okay I call this meeting to order it is 7:00 p.m. on Monday July 16th this is a regular meeting of the Richfield school board in attendance this evening we have members John Ashe Meade and Peter tensing I'm chair Christine Malick we have superintendent you now ski crystal Brockie is out and Apollo calls out and Peter or Tim paws will be arriving late so I would like to remind us of the Richfield Public Schools mission statement Richfield public schools inspires and empowers each individual to learn grow and Excel we will keep this in the forefront of our minds as we work together this evening so we will start with okay so we have we don't have enough essentially we don't have a quorum so we don't have enough people so we can't approve the agenda or

formally vote on anything so we will start with information information and proposals and non action items and we are we can discuss at this point but we cannot exactly okay all right so I'm happy today to share with you I fed a director Dave boy one of the things that we have been talking about is we look to communicate and market as an organization is the Spartan branding or the Spartan rebranding and so I thought Director boy is here tonight to talk a little bit about some of the things that he has been working on with a group of community members I'm doing some surveying and his goal tonight is to engage the board in a little bit of conversation and gather some additional broad-based feedback trying to get a we have consensus and then

also try to get a picture of where some additional information is needed so if that's hi mr. Bowie great thank you so I guess I'll start with our committee we certainly did as much as we could to get to collect on a wide variety of people in terms of different activities different sports different genders including alumni in there as well so we get a pretty broad base representation one piece missing in there with students we just struggled against students with their schedules to make it to our evening meetings had a couple show up we've got a couple more the edge up but we obviously want their voices so we included that with a lot of surveys that we did with them both in the high school school why are you ranting again as we talked

about better communication within the district within the community within the community we want to have something that we're known for and so we're trying to standardize their uniform colors I'll show you some examples a little bit standardized de Lobo on our uniforms put materials on a fundraising plug anything that represents Richfield appreciative the school's Richmond High School do you need to adjust the time so images that are high resolution anytime we get you forms anything they want high resolution things that they could put them on we currently don't have we think that fits that and so whatever we end up with we wanted to be something that we can share with people living in central pretty early in 71 a great company it can be done and done right and then just we have an

opportunity to update our image and say who are we what are we about it's this rigid deal to make sure that everybody's done and the third priority the communities once we have something that we're able to share it within so it becomes something that basketball or swimming or club's any way it wants to use this will have the option to use that we can share [Music] so the process we went through yesterday we work with VIP Brandon which is up we intruded to a contractor BSN so part of that contract was getting access to be happy grants it's a company that basically claim is $10,000 $10,000 work of where the work that they're able to do for us we met as a committee multiple time we did student surveys both at the high school and

middle school and then a lot of committee surveys in terms of back and forth with email to gather feedback so one of the reasons we wanted to standardize our color is the dissipative it quick run-through of our equipment rolling both up these three things we have different colors when you look around or just if you look around programs we have many different resins so we want to be able to say what is the Richfield red and clearly define that so again when we send it to printers we send them to get uniforms we've got something that we know is is our color pigeon will is any art that you see them can you look around you see a lot of different artists a lot of different things again you can see just from a sample

here there's a lot of different artists that at all in community and so again we have an art so simple we want to say this is our Ridgefield apart [Music] same thing with the smart hip or the sparking body or depending on which one look at it but we want to be able to say for the same reasons this is our smart and head this is our simple this is what Rivers instance so we start with a brand new company time looking at this and just to kind of describe the process of this company would do is we would kind of give them ideas David send us back some artwork and you would start that discussion in terms of what is it that were looking for one of the big first discussions we have if

the committee is do we need to do sparking I don't think there's an answer way there yet but at least we want to come up with what's an alternative what our options so you kind of look at different types of helmets we went to the students and then I get pull them dig these are not a fine products but if you got a choice right now would you choose a closed helmet open helmet or dilatation that was one thing that came out of the community is we going to get a sense of where the students are terms are they looking for change do they like our single what they want to consider something else again the close talentless and so again they would come back close comments we could take a look at those go

to me and go through the process of grand figure out them you for flying colors what's it going to look like and then we got to something along that so again talk about committee survey we go to lots of surveys back and forth like emails we just stuff later and we start with emails it kinda gets a lot and you know people start about an email for playoffs so we just put you a lot of surveys to get feedback and look at you know how do you feel about this being our new mascot we repeat left obviously got a chance to comment and so we built shortly this is this was kind of an element that pain is our number one choice and so from that you said what is our what is that global

what is that our mascot how's that going to look when we put it together and so again five different choices but people like what they didn't like we were fine surveys as we talked about surveys again you know none of this was you know no no this was everybody got bored there's a lot of different meetings in terms of you know what is it that like but we didn't like go through there's a little DET är so again you have to come up with six different choices maybe shows to the grades of the students when they looked at the are you know the number three was the taps which worked out because that's a are that I think we see the most dozen how quickly doesn't mean there's not other ours around but at least

that part matched up I think that was pretty straightforward and that has nice horse then students about to see the adult segment so just to go back to the boats so again you just kind of bring people back to where the discussion is on the local with that again a lot of different opinions obviously we had along that represent down there in terms of where they are in terms of I think their their opinion is do we need to change it off to be like the one that we have can we stay with one and all can we look at doing some of that in service came out of this in terms of is this really gender groups or does this really represent who we are isn't something when we say this is our symbol

and it's going to go everywhere this is really what we want and so again the opinions up there I say all over the port but we got a lot of different feedback good bad and why did you soul so what we what would want to come up with and what I'm looking for tonight in terms of feedback and discussion is kind of where we are you know where we are and it's rich enough where we need to go it is some things that are pretty clear is the color the cardinal there's no dispute on that we went with we are a Nike branded to school but so we chose the air cardinal red they came up with this so again if we go in this direction we have a red we can send that to

