001regular january weather i think we're supposed to be and something happened everybody all right it's seven o'clock and i tell this board meeting yours i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right mr welch will you take bro miss miller beach is not present okay all of the members are presents all right next on the agenda is to approve the agenda and before that is there any new business to bring before the board there is no new business i would seek a motion to approve the agenda as presented so move ryan i have a motion by mr ravenhorst i have a second bye mr emmanuel i'll do a roll call vote
002mr emmanuel miss o'neal hi mr welch hi mr raven horse aye mr romans aye aye for myself the vote carries six zero next on the agenda uh we're going to recognize chair wartman and clerk welch for being awarded the directors award at the 2021 msba leadership awards ceremony the director's award is given to the minnesota school board members who have completed 100 or more hours of attendance at msba training sessions and meetings within the last four years congratulations congratulations um thank you both chair wartman and clerk welch will be recognized at the ceremony which is going to be this saturday i believe i've shared the link for the ceremony with each of the board members you're invited to attend virtually and we're just very fortunate to have dedicated board members such as chair workman and
003clerk welch as well as all of our board members for working for stewartville public schools so congratulations to you thank you thank you all right next on the agenda is the consent items so we have 7 8 through 3 7 7d correct yep okay is there any one item that a board member would like to take off the consent items and vote on separately if not i would seek emotion all right i have a motion by miss o'neill written here oh correct okay thank you thank you mr welch all right i will do a real pro vote mr emmanuel hi miss o'neill i mr welch aye mr ravenhorse aye mr roman i for myself that motion carries 6-0 next on the agenda is to consider and approve the resolution accepting donations so we've gotten several
004donations uh for the bridgette hail sharing project and we've gotten some for the royal smith memorial the stewartville baseball program as well as the angel fund several of them are anonymous and um we have one in a memory of that looks like mary hellner correct and then one in memory of the bench oh boy it's a ralph smith memorial okay thank you i would not do well listing off all of those names i had mr smith as a teacher this isn't the side he's so he's been around he's around for a long time but he uh where the old junior high locker room is back in there there was a utility room and there used to be a punching bag there and he wouldn't be back there you could see through the crack of the
005doors he would be working all back there punching that punching bag so just again just shows you know a former staff member and how much they meant to some of these families and you know known around the way giving back to this district thank you for that mr emmanuel i seek a motion for the acceptance of the donations solo i have a motion by miss o'neal i'll i second a second by mr welch and i'll do roll call vote mr emmanuel hi miss o'neal hi mr welch aye mr ravenhorst all right mr romans all right i for myself that motion carries 6-0 all right next on the agenda is under high student achievement is the principal monthly reports so i'll bring up the report and then each building administrator will go through their report and
006share with us an overview of the information that was in the report you all have had access to this since the agenda was sent out so they'll be providing a high level overview and we'll start with haley the freight for the early childhood side hi everyone um thanks for having us tonight um holly and myself kind of painting the team at central so um you get to have me tonight so um our communication uh goal early childhood staff we continue to use utilizing jobs um with a lot of what the elementaries use tonight's platform to be able to communicate with families course pictures and we've had really really great um participation from families on it so it's been great um and then the preschool and tiger class um remained on site um and ran is
007regularly scheduled during distance learning and it went really well we had some minor hiccups along the way but um all in all it went really well um for facilities uh space know that programming opening back up high school athletics um space is a premium um at central we are using every available space i think we're even making up spaces at this point to you um but with second grade being there and um you know everybody trying to social distance and run as safely as possible we are using every nook and cranny um with facility scheduling in the district right now um we are using the gyms every night so as late as possible and um everybody and their mother in servile is ready to get space so um it is a hot commodity right now
008when we have um some of our spaces being utilized for educational purposes so it's uh it's quite the fiasco and a lot of things i'm sure tim will talk about keep getting rescheduled and things like that so it is really fun right now um a positive behavior um the cdc staff continues with their pyramid model training that's uh like the pdis of elementary or for preschool um we are starting our years three trainings next week um these have been full day trainings virtual training that our staff has been having not only is it our teaching staff but also our parents are all involved with the training so it's nice to be able to get everybody on that same page um and then we've been allocated some money from um the states to get some resources
009materials um different um things for the classrooms to talk about expectations different things like that um our next item that we will be doing is bonner um in their pbis team to make sure that all of our expectations and language used and um everything like that will be aligned so that is our next step for educational programming um we started early training our early childhood screens off again these have been put on hold since last march when we shut down um the state shut down our early childhood screens but we now have them up and running um and are getting in around 12 kids a week and those take about hour hour and a half a piece um so we are starting to get our kids to the door um to get those taking care
010of huge thank you to ellen rowley megan wilbur and all of the pre-k staff for getting that going um it's been a lot of paperwork a lot of contacting parents and reassuring them that it's okay that they drop their their kid off with us because we aren't having their friends come in for exit interviews anymore we're doing that all over the phone so it's a little bit of a change but well um i also want to say a big thank you to our tiger time staff and all of our support staff that helped out with distance learning during that time um i thought they did an incredible job at um honor and bear cave um providing care throughout the day and also kind of a dual role and helping with their discipline and on some
011of those days we had different devices and i mean it was some of the days uh the time to die fast because there's one thing after another but they handled it well and they did a really great job um also another update is that our preschool program and wraparound program for tigertops has received 10 000 from the southern minnesota initiative foundation for large motor equipment so we're able to kind of get creative with space that we have right now for our hallways our cafeteria so we were able to purchase some things classrooms hallways um different things like that we're back at large motor and then the last thing here tiger time has cheered um well today we got another three thousand so about thirty thousand um and grant money from the department of human services
012um this money is through the cover 19 public health support funds for child care um so basically they're checking in with programs you know first of all you know how many participants we have um and then this is all because we are licensed site um and then they see tighter time is four different licenses because we have the four different locations i should say three um but we have two programs that also um but because we are licensed to department of human services we are able to apply for this money and then they just keep um handing out three thousand dollar increments to each site i think if money comes available so i don't know if it's making a dent at all but we are getting a little bit of relief but not mean so
013i just went really fast a little bit does anyone have any questions thank you haley yeah thank you next we'll have mr mcenroe for bonner all right uh good evening everyone i just would like to give everyone a few updates for bonner i'm kind of following up on what haley said um so starting out for communication uh we are formerly a seesaw school and so uh as we're doing our business earning we're very fortunate to have csun uh it's something that when you're able to give a very consistent platform for all our students so and i do apologize i think i'm getting quite a bit of feedback here we're muted um we're not getting any feedback here oh i can hear you okay i mean i don't know yeah i'm getting a ton of feedback
014so are they i think superintendent selfers if you could mute your mic but costly we'll try that all right let's try that all right that's good okay that's working much better over on this end so i'm kind of continuing like i mentioned now we're seeing school so seesaw is the learning platform or a communication platform or learning management system um this is something that we decided at uh lessons learned from our last spring episode of distance learning uh having that consistent platform for all our students and our families really really helped us as we did our distance learning uh the second bullet point i want to really highlight was uh as we moved from the in-person uh learning into the distance learning we actually ended up giving close to 215 ipads to our students to
015help them with their distance learning so considering bonner is a school of about 500 students we're talking about 40 of our students were actually given an ipad to help them with their distance learning uh tons of help from uh joe conger dave myers and sam uh geek brock who helped us organize the ipads distribute them and then get them back and cleaned out so we were able to get them right back in the classroom again uh the second point and kind of following up with haley had said um with our facilities uh we are a guest over at central for our second graders and so when we do things like our mock ocean inspection and fire marshall instructions we're kind of hitting both buildings there so we are able to participate in a mock ocean
016inspection and then um we're prepping for a potential fire marshal inspection as well so even though we're in the middle of a pandemic and we're worried about cool bit and things like that uh there's still a lot of other responsibilities that we have each and every day to keep our staff and students safe so by doing the model inspections and kind of prepping for the fire marshall instructions it really does help everyone uh for positive behavior uh we continue to do our positive behavior through business learning so we still continue with our roar assemblies we still continued with our recognition of students um whether they're in school or if they're uh doing distance learning uh we feel that recognition is really important and so we want to continue that through our distance learning uh process
