0016:00 or 6:01. We have Brenda and Stacy who will be Heat. second. Any discussion on the meeting agenda? No discussion by rolling agendas. You're muted. >> Hi. Everybody. So we have ANI student mentors and advisers all play advisors and participants. want to thank all our student mentors and advisers for being achievement and innovation for all their work and their time with other schools. Um just received an email here recently from school um praising their work and how good the kids were their student and the advisor. So appreciate all their time and their effort working with other schools all play advisors and participants. Great job with all play well attended. We almost have full house every three place. So that was great to have that participants great concerts um here this fall and winter. appreciate all

002their work and all the students that I'm involved in. All right. Now we have the truth and taxation presentation. Martinez, is that you? All right. Uh perfect. So uh truth and taxation uh for approving the levy uh for the upcoming year um levy levy calendar uh goes on a calendar versus our fiscal year. So we always have an overlap uh in terms of the funding that we get from property taxes. However, what you are going to be approved today is for uh is for calendar year 25 pay 26. So the dollars that we are approving today uh will be for next uh uh for next year. We're going to collect those dollars next year on. Also, truth and taxation is required by Minnesota statute that uh we hold this public meeting and very important to

003make sure that uh we get the information for anybody that want want to come and just hear more about it. Um um also we can host it during a regular board meeting. So that's why we integrated within our agenda. So through the dissation, uh there is about 30 slides that have a lot of information. I'm going to uh just highlight a few of them that I think the board needs to pay close attention to. Uh throughout the presentation, I'll stop and I'll entertain questions for anybody that wants me to go more into detail otherwise I'll try to read through it. Uh so let's get started. We'll go to slide number two. Uh let's go one more time. Okay. So, we'll cover big picture, your property classifications, uh, uh, factors affecting our district, and then put

004it all together, what it means for us. So, let's move on. Next one. So, uh, two major requirements like we kind of talked about. Uh, so counties issue out your tax statements and then of course you have to have the public the public hearing, which is what we are doing today. move on to the next slide. Okay. So, what is all the uh school le? So, what components are in there? How does it all kind of comes together? So, there's uh two things that come into uh levy. Uh the first one is state funded formulas and there's three sectors in terms of state funded formulas. The first one is local optional revenue that is set by the board at a per pupil of $724. Anything over that is when you have to go to the

005public and then you request those upgrading referendums and those are voter approved and then in addition to that you can issue bonds for buildings. So local optional revenue board approved to a limit and then you have the other two mechanisms which are uh upgrading referendums and building. So those are the first bullet point which is state formula I'm sorry the second bullet uh the second uh bullet point the first bullet point they take into account like uh uh career technical education uh operating uh capital uh and a few others. So a lot of the times when we receive levy dollars uh we're very clear that they come with red tape. So what we mean by that is what we collect in terms of levy dollars for CTE or career technical education. We can only spend

006it in that. Okay. So, we want to make sure that we're very clear in those situations because a lot of the times people go, "Oh, you're just collecting dollars and then you're using it to pay your teachers more or to do this or to do that." No. When we go to the borders, we're very specific and we hear them based on what we collect those dollars for and they can only be spent that nothing else. We'll go to the next page. Okay. Uh how it it all comes together. uh county uh values or property. They issue those uh uh statements, schools and other governmental agencies have a public hearing and let you guys know what our tax entries are going to be and then after that if it gets approved then they issue the actual

007uh tax statement that comes for your properties. Okay, we move on. Okay. Uh this is just a simple uh uh graph that was collected by MDE and MEI uh MA a great organization that we are part of just simply highlights overall where the majority of the funds come for public schools. So, uh, kind of pay a close attention to this, right? It simply tells us that overall from all the 378 public schools in the state of Minnesota, uh, about 72% comes from state aid, uh, and property taxes come uh, it counts for about 16%. Uh, when we get to ours, you're going to see that ours is a little bit higher than the the entire report that NE put out. Um and we'll dive into why that is. Okay, we'll move on. This slide is

