action items I'm it is not a public comment night tonight so we will not have that and before we get to the superintendent update as the board chair I wanted to share with you that we completed or the board completed superintendent you know skis performance review in July this is one of the board's core responsibilities and we have made some improvements in that process in the past year including quarterly check-in meetings with myself superintendent Janoski and vice-chair of rocky we also included input from the superintendent's direct reports which I think was very valuable for all of us and we had input from intra vigil board members on topics ranging from leadership and board relations to resource use utilization community relations and professional development superintendent annouce key use that feedback and the strategic plan to work
on his first draft of goals for this coming year which he'll present later and maybe because we will move on to pretend all right so our first presentation this evening is actually going to be from our early childhood team but before I do that I want to acknowledge wait around in our agenda we're going to be reviewing policy 301 and 302 artwork chart and our position of science we have some administrators who came to welcome original public schools fed on new members of our management and leadership and so I just wanted to share they welcome with them and also share a little bit of information briefly I'm going to start with our middle school team and I'm led by our new principal dr. Carla Hines dr. Hines comes to us with many years of successful
principal experience um having been the principal of creative arts secondary school also a leader at both crosswinds and kirbridge Center for the Arts we're excited to be bringing dr. I exam to our middle school and looking forward to her bringing some very strong leadership into ritual public schools so we're happy to welcome dr. Carla Hines welcome here sitting next to her pretty one of her two assistant principals and her new assistant principal mr. Stevens Lucas mr. poop this also brings to us a wealth of administrative experience having been an assistant thanksful under principle in several locations most recently mr. Lucas is moving to us from st. Cloud where he's been a High School assistant principal but he also brings some pretty significant extensive administrative experience at the Middle School and so he's excited be teaming
up with dr. heints and mr. Fink er attorney assistant principal so welcome to mr. Stephens Lucas she was here actually a couple of weeks ago but our new director of human resources comes to us from being one of the human resource leads in Stillwater and prior to that she had actually been in Clark County Nevada I'm one of the leaders for me Nevada Las Vegas school system so we're excited to be bringing on a wealth of experience and knowledge about human resources and we're happy to bring miss Brenda Nielsen has our Director of Human Resources to our team welcome Brenda and then you already notice the name up there on our presentation along with his partner amberle and brown i'm director of early learning patrick barrage Patrick is actually been a district leader and also
a building principal at multiple levels in Michigan moving to the state of Minnesota and bringing News extremely strong leadership to our district office and to our early learning program so we're excited to have not only mr. Burrage join us as our director of early learning but he'll also be stepping up to the microphone momentarily with miss amber so instead of just smiling and waiting we're gonna make Patrick perform for us tonight so welcome to our team mr. Bharat pay so with that I would like to welcome both Patrick and amber up to the microphone which is right up over there we're going to hear about some of the exciting advances we have taken in the last year with Richfield public schools and our early childhood screening and just as a quick review and reminder obviously
we used to be in Richfield Bloomington early childhood in Richfield Bloomington community education and in the last year we became Richfield early childhood in Richfield community education and so some exciting advancements have come on with early childhood and early childhood screening so with that mr. Bromwich thank you Steve good afternoon report of Education this is a pleasure to cover you to give you some feedback on our screen and three program led by Amber and I am I am replacing a great leader by the name of mrs. Carol Hutton and so she's done a great job and I thank her for our leadership that she's done prior to becoming in amber will be going through our process of the screen of three program and its purpose and how it connects to what we do here in
inspiring our students here in Oklahoma schools I'll come back at the end and he was a wrap-up and also talked about a little bit of our vision for early learning welcome everybody thanks for having us thank you it was to pretend to be no student school where members that are here I'm excited to talk about the early childhood screening and and the work that we've done in the past year and as most of you know we were in a partnership with Bloomington prior to this year to this school year and now that we've had one full year under our belts and grant to go with that early childhood screening is just a little piece of the work that we've done with early learning and community education but I feel like that's a really important piece
to talk about in hightly here's a little guy that was screened over at Central so our first year an early childhood screening we learned a lot we hired a lot of team members and and with the help of a grant and some braiding funding were able to do a lot of great work so grant started out as a combined Grant MacEwan and because all we wrote our own grants so Richfield we've had it's on the screen and three grand starting in October so after that the help of Mary Clarkson's leadership and several other directors Carol hunter and Carol league not in commerce the community ed director we all got together and planned out how to use this grant to start our early childhood screening program off strong and also build sustainability right away because this
grant is now coming to an end as an artist so the grant supported hiring new outreach workers screening team and developing community community partnerships here's a little picture of our screening team and we were able to hire people to new spanish-speaking outreach workers and one part-time Somali speaking outreach worker also we have a school nurse who helps with the intricacies and our seasons there she is on the right Phoebe Anderson she was to be at the high school so many of you probably know her and now she said way down with the other end early shoppin and she loves it I think we're extending her retirement by like five years but she says she loves the change and she feels really good about the work that we're doing Christa fires a pair of who does
screening as well as some data and clerical work for the early childhood screening work and this is all due to grant and that other grade at one one thing I feel like like we have done the best work because right away we started out with a vision of that philosophy of never give up on families just it's good you know if we know a family's coming in and needs a screening if they miss their first two appointments we must keep calling or you might go up to the home we might go to the daycare and he was screening there we are co-located with WIC so we're in the same office in it with WIC which helps a lot because they share referrals to each other also mirror as you know is over at Central and
the early learning program registration is right there community ed programs they can register for rate in the same building this program various stories again we love that little little nice me you'll see him in the Cadillac too we saw over the face so here's the numbers we were able to meet our goal of the grant which was increased the total number of students screened and also it most important is increase the number of children screened at 3 and the reason we want to screen more kids at 3 is because we can then connect them to the resources that they might need earlier rather than rain in kindergarten so we didn't increase the total number of kids screen at 3 by about 30 and 50 kids overall which the Richfield in a pretty small district is
