010this evening we have five people that have signed up for a special communication request if you would like to be one of them you can sign up and submit a form at least five days in advance of our meeting ten speakers are allowed to receive up to four minutes to share comments if there are more than ten requests a lottery is conducted to to determine those ten speakers speakers may not allow a lot their time to others and we use a timer for public comment and will remind speakers when they have 30 seconds remaining we expect speakers to finish their remarks when their time expires people are also reminded not to share complaints about specific employees or make inappropriate comments opinions shared during the public comment portion of the meeting do not necessarily represent the

011views of the school board or the district the audience is expected to remain calm civil and not disrupt speakers from being heard speakers when you come to the podium would you please state your name and your connection to the school district our first speaker this evening is david bester good evening hello i'm david bester and i live in the district so that's it um and i just wanted to thank you guys for letting me speak uh and encourage it's an encouraging word to that we would uh maybe love one another i'll start out by quoting a passage from the book with which has by far the most copies ever printed love is large and incredibly patient love is gentle and consistently kind to all it refuses to be jealous when blessings come to someone else

012love does not brag about one's achievements nor inflate its own importance love does not traffic in shame and disrespect nor suffer seek its own honor love is not easily irritated or quick to take offense love joyfully celebrates honesty and finds no delight in what is wrong or unjust love is a safe place of shelter for it never stops believing the best for others love never takes failure as defeat for it never gives up love never stops loving what a wonderful description of what love is there's some further passages from the world's most quoted book and the book translated into many languages and it states this and by the way i added some things for clarity if i were to speak with the eloquence in earth's many languages and in the heavenly tongues of angels yet

013i didn't express myself with love my words would be reduced to the hollow sound of nothing more than a clanging symbol and if i were to declare god's words with a profound understanding of god's hidden secrets and if i possessed unending supernatural knowledge and if i had many college degrees and impressive titles and if i had the greatest gift of faith or passion motivation and leadership skills so that i can move mountains but never learn to love then i am nothing and if i were so generous as to give away everything i owned to feed the poor or spent money others entrusted to me without the pure motive of love i would gain nothing of value this wonderfully inspired book which contains many principles on which our great nation was founded also proclaims that god

014is love it seems to me the more we take god out of our schools or even deny his very existence the less genuine love there is and it's in its place strife division and fear let's take the good books timeless advice and pursue love and enjoy the unity and peace it will provide and since this trusted book says god is love the two would seem to be inseparable so let's pursue this god of love or at least give our students and faculty the freedom to do so and even encourage them to pursue the god of love and not discourage them from it let's pursue this god of love who according to the good book the holy bible gave his only son so that whosoever believes in him would not perish but have eternal life let's

015also learn from the timeless wisdom that comes from the experiences of experienced parents who have raised their children by following this god of love and life and not rely exclusively on the ever-changing formulas opinions and standards that come from the viewpoint of the educated but inexperienced it's a choice i myself choose life i myself choose love i choose jesus the son of god not as a religion that could bring fear and division but as a relationship and lifestyle that brings love and life that's my choice let's give the parents and their children the freedom to choose thanks [Applause] our next speaker this evening is meg katzen i often need this to be readjusted yeah probably the smallest person who's going to talk tonight if you don't mind that my name is meg katzman i've been

016a resident of egan for 21 years now by way of my background i'm moved out to the minnesota area where i was asked to start a child life program at children's hospital in st paul my entire professional career has been working with children and families whose children have life-threatening illnesses i worked at children's hospital in saint paul for 17 years and then i went on to become the ceo at ronald mcdonald house charities in minneapolis for an additional 16 years just so you have a little bit of understanding of where i kind of come from and what my professional outlook is what i wanted to address tonight was the the i've been listening very carefully during the school board elections during the past year and i've heard a lot of discussion a lot of concern

017a lot of arguing about the teaching of either critical race theory or more about racial discrimination and equity and i want to bring you a perspective that's a little bit different i want to kind of get out of our own community i want to speak a little bit more as a jewish person who spends a lot of time in germany i pre-covered would go to germany twice a year for some business and i grew up in a family that had many family members who were killed in concentration camps a lot of our family was devastated and i grew up with a little bit of the feeling of don't trust the germans don't buy any german products don't buy a german car don't buy german appliances because you're somehow would be supporting what nazism was and

018when i went to germany i have to tell you if there's one word that i would use to describe my feelings in being there it was validation i did not feel uncomfortable i did not feel suspicious of german people and the primary reason was because germany has completely embraced its history and its past for the last 100 years there is no hiding of what happened in world war one world war ii or the holocaust in fact german schools teach the holocaust in every single level of classroom different topics obviously you're not going to speak about the holocaust in a high school setting the way you are in an elementary school setting but all of the curriculum is tailored to the age groups and i never felt discriminated against in fact the fact that a country

019embraced its history and some of the ugliest history in certainly in our lifetimes and in my parents lifetimes and my grandparents lifetimes the fact that it is so completely embraced there are and a commitment from the government and on the school level to not hide anything there are no monuments there are no statues to anybody from the german government in world war one world war ii the nazi flag is banned in germany because it's a symbol of hate every single german student by the time they reach what would be the equivalent of the sixth grade visits a concentration camp so there is no hiding of anything in fact when you walk down the streets especially in berlin there are these little brass pavers and they're called stumbling stones and what they are is they list

020any person from the house that you're walking past or the location because maybe a house has been replaced with a business now but it's a paver that says the name of any person who was taken from their home and brought to a concentration yeah you're four minutes up thank you [Applause] our next speaker is diane shuster good evening okay i'm here for student rights my name is diane and i have two children attending school in the district i'm here to ask the superintendent chair and school board if district 196 students come first as the word say on the district website what i have experienced the answer is no actions speak louder than words i also want to know if all paid district employees are required to be accountable for what they say or do that

021involve students are high-profile district employees exempt from being accountable superintendent there is a paid district employee who works in the district office who yelled and said many negative things about my children this employee has never met my children and does not know my children i have asked before if this is acceptable professional behavior from district employees i never received an answer does the school board believe this is appropriate superintendent at our august meeting i asked why the employee who made the decision to shame intentionally show negative treatment to my children for months was not present at our meeting your response was they don't meet with parents i'm an educator i and all educators are responsible and held accountable for the treatment and decisions we make regarding our students it should concern everyone here that the

022superintendent was not interested in hearing this employee's explanation to me for the mistreatment of my children my experience has been that high profile employees in this district are put first to protect their integrity students who have been shame demeaned and intentionally left back do not seem to be a concern for administration or the superintendent parents entrust teachers and coaches to treat their children fairly with respect and dignity superintendent do parents in this district have a voice to ask why their child was treated without respect and dignity and get an answer not from my experience i'm still waiting for an answer when i asked about the negative treatment of my children i got a shrug of a shoulder for an answer i shared this with administration administration belittled my observation i have told administration because of

