all right [Music] i was just singing to miss selfers here so while she was getting us going um my apologies for us being late um uh i take responsibility for the the technology here uh at the good old central uh so what i'm going to do now is call this board meeting to order at 706. i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all mr roch will you take roll all members are present all right okay next on the agenda is to approve the agenda and before we do that is there any new business to bring before the board if there is no new business to bring before the board i would seek
a motion to approve the agenda as displayed in front of you so i have a motion from miss o'neill i have a second from miss miller beach and i will do roll call vote mr emmanuel hi mrs miller beach hi mr welch aye ms o'neil aye mr ravenhorse all right mr romans all right i for myself that motion carries 7-0 next on the agenda is the consent agenda items and we have consent agenda six eight through sixty is there any one item on the consent agenda items that board members would like to pull and discuss separately [Music] if not i would seek a motion to approve the consent agenda items 6a through 6e [Music] beach i have a motion from miss miller beach second mr emanuel i have a second from mr emmanuel i'll do
a role called vote mr emmanuel hi miss miller beach aye mr welch aye ms o'neill aye mr ravenhorse all right mr romance all right hi for myself that motion carries 7-0 next on the agenda is to consider and adopt the resolution for accepting donations all right here for you there you go and we had this was attached to the agenda so we have curtis and barbara rowley uh in memory of hunter rowley southern minnesota initiative foundation for large motor equipment for the early childhood and tiger top wraparound program the department of human services for cobit 19 public health support for tiger time care child care the vfw post 4114 for wrestling program [Music] um if i pronounce these names incorrectly i apologize uh elaine donald john and barb meyer rossi and tammy bear is wilkin
and mary brecky in memory of irma frederickson for early childhood scholarships there was an anonymous donation to the sewerville football program daniel and teresa honzi in memory of irma frederiksen and the kiwanis club of stuartville for e ecs scale and transportation i'll make a motion to approve the donations i have a motion from miss o'neill a second and a second from mr roman where's the bench this suffers i think it's going to bother any other question all right once again thank you to the donors for the ongoing support of our district and not only the district but the uh programs that are extended beyond the district um it says a lot about our community and the support that we get so i have a motion along with a second and i will do a role
called vote mr emmanuel aye ms miller beach aye mr welch aye ms o'neil aye mr raven horse all right mr all right i for myself that motion carries 7-0 next on the agenda is the principal reports okay we will um have early childhood start out we have haley livery with us tonight to go through the early childhood report and i'll have her get started miss livery hi everyone thanks for having me tonight um i'll keep it short and sweet as i see everybody else is pretty lengthy yeah so we are at central for preschool and um starting out with communication we had conferences on last february 16th we did them via ptc fast grants were able to sign up through there and these conferences were more voluntary for our four and five-year-old students those that
will be transition transitioning to kindergarten or bonner the next year um and we had a pretty good turnout um on um parents for those conferences um we also have early childhood screening um that continues to be underway at central this is a huge focus for us this year as when the state shut down this last year in march all of the screens were shut down and um in the state of minnesota it's essential that we have those before going to kindergarten catch kids early get them caught up different interventions things that can help them so far this year we are up to 85 screenings and we have about 200 that we need to get completed so um we are working every week on trying to get more of those kids in and may even be
pushing in um to may which we typically don't like to do so we are um the early childhood staff is working away on those and ellen rowley and megan miller have been in huge help and getting those scheduled and doing vision and hearing so we are still chugging away on those um again if you have any questions feel free to jump in um and ask any questions for facilities um good old central i want to send a huge thank you to rick childs and josh light for keeping us afloat at central um i know that they are spread super thin um and helping out for building buildings um there's a lot of fixits at central as i'm sure we all know um there's a urinal outside of my office that i think runs all the
time but we put in a fix it and the guys are able to come fix it like wiki split so very appreciative of them um we also moved some classrooms this fall and more classrooms a couple months ago so very appreciative of them as that is not very easy furniture to move and um so very thankful for them for positive behavior our preschool staff attended tier three training of the pyramid model um on february 12th this is the final tier of that model so um again it's a pyramid model so we have two one tier two three tier three is the tier that you don't want students to get to so it's very heightened at very escalated level um so we have a lot of strategies and um intervention steps before the students get to
that model but it was nice to be able to get trained in that in the event that some of our students do escalate that high um teachers are working on peer coaching so they're able to um use dollars from within this grant to either get subs or be able to see each other teaching in each other's classrooms give peer review and feedback we are working on behavior incident reports so for example if a student is elevated we have a google form that you can um basically record everything on and then over the course of time it collects data on that student to be able to see what's triggering a student is it happening um in transitions isn't it happening in the hallway um right before they head the gym we can kind of track better
um and we have that data to look back on so we're working on that um teachers were also able to purchase sel um socially emotional learning toolkits for each classroom um containing story books a lot of them use puppets to teach feelings um manipulative visuals timers um so that's been a great addition and that's also coming through this pyramid model grant that we were able to purchase for each of the classrooms um the next thing that we're working on is program-wide expectations for central for our preschoolers and we are working to closely align with web honors during pbis so i met with courtney poplar this last week to kind of talk about what the pbis matrix looks like at bonner so that we can closely emulate that um in maybe preschool language so stay tuned
for that we are that's that's our next step that we're working on so for educational programming we have um preschool and tiger cat registration coming up here end of this month beginning of next month um that is just a very busy time because everybody's wanting to get into those programs so we have that coming up here shortly um she took video footage of the gym maybe caught some ghosts down there i'm not quite sure um but it was just a nice thing to be able to send parents so that they can see they're very antsy and want to get their kids in programming so we're working on that right now we're planning to offer in-person and virtual opportunities and then lastly our staff had the opportunity to participate in service last monday um with speakers
joe beckman and shanana talbert and hypnotist i think it's gabrielle home um so i think this provided a great opportunity for staff to be able to talk with one another especially if you're not in the same buildings you don't always see people from other buildings so it's nice to be able to have a virtual and in-person component because you don't always see people from other buildings there was some great conversations and i know that was super well received um it was a very light-hearted and comic relief filled day and king royal act did an awesome job planning it so um that was all i have anyone have questions and again i keep it short and sweet thank you haley does anybody have any questions for haley just how's the baby sorry what was that oh
she's almost six months okay yeah thank you haley i will now move on to mr mcinroy and he'll go over the report from bonner all right thank you superintendent summers and board um once again i want to echo what haley said if you have any questions feel free to interject i'm one willing to answer any and all questions um a lot of the stuff that han said kind of corresponds with bonner as well um for communication we do have our spring counseling set up for march 25th uh these are as needed conferences uh it really is a great way to kind of finish up the school year and also prepares uh students for the upcoming school year as well so that's gonna be a one night four hour period that'll uh fulfill our uh required
hours for our conferences this year uh kind of once again uh piggybacking on what hayley said uh we're in kindergarten enrollment season and so we're working really actively to get the word out as far as uh preschool uh screenings and then of course actual registration as well uh we won't be able to do a traditional kindergarten roundup so once again we're gonna try to develop a web page where we have a lot of frequently asked questions video tours uh things like that so that's gonna kind of be an area of focus here this upcoming month for facilities uh i just wanted to give a quick shout out to kr kitchen staff we are able to serve obviously lunches every day but we also serve a tremendous amount of breakfast so a lot of our students
come in the morning take advantage of those breakfasts um one of the concerns you know moving into the new things that we had this year was what our lunches may be like eating in the classroom uh it turned out to be extremely efficient very effective custodial staff fair professional staff makes this run very very smoothly uh it's not ideally in classrooms but uh all things considered it's actually been quite successful um we bought new sleds for a bonner uh beginning the season we were kind of questioning whether or not we needed uh but we did buy uh i ended up actually getting on clearing so we gotta get price on the top and i know superintendent sell crews likes to look out for north window on our big snow hill and see the second graders
come flying down that so uh once again um we're thrilled now to actually be outside uh a couple weeks of no recess is kind of tough on our primary kids um for positive behavior um once again because of the concerns we're not allowed to have our schoolwide assemblies that's something that we really do miss uh getting 500 students in one gym and really kind of celebrating that respectful and responsible behavior but we do continue with virtual assemblies and so uh as we're doing that we're trying to find new ways to kind of celebrate how to provide incentives and um kind of like uh wins and gifts and things like that we're trying to stay away from the extras and stuff and you know do more like spending time or or games or game startings or
things like that um but once again emily erickson courtney father entire work committee has spent a lot of time really trying to maintain that level of respect responsibility and that recognition of that in our students um finally educational programming uh haley had mentioned we had a great in-service house monday a huge thank you to katie warlock uh siobhana calvert really challenged us um in her uh becoming self-aware uh presentation joe beckman was a great way to kind of end the day very lighthearted and then of course we had the the hypnotist in between there too so once again a lot of great feedback from our staff saying that this was one of our best in-service days that we've had in a long time so a big thank you once again to eating more luck on
that thank you mr morlock mr mcenroe um does anybody have any questions for mr mcenroe have you been on the sledge yet i i have you have when's belinda going yeah it happened i made it down one time so the second graders have been very effervescent about this hill that we have behind central and um they are convinced it's the best hill in out of all the schools we have the best hill over here at central okay i'll introduce mr johnson and he'll talk about their cake all right good evening thanks for having me i can see mr macaren going down the hill now going back up that one i'd really like to see that's the that's the hard part right so i'm gonna go ahead and get started with communication um we have spring
conferences coming up here this this thursday actually february 25th um much like mr mcinerney of honor we we have four hours left that we are going to be doing so our teachers have reached out to students and families that they would like to meet with in a variety of ways they are going to be helped virtually um just to stay um cognizant of the times that we're in and so we're looking forward to connecting with our families once again uh our war team is all also working on developing a survey for families we've got some great stakeholder information from students and from staff and from our team and our committee but we're looking to get a little bit of feedback from our families as well and so we're going to get a survey out to
families to ask if there's any way we can boost our respect others act responsibly program at bear cave and so uh we'll make that happen here and it should be coming out the family shortly as far as our facilities go um we continue uh to make sure we use every single space at their cave mrs wynn has been doing clay and she's been our program has been on a cart going into classrooms a lot of carpet out there cave clay and carpet do not mix so we're finding every um space that we can of concrete or tile and so this is when we made use of the hallways um in our fine arts hallway and down in our estonia hallway to make sure our social distance and still get the enjoyment out of that program
um i also am excited to announce that we're in the process of working on a fifth grade uh leadership group um called our tiger tour troupe and they're the reason it falls under facilities for us is because they're gonna be the group that's going to be giving the tours eventually at their feet and so they're going to become the experts with some coaching and some some tutelage from myself and this is lent on what we really want to hit home on for our incoming families that could be touring with schools but also for our incoming third graders which are currently second graders at central and so we're really excited to have these kids take over some leadership roles in that way as far as positive behavior goes i'm really excited to announce that our our
team will be graduating from the second year of our cohort 15 through pbis in the state of minnesota on april 15th we are currently working on our last day it's been asynchronous learning this year um again because of the the colbin i really want to make sure that i recognize tyne win courtney flackler emily wendt sarah fitzgerald rachel leclerc mr jeff jacobson um for their efforts as being a this foundation of war at barricade we do continue to recognize the positive things happening in that bear cave um the servo area community foundation is recently donated some water bottle stocking hats and string bags both us and to bonner you'll see that donation coming from the next are in the next board meeting in that minutes um and so we're really really excited uh to be
able to add those to our student of france prizes as far as educational programming goes uh it's i love to read month and unfortunately one of the things this year that we've had to do is we've had to close down the library to make use of it as a general ed classroom and so mr nelson is housed in there which means our typical in and out of it we've flirted with the idea of a library on a cart but unfortunately uh because of staffing we've really means our media specialist and some other things and so we just haven't been able to do it so we're really putting emphasis on reading this month at bear cave um book bingo where we were able to uh get 200 brand new books in the kids hands if they
