One nation under God, indivisible, liberty and justice for all. >> Welcome everybody. >> First thing on our agenda is the election officers January organizational meetings. So entertain a motion or a nomination for board chair. >> I'll nominate John Carter. >> Nomination for me. >> We don't. >> Oh, okay. [laughter] >> That's fine. >> Are there any other nominations? Any other nominations? Any other nominations? Nominations will close and look like I'll be board chair by acclamation. Thanks. I'll entertain a motion for vice chair. I'll nominate Molly. We have any nominations for vice chair? Any other nominations for vice chair? No other nominations. Nominations will close and Molly be vice chair by acclamation. >> And I'll entertain a motion or a nomination for clerk. >> I'll nominate Brenda. >> Nomination for Brenda. You have any other nominations?
Other nominations and Brenda will be by acclamation. We have a nomination for treasurer. >> I'll nomination for Stacy. We have any other nominations? Any other nominations? Any other nominations? No more nominations. Nominations will close. Stacey will be treasured by acclamation. Okay, we can move on. Now it's time to appoint committees. Other years we kind of discussed it a little bit on committees, but right now on the finance committee is myself, money guy. >> Yeah. But you want to mix them up change or >> I would I've been on policy committee for three years. So Did you want me to be on finance or in the past [clears throat] the board chairs in the past been on change alter How does the rest of the board [clears throat] wants to be in policy? >> I can.
Okay. Molly, >> sure opening. So policy or finance. So if you want me on finance, is that good with everybody? What are your thoughts? So we have Stacy, Andrew, and myself on finance on policy policy. That worked. All right. Approve the meeting agenda as the next item. So I think there was one And that was to have the hire of Lucas. [clears throat] >> Have a motion to approve the meeting agenda. >> Motion by Greg. >> Second by Andrew. Any discussion on the agenda? No discussion. All in favor of approving the agenda signify by saying I. I. >> Those opposed? Nay. Motion carries. opportunity for visitors to address the word pretty quiet. So [clears throat] >> Okay, sounds good. So, we have some acknowledgements. We have food shelf and the student body for raising funds
and food items. It's schoolboard appreciation month and Mr. Greg Larson acknowledge for your willingness to serve your time and support of ISD 548. It's been valuable and appreciated. So, thank you, Mr. C. >> Yeah. Thank you to the food shelf and all the students at the elementary school and the high school for raising funds and food. Um, thank you to all of you for for all your work for schoolboard appreciation month and thank you to Mr. Larson and we have a little thank you during superintendent report for him. So thank you. >> Okay, we'll start with admin administrative reports. Mr. Martinez, have something for us? Yeah, we'll be quick here. All right. Uh [cough and clears throat] financial report for the month of December. We're already uh on uh calendar period six. Uh our fiscal
year starts in July 1st and it goes to uh June 30th. Um, so this is our sixth month in our fiscal calendar. Um, we'll just go over highlight our budget to actual. Uh, right now we're sitting at 37% budget actual. We collected $6.3 million out of the $16 million that we approved the budget for. Um, in the next report, um, I'll highlight just a couple of uh couple of pieces, but uh, federal dollars are starting to come in. uh um before we went on Christmas break, we were able to uh gain access to [clears throat] our title grant and uh it was the first draw. So that was that was nice to see those federal dollars start to come in. Um uh um in terms of another federal funding program that we receive is our
uh food service, but that's been continuously to be reimbured every month. So no no issues there. uh budget to actual in terms of expenditures. Uh right now we're sitting at $6.2 million versus the $16 million budget that we approved. So we're sitting at 38% uh overall. Um uh uh revenue is keeping very close track to expenses. So we're sitting at 30 37 82% and expenditures at 38.98%. Um so that's good. Big rocks coming out next year that are going to uh change our uh ventures to go up significantly and our revenue [clears throat] will trail behind here for the next six periods is our bond payment. Our bond payment is our construction loan that we received when we uh uh we did our high school and other parts of our district. So, you're going to
see our um our expenditures jump up by close to $2 million except the bond that is due in the last uh um in January. So those are the big rocks that are coming up and like I said we always trail from here till the end of the fiscal year we always trail on expenditures against the u the state always faces it every year so just so don't get alarmed when you see the January board report and you see expenses significantly higher than our revenue but budget to actual report then we'll move on into our cash flow statement uh cash flow statement uh pretty steady month for the the month of December, we started our uh investment account with $5.6 million. We received $795,000 in revenue in our investment account. Part of that was state aid.
