[Music] [Applause] [Music] so flashed oh the april 12 regular meeting of the ist 623 roseville area school board is called order cork anderson please call the roll certainly uh director bogachesky here director clark here chair johnson here clerk anderson is here we do have a quorum all right are there any agenda adjustments there are no agenda adjustments okay in that case we will start with um elon smith uh wait are there do we have announcements tonight um the falcons for families for equity and justice are on the announcements i just didn't realize that was part of the announcement by apologizing there you go it's all good are they in the hall right here maybe right on time okay okay just do that there you go we can also slide the podium back director smith here
we go get it right welcome just reminded of speaking to you mike all right um thanks for having us so all right um uh so i met i met carrie this fall at one of our school board meetings uh she approached me congratulated me on my new position and asked if we could set up a meeting and to talk about her equity group we had that meeting and since then i've had a chance to meet with the group in the tennis solidarity march for america put on by this group through these experiences and continue conversations with kerry i've come to appreciate the mission of the falcon families for equity and justice and how f e j expands the work of rotes for area schools on the website they have a quote that reads to do
nothing in the face of injustice or inequality is to allow the injustice and inequality to persist this group has decided to do something and to not allow injustice and inequities to persist so i'm inspired and encouraged by their efforts with that i'll turn it over to kerry and the falcon families for equity and justice awesome thank you so much we're really excited to be here talking about what we're doing and just share a little bit about the work we've done so far and the growth we hope to come still so i'm carrie and i have two students at falcon heights currently and i have one more little one who will be there eventually um and we'll just all introduce before we get going sure hi i'm holly i'm the mom of a first grader at
falcon heights my name is katie and i have a middle schooler a seventh grader and then i have a fifth grader my name is jessica and i have a first grader and a third grader at felthnates all right so we are so this is our mission statement that we have on our website um we just started this as a kind of a starting place for the work that we're doing um to kind of guide us as we're making decisions and thinking about a grounding place for us as we're doing the work we started about a year ago after principal banky sent out a call for the community just to see if there's anybody interested in joining the work that was already happening in the school on anti-racism so she was looking for caregivers to join
in and so me and a number of others responded and we started this process of kind of figuring out what we could do and we've done a lot this year and i feel like we've kind of had some really fun successes but we're growing we're trying to learn and grow and figure out where we want to go from here so this is a starting point certainly not the end game so we're ready to adjust and learn as we get more feedback as well we have about 20 parents who are currently like actively involved in the planning and processes of the group and then we have many others that have attended our events throughout time so we're really trying to collaborate with the work that's happening at school and give our students opportunities to engage and
be active as well so on the next slide it lists our goals and so we developed these goals as kind of a framework for the work we're doing and then made committees based on each of these goals and so we have people here to kind of talk about some of the committees and what they've done this year as well as goals for the future so up first i'll have jess talk about the community action committee with the community action committee we were really driven by a lot of things that were happening in our community for example we had a march for the anniversary of george floyd's death more recently a solidarity march for mirlock and one thing that we started at the beginning of the school year was inclusive reading and picnic events so a
couple of us parents went to the local libraries and asked the librarians for help to find inclusive children's books we had about 50 we brought baskets and blankets and invited families through invites that we kind of posted all around the community in the school and we had a really wonderful turnout even new families to the school came and i read a children's book like i would in my classroom i'm a teacher in saint paul public schools and and then held a circle so everybody brought their blankets around in a circle and we went around the circle and asked questions about what they thought was happening in the book how they felt about the book and if it caused them to think deeply about anything and we would love to make the inclusive reading picnic events
more regular for next school year we sponsor community events that bring awareness of equity and anti-racism that allows for community building awareness and activism and um just some more activism opportunities for the future with solidarity marches when they're needed community building events like movie nights we have a lot of events to the school but ones that are really intentional where families can get to know each other and and um and then the regular reading events and then this is a picture from the solitary merch for a mirlock all right um so i'm part of a committee and there's been uh two other parents who have been working on this we're part of what was termed the education committee our goal is to provide opportunities for the families at falcon heights to learn about and challenge
unjust systems through monthly discussions centered around podcasts documentaries as well as exploring education resources in our community we aim to create a safe and welcoming and inclusive environment where uncomfortable and challenging conversations can happen as we've gone on through the year we've established kind of group norms to help keep the conversations open and safe for everyone we've held these discussions via zoom mostly with copic going down we hope to switch to in-person but also the zoom is a nice flexible option one of our priorities is to encourage as much participation as possible and we know zoom allows people to still stay home um or in your car at a different meet so i think we're going to plan to keep the zoom even while we have the in person because it allows for more people