008very important. Uh we continue to uh go to all of our advocacy groups uh practically highlighting this particular slide. So it's very powerful in the sense that it tells us that we continue to be severely underfunded in the state of Minnesota when it comes to public education. So the what you see in terms of uh let's go up one more one this slide right here. Okay. So uh this slide uh tells us that the funding formula for this fiscal year is $7,481. That's how much money we get from the state for each pupil. If we would have taken inflation into account in the funding formula would have grown with inflation, the state should truly be paying us $8,951 per students, right? So then the question is how do you make up the difference, right? What

009do we do? And this is where levy dollars come into play. This is why uh school boards issue levies so we can close the gap. Also on the other side of the coin is this is why we have a general fund down because you can see that on a day-to-day operation if this if this statement is true we would be $1,400 and some dollars in deficit on how much it truly cost us to educate each student. This is why we issue those local authoring referendums to help cover that gap. Okay. So, when we go to uh when we go to the capital and when we go through all of our organizations, uh we fight very hard on this slide. We say, "Hey, look, state of Minnesota, look how severely underfunded you're you're paying us." So

010very powerful slide, lots of information, but this is uh uh this is something that I like to show just to show you guys uh really why we have a close that gap. Okay, let's go move on. Okay. Uh I like to show this slide for one reason because public schools get a really bad reputation when it comes to issuing levies, right? You hear the comments out in the public where they say, "Oh, public educations, they're always going out the borders. They're always trying to get dollars." Well, in the big picture, we're actually very low in comparison to other uh non-school local government agencies. Um this this slide shows you kind of the correlation between uh how many uh u uh property levies are out there schools in comparison to cities uh nursing home and all

011that other stuff. So when you get your property tax statements divided into sections you can see who really is collecting those dollars right? So, I always hear public during this time where people go, "Oh, the school's trying to get more dollars." They're like, "No, it's actually not the school." If you pay close attention to your property tax statement, you're going to see that those additional dollars that that your property taxes are going for, it's really not the school. You haven't done anything in a long, long time. Okay? So, I just want to clarify that piece. Uh, let's go on to the next slide. uh in part of the truth in taxation, we just have to show our budget. Uh I'm not going to spend a whole lot of time. This is the budget that we

012presented back in uh June that the board approved. I am going to make a slight comment to say that uh we are looking into a budget revision for the board meeting in uh January. And that has to do just so we can truly account for our our true numbers. So we've known that we've been up in students, loss on students and we want to make sure that our revenue reflects what we truly have in house today. So we are looking into a budget revision for Juan. Okay, we'll move on to the next slide. All right. So, remember the uh the pie chart that I showed at the beginning of the presentation that kind of gave you guys an idea of what the state of Minnesota has in terms of all the schools when they collect

013the data where the revenue of those sources come from. This is Pelican Rapids pie chart, right? 64% of our revenue comes from state aid. It's that funding formula. 31% comes from local revenue. That's our levy. Okay. So when we looked at that graph chart, right, that this 31% of revenue helps us close that gap between the funding formula and what truly truly cost us to educate a child. Okay, we'll move on. Okay, so classification and values, we move on to the next slide. Okay. Uh this is just showing you what a property a proposed tax statement looks like. I'm not going to spend a whole lot of time here. We'll keep going. Okay. Uh here are the here here are the effective tax rates uh for each classification for anybody that for anybody that is

014interested in that. And we'll keep going. Okay. Uh this particular uh chart I like to show because it tells you uh really the first column shows you the market share by classification amongst the entire state. The second column shows you who picks up the keep going on. Okay. Uh, one thing that I like to put in our rural because we have a large population of agriculture in life issues and uh very very uh uh very very good incentive to help pass the referendum because it's very hard in rural Minnesota to operating referendum and building bond and we'll get to that particular point that I just made on the next slide but essentially this particular incentive was to help uh take the burden off of our farmers. Uh right now it's in statute that takes up

01570% of any building bond or any operating referendum from partners. Huge incentive to get the actual dollars that receives for that. So none. Okay. Again I talked about uh uh the agricultural uh aid or incentive that comes from the state. So, those of you that are farmers, if you want to see what that credit for your particular uh uh property is, you can find it in your uh tax. Okay. Keep going on. Okay. How many dollars of uh does our district receive from the edge of school? That is $186,593. where we benchmark in terms of all of the other districts in this state, we're about uh about in the in the third quadrant. Uh which is very good. Uh you can tell that the the uh when you look at the entire state, you can