our printers we can send that to our uniformed people in they should run we have the our I think we have to be good consensus nine that's the idea right the committee certainly was the committee's choice that was the choice of the students again we'd see them reading I don't think that's I think the discussion is that we need to look at really what do we want to do with the you are capable wear out the in terms of that discussion do we need to change we need to change what is it that we're going to go with and so this is this is what came out of the committee but I would certainly say this is not our final product or anything like that so what we're going to hand out this depend so

we're done we're done over to get back from the branding committee is these images and these will have access to these electronically so these will be artists to do with these will be trademark these will be ours that we can distribute a lot we want to so again in the park playing we did go out to the community and say there's your basketball hey do you want this is your logo you've got access to that we can change anything within those banners for each of those organizations and so everybody has access to that when somebody wants to do t-shirts here it is here's what we can use we can send that to the printer so we make sure that we're there so that's that's what we want that's what we're done with it be able

to say here's our stuff here's the stuff coaches here's our stuff for the community here's our stuff for the advisors here's the stuff we do print materials these are our official logos that were to get disease their questions concerns things that might come up as we go again we're talking about the high school and it will school primarily right now because there are these part one possible impact of this will be is this something can we use this to spot knives at elementary schools right now each have their own individual mascot so in this discussion this is something where I look at as far as a member of here believe that me here elementary kids asked for the Spartans and our transition plan we're going to continue to use the same stuff that we haven't

know one of the concerns about rebranding is what is the cost of changing everything over we're truly trying to do this that minimal problem and you think that we have it firmly has a Spartan about we are not going to simply get rid of we are not gonna go cover up scoreboards we don't have to work because really we are going to take the stuff that we have and as we transition into new things in the natural life cycle that's what we purchase new make sure that what we had on there to match that look at score exactly over couple things be influenced we have a 48 uniform cycle we are not going it's leader of anything that that's the Spartan add-on it's just in the next four years we purchase new uniforms we'll make

sure the matches these things explore explore explore as well in the gym soldering the gym call that Sparta we're not going to get into scoreboards itself at some point obviously we'll need to replace the schools look at the site people want to have that there are simpler little Spartan whatever we choose to go on and so we don't look at it it costs you don't look at we're gonna do the biggest the biggest impact I think is going to be when we look at it or not and coming in the next two four years when we look at it really not a little high school we put things back together what are you going to use what symbols over two years will be like made a big impact have been emphasis on branding our school

and our community and we had the opportunity we put these buildings back together to do that as well make sure you've got these things decided so we know what simples colors things that we're going to use in that remodel so that's it so I guess all I'm at is that I think we're pretty clear on color I think we're pretty good with the art I think the last the last point this will be really together go and look at it though yeah advisor to maybe help you kind of get this out to a bigger community discussion up what is this what are we going to do with this bargain is there a need to change and if we're going to change what is that going to look like whether you can pass the bet so

questions comments what no one nowhere that we're at thank you school what does that mean we signed we when we live with VSM we signed a three-year deal and part of that is if we buy new uniforms quickly by ninety part of that is we get $10,000 worth of restock uniforms in terms of their part of that that way so if we buy uniforms if we buy warm-ups they need to be nice so it's part of that which we're buying anyways but we're good now just party buddy now is part of our contract work so one of the things checked about was community so I think some outreach to community and former Richfield you know rich milk graduates and things like that is important to me have we done that or is it just it's

let that curve on your committee the surveys essentially we're just two students all right now our feedback is simply the alumni that we've had on committee reach out so yes I think that's a big pieces I've heard from a few people and I've heard both I've heard I've heard pretty much everything you could maybe possibly hear on the subject but so there's a variety of thoughts out there I think we have the extracurricular advisory committee that meets on the 8th I think that would be a good group to discuss this with since they're all involved in extracurricular they're buying uniforms things like that also so you were kind of talking about like that's our logo and you give that to our teams and things like that I know for a lot of different sports teams

the students like the captains of the teams and the students will choose like apparel that isn't necessarily formal uniform but its apparel that they pick out an order it would that be required to have the same like across the board logo or is there more leeway as far as that like I would I would like get to be uniform I would like to say if you're gonna put us on harm this is the idea that we're gonna bundage field swimming you know it's like - I think that's part of the piece of creating an identity and hand going through and saying usually we are so look we're in the twin cities of the CDR you know that's - the GRDC which deal I think that helps I don't know if I would say you can't

start say somebody's buy something that's their element is there I'm like you know that but they were that access to that all the ssme is we we donate peccato yep Cheryl so the main site teaches yes here didn't we we really like you to do XYZ I have never seen anything the school I would fit within that but I think the cook and I think the coaches are on board I don't think my time talking advisors that way they like that but they they're looking for some direction I'd love to give promise when they buy t-shirts they people said back all sorts of sparking so we've got this one file and that's what they Emma this is something we can set it up and say how we like this what they didn't notice I guess