I felt pretty good about that number we're working on increasing it even more and here's the slide that I think is the most important piece and this is just a small piece of research that we connected families to so one example would be a family that came in and very connected to the community very active in their child's life but had no idea that their kid could not see so that early childhood screening at 3 they at their trial in the glasses and you know the mom was crying because she thought I can't believe I didn't know my kid couldn't see so that's just one small piece of the things that we up by connect families to again our preschool programming is right there the registration so we often screen a family and then lock
the rate down to register for preschool early childhood special ed team is in the same building so we have that connection and the family education early childhood family had other family resources that means connected families to just is streamlined like we talked about before we dissolve the partnership we really have made that work happen so it's it's really fun to see the staff and the grant supported the data tracking army were able to have a DES the follow-through and follow up their connection to resources so future plans and questions for this piece of the program we are still developing community partnerships I just met with Richfield Alaia two weeks ago and we're streamlining a referral process to come directly to us at Central so they can refer to screening and not just if they have
a developmental concern but actually just for the early childhood screening we figured out a way to do that we already have that in place with Richfield h DMC which is now called Richfield Hennepin health yeah I don't think because everyone says HCMC but their official title is Richfield Hennepin County so that's the we already have a great connection with them and getting referrals all the time for speeding so that's great I to the pub early learning Council as well as they're interested in hearing more about the work that was Weaver's one of three districts that did this work on the projects or pretty proud of that and Patrick is working on better connections with head start that's right in our building in addition we still where I'm still working with the United Way to see
if there's a chance that they can continue finding immediate they were sent out some emails getting us together we're exploring that possibility so that was a lot but anybody have any questions for me or Patrick before Patrick and Ulta I do have one question about the grant so that it's bathing out and just whether there are any specific implications for us of that grants no longer being available yeah like I said in the beginning Mary Clarkson and Carol McKnight in time as the director of community yet they were very very careful when we planned that out and we were getting the funds and they were only for one year so right now we we do have it planned into the next you know few years I think that's a better question for Mary going forward
she knows a lot more about the funding than I do it's just very clever but we do have right now I know that it's not in the foreseeable future that we're worried about that work just disappearing but I do think that's part of why we keep exploring grants and applying as this work continues because yeah it's been it's been amazing to see the the work that we have and the other thing I don't think I mentioned was our outreach workers the screening teams they're all also part up with me in the end they do just a little piece of that screening so they're all their job is bigger than just screaming which is helping to sustain that history state thank you know as we built this for a one-time grant fund sector Clarkson built in
multiple years of sustainability of the program as the board has suggested that sustainability is one of the visionary components of the work that we do we didn't want to come in with some strong screening and have it go away and so setting up a multi-year plan for lucky you once I was really playing to this opportunity they ever and also to kind of piggyback on will instead by Steve the really what we talk about this in talking about learning to two distinct things we do want to point out we are switching from an idea on ideology about just early childhood to probably learning so think of your district now not only being a k-12 district but really really we're looking at our families being connected to our district for sixteen years from zero to really
eighteen and that's really what we're trying to do what really what it does is allows us to really really get active really on our vision and in early childhood which is provide the highest quality of education and we provide for our children so that they are ready for kindergarten that's really our vision as we support the district vision of aspiring in power and Excel there are four areas or four goals that that our team really wants to focus on first one is really to establish relationships outside this district whether it is other child care providers other third party organizations and or companies who can support some of this work the other one is that we want to assess we want to also progress monitor and then we also want to provide the most resources necessary
for our children to be successful again getting them prepared for our care our k12 straight and then the third one is really provide some resources our community to enhance children's progress at home so one of the one of our connections our initial connections are always home connections first and as they start to matriculate through then then our buildings become more the connection but really that whole presence allows them to really grow and really start to apply education as opposed just learning and then the last one is we're here to be your your marketing department this is many times for our parents this is the first time that our families have an opportunity to meet Richfield public schools we want it we want to put our best foot forward we want to show them that I
love them we care for them and that will provide the services necessary for them for them to be successful and they'll need to go anywhere other didn't stay here so those are really four of our primary goals are for our immediate calls as as I move for and getting up to speed and as our team continues to work on work with our families and our communities any questions yes are you going to be more visible in the market or a bit more of a partnership well one of the ways we're going to do it is we have hired some outreach workers and they're going to do exactly what that job suggests is our outreach one of our connections are is to make sure that we have a presence and our daycare and our daycare straight
we want to make sure that we have we're connected to our civic organizations as well as some of our religious organizations and also private organization is inscribed some of the ways that we're going to learn a tremendous thing one of the things that we're doing even when the 16th is we're having our second annual family night which is another way to make a connection to our parent we're looking to expand our learning to not only be here on-site in the district but also do some of our learning outside outside either at some of our civic organizations or even into some of our apartment complex where our printers any other words thank you so much there's an update on our screening and some of the exciting things going on with early learning stepping up to the
podium now is mr. who is going to be here with our referendum and capital facility to give us an update on a series of regular updates that we have so our referendum project updates so just as a reminder of in two weeks our capital facility planning team meets together at all of our sites there are meetings going on on an ongoing basis you have facility user groups in mr. Holmes here to tell us a little bit about that evening I'm going to do a quick turn over to the team team here from ICS amoled this is the first of two presentations and receiving in August and will be covering three of our buildings at this meeting and then the high school building will be covered geography meeting the teams have been working with user groups
