002at 7 pm with communication to the board and administration at 6 45 pm moving on to consent agenda can I get a motion so we'll move by forward second by Strobel to approve the following items of the consent agenda uh minutes of the June 13 2023 regular school board meeting June 27 2023 school board work session bills paid for May 2023 and June 2023 in the amount of 11 million 400 or 11 million forty three thousand five hundred fifty three dollars and Personnel items all in favor please say aye aye those opposed houses and moving on to discussion reports information items we have the 2023-2024 district operational plan overview and we also have the starting the 2023-2024 school year presented by superintendent Barber thank you um so we'll uh yeah we're gonna start off with

003the 2023-24 district operational plan I'm gonna have uh Eric tyball and Melissa Olson join me in a minute to uh share some thoughts on this first off is you're each familiar with this school board first we have our district strategic plan that's our guiding document it drives everything that we do in our system um there isn't really a day that goes by when is an administrative team and working with their principals and talking to teachers and staff throughout the district that we're not speaking to moving towards our vision uh through personalized learning and knowing each child in our system by name strength interest and need so they really see no limits to what they think what they can accomplish in order to make that progress we identify Improvement in Innovation projects within each of the

004three strategic anchors that are at the center of the Strategic plan so we've got that Vision but then as a school board what we've identified in the past is we're gonna we need to be successful and effective within these three large key areas three strategic anchors so in doing that we develop our district operational plan and we identify projects within each of these three strategic anchors and these that comprises the district operational plan each of these projects has an ongoing focus and the vast majority of these projects are in our district operational plan for multiple years as you know we'll talk about them and one year it might be in study the next year we're moving it to implementation for one or two years then it becomes standard work and is no longer than that

005District operational plan so while this is a one-year plan most of the projects have a multi-year focus and as we develop this plan we're looking three five eight years out what are the aversion influences what are the needs in our system and we talked with you about that throughout the spring and last June we shared our district operational plan in detail we highlighted each of the projects that are on this one page document inclusive Milestone syllables and timelines in fact this document that's 15 pages long has all of those milestones and deliverables in it it's available online for anybody watching tonight if they want to go in and this is the one page document on the screen that names each of the projects and we'll provide an overview for tonight if people go online and

006to look at our strategic plan they can get to the district operational plan and see what the each of those Milestones are and the work that we're really doing within each of these projects this work is replicated at the school level as principals work this week with their learning and Equity teams which is their teacher leadership teams they're aligning their work with both District projects which are in this District operational plan as well as identifying unique Improvement projects to their school where they have some specific needs that they work on knowing that you have this document for review and that we've provided updates last spring will be throughout the year we're not going to go through in detail this tonight but we are going to highlight hit on a couple projects I'm going to first

007hit effective operations a couple of highlights on this strategic anchor that Eric Erica will hit on our anchor of communications and connections and then Melissa will talk about um engaged enthusiastic Learners and our district priority of innovative and personalized okay so first off I'm not going to hit on each of these five projects there's five projects listed here but there are three that I just want to highlight provide some updates on first off is that second project you can see is implementing Pro server we shared a prototype but Abyss with you last I think it was March or April and uh we're excited to implement this as we intended to really be a One-Stop shop for our teachers where they can go and look at their coaching and evaluation processes and the feedback that they

008they're getting there they can also go there to see what they need to do for licensure get all the information they need for that our SLP Academy courses professional learning courses that they may want to choose to participate in will also be offered to uh Pro server so it's been fun to build this um what I would say is an entire comprehensive system that's from scratch there wasn't a product out on the market that we wanted so um it's something that we've built with proserva Melissa Olson who dear from later spent a lot of time he did a great job partnering with them as we built this new system she got input from staff throughout the year online so we're excited about that one another one that we're excited about is the work underneath the

009enhanceable structures project there's kind of two primary areas of focus that I wanted to emphasize here one includes looking at uh studying electives for grade 712 students and look at in the future how can we provide a necessary flexibility within our school day and year to provide students access to kind of the robust offerings that we have and where else we wanted to do publishing one of those elective offers for kids so that's one area we're looking at the other one which you may remember us talking about is one of the challenges that school districts across the Metro across the state and Nation are facing this what do you do when a teacher is absent because the sub pool is not what it used to be so each of our schools are implementing an alternative