to participate in these discussions we've intended for the topics to be relevant and accessible focused on equity justice and anti-racism so we started out the year with the documentary jim crow of the north we sent a link via the bird's word and our facebook page and asked people if they were able to view and then we held a discussion about that we also had an event where we met up at the minnesota african-american heritage museum this was a family event a lot of our discussions have mostly been geared towards parents although because they're zoomed there's definitely kids around but it's meant to be more of a grown-up conversation but the african-american heritage museum was for families and this was great because the kids got to do a scavenger hunt and they got to explore and
expose to the contributions of african americans in minnesota throughout history and currently we also did a podcast discussion around good kids how to raise anti-racist kids we did another one where people just were asked to offer up their own suggestions for podcasts currently we've settled in on the podcast nice white parents there's a lot of topics in there and i think we're going to do a couple of discussions the podcast format has been worked out well because it's not a huge time commitment for people you can listen and you know bring lots of ideas or thoughts without having to have a huge time commitment and i said like that was one of the biggest thing is we want to encourage as much participation as possible because we know this topic matters to a lot of
people so all right so i'm going to just share out about the policy committee they've been working to really just learn more about the policies within the district trying to read about them we had dylan come and talk to us about kind of what's already going on in the work in his department and so we wanted to really see more about what's going on and how we can kind of support and advocate and so our hope long term is really to create a space that where caregivers would be able to share any concerns within the school or the district and be able to come to us and we could be just another way to work together as a community and advocate for any changes that might need to happen within the school or district so
that's kind of where we started and just really we're at a learning stage at that in activity all right well i'm here representing the volunteer and service committee and so we're aiming to provide opportunities for students families teachers and staff to extend our service to the community we're seeking out volunteer and service opportunities with a social justice lens our goal is to provide two to three of those kind of opportunities a year but as you might have imagined uh kogan has put a little wrench in our plans both in terms of the community and social service organizations who need volunteers as well as creating opportunities for families to participate but nonetheless we persevered and we held our inaugural event just a week ago on tuesday april 5th a family service fair at the elementary school
and we do held that in partnership with the falcon heights pta so we spread across two gyms and encourage families to visit six different activity stations each one focused on a particular project to benefit a specific community organization and the people they serve so we had over 150 people show up it was a huge success if you want to show a picture the next picture would be awesome and so over the course of the evening those 150 students and their parents and other caregivers we collected 250 books and made 75 bookmarks for minnesota literacy and the we win institute we packed 30 personal hygiene kits and filled 200 laundry detergent cups for people serving people we packed 500 healthy snack packs for matter box which they then distributed to a local after school program that
served high youth students we made 22 snuffle masks for the pet haven pet shelter i knew that was very lab and we created 75 cards for the minnesota veterans home and then we sent home 75 point banks for families to keep the spirit of giving um going after the event so our hope is to make the family service fair a an annual event that we do at school and then we're looking forward to hosting another service opportunity later this fall um for just a small parent perspective on why i joined the group is because i have been doing um in my own classroom a lot of restorative justice and restorative practice work on myself as a teacher and starting at health and heights i was learning more about what the teachers were doing in their
classrooms there as well and so many of the things went together when we were doing circles and reading children's books so many of the books were the same and i just i felt this connection that i could start doing some work on myself as a parent as well and and to have teachers also on our group um it just it felt like this big community coming together with um that i i never really felt when i was going through school and so it was something that that just felt right yeah i think i'll add that uh after george floyd was murdered i i had a five-year-old and i struggled with how do i explain this um and the you know systemic racism and injustice to a five-year-old um and i knew that i was committed
that to raise a human being who would um who would also like i could put a good human being into the world somebody who could understand and take action and and i think what i really appreciated about this group is that this is a group of like-minded parents who and supported by teachers and administration that provide those supports so that together we can work together to collectively raise humans who are really committed to fighting racism and promoting justice all right so just some closing thoughts we really hope that other caregivers and parents will consider creating similar spaces in their schools um we're still learning and certainly don't have the answers but we're happy to share what we have learned and the ideas we've come up with so far so far we have a long way
to go we want to make this a safe and welcoming space where we're able to do really hard things but we haven't figured it out yet by any means but so far we're really grateful for the support that we've had from falcon heights and from the roseau community and all the leadership so we're really grateful for all of that and the school board members who have already participated and been involved as well so we're grateful for that and looking forward to kind of growing as we move forward so if you have more questions or want to learn more our website's up there feel free to email us and put out information so now we open it back to you guys for questions okay good i just want to say thank you guys i've mentioned on