017and then i'm sure most of us are aware that adopt a tiger community group uh they've been incredibly supportive uh very consistent and really recognizing our staff at bonner um very appreciative of that effort and like i said it's a very consistent effort isn't it a one and done um they're they're continuously giving to our staff um as we finish up here we have some educational programming uh just as a general uh notion uh we were thrilled to come back to school uh we came back on january 18th and it felt like a first day of school atmosphere uh the staff was uh extremely excited the students were throwing me back it was just a really good experience for us and so uh all the safety protocols and everything that we do each and every
018day uh keep our students in school is very important to us and we're very blessed to have that opportunity to be back in school and then uh as we came back to school we do have our family bus program we actually ended up having uh nine students move from the family quest program back to in person so if you look at our total numbers that's about 25 of our total students who were in the family class coming back on campus so uh we can interpret that however we wanted to i see it as um as as people wanting to see that socialization and getting those kids back in school so um that's pretty much what i have does anyone have any questions for me thank you zane thank you we'll move on now with mr
019johnson all right good evening everyone um i'm gonna start off with communication as well and uh a lot of the time my communication comes out after uh superintendent suffers and then i share with the families either via facebook where we have over a thousand followers um watching our page and then through email but honestly i think the greatest communication throughout this distance learning process came from my teachers they do a phenomenal job of keeping families and and students involved in what is happening oftentimes the communication from myself can can get buried but that communication from the teachers is first-hand it impacts their child and it's it's very very meaningful so um i just so appreciative of all the work my teachers did uh communicating things it really really helped and then our families following that
020communication it really helped us return to in-person learning um on monday january 18th um as far as facilities go uh it's the time of year you all know where the sidewalks glaze over and the snow starts to come and we've we've had our custodial and maintenance staff do an amazing job yet again of making sure those areas are cleared and ready to walk on for our staff and for our students um one unique situation that bear came ran into over the last couple of weeks is um is how to make sure we get everybody picked up safely out at their cave and uh thankfully i have an amazing casino between josh light bob lawrence adam hayes our fifth graders can get picked up on that end which helps get families in and out and not
021have to stop on tenth street uh up by barricade so it really alleviated a a huge concern of mine as far as safety but so huge thanks to all of those people with facilities um one thing that we did throughout uh throughout distance learning was trying to implement a virtual aurora ticket and this went uh went over really really well we had several parents and guardians fill out more tickets uh for our students um that's where they caught their child at uh respecting others and acting responsibly um between our teachers and our families we had over we had over 425 of our 520 students different students recognized there were over 100 different times where we recognized the positive things that our students made and that's that just goes to show that during this time even
022though it was difficult for everyone the kids are still getting recognized for the awesome things so we're extremely proud of that we sent home some magnets in the mail um we taught the kids what it was like to get something by snail mail which was which was a lot of fun so um it was it was really really good um our our students were not the only ones being recognized mr mcinroy certainly um hit on this but our adopt a tiger program the community group that has started up um we're we are so taken aback and on the first day back on january 18th i know you all saw it um we had we love our tigers in our front yard and um just that morale boost is means the world and on top of
023that all the other things that they're doing matching up our teachers with a specific community member it's been unbelievable and it has helped so much with the morale of our staff i actually was talking to a neighboring principal doing some work with them here this last week and told them about this program and they were extremely jealous so it was really really cool stuff as far as our educational programming goes we are back i thought distance learning went really well for for what um what it is um our teachers in a phenomenal job now that we're back in person we're going to give our second benchmark it's assessment in fast us an idea of how our students have made gains this year i'll also be able to look back at last year's data to kind
024of see what we see from our students are we seeing the same trait the same movement in our kids from um as far as academics go uh and so it'll be really really interesting to see that information and use that as far as our continuous improvements so that's all from bear cave thank you mr johnson i'll reiterate the um the adopt a tiger piece um we are the envy of several school districts around us in what our community has done for our school so it's a pretty amazing program and now we will go to mrs prenty no mr greene sorry hi good evening everybody um hearing hearing uh miss lip reading mr johnson mr mcenroe helps me to uh recognize that i have left out several items but i took some browsing from this group
025the other day because my uh report already fills up the most space and so i don't know what else i really could have put in there so um i guess i just have to be a little bit more selective with my list um so i'll start with communication as well as it's the first item here i i reported 12 101 followers on twitter but i see we're down to 11.97 so my quotient about our our healthcare uh job fair apparently caused something to drop off uh they didn't want to see that um but obviously facebook and twitter continue to be significant um factors for us and communicating regularly with all of our families um we have a number of posts in facebook this week that have have been engaged by over 300 people so we
026know that facebook has been effective um we're sending out emails through skyward that are usually ones that involve a fair amount more detail and so so when we when we send those out oftentimes get responses looking for uh either a follow-up question or just um some some gratitude on the part of the families for the information that was shared so we know we know that uh communicating through these skyrim emails has also been been very important um mr johnson pointed it out as well and that the staff trying to make sure to stay in touch with students and families over distance learning was a constant effort on their part so i really want to commend high school staff for doing that um the all the team really i mentioned the high school but the workers
027at the high school but megan faye as well at the middle school is been instrumental as well but all the work done by by the health aide joe zumbach and the different uh administrative assistants and of course trisha bredesen as a colbert coordinator to just make sure that we're we're always staying on top of this i just learned actually uh shortly before this meeting that we are needing to do some contact racing here this evening so just pretty much always being on top of these situations and making sure that we always are having only those individuals coming into the school building that we know can safely be entering as is the best way to make sure we can continue to have in-person uh education take place so appreciate all of that all the work that's
028been done there the the fire marshals report was mentioned here already the uh issues that were pointed out at the high school were up by minor and have already been resolved but we expect to find out from the from the fire chief that were in good standing here at the high school i definitely want to thank uh josh blight and his team with bob dahl um lisa that that are are constantly working to modify in our building to make sure that whatever cloven mitigation efforts might need to be put in place are happening i mentioned i think it's called a jail door i don't even know for sure that sounds awfully uh like we're institutionalizing our school more than we want to be but um our health office door has now got this uh structure
029that allows for uh jill to very safely dispense uh medication to students and to just communicate uh with individuals that have to come to the health office so that's been that's another adjustment that's been made and we really appreciate that our tiger's effort is really uh continues to really chugged along here with with um um i think the the message really being felt throughout the school building um we we are in the midst of a of an art contest to try to increase our air tiger signage throughout the building i know teachers are taking that accountability involved and respect message into their chats with students i make that a part of any any discussions i have with students in my office um and so we're really trying to make that central to what we're doing
030uh our puzzle contest is back up and going now uh competing maroon and gold students against each other our initials game which a number of our of our admin staff and teachers also participate in is has been successful so students are mentioning and staff are mentioning that these kinds of things they just helped me through um helping to increase engagement when when obviously our code mitigation efforts uh helps us to have a little bit of distancing between us and then as far as our educational programming um is concerned we recognize that the high school i need to um i look at what was going on with a lot of our students and i know some of you with high school students uh received this message as well that we did some adjusting to our our
031semester grading percentages and also looked at looked at test retakes and paper renew policies in second quarter and we know that that did make quite an impact on a lot of our students standing for their second semester grades our grades are due at the end of this week so we we've had some teachers submit so we've been able to go in and take a look and see exactly what that impact has been we know that it is going to allow for some students earn credit where they may not have and just out of curiosity i was looking and i know some students are going to get credit in classes that are because of this change and and had not earned lower than the c prior to the pandemic so i really feel confident and this
032was an important adjustment for me lastly lastly i want to i want to thank the the efforts of the work of our counseling office to make those adjustments uh uh well that's just the bottom of that page i forgot to go a little bit on the second page sorry mr malone um but the the work of our counseling office to really uh keep all these changes in check and make sure that we are current that that is very much appreciated and that's uh being done primarily by ms rankin because miss iris and mckefner are very busy at the start of the new semester with schedule changes we do have a homework health program that is going to be starting here on february 10 uh that's going to be taking place uh at before school so