010to that traditional calling this dog and we gave additional resources to each of the schools we allocated those resources so part of this project is going to be monitoring the implementation of goals and supporting schools as they Implement those strategies in each of their schools and then finally the improved 12-month step on boarding processes project we do an amazing job with new staff orientation next week every August is just it's a week just full of activity the feedback we consistently get from teachers and staff involved with that is that they feel so welcome that they're ready to hit the hit the ground running and Tony and his team hope and her team and also leadership of Lindsey Johnson they just do a wonderful job with that but one of the things that we want to

011get better at is that we don't just start new staff in August we have new staff that might start in October in January and March and how do we make sure that they feel really supported and ready to hit the ground ready to whether that be in a classroom position a custodial position whatever that is so how do we improve that onboarding process so people can really feel successful as they start building process so that's what that one's all about doing the work on that and with that I'll hand it over to Erica that was good um there are oops I went too far there are four projects within Communications and connections anchor um for this year um the first uh deep in family Communications and connections is really a continuation of the project we've

012worked on last year that had three threads to it um continuous communication curricular transparency and counseling this year it's really about how do we um weave those together even in a stronger way and take a holistic approach to the year so um this week actually in our school buildings principles of art and started design work but they're engaging teachers and thinking through how do we look at the year as one thing and put into place not just that align communication from the school in the classroom but also those opportunities to learn about curriculum have those conferencing conversations with teachers Etc so it feels like a holistic experience also within that I'm really excited we're exploring a two-way texting tool and adding that to our box we can text out today but we can't we don't

013have an Enterprise tool currently that allows us to text back and forth in real time which we know texting is kind of the way to communicate now so excited to explore that and then also we're looking at monthly rounding through SMS text message of families so really quick and easy way to check in with families and see how things are going so you'll hear more about that as we get underway with those Milestones within the project the second project is monitoring the implementation of our student absence approach again this is a continuation from last year we took a deep look at all of our practices around student absence and looked at you know what should we think about adding and enhancing this year it's really about how do we have Fidelity in our implementation and

014making sure that we're doing all those best practices that we've put in place we're also going to study and assess some of those critical interactions families have with our district to see where we might improve the experience and or build on our strengths um and we don't know exactly what those are going to be yet we're going to be asking families for some insight into that but one of that comes to mind even this week as the front office is filled with families who are enrolling for the school year is once you've enrolled in our district what does that handoff look like to the school and are we are we doing that in a warm way in a way that reflects who we are as SLP so that might be something we look at going

015forward for as an example and then the final project is really looking at launching an Innovative and personalized learning advisory Council um we're at kind of a place in our journey that I think is really exciting because we're we're on the front of this work and so how do we look at engaging industry experts Workforce people education experts that may be local or they may be National to help us think through what are the next steps in our journey and that's a great segue to engage in enthusiastic Learners the Melissa Olson I feel like I've been joined at the hip with Melissa recently because there's so much exciting work happening this year as Innovative and personalized learning becomes even more real for our students and families and we are so excited to share that with

016families as we get underway okay so I'm going to talk about engaged and enthusiastic Learners and I'm actually going to skip over deep in an Innovative and personalized learning for just a minute because I'm going to come back to the one in more depth and talk through that particular project more specifically um so as we look at continue to strengthen supports and interventions this is following our work from last year where we'll continue to scale learning and implementation of our accelerating student learning framework and our playwork playbook for creating a learner-centered environment so we're really excited to take the next steps with implementation we also want to keep scaling our work with restorative practices which is one of the strategies within the learner-centered environment Playbook and of course we want to make sure that our

017Continuum of supports within each school is robust enough to make sure that we're supporting all students in their academic needs social emotional behavioral growth and development so that's really what that second project that's listed there is about um continue K-12 science implementation so we are in year two of this District operational project and it includes implementation work for our K-8 um and learning work for 912 or grades nine through twelve so you might recall we are moving to a science specialist model at k-6 so um the implementation work will actually impact fewer teachers due to the science specialist model but we still have professional learning that we'll want to provide on the new core Resource as well as unit design and mapping and then of course a program evaluation of how that science specialist model