023the repeated negative treatment there was an attitude and behavior change i noticed in my child administration's response to me was we don't agree are those appropriate answers that show employees have care and concern for the student my child threw out all the clothing that has the name of the school on it and she will not wear any clothing that has the name of that school does the mental health of students matter social emotional learning no not one administration is more concerned with protecting the integrity of the employee do students come first no i have presented lots of facts to the situation to the district administration yet they refuse to look at them why because they can't give me an acceptable explanation as to why my children were treated the the way they were no one

024will look at the facts i have and give me an answer but administration's response without looking at the facts is your facts are opinions school board you consider facts to be opinions i've been told by administration we have discussed matters that had not even happened yet how can you discuss something that hasn't happened when i question that i got no answer i reached out to three school board members to help so there could be an impartial meeting only one answer back and that was after a second attempt but then i was told i tried but i can't help you why superintendent are parents in this district allowed to have fair just and impartial meetings with paid district employees my requests for impartial meetings with the employees have been denied many times why superintendent chairperson and

025board members is it your responsibility to listen to both sides of an issue and look at the facts or just the district side who does a parent turn to for help in the district the school board claims they can't help me get a resolution we will sweep the parents concerns under the rug look the other way and say nothing happened and then the parent will go away thank you diane [Applause] our next speaker is elizabeth congo quinyano good evening i forgot to give you that thingy with my name on it but my name is elizabeth mukanga kingoina all right sorry next time so my name is elizabeth mukunga kingoina i'm a resident of apple valley i grew up in apple valley and i am a parent of two one of who like goes to school

026in the district so i wanted to extend a thank you to the board and the staff of my child's school and on their covet operational plan i'm sure you guys get way too many emails we're all aware of how much scrutiny you've been under i would not trade places with you for a second but i do want you to know that there are people who are grateful families who are grateful this year so far we've had four cova notification in my daughter's classroom one of which was very very close to home as i sat at home and panicked called my daughter's school freaking out trying to figure out what to do call my dad who is a retired doctor and my go-to for everything panic related trying to figure out where to go to get

027my daughter my niece and my nephew all three of who are in the same class and we're all exposed tested but i was reassured that there were tests on hand for us to take home and use which i didn't know maybe i just wasn't paying attention but i didn't know so thank you for providing those tests for families thank god the mitigation strategies are working we still haven't gotten it in my house my child can keep going to school safely what i want you guys to understand having an immunocompromised child is not easy earlier today we found out that after two years there's still not a bone marrow transplant match for my son and it sucks and it's hard and every day is a blessing and every day there's fear and every day there's hope

028and although that people say that there's no covert risk the risk is real and the preventive measures take a little bit of the edge off and give my family a little bit of peace and so many families like mine i don't have any statistics of how many immunocompromised families there are in our district i don't have a number or a percentage of how many parents lie awake worrying about their kids getting covered in school but i can say that you have 100 of my gratitude your plan is effective your plan is working you're all appreciated thank you for working to keep all families safe because that's what we elected you guys to do when you're doing it so keep doing what you're doing [Applause] thank you that closes out our special communication request for this

029evening we'll move on to the items of the consent agenda under consent this evening we have the minutes of the october 11th 2021 regular school board meeting we have the minutes of the october 28 2021 special school board meeting we have the minutes of the november 2nd 2021 special school board meeting we have gifts grants a treasurer's report for september 2021 summary of claims for september 21 schedule of investments for 2021 revenues and expenditure reports for september 2021 personnel employment agreements assurance of compliance and an agreement with the city of eagan for fiber strand use with that are there any items that the board would like to pull this evening seeing none i'll ask for a motion in a second to approve the items on the consent agenda second we have a motion by section

030a second by cory to go ahead and approve the items of the consent agenda all in favor indicate by saying aye aye opposed thank you that passes on a 7-0 vote we have no items of report this evening and we have no items of old business we'll move on to new business under new business this evening we have the attendance area adjustments for the high school middle school and elementary we'll call up michael balsani and steve trone this has been our continuing work for the last month and this is our new business this will be not be a voting item this evening it will go to our december 13th meeting so this is the board's first reading of this all right thank you good evening chairperson magnuson superintendent krieger and board members you are right

031that this has been a focal point for us for the last month and even years before we'll talk about the timeline that goes back and i'm michael balsone i'm the director of secondary education i'm here with steve trone the director of teaching and learning and we come before you very humbly we know that this is not an easy decision we know that this is an emotional topic it affects families directly we've looked at this issue upside down backwards in every which way and we've taken a lot of different types of input through electronic form through emails through phone calls and we've had several iterations of this plan so we're going to propose or give you a recommendation tonight based on all of that input that thinking and our current thoughts and so an overview of

032what we'll cover tonight includes the purpose and rationale the process parameters the current and projected enrollments of the schools involved the process and the timeline that we're following community input themes recommended attendance area adjustments the phased implementation plan and then enrollment options and so the purpose and rationale really include three things and the attendance area adjustments are needed to provide relief to current and future overcrowding at rosemont middle and rosemont high school to maximize the use of available space at other schools and to and to help address the district's long-term facility needs before seeking funding to add new space so let's talk about the parameters we were charged by the school board to develop recommendations for attendance area adjustments that maintain similar size schools at each level elementary middle and high school responsibly use the

033existing school spaces that we have and then phase implementation to allow students to finish at their current school so let's look at the two schools that are creating the impetus for this the first is rosemont high school its current capacity is 2115 students and its current enrollment is 2 000 approximately 2445 students there's 675 freshmen in the ninth grade or freshman class and just to give you an idea that's not all the students who live in the attendance area there's actually close to 900 898 freshmen who live in the freshmen who live in the rosemont attendance area they all don't go to rosemont high school some do an introduce or transfer to east view and other schools as well classroom space at rosemont is being used at maximum capacity and the enrollment is projected to

034reach 2660 in the next three years and then continue growing second school is rosemont middle school its current capacity is 1180 students and its current enrollment is 1220. similar to rosemont high school the projected enrollment is expected to reach 1335 students in the next three years and then continue to grow after that all right so let me talk a little bit about a projected study that we had we recognized that we have a long-term that we do have some long-term facilities needs in this district and we have an attendance area adjustment that's only part of the solution so in 2020 we commissioned demographer hazel reinhardt to provide five and 10-year projections and so that first bullet up here is actually the 10-year projection looking through to 2030 and when we look at that the projection