033we have some national honor society members and we're hoping to have some staff who are who are willing to come in and contribute some time uh for homework help for students that might need it we have some teachers that are intending to help steer students that way uh so it's going to hopefully be beneficial for those who will take part and we also have an evening of parent-teacher student conference scheduled here for february 2nd and because we're so early in the semester the focus of these is really going to be around our registration guide and helping families to make educated decisions about course registration so we'll have teachers uh directing google meets uh with overviews of courses and answering questions right now that's all from high school thank you mr green very comprehensive and now
034we'll have mrs prenty from the middle school good evening everyone thank you for having us um i think everything everybody says we could probably each of us in our building say the exact same thing um and so when i kind of did my report i looked at all the stuff that was in there and said well okay that patrick and i both have in common um some stuff we don't but uh so i'm gonna share a little bit about the middle school of course our major forms of communication are facebook twitter and skyler we're using that i'm using screencasts and videos those are getting pretty uh pretty good views uh sometimes 500 to 700 views when i send out one of those videos so that's a really good way to communicate um the other day
035in the lunchroom some girl called me a youtube star with my 23 youtube channel followers but uh i won't really call myself star ever but uh that's a really good way to communicate um the big communication coming up february yeah february 2nd is conferences and so we sent out our notice that our parents can start to sign up for those conferences tomorrow at noon so we're hoping that we have a full slate of conferences on february 2nd for facilities our building is now alive with students from early morning to late evenings and it's really good to have them back i feel like we've had in our hybrid model we've had four first days of school the first two at the beginning of the year and then again on january 18th when we came back and
036it really felt alive and exciting when everybody came back in the building so uh hopefully we don't have to go out and have a third or a fourth and a fifth uh first day of school um josh leighton his team have done amazing work uh ensuring that we have plexiglas barriers keeping the hand sanitizer stations in order and all of the disinfectant as well as managing the building i can't thank them enough for making sure that we have a safe place for our kids to learn each and every day with our positive behavior we have the middle school big three plan where we are focusing on being kind respectful and engaged we spent some time in homeroom last week on all of the days reinforcing uh what does it mean to be kind what does
037it look like what doesn't it look like what does it look like to be respectful what doesn't being respectful look like uh etc so that is just to get our kids back into the habit of thinking about being kind and respectful and gay and engaged um i have to give props out to our students um they came back to our hybrid model with all of our procedures and protocols in place and it was like they had never left our lunchroom our procedures for that they just came in and they went to the right doors and then using the right bathrooms i can't be more proud of how they are taking this uh very seriously and so all of those procedures are still in place and working very well educational programming i could say a million
038things i'm going to highlight our sixth grade health curriculum and their service projects they the sixth graders completed over 410 service hours since the beginning of the school year and they've done lots of things petco dorothy day house christmas anonymous feed by serving children they've worked at the libraries they've done helped break and snow shovel and do uh things around their house and their with their families to help out and so i'm really proud that we're starting early to get our kids thinking about service uh and giving back to others uh we're ending the quarter we too have made some adjustments to grading um while we haven't necessarily uh addressed it in exactly the same way that the high school does because they of course are dealing with high school credit we have um we
039have made a shift in uh the the level of where our f's begin and lower that threshold and as well added a no progress so the kids that really struggled with distance learning are not failing um because they didn't meet the material uh or didn't know the material they failed at maybe being a distance learner and struggled with that so instead of saying that they are failures they're just making no progress they haven't failed the content so we've added a new uh grade in there to reflect um the struggles that some of our students have had with distance learning ms irkey our school counselor and i are working to begin setting the stage for what does our schedule look like next year and getting our kids uh getting the process in place to get our
040kids registered so that's kind of up and coming uh as we start planning already for next year um thanks so much does anybody have any questions i guess for the distance learning stuff how we're changing the grades or changing classification it sounds like are we seeing a large percentage of no progress because of distance learning or are we seeing i mean um right now and grades aren't due until the end of the week um i have uh a small percentage of that no progress um f's by and large across the board across the country across the hbo across the nation um kids are struggling with distance learning and so we just felt we really needed to address that our kids aren't failing our content they're struggling with the mode of instruction that they're given and
041especially with middle schoolers um you know they they're just not in a cognitive position where they make good choices all the time and so we need to be responsive to the struggles that they're experiencing that's great thank you mrs we'll move on to mr malone and his report for activities all right uh thanks everybody for being here and thanks for having us i'll try and make this a short and sweet review um as most of you know from the early part of november all the way through december uh the minnesota state high school league has absolutely pushed the pause button on all activities so there was a time in there where we could kind of take a little bit of a break from a lot of the day-to-day fires and bring them out to kind
042of planning and preparing schedules and such for the rest of this year and into next year uh having said that it certainly is fantastic to have the kids back so on january 4th he followed the department of health department of education and high school lead guidelines and getting a lot of our activities back up and going again with the activities back up and going um one of the first hurdles that we have is not only just holding practices safely but to try and get that content out to people that would appreciate it so the themes that we've played the activities that we're a part of and then to be able to get that into grandpa and grandma's hands uh uncles so on and so forth so there has been a lot of work done uh
043all the way back last fall and trying to constantly improve what we're doing i believe that uh there was a at least already one shout out to amongst my administrative colleagues here to joe and dave and sam uh but we have phenomenal uh opportunities in the high school gym with a a permanently mounted camera uh obviously the work of dan and terry simmons to try and broadcast and get our games and activities out there um so just a lot of people um taking sort of part of the you know the initiative to make this happen it certainly takes a community and i am surrounded by a lot of fantastic people um to the extent possible always we're following the guidelines um and then it seems like as soon as we know the guidelines then they
044shift or change or whatever it may be and so we're trying to keep up with with everything that's off to us for for all of our activities um daniel reichel is in the middle of communicating with our families on adjustments to schedules uh cancellations reschedules so obviously to the work that she's doing the last week i have had uh meetings now with our middle school band and choir teachers our high school choir and band teachers there's a real strong desire to get these people up and going and having um concerts and somewhat back to normal as well um so there are works in progress i've shared the guidelines with those people um as far as what we're doing for athletics that would pertain to them in activities um for the most part our kids that
045have talked to our advisors are not really interested in more screen time and so some of our activities are followed by the wayside um cleaning and disinfecting i think i'll kind of skip over that but obviously the the work that josh does to make sure that we are safe and effective and what we're doing is is always appreciated haley liffrick i think had to leave but the the jungle right now with our with our spaces is gonna be a concern um day to day as much as possible we would like the the best information to be out there so that families know that they're coming and going with their youth practices and so forth so we are trying to work and adjust um a for instance uh boys basketball tomorrow against lake city has to
046be canceled uh with all five teams not going to lake city now all five of those teams tomorrow night are looking for space to practice well a lot of those spaces were filled up with our youth teams uh they're trying to sneak in and get some practice space as well uh and now all of a sudden we're not going to lake city so a seventh grade team an eighth grade team the ninth grade team with jb university boys basketball all looking for a place to practice and those affect lives not only of the kids that are practicing but then of the youth that are getting bumped out of there on the last second and uh as much as possible to stay ahead of that game and to be in close contact with those coaches and
047communication with the families then is our goal always um next uh the next board meeting belinda and i have worked with shane updraft uh you may have seen some of the postings of our of our bowling team and we'll get a chance to learn a little bit more uh from those kids and from mr epigraph in our next board meeting so uh please hold on to that until next time i don't know if you all got to see the last two things are pretty cool items for our kids again um the minnesota state high school league i don't know if you guys follow or are aware and all of john malaya is a writer both on twitter and on facebook for the high school league uh the coaches and i nominated nick vetch as a
048most valuable teammate the coaches did a phenomenal job of kind of talking about who nick is to to john and he actually was nominated a given the award uh about two weeks ago now and john made a really big deal to kind of emphasize that uh this is kind of the first team manager to be given the award uh nick is a servant leader in every stretch of the imagination we appreciate him at the high school end of the building for sure and certainly the teams that he works for don't do as well the last thing i think the last board meeting that i was in attendance with we talked a little bit about maggie beat czech real welch uh fantastic kids um i did hear now uh one more update that will welch was