016see in red in red are those that receive the most dollars for their farms because they have significant more farmland than they do residential property and all others. So, we're kind of in the middle mark, which is really good. Okay, we'll keep going. I'm not going to bore you with this slide to talk about the formulas. Uh, let's go up one more. Let's go down. Okay, perfect. Um, I'm going to spend a little time on this particular slide. You guys hear me in this presentation every single year talking about that we are land rich, right? We always didn't say that comment say, "Oh, our district is lag." Unfortunately, the majority of that wealth is concentrated in seasonally property. And I always show you guys that chart to show that about 64% of of of our

017entire uh uh classifications are those uh seasonal rent properties. I decided to exclude that particular chart to show you a different picture of it in terms of dollars and what it means for our districts. So in 2024, we had $3.2 billion in property wealth in the footprint of our school district. Of those $3.2 2 billion only 1.1 billion are accounted for local optional revenue or I'm sorry for uh for operating referendum yeah local optional uh local optional revenue levies. So what it means is that $2.1 billion of our entire wealth in terms of property gets excluded. What that means is that residential homes in Pelican Rapids, farmers and everybody else has to pick up the bill, right? So when we and we have supporters of many many bills that go down to legislation saying you

018need to include seasonal wreck in all these evaluations. Okay. What would that mean? If we include the other $2.1 billion dollar in our school district, the impact of levies would be significantly lower because we would spread that tax levy among more properties. Okay? So when we get to senators, when we get to legislators, we need to continue to advocate to include seasonal right properties in local optional revenues and building bonds and operating referendums. Yes, sir. The 2.1 million include both certain exempt. >> I can get those stats, but I don't know the number. Do you have any guesstimate? I mean, is it a half that would be attributable to seasonal wreck and other half? >> Yeah. Um, and I won't hold this, but if you don't even have a guess on it, then I'd rather

019just find out what the real numbers are. >> I do have those stats and I'll share with you guys uh in this week's Friday report. Um, I didn't include in this presentation just because I want to have a different perspective to it, but I will get you that information in the credit report. Great question, Mr. Keep going. Okay, so uh let's go one more. HEAT. decided to go on Friday or doing everything we can. We're going to Everybody. facility maintenance that are tied to our functional facility project. possible% I think you're the faculty that is the strategic wraparound issue for are evidence. Bring back We had one quick Mr. Carter. I know. Okay. So, uh, the current operating referendum that we have that our taxpayers are helping us for daily operations, uh, it's at $350

020per tip. How does that compare to the rest of the state? Uh, the medium in the entire state is 513. uh where some are all the way up to 125, right? Um, and for those of you that are paying attention to all the out building bonds or operating referendum this fall um, and I don't I know in our area along that path remember how the others very very very all right so again this particular map just simply shows you uh uh the concentration of wealth in terms of uh land per unit uh you can see there's a medium in The state is about 723,000 birth per. All right. So today uh today when you guys uh uh pass your motion to approve the lect 4,3,723.95 today when we when we pass that number we want

021to make sure that we pay exactly that. Then I'll get into the numbers. Well, uh, in this year's levy, we are, uh, $1.7 million of our general fund, remember million to help, the health district, operating capital, and a few others. Uh, that that went down by 30,000. So, Community education on the other hand is going up by $56,000 or 25%. why there is such a high support and emphasis right now in early childhood education primarily care centers. So because we have clause five we're getting additional dollars to help fund the operations of great program to have our debt service went down by about $1,500. So not a lot of change there. So overall from last year to this year, we're only going out by $23,000 or just a little over half a percent for our

022taxers. That is t that our taxpayers will be impacted, right? So again, when we talk about what does it mean to you as a taxpayer? When you look at your tax payment, the first thing you want to do is my property go up in value. Who else? property that we regarding levy. Do the same We have this Thursday we have auditorium and then Friday is the annual fourth, fifth and sixth grade ski trip to Andy Tower Hills. So hopefully the weather holds for them and uh looking forward to have some real skiing and not man-made this year. So we're all excited. At elementary, we're doing a food drive. Uh food or money that is all going to the local food shelf and our goal is to raise 100 500 items or dollars, whatever grand total