got a bingo they came down and picked out um some a brand new book and we did that virtually last thursday um we're gonna be having a glow party reading friday uh this upcoming friday and we've had some mystery readers also um over the course of the month which has been a wonderful way to make sure we're building that love with us um and finally i want to recognize our fire department for some of the phenomenal things they've been doing over the last couple of months first of all they've unveiled the juggling curriculum um that started sweeping its way across barricade and across homes during distance learning um the last i checked were above 60 students who came who have mastered three ball juggling um and they have to do it ten times in a
row in order for it to be considered mastery so mr richard and mr may have been an amazing job of getting kids and they they've also uh scripted a time so that the students can come in before school safely and after school um during their prep times and giving that up uh they've also made use of bear cave park for some snowshoeing over the last uh week so it's been it's been some really really great things going on down there in that moment thank you mr johnson does anybody have any questions for mr johnson i want to commend mr johnson and the team on the tiger troop tour tour troupe i'm really excited to have kids be the leaders in welcoming the new second new third graders into the building and be the spokespersons for
bear cave and then also when you have visitors that you're gonna have students leading them around i think that's just going to speak so much about what we do and how we develop leadership skills and kids so congratulations to you on that mr johnson um next is mrs prenty for the middle school good evening everyone i'm glad to be back and sharing all of the good things going on in the middle school um well we're going to start out with communication um typically uh we have or we have conferences in february and we did on february 2nd we held 180 conferences uh during this four hour block of time representing about 80 of our families these were open conferences families could sign up for one or more conferences it was uh very well attended and
our teachers were excited we didn't have a lot of no-shows so that's awesome as always we continue to use twitter and facebook and skyward to communicate with our families i'm looking at maybe opening up a little uh some other avenues with snapchat and instagram and i'm working with katie morlock on that to maybe get that those social media platforms uh running as well a shout out to our adopted tiger families they are amazing they have really supported our staff during this time um we got lots of calculators ea math um and treats and gift cards um the generosity that uh the adopted tiger team has shown our our teachers is humbling for sure national junior honor society students made posters because wednesday is minnesota school bus driver appreciation day we didn't get them over today
when i wrote this i thought we would get them over today but we're going to bring them over tomorrow each of the grade levels has a sign and the kids all the kids signed those posters so that's super exciting and we want to definitely thank grissom bus they've really stepped up in such unusual times to do the work that they do for our kids so very much we are thankful for them facilities uh taher has just started to do grab-and-go breakfast at the middle school in high school um in the middle school we served 100 more breakfasts each day last week that tahr actually put the uh the food right by the door so the kids could grab it rather than going to the cafeteria kids just weren't doing that and our kids are definitely
starting the day out with a little bit fuller tummies and i want to thank christy mabe and her team for making that happen uh along with that josh leighton his crew every day continue to keep our building clean and safe for our students and staff and i can't with the short stat with as short staffed as they are they're doing an amazing job um for positive behavior where our team is beginning to meet and review and revise our plan um with the possibility of at some point here all in person learning our big three behavior plan uh is likely to get a workout and so we're gearing up to get ready uh for at some point if we have all of our students back in the building um educational programming um we had 15 participants
in the zed creative writing contest and kylie jones an 8th grader uh earned an honorable mention um the the theme for the creative writing contest this year is it's june 13th and the snow won't stop falling um so they were i the compositions that were put in are very were very well done by our kids um the high school counselors held meetings with eighth graders and they are now i believe fully registered or they're just getting the stragglers and so that's exciting as very cute as those eighth graders are gearing up for high school uh seventh graders uh rose to the challenge and did frog day section last week um one of the frogs had a mouse inside of it and kids got to see all kinds of exciting things i got to i went
in and watched on a couple of the days and uh the kids were a little squeamish but they uh bucked up and they tore apart their well not to our part they dissected their frogs and got to learn a lot mr miller did a really nice job he offered an evening opportunity for flex students to come in and be able to participate in that activity and we had some uh we definitely had some families come in and take part in that activity so that's february at the middle school thank you mr mrs yeah i just want to point out mrs prenty that uh what mr miller did for those flex students that's just one example of how our teachers are stepping up every single day to do what's best for kids um nobody asked him
to do that he did that on his own um we're not going to be um adding anything to his paycheck for doing that he just did it because he knew that was what was going to be best for those kids but we had teachers doing things like that every single day so um just so proud of our teachers and how well they're they're stepping up for all of our students and their willingness to step outside of what would be the normal routine thank you mrs prenty we'll move on now to mr green and high school hello everybody good evening um in high school when i graduated i was honored as the top male brown noser in my class and in that spirit i'd like to wish nemo our school board uh happy minnesota school board
recognition week and before i get into my list i'm just going to silence my phone before any of my colleagues send me harassing tests we rely on twitter and facebook continue to do so very heavily as well as our schuyler messages we are at 1204 twitter followers right now so i think it might have been our information about our basketball team perhaps being on espn last week uh or or a career fair uh i'm sorry a school uh minnesota college uh admissions tour uh fair that was posted on there as well that may have garnered some additional following so uh definitely relying on that i wanted to highlight just quickly the incredible contributions of all of the administrative assistant staff at the high school um and i've included megan fay even though she's with the
middle school she does a lot of work as well assisting with the high school um my my primary administrative assistant monica mcguire um the updates that she does each day to both students and staff um every link that could pretty much possibly be needed by any of them is available uh daily to them via email it's a wonderful resource um ms amy rankin in our counseling department is handling all of our flex and hybrid transition so she's dealing with a lot of phone calls in the course of the day and communication with our teachers to make sure that they are informed about the status of students brooke limmer is in our attendance and security office and she's doing a lot to just help straighten out attendance concerns that that rise uh really as a result
of this varied way of attending school um tim's assistant danielle reichel is doing an incredible amount to really work with tim to maximize our ability to bring fans into games and then of course i mentioned megan working with monica and brooke uh and as well with our health aides to to manage all of our colby communications has been incredible uh the high school health aide is jill zumbach and of course you know our culvert coordinator trisha bredesen uh just the the amount that they're taking on each day is is is very uh uh important it's very necessary and it's amazing work and we rely on them heavily and appreciate their contributions um in terms of positive behavior uh we had a um essentially a contest that we held over the course of distance learning asking
high school students to develop a original artwork piece that related to the air tiger ideal so remember our air tiger accountability involvement and respectfulness we had four students submit uh pieces of of art and uh interestingly they were all for kind of uh very different from one another and were wonderfully done and we are now in the process of reproducing these on a on a broad scale and uh plan to put them up without our school building and classroom hallways and other common areas um this would go in addition to the two beautiful signs that we have up in our building to highlight the tiger uh initiative on our high school um in terms of educational programming our our counseling department is is working with uh tutors through nhs and providing um 25 minutes of
academic support every wednesday and thursday morning in our school library so we have teachers that are are communicating with students the the opportunity to come and get this help this has also been something that's been relayed to families via email and and twitter and facebook as well so um a little bit of a slow slow growth to it here to start but we have had some students coming in to get support and we appreciate that our nhs uh student tutors are coming in uh early as well to offer this help um i won't i won't uh speak about the uh work of of uh katie morlock any more than what's already been done she did an incredible job uh you've heard these names already mentioned i'll just say that i would strongly advise the board
to ignore any claims that people make about concerns of workers um that's all i'd like to mention about that the process of registering for for the 2021-2020 classes will now close at the high school and we are just pretty much uh dealing with with uh stranglers that we need to make sure get those those classes registered for through skyward we did host um our teachers did host essentially a evening of explanations about all the fortunes in their department areas on the night of february 2nd they were not heavily attended it was rather poorly attended but it was um that there were uh groups that did pop in the family some from his i mean we had some departments with as few as zero and we had others that had uh numbers up at 16 so
we did have families come in and ask questions with a number of students come in to ask questions um so i think all in all the teachers felt that what they could introduce to those few that did uh come virtually to these three sessions was of value for those that were looking to get things cleared up for registration um and then i think just just all of the efforts by by the staff at the high school just to continue to navigate this process um monitoring covert exclusions list and and seeing the the status of students changing on a daily basis really in their classes from hybrid to flex or vice versa we want to commend our high school staff for for continuing to rise and challenge to meet our university so that's it from the
high school thank you mr greene um when you were speaking about the hypnotist you actually did cut out what i would tell the board is that um one of our administrative team did actively participate being under hypnosis and one other member of our uh administrative team was completely knocked out in a deep sleep so but we won't say any more about who did what so one was sleeping on the job one was sleeping on the gym that should be ignored by the board though all right we will then finish it out with mr malone and activities ms marlowe all right good evening everybody thanks for having us and and thanks for living listening to our updates here uh last month i i gave mr breen a pretty hard time because he was uh well over
the one page limit uh this time i would like to remind him that we have again saying the best report for last so thank you all for letting me be last at all i'll try and bring up the rear the best i can um i continue to get more updates almost on a daily basis from the minnesota state high school league for those of you that are following any one sport or multiple sports the dates that would conclude our winter activities are now posted on the website and i've posted them each year for you you can see like in the past there's a little bit of a staggeredness as far as the end dates go uh and so any of these opportunities unfortunately will still be virtual there still won't be large crowds allowed at
these uh but certainly pay attention to the dates that they're coming up and then possibly the links and the best i can sharing those links out would be important um and like i said earlier as of today i was on the hbo website and i put specific dates for every one of those um the dates that i put here were kind of the weeks that they started or the days they started and there was a lot more dining's given to us at the end of last week um i can't emphasize enough the importance of coaching and advising through a pandemic and i know we've talked about a lot of teachers absolutely during the day that go above and beyond uh we still have for the most part had not had large outbreaks on our team
and so the coaches and to the extent that they can uh i just can't be thankful enough to each of them for the steps that they're taking and being sure that their teams are as safe as possible the minnesota state high school league has given us a little bit of guidance for our spring sports activities and there is more uh guidance to come um one thing that won't happen this spring is there won't be a staggered start to the activities like they usually would be so essentially all spring sports start on march 29th the high school league has been very adamant that we will not get guidance on spring sports before march 8th and so whether we can play two games a week or three games a week uh whether we're still looking at pod
sizes or whatever it might be masks outside or not we're being told by the high school league to please be patient and if they were to give us guidance right now that it would most likely look a lot like fall and winter but what they're hoping for is that the further we get into spring that some of the guidings can ease up a little bit so march 29th as a start date and then march 8th i'm hoping to get more guidance coming my way um i probably am super super super and maybe even the most excited on this report to report that squeezily is taking on the task of putting on a musical for us in the middle of a pandemic maybe not in the middle hopefully we're on the tail end of a pandemic
right but uh chris has stepped up to the plate he wants to know what are the protocols what are the things that i need to do to ensure that we can have this year's seniors and then obviously anybody else that would like to be a part of a musical opportunity still have that musical opportunity i want you to know that chris even looks so far ahead as to pick a play that we can buy the rights to live stream for and so if we find out in may that we still can't probably fill the performing arts center with an audience he has picked a play that would allow us to use the likes of dan simmons and his crew to live stream that opportunity out to parents and so when we get closer to those
dates in may i certainly will pay attention to the guidelines and what we can have in the performing arts center uh but the the decision to pick a play that can be broadcast i think that kind of foresight is is very very important um one thing that i didn't put on this part of the report that i'd like to add uh the the guidance from the high school league has allowed us to increase the size of our home crowds a little bit i don't know how much you've heard about that but mr breen and i and danielle have worked very closely you might know that our middle school gym is the smallest venue that we have a building and i really do not feel comfortable adding more people to our wrestling match a gymnastic speech