I am sitting here plowing through Spartan logos on the internet among decades it seems like there are also situations and and again I am NOT expert in the field of logos right but it seems like there are places where they have a helmet based logo and also a mascot that is separate so if I go to for example Michigan State Michigan State has a Spartan helmet as their logo and then they have smarty the Spartan and so it seems like there's also situations where there's global logo but then there are also little mascot they're separate or Sparta where's the Spartan helmet so something happy secret conversation in the extracurricular classes and I think Spartans are particularly challenging because they I looked around a little bit at a couple other schools and the ones I looked

at all had at least two that popped up when you just google them I think amber Grove Heights and I can't remember the name of the other school that I found like that around here we maybe also want to make sure we don't get too close to what another district well that's part of this trademark this will be our Spartan wolves so it'll be uni that's part of going through that it's not simply going to the video and a we like that unless make that one visible this will truly be on me this will be our logo that will be unique to us that we related I think there's I think there's a way to again continue to honor the legacy to tradition and well nice perspective on changing them and be the change and

but also have enough cute little who are we that's practices so that was another question that I had because I certainly respect the desire to maintain some canoe be with treetops for another additional me not that there is one traditional zard although it seems like maybe it wanted this bit dominant but I mean obviously we have like on the vision fires even we've got we've sort of established with our letterhead with this particular Spartan and my lettering and so forth so anyway it was that was part of my question was I I totally get the benefit of poverty and we got excelent wonder is there room for is there room for someplace you know some venues where the history it is appropriate and some mu square the kind of modern uniformity and then I guess

I don't know the answer to that it distinctive maybe get feedback [Music] this is the next point years time in community you've got booster club president and vice president there's a Booster Club for all sports or is it just football would what is the Booster Club we just have a Jesus I'm sorry Sheila gets a few of these in Towson so they're the quarterback I'll take apart a supporter Peck look but we have these things my surroundings you represent I don't know what the Booster Club with Japan I should say that's the key so just so I can hear it out loud so my understanding is we're talking about two different things we talk about a standardized read which seems like there is relatively solid consensus that cardinal red and there is the paper or

super details in the presentation looking at scare that's our it seems like there is consensus on it higher so we don't have that same R for all of those pieces and it sounds to me like there's some additional information to gather in terms of where to go from a local mascot perspective you say what I'm hearing here and that's what I heard from Davis is intentional said you'll see by the way that's not in addition bed what these did that I would love to get feedback from the professionals on is the lettering style with our a notary mm will be presented with that first go but you won't go around on the logo was different and so that again would be good to see uniformity there so when we mean given that that our lettering

style is one that is well accepted to the community maybe we could also have that same letter style reproduced in pain and all the fighters are pretty good like we kind of did in Richfield with all of that that will snap the top shows they like the guard in terms of them they put that out there not intentionally so I'm gonna take a piece every back in terms of that conversation gun we would be introducing some element of non-uniformity well it's kind of a I would like to see more some of that brought to a larger group like you're saying for as opposed to very small otherwise let's have a conversation about vision carrots and reporting our progress real quick before we start I'll share that on polical had a personal emergency and she won't

be able to make a claim so it was unexpected so we hopefully will have Tim's sounds good alright so vision parts are reporting up fragments and so let's talk a little bit about what these retards are you know as we've talked about any my goals for this past year we did a great deal of development in regard to vision parts and vision pilots are on their way by reporting our progress on strategic plan strategies goals actions and activities they can also serve as a public accountability system in a way to remain focused on their pathway herbs is to recall support we wanted to talk about how do we report the things that we're doing and how do we really look at before any things well beyond test scores graduation rate and how do we be

retracting a broad-based perspective upon the things that we have so what we did as a leadership team of the entire management team members across the organization was a work of expert eating plan to create vision parts for each of our strategies and so just as a reminder first for teaching plan we have four strategies in there we'll provide challenging relevant to engaging educational opportunities for all students that will increase learning and to will positively promote a trio public schools number three will provide a welcoming healthy supportive safe and caring environment and number four we will acquire the line to move financial operation and technology resources to maximize our organizational goals petition cards are is that is that they are presenting on a cycle so what we're going to do as part of this year as

we begin now reporting from the database that we've worked out we're going to create a calendar of the cards to be developed and then to be presented tonight we're gonna actually present will possibly promote for its real public schools now the second one that we'll be working on be presented in early fall will be strategy for we will acquire online human financial operational and technology resources to maximize organizational goals and then as data becomes available continue to follow with our other vision cards the other thing to keep in mind are those parts of is this database final and no because this is our first time through what we're gonna do is as we present them will obviously review the cards and try to determine what our most important data points are will continue to read

work review organizational goals will continue to determine what our top priorities will really learn more about the areas that we as an organization you as a board and our community was the measure and be able to report back to the community so here's our first swing at vision cards and so this is vision Part B which is strategy B and our strategic plan passively come up with field public schools with inner vision carts and the slightest I lecture shows a spreadsheet that shows each of these in a little bit more detail so we're going to be back up on the web mr. boy and we're gonna kind of go through the visual and the spreadsheet at the same time so within that strategy there are really six areas we try to pick as our top

measuring points ranked in five different aliens from one of two five level what we decided is intervention or something we need to specifically attend to a high concern level two baseline or sort of impact is that level three progressing as level four envision what we really want to be to be a high performing organization is our level five so each of these focus on some of the things related to our strategic plan and our actions and activities to possibly promote Richfield Public Schools trying to enhance engagement recruitment retention of students families and staff so you'll see any eventual total number of new pre k12 student applications to the district so this is a new measurement they're trying to figure out how to capture the market rate appropriately and looking at what that would be one

of the things we really wanted to focus on is really talking about promotion in this particular pieces how do we promote in a way that attracts so one of the data points that we have mapped in the past but we will begin keeping and really pay attention to be square those total number of new applications of new people to our district our yearly nations so once we gather that needs the data this is one of the things that we'll find out as we go on there areas where we don't necessarily gather data to happen in the past we kind of felt there's a management team that we showed it so this is gonna be something that we will begin tracking and continue to track to see how we're doing from an overall attraction perspective I