023together. So, um we've been pushing that for the last couple weeks. So, this is the last week of the uh food drive that we're putting on our UFly books. We talked last month about the phonics playbooks. They came in and at our meetings we've handed those out and teachers will be starting to heaven when we come back from break in January. We're pretty excited about that. Rachel got a big smile at me. Um January 18th will be the sixth letter training for our teachers and that'll be again that Zoom meeting where they're on and this will be the second one this year. So, um, they're getting getting through the process and it's fun to see as you go in the rooms the teaching that's going on from what they've learned in letters and then applying

024it to their teaching of phonics and reading skills. So, that's been fun to see. Structural leadership team, we're looking at language arts curriculum. On December 10th, we had a presentation from HMH. That was a Zoom meeting for the whole group. uh was good presentation. February or January 14th, we'll have Amplify. We'll give the same type of presentation. And then Wonders got back to me at the end of last week. So, we're going to set up a meeting with them in February. These are the three groups that our instructional leadership team uh wanted to narrow down our search to and get them more information on. And we're also going to be as we look at these curriculums, we've got samples from the two of the three. We should get wonders this week. The teachers are taking

025a look at. And then we'll also be doing school visits to the different schools that are using the curriculum, talking with teachers, getting their feedback, what they like, don't like, and uh then moving into the spring, we're making our decision on what direction we'll be moving with the language arts curriculum. Um, and I just want to thank Mr. and Mrs. Homegood and Mr. Bugamin. They come in during collaboration time and when the teachers meet they have the kids and they do three different activities and one of the activities that Miss Homegrren does is she makes cards and those cards go to the veterans and also the seniors in our community community. So every month they're getting a card from students um different time of the year they're different the different cards and that seems to

026be a really good hit. they enjoy that cards that she has left over uh she takes to the um home in Fergus Falls veterans home there. So we uh kind of spread and a lot of times we'll get students will get cards back and things back from uh those individuals as well. So thank them for all their work during that collaboration time. Any questions for me? Thank you. Our enrollments we are at 372. Couple updates on our PLC's and BLTs. PLC's. We are reading the book anxious generation. Um we just got few chapters five and six in our past PLC. We gave out the um newsletter that I gave to you guys at November parent teacher conferences. I talked to the press. They're going to run chapter summaries throughout um the year. So, it'll be

027nice for the community to read those. And then our next family newsletter will cover the next three or four chapters and that will come out in February. Our other PLC is looking through the read and working through how to implement that at the high school. We will do our CAT read basic streamer in January when students come back. That is step two of redact for us. So all of our students grades seven through 10 were initially screened um the last couple months and now these will be the ones that we um identified that need additional screening. I am working through a threepart series for secondary literacy that is offered through the co-op. The first meeting was on Wednesday and the theme of it is we got our data now what? So they're going to kind

028of go through how we work through it in a secondary setting. that will be be good for me to work through and then bring back the PLC. And then lastly, create our portfolio check-ins for grade levels. In our January workshop, we're going to look at what do these activities now look like for students. And it'll be nice to get that going and implemented for our kids for the second semester. Got a couple more advisory times. This last midc quarter one was grade checks, Skyward gradebook reminders. Um then we talked about school announcements which sometimes is new to our seventh graders um changing over from the elementary but it's also a good review for all of our students. And then I met with the seniors to remind them that graduation comes up pretty quickly. So just

029some reminders for them. In January we will have Monica Schneider come and present to grades 7 through 12. she presented to our staff in the fall and now I'm going to have her come and present to our students and do a similar wellness check in with them. Going back to district goal number three, we've had our students attend some different career fairs. Our freshman went to one of Detroit Lakes. Sophomores went to Fargo for a health tech and trades career expo. And then um Rotary is helping sponsor a career fair in January for our juniors and seniors. And those four panels are always a really good chance for kids to present to our community members. Some spirit items. Student council dropped off thankful magnets to our residents at Valley. was fun to visit residents and