because of the size of that facility so we're going to go unchanged as far as the the newer guidelines for wrestling and gymnastics home beats we have put into place a possibility for some of our seniors to be drawn for extra tickets in the big gym and it only has to do with the size of the gym i would like to make sure that you all understand it has nothing to do with basketball versus gymnastics or basketball versus wrestling it only has to do with the size of the venue uh and as early as tomorrow we will safely fit 50 more people in the gym to watch the boys play rochester lourdes and uh i'm pretty happy on that opportunity we've got a bunch of seniors that asked for an opportunity and we've got a
bunch of staff that would like to watch these boys and so i believe that you can tell at the end of the season we have eight more home games and we'll be doing that uh throughout the rest and so that's kind of what this facility stuff is looking at uh if you get asked at all about the capacities and i'm supposed to be at the smaller of those two numbers you can see that that middle school is our smallest facility and with that i will cut it short and be brief thank you mr miller if there are any questions i'd love to take them at this point i'm sorry but i didn't hear that very well i'll use my mom voice um okay so i was just wondering how are you how are you um
increasing the capacity who's getting those tickets so we sent an email last week uh mrs miller beach to all of the seniors that would like an opportunity to draw 15 tickets and then those 15 students would be able to bring a friend with them so we have about 30 more students coming and then we had five we had the exact same email go to the staff k through 12 and we drew five names and they're gonna each bring five guests with them uh to the game tomorrow and so we'll add uh just under 50 people and i still feel very confident in being able to do that uh safely so it was a random it was a random draw of kids that signed up okay thank you thank you mr malone [Music] thank you all
for joining us tonight yes thank you all right next on the agenda is consider and approve the learning model pivot to in person for middle school and high school okay so before we start um i know that we've gotten a lot of feedback for both nine a and b we've gotten a lot of information feedback um so what i want is for everyone to have a voice at the table and um when we do get to the discussion part um todd i know that you're currently the only one on on zoom um but if you would just raise your hand or virtually raise your hand that would be fantastic um and the board members here raising your hand and then also if we could do this did it work it worked yes okay that's all
i wanted to know okay thank you todd and then also um if we could do just a two before me rule so having two people speak before you speak again does that make sense so if i say something have two people say something and then you can say something again i never heard such a rule well now you have you're welcome it kind of helps too with repetition and constantly repeating everything and we're going to be talking about this for 45 minutes it helps no i like it it's a good rule i love um to people that's great so having said that um what i'll do is i'll kind of hand this over to miss selfers and uh miss brush okay so thank you uh for considering this um as we were talking about how
this has come together i just wanted to review that governor walsh made the announcement on wednesday and school districts did not have prior notice that that announcement was coming on thursday we received the guidance from the minnesota department of health and minnesota department of education on what it takes to roll out what the governor announced on wednesday and so i've had a chance to review that over the weekend today we had a consultation with minnesota department of health minnesota department of ed and old state county public health virtually and so the entire district leadership team was able to join that consultation basically in that consultation they provided what needs to be in place in order for us to move to in-person learning for grades six through twelve and so we have a better understanding of
what the guidance means and what the recommendations and the requirements are to make that happen um as i've thought about this the pros to doing this are that we would be better equipped to meet the academic social and emotional needs of our students by having them on our campus every day with our teachers um it would bring a sense of normalcy that school brings to the students lives the challenge is that once we bring everybody together we may be increasing the risk of transmission of device and i don't know which benefit outweighs the disadvantage or the disadvantage outweighs the benefit i don't have a crystal ball i don't know if we make this decision to move to in-person learning if in may we look back and say we maybe should have done something different i
don't know if we stay in hybrid if we look back in may and say oh we missed an opportunity i don't know um so i'm torn on what is best for our students and that's really where the decision should be it's what's best for students um the one thing that we will have is um all of our staff by this friday will have been offered a vaccine and by the end of march all staff that wanted it will have completed their second dose so that's awesome right it gives us an opportunity of a layer of protection for staff who wanted it um i am not able to track who declined the vaccine i know that there are some who did but we're not in a position to ask did you be vaccinated or did you
not so for those that wanted it though we've made the rounds and we actually are working with uh hunts silver lake pharmacy and we have an on-site clinic on friday and during that on-site clinic it will be in the middle school gym we are going to make sure that any driver from grissoms employee of tower arnold's maintenance and fernbrook who want a vaccine will be able to get one through the school district and we're also going to make sure that we do anybody that missed earlier opportunities on our staff won't have to go to rochester they're going to be able to go to the middle school gym and get vaccinated on friday so awesome opportunities in that regard um compared to where we were in mid-january with vaccines um feeling so much better yeah so
um this friday the 26th yeah so persistent pays off in that regard so in regard to having us all here in the middle school in high school i again i don't have a good measure for what's the probability that one is going to be more successful than the other one not being successful and so i think what the board will probably have to do is weigh the considerations that you have and make the decision based on what you feel is in the best interest of all students that attend our middle school high school is the is the data supporting is the data supporting them coming back so that makes sense that question yeah okay so um so is the data supporting the number of positive cases right that we have in the district is the
data low enough that it would be supporting having all students in the building yes if that makes sense so that's a good question um as far as the county numbers yes okay our county numbers are headed in the right direction but i will add a caveat stuart bill for weeks has had the highest rate of infection compared to all other communities in the county so what's going on in our neighborhoods is coming into our schools so that is a concern of mine when we started this cobit journey stewart though was the lowest in the county in the rate of infection so when you look at the rate of infection it's the number of cases per population um of late probably since christmas stewardville has been at the highest rate in the entire county so the
county numbers are going down but stewart build zip code is going up and so what we need in a very serious way is for everyone in our community to commit to mitigating the spread of the virus to make sure it doesn't come into our schools because once it makes its way into our schools we run the danger of having to close because of the spread of the fighters so i need a commitment from everyone in this community and our students need this commitment from everyone in this community to mitigate the spread of the virus that's masking staying six feet away from others social gatherings are limited you don't go and hang out places with people that may be carrying the virus it's just it's essential for us to be open i was gonna say it's
probably not even so much i mean that that's the piece about getting the disease into school but what i worry about is but you're still gonna end up having to quarantine people right once they get it so part what i'm concerned about is bringing everyone back and having us all in one big one is that we're gonna if somebody has to quarantine it'll be a teacher that quarantines or repair that quarantine but all that stuff and then the resources that we have available to us over time will we have trouble maintaining the level of quality of teaching so that's the nice piece about the vaccine two weeks after the second dose and within 90 days of that second dose if you're exposed to a positive case and you've been vaccinated you don't have to quarantine
okay so having the number of staff that we have that have been vaccinated or will have completed their second dose in a short time frame is to our advantage so two weeks after your final dose and within 90 days of that dose if you're exposed to a positive case the cdc has said you do not need the quarantine so really you'll be able to make it for most of the restaurants correct correct so the concern with the spread or the transmission is the potential impact on the health of students and students who become positive whether or not they bring it into their home and the health of those family members that live in the home but that risk is there whether we're all in the building now so the risk is likely less because our
capacity is at 50 percent there's just less people there's less people so you have less chances of bringing the virus in or spreading more people more people more chances closer proximity to each other um we won't be probably maintaining six feet of distance in the cafeteria because we'll have all the students in the cafeteria it's going to go down to maybe three feet uh three feet is the recommendation if you're all in person so now you're not six feet apart you're three feet apart um you're just in closer proximity in the classrooms than we are now so there is there's those things that are part of being in person so when we're all here we have the issues of being all here have we looked at data from like the surrounding states because they see
everything around us is in full time no matter what grade you're in and we look at that data to see where it matches or if it i mean other teachers i have friends or teachers at iowa south dakota nebraska different places and they don't see an uptick um more than any other quarantine or post contract that i mean in school that we've had here kind of stuff so i don't know with them being full-time all the time in other states that we had cross-referenced to see where we stand versus everybody else i have not seen that data um and i don't know if minnesota department of health is collecting that or if they're doing a apples-to-atlas comparison between the two um so no i have not looked at that that seems like a pretty i
mean for minnesota department not to do something like that while all the other schools around us are in school all kinds especially like iowa south dakota places if nasa was not collecting that data i mean i think that's seems to me one of the um one of the things that i um noted was that both north dakota south dakota uh iowa and i believe wisconsin but i know for sure north dakota south dakota and iowa per capita they do have high transmission rates in terms of their general populace so i don't know their specific metrics related to k-12 schools but their general i think i believe when i looked last night that they like north dakota was number one south dakota was number two out of the 50 states per population and then iowa was
in the top 10 as well so that's part of that's for everything yeah great admit mdh may be collecting that information on schools but i have not seen it myself so i can't speak to it specifically so what is their recommendation do they have a recommendation because walt can say one thing but what does so um the on the consultation this morning um they just really talked about if you do all in person and it is a local decision so they did not spend any time trying to convince us to do it or not do it um they just really reviewed what you want to have in place if you're going to do this and it does include the cleaning that we're already doing um social distancing at three feet so we'd have a little
bit of a shift from six feet to the three feet um making sure that students are masked all the time and that that's not something that get that slips by the wayside or we get complacent about masking so masking is required if you're going to be all in person so there's you know it's much of the same things that we're already doing um i will say that when i get to my principal or superintendent report we have just over 230 students who are flexing in the middle school high school right now and so because of that we will have to create a plan that allows teachers time during the week to connect with those flex students so whatever plan we come up with it may not be on campus every day monday through friday because
the teachers through the governor's order have to be provided time to plan for and connect with those flex students during the school day during the school week are those students flexing because they i mean they don't like the in school come sundays on school days like are they flexible they're choosing all kinds of reasons for flexing um and each one is a family you know personal decision that they've made um some have come in and out of flexing so started out flexing have come into school now some start of the year in person on the hybrid schedule and have are not flexing so so we go back full time some of those students might say hey i'll go to school full-time but they don't like the oddities but there's also like i mean there's also
flex students we've heard that there was an increase when we started going back because they didn't want to run the risk of getting sick so they could continue to play sports you know i mean it's their choice but getting more kids in the building they would probably say that we think i don't know i think it might even be more more accurate to say they they were nervous about running the risk of being exposed right quarantined yep no no they were running the risk being foreign does have some implications as far as close contact quarantines are concerned when we do have positive cases that do are in the building um because of the fact that the hybrid model tends to facilitate that six foot social distancing more so than um if we're obviously all of
the building and whatnot and so it has it will have the implication of potentially increasing the amount of persons that get you know get looped into close contacts which currently is really relatively low for all of our internal situations so we have really a low rate of particularly in the high school middle school area low rate of close contact quarantines currently with the current model within the classroom all together yeah all students periods so like like when you're looking at the positive cases that have been on campus while during the infectious period when you look at the persons that we actually quarantine important in coordination with minnesota department of health and almost the county public health so that number per positive case is really relatively small at this point can you give us an example
of what that number is so i did i don't i haven't had a chance to do a full deep dive for the whole year of all all positive cases um that we've had throughout the school year i did i did um do a dive into the high school specifically from january 4th through the 22nd um so during that time we had a total of uh 17 positive case person notifications that we did um case assessment for seven of those positive uh case persons were on campus during the infectious period um for those seven particular cases in that high school age bracket um we average average eight close contacts persons per case so it's your quantity would send like eight kids for eight people generally homes so yeah on average and so that would be with
all of the different settings so that might be you know from the lunchroom or from the school the classroom um so was that january 22nd january 22nd so just remember no all right february 20th oh through today okay good so that's through today yeah um and we were not in session until january 18th so you have about two weeks in there where students were only on campus for sports or they were here for special services that they received during business learning so the data might be just a little bit suppressed because of those two weeks i don't know um but again we're not quarantining a lot of people because we've done such a great job of making sure that we are spacing students and they're in assigned seats at lunch and in the classroom and