see only one of the names you look at is overall retention of our students so we do have students how we retain our students what level do we contain if you'll notice our what level do we retain the second on our spreadsheet we decided that under ninety three percent would be intervention after one above ninety nine percent would be our vision and right now we're performing at ninety seven percent retention so we break that as a three point nine or at the higher end of our baseline I'm not quite to that closer to vision progressing level because we still want to get a little bit higher of it but that is where we end up from that perspective we do an annual survey each year with their parents and their parent engagement so parents reporting

that they would recommend regional public schools to other families we decided to range in between 65% of the low end intervention an 80 percent or above high level for vision our current performances at 67% so that's an area that we really wanted to focus on we ranked that at two point seven right in between in that sort of high concern area and clearly something that we've talked about our support is we think about communication marketing and customer service I saw early on that same survey looking at stakeholders reporting the original public schools is promoted in a positive manner something we obviously has had significant conversation about as a board looking at our needs to communicative market differently to support communications as we look to add communications to our organization it's no surprise that this is

an area that we are already actually creating an intervention in this area by adding communications to our organization looking at 70% or above and right now that is sixty seven point eight or area and also probably why we have decided that that's an area of focus to really there because in 1819 school year we also wanted to look at participation rate in extracurricular activities comparing our current dated to our past in and what surrounding districts are seeing that if we were in the low 30s we would want to be intervening we're looking at wanting to be at or above 50% right now we're right in that new tech baseline range at 42% or somewhere with they were considering based on something that we want to continue the growth but not an area of high concern

and then an excellent having to deal with community education something that actually has significantly increased already as we've taken over our community education organization looking at 2800 or below this is again looking at our current data and then also looking at those last couple of years would be an intervention level thirty four hundred participants or above would be an area to celebrate and vision and right now we're looking at 30 98 from 27 8027 2017 2018 I'm putting us right in the middle of that baseline area or something that we feel okay about then something we want to continue to work at so what we're trying to do with our vision parts and each of our each of our strategies will have the set of areas the set of measures that we look at so

we'll have larger on sub areas because we have more activities within that strategy and some will have fewer than so we wanted to try tonight just present one on our vision chart show the board what it looks like so a community whether it's like and continue to refine our our analysis of our performance and we will look at that wide range of things for trying with an expert eg so with that mr. Boyd can you scroll back to the visual and we'll just leave that up on the board that's the board for any questions so I like the overall design in that I think it gives enough information for that overload in terms of this kind of level I have some I have some kind of a the leads questions with our measure of total

number of new pre-k to 12 students so we percentage so we're calculating that by taking the of the new students for a given year hey what's taking what is that as a percentage of the whole enrollment for that year something that we would do at over 1 so we're looking at the total number of new applications for the district overall and then we would compare that number to next year's number as we look to attract it so this would be a measurement of attraction and so we'd be looking at where we are as a baseline how many people apply to our district and then trying to increase that number as we look for promotion attraction perspective in the areas of measurement so what I wanted by getting that from participate from a calculation perspective what's

the and as a percentage what is the denominator and that percentage calculation is the denominator total student population for so another thing so when I was assuming as that we were taking new students for the given year 15 and then dividing that by total students for that year but maybe I mean I can see that you would look at that kind of trended over time right so at present what might be confusing at the moment is the percentages in the spreadsheet yes so what we have numbers of the other areas we can look at that imagine that we have a thousand new applicants to our district that would go in the baseline level and then as we look at this zero to five percent increase a thousand fifty four next year would put us at

level four progressing and a thousand one hundred or more would put us a vision so kind of increasing that number okay I see I am understanding there and then each year does the year before become the new zero it would be yes okay so here so here's my question yes so how with that with that method of coming up of the calculation how do we sort out what you might call sort of natural population growth as opposed to families actively choosing I mean how do you ever many families actively choosing but with me from a marketing perspective always thought but as we have a certain number of residents families here in the district a certain percentage of them are choosing to involve their children not in their field of the schools how they wanted to

see that number go down so there's there's some possibility that if we have let's say we have a little a little mini baby boom and a give them here and that pushes a high level of new kindergarten enrollment then those kids hit five that could artificially inflate our desert I guess that's well then so that's something we shouldn't look at the measurement methodology that we get and that in terms of that it doesn't you're right it doesn't currently as devised take into account growth of Richfield population as a city or shrinking original population rise to the or you can add or ze for the birthrate right that's what was the perfect okay what was the basis for which international values would determine how did you decide that 93 percent the other one is that's efficient

versus 92 percent I'm a lead we try to do the best we could based on Kannada and based on trends data of what does it look like in the past and so we felt that for example if retention of students draft to 93 percent which would be lower than historical that would be very concerned we've had some rates that have been floated but as an entire organization we we tried to figure out based on past history what would be really that conservative number for us on the bottom and then what would be high achievement based on what has been seen in the past where things would really exceed what our current expectation is of that system generally absolutely so the one who leads others go again yes as I know everyone is just really loving

all this man so again I just I'm curious about how how we're choosing the numerator adopt numerator and denominator for calculating this guy so if we have an October 1 count for 2019 which carries a religion retention I am Chinese and we have our code one count the following here so this might have a juicy answer to you mr. huge my question my question is harmony basically so are we only tracking are we tracking this on a student at the individuals good level so if if we have it's possible if we could have hundred kids enrolled in grade four in 2018-19 and 100 kids enrolled in grade five and 1920 but they're not the same other kids so other words that our retention is not a hundred percent even though the number thing might have