035includes 2 300 more total students k-12 over half of those students 1300 of them are in high school and the majority of the growth is projected to be in the current rosemont high school attendance area in the southeast part of the district so it's not spread out evenly geographically across our communities we have a district facility steering committee that's developing long-term plans to meet the needs for additional space due to the continued growth beyond the or beyond the next two years to 2025 and then into 2030. so here's the process we went back all the way to july 2019 over two years ago looking at and having an initial discussion with the school board about the need for an attendance area adjustments as the first step of a facility's needs process about a year later

036the school board endorsed the process for tennessee adjustments as we were moving forward but decided to postpone the process due to the pandemic in july 2021 the administration restarted that process of attendance area adjustments and studying the issue in august we communicated that process in the fall spotlight newslight news spotlight news letter article and that brings us to october in which we share the proposed adjustments with families and staff we held information sessions at three different schools and then provided online input form for families to give us feedback so we received over 380 input forms that were submitted these come from the community and some of the themes are up here on the board here they were highly emotional and personal experiences strong connections between our families and schools families mentioned that the adjustments could

037break up or will break up friendships and current athletic activity affiliations for some the proposal felt rushed a short-term fix and they felt the long-term plan was unclear some mentioned programming a current school not offered at proposed schools with the changes two examples of that would be mandarin chinese language and marching band some older neighborhoods or residents of older neighborhoods felt that being moved felt that they were being moved so newer and future neighborhoods could attend rosemont high and rosemont middle school some suggestions included extending the implementation from four to six years allowing all middle school students to finish at the current high school that they're expected to finish at now we also had some suggestions to expand sibling preference to all current students k-12 with the rosemont high school graduate sibling in addition to

038the to that feedback we also had about a fourth of our comments submitted supporting the recommendations to provide overdue relief and overcrowding they acknowledge the space problem of too many students in this particular attendance area both the middle and the high school and they may have not wanted or they may not have wanted their area to be moved but they did appreciate a phase implementation some enrollment options transportation being provided for a number of years and a sibling preference option and so now i'm going to have steve trone come up and talk specifically about the recommended attendance area adjustments good evening chairperson magnuson superintendent krieger members of the board steve drone director of teach and learning i've had the pleasure of working closely with uh director balsony and partnering with him on this process going

039back to 2019 in the conversations with the board in the subsequent years and especially since august or since july as we've embarked on this process here and uh and and michael's right that we have we have dove into this um every which way but sideways really to look at these numbers and to be thoughtful about um options and also um the listening to the input that we've received i'm going to walk through so michael talked about the process and the charge if you will in the parameters i'm going to walk through and highlight the four attendance areas that were focused on at the high school in the middle school and one small elementary section that's aligned to that and then also talk about the net effect or impact um if these changes were to be

040to be phased in over time and then we'll end with talking about next steps and and open up for comments and questions so the first areas to look at are the four areas being focused on recommendations for high school attendance area changes and again in a few minutes i'll be able to talk about the i guess phase in parameters and some changes that have been added to that as well so the first area um is the area to directly to the the i guess the far northern part of the rosemont high school attendance area here marked as attendance area one um we looked at in general areas that were on the i guess periphery geographically of the attendance area for rosemont high school to the north the northwest and southwest areas that were again on

041the edges so to speak the recommendation is to over time shift attendance area one from rosemont high school to eagan high school and for each of these areas we looked at the data in terms of who are the students in that that live in that or reside in that area in high school level what school do they currently reside or currently attend uh what percent of those attend rosemary high school what percent attend eagan high school or another school we also looked at longitudinally what are the size of the classes beneath them and we also looked at the historical pattern over time in terms of the percent of students attending again rosemont high school regan high school so we did that for each one of those areas kind of a parallel process a deep dive

042into that data zone two attendance area two that we're recommending to be shifted over time is an area which is encompasses valleywood golf course in an area directly to the south often times referred to as huntington as one of the large neighborhoods in that area the dividing line in this case is between rosemont city of rosemont and city of apple valley and so recommending that that area zone two shifts to east view high school over time okay to zero in here just a little bit okay zone three and zone 4 are the areas in the far southwest part of rosemont high school's current attendance area i'll jump to zone 4 first and work my way back towards rosemont high school so the proposed recommendation here is to transition the students in zone four over time

043to apple valley high school and then the students residing in zone three to transition that over time to east view high school i'll talk about the net effect for rosemont high school and the other schools here in just a moment okay i'm going to shift to the middle school attendance area map and for this explanation it's kind of same same but different there's some parallels to the high school in terms of aligned areas but there's also some differences and i'll explain that so with zone one for the middle school attendance area again aligning with the rosemont high school recommendation that i just shared the recommendation is to shift over time that zone one from rosemont middle school to dakota hills middle school so that is a vertical alignment for those students zone two encompasses the

044high school zone two which i referenced earlier about valleywood golf course in that area straight to the south aligning with the city boundary however it is a larger area and i'm going to pause here and kind of explain with the middle school attendance theory if we want to provide relief to rosemont middle school we can propose a shift north to provide some relief and then the other alternative is proposal shift to the west and the school that lies directly to the west of roseau middle school is scott highlands middle school the challenge with scott with that scenario is that scott hines middle school is basically at capacity and will be growing slightly and so we had to develop a solution to meet the board's charge that would essentially shift students out of scott highlands to

045make room to shift students gradually into scot highlands so it's kind of a double move if you will so zone two for the middle school a part of it aligns with the high school change but it zone two basically the scott highlands attendance here that um is north of 140th street the proposal is over time to shift that to falcon ridge middle school falcon ridge middle school is under capacity okay so this would in part free up some spaces scott highlands it does not shift for the majority of that area does not shift their high school attendance area but it does shift their middle school attendance area and then if i go down to i'll skip to zone four and come back to zone three zone four aligns with the high school recommendation and shifting

046um over time the recommendations shift zone four to valley middle school and again that frees up space at scott highlands so by zone two and zone four shifting to falcon and valley middle school that allows for a section of rosemont middle school's current attendance area to shift west to scott highlands that zone three we were careful looking at this area zone three that proposed shift does not change their high school alignment it just shifts to scott highlands middle school which already scott hines already feeds both rosemont high school and east view high school so we're mindful of that also zone three also keeps intact by making this shift it actually keeps intact students that are attending east lake they'll shift middle schools but that they will stay together and their high school stays the same

047so we're trying as much as possible to be mindful of vertical alignment as much as possible knowing that again the charge was to reduce the overcrowding and then do that we had to free up some space at scott highlands so that became a little bit some extra steps in that process if you will i mentioned earlier there was one small elementary piece our charge was not to adjust elementary school boundaries however in working through this the high school zone two and the middle school zone two using that apple valley high school rosemont high school dividing line as we look looked at that closely we discovered that where there was one small area i believe there are two students in it right now one middle school and one elementary student we've spoken with the families but