and with the different group cities for the buildings coming up with plans and this is chairing that information on that schematic design process here with you tonight so that we'll turn it over to Andy thank you good evening so as mr. hole J just explained that's exactly what we're gonna be doing thanks a lot we're talking about central rdls and the are stem projects which we've completed schematic design to put estimates on them and we're sitting where we want to sit so we're at a point where we can present these plans to you and say here's our here's our plan moving forward and we're moving into the next step which is a design development and then that's up followed by construction drawings when were ultimately ready to bid so I have completed the date and
I'm going around the core planning group meetings have been completed for rdls our STEM Central and the high school the design things about having being with the cities to discuss variances we're adding some parking lots to a couple the buildings so you got to get through all those processes make sure you're meeting all the requirements every other week we have the project oversight committee meetings where we talk about our status next steps making decisions that need to be made at that time and then also in the design process we have all the survey work on 90% completed we've got a few little miscellaneous a maybe a little bit more survey going here and there as the design progresses but for the most part bolts are completed I am working on the environmental reviews of the
buildings we're telling them you know this is what we're planning to do we're gonna demo the boiler room they come back and when they give us a report saying okay there's this much of pavement that needs to be done here that type of things we can coordinate the cost of that and how it affects schedules and then we're also working on different miscellaneous projects that pop up throughout this design process some of them are LTI FM projects some of them are things that have come up just throughout this summer there's a project of people at the art room here at the high school the dark a little more space for some additional pottery with so we worked through that process and that's kind of the miscellaneous projects are and then I'm going to turn it
over to my class for Wolpe and he can kind of walk through the design documents forever before I jump into central I wanted to cover kind of two items in particular one is kind of the stage where Abbas Rooney's updates I'll try to give you an idea of what is a little bit different from one from the last time we gave this to this time because some of these things are bolted in so part of our process in the whole design phase is to really dig into it with with the user groups that we work with in the district's half etc just to dig in farther to find out what our needs are and so it isn't always just as simple as just replacing this and that sometimes it's really kind of try to uncover
other things and so we have a tendency to go beyond I guess our scope a little bit at times and do that on purpose in order to Danny bring stuff back a little bit so I'll try to point out some of those things that we brought back since the last time that the second item is it continues to be the LTF found the long term facilities maintenance part of this whole project scope is something that does not show up very well in the graphics but I want to again continue to remind everybody that it still makes up 70 to 75 what we're doing so they aren't the most exciting things to show that it really is the mechanical and electrical replacements like make up more than one half over also there's lots of other energy
we call architectural LTI thing how to have done things like replacing doors in other words you're placing things that are broken so a lot of that it really doesn't show up here but I want to just really emphasize that it continues to be a huge part of our teams have been continuing to go through all the buildings and really try to understand and try to figure out what what level of replacement and whether or not something should be on or off because sometimes it does get a little bit arbitrary as well with this so first of all each is central again significant changes since last time we presented one of the main scope basically the referendum was creating a secure entry as he might have remember from the last time originally when we first looked
at this we had we've looked at maybe doing the secure entry on the north side which would be the slower lower left-hand corner we made a decision that the parking there really didn't make sense we kind of moved it back to where the current admin area is we felt that that was still probably the best way to organize this building so a couple of things a couple things that with that is one of the problems with where that admin is is it really doesn't have a great proximity to parking and so and we've looked at in admissions the last time well how can we add how can we add some parking and so we have done that you kind of see a little hint of it off on the right-hand side we're looking at maybe
a dozen spots it's kind of intended as a designer's lot I would say just the function of this building really lends itself to having multiple entries we have the early childhood you have Head Start and you have the community ed side I don't necessarily see that changing I think that there the way the doors operate there's people coming in all different times but I think we have we have Lisa built in the ability to say that those when those doors are locked that you do have a true visitors or much like we do in the other schools or other items again a big aspect of this kind of fits within the LT FM scope was restroom in three days you pretty much stay in every restroom this building and done something to it whether it
just be aesthetics or obviously at the ad a proportion to it the largest one would be at the admin area or where the band's there were in okay shape but really didn't meet certain aspects of it and so we kind of decided that'd be a good place to add some of the resources to make those better and we also feel that because of the community end and and these spaces it's a nice thing so after hours essentially the early childhood Park the building can be locked off and still have access to everything so that included a little drawing just a pen where we are with the admin area each of these each of these labels other than say nurse could have a different liquid it could be an office it could be a conference room
it could be right now we think that the outreach staff will probably be there again probably more likely to have visitors set up and still have opportunities for screening here although we we assume that the current the current location of the north side of the building is probably willing to continue to do so we've made some minor modifications up there as well I don't know if you have any questions on Central I mentioned here the central plan shows that parking lot on that Southside rdls again very similar with the LT about scope we have the secure entry and just like central we've kind of consolidated the admin area and had that vestibule so that when visitors come in they are forced to be go into the vestibule again just to keep that secure aspect ability
we have continued have three additions to this building one being that Adam in addition the second one would be the kitchen additions so the kitchen addition really just kind of pushes the pushes out of the current cafeteria as I think around piece hundred or so square feet to the cafeteria and obviously a food service the kitchen areas here continue to have the media senator edition we designed the Media Center Edition we were designing most of them in this these days I guess what we have more of an open area the area in front of a media center where it says lead center open area really it's considered a flexible space so we see that as where volunteers or people come into reading the chat or something can use that area just becomes a little more