more than one occasion now that i wanted to see you guys before the board um i've been up attended i'm one of the board members who've attended a few things and my role is being a liaison to falcon heights i'm i'm so glad i heard about this group that are talking highest pta meeting but i'm glad this group exists it's something that fits within this district's equity vision our vision our equity plan and i'm glad you came by and one of the questions we usually do ask is is there anything more that we can be doing for you how can we help you even more that's the one question i like broke down um but i think really just continuing to support the work we're doing being at events and sharing the work with others
spread against other schools if you're talking with other parents and just sharing it is really helpful um in the future i think if we could find ways to help fund things like this and so we could have affinity groups and facilitators and really have more things to provide child care for events or some of these things i think that would be something to think about in the future not asking for that today but i think that there's a space for really that collaboration to really help the work keep going cool i actually haven't asked for you guys and it would be that you know as you keep going um you know i suspect at some point there will be folks who don't understand why or what you're doing they may they may be challenging they
may just be questioning but as as you hear some of those questions you know let us know but maybe go through principle banking go to uh delon go to jenny because i think it will help us understand if there are questions out there how then the board can address that or how we can kind of fit it within our policies or do some messaging around it or whatever and then be kind of mutually helpful because we don't we try to have our ears to the ground obviously but we're not in it like you guys are doing this work and so you're going to run into people to say what the heck are you doing this i don't get it what does this why and then you get maybe some challenging pointed questions and it'd be
helpful to maybe know what some of those are just so we know what to expect even here at this table okay well that just leaves me so first of all i want to thank you for for for coming um i had the the the honor of attending the the mirlock um what was it called solidarity um and it was very well organized and um just a large huge number of people there falcon heights was my first school for for for my for my youngest um and uh will always hold a special place for me um but um it's it's always helpful to to hear back from from parents we want it we want that and you know again if we can help let us know if you have questions let us know and you know
our doors are open thank you thank you thank you thank you speak extemporaneously briefly uh yeah i think just one um i'd like to to share with the board and actually um this came initially from our colleague kitty goggins who can't be here tonight i think that you know we just wanted to share our our support given uh the recent police activity that happened and the unfortunate circumstances that resulted in the tragic passing of a citizen actually within our district boundaries uh just last week and i think what occurred to kitty and to myself and others is that you know we want to also demonstrate our support for police and police families and what they're going through at times like this because when things like that happen it's not easy on anyone it's tragic for
everyone and as some of us know uh internally the the actual thing that occurred was very near the home of our own district superintendent uh dr lake and many don't know i'll just share it if you don't mind that dr lake actually opened her home and invited the police who were there for several hours and then overnight to kind of stay and use her own residence as kind of a gathering spot and a field headquarters i guess if you will while the things were unfolding and so um you know i think that's just the demonstration again of not only dr lake's personal um commitment but how that's represented by us in the district of our commitment to working with and having a positive relationship are with our police who who are there to help and
protect us and um yes we all know all the things that have happened but when it comes to police and police families they're part of our community also and so i think we just wanted to make at least a brief statement regarding that support and that um and we feel for them too when things like this occur because it affects everyone and as always when this happens obviously to support for the kids and the students who may be thinking about that or have thought about it it did even affect for example one of our bus routes i believe the following day or even two since it was still an active investigation crime scene we had to re-route buses around that particular area so that could have caused questions in mind to some of our students
and families so i just want to personally thank dr lake for her individual contribution to the community in terms of opening up her own home for the police as they needed to do what they needed to do that night and just express our support for for them as part of our community that was it thank you yeah the the only thing i i'd add to that is to also thank dr lake for making sure that there were um extra supports for students that came in the next day in case they did have questions or concerns and um it's it's it's scary okay when you have um you know that that amount of gunfire um you know in your neighborhood so i'm just very um pleased and proud of of how the district responded to that
and kept everything kept the kids in mind first and foremost that's kind of what we do so thank you all right um any more announcements no okay so then that takes us to community input we have three speakers tonight and first is going to be alan hallassek who is a community member i would like to request 10 minutes please i'm here with a group these four over here [Music] okay well good evening so before i want to get to my speech i actually did just want to give a little bit of a well a counter perspective to what we just heard with the falcon knights elementary school now i do appreciate the kind words about our law enforcement i mean especially after the tragic incident that happened close to roseville but i would just like