Another part of that was uh um uh about close to $200,000 in federal grants. U part of that was the title in addition to our food service. We withdrew 813,000 to help cover our expenditures in our checking account. You'll see that here in the last columns here. Uh so total investment uh at the end of the month were uh $56 million. So not a lot of fluctuations, staying very steady. Cash on hand, we started with $37,000 in our checking account. [clears throat] Total total receipts uh just a little over uh $1.3 million. Part of that was the the withdrawal of the 800,000 that came from our investment account over to our checking account. Total accounts payable for the month of December were uh $659,000. Uh was a little low compared to other months. Normally we
trail around 750. Uh so it was kind of nice to see that we were not spending as much which is really nice to see. Uh payroll uh just a little over 440,000 pretty regular month. A lot of surprises there. Total cash on hand in our checking account were $325,000. Total cash on hand between investments and our checking account was just shy of $6 million. So, pretty comfortable pretty comfortable uh place to be in for the middle of our fiscal year. Like I said, next month we're going to see our accounts payable be significantly high, but that's going to be due to our bond payment that's coming in the end of January. Um, the rest of the report is all of our uh expenditures that go through our uh checking account. So, I always mention if
you guys have any questions on that, please let me know. We'll be happy to provide you guys with additional information. Uh, other than that, we're just gonna keep on moving with our uh our board reports. Um, do you guys have any questions regarding our financial report? Any questions regarding our our cash flow statement? >> Perfect. Thank you. >> Okay, just a few things. Um, looking at our priorities, increased student enrollment in January enrollment, we're at 829. Looking at K12 enrollment. Last May, we're at 808. So, that's good. PreK12 enrollment in January is 929 students. Last May, we're at 915. So, transparent financial practices, one of our priorities, and Mr. Martinez just shared presentation here, which is good news. um will be sharing with us where we're at for middle of the school year. MSBA conference
is January 15th and 16th. That will be a good time. Um get to see a lot of meet a lot of people, see a lot of venues and see some good presentations. So that will be a good conference. Schoolboard agenda items. Just a few things on the agenda tonight for approval under consent items. Uh recommendation to hire John Isis as assistant boys golf coach. hire Lucas Verdona, a special ed pair professional for junior high basketball. Um, student there needs a pair professional with [clears throat] them. Um, approved the hire of the skating rink attendance. U, we have some students that we hired that uh will be working at the skater rinky. Great opportunity for them to for responsibility and to make some money. So, um, we went through an interview process there and we had
some good candidates. So great opportunity for them. Uh next one is under business items approve or approve the resolution accepting donations. That's monthly approval donations that we do every month. And then B uh approve the resolution directing administration to make recommendations for reductions for programs. This is something that we do every year. So the next couple months, admin will be analyzing enrollment projections and we will be reviewing staffing while thinking of our mission of our commitment to provide a variety of high quality academic arts and athletic programs in our school. So that's what we're going to be doing over the next couple months. That will be the business office and our administration principles working on that. Also under consent I'm acknowledge the resignation of Greg Larson as a school board member effect of tonight. And
I have a thank you here that I'd like to read. Mr. Larson, on behalf of the school board, administration, staff, students, and community, we'd like to extend our gratitude for your years of dedicated service to our school district. Your commitment to our students, staff, and ISD 548 has made an impact that will be felt for years to come. Thank you for sharing your skills, your knowledge and passion for both students and education. Your enthusiasm and dedication have inspired students and staff helping to create a nurturing and enriching environment for learning. We truly appreciate your wisdom, thoughtfulness, patience, and understanding. Your ability to navigate challenges with grace and determination has been nothing short of remarkable. Additionally, your hard work and tireless efforts have not gone unnoticed, and they have set a standard of excellence for all