049uh excuse me uh will cheddar i'm sorry well i'm sure you'd appreciate it but you're a little past this right now uh will cheddar i'm sorry was the um the region the subsection winner so one of four boys then it could possibly move on and win the section uh aaa award so certainly congratulations to both of them and we did find out that will kind of took one more step on there so i think that's all i have miss silvers thank you mr malone thank you all of your our building uh principals and supervisors really appreciate your time tonight and your reports thank you very much for your time thank you have a good night thank you everybody all right we have uh we do have mr schroeder online um and if you want to
050introduce the next agenda item then we'll move forward with that all right next on the agenda is consider and approve the 2020 2021 pay equality hold on your perfect equity thank you report um i'll have mr schroeder introduce this and i'll open the document dan and you tell me what you want me to do okay good evening everyone so i'll initially i'll just start with a brief overview of the pay equity report and kind of what it all entails and and somewhat of what the uh reasoning is for something like this um basically we have to do this every three years so last time we did it out was 2018. we go through we put everybody basically all of our employees into a certain job class within the district we have right now 35 different
051job classes that people can fall into and within those classes we have to determine how many male how many female um and we also um now have a non-binary category as well within this and then each one of those job classes is given um job points and those job points then determine a predicted salary for those uh then we go determine a minimum and a maximum salary amount for those job classes so basically there's a formula for determining that works out relatively easy for anybody who is an hourly employee uh salaried employees a little bit a little bit more to that formula to determine um where they fall in that area so then we go in and we also have a years of service area as well as a longevity piece that can come into
052play for the district so once all that's put into place and essentially the system at the state level we determine whether or not we are a district where our pay equity is in line or whether or not we're a district where we need to make some adjustments into certain job classes so what it tries to do is it really tries to compare your male classes to your female classes to make sure that those that are on the same job point scale you are not paying your male classes more than your female classes type of situation so that's really what the ultimate goal of this whole thing is within servile then if you look at our job classes we have right now we have eight male classes 24 female classes three of them will be considered
053balanced which means there's male and female in each um and that gives us a total of 35 total classes we have 262 employees at this time um then there's a statistical test that has to happen and that will give you an under payment ratio so as long as that underpayment ratio is 80 or above then you have met the um you've basically you should be approved with this pay equity report at that point so um at this time when we did this we came out with 100 which basically means our percent of below predicted pay classes are basically exactly the same percentage obviously they're a different number because we have quite a bit more female classes than we have male classes within the district so uh the rest of that down on this first page
054here the t-test the salary range test those items are things that if you didn't pass that under payment ratio you could go into one of those other ones kind of do allow you to be able to pass that way so those i don't worry about we are meeting those as well so at this point in time i don't see that we have any current issues with any of our job classifications being completely out of whack where they need to be addressed so what we do then is we submit this to the minnesota management budget department and i will do that as soon as this report is approved by the board and then they take uh typically about six months to get back to us and once they do usually i will get a letter just
055stating that we're in compliance that letter gets posted um by the district and then we're good to go for the next three years so if there are any issues that they run into typically i'll get an email then which is some questions to verify certain things uh most of that would hinge on if one of our job classes had uh had a name change um they might question why also if some job points that are assigned to these changes drastically we may ask why on that as well so um in the number of times that i've had to do this i've only had them question a situation one time and it was a really minor question just for clarification purposes so um i don't envision that we'll have any issues with this one thank you
056dan um jd board members have any questions yeah i have a question um i will be the first to admit that i don't fully understand everything that's on there but one thing that you could help me with is how do you define like a female class or a male class i don't i don't understand that first part of it i guess it's determining the number of employees within that group and if those employees are male or female like so for instance if you take our administrative assistant job class we have nine females and no male so that becomes a female class can you hear me so in a job if we employ like in a particular job uh description we employ all females in that job description it is a female class yes interesting mr
057shorter it's also if the majority of the employees are female or male so like the teaching group are considered to be a female job class well so some of those groups will become balanced it doesn't necessarily mean that there's exactly an equal amount of male female in there but very close uh for instance in our paris who are our aom pairs or us or assurance of mastery paris we have nine of them one of them is a male but that is then considered a female class yeah okay if we would have had you know four of them be male then it would have probably been a balanced class and those balance classes are not part of that calculation they those basically get wiped out sure okay thank you yeah that helps thank you are there
058any other questions from the board then i believe we're ready to call the question okay thank you mr schroeder for the report and the explanations um so after the report i would seek a motion for the 20 2021 pay equity report solo miss o'neill i have a question by miss o'neal any other questions okay i will do a roll call vote mr emmanuel hi mr welch hi mr ravenhurst hi mr romans all right i for myself that motion carries 6-0 next on the agenda is to consider and approve the quote received from whv for the bar roof r replacement and dan i'll have you work through this piece on why we're doing this now and all of those things i'll pull up the um attachment the first one just the quotes together with your explanation
059on it and then um i can meet myself hold on okay okay so we have a portion of a roof fat bonner which we call bonner roof r based off the maps that we have that does need to be replaced just for a little background uh winona heat vent is the company that we have used for a number of years to do our what we would consider preventive maintenance so we do have a contract with them they come out they walk our roofs a couple times a year usually in the spring and then again in the fall um to look for things that potentially need to be repaired um or in this case replaced um so in doing that we've been like i said we've been doing that for quite a while and uh about
060probably 10 years ago we had a rather lengthy list of rooks that we were told had to be replaced very very soon um we have not had to do any of that other than a minor preventive work since uh contracting with whv to uh handle that preventive piece so they've been able to push out major roof repairs um for a number of years and uh this is one of the first ones that's really come about where basically they told us it needs to be done it could wait one more year but they do need to do just over 5000 in repairs if we are going to wait so at that point we decided to seek bids or quotes i should say from um a couple vendors whv and schwickerts just to see where we were
061standing as far as an amount goes um whp submitted theirs at eighty nine thousand and schwicker's was at ninety six thousand seven twenty two so we have ltfm dollars long-term facility maintenance dollars there this is what it's for um and we plan for that type of stuff to happen so my my recommendation was not to spend the 5500 to put a band-aid on it for one year let's just go ahead and get this thing taken care of because we know we have to do it so um that would be my recommendation and then and running this through with josh light um he's looking at scheduling that for the spring summer now coming up with er with uh whv um that's our plan uh if you were to approve this tonight and that would be my
062recommendation that we go with whm who was the low who submitted the low code in this situation i have two questions the first question being if they repair it is there going to be a warranty on the work for a certain amount of time yes there will be a warranty and i think uh melinda maybe if you can open up the other attachments give us a 20 or something right yes 20 year i believe it was the same on both of them it's a 20-year manufacturer's warranty which means the products that they're installing the manufacturer has a 20-year warranty on the product schwerker's has a two year reign like a two year labor warranty so if the roof leaks after they repair it then they would still be no fee to us for them to
063come back and do the work to repair or patch them their own work but the other one doesn't have a contractor warranty it just has the manufacturer warranty okay and then my other question is and maybe i missed it um is this only on the outside because what about all of the ceiling tiles on the inside that are damaged from the years of water damage that will have to be another part that we look at okay and when we look at our our whole facility um situation and the things that need to be dealt with that would be one of the items okay thank you i guess that'd be a question on that quote from whp obviously if we have a standing relationship with them how they walk our ropes and stuff already um do
064they offer a warranty on their work not just on the products that they're installing um just because the other warranty does have that or the other court does have that and then is there a timeline it says you know spring of 2021 but is it a start finish date or is it something that they're going to start and then also they get like i know that little one out outside the middle school gym or whatever it seemed like that lasted forever and that was just a little a little project let alone a whole roof so i didn't know if there's a start and end and if there's penalties for if they go longer than expected or any of that stuff built into that contract yup and i i don't have the details on any of
065that we can certainly reach out and find out that information um i would assume but um that whp will stand behind their their work to a certain extent much like schwicker's will um we have not had any issues with that in the past and working with them but i can certainly uh check into that and get that in rating so that we're clear on that um and i don't recall but i want to say that that we are looking at this being a relatively short project but um as we know weather and everything else that happens and takes place um that can somewhat delay it but uh we had some issues with the one at the middle school that was more or less uh getting uh some of the subcontractors to uh show up that