to rely on mr. whole G slightly on this one I do know that this does a state calculation methodology for student retention I don't believe it is exact same student to same students yeah he's within grade and returning numbers that next year so your retention service which is what we looked at in the past making the assumption that that without having huge turn up [Music] oh very because we would still want to know what people are mean the point is finding out if people are opting out right we would still even if we didn't measure that in this in this little box in this situation that's still a number we would want to know all right so you'd like us to look at at any measure for st. students sort exact student count retention will

say like student to student if Peter Tech seniors and ourselves it's right that kind of that would be interesting to me and I know I know how I would do that we do have the ability to measure that so we can look at so again taking you back a couple slides these are finalizing these are things that we presenting at we are already presenting a wider range of data that we've seen in the past the minute there are areas that would be of significant interest to gather additional pieces obviously as you can see we've committed to visual it's much more easy to have the conversation than the spreadsheets are so out here it is looking at applications and figuring out some way to look at that as they can actually reverse Brayton population and then

also adding something in regard to st. student to stage student retention to see how we keep our successful okay thank the best bit and I really do everybody appreciated from heaven communication tool I think if attacks yeah I'm excited to see the rest as they were allowed yes and so as has become my habit we're going from the easier to be more complex and so the reason we have a financial component is very super easy data in regard to those strategies that we are able to roll out and then things become more complex as we move forward you'll create a calendar and as we really learn in this next year as we present this when our dear really roles in batsmen will become a regular presentation of reason so these will be guys on representations

of each card on a yearly basis if not a little bit more than that with the pen as we learn when does our day become available as we do this strategic plan working as we do our presentations I like the color thing to that secre makes it just so easy to just look at a picture nicely done now I realize this fishy card is for promotion and retention can we get some I work in market share as part of this so we were looking at that I hear conversation with mr. Hollis about that we can certainly look at market share it is a very complex figure as accident as I've been working on my dissertation I've learned more and more about market share complexities in market share are pretty overwhelming it looks at putting it

into vision part C as a possible which is welcoming healthy supportive safe and caring environment we've also looked at it as putting it into this vision card here's the the the catches and this is something the board would have to think about are they of all the measures that we look at sure may or may not be an accurate measure of performance from us as a district a couple of complexities are is that working on my dissertation there are currently 55 districts that are more diverse than state average of those 55 district 10,000 students or over 10,000 students are lost by those districts on an aggregate so when you take open enrollment in an open enrollment out there's an overall loss of 10,000 students within that group of those 8,500 students are white students and

so there's a significant transition of white students and a large number of students out of the diverse districts or districts that are more diverse than the state average to other districts within the state so all of those every district is a large open enrollment loser in that category but the large group is a wide range of open enrollment moving from an American perspective similarly districts who are higher in poverty and districts are more diverse than the districts around them or the surrounding schools are also significant losers in open enrollment districts with charters that also happen to be less diverse than the district itself happened to be challenged by open enrollment also so there's some pretty significant open enrollment factors there are well outside of the control of your your public schools that make that very

complex number that's that if you do want to examine that at that conversation we can certainly look at that as a data point to talk about and given that our conversations about the the other two have student population statistics do you feel that those would give you lend some kind of market share concept I guess I don't the one reason is we've got the pre-k to feed into us I guess my concern is hot needles kids we keep forward leaders okay retention retention over top of that as you get up right now sort of alum here so we will look at how we would add something from a market share perspective and see what that might look like the fad any other questions about four things to look after to ask for this one [Music]

so I think since mr. Paul's has not returned or is not arrived yet and go to take a short recess until we have a corner okay it's meeting back to order we have covered information and proposals and non action items and we will now actually move to review and approval of the indented noting that we have we have a motion by mr. tensing a second by mr. Ashe made is there any further discussion all in favor please say aye any opposed the chair votes aye and the agenda passes so we will then move to consent agenda is there any discussion on the consent agenda or is anyone prepared to make the motion no the consent agenda I'll second so I'm a motion by mr. Ashe me the second by mr. Paulus is there any further

discussion I am I am just looking at I'm just looking at item for a for a 8.1 it looks like the expectation this is santori's on our VCU accounts and the expectation is that these would be updated annually is that correct Craig yeah the optimization of the signatures that depository comes is updated annually because of the changes that are BECU this year where we have created the people that had to be removed yeah thing we got to do a separate resolution this paper RBC use this thing so there changes either drops her after that that has to be done in you okay now we review the depository become something any business okay that's because I obviously you know we like to say we got into a situation we got some pretty outdated yeah since I

just want to make sure that we were going to be okay so we have a motion by mr. Ashman in a second by mr. Paulus all in favor please say aye all right any opposed the chair votes aye and the consent agenda has passed so we will move on to board policy 586 gender inclusion policy all right so we are looking at gender inclusion policy we will call this the secondary participant of the first second read as we reviewed last board meeting gender inclusion from a larger legal perspective we also looked at what a couple of other districts have presented and we have now created based on the model policy ideas policy 586 draft one gender inclusion policy includes more like most like all of our policies of purpose to ensure that we have a

safe supportive environment for everyone policy statement which includes definition of gender components including a sign gender gender expression identity identity disorder nonconformity and transgender I'm clarifying about the prohibition of bullying harassment and discrimination clarifying about gender transition of school names and pronoun usage dress code gender segregated activities rules policies and practices PE classes and intramural Interscholastic athletics restrooms lack rooms and changing areas and then also privacy and obviously as we always do we have our legal references and then our cross-references within our policies and so the goal tonight is to review this knowing that we will come back to this in August's twice and ideally trying to pass this prior to the school year beginning so with that you've all had a chance to read the policy accomplished looks very similar to what I did

