say I haven't been in this building in like 20 30 years. So it's kind of fun for them to get in and walk down the halls and sit with their grandkids and play a game or be read to in this case. So any questions >> building probably hasn't changed much either since then. >> Uh maybe a little flooring. >> Okay. Um too, I gave a tour here a couple weeks ago to a family and they're looking at they have little kids preschool age going to be kindergarten next year and uh they have been in the building for number of years and they're like, "Yep, pretty similar." So, so perfect. Thank you. questions. Okay, good. Staneski High School >> enrollments, we are at
017373. The family that is coming with the elementary also has three students at the high school. So, we will have three additional at the high school. PLC BLT goal updates. We um are focusing on these three this year. The first one is an generation. We're reading that as a group. I have um [clears throat] our winter issue of the ancient generation. This focuses on chapters four through eight. We will give these to parents at conferences um and then also send it through Skyward. I really feel like chapter 5 is one that is great for parents to read. It talks about the four foundational harms. Um and that is a page that I think every parent should read even if they don't read the full book. Um, we talked about next steps in our PLC's, just
018kind of what do staff want that to look like? It's going to be kind of a two-month process um for us once we kind of start to wrap up reading the book. Our next reading session talks about what schools can do. So, it'll be kind of timely for us to talk about as a staff. What do we want that to look like here? Our second one is use assessment data and strategies to increase student proficiency rates. One of our PLC's is our English group and they have focused on the readact implementation. Mrs. Corp and I have joined the three-part series for secondary literacy. This is hosted by um our co-op. They did a really nice job, I felt like, of this last one of kind of giving us, I would say, a three-step implementation process
019of what it should look like. when we got done, we really feel like we're going to start on that first one, which is making sure we have sound curriculum, which we feel like we do in grade seven through 10. We're going to expand that to grade 11 next year. Um, and then their other thought is the biggest bang for your buck if you're talking in language arts would be multi-elabic word support. So, we're looking at what interventions look like in our English classes using multi-elabic words. And then in our PLC's next year, looking at how can we incorporate um in departments vocabulary and working that through our departments for students so it doesn't just feel like an English department project. And then lastly, create portfolio check-ins for our grade levels. We are working through our
020portfolios with um students and then um adding those into our mid-carter and quarter advisory times. Then district goal um number three, we have two great events coming up here at the end of February. On the 20th, which is um a Friday, we will invite military to come back. They do a really nice presentation of all the branches for our juniors and seniors of what they offer. Then they come back during our military [clears throat and cough] appreciation day. And I think this will be fun. It's during our boys and girls double header against Barnesville. um they come back, they have their tables and then we will present the colors and invite our military from the community to come in and enjoy the game. Then on the 24th um Rotary is kind enough to create a
021career fair for us that is also for juniors and seniors. Juniors and seniors rotate through four different um areas based on education level of those panels and they get to hear from those panel members. So, kind of a nice way to tie in a week there for students. You [clears throat] heard senior privilege requests from our senior class. Ahala challenge. This is a kickoff for our staff. We started it last year. Um, we'll continue it this year. We divide into eight teams and we go through six weeks of conference and championship play to crown a winner. You just add up however many minutes that you um exercise in the week and we crown a winner. Sweetheart week um I'm guessing McLean will talk about this is this week. You'll see dress up days. Coronation is
022on Thursday and junior senior games and staff person students is on Wednesday. We had workshops today also staff meeting just recapping our semester. Monica Schneider was in to do a wellness check with our staff. One of her recommendations was exercise. So it was kind of a fun way to tie in our Bahala challenge. Um starting at uh prep for state testing and then had PLC's and BLT day. You'll see upcoming events and that's March 23rd starts fourth quarter and when those senior privileges would begin. So it's right around the corner. questions here. >> Thank you. >> Um piggy back off what Miss Jay said. It is sweetheart week and she kind of touched all the bases on what I was going to say, but um choir performed their winter concert last Thursday and the band's