flexible in this space and again just kind of showing some blocks of those areas although we are getting a somatic design presentation we're certainly well into our design development and so we've met with all the groups and we're really looking into how conferencing works but what kind of casework cabinetry all that kind of stuff so we've really started to started to add that sort of detail to the class in the media center one thing that I didn't mention before move on is the last the last update that we gave you we had a couple of classroom on lots on north wing and the East Wing you're trying to accomplish there's two create another resource area kind of open flex area we have as in mention we have kind of been working through our budget issues
and we've mentioned at that time that we were hoping that one might fit but for the moment it doesn't fit and so taking that off that's forever but the moment inside thank you for sharing that that was the question that I was going to ask for because the parent had communicated to me that you know they were curious to know more about that so it sounds as though it is currently off the table for budgetary reasons but if the finances change that could be re-evaluated down the line absolutely I still have everything else figured out at our stem again we've made a couple of changes I'm going to get to the second and third floor but just a reminder we again pretty soon all Edition admin edition kind of the reception area that's next so
the secure Massachusetts anymore Matt same format in terms of relocating the admin staff over to the north north side and then we basically have made a few adjustments where the previous admin was we've terminals into kindergarten classrooms so we have six kindergarten classrooms of roughly the same size and it's my understanding that that's where they'll be next year we'll Camino sis we have pre-k up on the upper northeast corner and then a special as we get down on the lower southwest corner variations toilet upgrades we're also part of this it's a little bit hard to see but in if you're familiar with the building currently they have a boys on one corner and girls on the other and that basically the staff stacks all the way up we have heard through another meetings if that
can be a little challenging particular some of the little little ones that are there so we haven't invited each of those so that there's a boys and girls in both corners and that stacks all the way up so again and really fits in with the LT FM part we're just replacing things a little bit differently administration in the area then very typical we have conference page is something that's it's always we have some staff lounge we've kind of consolidated where the principal is on the second floor the last and our last presentation we focused a little bit on these open and flexible learning areas that we have shown the North and South corridors and currently on this one we kind of had that as associated with the media center and we had we did have
one up on them on the south side but the original the original referendum scope really has to be no programmatic work up on the third floor last time we have shown kind of a similar type of thing where he's essentially total of four of these areas again due to budgets we scaled back but in lieu of not doing anything up on the third floor we took some somehow second floor and essentially moved it up so we made them very very similar they both have they both have an open resource area we also kept kept a lot of many more of the rooms in a similar configuration again just to just to make sure that we were we're still showing another special area kind of in the lower southeast southwest corner and we've the same bathroom
groups made some some updates up in the lab spaces Media Center very similar we have closed off closed off areas but there are areas that can be used as more flexible learning and third floor as I mentioned we've extended learning up to the south side of this hallway the north side kind of advanced as it is just a hallway and classrooms around the perimeter basically saying another area for the special area also in spots of those areas all static exterior for both both of the buildings as we've talked about in the past we are showing a new muscle that's extended it does extend into the area that that was the cool area I think we are apparently showing of us must count 20 20 or 22 something like that and the ideas that we must
traffic and staff traffic to that Southside and keep the site and drop off questions on either of those two leads like not even have any questions on the next few things I have to say now so so other progress as I mentioned previously we're in a new city meeting some old and their team must have had recent meetings with the city and our schedule upcoming meetings not everything's been going very well as they've reported to me which is great the survey work as I mentioned is about 90 percent complete and the Maranatha consultants are working on those abatement plans we've also got some other independent projects going last week we started draining the pool over at the Middle School in that cleaning work as well underway the Arias new playground it's completed we had a
ribbon-cutting ceremony there which is very exciting and we're going to some final site restoration done on that course we'll come back so it's inside the narrow edges of that and then we're also working through some of the previous equip LPFM projects such as the roving here at the high school and some exterior doorways I actually do have a question about city meetings yes the from what you said earlier it sounded like it's around filming and different city permissions that may need to be had are there any aspects of the work as its currently envisioned that you think will need to go in front of either the Planning Commission and/or the City Council at any point in time or is that all being handled within current I think Mike can answer this better from my understanding
it sounds like we don't have any variances or see ups that we're going to be subject to it yeah well people continue to me with this additional the city has possibly completed meet with so I first round with the planning department it felt a little optimistic that this will be done material our two chances to be inside of that Jason we've got two good means with them with a passel of the same things thank you which doesn't make things schedule eyes if you get into those city areas and on Sunday so we're continuing on them into our overall communications plan to develop the projects we have the project oversight committee meetings every other week on Wednesdays internal meetings are going to include those project oversight committees monthly status reports will start getting sent out as
we get construction going we issue the weekly status reports which I see you guys are posting about site excellent and externally passing that the developer maintain the cross web page on the district website so everybody can go there and see the facilities updates and then progress design presentation that before meeting such as tonight and non-work sessions and then as we get farther into the design to get things down then we'll start with sketching some open houses to invite the community to the table of our design time late we're in semantic design right now on the whole street projects as mr. bulgy mentioned we'll be back here at the next board meeting that presents the high school project same format monster magazine the design development presentation will be early fall of 2018 and then suction drying
will be in the fall and then we'll be ready to go for bed in the winter of 2018-2019 any questions we're like say really and about the miscellaneous projects that ongoing maintenance two things as as opportunity presents itself and with this bigger project sometimes it's that kind of think it's very much we're doing that regularly thank you yeah it's a mr. crutsinger will bring up ideas and things that need to be done or requested he has and we have to sit on and well okay how's this tie in to the overall plans it's good to touch it in the next year or two or no and the exterior door replacement was one of them that there's a definite need for and so we went through and said okay these buildings were not going to touch