last time but also integrated some of the best practice components that having their gender inclusion policy we were able to bring this forward to tonight for a first read right first secondly this pencil case may be I have a few comments I'm trying to open everything here I noted a few things in in section 4 where we talked about transition and say that the administration staff will work with students it is and Families is that provided that they request it I mean we it's not up to administration and staff to determine if students have families neat work along these lines correct correct because we look at that in the language okay you're right I just wanted to understand what would happen if the student within this policy who was you know had not approached staff

or administration or the family is not how did we propose living up to that they're worried um also you know I just want to be clear that item six on dress code you know if the moment we pass this requires a concurrent immediate review of the whatever dress code we have for to purge of pronouns or to align it with with his neutral pronouns as possible yes sir the city secure schools group is working on policies I believe they have already started looking at the attendance policy on the truancy policy and they will be reviewing an extra phase first on their agenda by reviewing the dress code and things can actually all of the behavior procedures for all of our buildings are being reviewed by the safe and secure schools group throughout the course of

this year and interest clastic sports when we reference that you know we have a requirement to adhere or comply with whatever like the state high school accounts and I know that you know they they may have a policy that agrees with ours and they may have a policy that that is in conflict with ours and it and we don't get to decide you know well depending on how we vote later a lot huh State High School League that we you have no option on that you either participate in the State High School League and their rules or you don't participate in athletics so just want some nuance around that little review the Minnesota State High School will you get in that area and lastly um when we talk about privacy you know the extent to

which you know - did - does the privacy extend like Sophia doing do we maintain privacy the student who was a minor even even to parents it are there circumstances in which we would we would protect the students right to privacy or does that you know I imagine there was just a right to privacy even for a minor if we if we have a concern about health or safety I imagine that they you know it takes something extreme like that I mean there are parental rights of course but we have we have obligations for safety for the students as well so I just if there's anything we could look into along those lines we will review that to the guard to FERPA and Minnesota Government Practices Act and also also privacy regulations thank you on

part on section 3a the parent education and training regarding the issues addressed by the beach than in place for that and we have optionally right like your procedure or a process that goes along with these policies so I want to be sure that we were working on something like that so we have this in place before enact the policy so that things that kind of don't nothing gets dropped and then the second gender transition that school so we talked about tailoring the gender transition plan to individual students and this it's a very personal specific things like that makes a lot of sense but also I'm having a process ready to go for that a plan and maybe like a checklist system so that we make sure that we are you know checking off every step

and meeting the needs of those kids and I know there's the mdh toolkit that we can use maybe as a guideline but just to make sure that we have that on our our trainer look at that I had a question I just want to clarify what the Tim was making and that was a specific two section as well so typify screaming correctly you're talking about how we identify students who are transitioning right we was I understand you correctly to say that they looked at the burden of identification with the student or was i understanding that there might be a share it's not clear to me right so this is its it what we say is school administration and staff shall work with any such students and their parents guardians to identify which steps created necessary

conditions to make the transition experience as positive as possible so it suggests said that the administration the staff are going to reach out and and bring up the topic perhaps without the student or family bringing it up yeah and that's possible I mean I just want clarity on that is that is that the intent that we want staff to you know we have outreach workers we have others within a building who could be supportive and and maintain you know I just I just want to know is it AB de to see that we're gonna call home or you know talks about pull a student aside and say hey would you like this help and you know we run the risk of the students saying I don't know what you're talking about you know this I

want to talk to you know like so so what level of introduction of the topic is this of the burden or not burden but the the idea that the idea would come from the school side first without it being requested or so or sought out yeah so it's it's I mean it feels like it's a it's one of those scenarios where there is there is potential for the transitioning students to come to the attention of school staff without necessarily actively seeking it out but through some less active mechanism and the I think basically great saying is that we need to we're thinking about how we didn't want this part of policy we are also kind of currently thinking about the privacy aspect of the policy correct correct if you correct the student you know it

as written I interpreted us that the administration or staff could pull this to the side for conversation that the student finds unwelcome or unnecessary what the family finds unwelcome or unnecessary right because it would be reaching out as written that this staff shall provide you know she'll work with the students how do you work you know how do you work with someone without telling them without informing them that of of how you're working with them or maybe maybe it's possible you know that so I'm hearing we go back and clarify how we determine partnership with families and what what goes into a partnership with students with MIT students and families and making sure that they're aware that the vols even exists right because coming to my mind is that we basically school administration staff shall

work with any such students and their parents guardians based upon the students individual needs to agree so making it clear that they that be right that's correct yeah correct yeah I mean I do whether that's the final wording or not that that's a reasonable start well we would never use such terms we but but this but right you the way it is written we run the risk of set you know my concern was that we run the risk of staff or someone on staff introducing a topic to the student that may be unwelcome and they they may interpret it as what why do you think I need this home yeah and it could create an unwelcome an environment for that student now whether you know they think they could feel as though that they're handling

it privately and don't need that assistance or they could wonder why you're asking them in the first place yeah you know anything from 0 to 179 degrees right yeah so I just yes I'm sort of some sort of as Peter suggested something I this you know if you assessing the needs of the student why put you know what makes the environment all supportive of them okay so you have some work to do in that no that's good we will work with that feedback and try to leave that our language for read number two these we will move on to new business and the Minnesota Department of Human Rights of agreement all right so we are looking at joining a partnership with Department of Human Rights and up to 43 other public school districts all working

collaboratively in regard to disparities in school this discipline related to students of color and students with disabilities apartment of human rights is working across the state to try to reduce exclusion from school in terms of discipline and suspensions for our students currently 19 districts have worked through agreements with the Department of Human Rights and are trying to partner in a way to do this work in a creative and innovative way for us we've been working with the Department of Human Rights to craft an agreement I'm looking at the things that we're doing and so I'm presenting to you some work that we'll be doing over the next three years most of the things we have already been creatively an equity based engaging in trying to engage our students and deep relationships trying to create positive