023winter concert is a week from this Thursday. And way back in January on the 27th, the dance team com competed at the HOL championships and placed sixth overall. They then wrapped up their season on January 31st at sections where they placed fifth in kick. On the wrestling side, last Thursday the varsity wrestle wrestling team went to DGF for a triangular against DGF DGF and BGMR. Then last Friday they had another triangular against Wadina and Fergus. This week they have a duel against OTC at home and if they win they will have team sections on Friday versus LPG. Um girls basketball. The girls are currently 12 and 8 in their latest game. They beat the Albany girls 75-67 in overtime. They have two games this week. On Tuesday they play Park Rapids in Park Rapids and
024on Friday they play at home. Uh the boys are currently 16 and4. In their latest game, they suffered a 65-70 loss to the Albany Huskies. They also have two upcoming games this week. Tomorrow they go to Thief River Falls and Thursday, they play Freezy at home, which is also senior. Any questions? I don't hear any. >> Thanks. >> Thank you, Mr. Martinez. That's great. All right. So, a couple months ago, [clears throat] excuse me, a couple months ago, I shared that I was looking at different ways to report uh the reports to you guys just to provide you guys with more uh insightful information. And then finally, on this month that we're reporting on January, I decided to go ahead and do it. So, um, I'll go through some of those changes that will hopefully
025help you guys, uh, paint a more specific picture. The way the report is laid out, it starts from a 10,000 foot view and then we start to funnel in into more specific data. Um, and again, if you guys have any idea, there's something else that you guys would like to see, please share. Uh, email us in terms of what you guys want us to show you uh, display in terms of fiscal data. Uh so again the format uh for the particular board report here um remain the same. We just changed a couple of headings to make it more uh uh company compliant. Uh on your left hand side you have your revenues and your expenditures. Column one we have the approved fiscal budget that we do in every June before we start our fiscal the
026upcoming fiscal year that starts on July 1st. Then we have our year-to- date expenses. This is everything that we started capturing our books starting July 1st up until the end of January 31st. And you can see the comparison between what we approved, where we currently are, and the remaining for that particular line item. Then you can see where we are in terms of percentages. So all in all, our overall budget currently has a variance of about $579,000. Um again this is being very fiscally uh uh very fiscally uh uh responsible in the sense that when we start to do a zerobased budget we always want to make sure that our revenue is always going to be larger than our expenditures. We don't want to be in deficit spending. Um just another point to share is
027that when we do project a lot of the times this particular uh revenue account comes with a projection of student count. So, as we get closer through the year, we start to see students drop in, drop out. Uh um PSO is another big component. Uh the state looks at our um um uh school calendar in addition to the hours and then at the end of the year, they pay us on the hours that the actual student was here in school. So um attendance is a huge factor in that piece but ultimately we try to protect ourselves because we build a cushion right. So um students strike this number the higher enrollment the more dollars for capture but um overall in terms for the month of January for our overall budget. This is all of our
028funds right including fund one fund two which is our food service fund our community service fund our trust fund and our student activities and our debt service fund. Everything that we approve in June, this particular report captures that. So you guys can see operationally how we're doing as a district as a whole. [clears throat] Okay. Any questions about this particular layout? Okay. We'll move on to page number two. Okay. Now we start to narrow it down. Right? So from the overalls now I want you guys to take a specific picture our our operational fund balance which is fund one. One one is where the majority of our um where the majority of our uh uh activity happens and it's also the most important one. This is where we carry the the unassigned fund and all