018is going at grades 9 through 12 a curriculum design team will meet to review core resources and make a recommendation and then we also need to get our grade 8 teachers ready to do a new course that follows the new Minnesota state standards for 24.25 school year so the year two of the science work um all building off of what we did last year um the next one there's study multilingual learning opportunities is primarily a learning work project for 23.24. so um the goal of this project is to review um the most current research on developing multilingual Learners and determined what if any impact is there then to our existing Frameworks and programming in multilinguals so this has a crossover Milestone with Innovative and personalized learning because it may include some adaptations to our competencies

019when we think about our immersion World language and English learner programming through the system and then last is choose future of SLP schools online K-8 so this program was a let's build it level of innovation and we just completed year one of implementation and we are continuing to offer um on my SLP online Elementary k-6 for this school year so this project is largely an in-depth program evaluation to determine desirability from our family's perspective and then feasibility and viability so I'm gonna dive a little bit deeper into Innovative and personalized learning I'm sure this is not the first time that you've seen this image um but one thing that I think is exciting about this image and looking at it today is as we think about those core components of innovative and personalized learning are

020our learner profiles our personal learner Maps competency-based learning um flexible learning environments and then that personalized learning and systemic Innovation by Design weaving through everything I always call out to our new staff at new staff welcome about the way in which the circles are interdependent on one another and what I think is exciting about this year is World C shifts to all of them because of the progress we've made and so as we've made a progress and competency-based learning it has shifted our next iteration of how we think about our learner maps and so it's exciting to me because thinking about the last couple years and how this is how this has evolved so in this project in particular um I just wanted to talk through some of our key achievement points that exist within

021it and give you a little bit more insight into them so as we think about that first one in scaling our academic competencies rubrics and learning progressions for case six we started this work last year in some content areas and now that our competencies rubrics and learning progressions are complete for all content areas which was a big part of last year's work we need to learn more as we use them with students and hold student work up against those rubrics our teacher leaders have put a tremendous amount of work into writing the competencies in the rubrics and making sure they tie all of our state standards to them so I'm it's exciting to think about the rich conversations that will happen as we put those against student work the all of our teachers will be

022very supported by their school leadership teams obviously our district level staff their coaches their instructional coaches as well as just their PLC model so we're looking forward to that um that next bullet point is tightly tied to the one above it further development and use of lift to align resources um in our reporting and learning technology platforms so our teachers at K4 will be using Lyft to track learning progressions and excuse me competency rubrics we also have several teachers at the 5 through 12 level who will continue to Pilot using Lyft as a reminder I know you you had an opportunity to hear more about Lyft last year but one of the things we're most excited about with Lyft is its ability to track the learner and if it's attaches to the learner rather than

023following a course or a teacher so it truly puts the child at the center of what we're looking at so we're um we will support our teachers with professional learning and implementation of using Lyft um also the third bullet point there ties to that as I mentioned our learner profile we had a design uh team that looked at the next sort of iteration of our learner profile last year um and as we engaged in that work we really talked about our vision to bring together what has been known as the student-owned learner profile where students have Reflections and short answers kind of on their spark or their potential interests and how do we bring that together with what is our vision of a full learner profile which is all of the things we know about

024a student they are demographics they are home language how they're doing and their competencies and rubrics and so we've been partnering with Lyft since last spring to bring this Vision to fruition and so that will launch early this fall especially at that K4 level where teachers are going to be using Lyft to track those competencies and it's really a more accurate reflection of how we've described our theory of action for a learner profile um and so I think that will really that will really help its next phase of implementation um the uh study methods to connect student progress on competencies at grades 7 through 12. so many of our 7 through 12 teachers are already using competencies and rubrics to design learning experiences and assessments for students and the next step is really to use