048there is that small red triangle you see in here that is actually in the city of apple valley currently in the shannon park attendance area this area at the secondary level is being proposed or recommended that it shifts to falcon ridge middle school and east view high school so along with that we're recommending that that small area be shifted from shannon park okay to diamond path and if we don't make that shift that is though that would be the only there's one student element that'd be the only area out of entire shannon park enrollment that doesn't have that you know that would be shifted to pelican vision east view and all the other students at shannon park elementary except for that one student would be in the rosemont pathway so we proposed that we'd use

049that same city boundary okay and align that vertically so that's the one elementary recommendation we're making i guess one other thing to be mindful of too even though we've given a couple examples of trying to keep elementary schools i guess together but 10 of our 19 elementary schools feed more than one middle school and i believe majora most of our middle schools um not all but i think believe four of the six feed more than one high school so there are in our district patchwork if you will there are multiple pathways but this was one situation where it just seemed to make a common sense to align that for that one school because of the the difference in one student compared to the rest of the enrollment okay i'm going to go back to the

050slides here for a moment okay so that's a quick overview of those areas both at high school middle school and then also at the elementary level so the next i guess logical question is what is the net impact of this okay as we look at the students in all these areas combined at each level so i'll start with the areas rosemont heinrich middle which was our original charge here looking at making this shift and now in sum total there would be 600 students over time shifted out of the rosemont high attendance area however during that same time rosemont high school is projected to continue to grow within that their attendance area so it's not a decrease of 600 when you go out four to five years at the end of the the phase-in period that's

051been recommended the net reduction for rosemary high school would be 345. so instead of being in as uh where they are right now the 24 or 2450 the the projections that with those two factors combined the roseman high school would be at 2100 and again if we do nothing the projection is that roseman high school would be at 2600 at that time and continuing to grow so with the at the end of this process roseman high school would be brought just in line with their capacity and knowing that it's going to grow over time okay but adjusts and then it positions us for that growth rosemont middle school is very similar but on a much smaller scale and again our middle schools generally are at a 12 1100 range and our high schools are over

0522 000 so it's the same dynamic just at a smaller scale so the net result of the rosemont middle school shift north and west would be a shift of 180 students okay but again rose middle school is projected to grow during that time period so those two factors combined the net reduction would be 80 students with a projected enrollment of 1140 which is in line with their capacity and again being positioned to grow after that scott highlands middle school again is is that's that whole idea of that double move of moving students to make room for students and the the net impact of the shifts for scott highlands both shifting out of scott highlands and shifting in the projected roman be 1170 at the end of the phase in and they're currently at 11.60 okay

053so they're projected to grow slightly okay and so we're shifting out as a fair number and then growing at about at about the same rate during that time a quick summary of other schools that would be receiving students at the end of a phase in apple valley's high school enrollment due to this process would grow their attendance here would grow by about 100 students eagan high school by about 100 students east view high school by about 400 students and i need to pause there okay because at first glance it's for some some uh people might say wow east view high school is full right now as as to my perception how could they accept 400 more students in their attendance area so a deeper dive into east view east view high school actually has 30

054percent of their current enrollment that comes from inter-district transfer so within the district and or open enrollment okay and historically in the recent past that's been that's been the case another piece with eastview high school is their current attendance or if you look at the students that reside in the east view attendance area and you compared to the students that reside in the rosemont high attendance area east view's attendance area is about half of the rosemont high school attendance area so the net impact of this is that east view high school would be brought their attendance area would be expanded to be more in line i guess with the high school attendance areas i mean we do that gradually okay and their their uh projection is that over at the end of this process you

055if you move out four to five years that east view high school instead of having 30 percent of their enrollment inter district transfer open enrollment it would be dropped to just under 15 okay so again doing that gradually over time because the students are already there but that'd be the net impact is that they have a larger attendance area still have some inner district transfer and open road being projected but um over half a drop up by over half of that the students being added to falcon ridge middle schools project to be 100 students and then valley middle school 100 students valley middle school of stem would still retain its status as a magnet school and still would have enough space to take magnet students outside of their attendance syria as a part of the

056mission of that school but they would have a larger attendance area under this plan and then dakota hills middle school attendance area would grow by 65 students so we talked several times about a phased implementation this was one of the original parameters set forth by by the board so we're going to walk through the phased implementation um and it began the recommendation is that the changes begin with the fall of 2022 so the 22-23 school year next year we're recommending a four-year phase in for high school and that would impact students in grades 8 through 11 currently a two-year phase in for middle school impacting grades six and seven currently and then sibling preference options and there's been some adjustments to this which i'll highlight specifically based on some community input so a couple scenarios

057here just to bring that to life a little bit okay students under these recommendations students are currently in grades 9 10 and 11 attending rosemont high school could choose to attend their new attendance area high school or remain at rosemont high school through graduation with transportation provided to either the new science school or rosemont high school in line with that current eighth grade students could choose to attend their new attendance area high school next year or attend rosemont high school through graduation with transportation provided as well a few more scenarios as we move through this current sixth and seventh grade students could choose to attend their new assigned middle school or their current attendance area middle school through grade 8 with transportation provided so they could finish out their middle school career at that middle

058school current fifth grade students in line at these recommendations would attend their new attendance area middle school all right sibling preference enrollment options the recommendation is that students in the affected areas could attend their current attendance area middle school or high school if they have an older sibling attending that school at the same time a couple examples a current seventh grader with a sibling in ninth grade at rosemont high school could also enroll at rosemont high school in ninth grade two years from now when their sibling is in 11th grade and the idea is that they would have shared academic time at that school for that family transportation would be provided for two years at the middle school level for that sibling preference and for four years at the high school level but the sibling

059preference would extend until that student that example would graduate from rosemont high school i mentioned some adjustments or expansions of the sibling preference based on input we are recommending in line with the input received we're recommending that the sibling preference be expanded to current kindergarten through seventh grade students in the affected areas with a sibling who graduated from rosemont high school or who would or will graduate from rosemont high school based on the other options being explored so for an example if there is a third grader let's say and a sophomore they would not have shared academic time okay but we are recommending that that family be given the preference okay under a district transfer to um i guess to follow through and have that younger sibling okay attend and graduate from rosemont high school

060transportation would not be provided for that third grader when they're going through high school okay it would still be with that four year piece because there was a cost to that okay but it does extend to situations where maybe there's a student has already graduated or would graduate and then there's a younger sibling that stretches past that eighth grade past that eighth grade mark okay and there's no shared academic time one other adjustment an expansion of enrollment options is in regards to the mandarin pathway okay currently in the district we have mandarin exploration study at diamond path elementary and at two of our middle schools rosemont middle school scott highlands middle school and two of our high schools rosemont high school and eastview high school okay in the proposed area for zone 2 at the