to clarify a few things about the mirror lock situation amirlock was a man who had a loaded handgun in his hand while he was sleeping on the sofa the police officers entered into the apartment and then he proceeded to point that loaded handgun towards the police officers with the clear intention of using it and the police acted accordingly and once again i have spoken with many many parents in fact i can guarantee you the number of parents who are upset about the official statement that this school board took in a statement by the superintendent they were disgusted by that because they understood that it was a clear slander against law enforcement if you point a loaded gun at police officers with the intention of using it the police have every right to use whatever force
is necessary to neutralize the threat and so i would say to the sport if you really want to demonstrate your solidarity with law enforcement apologize because that statement it upset a lot of people and frankly empty words and actions they're not going to be buying that you support law enforcement especially when you are giving koreans to groups that are holding solidarity marches clearly making police out to be the enemy when over an incident that was clearly justified the body cam footage is clear and the officers have been cleared of wrongdoing rightfully so and i would also like to we heard at a previous meeting that um this equity program among which things were hiring teachers that look like students we heard the claim that this helps students academically especially the students of color i would
just like to read a few statistics about the math and science proficiency among our black students from 2017 to 2019 so this is before the coronavirus pandemic between 2017 and 2019 the science proficiency among our black students dropped from about 30 percent down to 20 percent and our math proficiency among black students dropped from 20 percent down to 11 percent so these are abysmal numbers so this really does call into question like the approach this school has been taking especially among our black students because we have heard the claims that these are the students that are going to benefit from the equity programs this does call in a very serious question the effectiveness of the equity program because it's just not being reflected in the science and math and even the reading proficiency rates among
our black students so that being said i would like to move on now to my speech tonight i am speaking on behalf of a growing number of parents across the roseville school district who are concerned about transgenderism in our schools at the previous meeting it was asked why do we care so much about this particular issue so i'd like to take some time tonight to give three reasons why this issue is very important to all of us first we care about the health and well-being of the children who are dealing with gender confusion we all have a great deal of empathy for the children who are confused about their gender and we are also horrified by the reckless actions taken by too many adults in our community the suicide rates among people who embrace the
transgender ideology are incredibly high and multiple long-term studies from sweden and the netherlands demonstrate that affirming these false gender identities does not help reduce these suicide rates over the long term and this is something you will not hear from organizations like the trevor project and clad which by the way are in part funded by pharmaceutical companies who manufacture the hormone blockers and drugs that are used in sex change operations uh the trevor project specifically so any information or studies that comes from the trevor project i would take with a serious brain assault because there's a serious conflict of interest with that particular organization and this is also further affirmed by countless testimonies of former transgender individuals many of whom are terrified to tell their stories and go public with them because of the toxic climate
that this ideology has created let's be very clear children are not to be used for social experiments and secondly we care about the safety and well-being of our girls while there are many examples i can give i would like to remind this school board about what happened in loudoun county virginia last year a male student who identified as gender fluid and wore a skirt to school was granted access to the girls room he later proceeded to rape and sodomize a girl in the restroom and the school board attempted to cover it up in the name of transgender activism under our current school policy there is nothing preventing a male student or adult staff member from doing the same thing and this board refuses to do anything about it we are also seeing men beating women
in college swim meets in high school track meets and even in women of the year contests as a result of transgender ideology women are being erased from society to the point that many of our leaders can no longer define what a woman even is and lastly we care about the truth it is impossible to build a productive school community and society by replacing the truth with lies simply put transgenderism is a lie it contradicts science it contradicts basic reality and our message this board is that we are not going anywhere we will not be bullied we will not be intimidated and we will not back down and we will continue to work towards a future where the truth and common sense guide the direction of our schools thank you very much for your time next
is graham atwood parents guardian and community member good evening um i just like to say it was interesting to hear you guys talking about inclusivity and equity and i know that's something that is written into many of the rules and standards in this school district recently my wife challenged members of the board here and members of school faculty concerning the school walkout she sent a letter pointing out the fact that you were in violation of your own policies which are there to ensure equity and inclusivity and you guys certain members of the school board and certain members of faculty were in violation of their own standards and rules in regards to that in response to the letter that my wife wrote basically she received a lie he just lied about what was going on and