066was more of a problem um with this one i would think that wh would be handling the majority of it themselves so but i can certainly ask um them if they would give us a timeline on what they are expecting a start to finish the b for that project any other questions discussion well i was going to mention one thing um and this doesn't mean i would lean one direction or another but whenever we have a vendor that's putting out a quarter i always like to possibly go as local as you can and i know because you know twitter is local and they're obviously put money in the tax dollars that they have to pay now just for discussion purposes like at what point does like what kind of value does what being local have
067you know because i did the numbers so they're like eight percent now my gut tells me that's a bit much to be saying you know locals look like eight percent doesn't quite get it for you but you know i just thought it might be worth talking about to see if that's something you look at or not or is it just common sense as long as you know think too just matt like looking at the two quotes like the one is going to have a pitch poly versus a flat like insulation all kind of stuff so i mean i just wonder if it's apples to apples as well um i noticed one was specific with what kind of insulation and another one so i just wonder what the specifics are exactly that could that could be
068that seven thousand dollars and no type of product they're putting on of the insulation putting on that roof like it was a sloped insulation you know the flat insulation so the slope let's have a great so the water goes to where they want to go and they have like the design of the roof so that that's the way they design the water so they're not pulled and stuff sitting so it all depends um and actually i mean schwerker's is more like both pointed out on their quote versus what the whb was um so that could be something to bring back to and ask them directly on that quote is that something i mean i think we have relations with them they walk our rooms they give us all the information and they're being open with
069us saying hey we could patch it here but we can you know this one needs to replace just being honest with them that stuff i guess um i think that basically would just give the opportunity to maybe say yeah well this is what it is this is the type of product of apple's apples versus you know or shortcuts you can say oh if you were doing it that way but yeah it'd be 8000 i mean we obviously no price differences or everything but yup i can i've kind of made a note of all those things so we can i can go back and i can discuss it with josh he's the one who will connect with both whme and schwicker's um and he can get those questions and you know he knows the uh the
070stuff a little better than i do to begin with so he can ask some of those questions but i'll uh relay these to him and then i think at that point what we do is we look to bring this back um at the next meeting with some of that updated information allow them the opportunity that if they're they're looking at if we do it a different way will it cost more or less type of situation so that we do have a a fair comparison um to look at um on this piece uh we'll go from there we're not in a you know we're not in a major time crunch i don't think as far as getting this scheduled so that it can take place um in the spring or early summer so um at this
071point if we wait a couple more weeks i don't think it's going to be do us any harm dan is there anything in the contract that we currently have with whb and anything with particular projects moving forward um i missed part of your question there rebecca is there anything that we have currently with whv and current projects moving forward or is it just the the maintenance of the the roof that would be it at this point okay i'm pretty good and i and i you know just to also i'll just give this information the reason we use wh for our preventive maintenance is because of the person who does it not necessarily the company um pc arena is uh is one of the people that i respect the most when it comes to knowing how
072to get the most out of your roofs especially school once you've been doing it for many many years uh she's been at a few different companies and most of the school districts uh follow her versus uh the actual vendors so just a little update on that piece there too so thank you for that it's good to know i just remember like the last thing we did was the sound system is that right like probably big purchase that we did and with the two quotes they were almost identical you know it's always really nice to be able to see them side by side and then itemized and then you know what you're paying and what you're getting yeah i mean it sounds like the person they're dealing with where is extremely trustworthy reputable all that but
073it was a bit generic so it was hard to understand exactly what you're getting chair portman i would suggest then that um we seek a motion to table this approval until our february 11th meeting mr manuel makes a motion to tangle with us until we dan our christian has gathered the additional information so i have a motion to table this until february 11th correct second miss o'neill all right and i have a second by miss o'neal and i will do a roll call vote mr emmanuel hi miss o'neill aye mr welch aye mr ravenhorse all right mr romans right i for myself that motion carries six 6-0 thank you dan thanks dan all right next on the agenda is to review the open this up and then you can walk through hold on damn you've
074had your coffee right dad are you able to see me and give you an update on where we stand with some of our um corona relief also our estrogen stuff currently is where we have spent those dollars um if you'll if you remember we had to the crf money that we received the 510 thousand a lot of that was the initial stuff to get the school year started the planning the supplies types of things that are all kind of listed here are the main pieces that we used those dollars for um and so at the end what i have to do is i have to go into the system at the department of ed uh we have a budget in there with this dollar amount need to go in and we have to basically line
075item everything so that it matches our files so that at the end of the year when we submit it to the state everything uh matches exactly um so that's where we where we put that 510 000. um you can also see that there was a little bit from the counties in here as well that stuff has all been spent at this point and a little bit from the city as well i also did put at the top um belinda if you want to go there we don't know exactly but the last round of relief funds that were signed here back in uh roughly decemberish um the state has those i believe they've been submitted to the senate with a plan on how those are going to be allocated to the districts the first estimate that
076i have seen and the only one at this point would deliver us another almost 720 000 um so there's more coming um and then there's also going to be some guidance on you know again the ways that we can spend those dollars looking to be used on that type of stuff um our s are one dollar so the initial allotment that we got of just about 172 000 we have spent about 50 000 of that um i just did a draw on that today so i have updated the spreadsheet um it's not on this current one that we're looking at but there is about 120 000 left to come there that will be used so that's kind of where we stand right now at this point in time with our all of our corona relief
077funds that we've received from the federal government um there are some timelines on all of these as to when they have to be spent um and we're monitoring those as well as making sure we try to follow the guidance on how we can spend those dollars and what they can be used on any any questions that you might have on that stuff on the custodial cleaning and the cleaning moving that stuff i mean it's about a hundred and post 120 000 or so is that like in addition to what we already have contracted with them or is that like paying forward a little bit using the money because we have to spend it by december 31 are we kind of pre-paying a little bit or is it basically in addition to the contract we already
078have signed to them so the additional custodial claim that would be as we've spent it um not paying that forward at all um and that will be one thing that will continue now through the remainder of the school year so when we got to december 30th it was without the additional funds coming there was going to be the potential of that having to be basically our expense that the district would have to pick up um what we did there was from from the custodial cleaning piece was especially at the middle school high school we used to be on our every other day type rotation and with covet now we've gone to cleaning the entire building every day so that's where that additional cost is coming in and we're using those cova dollars so just to
079explain that a little bit um that's a coding type thing the the 303 and the 304 that you see in that column um in our accounting piece at mde the 303 is for the initial 25 000 up to and then everything else beyond that goes into a 304 it's it's kind of a weird situation but that's how we have to account for it that's why they're split apart dan what are the time limits for the sr1 is that the end of 2022 september well it depends i've heard both ways but if i look in in sirs which is where we have the mde place where we have to go in and do the budget and get the approvals and all that stuff um september 30th of 21 it says you have to have it in
080there and then you have to have it expended by i believe november 30th um but then there's other documents that i have seen where it says 2022 um september of 2022 so i'll get some clarification on what's actually right there um but at this point i would expect that we'll look to spend the sr1 before we do the sr2 because the sr2 most likely at least i'm hoping will be out farther than the ester one dollars will be just because of how we received them and when we received them um so that would be our plan right now the year's money would fall online with the sr1 um and that we actually have used um or at least we've done appeal for it i guess we haven't read the product yet but that's going to
081be all technology mostly ipads there's only a select few things you can use those dollars on and to be quite honest that was the easiest thing to do um was to purchase the ipads um use the notes funds so that that eventually once we receive that product and we pay for it we'll eventually have that on here and zeroed out as well is this covering the coordinator um and we don't know what we don't have any um we don't have any guidelines on what sr2 is going to be so the only thing that i've heard is it's hopefully not going to be any more restrictive than sr1 so uh i don't know what that means when you're dealing with the federal government so we'll find out so the crf funding covered the covert coordinator um
082initially we're hoping that we're gonna be able to use esser funds to make the bridge through the end of the year yeah there were a few items that that we're going to experience through the entire school year that initially we were only getting to use them from through december 30th so these additional dollars will get that second half of the school year taken care of for the cleaning and the additional bus routes and the coveted coordinator and those types of situations you know position what what has you worried at this point if anything you know with some of these funds that may that are there maybe for the future is there anything um out there that yeah we kind of have to be aware of or on the lookout for um are you basically talking