029the other reserve funds. But ultimately just looking at the general fund in general same concept revenues and expenditures on the side with their subcategory what we approved in June where we currently are and what's remaining. So, um, overall we're doing [clears throat] pretty good, uh, in the general fund. So, that's, uh, that's a good thing. Um, let's go up one more page. I forgot to mention just one one big thing. So, last year or not last year, last month I talked about, uh, the month of January, uh, being a little bit heavy on the expenditure side and that is directly related to our fiscal and other fixed assets. This is a bond payment that comes in at the end of January. This is why this particular measurement shows that expenses are 2 million higher than
030where we normally are in terms of revenue. Revenue trails on average for our district between about 8 to 12%. We're always behind on revenue. Uh but particularly January there's a big discrepancy and that is due to our debt service payment. So when our funds uh when our uh debt says hey you got to pay your mortgage that's where this particular uh payment comes into play. Okay. Uh then we'll go down to page two again general fund uh very specific just to the general fund. If you guys want to see even drill down we now have the uh um the verd eye site there. If you say, "Hey, Rudy, what's in local revenues?" We can exploit and you can see by line item where we are collecting those dollars from, whether it's state aid, whether it's
031federal dollars, whether it's levy dollars, we're able to bring all that information in. Okay? And um and you guys are familiar with this one. This one, the only thing different here is just the color. Um you guys are very uh familiar with consolidated statement of cash flows. Uh this board report measures the fluctuation in our cash where we started at the beginning of the month, where dollars went, how we spent those dollars, where those dollars came in, and where we are at the end of the month. So uh it's a very very good tool uh for us to start to see operationally where we are at all times. Um I'll just quickly go through it. Investments, we started at $5.6 million. Total receipts were just a little over 1.2. uh accounts payable or what we
032drew was just a little over $3 million. Those uh two of those million dollars had to do for our bond payment. And you're going to see those those particular receipts or that particular poll from our investment right here. The other the other million is just to cover our day-to-day expenditures um in our school district. At the end of the year or I'm sorry, at the end of the month, we had uh $3.7 million sitting in our investment account. very common for this particular uh period in our fiscal year. We're just we're we just ended period seven. So we've got a couple more months to go. So between now and the end of June, we start building up our reserves again. So it's very important for us to continue to do that. Also, we always talk
033about how important it is to have that unassigned fund balances. Uh so this is this is what covers us. Um, now that we talked about our investment account, then we look at our our our uh banking account. This is our checking account. Uh, we started uh uh cash on hand, just a little over 330,000. Total deposits for the month were $3.2 million. Again, two millions were pulled into our debt service and then the other just for our other operational funds. Total expenditures 2.9 million like I said um and disclosed last month expect a high rate of expenditures but it's particular uh related to our uh bond payment total payroll for the month we're just a little over 415,000 which is very common uh for our operational month and then again total um total cash on
034hand at the end of the month were 246,000 um don't let this numbers for you, right? We always talk about that uh our accounting method is an acrruel system. So, this is just a theoretical number saying that if the general fund had just a specific specific checking account, we would be in the hole by 639. What's also be behind this number? It's outstanding wires and outstanding checks, right? Our accounting system captures the actual but we have the gift of time that say for example if I were to print $639,000 it would show as a negative but then I have all those transactions in a form of a check then I send out and it takes one to one to two weeks for people to get them and cash them. So that's a theoretical number. So
035don't let that number scare you. At the end, we had 246,000 total cash on hand at the end of the month, which is a little over $4 million. Um, again, very, very common for us to be in this low dip in cash. Um, it's that mid year we paid our debt. Now, between now and June, we continue to grow our reserves again. And then we still have the other half of our levy that comes due in May. That gives us a big boost in cash to then start preparing for the next fiscal year. So that's our uh statement of cash flows. Then the uh last pages in the report is practically all of the payables that go through our check out for you guys to see, review, and then ask questions if you have any.