what the motivation was and why it was justified and it wasn't what i would call a sophisticated lie it was just a brazen transparent obvious lie and uh i just want to point out to you guys that when you talk about inclusivity and equity if you're just giving people the brush off when you don't agree with the things that they say you're effectively silencing us you're effectively cutting off our voice and giving us no room to offer our perspective and our opinion and when you establish a culture that's founded on lies and founded on falsehoods and founded on a disregard for the truth it never ends well and i think there's plenty of evidence in for that throughout our society and throughout our culture and it actually ends in division rather than in unity um
and i just wanted to point that out to you guys and just say you know if this becomes the culture of the school boards if this becomes the culture of education that you can just set aside facts in reality and brush them aside if they don't suit the narrative that you prefer the result will be a breakdown in unity and a breakdown in the structure of education and a breakdown ultimately in the kids who are leaving the schools ill-equipped to deal with reality and deal with facts and i wish you guys would respond to my wife and respond to her concerns and complaints with something that is substantial and if you feel you can justify your actions i wish you would justify your actions thank you next is bruce ona a parent guardian and family
member hello neighbors gender dysphoria happens when thoughts and feelings tell you you are living in the body of the wrong sex if you have this inner battle don't be disturbed many people have felt that way but it will eventually resolve don't give in to thoughts saying you are in the wrong body many thoughts and feelings run through our minds make it a practice to only accept thoughts that are true and good not the deceptive ones or the ones lying to you accept yourself as you were created there is a purpose a design a destiny for the body and sex you were gifted with at birth don't let anyone in the schools tell you otherwise these days school administration can be as deceived as any person struggling with mental health if you are struggling with your
thoughts feel free to talk to me after public comment time i would be glad to listen with compassion and support you and i'm not the only parent ready to help there are many others you don't hear about us because the schools have silenced our voices to promote their personal and political agenda instead of your health and well-being your hopes your dreams your future that we care about whatever choice you make we will love you but if you listen to us who will not only love you but will tell you the truth we will affirm you for your true identity you will not have to face the consequences of disfiguring your body when you grow up to realize your actual identity and you will realize you will realize your actual identity someday the american college of
pediatricians cite studies of twins that demonstrate gender dysphoria is not an innate trait they found 80 to 95 of children with gender dysphoria will accept the reality of their biological sex by late adolescence if they are not affirmed for their mistaken identity and given hormone intervention so we can aid in healing these students or we can aid them in disfiguring their bodies and having drug treatments that will be hurtful to them okay thank you that was our last speaker glass one okay with that then i will entertain emotion oh actually yeah uh to entertain a motion to accept the retirements um sorry motion to approve the consent agenda with exception of retirements so moved second okay remove a second and all those in favor say aye aye okay so all right i would uh be
happy to um move with sincere appreciation the retirement of tara garvin um she has been a program assistant with at abetu techa education center ms garvin has worked in the district for 17 years we thank her for her service for exemplary service to the district so i remove her retirement okay second thank you it's been moved and seconded um all those in favor say aye aye aye those opposed nay okay and wow i mean 17 years that's a long time uh it does continue a long trend of people staying with the district for a long time so we wished her well um that goes yes gifts mr chairman fellow board members once again we have a nice roster of people who have blessed us with their generosity from the roseville lutheran church a monetary gift
for meals on wheels at the apatoutecha education center from doug gilda for falcon heights elementary school the gift of a cornet for student use and in a similar vein i should say in a similar note from mary prius i hope i said that correctly a gift of a clarinet for student use at the roseville area high school we also have a monetary gift from your cause black bod on behalf of chad erickson to be used at the principal's discretion at little canada elementary school from amira roseville apartments a monetary gift to be used for the food shelf at the high school from the roseville boys hockey boosters a monetary gift to be used to support additional coaches at the roseville area high school from the little canada recreation association a monetary gift to be used
to help the girls golf program at the high school and finally from greg and nicole gerlock another monetary gift to help the boys tennis program also at the high school so once again as i said very generous community and and we thank them for their support for our students and and our kids and all that we do yeah we couldn't do it with tom um we have no reports non-action to take us to action items lisa chang sherry thompson you are upset welcome back i'm going to introduce myself i'm lisa chang the hr director for the school district and i'm sheree thompson the director of business um i services first of the agenda is the uh we're here today to ask for approval for the teachers contract um with education minnesota so um i'm just
going to rewrite off of the memo that i have here um the school boards bargaining team reach an agreement with the teachers for the terms and conditions of the year 2021 and 2023. teachers voted to ratify the contract on march 25 2022. here are the lists of summary of changes in the contract the salary schedule was improved by 2.25 for 2021 and 2.5 for 2022. the employer contribution to medical insurance increased by three percent for abe internally learning teachers portion of the teachers contract uh we did a we mirrored the same lanes as the k through 12 contract in terms of abe and early learning teachers for year 2021 for steps 1 through 11 they will receive a 2.5 percent improvement on the contract and step 12 will receive a 3 improvement for 2021. in