all of those kinds of things and maintaining that six week distance which doesn't eliminate the quarantines but it certainly reduces your trace is so tight right right so if we come back all in person the radius of six feet for close contacts does not change right they're saying that you can be within three feet of each other but the radius for close contact is still six feet so inviting people is it the people having to come and go for the quarantine like where are you getting the most feedback so on this issue and i don't want to mix these two issues together so this issue on moving to in person the majority of the feedback that i'm getting is bring the kids back um so there are some who have said i don't feel that
this is a safe decision but that's a minority for whatever reason the louder voice has been to bring the kids back i've spoken with a few staff today and they're excited and they're ready and they're just like if there's any possible way to do it make it safe please do it um i've spoken with someone medical professionals and they're saying if if there was a time to do it it's now it's like it's a really good time to try you know like you said we don't really know but if you're gonna do it this is the time to do it don't you think too i was just sitting here thinking that if we do it now it'll be like getting our feet wet for the fall so we'll know what not to do in the
fall if we do mess up now in the spring and with that said hopefully in the fall we won't have 200 kids on flex because that won't be an option like we want the kids to come back to school if they want to stay home and they can go to high school we won't have to have that modification for our students because school is about being in school for homeschooling so i feel very very hopeful that we are not going to be required to offer flexing right so because no that's right i was just thinking like by having them go back i know earlier you know it said that we don't have a date so by voting on this we're just saying that when the time is right we're allowing it to happen so do
you think by voting on it and allowing it to happen this school year we can learn what works with the plan that we put in place and maybe what we would not put in the plan for next time i do agree um yes and so um not having the date i just want to quantify that um the reason that right now it's open-ended is we just got this notification last week yeah no i haven't had it lately yeah and so i don't want the board or anybody in the community to think that we're going to drape this out we're going to get to work on this if the board approves this pivot we're going to get to work on this tomorrow and do it as expediently as we can to make this happen as quickly
as we can so i'm not interested in dragging this out it's getting all the people in the room that we need in the room to make sure that we have the logistics laid out in order that they need to happen so that we can do this and make it happen so um in communication with the board it's more than just bringing the kids back it's meals transportation we have a bunch of furniture that's in pods that has to be unpracticed right yes it's staffing so um just in the way of staffing for paraprofessionals because we have half of the special ed students on campus on any one day we don't have the paris staffing that we would have had if we've been in session all year with all kids so we have to consider whether
the staffing needs that we have if all kids are here every single day so there's just a lot of different details that have to be identified and worked out and i want all people who work in those silos to have input into this plan so that's really really important um i think mr emmanuel has raised a hand i'll stop talking about it mr emmanuel no i don't mean to interrupt but i've got several thoughts and some questions and i don't want to lose him before before before i forget you know i'm in my 50s now and my memory is not as good as it used to be um i thought and i may have misunderstood this that um if we move to in-person model there's still an option for students to be flexed or did
they misunderstand that that is correct they can still stay flexible okay um and then let's say this we've approved a vote in person if there's obviously an outbreak or a spread that's going to change things correct and we're going to have to rethink this yeah it may potentially change that mr manuel yeah i just want to make sure that's clear so um what it is the threshold is five percent of the enrollment in that building if five percent of the enrollment are out with covid symptoms then the minnesota department of health will say you're going to close for two to you know i've had my second dose of the health care provider and trisha can correct me if i misunderstood this through some information through mail as my employer that you know the the vaccine
they're cautious about giving people false reassurance that the vaccine is gives you a free pass the vaccine is to decrease the it doesn't totally prevent you from potentially getting the virus but it does decrease um you know how hard it hits someone you're likely to be hospitalized but dying and those kind of things and so you know the staff are receiving the vaccine but students are not receiving a vaccine so that you know that doesn't mitigate any potential risk or spread among the student body whether it's coming from the community um into the school or brought you know and back out into the community um is that correct patricia that i understand that correctly about the vaccine i believe that you relayed um what my understanding is as well yeah so it doesn't eliminate the
risk in there you know there are students within our student body that do have you know health conditions that would potentially put them at risk so i mean those are things that you should consider as part part of the decision-making process but they also have the option to stay virtually well so yeah i just want you know i just you know i don't know if then you know everyone in the community is aware of that that we don't want to you know getting the vaccine you know somewhat provides false reassurance to a certain level i guess um and then you know i'm looking i look at both sides of this i can support either way you know when i look at what we're doing now it's not broken i mean it's working and certainly remote
learning is not ideal or successful for every student or family um i would also argue the other way that even that in-person learning in a in a pandemic is not ideal or successful to every student or family either so you know looking at that plus you know what is the expense and the work that would go into pivoting now to all or to in person with the option of flex so that's something to think about um certainly in person you know provides some level that social socialization and emotional connection but it it doesn't really put it back to normal you know with assigned seating and this distancing and you know you can't high-five your friends and all these other things and some students certainly are going to benefit from educationally from being back in person
more um and other students you know i can i use my son as an example he's a hybrid student and he's had a couple of quarantines because of close contacts and so he's really been remote more than he's been in person and he has asked to remain flexed for the remainder of the year which is about a quarter and a half he has for him he's established a routine he's been successful and that made me kind of point scott you had a question you know why are students moving or staying there and i think some students it works for them and you know they've established a routine that's worked doesn't work for every student that's in a remote setting absolutely not i would say absolutely not and you know if he's looking forward to resetting
in the fall hopefully that's the way i'll look forward to and going back to a little bit more normalcy so i think i'll shut up now i think that's that's i just wanted to give some in for my thoughts on both sides of it and and then those questions and so that's that's my two cents i wanted to add i have a couple of follow-up items um i'd like to hear more about the five percent shutdown um can you speak to that a little bit more so it's right in line with our mitigation tool that the board of doctor early on and we used that number when we learned about the normal virus outbreak that we had at honor minnesota department of health when you have five percent of your population absent for one thing
they then advise you to close the school to get it under control so we did reach that benchmark in that year when we had the normal noble rise so that is the threshold so it's five percent with the similar symptoms of the population that's in that building minnesota department of health would say you should you should close get it under control because if it's not under control it would come 10 15 and just become out of control and talk when you say population it's not just the kids it's everyone in the building so when you add to that though like i just look back at we've had k through five going every single day all year and knock on wood we haven't had to do that so like now we're going to do if we're
going to do it we're going to add 6 to 12. so we're really only adding i get it it's smaller over there with the buildings the way it is but we've been okay this far yeah through five for the most part though they have been able to maintain you know most of the time maintain that six foot social distancing because of the changing of you know the second grade over here and you know the doubling of the rooms and spreading out they've been able to mostly do that mitigation measure whereas in high school that won't necessarily be possible well essentially those k through five were in hybrid right essentially isn't that the way you kind of find it because they were still going every day yeah they're there every day they were not for the
schedule wise they were going every day but they were in a hybrid setting right because it wasn't traditional they weren't in one classroom with all the kids they're in the media center and they're in the stage and we've got them in double rooms and all those kinds of things i also want to point out that the um if you look at all the data that linus over department health provides of all the age groups for under the age of 18 the spreaders are those students that are ages 15 to 18. so alabama students may get sick but they're not spreading it as much as 15 to 18 year olds their social network is different yeah and so in the middle school high school we don't happen cohorted they will change classrooms every period and be
with a different set of students or in the elementary they're with the same group all day long and then we also will have them not eating in their rooms they'll be eating in the cafeteria so some between the elementary setting and the middle school facebook setting and that may be why the data for the middle school high school is higher because we can't mitigate the structure of the day or where they are in the same way is it safe to say that that age group is also better suited to be more successful when they have if they have to foreign quarantined more than others there are definite advantages to getting our sixth graders in the building with each other they don't know what it means to be a class right and our ninth graders don't
know what it is to be a graduating class of whatever year they are because they haven't been together and our seniors haven't been in the same building at the same time since last march so there are there's definitely huge advantages to doing this i just want to make sure the board's aware of all of them that you understand the risk that we are assuming so for the shutdown i i just have a couple of questions that i want to make clear so the the age range for this brother is 15 to 18. it is based on symptoms not positive cases and it is a two to four week shutdown so two weeks would be the minimum because that's an incubation period um if we are still having cases popped up in that population mdh may
advise us to do four weeks instead so you make sure that it gets all cleaned up come back but the kids would still be in school you wouldn't be attending school virtually you're doing virtually distance learning right so why did they go like symptoms versus positive cases with testing is so readily available now like why are we doing five percent of symptoms when you know a sniffles or a cough or you know that's a symptom of coping or you know i mean like there's so many like the list of symptoms they ask you and every time you go to mayo clinic it's ridiculous like two of those like every other day in the middle of winter time here so it's like well i can understand like in the beginning of this when testing was not
readily available but now that testing is readily available why are we still on synthetic versus positive cases like five percent positive case i don't understand that it means i know there are false negatives that have been have been shown out there that's one thing is you can just because you have a negative test if you're still within that incubation period or contagious period you could still be negative early not have to be positive later so i think that's probably would explain that maybe that's how i understand it but in seven days like if you're asymptomatic is when that's happening though like if you have symptoms and you get a positive negative or positive you know i mean like after seven days if you still test negative and you're showing symptoms like i i would like
to think of the very very small percentage yeah we're basing ourselves i mean our decisions off the back i mean we're talking about like very very small cases there if we take a look at the um we've had the five percent thing in our um in our uh the decision making tool all along and we haven't had to do that as of yet you know we haven't had to we did not hit nearly that threshold at this point for a symptomatic person that we've been monitoring so or even close so i mean it's not like something like you know that's likely and um if you've noted like from the previous years i mean they would recommend that type of thing if you had a bad flu year if you have five percent out into that
and that hasn't happened recently within the last few years with the exception of the normal virus situation um so it's not if i mean if we truly did have five i mean we really had five percent of the calculus of any given building out there probably is a problem oh yeah sure and we probably should be but just scott's point though that was 30 people with symptoms how many people are in the high school 600 but that doesn't seem like a very big number like it's just symptoms positive if there were 30 positive cases within 600 people oh my yeah that would be massive and we would i think everybody would understand like yeah we need to do something well we had 17 just in the high school age group between the 4th of january
and now february 22nd so there's there's cases there's plenty of cases more so than we have had before so other questions that you have so what are you seeing are there kids right now that you feel that are struggling that would be better off in school is there a way that you could just get those kids back and keep the other kids that are moving along at a good pace do you know what i mean or parents that felt like they needed a relief from having kids at home you know because i feel like it's a parent thing two parents sometimes just need to have a different routine also to be able to support their kids in a way where they're getting their work done i'm hearing some stuff where like you ask your son
or daughter do you have your homework done they say yes and then they actually don't have it done and the teacher won't be able to be more apt to ask them and have them actually answer the question you know i wouldn't be able to teach my own kids but someone else can certainly do a great job with them so is there a way to do that so that we could get it to a place where our number wasn't heights okay but we'd be meeting the needs of the kids that have the greatest need i think what would happen there um is if we if the board moved forward and had it had us pivot to a model where we are in person those individuals that don't want to be in person would choose a plus