to follow. We look forward to keep keeping in touch, and I'm certain that we'll see you at future school events like we always do. Thank you once again, Mr. Larson, for everything you have done. We have a gift camera. We can do that, too. Make sure this goes on your desk. [clears throat] >> How about a picture? >> You want the screen background change now? >> Change tomorrow. >> [laughter] >> Thank you. Got one last item. Uh Pan Bus Company's here and they like to share a few things and there's been a change in ownership and I just want to say that they've been very good to work with over the years and and that's been the case this year. So, we appreciate all their work. It's not easy running uh the bus company, but
they do a great job of it. So, we appreciate the working relationship that we have with you guys. >> Kind of hard to follow up with that. So, um but [clears throat] no, we're just thanks for having us tonight. Uh again, I'm Brady Ballard. >> And Barry, uh Troy Poach undoubtedly is sitting in Mexico on a beach somewhere right now. So, >> yeah. So, I can't believe him. >> Uh no, we just want to come make sure you guys any questions for us. Everything's going good. Communication's going good. >> Um, obviously we had a few early outs and one cancel and stuff like that, but it's been it's been going good. If you guys have any questions for us so far, other than the name change, everything's pretty much the same. So, keep it short
and sweet. You guys get home. >> So, maybe just for the audience, what procedure do you usually use in the mornings when you're making a decision about the [clears throat] weather or the night before? uh in the morning, you know, we'll try to go out by 500, 4:30 in the morning, travel the roads. Um obviously communicating with Mr. Cork, um other superintendents in the area, kind of see what everybody else is doing before we make a game call on it, but obviously if it's too slippery to go or you can't get buses out, that's kind of our determination on it. But try to keep everybody going to school as safe as possible. So basically follow suit with everybody else. I mean, it's hard to do. You get you get flashbacks from everybody, but it's just
the way it is. So, >> you hear from the drivers more, I'm sure you hear from the parents more. >> Yeah. But we have a good set of drivers. Obviously, a lot older than I am, most of them, but they're very good. So, >> experienced. >> Very experienced >> and very wise. So, >> so yeah, >> the only thing that changed was contact if you guys have questions. >> Yeah. >> And then we did start an email for bus company that >> everything's the same. Buses are all still pretty much the same and a few uh pretty significant repairs this year already, but that's to be expected. So, but you have any questions for us so far? questions or comments. >> I just want to say thank you to Phil what she has and the
drivers riding the routes and especially in the winter time. Have a lot of respect for our drivers and what they do. So, um I hope they feel appreciated because they are appreciated and we want to be very thankful for them. I'll tell them. So, >> appreciate it. >> Thanks, guys. >> Thank you. >> Have a good night. >> Thank you. >> Thanks. >> Anything else? Big rocks. >> Got them out of the way, right? >> Um, just with the big rocks. Got a meeting tonight. Then regular schoolboard meeting the 9th and then March 23rd and then we have MSDA conf. Any questions for court? >> We'll move on to consent items. Item A, approve board meeting minutes from December 15, 2025 regular schoolboard meeting. B is financial claims December bills. C is the treasures report.
D we have personnel approve the hire of John Ignis as assistant boys golf coach. Approve the hire of Lucas Forn as special education pair professional junior basketball. Approve the hire of the following for skating rattendant. Hunter Hansen, Aiden Hry, Dylan Hoodley, Munich, J Peterson, Pixley, Tyler Cordo, and Aiden Rods. E is acknowledge the resation of Greg Larson, a school board member effective 16 of 2026. to approve the consent items as listed. Second by second by >> any discussion of consent items >> John I I know it's not customary to discuss the consent items and I apologize for taking time but I just it's important me just to address the board and administration and staff that the purpose driving my resation is professional by no means it's driven by personal is selfishly motivated unfortunately and I
know that selfishness puts a burden on staff the board when it comes to uh going through the process to fill out remain balance of my term and I that doesn't go unrecognized by me and serving on the board has meant a lot to me and I apologize for not being able to fulfill my entire term, but I've really appreciated the opportunity to do so with all the current board members, the other board members I previously served with. Um, I care deeply about the district. It means a lot to me personally. Um, and I look forward to great things for this district. So, I appreciate your words, [clears throat] Mr. Clark. of appreciation and wish the board staff and the entire district nothing but great to have you on the board. Any more discussion on consent?