025and calibrate those rubrics with student work um and then so that we can create that consistency across the system as we study best practices for converting these to letter grades we always take a Do no harm approach knowing that our students rely on academic transcripts for college entrance scholarships and so that will be something that will study carefully and bring those recommendations um and then scale and monitor implementation of our four plus personal learner map we've had our four plus map for some time now but we've made some changes over the years to how we use it with students so this year's focus is really about Gathering some current reality and how it's being used to determine what are the next best steps for scaling it and then identifying the adults in the system that

026will help support our students as they develop their next steps and then the last bullet point is one that we have consistently worked on for many years now and it's exciting to see the progress we've made around both aligning learning experiences to our academic and our career in life competencies our role this year will be to continue to provide professional learning and monitor that implementation as we personalize learning for our students and that is some of the highlights of what you can expect for Innovative and personalized learning this year and with that I'm going to turn it back to Jeff so kind of the final thoughts uh legislative requirements who reported the world's best Workforce plan we kind of do that over two weeks the next month we'll um take the next steps with that

027and uh kind of wrap that up so um again as I shared earlier the district operational plan can be found online includes in their information just about our leadership teams and people can see that but also various ways the parents and families can get involved to it and sharing the multiple multitude of ways so with that are there any questions or a question um you had mentioned under enhanced School structures to support learning electives looking at electives um how is that or is that impacted by the Law changes and how much electives are impacted by some of the requirements that are now um I don't know that our electives themselves will be required access to them right yeah yeah um those aren't going to be impacted I mean some of the things are it's going

028to be we're looking at more of what may impact that is what we have to balance what we can ask teachers to do so for example at elementary there's going to be a lot of work that we have to do with the lead act as we argue that things like that but if there's not any kind of legislative changes that will impact what we're doing there the one oh I know what you're thinking is the One impact where it could have a potential impact is there's additional additional requirements um I'm trying to blindfold there there's the uh financials yeah financial literacy and the Civics course that they have to take and so with that for some kids that may be more difficult we have in but that's but that's what we're going to do is

029helping best minimize the impact of that with how those courses play out in various ways they may be able to meet them um we do this embedded but we're gonna have to do as less does it mean within the statutory language is a requirement okay um so we'll do that as we take a look at each of those I mean the challenges for some of those kids to have that may struggle more these are just more requirements for other kids these two they're still going to have been playing with other electives but that's part of the purpose of this project so I'm glad your asset is looking at all of that is how can you find that flexibility so kids can explore the different electors that they want to explore go deep where they want

030to go deep for example we're seeing a difference some kids are really dabbling all over with different kinds of electives but I'm not going to figure out where they want to go and other kids are going really deep and we get in a light off because they're going to school so how do we make sure we're helping kids make real good choices work as collectives and also not having those traditional structures getting in the way of them not being able to take an election they want and it's a lot easier to say we're going to do that but I just to do the schools have been in place for a long time so yeah it definitely seems like a worthwhile effort is important good question um we talked about multi-lingual learning are we looking still

031at language offerings at all or are we kind of more focused on the larger piece right now and I feel like we've touched on this on and off over the years so I was just curious a little bit that's okay part of this will be as an outlet of courses that we offer to just making sure that the quality instruction happening within this course that is okay awesome uh starting the 23-24 school year we shared this last year with just because I think it's important to um I might have shared this last year but one of the kind of things that made me laugh from background as a principal to now and the distance July people say what have you been doing all summer um you don't you don't you don't open school for 6

032000 kids magically open on that first day of school there's there's been teachers and staff and people in here all some are doing work to get ready for the Year Melissa has been working with teams of teachers all summer getting ready for the year um but we thought we'd just take a picture at just what August looks like because what it's like is um you know I heard of this debate on a radio show as I was driving into work yesterday where they were saying all summer and some of the first day of the State Fair and I thought well in our world it's kind of like summer ends on that on August 1st because yeah right so a picture of kind of what we've the staff timeline to kicking off the years August 2nd