optional yeah but they still have the option to do that anyway don't they right right now so you still you might get your i don't want to say the best because every kid has a gift but your your most academically driven students would be the ones that would show up anyway wouldn't they they wouldn't be the ones not necessarily okay you think that you'd still get some of the kids that were that need a little bit more attention well and for the primary reason socially they want to be with their friends okay and um they i mean learning online our our staff through remote streaming have done amazing work but there are some who do very well academically who just want to be in the room yeah i think i think you know that i
think the key is in this too is that there's an option you know if we move in person those that don't feel comfortable or for whatever reason want to stay or go to flex that they have that option to do that we're not mandating at this point that every student has to show up yeah in person so i think that's that's and i think that's important for people to understand for those that you know maybe are on the other side of haven't been advocating for going to in person but that that they have an option and maybe that's maybe that's not under completely understood yet by the entire community i unusual if a a student or a family was okay doing you know the current model where they're going every you know two times a
week and then when given the opportunity to go every day then they would back off deflects i think that would be unusual because you think they'd be flexed anyway though they wanted to do that well there's like a flip side of that though too because maybe like you say with putting more people in the building it ups their chances you know families might see that and i mean we can expect that if this decision is made that we will see cases go up for particularly until you know we get vaccinating the population to that to that level of hurt immunity will this decision-making process will result in increased transmission in cases so we just have to be prepared for that and aware of that and so there's the chance that families might see you know
if our current state of operations yields us with our current protocols and everything in place yields us you know say 17 cases in high school between january 3rd and um and the 22nd now with um in-person learning portion of that certainly it was january 18th 18th through now so if that's yielding us 17 positive cases in that population then we can expect that that would be more um just by virtue of the lack of the mitigation effort of the um for lack of ability to complete the mitigation effort of the six foot social distance are those kids struggling when they're sick or are they just getting mild symptoms we won't do that we're not going to address them i just didn't want to know i don't want anybody to eat nope um in the beginning
of the year like with governor wallace's order about um allowing time for those teachers who have students on flex yes like hypothetically like if the model was we bring them back monday through thursday and then every friday they stay at home and do half a day or something like that just like a hypothetical situation would that be um you would take those kids that go on two days a week by mondays and wednesdays and mix them with the kids that go on tuesdays and thursdays but aren't those kids still like riding the same buses and like how is that going to work with busing so transportation is one thing that we have to figure out okay um we have not gotten into the weeds on transportation or meals or any of that and that would
all be part of the big picture plan but when you say that they might not be able to go back every day i mean our hope would be that they would get to go back obviously more than two days oh yes so on the day that they wouldn't sorry my question actually is on the day that they wouldn't be in person would they be distance so that they're still going to school five days a week is what might be yeah i think yes we'll still be in school five days a week okay what those five days look like i don't know okay and i don't want to speak out of terminal and have that now be the plan no so um because ultimately they're going to be in school this week we just don't know
yes okay that's what my question is your board right yes no no this is my question because i didn't want them to just like all of a sudden now they don't go to school one day no because they've been going five days whether they're in person or at home okay and we've maintained the gold standard here in that we're one of the only districts that has had kids in school every single day five days of instruction most of them are two days of instruction and then two days on your own or i guess i don't want to change it right because it's been consistent yes for the resources that you have and the numbers for the resources that you have in the men's capacity after having this year is this something that you think that
the leadership and staff will want to take on or do you think that it's best to prepare for this for the long term and get us ready for fall like this seems like a huge undertaking for a few months um i think that we are willing we are eager to do what's best for kids and if the board determines that moving to an in-person model for grades six through twelve it's what's best for students we will do it you have our commitment and by what you've heard from parents they're speaking that they want them back the majority of the responses and feedback i've gotten to whatever method has been bring the kids back i haven't heard anything on the other i'm a little nervous about this but ultimately i want them back now there may
be those who have a different opinion it just hasn't been shared right as frequently as bringing them and usually the ones that don't want it to happen are the ones that we hear typically but i don't you know it's probably yeah it's hard to figure out yeah i guess i just uh a parent sent this to me and i was looking at it this whole time with the new york times posted the cdc numbers today um the surrounding states around us north dakota nebraska wisconsin are 42 40 40 42 and 43 south dakota is 29 iowa is 32 and minnesota is 37 per 100 000. so i mean if you look at the surrounding states around us for capital wise where they're not having all this they're in school learning i mean they're showing that
they're right there with minnesota um actually doing better than minnesota in some cases without any other stuff so to show that we're i just wanted to put it out there saying that we're 37 13 cases so nebraska um wisconsin um north dakota they're all better than minnesota south dakota and iowa are just a little bit worse so um i can send the map or the wing um everybody on the board if they want to see it they're just i guess you just want to make sure you guys put that out there that that's the new stuff it literally was just put today the 22nd um so it's showing that we're right in the middle of it all um so i feel like what we're doing what they're doing they're similar cases um around us and
i think it gives it gives us pretty good you know like you said steward well you each town each place is going a little different but that at least gives us a full overview of where we're at for surrounding states so what i'm hearing is we as a community have the higher case rate we are looking at the middle school high school more people more cases decrease area the three feet the bubble the global it's definitely going to be a change in workflow changing staffing um we're going to have to look at expenses but there's also going to be the possibility of increase in the closed contacts on the flip side we are also looking at um currently we don't have the school spread it's all community spread we don't have we have what we
want is to have the kids back in school we're looking at by friday having all staff be vaccinated yeah in every capacity um blacks would still be an option providing normalcy of some sort um is what i'm getting from the conversation that we're having one other implication um too if the decision is made to pivot to that model is that all of our current state um outcomes are predicated upon our ability to execute what we have in place as far as our processes and staff and resources directed towards towards the all of these measures of follow-up and communicating with families and all that kind of thing as far as what um what their evidence-based best practices are um so that has the potential to have an impact on on operations as well just based upon
um internal resources that we have directed towards the internal processes what can you simplify that a little bit like what are you meaning by all of that there's going to be more students more potential for close contacts more follow-up close contacts with each case so each one of those has a family that needs communicating with yeah so like if for example if our current state process yields us in high school eight and on average eight close contacts per case that's on campus small infectious and then we um decrease that three foot but the the six foot is still what is the then we're looping in a lot more and each one of those families needs communication as far as what what to do what's the best data test all those you know testing resources all
that back and forth communication like that that will be more work yeah i get that it's more work but also like more work but what belinda said and keep going back to him ahead mentally we have to do what's best for students right now right now they have had no normalcy and we're trying but since march yep so personally my opinion would be that they need to vote for them i would i would go yes for them and see where we are yeah why don't we um get a good question yep don't go too far but yes no this new governor's order does it change anything with busing we don't know that answer okay like number wise that's what i was wondering um and so then if i recall listening that if if we do
have something outbreak there's a two to four week shutdown of the school which probably then we have to you can't just go back in person i'm guessing the answer then yes you could you can just go back to whatever yeah in person with flex options okay you got it thank we don't have to have all this planning and resources do we do we even have an end game about how this looks to say no we are in a place where we have risk reward it's too far out there's no i think that you look at the surrounding states that aren't doing what minnesota is doing i mean they're showing what the endgame is like that's what you do people just filing to say enough's enough like we gotta get back to normal i think that's
where the states are like if you look at the state surrounding us that's what they've been doing and they're and have to be okay with the results yeah exactly website now and i think that's not necessarily a hundred percent accurate as far as the surrounding states since the pandemic per capita no not the last seven days yeah the last seven days not the whole because that's what matters right now right no matter what happened eight months ago we gotta look at like the thing that somebody's grandmother passed away i mean you know it doesn't matter well yeah man is that what i'm saying like we're making these decisions about the school i'm not talking about somebody's i'm talking about our school district and if you look at the charming state states in the last seven
days and how that's going the last month i mean it's trending that way so so it what it sounds like is people may have an idea after discussing getting information data um how they would like to vote perhaps you could ask if they're ready to make a decision and just do a look that way and if they are not ready to make a decision we find out whatever the information they need are you ready to vote no i don't think i am actually okay okay mr welch yes yes yes mr emmanuel are you ready to vote i'd like to think a little bit more on it because some information that was brought up tonight that like a little more clarification on okay so what additional information well i mean we have some conflicting information and
we're using these surrounding states that we just had a cold snap too and i you know i i guess you know i've had several have been affected in several ways by this virus so um in states that were widely open and so i i just i think we need to look a little deeper at that information first i don't want to go into this and then whatever happens in the community because that age group is it's about responsibility when you're not in the school and if you're not maintaining distance you're not wearing masks you're not washing your hands and you're gathering with people that is where those students are becoming positive exposed to someone else who's doing that same thing and bringing it to school and so you know we go into this and then
all of a sudden we shut down for two weeks or four weeks because you know we're missing some information what todd are you more concerned it's good and it's bad in a way that these you know mdh and um and those agencies you know won't i wish they would provide us more guidance on that instead they're providing some guidance but then saying it's a local control which is a good thing but also in this case it's it's not real it's not as helpful as we'd like you know does that make sense it does but that's that's what i'm trying to think in my head here's some sorts of things out i think i know i know no matter what whatever we just if we decide to before this i know that the staff and the
district leaders are going to make it happen they're going to do it no doubt in my mind no matter what work it takes whatever um expense additional expense or anything i know they'll make it happen so i have confidence in that i just want to i just want to be very sure this is the right move at this time of the year miss miller beach did you have something to say well i guess my concern is you know i think probably what i know about it which is you know i am not a scientist so i think that's kind of what todd's saying we are not scientists i have a background in science but i would you know i do wish that they would give us more direction from the department of health i'm not
concerned about the kids coming back what i'm concerned about is them taking it with them when they leave the building and how it may affect their families and that piece you know i haven't had any uh experience with anybody passing away or anything like that but i have had some people that i work with the pharmacies who have had people that have struggled and had some serious illnesses related to it so i just want to make you know that piece of that piece does worry me that we are opening this up and can we all be responsible enough that if we decide to do this but as older students that it's you know bigger than just what's happening here in the district it can be affecting people outside of this school so i mean i
think the majority of them probably can handle it but i do i do think the mental health of the kids is a big deal especially at middle school i think it's a huge thing to have them back in school it's a big deal i mean my daughter's older and she can handle this you know what i mean it has not changed her academic performance but i don't know what other kids are doing some of the people i've heard from their kids are struggling to get their work done and i do not want them to spend another year suffering you know and not being able to get themselves to a place where they're academically strong and good for farmers for whatever they want to decide to do when they grow up so that piece is very
important to me and i know that i know that the teachers miss them and want them back you know so i think i could probably vote on this with the idea that if someone felt very uncomfortable if their outside family had health conditions or anybody that they cared about greatly that they thought would be high risk that they didn't come back and use the flex program and we supported them in a way that was very positive i would probably be open to doing it i also think that as long as the teachers and staff have enough time to meet the needs of the students in class and meet the needs of the students outside of class because i know that gets to be a lot of extra work for them that we can do this
but i don't want to add more stuff to their load if they're going to feel overwhelmed by having those two things happen and then i know just the idea of moving everything back in i mean it takes a lot as of right now with what we're doing mr reagan mr okay it's proven that we're not taking the virus from the school back to the homes into the communities it's not that's not happening and the way i interpret mbh giving us the opportunity to make the decision they know that we're going to be shrinking the space they know it's going to be three feet they must feel somewhat confident that it's not going to be as big of an issue as it could maybe we potentially might think it could be because i would think that