0452022 for steps 1-11 they receive a 3.5 increase improvement and then on step 12 they will receive a 3.7 percent increase also for abe and early learning teachers we worked on they work off at base hours instead of fte so we were able to make the change in terms of base hours so people are eligible for health insurance um and then for language and one one that is distinct in the contract i wanted to point out was the district's agree to fund bypoc mentors for newly hired bypass staff to support them in year two and three currently we only have mentors for year one for our white puck staff for adding two and three if so they still choose to i first and foremost want to thank education minnesota and the teachers union and i
want to list them all because this year right in the last two years it's been really really hard for our teachers and forever for them to come and sit at the table and still negotiate with us great appreciation a lot of work into it as well so i want to personally just call them out like dan beck emily barques greg martinson ben schwenke reince water swatter solder stubborn sorry and beau fu and rebecca jarvis tom coker megan gingle and steve wing i also want to take the opportunity to thank the district team as well it is it goes a lot into this we sit and we negotiate and it takes a lot of time for people's schedules not only the teachers for our district as well but it's meaningful work so i want to call
them out too first of all sherry big portion of this christian smith olson chris hester melissa sonic julian moore curtis our chair ford noellen o'rourke karen shaw cynthia arnison ted hagen and tammy reese so we're requesting the approval for the teachers unions contract for 21-23 and then i'd just like to add because you know i can never be quiet so i would just like to add and lisa's hit on the high points here but um the total package over the two years the combined uh two year increase is about five point eight one percent is within our budget parameters so it is sustainable we believe the contract um we've made some improvements so it's equitable and it's competitive so it really hits on on all of those priorities and we're happy to bring it forward
and really it's about the relationship right this is a point in time it's a snapshot in time so it helps to just strengthen that ongoing relationship that we have and it isn't easy work but we get we get through it and continue on uh quick question uh if you know it what was the ratification total i'm just curious percentage do you know offhand what it was i think what i got from the chief negotiator was majority okay they typically don't have they don't share that oh i didn't realize that okay all right okay yeah they yeah they typically don't share that and he said it was higher than last year oh that's good i guess we'll take it yeah thank you go ahead so just so just to make it thanks for all the hard
work and also to chair johnson i know it's a lot of work and a lot of it a lot of meetings that a lot of people don't know about i'm just to make it kind of clear to the community so when is this officially effective and for how long is this effective this is a two-year contract or just make it clear to the community it is a two-year contract and it's for the current year and then it goes through the end of 2023 june 30th 2023 so we will be again negotiating next year yeah it's a long process but yes and next year and to to todd's point i think many people don't realize that you finish one contract cycle and you barely have two minutes before you begin planning for the next one because
every two years doesn't leave much breathing room it's just it's constant and never ending and so it's not like you just do it for a couple months and get it done it's it's really working crunching the numbers all that kind of stuff kind of seeing where we are so i i as todd applaud you not just for the work effort in the team and all those folks you named lisa but the intensity and sustained intensity of that and as a reward you get to all keep doing it again the next time around so yeah there you go there you go yeah well we'll say i'll just add on to that because you know one of the reasons that we we have this wonderful cycle here two years is because that's how schools are funded so
every two years the legislature comes forth and gives us it lets us know what our funding is going to be and that in turn allows um you guys to be you know able to come with us come to us with some budget parameters um and uh yeah i can honestly say that it has been a pleasure to work with all you i will also say i will never play poker with any of you um you guys are very good at what you do and um they're i i think what uh i i think everybody got um well what they needed and i think that's that's that's the best we can always hope for um you know there's only so much money to go around and um you know we think that the world of our
teachers um and i i think this was a fair deal and i just you know applaud um your your efforts you know i you know i was there watching a lot and learning and um my goodness in addition to everything else you do you were doing this for the last year or so and you get to do it again so um mad respect so um with that i would entertain a motion to uh approve this contract uh chair johnson i would like to move that we approve the 2021-2023 contact contract with education minnesota roseville as has been presented is there a second a second move and seconded all those in favor say aye aye aye opposed name okay we have a contract i believe all right so i am also here for sheri as well
for also asking for the approval of the real estate principal association contract as well um so i'm just going to read what's the memo an effort to stay within budget parameters we are recommending the following compensation package or rpa they will receive an increased salary schedule in 2021 at 2.25 percent for 2021 and then for 2022 they will receive a 2.5 percent on the contract the district employer contribution to medical insurance would also increase by three percent associate principles will receive three days vacation and will only be able to recruit max of 10 days and then there were other minor language changes to the contract i want to thank the rpa group christian smith olsen chris hester and shalin hayes for negotiating with the district team and the district team consisted of sherry and myself