061middle level there's a section of diamond path elementary school that would be shifted to falcon ridge and to east view falcon ridge does not currently offer mandarin okay it's a small number of families but we're saying we're recommending that in students in grades three through five who are currently studying mandarin they make a choice in elementary school currently studying mandarin at diamond path and who reside in that specific attendance area that's being shifted to falcon ridge that they would have a preference option of having inter-district transfer to scot highlands to continue their mandarin study they would still attend east view high school in this recommendation because east view does have mandarin so it's not switching their high school but it does adjust for preference to strengthen and continue that magnet pathway that we have in

062the district so those are two adjustments that have been made recently based on community input all right so next steps we're here this evening november 8th presenting recommendations as new business for the school board's review the plan and the scheduled plan is for us to return on december 13th with final recommendations presented as old business and at that time requesting school board action if this moved forward and is approved in december families would be asked to make enrollment choices for the following school year and that's significant in january of each year at all of our high schools and then also on the heels that all of our middle schools families are asked to register for classes okay there's also the inner district transfer process that that follows their lines during that time as well so

063to stay in line with the registration process the staffing process the enrollment process for each of our secondary schools that takes place on an annual basis we would be asking if approved that the families make choices in january okay so we can make um planning at all of those secondary schools and bring that and bring that to life for the students the families the principals and the staff so with that i'm going to pause at this time and michael and i are here i'm happy to address and answer any questions that you might have at this time we'll open it up for public comment as you know for agenda items listed under reports old business new business and other action items we allow seven speakers to each speak for two minutes will the members of

064the audience who we might have more than that this evening although you can always get us on email there will be a listening session but are there how many people would like to speak this evening one two three four it doesn't look to me like it's over seven so why don't you if you'd like to speak this evening why don't you come over here and cali is going to help everybody get lined up and we'll see if we can get your questions answered yeah go ahead and come on up yep you can come up thank you i feel like i'm waving people around thank you go ahead you can just introduce yourself so we have your name good evening my name is mindy hill i'm a parent of a scott highlands sixth grader and a

065parkview elementary third grader this directly impacts us the parkview elementary school area is literally being divided in half so there is no respect for that linear pathway for my children the vertical pathways are to be you know respected based on what i've been hearing but even if zone 4 could be joined with zone 3 and go the east view path that would save a lot of heartbreak for my family and for a lot of the other parents in zone 4. thank you thank you okay go ahead i'm sorry thank you i appreciate the time my name is tim johnson our family is located in zone one we bought our home in 2005 and we had the idea our focus was to have our children graduate from rosemont high school it was very very thorough you

066know investigating in the schools and where we're going to put our our children we have two boys a freshman at rosemont high school and a fifth grader at red pine um our irish roots have been cemented in our community through all of our activities we've been along the road with our children our boys have looked up to neighbors who have had the opportunity to have the path their path go all the way through rosemount high school they looked up to these individuals as they've excelled in their academic and athletic achievements we appreciate the the opportunity to voice many of our stories are similar but you know following the footsteps of those other neighbors is very really critical our fifth grader who has learned of this potential option of being uh removed from his path uh

067to follow our legacy or his his brother uh his other neighbors and siblings has broken his heart um coming off a cove but our children don't need another social an academic challenge for a fifth grader being around his friends for six plus years is important for his personal growth no other friend has that he's schooled with or has been active with will join him in this move keeping our family together and allowing our families to continue the irish legacy is critical for our children's emotional future we are asking that you approve the family legacy sibling preference for those children k-7 that have siblings currently in rosemont high school thank you thanks tim and next up thank you hi good evening i'm jessica casper i am a teacher at rosemont high school but tonight i'm talking

068as a mother of three children in one of the affected neighborhoods for the boundary changes i'm requesting that the board and district administration consider allowing our current sixth and seventh graders in the affected neighborhoods to be given a choice to what high school to attend a choice between their new neighborhood assigned school or rosemone high school essentially allowing them the same choice that is being afforded to our current eighth graders in the proposal as support for this i'm going to quickly walk you through what our current 7th graders have went through the last 20 months starting in march of 2020 their fifth grade year and their elementary experience as a whole abruptly and unexpectedly came to an end because of covet they never stepped inside their elementary school again beyond the academics they missed all

069those closing ceremonies that helped with that transition to middle school but you know they're resilient they moved into sixth grade looking forward to this new experience into sixth grade they went through multiple learning methods between hybrid and distance and hybrid again and then back to in person finally at the end challenging situation to say the least but again they were able to lean on their community and keep moving on then comes the excitement and anticipation of finally getting back to normal this year in seventh grade but once again that has changed suddenly as covid cases begin to surge at the end of summer they once again prove they are resilient by leaning on that same community and continuing on even with less than normal school year and began to settle in just a couple short

070months into their seventh grade year they're told that the community and connections that have built over the last eight years those same things that helped pull them through the last 20 months yeah those are now unfortunately going to be taken away through boundary changes and they will become members of a community a new community that they have never or have no built-in connections with yes children have proven how resilient they are but eventually there is an end to this resiliency i understand changes need to be made but please i'm simply asking that you provide the same choices to our sixth and seventh graders that you have extended to our current eighth graders allowing those to choose to continue on their path to rosemont high school all of their choices and decision making have been stolen

071from them thank you jessica hello hello uh good evening my name is bessie erickson and i am a parent of two district 196 students i address some of you at the listening session regarding the school attendance area adjustment but tonight i'm going to address you on behalf of my son who is a sixth grader at roosevelt middle school he could not be here today because he is with his hockey team participating with all of his friends that he has made over the past seven years they are the only community that he has and they are all irish based he put together a statement that he would like me to read for you my name is zane i am a sixth grader at rosemont middle school i want you to know that switching schools to eagan

072would change my life in a big way i would have to leave my friends because they all have older brothers and sisters in rosemont i would have to leave my hockey team which is the most important thing for me i would basically start over with no friends at school and this would be hard because sometimes i have anxiety thinking about losing my friends and teammates sometimes make me have panic attacks i want you to think about kids like me when you make this decision please let 6th and 7th graders be able to choose which high school they can go to for me that choice is rosemont and he signed it go irish this is his entire life and this would be going away completely as he moves into high school he's not the only one