learning environments and positive community-based environments for all of our students I'm really looking at a plan too much like we're doing in our state's and supportive schools committee I've continued to improve the culture and climate of our schools reduce discipline incidents and make sure that all of our students are as successful as possible in school so with that I will leave it to you for questions about our agreement and our plan to work collaboratively over the next three years with found on the district's Department Human Rights I don't have many comments of him to say that as I read through it there was so there were so many things that we had already introduced as part of our plan to where we were already young we're already under way and so you know it's it's

while not exactly the kind of publicity any district wants I noticed the list of those who have already come to agreements are pretty much any district with sizable populations of diversity and so we're caught in the same net as everyone else I'm not saying that we don't you know if there's not something we could do better but it seems to be a common occurrence as you said 43 district that's probably you know we could probably guess 25 of them just by going around the seven-county metro and and choosing the districts with diversity so and then basically it's reporting to them well you know the things that we're already doing even the results as we think about what we've talked about over the last year you know we are already old implementing some additional increases in

our social-emotional learning for our students for implementing interventions across our district and really focusing on the area's sort of that next step of our strategic plan to continue to improve the culture and plan of our schools and yes you're correct we're doing a lot of the things that are successful strategies and successful practices and as we continue to get better at those we were excited to share part of the other districts as we do this work together where you know if we have this is what piece you know specifically call that within our teacher plan might be appropriate for so as you think about vision part three which were being later with the see that's actually about creating a culture and climate we're all we're all belong and there are a wide range of social

emotional pieces there is discipline data within that vision part there are things about engagement and positive ways and things of that nature within that card and those are things we'll be reporting back to the board and then also share with our districts I'll second motion by mr. Tintin yes I could find mr. Paulus is there any further discussion all in favor please say aye aye any opposed the chair votes aye and the agreement is approved so we will move on to the 2018-19 membership in minnesota state high school all right so a yearly basis we approve our membership in the high school league this is just required as part of being a member just as a reminder this does not change our league for next year or our conference for next year that's something in

0731920 this is just remaining part of a larger organization of the state high school in common so this is a resolution and this is something done in the summer on a yearly basis and as I've asked every year and the answer is always the same if you don't do this you you really won't have any town and a Scholastic Athletics right you won't find anyone to partner a play with we would end up in the intramural high scrooby Atlanta we have a support which would be wildly unpopular in some circles so I will move is a resolution I'll move the resolution it's presented so we have a motion by mr. Paulo so second by mr. ash mate is there any further discussion this is a resolution so I will pull the board mr. tensing I

miss Danny but mr. Collins I and the chair votes aye and the resolution passes and when I move on to the bus lease purchase resolutions and mr. Holden thank you earlier this spring the word authorized the lease purchase of 165 passenger bus and 277 passenger buses based on that authorization when I'm financing for those this resolution is requesting your authorization to execute all of those documents that are social with that lease purchase the second page in here gives analysis fear to responders for financing this year American capital produced in some of our financing in the past as well to Kansas State you can see that American capital became in lower total financing cost over the 77 years is forty seven thousand six through six when Kansas states the total financing capacity is 56 thousand that's

the financing component of it and then you can see what those annual payments are in the past we've talked about financing continues to be the best option as we move forward we continue to evaluate that on a regular basis you know what's the available funds in a given year we think next year will be a better time to start to move to a purchase option or look at that a little bit deeper because at this point we're interesting that we won't be doing three full size buses at that point but this year just with financing and we're from allocations are and where things are in that path of continuum we're seeing that finance in this way as well these crates do a little higher than what we traditionally need so we do extra high percentage

over goes a couple years ago last year we had so I guess with with that as a if these are the the financing institutions that are presenting that you know those rates is that is that something that would match um you know these the only potential underserved what we do on an annual basis is we have various and we've kind of stopped that out we did have one Wells Fargo also responded that they weren't able to meet the qualifications for specifically as far as the seven years in arrears which is another piece or continued look at right now because we have things on the cycle for financing it's our recommendation to stay on this path for at least one more year and then knowing that market is going to change and of some reserves we

have kind of been looking at how do we put aside for capital purchase like this so we're painting as you go or pain and one time and investing for the future there's a as you go where you're paying for that tight great that you're using that and then earlier this spring we presented all the information about what the history I'll second so we have a motion by mr. tensing a second by mr. pollicis there any further discussion this is a resolution so I'll hold the board mr. Denton I mean mister palace I miss chair once I and the resolution passes so we will move on to another resolution the vehicle lease purchase resolution and this one's a little bit different the first resolution is a tax-exempt financing piece this does not have that same tax-exempt

status so this financing group doesn't require the same authorization it's not a seven year and things like that the board didn't previously authorized these purchases as well this is brought back because the year these vehicles is no longer available we had a 2017 and we're pursuing those are no longer available at the state bid and so we've kind no longer 2018 but to the patient is no longer available on the state bid so we did go out and seek art piece for that and its associated with that based on that information we're recommending some of the other than who previously had that state bid contract so that's why we're bringing this one back to you tonight this is at least financing through grand villas of being pretty you can see the financing terms it's a

couple hundred dollars statement when you factor in the cost of the vehicle and then the financing terms of it exactly matches to what we want for ambulance has an extended warranty that our facilities Berman would like to pursue as part of that piece and so that's an added in two thousand five hundred seventy dollars on that replacement that is a seven year extended warranty some associated with that so based on the terms and staffing they have requested that for these two trucks to say yeah I'm going to move I was starting to think about but maybe this is something for our later because it was healthy for later conversation so I'm intrigued by what you were sort of alluding to about our ability to move forward to being able to sort of clean insistently that's