and thank you sherry for everything as well so we're asking for approval now are there any questions questions no one's going twice it's the budget target it's sustainable um we included some things i think that helps in the era of equity and it remains competitive so again keeping all of those things in mind maybe a quick question so i noticed that the percentage increases and the increase in the medical insurance contribution are the same as they were for the teachers contract is that do we attempt for that to be at par typically in a situation like this it typically does kind of set the bar that's how we and that's why you always see the teachers you know settle first and everyone else's is kind of waiting because we'll also be coming through with meet
and confer contracts at this year and and that's really how again is in some in one form of equity that's what we look at um as far as our percentage increases for all of our groups thank you okay mr chair i will move that we approve the 2123 roseville principal association contract as presented for a second second it's been moving a second and all those in favor say hi hi those opposing we have another contract thank you both you guys thank you very much hey michelle i'm up okay so i am here to present a draft of next year's school board meeting dates so the school board typically meets on the second and fourth tuesdays of every month with one meeting in august and one meeting in december but the draft you have in front
of you has some slight deviations so i'll just go through the dates that are a little bit different the first date is we're proposing is wednesday september 28th um so rosh hashanah next year actually falls on september 25th through the 27th we advise our schools not to hold evening events on uh major religious holidays so we're asking to just bump that date to the following day to the wednesday but keeping the same 6 30 start time the next date that kind of falls out of that pattern is in november so the second tuesday in november is november 8th which is election day and that is a restricted meeting date so we're asking to instead have the november meetings on the 15th and the 29th and then when you get to march yes and where does
november 29th fall in relationship to thanksgiving that year do you know afghan i believe it is right before thanksgiving break it's the same week but it doesn't fall over the break and then when we get to march our spring break is march 13th through the 17th uh that does fall on the second tuesday so to keep the pattern of having a board meeting then having an off week then having another board meeting we actually had to change the dates in both march and february so it'll actually be the first and the third tuesdays in both february and march and so we are asking for your approval for school board meeting dates for next year and just remind me if something develops that we need to change a date as we move along then we can
do that provided that we officially notice it as they say and post it to give ample opportunity for our community to adjust their calendars if they wish to attend or view it yup absolutely okay then just a quick um that tuesday december 13th meeting i notice it does say 6 45 is that to accommodate that's always december is the budget hearing right yes so sherry can correct me but she's gone um so that is our truth and taxation hearing and i believe it's in statute that you can't start that meeting any earlier than six o'clock so just to accommodate the presentation in q a we bumped it back by 15 minutes right any questions okay okay um um sheriff johnson i would like to move that we approve the school board meeting dates for 20
for the rest of 2022 and 2023 as has been presented is there a second second it's been moved in second and all those in favor say aye aye those opposed nay okay and words right guys all right i'm going to go teacher and i'm just going to start picking on people you want me to start mannix um a couple weeks ago i was able to tour the cid program at edw so it was a good time experiencing had some great conversations with some of the students there so it was a great time and dr wilson did a terrific job of helping me understand more about the program so it was great um the seek group has met and i think they're coming to see us in may so they are planning for that i think
they're excited about that i think it will be a good presentation the 916 board meeting was last week and they hired a new diversity and equity manager they had not had one previously so shaina walker's that role there so and they have worked on an equity statement kind of i think they looked at ours when they were doing that so i was excited to see that they were doing that i've had the opportunity to tour some of the schools there just to understand and see how some of the schools students from our district are at some of those schools and how the experience and they're having so that's been a good opportunity think i may leave it there okay okay all right yeah um district curriculum advisory committee meeting a couple weeks ago um we
had kind of an early look at i don't think it's come to the board yet but jake discussed with us or presented to us um mca testing uh call it more of a participation report i think he'll make that clear because of our kind of our hybrid learning model it's going to be kind of referred to as more of a participation report but so i got an early look at that we also went through let's see a professional development flex proposal i think we'll be hearing more about there's a professional development flex days subcommittee looking at looking around time around professional development you know we've had deposits we all know we've had to pause major curriculum review because we've had teacher shortages sub shortages so we you know teachers haven't been able to be pulled
out to do a curriculum review so i'm just trying to look at some things down the road um how we can really kind of get back to this you know kirkland review but curriculum review but also help out with these professional development flex days and um also we had a brief report on minnesota student survey just kind of telling the the committee um what it was about um you know i think some information to the board that we've already seen the community has seen but just making sure the the the dcac had an opportunity to ask questions if they had any so that's that's all i have yeah thank you mr chair i do have something i was able to attend the final meeting for the school term of the advanced academics and talent development