033and 3rd we had a district leadership team Retreat for a couple of days I left you a voicemail about that August 9th and 10th each of our school leadership teams that includes our principals any APS Dean's students principals assistant are Innovative and personalized learning um specialized our student services Specialists so that group came together last week really getting ready for what's happening this week then which is our school learning and Equity team Retreats are happening within each school for three days and that's bringing in our teacher leaders are working with their principals and members of the school leadership team working on their school Improvement plans Workshop week things like that to be great and so on so they're doing a lot with that and it's a really busy week with that the next week is

034the new employee welcome in orientation and you're going on throughout the week that our all staff return August 28th to 31st is Workshop week um they have our staff kickoff but you're all welcome to attend you're performing speaker to talk with staff this year and then we'll kick off the first day of school on September 5th so it's uh each week has been jam-packed with a lot of maybe this one and this doesn't even give a picture of like I said some of the June in July things like I've seen teachers in here I don't think there's been a day where I've been here in July or whatever where there hasn't been a team working on something getting ready to come in here so family timeline man I want to give you kind of a

035pictures but back in June July we had summer school August 9th our district provides school year kickoff message um sent to Holmes uh this week our welcome letters are sent from schools to home uh by mail and email August 22nd to 24th is our kindergarten Kinder camp and the 23rd Wednesday school of newsletters begin so already on the 23rd I'll start getting those newsletters that have happened throughout the year beat great events on the 29th and 30th at each one of our schools and then you can see we have a couple of first days September 5th for grades K to eight lighthouse in orientation for our grade 9 students and then September 6th of our grades 10 to 12 students and then through September and October my prep is a focus last year is having

036a variety of family Twitter own experiences where they can learn about the things going on so it gives you a picture of a couple weeks ago through um picking up start again so in a nutshell it's one of the kind of shows key events and really these events start at the end of last year so I'm really appreciative of the work that everybody puts into it it's pretty amazing to see all these people I think my son has finally experiencing that now like he's a middle school teacher he thought he'd have the entire summer off yeah and no yeah there's lots of meetings and things going on so awesome all right any questions should we jump into the superintendent report we have the operations oh operation sorry effective operations sorry Amy improve our effective management

037of human financial and physical resources okay Jeff can do this one too all yours so it's August it seems a little strange to be going back to May we're going to be talking about the made Financial reports um with this being made there will not be a June update we skipped June because that's really our audit year and what things look like at this point for June is going to be very different than what they look like in October when all the journal entries um give book back and forth between two years and cash is going to be between funds so there won't be another one of these for a few months after this but within may you can see this is our beginning and ending cash balance as well as our cash receipts and

038disbursements um May is a bigger month as well as June four receipts because we do get our first advancement on next year's property taxes from Hawaii so that's over four million dollars as well as there was over six million dollars in receipts from State AIDS they're kind of catching up for the end of this past year at this time as well other than that disbursements it was a very typical month for disbursements nothing unusual there so you can see the end of the month at just under 62 million in cash on the statement of revenues this shows our month-to-date receipts as well as year-to-date our budget for the year which is our revised budget as well as where we stand right at this point in May compare to where we were in May the past

039two years so Andy as you can see we're really within our operating funds right on with where we've been the past few years I'm a little bit higher than last year in the general fund but back to where we were in previous years the last few years between timing of budget adjustments notification of federal Awards due to kova there's a lot of things that kind of put the timing between years off a little bit I think we're starting to normalize a little more when it comes to those you can see food service and community service for higher last year lower the year before now we're kind of Landing again back to where we would expect to be after those two years where things weren't um quite as steady as they tend to be so last

040year for both of those two programs it was the federal grants that were coming in for food service and Community yet so the same report reflecting expenditures and on this one you can see we do look like we are a little bit ahead of where we were last year and with that last year's budget again with knowing grants and things like that the timing of those we had a lot of things done early this year whether it was projects ordering curriculum more of that done in the fall so it tends to use up the budget earlier and we've been slowly working our way to that all year where it's been coming back in line with where we would expect it to land well with that um that is our report from the month of May