these doors I mean the like the middle school pool was an easy one we're not gonna we don't need to touch those doors with any bigger project so let's get those doors or plates going get that off the table so thank you all right so we are now moving on to support tennis goals so doctor always very good get set up to presentation to product but as you indicated earlier we have met for closed session a couple of times completed my evaluation board members outlined some of the broad base broad-based goals we were looking at and some of the things that we wanted to talk about so tonight you're going to hear for the first time first draft of my goals and as with other things I'll present these tonight to look for a second
draft process before finalizing goals and then reporting on them throughout the course of the year I just as a reminder the goals break down into three areas with Lee mathematical formulas our goals are really about student achievement um so that's looking at specific data based games and performance of our students we're looking at process goals or working out some of those really key strategic planning strategies and activities designed to improve our history which is the board and you are completing that evaluation of my overall performance from a formulaic perspective mathematically 35 percent of the overall evaluation is made up of student achievement 35% of those process goals and 30 percent to regard to my individual performance which again is those leadership of areas on the line with multiple areas of data growth where there's a
feedback one of the things the board had asked us to do is take a look at some of the other areas and a wider range of areas that we are looking at student achievement and add some additional components one of that one of those has been vision card which is one of the things that will work and I'll talk about that in process goals but from an overall achievement gold perspective I want to continue our progress in the graduation rate continuing to look at goals of three percent but that also continue to close that gap between our highest earners other groups of disaggregated students in our weekend in early childhood the measure of proficiency towards readiness for school and you've heard about our living learning program earlier we're looking at 85% or higher for our
students participating in a pre-k in every childhood programming on the teaching strategies gold which is the assessment that's used by our organization for the education and a new indicator that our program is successfully prepared our early childhood students it's also one of the ways to note of our dpk program in early child programs are successful by taking a look at that data we ready to continue a look at our NCAA's in regard to math and also to read it welcome to that again consistently trying for at least three point brother but then also continuing as we did last year closing the gap between our highest and lowest students exactly about data but then also taking a look at growth looking at math proficiency and reading portions of proficiency improvement and what we're going to do
is each fall our students take the map which is the measures of academic progress so all the students in our tested grades take that assessment and there's a projection and basically states where our students are in the fall so the measures of academic progress math test suggests so the first test we're taking today here's the level of proficiency that our students would be in so we're going to compare our fall map in the expectations table with our spring MCAS scores and we begin back how did that as we continue to focus on culture and climate we want to continue to look at the inter incidences and continue to improve I'm going to look at a decrease in suspended incidence of 10% or higher across the district so we're also going to close the gap between
our highest and lowest incident groups and really continue to improve our climate culture behavior across organizations to implement their social emotional supports from a process goal so again these are things aligned to our strategic plan we are launching our new k5 literacy curriculum and also 612 math important up there math training began in July Marilu see pockets weeding and readers workshop Marilla began an extra next week two teachers coming in for training well via well before the school year starts we're going to implement to provide sufficient guidance without more inclusive tensions and so will you implemented our promotion and marketing vision card I've got some feedback on some revisions that will be in the next presentation but then we also will look at Part D which is aligning our financial and operational resources and so
that part will be presented in September or October as we gather that data to continue those four presentations throughout the course of the year I will continue to lead newly important participation groups we're going to continue our work as we imagine Richfield and both pull the opportunities together that large community voice and we've also launched the superintendent strategic advisory committee and then also the extracurricular advisory committee which is meeting actually later this week opponents are going to continue that work I'm going to eat social emotional support system improvements so we have launched the safe and supportive schools groups was meeting to examine all of our policies of our practices we're recommending supports in every building and we're also looking at system alignment for our behavior and for some of the work that we're doing support
our students from a mental health and the social emotional perspective you heard a little earlier tonight we're looking to have the oversee our planning started our capital facility works so again most team meetings continue to occur regularly well they said winter for December and that may change as I revise we're looking for a launch study than our high school in December of really hitting the ground running with our capital facility would our looking to increase our support system so HR dr. Robey is continue to look and examine the level supports within our mentoring program we've also relied our to cut programs with from Sol evaluative and feedback come to any significant time in terms of mentoring and supporting to can continue supporting our staff from some of the ways that they've asked for additional ongoing
help and then we're looking to always expand and increase our I can rework and increase our staff diversity so we're looking at a strong recruitment and hiring process we had an instant classroom board training for our case for all staff that have an additional training to be completed with the first training for all of our staff this year building sustainability into the future and then also we have a team of staff trained through the Minnesota Humanities Center to continue to expand their opportunity for equity training in bringing wide-ranging voices and underserved voices into our community and then finally leading communications and marketing improvements and so we're in process of reviewing and improving our social media work you may have already noticed sort of the soft rollout of our district base book page which really launched
when our teachers and staff come back at the end of this month continuing to create more marketing big materials including a video and communication support and really doing a good job of telling our story of the successes and the things that are great they're happening within their field public schools some additional areas of data that we'll be looking at to analyze not just having implemented very successful we'll continue our district and superintendent survey which lunch is typically in the late winter to make sure rather than that feedback on how are we doing in each of these areas and what is our overall performance we continue to look at our market share and also the amount of enrollment applications we have to our districts are we increasing are those numbers not going the direction we would