073like this please think about our children's mental health as you consider this decision thank you thank you betsy hi um my name is chairs hi my name is jairus pros my son just graduated from rosemont high school this year and he has a sister is going to be in third grade and she is going to parkville and according to the plan my younger child will go to apple valley high school and valley middle and that is not my choice for my child and i move in this area like 20 years ago and i live in my current house in like for 12 years and i really appreciate if my younger child can follow the tradition that her brother go to rosemont high and scott highland because it's important that we already built a lot of

074friendships through the years she she got really sad that if she separates from her friends and there are also sports and that she want to do just like her brother so if she has to go to apple valley then she'll be really sad and we're hoping that my younger child can also have the sibling preference that she can do something just like her brother and i appreciate your time and i also appreciate if you can take more consideration into the relationship for between siblings and friends and i mean the community before to make that decision and it's such a rush for us to receive this like kind of changes and i hope you will take that into consideration as well thank you thank you and our last speaker this evening good evening my name is

075jacob rylander i was one of the candidates who ran this last election for school board i'm here for two reasons number one to say that i believe the district listening sessions are working based on attending the last listing session and listening to all these families they were able to communicate directly to many of you including these two here and i've seen the proposal changes based on some of that feedback so i think that is a good direction for us to go the second reason i want to talk to you to piggyback on that is i made a campaign promise to several individuals that i would request the board to table the december 13th vote on this proposal so that it would be some of the new action and new business that the full new elected

076board would approach and think a lot of people that i've spoken with are concerned about being able to address those newly elected officials in an official capacity to voice their concerns as we heard tonight three quarters of the feedback that you received on this proposal was against it this evening was almost 100 universally against it from the parents that you've heard from so far again i'm not naive that we do have a problem we need to address it but i believe we also have a problem this district where our community is divided and some of them do not feel heard and i think that if the board were to table this decision allow those people the opportunity to speak with those duly elected officials in that capacity it would go a long ways in helping

077heal our community and allowing us to move forward in the business that we need i understand that that will not probably change a vote because of the majority of how things work but again i think that gesture of giving people the opportunity to speak with those elected officials especially a full board who will be responsible for that decision in the years to come as this is implemented would go a long way in helping our community heal and move forward and allow us to address all of the issues and hopefully other issues beyond just a border change so thank you very much if you still have questions or comments please you know our email addresses they're easy to find we will have another listening session on november 15th and we look forward to hearing more from

078you before we bring this back on december 13th so thank you very much our next item under oh i'm sorry board members for comments yes craig go ahead i just want to thank uh i went to all three of the presentations that you guys gave on this i appreciate you listening to the folks and putting that sibling preference in there all the way down to k that pretty much takes the guesswork out because it is expedited it came out so fast for people and this gives them the option i would endorse that as one of the options to if you go all the way down to give them the option if they want to go to that school then they can so that that to me is the best adjustment that you made today so

079thank you for listening to the people any other board members have any comments good job sure um i i just want to echo what craig was saying to thank you guys for your for your work and and i know it wasn't just the two of you it was a huge team of people doing a lot of work and a lot of math and a lot of uh looking at maps and numbers and so forth and i appreciate all the time that was put into that but i also really really appreciate all the input that we got from the three informational sessions and then the community listening session and of course all the emails we're getting a lot of people who are at the community listening session three weeks ago now i guess it was is

080very very informative and as i told the group at that time what i was really there for was not to hear the stories because we kind of know the stories from all the emails but to just hear the emotion behind the stories and and that really came through at that session and i hope that the the expanded sibling preference and going down to uh k-12 um or k-7 for letting siblings follow their older siblings i hope that really helps to address a lot of the questions that came up and so i do really appreciate the input that we've gotten and um hopefully that that you know the changes we've made have been able to address some of that so thank you sachin i'll mostly just echo what joel and and craig said thank you to

081each one of you to come out and share your stories these are important stories and and it's great to see that these stories have made a change and so from the last time we saw to this time we saw that have been incorporated so thank you for it the one thing i'll just say kind of being aware of the work that both of you have done and the team has done for those who probably don't get to see this many of us have experienced that even though you talk numbers you're guided by human beings and i think it's important to make sure that we don't lose that as you have not to continue to make sure that we're taking care of our families our students and leading with empathy the way you have so thank

082you for all the work you've done and again thank you for all the input that we've been getting on it as well we'll continue to get you know do the best we can to accommodate as many combinations as possible and thank you for the hard work all right yeah and i'll let go of that uh the thanks but also i want to we we heard a lot from the community about the seeming abruptness of the change and we all know because we're involved in it you know this has been a multi-year process we've been working on this for a long time so just wanted to um bring the public's attention to the fact that this is step one we have this ongoing issue with growth in the eastern and the southeastern part of this district

083that we have to address this is just moving some some students around and families around and you know we had to look at the lines the best we could but we have to look we have we've got as you said the committee looking right now at long term facilities planning we're gonna look at we're gonna have to build some at least one more school because of that intense growth on the eastern side of our district and so i just want people to know you know when you start hearing about the building of a new school you know a year or two from now that's not something new either we've been talking about this and i just want to let people know that these are ongoing discussions and we do have to look long-term at the

084facility's needs not just it you know it's not a simple matter of moving a student from here to student to there it's really about looking at all of the space needs in the district any other board members i agree and the stories are what makes it and the stories are also what makes us needing to make make changes we can't have when i look at 2600 students at rosemont high school with a building that's made for 21 or 2000 i don't think it was ever our intent in 196 to build super high schools like they have an edina with 4 000 kids there still can only be five kids on a basketball team there's still only a few kids on a hockey team so when we look at when especially when i look at long-range

085facilities in art said we've been looking at those long-range facilities and how do we do that we get if we've got 2 700 kids at rosemont high school that automatically starts to limit the opportunities that your child has to be in a play or that your child has to be on a sports team so those are some of the stories and the thoughts and the hearts that i kind of sit here in balance of you know moving people or we don't move people and now students have lost opportunities so everybody's talked really eloquently about all the different things that we look at but please this isn't as i said this is an action item it will be an action item on the 13th please keep contacting us send us emails we'll see you at the

086listening session on november 15th we listened and we've changed and you can see that so thank you for sharing your stories with us in your and thank you for sharing your students with us with that we'll move on to the next item of doing business this evening and that's the middle school and high school course revisions 4 20 22 23 and we'll turn it over to steve trone all right good evening once again chairperson magazine superintendent creek and members of the board um shifting gears a little bit uh from um enrollment and and the stories surrounding that and and uh considerations surrounding that and moving to programming and moving to what we offer our students in the district so each year i come before you with course revisions proposed course divisions for the following school