036So um again, fiscal report layout that we're going to start presenting to you guys every single month, giving you more of an indepth perspective. If you guys need or want to see more, let me know. um we can provide that to you guys at any point in time. Um in today's uh board report you also have the pay equity report that we have to file with the state. I believe it's every three years. Uh these measures really one of the main things is to make sure that there is no uh separation in terms of salary that everything is equitable if you were to hire whether it was a male or a female for the same position. Um and luckily a lot of our uh a lot of our salary are based on steps and lanes
037and years of experience. So we're pretty good there. Uh the report came with really good uh really good reports. Nothing concerning. Um and the state likes that, right? They like to see that uh we have different equitable pay scales for all of our positions. So we're right on target. We're uh we're uh we're pretty good. So you'll see that in your business items. uh please go ahead and improve it as it is required doing a lot of talking. Do you guys have any questions? >> Any questions? >> Um and just uh a little bit of it. uh this report uh there's a company out there called Forecast 5 um that does all this analytics and they I I reached out to them just to get a quote on their software and it was $28,000. I
038was like oh I can do the work. So I just wanted to bring that to you guys. So we've been sharing lots of ideas on what boards want to see some of that in depth uh indepth information. So, uh, it's pretty cool that I'm collaborating with them and help them improve their software and they gave me ideas on what to provide you guys. So, uh, yeah, you guys enjoy. Thank you. >> Thank you. Mr. for us. >> Okay. Looking at our enrollment K12, we're up uh 20 students from last year. We're at 828 February, end of the school year. Last year we're at 808 for kindergarten through 12th grade. Preschool through 12th grade. Last May we're at 915. We're currently at 930. So that's great news for ISD 548. Uh some of transparent financial practices.
039Mr. Martinez just completed his presentation. Um this is the [clears throat] key that everyone should remember is that for the public is that we had our audit done. uh we met our fund balance policy of 22 to 25%. So um we're good there. So we can cover payroll for some reason if we had a freeze for 3 months. So which is good. Uh district goals just uh just kind of an update on goal four. Pelra high school graduation rate will exceed the statewide graduation rate. Just a few reminders uh what we're doing at the elementary high school. Uh Mr. Nelson has talked about the elementary rewarding students with perfect attendance each month of motivating them to come to school and the importance of school. Um if you go around the classrooms you hear a lot
040of teachers talking or having assignments are talking about what students want to become someday. Um so they're kind of goal setting which is good. They have uh field trips classroom visits. So, that's all good stuff that they're doing at the elementary school to help encourage kids to graduate and then go on to some type of schooling after high school. Um, at the high school, um, Mrs. Jay has talked about ABC meetings, attendance, behavior meetings that they have, grade checks and credit checks that they have, and then they talked about a career fair. So, all good things for students at the high school. I think the biggest thing is that uh our staff do a great job of is relationship building, building relationships. You see that we have 828 students K through 12. We have about
041140 staff members. We include everyone and hopefully everyone's connecting with a few students to uh give them that connection here and build a relationship to come to school. So appreciate everyone from in each of their roles what they do here to help uh connect with our kids. ISD 548 newsletter. Uh the mailing is going to go out here this week at the end of the week which is good. So thank you to Mrs. Wter and all the uh people that contributed to the newsletter. So sharing the great news of Pelican Rapid Schools with every um household in our district. MSBA conference recap. Um it was a good conference. um a lot of um good ways to connect with um businesses, other superintendents, other board members. At the MSBA winter conference, Mr. Ker received years of
042service award at the banquet. He also finished up his last meeting as the district 10 representative. So, we want to thank Mr. Kger for his service on the MSBA board and representing our district and ISD 548. So, Mr. Kger, thank you for all your work and your time. uh he spends a lot of time on the road going to meetings and u taking time away from his work and his uh um time to be away from work too. So um thank you. >> A lot of vacation days. Yeah. >> So 26 27 master calendar. Um it's very it's on the agenda for tonight. It's very similar to last year. um starting school on September 8th, which is after Labor Day, we'd have teacher workshop the week before Labor Day. So, allows families to [clears throat]
043go down to the state fair if they participate in the uh state fair. So, that's nice. Um other than that, would be done last day of school would be the 26th of May. May 27th would be teacher workshop. May 28th would be graduation. Very similar to um this year. Uh, one thing we put in, um, in February 12th, we put no school and that's no school for everyone. We just thought with the January, February, um, kind of that grind time of the school year. Nice to have a day off for everyone. So, um, but really very similar to this year with the master calendar. Nice for us to approve that. Uh, people that plan out next year already, it's trips, um, things like that. uh graduation. Um they kind of know those dates uh soon
044here, which is good. Long range planning. Um this year we were looking for an organization, a company to help guide us through uh the long range planning.