030then our honor society students for crowd control during the holiday spring workshop in January. We will do a semester one recap with staff start planning for next school year with the different departments get ready for state testing and then work through our training for Cy basics and then have another meeting. Um coming up next Tuesday we will do afternoon activities become a tradition for our kids. They get to pick three and spend the afternoon um interacting with their classmates and then also the teachers just have fun. When we come back we'll be halfway through the year already January. >> Have any questions? Thank you. Do you have anything for us? >> Um, the wrestling team has a record of five and three last Saturday at the Cali Invitational. The varsity team had multiple wrestlers finishing

031the top five. Jackson Peasley and Danny Salza both placed third in their respective divisions. They have a triangular tomorrow against Krookton and DF. Um the dance in total the dance team has had two competitions at the HL kit conference. They placed fourth overall. Last Saturday they had the Detroit Lakes Invitational and the results are still pending. This Friday they had the crazy invitational which was both kick and jabs. Moving over to basketball. The boys are currently 3 and0 with their greatest win coming over the Harlem race last Friday with a final score of 72 to 47. This upcoming week they have two games. On Tuesday they play Lina at Lena. On Saturday they play Henry at girls basketball girls are currently two and two. In their last game they fell Nuggets 71 to 53. This

032week they also have two games. Tomorrow they play at home. Then on Friday there's a VGF at EGF. Today the senior high math team had a meeting for Balls and also the FA team had their winter leadership summer. >> Um okay so the musical went really well with all three shows being very successful including the full house on Friday afternoon. Student council can dress up days for students which begin with next week. As rising time has been very beneficial to all students, CNA students completed their clinical at Valley and activities will take place on Tuesday. Thank you. Any questions? Thank you. Mr. Martinez, you have anything to add from the catch breath? All right, I'll be very quick on this one. Uh month of November for our uh fiscal budget, uh overall a pretty quiet

033month. Uh so if you guys recall last month, we were at about 25% so we only increase our revenue by about 4%. Uh the reason why we receive very very low dollars uh in the month of November is because we received half of our levy on October 31st and the state knows that. So the month of November they're they're pretty smart about it and and they we call it a triumph. They say no we know you got money in your bank from your levy so we're not going to stay. So uh very very low month. Uh in terms of revenue yearto date compared to our budget, we're sitting at four uh 4.9 million compared to our 16 approved. Uh that is about 29%. Uh our expenditures at a 5.1 million versus the 16 million that

034we approved. That's at about 32%. So we're right on track. But again, I want to emphasize that in January, we're we're going to have a revised uh revised budget for you guys to take a look at. Uh we'll go to the next page, please. Okay, our cash flow statement. Uh we started our uh uh investment account with just a little over $6 million. Uh you can see that we only received uh $88,000 in state aid and federal grants. Uh from that, we pulled $493,000 to cover our uh to cover our uh uh liabilities. So, at the end of the month, we had uh $5.6 million in our investment account. Uh cash on hand in our checking account, we started with just a little over 192. Uh we had a little over a million dollar uh

035uh in deposits. Uh we uh had accounts payable of $752,000. Payroll was a little bit high compared to the other months at 489. And the reason for that is because we paid our all coaches cash on hand at the end of the month for the month of November is 37,000 with the total cash on hand between checking account and investment account at $5.7 million. Um we'll go to the third page. Uh the next page is correcting journal entries that we add throughout the month uh in our books. Uh there's a couple of journal entries here. Uh primarily uh um the first the first one was just reassigning uh uh the correct uh the correct expenditure account for Charlie and the Chocolate Factory. Uh that we accidentally coded the expense to uh uh Mrs. Jay's supplies

036budget and we took that out and we put it in the correct uh the correct foul play uh general account budget. Um the rest uh we had a hiccup with our six sixth grade fundraising uh uh field trip account and then we found those deposits miscoded in our system. So those three you see there are to help correct and make the deposits go into the correct accounts. Uh the last of the report is all of the payables that we have. Um so I'm not going to bore you with all of that. Um any questions regarding the treasures report? Okay. Um in today's board meeting, you're going to see the approval of the contract for parent square. Uh Parent Square is going to be a new uh software company that we have been working with in