like them to then I continue to look at our teacher evaluations and our staff evaluations of our trainings and then we'll also be looking act as an implementer under curriculum implementation beta to see are we being successful with launching our new curriculum that we're doing with our students we're going to take a look at social media work to take a look at our website and our Facebook page look at our lights to look at our clicks and to see how active we are in regard to people coming and gathering information from the work that we're putting out there and we're also going to look at two drinks staff evaluation data so as we look at continuing to support our staff is it actually resulting in onboard improvements and what's happening in the classroom what's happening
for our students so that was my first take at translating the conversation we had from feedback online met in cook with our strategic plan some of these are some of the large activities we'll be working on with our strategic plan over the course of this next year as we head into year four of our description or teaching plan and continued that focus based on the plan we laid out in collaboration with our communities starting when I begin thousand fourteen fifteen we're back questions were to be protected I wonder about mothers in all of these goals I am ready but of all the infant and what I love reaching over those and I think they make a lot of sense and I am I see about over with and feedback and it starts back but how
are we measuring that a year from now as well you see fear totally Alliance because I think it's that in the second draft that's what I would love to see is how are these things going to be measured so that we will actually know that on the front end and then I think this more detail on that last slide before questions so that that is fleshed out at the same level as the other process and strategic goals and again with the addition of that measurement question how will things be measured because I think we can do these things and say that we check that box about it necessarily feeling like a success or leading to different outcomes so that's the type of thing that's one thing we had also talked about how to kind of
flush out the partial meeting of goals because sometimes you can make some significant progress but not completely musical so as far as like performance reward and that kind of thing how how do we want to handle partial I consider halfway so I think that's helpful when it comes down to it and have it figured out in advance rather than this is not like a similar process to masters this is wearing again last year come so then we will take a look at our database measures super guard - how are we doing to the successful perspective including how do we know if we have met that goal and how do we go over your partially met that goal and then being very clear in terms of what those measures of success we can determine not only
are we accomplishing those adds it also allows us to look at and analyze that success or not as exciting not success of those goals bring it back on the 20th under the consent is there any discussion I move observance of the intelligent new emotion by mister is there any further discussion all in favor say aye all right maybe post the journals I so we will run to old business and board policy review we are going to review board policy of ipv6 gender inclusion policy alright so this is well listen to the third read this is actually realistically the second time we've seen the original Public Schools draft gender inclusion policy and so just as a reminder this was designed in collaboration with MSP a proposed policies also aligns the MDP toolkit and also some of
the areas that are expected and respectable by the board but also by the state of Minnesota we've got to supporting all of our students we worked with the attorney for our district um to craft a model policy and then have also makes a revision space on top board input this is to make sure that they are in full compliance with applicable law but there were also providing a safe and supportive and fully inclusive for students and all of our students regardless of gender identity or gender expression and so some of the changes that we have added what we do now that guidelines for you today because that's going to be simply lengthy process that specific guidelines on executive director Mary Clarkson and director of student services Christina Gonzalez have begun drafting I'm in collaboration with
our attorney some guidelines to follow this or some specific procedures similar to behavior policy we have overall district behavior policies that handbooks are then create sure that rely on tavella's so working on that they're also going to work with these states and supportive schools group which is a group representative of the parents staff and individuals from across the district to gain in voice super into that particular policy as we write those guidelines some of the specific changes if you look into section 4 in regard to gender transition we added language saying steps taken to support students during this time that we've done in collaboration with the student first then the parent with careful consideration given the student data privacy and consent then added if appropriate a school administration and so on and so forth basically
showing that the student needs for us to get consent from them prior to moving forward because their data privacy is based on the student and the student wishes and the students design someone at the end this each possible plan will be highly individualized and the plan will be developed again if there should be based on higher up in this process I planned about the collaboration with the student parent Guardian school principal director student support services and/or additional appropriate school staff so again that would only occur if as the beginning of that paragraph this be done with the collaboration of the student first through consideration different to student privacy and consent the additional and is in section 8 PE classes and intramural interest school athletics it just had a statement saying for participation at Interscholastic Athletic
teams this policy will not supersede Minnesota State High School League policy related to transgender students participation so basically what that is sharing and that we're shared by as a question from one of our board members is that if there are Minnesota State High School League policies one if we do not comply with those that you're not allowed to participate across a wide range of sports so we're just wanting to be very clear that we won't we won't expect their policies will supersede the Minnesota State High School so with that yes I will open that up for questions so it's a parent came to you continue the distillation so apparently the district to ask for support for their students but at that point you know I would need to check I believe at that point we
support the American on one on one with the parent org has staffed with the parents but unless they bring the submitted for a conversation with them and the students present sharing that information we wouldn't necessarily be fully approaching the student but we would only do that in collaboration with the parent present I think the policy overall the dance looks very good to me I think the one thing I had a question about though I understand why it's in here is you know that we would maintain only those practices that have a clearance on pedagogical purpose for gender based activities because I was trying to think of what those things to be but I understand that that isn't here in the event that there are faceless urges not in my brain but where that makes sense