advisory council the aatdac formerly known as the gifted and talented advisory council so i think in keeping with a movement that's out there we've changed the name and for those who don't know it's it's uh headed up by trina here who's the district's leader for advanced academics and talent and the committee is made up of leads for aatd at each of the school sites plus parents of kids who who have been identified as as as gifted and there's a parent rep also at each school a parent who's volunteered to be that so they get together at least several times a year and talk about things pertinent to that that concept and how to ensure one of the big issues that they continue to deal with is how to ensure identification of kids um who who
who should be regarded as advanced and then can work with teachers on things to keep them engaged to meet maybe their higher level of you know uh activity and thought and whatever so they can stay challenged and you know kind of stay performing and stuff like that and it was a really nice meeting uh the the parents and and teacher leads broke up into little groups and came back with a number of ideas as to how to just extend and enhance the concept of identifying talent and then giving something for those kids to do that is challenging you know i won't read them all there's a whole three pages of ideas i came up with but things like do we think about ways to extend uh non-english language learning into the middle school for high
school credit do we keep going on things like young authors conferences debate and speech clubs language immersion things like that um do we get back into the future problem solvers league to give a channel for kids who who want to get involved that you know do we continue with or expand on the concepts of spelling bees geography bees that kind of thing um you know is there a coding club there may be one already but if not then they thought it'd be a good idea maybe to expand so you have one adw there you go so just all kinds of things like that so that the parents and teachers involved can find ways to help both identify kids who through their interest in such activities might present for the first time as someone who would
appreciate and respond to challenges like you know more challenges or than to give them something that really helps them maximize their their ability and gain confidence and see what kind of potential they have so good work that trina is doing and and really commend all the folks that spend a lot of time um you know involved in that work it's not always appreciated by everyone i think frankly you know there's a common misconception i think that oh if you're an advanced talented kid you can kind of take care of yourself that's that's not really true and so i think going to make sure that they have both academic challenges and some of the things that they may need to deal with in terms of socialization and emotional growth as well um if they happen to
be a kid who's also in that kind of identified advanced talent category so there you go thank you chair okay you know the only thing i'll add on to that is i'm a big fan of future problem solvers and programs like that not only for students that fall into the formerly gifted and talented program but for students who are not so the one thing that not not everyone knows is that these these different programs you do not have to be in the gifted intelligence program to participate that's right that's right and that's right so if you're interested in coding food if you're interested in trying to do some of these things you can do it you do not need to have um to be in the parent it's it's great if you are not you
know but i i think there's a lot of great learning that can be done from that well and in fact just to follow up on that i think that um what's been real is the the under identification of kids of students of color or maybe new kids that are part of new immigrant families into the area where parents might just not know or understand or even realize that maybe their student is someone who who could really benefit from a little higher challenge in school and so by keeping things open to everyone that in itself is a way to help invite in more kids across all categories whatever to call it and help figure out which ones could benefit from that and uh you know in the end what it comes down to money right because
a lot of that stuff whether it's the future leaders program whether it be the city design competition where all that kind of stuff they're all programs that all charge money to districts to participate and so i'm once again i'll just say in general uh my thankfulness to their community for supporting the recent levies because i know that ways to help potentially strengthen and enhance our advanced academics and talented programs well certainly i'm sure be part of the discussion so we'll be ongoing in terms of strategy in order to spend some of that funding and uh and those those kids won't be forgotten those families won't be forgotten either so we'll see where that goes there's my sell job right superintendent like thank you okay so um okay i'll try to rip through this real fast
um so one of the really cool things about um this year is that we're getting back to a somewhat of a more normal thing we've been able to do a couple of things that we haven't been able to do in two plus years um and so one of the things is that our symphonic band was able to go on tour okay it's a one-day tour but they got they went down to work to tropical madison wisconsin um and um had a good time they were able to to perform uh mr nails danelle's piece transcended hope on the horizon which if you haven't heard it's really really well done um i happen to be in madison um at the same place because the university of nebraska uh cornhuskers where they are free for the same thing
so um very nice to to see um folks getting out uh out and about along those same lines the roseville high school pop concert so that's going to be jazz band that's going to be concert actually cantus choir it's going to be just a lot of bands a lot of fun all in one place on april 21st and the 22nd at uh 7 30. so if you get a chance to do that um let's see um the rules the rolls-royce high school choir um cantus is singing the national anthem tomorrow um at the twins game um at the 12 10. it's been two almost three years since they last did that um and so if you happen to have the afternoon off catch a game sure cheer on the choir um and uh what if
it's snowing you can you can sing in the snow um uh a veteran tetra we recently had a vaccine clinic um and um my and then actually pretty much the three-fourths of my family went and got boosted so that that was cool really well one um and everyone's having a good time so um like to thank everyone i'm responsible for making that happen uh and i could go on but i'm gonna stop there so and you don't have it okay so with that um we are going to take 10 minutes um and do study session all right you