how you learn about that but that would be very different so I will move the burgers I will second we have a motion by mr. tensing a second by mr. Collis is there any further discussion this again is a resolution trouble for mr. Pollard the chair votes aye and the resolution passes thank you Miss multi we move on to donations all right there you go so Richfield stem school received 300 $39.99 and donations from the Wells Fargo community support campaign from these donors Dennis Cox $180 Patrick stone $119.99 and Emily Barrett's $40.00 additionally the Spartan Foundation donated six thousand seven hundred dollars to the district to be used as follows microphones for the theater department $4,500 student leadership $1000 and equipment for the athletic department $1200 we're very thankful for a supportive community in our

time builders know I would just say I'm the board liaison to the Spartan foundation just to highlight that you know we they get a lot of publicity for old scholarships you know it connected to the Athena award and the Spooner award and I think it was as many as 25 seniors this year received some scholarship across a range of education options in the future whether it was four-year school two-year school technical trade first you know it Awards for kids first generation their family to full or hot you know for college education kids who've overcome some significant obstacles and things like that this is yummy they seem to be sometimes they're painted is as to too narrowly as as having sort of an athletics focus when they really actually have a focus on all the activities

that we offer in the district as well as so many of the kids with when you factor in how they have those awards are given up so the theater department is a nice one to highlight that's what you know as well as the Leadership Program that that's within there you know so it's it's not just the athletics department that they support so would anyone like to accept these donations okay I'll move that we accept the donations with gratitude sofa motion by mr. policy sent in by a minister actually all in favor please say aye any opposed the Chairman's aye and the donations are accepted we will move on to advance planning and they legislative update miss do you know this game all right so we're in the midst of the summer so there's not a

large legislative update however a MSD as a member of the legislative and executive committees we've begun the conversation around AMS the platform for next year so it's a good time for us to begin thinking about our Litchfield public schools platform for next year and what are the things that will be on our TAC legislative agenda just as a reminder will be a budget year which means that the legislature will come into session in early January and so it's one of the longer sessions and so we can also reflect on whether or not we want to continue our February meeting with our legislators or we want to do that in late fall and do that prior to the legislative session or as we have historically done kind of both on this year in the shortened session

we met before the session and sometimes we meet early in the session so it's important for us to begin thinking about that areas for us to focus on obviously that continued work around special education cross-subsidy or the underfunded component of special education last year all groups that I can come up with in regard to education Minnesota Minnesota Association of School Administrators I Minnesota School Boards Association all and a wide range of others all rallied around special education cross-subsidy and so it's probably something that we will continue that conversation around and then as we reflect we'll also look at some of those other areas that we will want to have a conversation about to put on our top priorities as a board you know just to make sure that I agree to call you my recollection

is that the summative rating system didn't make this that was in the bill that was vetoed by the governor and so many of the provisions that were out there there are conversations things that we were pleased with the things that we were also concerned about all ended up decoding that in the governor's overall budget we did have one of our top priorities move through as we were talking about solidifying and state pension fund without it directly impacting classrooms and that actually went through the Ways and Means Committee in the taxes side of things so it wasn't directly coming out of the education component so it will not directly impact the classrooms they've taken specific bipartisan steps to solidify the future of the I would have a definitely advocate for proactive with earlier meeting with our

legislative delegation traditions that will have some new faces in their group well it's a certainty reflecting that question that come obviously if there was an election in November are you suggesting before they receive it in January or early January we will look to do that so information and question to the gore [Music] one quick update for the board I was nominated to be on the Executive Committee of Metro II CSU on one of the other organizations that we are part of that does work across the metro area so I have one more year in the executive committee of a MSD plug down I anticipate being brought forward for the executive committee of Metro VCS you another consortium are part of joining their Executive Board I would just mention the the urban what is it urban

well then half marathon and 5k is Saturday July 28th that's before our next meeting and it basically benefits with like Nature Center who is a huge benefactor of field trips for all the kids in our schools so they provide three field trips a year for grades kindergarten - I think fifth or sixth grade so at no cost to digital school so it's a great benefit for our kids and I know a lot of teachers and Richfield community volunteer at that event and I'm sure if you have them you could volunteer to give water to runners unless you actually want to run a private key baby so they still are taking registrations so it's a great event and benefit to the schools if there's nothing else to remove on to future meeting dates Monday August 6

at 7:00 p.m. a regular board meeting and also Monday August 20th we will have two august meetings this year to kind of ramp up for the start of school and the August 20th meeting will be a regular meeting but also with public comment are there any suggested future I will also be not here for the August I'm here so because we do if necessary I can arrange some sort of Skype okay good to know yeah yeah we'd have to get the video available so that everyone can see us and we could see you with notice I'm sure I could pull that off not to those who have to look at it you small screen kind of guy so that also brings up that we will have some things that all six of us will need

to be here to approve for mister before the start of the school year so do we think I'll check with the with Paula and Krystal but does everybody else think they'll be here for the 20th I would have to check my work phone which I don't have so I don't know all right well let me know so we can kind of make a plan for it but that and I'll check the following crystal so if there are no no further future agenda items someone could make a motion to move to closed session for superintendent evaluation and negotiations update so moved never motion by mr. pollicis and if I'm mr. Ashman is there any further discussion all in favor please say aye any opposed the chair would I and we will move to closed session for

superintendent valuation and negotiation updates after a short recess