the broader question that I have and maybe this will come into play with the guidelines but I'm especially thinking about if we approve this at our next meeting for example this will be in effect for this coming school year which I personally am very excited about and I think this represents a real change the new policy of these for our district and so what are we going to do to support our staff in understanding this policy that now exists and in them have the resources but they feel like they need to know what to do in an instance like the one that job just raised so that's not necessarily impression about this policy and I think it's just something that I would look to hear more about and apologies that this was discussed at the
last meeting when I was at it was not a couple of things so we have a several day orientation for our new staff when we go through amongst the agenda items our policies and so we walk through our policies with our new staff we distribute all updated policies and all updated information through my assistant mr. cards to all of our current staff I think the important thing to note is that what this is a new policy this section out of the practice and so I don't necessarily anticipate new things occurring through this particular policy this is just pacifying the things that we do and clarifying board policy a that we are complying with the legal expectations of supporting all students but it also kinda Phi's the belief of this organization of this school board is
that we will do our work to support all of our students and so okay well it feels like a significant change from a policy perspective it actually does not look like very many significant change from a practice perspective there are many cases within our district or there are cases within our district where students have already received the appropriate levels of support can be severe so I know like our bullying policy is in the Student Handbook like for the high school is this some we would add to that or is it not I'm just curious about if we out there as far as a communication piece also you will need to look at that the communications perspective I know the safe and supportive schools group is looking at all of our policies the implementation of them
they're reviewing all of our discipline policies and the techniques and things of that nature across the entire district and so I expect actually a lot of those to come back to the board throughout the course of this year as the safe and supportive schools looks at those policies looks at them from a vision of equity and realized all of those it will also be looking at what are the best ways to communicate and support our students and staff in the implementation of our policies and of our practices so all that to say yes we're going to need to figure out how to communicate both this and then also our current and future discipline attendance black region policy is dealing with these individuals will there be any counseling as to possible repercussions of this desire to
change our gender attendant it's really dependent on each student and each each particular situation so there are times where this becomes a conversation with a classroom teacher or with a counselor over the social worker or an administrator and there is conversation from a best-practice perspective about gender of transition but that those are based on individual relationships often a lot of the supports related to this involve family involve supports from outside of the school and only becomes a conversation for us when parents or students visit a clear imagine for a conversation the guidelines will help us absolutely and then you would want me to look at her add higher to Lenox leader and then that I have noticed as I reread Enterprise just prior to this meeting is what it didn't go in there is that
the superintendent or that the we will we will create guidelines to implement and so there isn't that statement where that it is and some of our other policies that have a guideline to it so we look at having that just had extra wording in there just to clarify that there are five types of problem when we bring this back for final approval business the ties resolution to approve reorganization alright so just as a reminder previously approved ties and took Argos to dissolve so there's a slight complexity to this so national current powers Alliance now known as source well as purchase guides based on an understanding of the members of ties will purchase the service for one year from them at the same price as ties was packed as we were paying ties so basically for
no additional charge the organization previously known as eyes was purchased by source well of which we are participating in for the next year we're purchasing our software products from them at the exact same price as last year the overall savings to the district was several hundred thousand dollars from having just left eyes concluded we also weren't in a position to be able and legally allowed to actually leave ties until July 1st of 2019 of which we are still able to actually lead this agreement to leave source well at any point if we are not satisfied with the service or the supports that we are receiving so to be able to do this work we are needing to have our board allow us to allow the ties group to reorganize and be able to be seen
by source water confirmed this does not represent any financial change to us in the business there is ZERO financial change to us as a district and this actually allows us to really committed to this because with this understanding source well was willing to purchase and basically pay off many of the debts of the tides member districts without us actually costing our district or taxpayers anywhere near the amount of money that would have cost good question makes [Music] so we are now customers not owners and so we can leave at any time from a source world perspective the directions to our teaching and learning team and our director of Technology are the expectation is that we will be completely able to stand on our own with or without ties or source well or any other supports
as of July 1st 2019 mr. Klain joined our organization that was the expectation to the 18 months to allow that to happen so that we work on the lying on any external groups that align to the exact time thing of our organization taking me agreement to send a letter that I say we were withdrawing 18 months is the expected timeline of withdrawal and so we really in as customers by taking this step of an agreement that we were already taking anyways and we will not be committed you on that time unless we love the service I'm a nice conversation with source well we're confused why we worked in love with the idea of participating in this and so they know very well that they are having to prove themselves from a service perspective to our
organization in fact we have not fully received the support that we felt we have asked for from times and so for us to remain in partnership with source well we would need to see a level of service that we would not see because otherwise when you purchase software directly from the vendor and figure out methodologies for support either ourselves as a district or somewhere else that didn't come with the negative experiences we'll be back press the step is anyone prepared to make a motion I will move the resolution as presented their emotion language brackets I think actually and this is a resolution so I will [Music] so we move on to the updated three go to position assignments all right so I spoke about this in the superintendent report briefly so there's 302 position assignments
I'm gonna give the background I've added three or one work chart at the same time so I don't have to talk about both so we have five new members of the management team just as a reminder Brenda Nielsen our new director of HR would say Joel military took a promotional position Mary Pat mesclun replacing and she'll be here on the 20th to greet you all hi replacing Jean Katie retired after many years of faithful exceptional service to Richfield public schools Patrick barrage director of early learning our place in Carroll hetner spent a long time in charge of the Richfield Bloomington partnership and then came to us to help us launch our program hi dr. Hyatt Carla Hines new principal of our middle school replacing mr. zanuck dr. Sam Reno was the new assistant superintendent Minneapolis