Hearing no further discussion. All those in favor of approving the consent items signify by saying I. >> I. Those opposed same. Consent items carry. Number 11, we have business items. Item A will be to approve the resolution accepting donations. We have a motion. A second. Make a motion to approve the resolution accepting donations. >> Motion by Andrew. Any discussion before I go into the resolution? So this is a resolution accepting donations whereas every such acceptance shall be by resolution of of the governing body adopted by twothirds majority of its members expressing such term in full. Therefore it be resolved school board Rapids public schools 548 gratefully accepts following donations as identified below or clinic $80 for student accounts or clinic $80. Viking Boutique BMFW Post 5252 Auxiliary $162 excuse me $160 to Viking Boutique Faith
Lutheran Church $420 Viking Boutique Passadon Ministries $1,425 also to Viking Boutique Clinton and Mary Meadows $150 FFA in memory of Patricia This is a resolution. Craig, how do you resolve? >> Yes. Stacy? >> Yes. >> Molly? >> Yes. Brenda? >> Yes. >> Andrew? >> Yes. Resolution carries. Next one is something we do every year and that is to approve the resolution directing the administration to make recommendations for reductions and programs and positions and reasons thereof. I just have a second [clears throat] a motion and second. Any discussion? No discussion. I will read the resolution. Resolution directing the administration to make recommendation for reduction of programs and positions and reasons thereof. Whereas if the financial condition of the school district dictates that a school board must reduce expenditures immediately and whereas if there has been a
reduction in student enrollment and whereas if a reduction in expenditures and decrease in student enrollment must include discontinuence of positions and discontinuence of curtailment of curtailment of programs and whereas if a determination must be made as to which teachers contracts must be terminated and not renewed and which teachers may be placed on unrequested leave of absence without pay or French benefits. discontinuence of positions be resolved by the board of independent school district number 548 as follows. The school board hereby directs the superintendent schools and administration to consider the discontinuence of programs or positions to effectuate economies in the school district and reduce expenditures and as a result as a result of reduction enrollment make recommendations to the school board for discontinuous programs for programs discontinuition. Right. This is a resolution. Andrew, are you resolved? >>
Yes. >> Brenda? >> Yes. Molly? >> Yes. >> Stacey? >> Yes. >> Greg? >> Yes. Carries. >> So now everybody in their packet, this is just a discussion on the agenda. Schoolboard vacancy and how we're going to move forward. Got in touch with MSBA. These are some of the recommendations since we still have more than 90 days. >> Less than two years. Yes. So just a suggested timeline on the second page and then Oh, okay. I could just read that. >> So, I guess my thoughts are is [clears throat] between now and our next board meeting, we solicit for letters of interest to our community. We did come up with some application details on what to include. take a look at what they should maybe include in that letters. >> Can they email their letter
in email? >> Yeah. Yes. >> [clears throat] >> Do we want more of an application process or do we want resume [clears throat] on the website or how are we going to advertise this? Can we do a social media page? >> We got the press here to help us, right? >> [laughter] [clears throat] >> So basically we're looking for name, phone number, email address, physical address, [snorts] and basically explaining why you'd like to be of service school board. Describe your background, experience the community involvement, and how you how would you serve as a board member? I don't think it needs to be totally structured like that, but if they else include so between January 6th and January 30th, accept applications. Uh February 2nd through the 6th, share applications with the board. So on our next
meeting on February 9th, had a 30 minute work session prior to the 6 p.m. meeting. We have applications to Would that work for Stacy? >> Um, just a question. Do we need to put more information about like how long they will this will be serving in this role in here? Just anything more about >> details? >> Yeah, term details. >> Yeah. They still have to follow. >> That makes sense. [clears throat] at 5:30 start. >> Okay. 6:30 board meeting. So then we would uh appoint as a board and then we have to wait 30 days for the public opportunity to petition and then February 10th through the 12th is a 30-day waiting period and then the appointee will sign the acceptance of office 23rd would be the appoint the timeline about school board training. Once
we find the person, >> sure, we'd have to put in >> and maybe we could network session for let's say we only get one person We need to have session discussion. >> What if we don't get anybody? >> I'm just curious. >> What if we don't have any interest? I'm just curious. opencess districts. If that works, we can move on with that, I guess. Okay. All right. We have upcoming meetings. We have January 15th and 16th will be MSBA leadership conference. February [snorts] 9th regular meeting says 6 pm will be a work session 6 p.m. and regular meeting at 6 p.m. March 23rd is a regular meeting at 6 p.m. Now I will entertain a motion to Stacey. [snorts] Any discussion on journey? >> Hearing no discussion. All those in favor of journey signify by
saying I. >> I. Those opposed same. We're joured. Thank you. Thanksgate.