if they thought it was a serious problem it might happen they wouldn't even give us this option that's my thought and two with what he said and with what you said i agree like keep learning back to what glenn said doing what's best for students and if they're not comfortable or their family's not comfortable they have that option to flex and i don't really know as far as with what todd asked about data like i don't really know how much more data we could get from surrounding states or even other districts because we've all seen it we've all heard it we've watched it in presentations we've been talking about it for a year like ultimately with what it comes down to is just you know doing what's best for them and like their voters their
parents if they're telling us loudly that they want to get their kids back then out of respect for them and as a parent myself mental health and socialization we need to get them back mr emmanuel raised the hand mr emmanuel yeah you know is that data just community data i guess maybe that's a better question is or is it school data and and maybe not as important as what other states dream but are there schools in minnesota that are in person at this age level to the level or more or more often than we are maybe that's more important that like what is compare apple dabbles schools in minnesota are doing the same things as every other school in minnesota not the school in iowa not the school and is the city see that at
school that or is it just community data so the first question is can i think you know i mean if if we vote on this tonight and then there is not a date set and we find out or do we get data like that or maybe you're gonna maybe you have some data on other schools i know it's all over the board about what people are gonna do and what they're doing now but so in regard to what other schools are doing um in our region we have schools that are all in schools that are hybrid um going to school a couple of days of working week and staying home a couple of days a week in schools that are completely in distance for whatever reason the data for those schools is so school specific
it's hard to transfer data from one setting to another because the circumstances are not the same so what we know here is that we have done a pretty good job of mitigating the spread on our campus what we are saying is we don't know if we're going to be able to continue that level of mitigation when everybody's here it's a risk and so the board has to decide is the risk worth the decision and if you are comfortable with that risk then we move forward i'm confident in our staff and leaders and trisha to be able to pull this off you know that's you know what are you looking at you've done a fabulous job and i i have faith in the team that the coping team and what they're doing and what they can
do looking forward um and you know you don't you don't know if you're gonna fail to try i guess i mean that's one way to look at it and we're at a point where we need to make that decision do we need do we give it a shot pull the trigger on this and and see what happens if there's not outstanding data that in schools that are in person all the time in minnesota if we're not seeing data that's showing they're having consistent multiple shutdowns then i say that it's worth worth of risk to give it a shot there has been some locally who who have had some shutdowns um we so we have really had some pretty good outcomes here as far as our operations so we haven't had any major shutdowns we haven't
had any major internal outbreaks that as evidenced by multiple positive cases related to one another in short periods of time um and we also have not been on the minnesota department of health list of schools if you've seen that from the minnesota department of health website on a weekly basis they update schools that have had greater than five cases within a certain block of time um we've never been on that list yet you know other schools like byron and other schools surrounding schools have been on that list um you know so it's uh it's we've had some pretty good outcomes that way as far as you know not having major issues but we don't we don't know exactly what will happen uh because everything that we've done is predicated on what our current processes are
so hard just it's hard to say so what so what would happen if we went back and we had and we had something that's what started going really wrong we had we had an outbreak would we just have a school board meeting how would you call it how would what would be the uh we would not wait for school we would not leave for school meaning we basically send an email saying this number is high we're just going to distance earnings starting this date and then we would just take care of it that way so we would know pretty quickly if we saw something where we needed to basically decide this was not the right decision right okay so you remember the board gave um myself and the administrative team the authority to make those
decisions so that we did not have to wait two weeks for a morning so this additional discussion and some of this information is it's kind of answered my question some of my questions so and you know i feel comfortable voting tonight after just a little bit more discussion here that that's have been helpful so perhaps terry wartman we can call the question so i have on the agenda consider and approve the learning model pivot to in person for the middle school and high school as a decision if we are ready to vote i would seek a motion i'll second come on i have a motion from miss o'neal and a second from mr raven promotion from mr ravenhurst second from missonia okay and it would be a role called vote that's one question um how
would you communicate the process of getting this all done to us so um what we're doing is we're meeting this week with the leadership team i'm hoping we can knock this out in one day i've indicated that we're going to lock the door nobody leaves until it's done 48 hour days um as soon as the plan is ready i will communicate with the board with the projections of what we're looking at and then it will be included in the family update hopefully i can have that out this week to families on friday um if it's not going to be on friday and we have to do some finishing work um next week i'll send it out as soon as we are able that that is the work time that is starting tomorrow tomorrow yeah um
yeah so hopefully by friday we can communicate with families if i cannot do that on friday because we just were not able to get this knocked out um it'll be sometime next week so i am not looking at dilly-dallying with this this is work that will get done and we will move forward as quickly as we can one of the things i would like to add kind of where we started a little bit uh at the beginning of the conversation with with with what miss selfers said regarding the community's efforts going forward we make a decision like this tonight um that's gonna impact a whole bunch of people in a lot of different ways and the teachers are gonna are the admin team and there's a whole bunch of people that are gonna do a
lot of work to make this happen and i think the community uh needs to again understand the efforts that all these folks are doing uh to make happen what we as a group and a lot of our community members want uh and then that personal responsibility that we all have as a community to make this a good idea or to make this vote of ours the right quote successful and successful uh by doing the recommendations that are widely understood uh and widely accepted but not always followed as well as they could be uh and i think you know the sewerville community could uh ramp up those efforts to make sure that this works because i think we all want it to work and if any of those parts falters a little bit we're going to
be in a world of hurt and we don't want that i agree with that the community itself almost with this decision tonight we'll have to have a re-commitment what we've done i think that's where you're seeing some of the laziness of what we've done in the community is because we've been doing it for a year everybody's kind of like just over it right yeah this is something new so and maybe we give them a reason so i mean the recommitment as a community level or even at the high school level for the kids like you have to be committed to this as well i mean it's important like you said you don't want to bring it home somebody's grandma something like that like that's not what we want but you know sometimes that the reward
is better to be in school for our kids i mean it's just so i think to put that out there for the community understand that this decision tonight is something that it goes to them too it's not just us making a decision here it's everybody so yeah yeah without them this will be moved it'll be nothing you know everybody doesn't pull their weight distance learning for the rest of some of these older kids especially have had so many milestones taken away from them that if we can get some of them back i think it would be very important so i have a motion from mr ravenhorst a second from miss o'neill roll call vote mr emmanuel i was gonna jump in the summer and thank mr romans and mr welsh those are some excellent points
that need to be stressed in our community and that's what's going to make it work um and just being clear and in the delivery that you know there's an option to that parents that aren't comfortable that have been flexed this entire time you know know that they're not being forced to send their child to civics they're not comfortable there are those people out there and that the board reiterate to the staff that we have great great great support and trust in that they're going to get this done it may seem daunting and challenging at first in the colby team but we have faith that you guys are gonna they're gonna do it and it's going to happen and we're behind them so with that i thank you miss mother beach hi professor ralph aye chris
o'neill aye mr aye mr romans all right i for myself that motion carries 7-0 next on the agenda is consider and approve the implementation of a shortened program 1914 uh protocols so um information was shared with the board on what the parameters are for short quarantines um i have thought long and hard about this um because we are going to be coming back to everybody being in person um if a certain quarantine were implemented obviously the goal is to return students to class as quickly as possible um you can do a seven-day quarantine if you test negative after day five but you still have to after you come back after that quarantine you need to be masked for everything you need to be six feet from others as much as possible so we're all in
person i don't know how we're going to make sure that a person who comes back from quarantine stays six feet from others it'll be a challenge um if you come back from a 10-day quarantine you didn't have the test so you didn't test negative but you haven't shown symptoms and again you need to wear a mask for everything and you need to be six feet from others until through day 14. what's important to remember is with a short and sworn team the science doesn't change the virus takes up to 14 days to incubate it does not care how long you quarantine so if you quarantine for seven days that doesn't mean the virus knows that the virus will continue to incubate for possibly up to 14 days that's the science that goes with it with
a shortened quarantine the board needs to understand there is an increased assumption of risk there are students or people who do become positive after a shortened quarantine and expose another group of people to the virus so that's an assumption of risk that we would have with a certain quarantine a consultation with mde mdh and olmstead county public health today they reinforced the 14 day quarantine as the best and safest response for closed contacts it's the administrative recommendation that we stick with the 14-day quarantine and i know it's very controversial and it's very difficult for families and for students however it is the safest option that we have to mitigate the transmission of the virus trisha do you want to add anything um i think that you hit most all the points um the only other
aspect of it being through day 14 if a person has even one of the symptoms on the mdh tree then the minnesota department of health would say because of that elevated risk of that person by virtue of being in close contact with the known positive laboratory confirmed kasokovic it elevates that person's level of risk and so what minnesota department of health says is that if you have even one of the symptoms on the mdh tree then the person is supposed to go isolate again get retested so on and so forth so that's another aspect of it because normally we do the two symptoms of the lesser common symptoms on the mdh tree so that's one thing to be um aware of as well so we're open for discussion so with that said um with the
shortened quarantine isn't it just being requested for those that are uh close contact for example sports practice on the bus uh in the same class as someone else so we're not talking about somebody that's tested positive no that's asking to stay home less unfortunately so we're just talking about that close contact not even someone that's living in a house with a mom that has right right just the close contact so with that said i did some research just because i wanted to be prepared because i've gotten a lot of questions on this um and i printed from mdh the seven day the ten day and the fourteen days so if they're telling you on a conference call today to stick to the fourteen days why are they printing so they will have at the top
of that page yep your recommendation is 14 days yeah but then it says if you have the following right so you can you would have the option of doing a 7 or 10 but the recommendation remains the 14 days so both cdc and mbh endorse the 14 day quarantine is the safest method but now they do offer this option to be considered at the local level um depending upon the dynamics at the local level of this option of doing the seven or the ten days with these early january yep and correct me if i'm wrong but that was in reaction to um the workforce uh getting people back into the workforce because of this you know the the struggles that were happening in the workforce is that accurate no this one's written specifically for no
equals originally when these options came available that's why they were created in the first place it was in response to the economic struggle it wasn't for students yes there is a tie in now because well because it's written it's written on their site as an option and it has to do with kind of like behavioral aspects too in terms of um compliance so they noted with regards to the workplaces and all those hardships that the quarantining causes we all know causes i mean we hear it on an absolute daily basis it doesn't fall on deaf ears we have to hear that every single day about how horrible that this cause the issues that caused just like you guys here we hear it probably even more every single day the hardships that it causes people um
and so that's one of the precipitating factors that the cdc made that recommendation was just because they the thought process being well if we can at least get compliance if we shorten it then at least it preserves some safety aspect rather than nothing right well i talked like i talked to my medical friends and some staff and stuff and it was pretty much the same type of response as the first thing we voted on that they didn't seem to be too concerned about it because the medical people were like you know it's not as often that the people develop you know covered on day 12 or 13 or whatever but just sitting here i just got to thinking of something that might be a concern but when we we've already agreed we're going to get
these kids back into school and if we were to go to a 7-day warranty if things start getting bad how are we going to know which one could be the crux of it so if like if we kept the 14 days and went back to school and the things started getting bad you know immediately if it's not like say after i don't know four weeks i don't know then maybe you could move i don't you know to eliminate processed elimination of what the cause of these spreads are that's just a thought that i am sitting here but uh because i'm i'm not in opposition of that 70 things but i think doing two things at once at the same time might kind of throw a wrench into figuring out what where the problem is if