Hyman then on moving from Edina assistant principal and Stevens lucas's as the principal in the middle school to continue providing additional social-emotional or to all of our students and supporting all of our staff so that is represented in the position assignments in 2002 followed right after that in our graphic Margaret real public schools org chart like to make I move to the updated 3 over 2 & 0 1 in my mr. Ashley does Rocky is there any further on favor please say aye aye sure right you've got some wonderful coverage about this but we had a very exciting opportunity with the Richfield dual-language as we launched the elementary student size playground for our Richfield dual-language students where they have been playing on a very small playground for previous years and they worked extremely hard and
so we're very proud of the donation of the Richfield dual language school parent student our teacher student organization their pts so much to a 23,000 and $69 been building the school's new print playground and well that was their donation they also worked extremely hard receiving grants from the county an additional external financial support and I also support from my district in terms of watching the new playground so we're very proud of the work and thankful for our PTSO at the original bill Allegro school well that's it districts here in we ended up seventy-five double-check but I just another day because it is a big improvement my kids in preschool played on that same old Tiger found that they were playing on may have worked for many years raising the funds for that to work there
I just a quick on without me really breathe down the PGS cell contribution because of the funds were raised as part of the bond referendum for playground improvements of each other sites so it's just your contribution without from the original grant application and the PTO contribution went down with a and anyone like to make a motion to accept this donation we are disconnection this donation and we are close to the to the media they provide a lot of loving police playground out of them the keys won't even be live but said we believed what were students and [Music] is there any all in favor please say aye and and we will want to advanced [Music] all right so we're obviously in the quiet kind of a legislative season I just received recently a MSD Association
or metropolitan school districts asked for us to begin considering our top priorities and so once you anticipate that our coming meeting we'll be talking about our legislative platform some of its that we've talked about in the past and some of the things that we will continue to look for in the future so we can align our policies and requests in our platform to a MSD and also the needs of Ridgeville public schools we'll be doing some Network event for your coming news and information and questions from the board do we have to wait yes about rates that we have when we gathering did you all who have been working on in the past I think what we're doing at present so there isn't a MSD meeting before our next school board meeting what we found
to be successful common is continuing some of the work that we have been doing which is in the areas of special education process city but then also really listening to what are some of the significant topics that are available at the Capitol and some of the things where MSBA or Minnesota School Boards Association the Association school administrators are looking at as some of the key components for us to really focus our time and energy a lot of things also come into a little bit tighter focus there's a primary on this the 14th of August equity and so there will be some more information about what might be the top priorities of some of our likely lead campaigns for some of the major office positions and so that can also help us shape some of the
conversation we have typically finalized our platform in October November but we made it a little earlier this year as the Senate as the session starts again so especially across subsidy I would say for sure what are some of those other areas to focus on are there areas that you were thinking about that you would like us to the one thing I was going to share is just our intermediate district 287 partners as you probably know have been doing a large facility project themselves with the pretty much total renovation of a building that is now called at the end for our Education Center and so our support on that of course was was critical to them being able to make those changes to about facility that is in Brooklyn Center American Center and the ribbon-cutting is
coming up in August I know it is a bit of a distance for all of us here in Richfield but I just wanted you to know that that ribbon cutting is taking place on August 23rd at 3 o'clock p.m. in case any of you would like to attend there a ceremony to do sort of honor and murmur group dissenters named after and as a former 287 court member and then there will also be opportunities to tour the new building so you're welcome to be there and I I plan to be like an early-bird seminar to their summer seminar and it was on leave and mental health was very interesting in some ways it was really nice to see I think listening to other board members talk about their experience and what's going on the next
rules I could see just how far ahead we are and our district with the discussions in reimagine Richfield that we had where we the students were bringing we have you know things about mental health and that some of the things they were talking about that we're missing from other districts were like awareness and and issues with stigma and I really feel like that's not one of the main issue that those aren't the main issues that we have it's other students are aware and our staff are aware and I don't think the same stigma that you sometimes see or used to see is there because people talk about tomorrow when they parted was it very interesting with these information just as a reminder the athletic extracurricular advisory meets on Wednesday of this week at 6:30 we'll
be talking about a couple of presentations are dead here including carpeting and Lobos logo and computation in mascot pieces also as you remember probably the board policy 979 at the guidelines my accepting that one which would mean use of schools we've kind of put on the back burner for creating times we'll be addressing that with that group on on Wednesday to really gather some of that correct input on fees and usage so that we could really take next steps with that policy to break that back opera guys thank you everyone so we will move on to future meeting dates our next meeting is August 20th 7 p.m. it's our regular meeting of the school board with public comment and then our September 4th meeting which is regular school board meeting which will be after the
first day of school it is a Tuesday right and it is a Tuesday no you didn't but you just want to make sure that but it every Tuesday first in school the day after they do are there any suggested future agenda items just as a reminder cuz I've got mr. Paulus would ask we'll take a look at where we are in terms of anticipated enrollment to our applications look so we usually do that once in August and then we don't typically look at things on the first day of school because those counts are pretty tough but we definitely take a more formal look second meeting in September to talk about the students that have been there prior to or that later come so we'll be back with some information on and what we're looking like
in terms of applications in that nature now you just say that in the past but to have a document that outlines the general information that is tapped covered on an annual basis at the different meetings because I didn't bring that up because they knew we were going to talk about it but to be able to have that actually even in our board packet so public and community members can CEO it's going to be at that meeting that they talk about that instead of it needing to sort of come up when we know those are free it's a bigger motion to move to close [Music] how do we go into a session for echo she wanted so much of madness Rockies I mean Ashley so any further discussion I any opposed the chai and photo session