083anything funding um probably related to copenhagen you know covert funding or not well i think there's a i mean i think there's a real push to make sure that schools have what they need to be able to get through this without it really impacting them financially um you know that's kind of their plan how that'll look at the end of the day i'm not sure um the concern would be too is you know i think we're all hopeful that next school year will start off like a normal year but there's no guarantee so how does that come into play from that standpoint as far as you know our financial situation outside of coven um at this point i don't have any major concerns but um as this thing lingers and it continues to to be
084a part of what we're dealing with um there are some unknowns that are going to come into play um you know we're coming into a legislative session that's going to deal with the next biennium which is our funding budget for the next 10 years uh how will that look what's the impact going to be there um once those things are finalized that'll say a lot with where we're going to be able to end up uh what we'll be able to do or not be able to do going forward thank you any other questions for dan is there uh on the next set of money that's coming in is there like a breakdown of how we can spend it yet and stuff is similar to the previous money or is it gonna be i guess for
085like each district is going to be a little different right so they're giving this money to everybody but they're telling you this is what you can spend it on well some district might need more money somewhere else like it's kind of funny to me how they're trying to give you the money to say we're here to help you but they don't know what each individual district is really struggling at so how can they put it into a certain bucket to know exactly how to help what district like it seems well and i think that's probably the biggest frustration that that myself uh and any superintendent probably has is you know thank you for the money but you always have to tie our hands somehow when you do give us something so it'd be nice to
086just allow us to say you know here's what we have and here's what we need to use it for us for those schools um i agree that would be the best way to do it because we're not all the same um you know i i'm involved in two districts and i can tell you right now that we've we've spent money in both of them in different ways some of it's the same but there are different things and different needs um so you're right i i think that would be the best way but typically when we get dollars from the federal government there are things guidance of or or basically them telling us here's what you can and can't spend it on um i'm very hopeful that it'll be relatively wide open much like the esser
087dollars are there are some things with those original funds that the 510 000 that we got that they said you can't use it for this but we can go ahead and use the other dollars for that which didn't make any sense because it's all federal money so it's it's just what we live with on a day-to-day basis with this situation thank you dan all right thank you thank you thanks man so next on the agenda is review proposed calendar for the 2021-2022 uh calendar yes so before i begin um i would just call on mr emanuel and or mrs o'neill to talk about the process that we used here and uh just share some of your experiences as we work through this process i was going to jump in there before you presented the calendar
088yeah just that yeah i sort of give the meet and confer report first um i was involved with not only uh four groups broke apart from the full committee and then there were three additional full committee meetings that occurred um you know i felt as a board member i appreciate being involved and where kind of a lot of the issues are we're sort of in the background because it involves really a lot with staff and this was truly i was very impressed by the group that was representing not only the staff but also the families in our district very collaborative a lot of great discussion looking at you know different options in several different ways and trying to come with which they did um a very feasible option to meet the needs of the majority
089of staff and the majority of families of course as you all know you're not going to meet the needs of every single person family student and staff but what they did was look at feedback from families from students from staff and put together what i think is a very excellent like i said very collaborative um discussion and decision making went into this process and i was very very proud and impressed to listen to this group um work this out do you want to add anything uh no i agree i didn't make all of the meetings but i was at several and um it's it's hard i have a hard time being on the board and approving this or i'm saying that i should say not improving this because of all the time that they put
090into it and all of the factors that they think about so i would hope that the board members that weren't on the committee can trust the committee that they're doing what's best for the students the staff and the families too i was on the committee last year thank you both for saying that um what i'll do is i'll pull it up and we'll do a walkthrough [Music] um when you referenced uh you know getting feedback from um like family members i guess how how was some of that feedback solicited uh and then got to the board got to that actually the the staff members on the committee talking about what they have heard or felt was best for families in looking at whether it was days off or early releases etc so the feedback was
091coming to the to the staff and the district leadership not not through myself or nicole okay correct um the feedback from families was directly to teaching staff we didn't do a survey or anything like that but it was feedback that the teaching staff had received from parents and families so what i have here is the proposed final draft committee membership is listed there um the timeline that we had was that we would present and discuss it at the board meeting tonight uh we'll wait two weeks for you to mull it over and we're going to have recommendation for approval at the february 8th meeting and then we would publish it and distribute it on february 9th which is the day after just a review of the contractual details there you can see how many contract
092days contact days on the non-student contact and then how many early releases the big ideas that were considered by all of the groups these were developed through consensus um just as a side note i really try to be as a facilitator in this process instead of a decision maker and allow each of the teams that worked on their calendars to bring their ideas forward um in august you'll notice at the bottom of the calendar in blue we've numbered the contract days and then in maroon we've numbered the student days um there'll be two teacher work days they'll have flex hours on those days that we as we've had since i came to the district that continues through september 3rd september 7th and 8th it's pretty much a wide consensus that we want to do meet
093the teacher conferences all the way through grade 12. those were so successful this fall they would not be an hour as we had set aside this fall we set four days because there was so much information to go through so they meet the teacher conferences for half an hour for all families pre-k through grade 12. the bottom we have 21 contract days and student contact days so for all intents and purposes like that first day of school like tonight right yes full day yes of classes right correct yep and that in this year that was like an audible that was called like right because right before right okay if i remember extreme success but yeah yes high participation um very small number of parents who did not engage so um october and early release on
094the 8th mea on the 21st 22nd contract is 40 total so far and contact is 37. in november end of the quarters on the fifth it'll be 42 days in the first quarter we'll have a teacher plc and workday on the 8th quarter 2 begins on the 9th thanksgiving break on the 25th and 26th teacher days total now is 60 student days at 56. in december we have an early release on the 10th the 23rd is the last day before winter break it's a full day of school on the 23rd remember from last year belinda correct me if i'm wrong but that was a wednesday this year it was fresh in my mind but that was one day that they really pushed for yeah was having the 23rd off yeah but we were not able
095to get it in so we do have school on the 23rd um the the break begins on the 24th in this month with christmas being on the saturday it's a very short break it's one of the shortest ones we'll have um the next shortest one will be when christmas is on a sunday um so total contract days for teacher 77 student days at 73 on the other side of the break we put the teacher in service on the third just to give families one more day martin luther king day we are in session on the 17th because we have the end of the quarter on the 20th that'll put 44 days in quarter 2 86 days for the first semester no school with the teacher plc and workday on the 21st and the quarter begins
096on the 24th we're at 98 teacher days and 92 student days february we'll have a nearby release on the 11th and president's day no school with a teacher contained comp day is for the night hours that they put in for conferences you get two comp days in their contract there'll be no school and no work for teachers it's a campaign for them we have uh teacher days at 118 and student days at 111. in march we have the end of the quarter on the 24th with 43 days the no school teacher plc and work days on the 25th we'd have no school on the 28th middle school on 29th i'd be their other comp day our total now is 140 for teachers and 131 for students in april good friday is off that's the only
097day off in april we're at 160 days for teachers and 151 for students may and early release on the 6th no school and memorial day we're getting close we have 181 for teachers and 172 for students june this was a really big deal for e all of the committees they wanted to have the last student day on the fourth we can or on the third excuse me we can make it and have that last day on the third end of the quarters on the third 46 days in the quarter 89 days in the semester we'll have a no school teacher work day on the 6th graduation on the 5th we have 185 contract days for teachers and 175 student days the students so it fits was it a concern of theirs at all that it's
09846 days on that last quarter that they no they seem to be comfortable with yep they really want the semesters and the quarters balanced and it's just a so that is what they've come up with um i can certainly entertain questions todd nicole can as well if you have any i think i just i think i said four groups but there were three groups right that we broke into yeah uh one group actually came up with two variations of the calendar and the other two groups one so there were actually four slightly different variations of the original calendar and they brought those together reviewed all of them and combined parts of each to come up with the one that is presented this evening what were some of the uh most stark differences well okay let's
099take out the the way that the calendar was actually executed versus the how the calendar was originally drafted um you know the biggest difference is between you know 2021 and now 2022. so um besides obviously the days are different so go ahead nicole um well all i was going to say is um the way that they did it was or the way that i observed that they did it was you start with the last day that you want school to be and you work in reverse so that's where you line up your days off um along with your holidays and that's where you go so they don't go from start to finish they go from end to start and that seems to be the way it works the best and we have a couple of