037the last week. Um, as you guys know, when we had our first um our first snow emergency, our Sky Alert didn't go out and we found out the hard way that Skyward, who used to own Sky Alert, sold that branch to a company called School Messenger. And then School Messenger got bought out by uh Power Schools. And then we found out that power schools we activated our account because they're trying to monetize and they're trying to give you more stuff. They're trying to upsell you. So in working with them, customer support and technical support was very challenging that we contacted our partners and we found out that parents square was a new platform that a lot of schools are signing on to and it's a very comprehensive tool. Uh so the last week Mr. Corp,

038myself, Mrs. Sanchez and Bill have been doing a lot of data integration and cool technology integration. So um this is going to be a very robust platform that we're going to roll out in phases. I believe you guys received a Friday report on what it means, but essentially uh we're going the first roll out phase that we're going to have is the mass communication system that in the event of a inclement weather alert or in the event of a school emergency. It will tier all the parents that have their information in Skyward, it will send uh it will send three notifications. It'll call the parents, it'll text the parents, and it'll email the parents. Um, and it does that in a very automated uh uh intelligent way that the first thing will go will be

039the phone call. If you answer the phone call, it won't text you or it won't email you. But if you don't answer the call, it will get the text. If you don't answer the text or you don't open the text, you will get the email. So, it's very intuitive. Um um and also eventually we'll try to roll it out district-wide because it does have two-way communication. Um uh it's a similar platform but more robust than what we use today the elementary for CISA. Um we're still exploring all the cool capabilities that it does but right now our big concern and our big worry is to make sure that we have something in place for snow emergency inclement weather or any other um any other alerts that we get to parents. So today we're asking you

040guys to approve the contract. Um >> what was the name of the the program? >> Parent Square. >> Okay. >> Yep. Parent Square. Um again uh I've been extremely impressed with their uh with their customer support with their technical support. Uh today we finalized the data integration link between Skyward our information school system and their um their platform and everything is thinking pretty well. Um, and believe it or not, uh, it has a really cool app that eventually in phase three will ask parents to download and you're going to parents are going to be able to see, communicate with teachers, uh, get school alerts, get posts. Uh, it's a, like I said, it's a very comprehensive uh, uh, very robust platform that we're excited uh, to roll out. Uh but it will will be a

041long road. Right now our our focus is on getting the integration done. Uh getting you guys to approve the contract. Um between tomorrow and Wednesday, we're going to put out a Facebook post letting parents know that they might receive a call or they might receive a text, but it's only a test. So not to be alarmed, not to do anything. the text will come and it'll say ISB548 and it'll just say testing only. So again, we're going to publicize it so parents know that it's not alert. It's us simply us testing our systems to make sure that everything is working. Okay. Um any questions regarding parent square? You guys saw that 17 minute video we put in there for you guys. It's really cool. And like I said, we'll let our staff know uh and

042eventually we'll roll out a more comprehensive plan with our admin team to make sure that they're aware of how this tool works. But we're so excited. It's really cool tool. Thank you. >> So this is question. So this is what we're approving. >> Yep. Exactly. Correct. Yep. Today you're approving uh you're approving this contract. Uh uh the way that we're uh we're rolling out the bill is uh I believe it's like $1,100 to implement will be which uh the company is going to bill us upon finalizing the implementation. And then after that, July 1st, when we're done with all the integration and we're done with all the phases and our app is going and we uh we have uh everything that we want to do, uh then they're going to charge us $4 per student.

043So, and again, this is just uh an idea, but $3,700 is based on 860 students, which we know we're not there. Any questions for Mr. All right. Thank you. Thank you. You are okay. Starting with district priorities, community engagement, November, December. If you look at the list of kind of scroll down here, you kind of see quite a few items that are between the high school and elementary. We're engaged with our community. One of the big items um engaged with the community is a veterans breakfast and program this year at the high school. Uh Petville was a big one. A lot of people, a lot of staff, a lot of students involved with Peville, which was great. The lighted parade students and staff involved in that. the blood drive here title one night at the