041if there are any questions it's good I just have one one quick question maybe this is premature with a lot of the new money coming from the legislature will we see any line item changes new align items with them there won't be any new line items because they'd be within the either the general fund or Community Education so they'd be within the current funds that we have um and when we did the original budget approval in June we did know what those so the budget itself reflected the changes that we know for the legislation as some things become more clear any of the mandates as we know expenses that relate to those will bring those to the board as part of a budget adjustment um either in the fall or early probably January February and

042at that point it won't create a new line on the report it just it would reflect differently on probably where we've been sitting already to this point in the year in interchanging Revenue such fun it's never boring awesome other questions thanks Amy now a superintendent report yeah a few things to uh update well the kind of the presentation has been pulled up I thought I'd share one thing um that's not in the presentation that our bus company shared with um Amy Amy's been pushing them on looking at different options as far as like Energy savings other things that we can do we're looking at for the entire system but they are they did submit again because they're the bus company but they did submit a Grant application with Bluebird for UTA grant funding to get

043two electric school buses and to be able to do the Pilot Buildings you know that works so nice that doesn't mean they're going to get the grant but um it's good to have a partner who is going to look at that look at ways to explore it with a provide some stages there so I show that so other things sweet summertime so we had some kids in our summer Community Education Program my son trying to call me um please answer it yeah right um so kids and that's our Community Education Program partnering with nutrition nutrition services to sell the rest of the week let's see if they had enough other things cucumbers red peppers Etc so a lot of fun it is that experience you're also going to see this around town some new Wheels

044around town so thanks to some of our Community Partners high school has a new pantheorized trailer for our robotics team they can transport their equipment to various competitions so along with the other students so on our Panthers student athletes you can see them kind of all over at the tree Open golf tournament volunteering so we're our student at peaceful well represented golf track and field band basketball football and teams that were volunteering them so it's kind of fun that they when it's nice that they can help out but it's a cool experience for the kids as well start your engines event I think this is going to be the second year right Colleen and it was a big success last year's the panther Foundation does a lot of work to put this together so I

045encourage anybody that may be watching tonight they encourage you as a school board to share this with people and tell them to get out it's a fun event with food trucks a variety of different trucks Saturday September 16th from 11 to 1 30 at the high school in the high school parking lot so let's go find it and we have our theater season upcoming see the shows that we're going to have so it's been fun over the years to see that theater program continue to improve which is doing an amazing job so shows and then related is creating and some pros sold our live on 65s 23-24 seasons four different uh shows coming in people can get tickets to that to be able to be a part of that let's see on the right thanks

046to the Spring Lake Park Lions Club for their sponsorship office so it's fun to make this happen so there's information online I believe about this as well okay let's hear it all right thank you you bet any questions for the good job all right we'll move on to action items acknowledgment of gifts can I get a motion so Kelly thanks a second by Bo I'm still on vacation all right um to approve the following resolution uh whereas School Board policy 706 establishes guidelines for the acceptance of gifts to the district and whereas Minnesota statute 465-03 states that a school board May accept a gift of real or personal property by the adoption of a resolution approved by two-thirds of its members therefore be it resolve that the school board of Spring Lake Park schools accepts

047with appreciation the gifts as shown you know when that school years not even in the session exactly generous community well 100 wired keyboards wow all right can you call roll yes and Mr Easter yes how are you the resolution is adopted on a 7-0 vote thank you all right moving on to board forum I know it's been summer in the summer this way Maryland unfortunately I did not attend the 916 meeting [Laughter] I'm going to back up a little bit I had a very bad cough that I didn't think was appropriate to share with Mike hello board members but the Strategic actions which is really their operational Plan was introduced and presented at that meeting the superintendent's evaluation was presented and it was a very favorable evaluation um I attended summer seminar the theme of

048which was the science of reading and doing some due to some very Visionary leadership that we have in this District we have implemented a great deal of recommendations that came out of that there I attended a a session on book challenges censorship and the First Amendment and I can make this available to the superintendent and group that deals with policy but it was very interesting what's going on in some of the states about censorship of books and that policies 603 and 606 apply to that and so msba will be reviewing those and sending out recommendations but it was very interesting um probably all of you have had an email regarding delegate assembly and it says you can self-nominate so I did thank you for doing that um quite interesting because the region that we are