there comes a problem why are you getting i guess the most of the feedback i got which relates to sports is that where you're getting most of your feedback when you're getting this quarantine because it is the school people are concerned about having their son or daughter out for 14 days out of school is it the littles or is it the only it's all across the board okay i think it's the back to back stuff where it's like they get back to school for two days and then there's another close contact on the bus so it's 14 more days and it's like that kind of stuff or it's a 14-day guarantee because their sibling had it so they're in the home for 14 days until that sibling didn't have symptoms anymore and then they have
another 14 days ago like the kids are just getting it yeah did you see that email today from that parent no i'm just saying that i'm not going to say who it is or anything i'm just saying that that particular scenario right they compound each other right right against each other like especially like under third grade they don't have a device so so i mean when we did business learning last year every child is out of the box but right now they don't have a device because they're in school so their device stays at school but if they have to quarantine for 14 days sometimes it's it could be three four five days before a teacher can get something set up for them so then your child's ten years old sitting at home for five
days with nothing to do yeah potentially the parent that might be working right they can't go to tiger time because so all those factors roll into it and it's like if you have to do that back-to-back it's it's really hard at an elementary level and then you know at the fourth grade enough at least it's a little bit easier with having a device and being able to communicate and get on they can almost manage themselves a little bit differently yeah they decide to do their homework right so it's just that's where it gets tricky too where it's like seven days is enough for if and you know i know it's recommended that it's 14 days as the safest option but it's not required it's just recommended just like the speed limit it's not required so
i mean obviously this is health but it's different but i think they say the upper threshold is something between 10 and 12 of increased transmission potentially was given into that model but i keep saying i got the emails and read all the stuff in the potentially or estimated like is there no data that shows i was tested on day seven i tested negative and on day 13 i tested it like is there not data out there that shows that there is that's the limits that they established with the research that they've done so that shouldn't be investigated so it's a it's a range that if you do a seven-day quarantine out of 100 people the low end is five percent will turn positive after that seven day 14 and the high end is 12 percent
and that's sort of when after the seven days no i mean like that studies from back in november this is from i don't have the date it's the most recent it's the most recent so after the 10 day out of 100 people you have one to ten people who will turn positive after 10 days of warranty that's the research that we have that's most recent right now so it's a range of numbers um they haven't quantified it to say because the pandemic has not been long enough i mean it's not five years old it's less than a year for example first of all so the numbers are after seven days you have a hundred people five to twelve will turn positive after seven days after negative tests after a negative test if it's a ten
day quarantine one to ten will turn positive on day 11 12 13 and 14. that's the best battle we have so the sequelae from that is each one of those one persons comes and then they're going to just like you mentioned they're getting all these families that are getting looped into quarantine after quarantine because they come back and then they get exposed to another case so then every one of those extra persons that go into this model would do then those people get moved in you know then then those people are end up looped into a close contact quarantine so then those families are all impacted um so it it's kind of like one of those spidering kind of things yeah so which on average you have approximately eight per case right now that's in
the high school now in the younger grades because they're more more mobile and like on the playgrounds and in the classroom and stuff the older grades it's easier to ascertain definitively you know you know so then we can kind of really kind of carve out that smallest group possible because our goal in each one of these at each one of these situations is to impact negatively the fewest amount of people that we can while also catching anybody that potentially might be in that range of where the virus might might have have traveled so with regards to the younger age groups that's different because of their intermixing intermingling sometimes it's not as easy for the teacher to ascertain you know exactly where they're at plus they're in the same room all day long yeah so they're
with the pod for a longer period of time um at the middle school in high school they're in the classroom for 45 minutes and then they go to a different set connect so so this is a similar decision to the one we made before in 9a the board is considering what's best for students and the assumption of risk that the board is willing to take on well i would i would support it but i wouldn't i don't want to do it at the same time getting the kids back i mean what part of it are you saying i wouldn't say i mean i support shortly during the seven day or whatever what actually happened so that's where i feel comfortable but i mean how many weeks are we out for getting kids back at school
oh my god it'll be like give her like four hours the way that it's just the way it is like if it's three or four weeks gonna get kids back in school and then we're doing three or four weeks past that so i mean i'm just saying like are we do we i don't know i just think it's it's something that if it's good enough for negative tests at seven days for viral load i mean i don't know i just think that get getting kids back to school this could be faster than getting back to school to be like we could you know by next monday perceive that we take this and adopt this policy so i even get kid you get this done my opinion respectfully is i feel like this is if we're
if we're talking about keeping the kids as safe as possible and this is the recommended guideline if we make a decision to take the risk to put all the kids back in school we should and i'm again not opposed to it at some point but i think we should have one element happen at a time and we should start with getting the kids back in school keeping the 14-day courage or whatever we decide you know we'll know more after she sends out our first thing about what what we have participated deadline will be for getting everybody back even if we wait a month i think we feel i feel a lot more confident about sending those kids back right four weeks after yes and i feel a lot and i and i don't even think
it's about the kids quite honestly i think it's about grandparents and you want to you want to hurt a weight you want to hurt a small child take their grandparents away you know what i mean like we need to also be careful about where we're spreading this and that's the part that i want to make sure that we're very safe if we make this decision with i have to look at science on this and i have to look at how mayo clinic tests their employees at day one day seven day twelve and you if you're a close contact you have to have three negatives before you're allowed to go back to work is that what you're saying he said day one basically right it was about 12 different scenarios but i looked at the close
contact scenario to guide supervisors it's initial test 7 day 12 day because that's exactly the research that you just said the saturday and the 12 11 12 13. so that's how i'm looking at it for for my decision mr ravenhurst well i don't have specifics so it's probably irrelevant once i got the mail guy was talking to he was looking at the non-public release of whatever they said that stuff is changing on march 1st i don't know what it's changing to so like i said it's relative it's irrelevant probably for this conversation i mean it could be still a 14 day but it's two tests i don't know so that's how everything changed that's what i mean i'm not opposed to looking at it again i just don't know if i want to make a
decision about i don't i wouldn't be comfortable voting on that as a yes to keep right now so are you motioning to table it um so part of the decision that you're making here is if we use a short and quarantine we have to consider the ability of students to be physically distant from everyone six feet so if an elementary student's on a shortened quarantine that elementary student has to physically distance from everyone 60 through day 14. and how feasible that is if they're an athlete they have to physically distance from everyone six feet through day 14. and how feasible that is are we asking students to do something that's impossible and just asking the question i don't know if they're able to do this or not it's it's a little bit tricky there when
you say if you flip it to where you set it there an athlete because like for example if they're a school athlete that's how it would be but if they play on a traveling league they have different and that makes it very difficult because if they come in contact if they were a close contact and they're coming back to that youth group athletic group and are not maintaining a six foot distance yeah that is problematic because that is the requirement for a short and quarantine must adhere to a six feet distance through day 14. yeah and it's tricky too because it depends on what policy you're reading because the policies are different our policy is that but we are must maintain six feet of distance through day 14. yeah which i which that's what it
is for like school athletics but then if you read other policies same if they play it in a different athletic group they have different policies where they can go back at seven days and participate in games so it doesn't work for the school setting i just want to make sure that you understand what we're setting up okay okay i would just say we're steward of the school that want the shortened quarantine or people that maybe she's heard from that you know been um high on the complaints because their kid's been in quarantine more than once wasn't the sports it was multiple years it was all set yeah yeah i'm sure everyone is because it's just a strain this has just been yes how do you subscribe to a kid they're not going to have prom
after you know what i mean like there are lots of things going on right now that just are not what you want your kids to go through or for the whole family to go through but this is where we're at and so we have to do what we think is best and do it in the most safe way possible that's what i think so so do you want to do it with comfortability mr emmanuel we're gonna do a whip are you ready the swept thing yes i'm ready to vote okay we are going to implement a um it's open-ended i didn't want it preconceived are you ready to vote yeah are you ready to vote mr reagan yeah i think so mr roman okay all right so do you want somebody to make a motion
with that's time-bound instead of open like this i'm i'm seeking a motion for considering and improving the implementation of the shortened 19 quarantine protocol i mean what's a feasible if they were to do the quarantine what's the feasible turnaround i know you guys are gonna have extra paperwork things to do with the covid group so like what's a feasible turnaround i obviously you don't want to say like implement immediately because that will put you guys in a huge vibe but it's like also we want to do two weeks you know like would like next monday be feasible like to say that no um the issue that we have is uh we have to train all of the players that are in the system so that's all the health aides the administrative assistants and the building
principles so during the school day they are already working full-time they cannot be pulled from their positions to do the training the only time we have would be a friday afternoon in which there's no students on campus right now so that that's it um and there's a couple of things that need to happen one a walk through multiple times of what this tree now looks like with the new protocols and what qualifies for each situation and then all the scenarios like todd was talking with me earlier about mail pages and pages of scenarios what if what if what if all those scenarios need to be played out so that we're not stuck not knowing what to do and that we're consistent from one building to the next in the way that we interpret what we're
going to do then the next piece is we need a new system for tracking the system that we have right now will not work because it's all based on a 14 day point team we will need to develop a new system that tracks 7 10 or 14 and so that will all take time again these people are all working with students all day long except for friday afternoons and do we have to i guess do we have to i guess approve 14 10 and a seven or can we say a seventh day with a negative test if you don't want to get tested it's 14 days like do we have because i mean that 10 days we're adding in like what's it never seen a 14 and a 10 then like if you have no
symptoms you're sitting i mean i mean like are we seven day with a negative test is what people really want they're not really gonna go ten days those days four days are gonna make a difference it's like do we make can we do that about something like that we're saying seven days with a negative test back on the eighth day or you quarantined for 14 days because then we at least have the negative test to show like they're they're willing to go get tested to get their kid back in school versus just waiting three more days not happy because i'm not i'm more for testing right if you can test me in seven days on the eighth day i come back versus ten days yeah you still can't get it on twelve thirteen point like
i feel less comfortable about the 10-day no negative test than i do with the seven-day contested comeback day you know that kind of stuff because i'm i don't yeah fourteen-day coordinator i know people get it on the twelfth day that's why attend a no test but anything i've read your viral load should be large enough you're not showing symptoms by your seventh day the viral load should be big enough in you that it's going to give a positive test you might have a false positive here or something like that or false negative and that's where those little cases come from but at seven days eight with a negative i feel way more comfortable with that than somebody just sitting out ten days with them and then so the the decision about quarantine is completely a
local decision there's nothing that says you have to do 7 10 and 14. um we need to have the 14 as an option for parents who don't want to do the seven day with a negative test you know the child can't do the pcr test which is the only test that's expected by the way the antigen and the antibody will not be accepted a saliva test is not accepted it has to be unless it's a pcr unless it's a pcr saliva test so it has to be a pcr test and that would all be explained to parents and the communication that we provide to them if you approve this so the board can choose what this looks like for this school district which in all reality like if you go get tested on day seven
in order to go back on day eight you almost have to get tested right away in the morning because all the times that i've been tested my kids have been tested it's at least 24 hours and then the school needs a picture of the negative test and then the school principal has to approve it i mean it's a process and that's predicated though on our current state processes yes it will be longer because of the fact that so normally if we handle these situations like for the example of the eight positive um positive person we get this eight percent post contact quarantine loop and so normally we would handle those situations and kind of like so to speak batching so like they all get the communication of this is your date of return this is
when it would be a good idea to get tested here's some testing resources so on and so forth um whereas now each one of those eight parents has the option of either you know potentially if you do the seven day the 10 day or 14 day then we have to individually communicate it has to be in a pcr test on day five or later oops you got it on day four now if we actually move on day five and then somebody got an antigen test from you know what some of the places locally they do antigen tests and that uh pcr test so somebody got that so then it's gonna you're gonna have to there's a lot more instead of like kind of giving a batch date so to speak of the 14 day and