087year so for 2022 and 23 in this case details for all the new course revision proposals and which includes replicated courses dropped courses title changes new courses it's all in the boardpacket i'm going to take this opportunity to provide a brief overview of the course revision process to highlight some of the course changes and also at the end of the presentation i'd be happy to address any questions that you might have and i guess just a reminder that this is presented as new business this evening and so i'll be circling back in december regarding the same changes so course revisions each year in the district reflect the story of what is happening in education on a broad scale and also on a local scale many factors shape the proposed course changes each year one such

088factor is academic standards which are developed at the state level for the minnesota department of education on a cyclical basis districts are responsible for placing that con those content standards in specific courses and aligning those courses k-12 sometimes the standards do not change but sometimes where the content is may change also at times courses may be slightly restructured or renamed to better reflect the course content or standards at the current time the cumulative goal of all course offerings is successful preparation for our students future college and career readiness is a factor that impacts course offerings in the district shifting trends in the marketplace in addition to the demands of post-secondary education both impact our course offerings our students have a number of opportunities to earn college credit while high school while receiving high school credit

089at the same time by taking college in the schools advanced placement or other dual credit course work these courses continue to help parents and our districts save thousands in tuition dollars and our students benefit by being college ready and there's an ongoing effort continuing effort to seek ways to increase these type of offerings for our students a couple examples of note in the current recommendations for course revisions ap physics is a proposed additional course for apple valley high school which is also currently offered at the district's other high schools in addition the school of environmental studies is proposing the addition of an introduction to industrial robotics course as a new offering during their intensive theme week at their school as students would be exploring engineering via robotics career preparation pathways specialized programs and partnerships with

090business or higher ed partners continue to grow also real world challenges and specific student interests and needs also drive course revisions a few examples of note in the board packet for 2022-23 rosemont high school is proposing the addition of an american sign language elective course or asl in line with growing student interest rosen high school currently has a club that has over 50 students in it and there's a strong interest to move forward with an elective offering for students to go deeper and and work towards that certification apple valley high school is looking to add podcasting as a business elective course in which students would work with business partners in the area to create marketing podcasts at the middle level black hawk middle school falcon ridge middle school and valley middle school of stem are

091pursuing the addition of a creative movement elective which would be a dance course that fulfills state expectations for additional arts offerings in our schools aligns with high school dance offerings at our high schools and also meets a growing student interest and one more example at the middle level a number of our middle schools are exploring the feasibility of offering a heritage spanish elective for 7th and 8th grade students you may recall in recent years that we've grown our heritage spanish offerings at the high school level and this will be a vertical pathway that aligns with that these courses will help lay a foundation towards the eventual bilingual skills certifications which offer college credit as well and corresponding college credit for students in high school oops skipped ahead every year excuse me skipped ahead and lost

092my place on the slides i apologize every year staff members at each high school move through a process to determine what courses to offer and bring forward the teacher learning department collaborates with teachers to develop course proposals and throughout this process our schools continue to work together and continue to share what works with each other as you can see once again in your board packet there are a variety of revisions where courses are restructured or dropped based on student interest or renamed or replicated from one school to another school based on success at an individual school the process moves forward in regards to from the building to the district level director bolsoni director and myself from teaching learning along with other colleagues in teaching learning department work with principals and again to talk through these

093proposals and refine and modify as needed and then it moves forward to the superintendent's cabinet for approval and then to the school board so i'm here this evening to be happy to answer any questions related you might have and again the plan would be that i would circle back at the december board meeting in line with our traditional timeline good at this time we'll open it up for public comment if there's anybody who has a comment or a question just raise your hand seeing none board members who have questions or comments oh i'm sorry commando yes come on up thank you i just wanted i just wanted to find out if there was an actual list of proposed courses that would be added changed wrapped and where that would be found okay mr trone um

094so there is a list as detailed in the board packet i guess i'll defer to cali in terms of where that is located for the public so on our school website yes okay there's a board doc section where you could see the documents supporting each of the board exhibits okay and then kelly also shared um that if you had questions you could contact her directly but it's it's housed there on the district website it's my understanding thank you board members mike classes that you're suggesting for the school of maryland studies is it kind of a stepping away from what their original goal was there or the industrial robotics yeah well of course yeah it just seems like we used to uh get classes that were were of the environmental nature of these it's it's fine

095with me i'm just trying to find out what if that's what's happening yeah the school environmental studies um unique in your your correct environmental theme but also an effort to have a a broad offering as well so they're similar to the comprehensive high schools but different with that um with that theme and so not every course um aligns directly with that environmental theme so they like the industrial robotics it's part of their intensive theme also and the intensive theme near the end of each trimester the student's regular schedule puts is put on pause and they get to dive deeper in an elective of interest so definitely this course would have the scientific principles if you will that would transfer across the sciences but it is not directly aligned is my understanding with the environmental theme

096but they do offer other courses too to get satisfy the state requirements that may not be specific you know environmental related these classes correct they'd be at the school of environment they're not available at their home school might be the these the intensive themes are not available at their home school correct okay there are some electives like specific languages so forth where a student might enroll at their attendance area school for that class and then b um or let's say a band at their attendance area school and then be the rest of the day at the school environmental studies the intensive theme is unique to the school of environmental studies okay most of those offerings have the environmental theme as my understanding but not all of them i'd be happy to dive in that further

097talking to lauren traynor at ses okay good any other questions or comments from board members sure well i say this every year and this is always one of my favorite exhibits and presentations because it just is so exciting and invigorating to see how our district adapts to the changing needs of our students and the changing interests of our students and the changing demographics of our students um i'll just pull out a couple here and you have mentioned them the american sign language class is um it's just really exciting because i think it's it's really a need um in our world i think that it's it's a growing need and i think that it's great that we can take basically take a club and say hey this is this is something students are really interested in

098and i think it's actually something that students can can develop and go into a career using this as a base so i think that's a great step forward um beginning band at rosemont high school i think i'm going to be interested to see where that goes because number one you know we we do offer band for fifth grade to everybody who's interested but you know for those who didn't get into in fifth grade or they transferred to our district after and they get to rosemont and say hey i want to be part of this award-winning band and this i think is is going to be a great doorway so i'll be interested to see if that takes off if it has a good following and then the third one i just wanted to mention was

099the the heritage spanish being now offered at the middle school i thought it was a great idea when we brought it forward at the high school i think there's a real need for it and for students who grew up speaking spanish in their home but have never really had any formal training on spanish and kind of the structure of spanish so i think it's it's great that we're bringing that down to the middle school level and uh i think there there's there's a lot of good stuff on the list i just wanted to highlight those three thank you and i appreciate you highlighting a couple of the ones that i did not point out i guess it would be a long presentation if i went line by line with any name change or title course