100anomalies with this calendar um labor day's late um the christmas holiday is short yeah because of where that lands so um there wasn't i think each of the groups found there wasn't a lot of flexibility to be had um there were some pretty significant differences in the way there was one calendar that had a full spring break but that pushed us into the second week of june with students yeah and that's less than desirable because usually after memorial day kids are ready to be done and so um having holding them in school until the second week of june can be a challenge so um overall i agree with mr emanuel and miss o'neill that this calendar is the best of all of the options that were designed by the different teams okay so i think
101what in a couple of years we're gonna be back for probably a more favorable calendar forever yeah we're gonna fall into a sweet spot again yeah we're gonna do a nice lull everybody's gonna love us yeah i just wonder about that um there was a time a pattern of a spring break here not spring break here and and now at this year maybe no one will notice but uh you know having a couple years with not a traditional spring break um but i get it yeah like it's like todd originally said or nicole we're gonna say you're not gonna make everybody happy it's impossible and and what's the most you know one of those factors i think that is important and they probably take it into consideration it sounds like they do was hitting that
102last day of school on that day that it's the right day and that was a big discussion point last year was what's more important the spring break for getting out of school because you can't have both and it was after a while it took it was a while that they finally agreed yes it's the last day of school early hard to understand that when you're 18 months away from it yeah no it really is yeah but i remember that was the biggest thing like it just i remember we tried and tried to try and can't have it all yeah okay yeah they they obviously certainly wish we had four thousand dollars of uh projects and you know that's kind of tied by the state with that that um rule guidelines statute whatever it is uh
103but that would make things somewhat easier in that sense getting out early but still getting everything else you want um i can say that um different members of the committee themselves had said you know i really that this part x is not ideal to me but it is what is best for the overall staff and the families and so there you know even the committee members are things that a great consensus in my opinion miss helpers was the the um the meetings and the approval of this calendar in line with what we did last year or was it a little bit later or i feel like a couple years ago we got out ahead of it we didn't we had a plan right and this year we got stuck because it just slid off the
104plate so i'll be upfront about that um covet happened and this was not a priority i understand i'm not so making any accusations no it would be i would like to get started on the 2223 calendar yet this year i don't see there being much difference because i think the calendars are going to line up pretty um i want to give them a little bit of breathing room because it is typically the same people who are interested in this kind of work and so we'll take a little break we'll get this one approved and then we're going to dive in and i would like to have the 2223 calendar on the board agenda for adoption before june okay so that's the ideal um last spring is when we should have been working on this calendar
105but if there are no contractual issues yes perfect yes so if this is not for approval deceiving this is just for discussion and review um we will have it on the agenda for february 11. thank you okay and thank you to all of the members on the team thank you to miss suckers miss o'neill mr emmanuel one of the things that i truly am proud of being part of this district is having everyone come to the table from different parts of this organization and saying this is what's best for this district and i think each one of you highlighted that over and over again so thank you all right next on the agenda is review and adopt the revised face covering policy so we adopted policy 808 back in july-ish when the governor's order came
106through and we realized that we would be wearing face masks in the latest executive order there was a revision and the revision it has to do with indoor sports and so the policy is virtually the same except for the removal of this section where engaging in the indoor physical activity or the level of the insertion makes wearing a mask difficult is no longer applicable as an exemption for a face mask and so because the governor's order does have the weight that it does it's recommended from msba that we revise our policy to include this update so it's not entirely remarkable it's not something that needs a first reading and a second reading because it does follow governor's order executive order which would supersede our policy regardless so it's recommended that you adopt this okay questions
107so we don't have to do it in wrestling correct that was part of his order but running up and down a court is in yeah it's science is that what it's bad like i don't understand like a lot of this how he makes these orders and then i don't i have a problem with some of it obviously basically we saw this weekend with kids playing in tournaments hyperveiling with masks on doing all this in the mascot that he's not actually doing his research before he just implements the stuff that seems like and then when somebody pushes back on one thing he's like oh well i guess okay maybe not this one but this one we still have to do it on it's like well i mean i guess if we i mean we have to
108do it either way right it doesn't matter what he has with that said though belinda if if he goes back and changes it then we would obviously revise it again and change it correct correct yes okay just make sure that could happen tomorrow yes i guess if we have to do it either way like amending this is that something we have to do because we have to follow his policy right so we're gonna have to do this again in a couple weeks when he takes that away again and said okay we can we don't have to wear master sports anymore then we have to reach back and put this back into our policy then what they'll probably do is just reply if if msba sees that we need to revise our policy to be aligned
109with that we would do that um what we want to do is make sure that our policies are aligned with statute and legislation legislative orders and those kinds of things so that we're not out of compliance in those regards um because could we be liable for anything something well um you know at the local level you want policies to reflect the work that you're doing in your practices and procedures so um when minnesota school boards association we advise the policy to be reflective of the government order they just are strongly recommended that boards adopt this policy to be reflective of that and we have done that pretty consistently with msba language you know they do the research they do the crosswalks of the legislation and law and all of those kinds of things so um
110in this regard it is what is in practice right now um i don't know that nvh or nde or the governor's office will block this back at some point at some point they may um but at this point for this season and next season i'm not sure well i think it's unlikely too but at some point it's it's gonna be a non i mean there's not going to be a match requirement so that a policy would be needed right we would remove yes so hopefully i'll make a motion to revise update the policy i will second that motion all right i have a motion by miss o'neill and the second by mr ravenhorst all right any other discussion if not i will do a role called vote mr emmanuel hi miss o'neill hi mr welch
111aye mr raven horse aye mr roman for myself the motion carries 6-0 all right next on the agenda are the board committee updates and the first one is facilities so facilities committee has not met um just point of information here we did meet with sitelogic today um they came back out we haven't seen each other for a while um what we did is we've done some work that was on our list that they had gone through their assessment and so we updated that they're looking to bring out an architect now to do maybe some ideations with some staff to find out what if we were going to do something with this part of this facility what would you like to see happen so that'll be the next step they want to get some of those
112thoughts into the plan attach some numbers to them and then bring them to the facility committee for the board so we're kind of getting reacquainted with what was in the report it's been a long time since we've looked at it um so we are starting this engine back up and um we should be seeing some some progress relatively soon okay all right and at that point we'll schedule a meeting yeah meet and confer we've already discussed negotiations we have not received an intent to negotiate from any of our organized groups so that has not been anything that's happened policy um alicia and i are beginning to go through the ones that are still remaining that have to be either updated revised or removed and we're going to get that engine going again now that we
113are have our feet underneath us within regard to cobit and zed would be the other one do you want to yeah zed i have a board meeting this thursday um we are uh in regards to the building um we are waiting on castle manorville to pass vote on their resolution for the building um other than that um it um community advisory committee we met on the 11th um virtually so haley basically covered most of it but some things that she didn't mention which i thought was just to bring that awareness to they were catching up on their screenings they were saying you know so she said there's 175 kids that take about 45 minutes each so yeah they were kind of trucking to get that done um and then they she did say that's the
114twenty seven thousand dollars in clovid relief they've got for them that is three thousand dollars per site per month and so it's been about three months worth of gold really they were actually promised nine ended up getting ended up getting through yep which then would lead me to that we that what the c meeting we had um i remember when that was a couple weeks ago i believe so we met with the new um education finance chair yeah it was senator chamberlain is that his name right yeah um not sure what to think yet he seems like he's a school choice guy but i kind of talked about it um right off the bat he said he hates unfunded mandates wants to get rid of all that stuff to which i asked him when should
115we expect the money for the tier one healthcare and he said that there's a negative balance in the bank so don't hold their breath so i don't know it kind of gave me kind of a good idea how things are gonna go so i don't know i mean i really like you sitting on this committee well i don't know i mean yeah i don't know we'll see how this guy does it but he's not he doesn't have an education background who didn't for the senate finance and education committee and then they had the house rep for the education policy committee right okay and those two have wildly different kinds yeah so it's gonna be pretty pretty interesting all that stuff okay yeah you'd like to see somebody with some sort of education background in there