the standardized communication it's a lot more individualized and so it takes a lot longer one two but it's intermittently amongst all their other roles you know like the health office aides are still medicating kids and they're still handling emergencies and you know so it's not like continuously like right principal's not continuously working on this you know they might work on it right so these tasks and that's a very good point these tasks are on top of all the work that they do a normal job yep so the that that turnaround time that we have like based upon which it doesn't even seem that great sometimes i know it doesn't but um that is based upon you know a different workflow so we're gonna have to plan and i think that would be something that we're
going to have to really communicate to the community because i mean if our turnaround time like say for example somebody um emails a negative test result and our turnaround time i'm reviewing that and asking about the symptom questions and all of that is like between six and 24 hours for example in one case um you know we're gonna have to plan that that's going to be longer just by virtue of we don't have additional resources or personnel to to do the individualized communication on each one of these situations and it's complicated like i mean it's taking us like kind of an hour to tell all the rules about the different types of the 10-day the 14-day the seven-day what's all required you know as far as what date things need to happen on all of
those kind of things so probably better to adopt something that would be seven days negative test whatever and then a 14 day so that would cut down it would take out one element so it cut down the workload so it would still give us a option for a shortened deal but then we wouldn't have to attend that i feel like a 10 day you're opening yourself up more which is weird to me that the data shows one to ten on ten days versus seven with a negative test like i feel like testing should be more reliable than just sitting early negatives or those early the false negatives the early negatives that's why that differences and the viruses can continue to be incubating it's not going to show positive because it still increases volume and that
and that's the hard part the virus doesn't care if you've had a negative test if it's still incubating and you turn positive it doesn't care well then they wouldn't ask the questions to be able to come back to school anyway right we'll say if they are negative on day seven if they have a negative test and they are able to come back on day eight and the virus is still incubating in their body they may be asymptomatic they don't have the symptoms the symptoms flare up on day 11. everybody they've been in contact with on days 9 and 10 and 11 are now close contacts huge amount of people and then there's a lot of families that i mean that those families are impacted by so i mean it's something to think about so if
you just had 14 day test they would come back you would assume right the the virus incubates at 14 if they're not symptomatic on day 14 they can return to school and 15 and we not clearly working yeah that is working right and we have had some instances of where we've noted that a person has become symptoms had sets the negative first on that day five ish range and then has become symptomatic like say day 10 11 in that range so we've even noted it just in our district that that it has happened and then they go on to test plastic so it does happen it will happen so we just have to be aware that that that increases that's the assumption of risk that you'd be considered and mostly it's just the level of
work that it would take to because you're not only impacting just that one little group but now you're impacting an entire group yeah yeah and each one of those families who would verbalize gosh i'm so sick of having a quarantine that's going to be like you know you you increase that potential risk but i mean we also do have almost you know 25 like 25 percent of olmstead county vaccinated now so i mean as we get more and more people vaccinated and then the virus has you know it comes up against closed doors and then it has less places to go and hopefully eventually once we get to that threshold then as it has less movement in the community you know that then we will eventually get to that point where hopefully you know the
variance yeah the real variance right yeah so but i mean we are not not doing super stellar in the in the 55976 zip code as compared to the others that close alongside county so although i'm talking about yeah so i mean to be aware of that as well so and you want to take 10 days off the table to make it easier if we're going to do that like if we want to say if we're going to adopt or not like to take some of the workload off you may want to make a motion with that in it and then if it fails for a second or it doesn't pass lego is going to amend the motion to remove the 10-day and have it the seven-day with the negative test or a 14-day and then
at least you're taking one of the workloads out of there so the 14 day is completely separate yeah it's it's it's the default quarantine this one is only for the seven or 10-day so you're if you're approving a short and quarantine the 14th day is the default quarantine if you're approving a shortened quarantine you can approve that you want to implement a seven-day quarantine and that's it okay i just want to make sure that the motion is correct yep so did you watch it yeah do we want to add a date start on it or or as soon as the district can get the dream i don't know you didn't say how long you needed you just said i don't i'm when i'm not doing that work so i really am going to have to
lean on ellen and trisha and the team that's doing that work to tell us the creation of the new system is going to take some time and we have a health aide that is a rock star at google um but this is this is dismantling the one that we're using and starting new well wasn't it just adding another we're keeping the 14 days but this you know how that adds and um because right now we're manually adding we're manly entering students manually enters all of the data and it's probably 30 cells across on all the information we have to collect we do the seven day you're gonna have two sheets now and i just wanna logistically make sure it's manageable on how you know where the kids at which cheater they are and so i
don't know if it's the same sheet if it's different sheets i don't know because i'm not doing the work how much time do you need to find out well we'd probably meet this friday um and hopefully they'll come back on monday well period of time between when we go back to all in person like all every day and then if there isn't a substantial amount of time to figure out a difference between things they're not that affects how i vote so i think it should be within two weeks sorry so you do have to amend the emotion at hand okay i would like to amend the motion at hand and i would like to say that i may make a motion to uh implement the shortened quarantine to a seven days with the negative test
or 14 days the way it sits and i would like that within um to say within two weeks of all students going back to school for in person whatever that date may be wonder how would i work how would you work on the will um within two weeks of implementation of the in-person learning so maybe we should read the motion back completely again clerk he's writing it does mdh offer any sheets for tracking on that since they've since they brought out a new how you can quarantine or whatever they offer any sheet of any sort or any documentation or anything like that or how you i guess how you keep track of the kids made everything's made internal based on the district's needs but it i mean it's something that's possible but it's just going
to take some time to pull together and there will be probably the expectation is that there will be longer communication times so whatever everybody's used to right now or whatever it is that you know six hours 12 hours 24 hours it's going to be longer okay mr welch do we read the motion by ms o'neill second by mr roman to approve that implementation of a short quarantine period with the amended amendment of removing the 10-day option uh within two weeks of implementation implementing within two weeks of in-person money so why would you say seven days with a negative test though in there that's a that's a okay so do you want to read it back again no maybe i'll work something just in a little bit yeah um uh approving the implementation of a shortened
quarantine period of uh seven days with a five day negative test probably all that seven days seven days protocol seven days [Music] um shortened seven-day shortened protocol certain pointing warranty protocol um with implementation with implementation uh within two weeks of impression chairworkman do you want to see if everybody understands the motions see it's complicated for everybody here that we've been talking about it but can you imagine it's a lot of moving parts mr emmanuel do you understand the motion yes okay thank you all right may we may be ready to call the question all right mr reach you're good on the motion you understand it okay everyone okay mr welter you you understanding okay so we have a motion by miss o'neill a second by mr romans and i will do a roll called vote
mr romans hi mr ravenhorst hi miss o'neill aye mr welch miss miller beach mr emanuel nay for myself that motion is denied 3-4 i'd like to make another motion that we stay with the 14-day quarantine and we visit this after we implement in-person learning after a month is that necessary it's animal i okay okay next on the agenda is for committee updates um i can speak to facilities um we will be meeting with facilities and psychic logic coming up relatively soon and so um i will be able to provide an update um we've met with sitelogic um mr shorter mr white and i have met with them and we're going to restart the process and make sure that we have accurate information because we have done some work that was on the list of necessary
repairs and replacements and so we just need to get that all updated and then we're going to move forward when you said in the near future is that set yes i've communicated that date to you yeah is it in lunch yes yes you do meet and confer has not met negotiations has not met but we will be meeting um i believe in march and we're going to take a look at the teacher's contract and just do a walkthrough so that everybody knows what's in it policy has not met and then i believe you didn't we met last thursday um we were waiting for uh casa manorville to come to an agreement on a couple of things for the purchase agreement of the land for the new building um over the weekend we got a purchase
agreement from them and i just got word from kathy that the catholic manorville uh school board met tonight and just passed the purchase agreement so zach has a special meeting tomorrow night to approve the purchase agreement along with the uh resolution for selling of the bonds congratulations so that's been a long time coming yeah congratulations so very good it's been a couple of years what's inside that in canada yeah [Music] all right next on the agenda is superintendent update so um i'll quickly go through the information that i have for you tonight um [Music] school staff vaccinations as of february 12 100 of the district employees have been offered an opportunity to be vaccinated and by mid-march everybody who wants a second or wants to be his accent he'll have their second ghost and as
i said we're partnering with i wrote this before i knew this was going to take place but hunt silver lake pharmacy is coming on site on friday and we'll get all of our auxiliary staff that are through working through contracted vendors vaccinated as well teacher in service i just wanted to tell you what happened during teacher insurance so we had joe beckman he was in person in the pack his three learning objectives were to develop and implement tools and resources and strategies around self-care areas of focus included self-worth resilience confidence joy and human connections and he taught them five phrases of you push through fail on yeah toast and just look up um it was very well received teachers loved the content and were very excited after listening to him speak so did a great
job we also had becoming self-aware from savannah talbert she was virtual via zoom our learning objectives were self-reflection and examining our social identity developing and cultivating and understanding of personal barrier barriers to engage in race conversations understanding implicit and unconscious bias and the effects on students families and colleagues and then identifying are the individual needs to help build personally personal equity capacity she was amazing she did work for a time with rochester public schools um is so gifted now she's working stanford university she was awesome so um pushed us just to the edge of discomfort in this area but was very very well done it was excellent work and then we had some entertainment humor heels and so we had gabrielle holt come out from rochester he was in person in the gym and we
just focused a little bit of time on laughing and finding joy um our staff if you didn't know are amazingly funny even when they're not aware of it and under hypnosis so um we did not we're not going to share the videotape or anything like that but it was a very good time we had a lot of fun videotaping your maybe you didn't have to say that um it was a lot of fun we had a great time and i want to do a huge shout out to katie morlock she worked so hard in putting these days together and this one was one of the best we've had in a long long time in years so it was an awesome day of love growing and learning for everybody uh principal plc and district leadership we
are working actively in the areas of diversity equity and inclusion and looking at an integrated approach i'm working hand in hand with kendra raymaker she is on the olmstead county human rights commission and she's also a mayo clinic diversity department leader our topics are does unconscious bias exist the danger of a single story worlds apart the pygmalion effect tolerance is not enough vision of what's possible aligning our values and then defining our work for foundational and aspirational this is going to take us all the way through the end of june and then we're looking to bring this work into the school buildings with our staff so um it's awesome work it's challenging work but it's work that we need to do mid-year performance check-ins i just want to let you know that i have checked
in with every district leadership team member um at the check-ins we talked about strategies or tasks that they've completed to work towards their goals we talked about the successes that they've had and what led to them who talks about the challenges they experienced and what they learned from those and then we also talked about the work that remains to be completed and the support or assistance that they need to get it done finally i have an enrollment update for you we've gained one student overall our pseo numbers have dropped from first semester down to 27 and then i wanted to give you a flex update so the flex that's on the left is current and the flex to the furthest to the right is from october and we've had an increase a dramatic increase in
the number of flex students primarily at the high school and the middle school um in october we had 220 total and not right now as a friday we have so for whatever reason our middle school high schoolers are electing to duplex um each one is a personal decision by the family and the student and they have their own reasons so but it is an update for you if you don't take a survey of why they decided to do it um each one visits with an admin assistant and a principal when they make their decisions so they have that data but i'm not collating it they're so it's an option and they are able to take the option without question or criticism questions that's not what i mean first that's what i have or a common
theme of why people are going distance like if it is sports related or close contacts or whatever it might be just to see it'd be interesting to see what the everyday one last thing before i ask for adjournment um this week is the board member recognition week by msba so i just wanted to say thank you for sitting on the board um with me um it is truly a joy and pleasure um working with all of you um having the same passion dedication and drive so um thank you for uh joining in the fun with me uh roll call vote mr emmanuel hi mrs miller beach aye mr welch aye ms o'neal hi mr ravenhorse right mr roman i for myself the motion carries 7-0 at 9 57. have a great night guys see the