100division but you mentioned beginning band which has excited a lot of people and that came from the ground up at the roosevelt high school band department and also i just i want to acknowledge too uh michael bassone might be able to speak better to the ses um offerings question if we want to go deeper but again thank you for bringing bringing that up is there anything you wanted to add such a fair all right go ahead finish your thoughts in the knowledge okay i was just gonna head to the ses i taught at ses for years and i was part of the meetings and uh and i was talking to jake rylander in the back who also graduated from scs as well it doesn't necessarily have an environmental topic on the title but um robotics

101and other aspects of science could have and do have environmental ties i guess and thinking about how we do work how we solve environmental problems and robots could be the future of some of that so i think one of the things that we do at scs and some of our other schools including apple valley stem and you know valley middle is inquiry and just looking at how we solve problems and different applications to them so i can't speak for sure that it has a direct environmental aspect to the course but i think the implications could include some environmental solutions but we had other schools that had we're doing that pathway and i didn't know if we were shifting some of that over to this school too yeah we do i think that you know when

102we think about those magnets they really specialize and have that as a theme but it doesn't necessarily stop other schools from um exploring those topics as well and ses in particular has students who have been in this in the stem pathway who go to scs along with other students as well and i think every one of our high schools has a robotics team as well so a lot of those students who are at ses may have some experience with robotics just in their freshman sophomore years at their high schools sounds good similar to joel this also is something i look forward to all here so really exciting it's great to see that in addition to teaching 21st century skills we're preparing kids for 21st century professions so that's fantastic and the one thing that in

103addition to the things that have been mentioned that caught my eye is the expansion of the introduction to being a teacher i think that is such a noble profession and i'm glad to see that we're incubating our own pipeline with wonderful students that we have so kudos to that as well so thank you thank you any other questions or comments from board members well we look forward to seeing this back on the agenda on in december thank you thank you for the comments and questions thank you next on our agenda is other action items this evening the first other action item is the resolution canvassing the returns of votes for the school district general election we'll call up jamie loon good evening chairperson magnuson members of the school board superintendent krieger my name is janie

104lyong and i'm the deputy general counsel of district 196 i come before you tonight requesting the school board's approval of a resolution canvassing the returns of votes of the school district general election on november 2nd 2021 district 186 held a general election asking residents to vote for three of the seven at-large positions on the school board of district 196 the three vacancies on the school board were caused by the expiration of the terms of three school board members on monday january 3rd 2022 by law after a school district election the school board is required to canvas the returns and to declare the results of the election the resolution before the board formally canvasses the returns of the votes and declares the results of the election as specified in the summary abstract and return of votes

105cast a total of twenty thousand nine hundred eighteen voters of this district voted in the election sakaudin muhammad bianca vernig and art coulson having received the highest number of votes are elected to four-year terms beginning on monday january 3rd 2022 this resolution also authorizes the school district clerk to take steps necessary to execute the certification of election activity and to certify the results of the election and with that i request that the board approve the resolution and i'm also happy to answer any questions from the school board at this time we'll open it up for public comment are there any people who would like to comment this evening or have questions can you come over here and come up to the microphone good evening i am deb brist a resident of school district 196 and

106a parent of graduates at rosemont high school dear district board members i'm reaching out to you as a result of the school board election i did my research online to learn about the candidates and voted i woke up wednesday morning wanting to know who was elected to the school board i went to the 196 website and found that my precinct number 15 was not included in the list it only identifies 14 precincts although according to the state of minnesota's website there are 19 precincts in 196. i did go through and confirm the 196 numbers and the minnesota numbers state of secretary of state's numbers were aligned and correct but i was disappointed as a taxpayer that in 196 school district we were overlooked in the reporting it seems that both precinct 15 and precinct 16

107never received any canvassing literature drops or neighborhood signage about the election either i went to the secretary of state's website to see a sample ballot for my precinct which was the only way i even knew there was a district 196 election did the candidates even know that we were part of the district since we received no communication i believe that our tax dollars should go to include communicating to the district residents about the election i know that the candidates can choose to do literature drops to whomever they choose but it's a significant statement that our areas receive no communication at all about the election maybe some of the candidates would have received more votes if they had canvassed in our precinct i have lived in the district for over 29 years and know that there

108are times that areas sometimes get overlooked it appears that this has happened again the secretary of state's web page included us why would we not have been included in the 196 website thank you janie but you can answer that because there was a difference between what we were looking at on our website and what the secretary of state's website looked like of course jackie i'm happy to answer that um so this year as it happens the city of lakeville had a ballot question and if any election other than a school district election is being held in any precinct by law all the voters must vote at the polling place designated for that precinct so as far as the city of lakeville is concerned that's our precincts 12 14 15 16 and 18. all of those

109precincts voted on two issues this election on the ballot question for the city of lakeville as well as for our school board candidates if if the law said if the law said nothing or if the law did not say which election would take precedent then voters in those precincts would have to vote in two different places on election day for two different questions the city question the city ballot question and the school district question and we no one would want that kind of result um the other point that i'd like to touch on and uh deb and i spent some time talking about some intricacies of election law and the complexities of it but um the ultimately the numbers that we have on our school district website reflect the city of lakeville's numbers their vote

110count totals were included in our count totals in combined precinct number two so they're added together we didn't lose track of any of those votes the city of lakeville's voters their votes counted in our election okay thank you so they weren't forgotten no not at all no good thank you not at least good with that questions and comments from board members with that we've got a resolution in front of us a resolution canvassing the returns of votes of the school district general election i'll ask for a motion in a second motion by joel a second by mike approving the resolution the resolution canvassing the returns of the votes of the school district general election kelly do we need to report at the role or is this just because it's a resolution okay all in favor

111of the resolution indicate by saying i i opposed thank you that passes on a 7-0 vote next we have authorization issuance of certificates of election and directing the clerk to perform other election related duties i'll turn it back over to you janie good evening again thank you chairperson magnuson members of the school board and superintendent krieger i come before you tonight requesting the school board's approval of a resolution authorizing issuance of certificates of election and directing the school district clerk to perform other election related duties by law after a school board canvasses the returns of votes of a school district election the school board must authorize the issuance of certificate's election and direct the school district clerk to perform other election related duties the resolution before the board formally authorizes the school board chairperson and

112clerk to execute certificates of election to sacaudian muhammad bianca vernig and art this resolution also authorizes the school district clerk to take steps necessary to deliver the certificates to the persons entitled to them and to enclose with the certificate a form of acceptance of office and oath of office and with that i request that the board approve the resolution and again i'm happy to answer any questions from the board thank you with that are there any questions or comments from the audience seeing none we'll move to the board questions and comments from board members with that we'll ask for a motion in a second to move the authorizing issuance of certificates of election and directing the clerk to perform other election duties as required second the motion by joel is second by corey all in