116i mean at least harlow was a teacher we'll see any other committees no okay next on the agenda is reviewing the board development topics so you have a printed copy in front of you and i'll also bring this up so thank you to all of the board members for submitting your ideas and contributing to this list i took all of your ideas matched them all together and um miss selfers and i sat down and came up with a list of topics and this is the giraffe that that we came up with um when we looked at this we figured out that we have eight months of the year during which we would have two meetings and so we identified early eight or nine months of the year in which we have two meetings we identified
117eight or nine topics that we could cover in 2021 and then on the second page our topics we could cover in 2022 so um as a group the board has several topics that they are interested in getting to know more about um one that we thought was a pretty easy win for the first meeting in february would be how we prepare for the unexpected and we actually have an emergency preparedness and crisis response plan that has been updated um the school safety center in minnesota has gone through it olmstead county sheriff's office department has gone through it so we would share that with you um it would be in a closed session because it does talk about how we respond to disasters and threats and so we don't necessarily want those who would pose a
118threat to understand what our response would be so we'd be looking to look through that crisis response plan would be under the area of school finance there were three themes that came out finance 101 budgeting 101 and special ed um i don't think that we could get through all of that in one meeting it probably two sessions yeah um and we're looking for each of these presentations to be about 30 minutes 30 to 45 minutes in length so um that would probably be two separate meetings um the next one was special ed zed uh the programming that goes behind it how do students qualify for special ed what happens after that where and how are students placed and then how does the alc fit into that and the curriculum we there was discussion there are
119questions about the curriculum review process how teachers are involved you know what the state standards do to drive that technology the tasks and responsibilities they have hardware and software maintenance and facilities the tasks and responsibilities they have how the need for vendor services is determined and then i have the site logic assessment the next steps um that'll be facilities committee that works closely with sitelogic but at some point we need to bring that to the whole board and then legislature school districts and school boards how we can impact the legislature and then maybe an understanding of how the legislature impacts us that's a good one yeah so that's the first year perhaps you guys brought up some fantastic ideas yes so when um rebecca and i visited we kind of took the foundational kinds of
120things for the first year and then the second year of course this is all draft but other kinds of topics that maybe would be the next level up would be poverty in our school district and the program we have to provide support mental health programming relationships between the board admin and staff board's role in staff development negotiations understanding contracts and work agreements how settlements are costed out how we determine our priorities maybe it's a review of our core values our big questions and bold steps we prepare students for the future looking pre-k through grade 12 and then stem and opportunities in cte and then diversity equity and inclusion just the culture where everyone belongs the unconscious bias and then equity across the spectrum whether that's in policy practices or programs so this is still open
121for discussion or review or revision here it is i think it looks great thank you so much both of you for doing that i'm looking forward to it this came from you guys yeah that's true but you put it together you know i think we would also you know somewhat reserve the right to um you know bring something more forward if we deem it relevant absolutely yeah there could be things coming up right yeah i mean if there is is something that you see i mean this isn't that sentence done like no silver said this is a draft you know we don't know we just picked the the foundational things that are good to review that are need just a solid foundation of understanding for a district so one of the things i would say
122is um at the february 11th meeting that the board would give me direction on which are the two or three you want to see in march so that i can have that person that may be coming to us have about a month to prepare and you would give me two or three options just in case one of them's not available i can go to the second one so as you think about this um what direction do you want to be in march and who would you like to have come just so that we can give them enough time to prepare what they'd be sharing with us these are really big big topics and so it's going to take some preparation to narrow them down into a presentation that's 30 minutes you know is there a
123way also to um kind of look at our calendar over the next 12 months and tie some of the subject matter into something that we're going to be addressing in the relative future um like uh like the finance part of it maybe when we get closer to you know the budget conversation right uh it's going to be finalized july 1st yep in june correct yes so would that be something we need to do in march yeah maybe not but maybe yeah so i can bring that to the february 11th meeting kind of the topical things that we do in the calendar because there are some things that are pretty set over the course of the year that we that we take care of but um [Music] so what i'll do then is we'll prepare for
124the emergency preparedness and crisis response presentation in february um i'll actually have the plan here so that you can see it and we can walk through and see what it looks like what it does and then at that meeting i'll also bring forward kind of the topical calendar that we have and see what might line up for what your priorities might be for additional sessions okay great very good it's good stuff we're excited okay next on the agenda is the superintendent update so just a few things to share with you about where we are and what's going on we are so thrilled to be back in school um all of the principals mentioned this it was like the first day that um kids were so excited and staff were just thrilled to see their students
125we did do the planning days on january 14th and 15th as mr mcenroe indicated we had 200 plus devices and chargers that needed to be brought back for kindergarten through grade two and then we also had uh the third grade ipads on the barricade that had to be brought back they all have to be put in charge they all have to be white they have to be put in charger stations and ready for school on the first day on the 18th so having those two days for the elementary was crucial um we also during those days distributed all of the additional ppe we got every staff member some face shields we have tabletop dividers that all had to be redistributed refilled the e22 bottles that had to be refilled so there was just a lot
126of different kinds of tasks that needed to be completed and then the staff meetings that they held to plan for the reintegration of students into the school um our covert status team is still meeting every week um what do we typically do during those meetings as we follow up on the previous meeting we debrief any covert incidents from the fire seven days we go through what went well what did we learn and how could we use it for next time we've been working on the covert testing and vaccination updates that changes weekly so the state is providing testing opportunities for all staff and now vaccinations are being rolled out and so as that new guidance and those new requirements come out we have to make sure we're being up-to-date we also get new information and
127guidance from old state county public health mdhmd minnesota state high school league and or the cdc we do a status update from the prior seven days we review the positive cases and the close contacts in the district and then we talk about what needs to be included in this week's family update that goes on on fridays the saliva testing um is being provided by the state of minnesota all we have to do is provide the resources in the way of time and effort um to get the tests distributed we do not have to pay for the tests um all staff are eligible to participate they have to pre-register two weeks in advance to order the test during week one we had 98 staff participate and during week two we have 81 signed up which program
128is that was that that bulk fault so tests are administered on-site so they um complete this elaborate test goes back into a bio bag the bio banks are taken all to ups and then shipped out results are sent directly to the employees not the district so we do not get the results that's all hit the private information um all we know is that the student or the staff member took the test um through our um this opportunity whether it's positive does that get reported to the county then um yep the staff member will get the results and mdh would get that and so then the staff member has a responsibility to inform us within 24 hours okay vaccinations so this was rolled out last week they're provided by the state of minnesota there are nine
129sites across the state one is located in rochester so there are seven out state sites and then two in the metro starting with the first round we got a total of six backs allocated for stewardville we have 265 staff so prioritization of the staff was based on guidance that was given by state agencies and officials um it's a very difficult process tell us the response on that um i mean about what you can expect i mean but there's got to be some understanding there because there's been a large group of people who are in the have not filed you know i mean at least we have a lot in common with a lot of other questions yeah i'm sure it was prioritized over teachers in the state medical that was it yeah police medical emergency
130workers and then um 75 and older and then in the teacher group is 65 and older and then educators so um as the supply of vaccine increases the number of allocated will increase um they could be so i'll just let you know that i was informed today that our next nation we have 18. oh wow so we're getting a little um more than double is that the second vaccine for the first six as well um the first six once you make your appointment you make your second appointment right away so those are that's a six and a six um these next 18 um i'm going to be getting the guidance on how they're pregnant those decisions uh within the day and we'll be notifying those staff hopefully tomorrow if a staff member does not participate
131we do not know they just refuse they have to go into the survey and decline and then uh we have a backup list and um mdh will go to the next person on the list but were not informed if they declined their vaccine enrollment update we had two students that moved out um in that we did have some students that moved in but two students that moved out yet so we're at 2084 which is below where we were last year at 21.01 okay thank you miss alberts yes all right last on the agenda is a german and i have a second by miss o'neill okay all right thank you all right and we're called vote mr emmanuel hi miss o'neill aye mr welch aye mr ravenhorse aye mr roman aye aye for myself that motion
132carries and we are adjourned at 92. have a great night guys good night
