001like to call I'd like to call the order the meeting of the King George County School Board um and we're going to um begin uh with Pastor Davis is going to lead us in invocational prayer good evening thank you for the opportunity I uh I know it's not Veterans Day anything thing but I would like Tok thank all the folks has been in the military that served the our country my dad as I mentioned uh to Mr Boyd a while ago that my dad was the last veteran who was a prison in two Wars he was prison in World War II and prison in Korean War for three years in a month and uh fought for the wonderful opportunity actually the right that we have today to do what I'm doing right now and it's

002uh my dad weigh 84 pounds when he come back from being prison of War he'd be 105 today but he's no longer with us but anyway thank you again for this privilege and we're going to uh have a word of prayer our heavenly father uh we are thankful and Lord we have so very much in this nation to be thankful for and uh tonight we pray for uh Dr Boyd our superintendent and Lord uh a lot of decisions had to be made important uh Lord we pray for David Bush shalow District we pray for Ed Franks uh Lord At Large and Colleen Davis dowr and we pray for Kathy Hoover and James Madison and Lord as the selection process takes place for James Monroe to replace Matt rolls that uh position Lord we pray that

003for wisdom and guidance as they uh do that and Lord um there are teachers who may covet prayer and Lord if there's teachers in our school would someone to pray for them we lift them up before you and we uh Lord appreciate them and their labor of love we pray for our liberians Lord in the difficult job that they have at many times Lord to give them wisdom help Lord as they Lord uh select books and uh help to keep our children children's innocence Lord as long as possible it's pleasing to thee and uh Lord we understand that God you love us and uh I'm glad to know there's nothing I can do about it you're going to love me no matter what I thank you for that uh Lord Jesus you prayed in in

004John uh 17 these words spake Jesus and he lifted up his eyes to Heaven Lord this is just hours before you were uh crucified he said father the hour is come glorify thy son also my may my son glorify thee as thou has given uh him Power Over All Flesh that he should give eternal life to as many as thou H has given him and this is life eternal that they might Know Thee the only true God and Jesus Christ whom thou has sent I have glorified thee on the earth I have finished my work my task that you called me to do which thou gavest me oh now oh Father glorify thou me with thine own uh self uh with thy Glory which I had before with thee before the foundation of the world

007little bit about this um anchored for Life anchor anchor for life is a new program at PES that helps both military and civilian families by supporting students in transitions like new students a students who move away our club has a administrative point of contract Dr Brown and two observers Miss Hanks and Miss Hillis we have eight student team leaders and a boy and girl crew member from every Home Room class as team leaders one of our responsibilities is to provide student training on anchor for Life eight change topics bullying deployment fear homework healthy body registration making making friends and moving when a new student arrives at PES a team leader revives them with a a welcome kit and a tour of our school we introduced new students with our assigned crew member in their class

008we help facilitate a sense of Ling in pair with pairs through common interest kits are also provided for students who move away or are dealing with other hardships as team leaders we are responsible for completing at least one Community surface project per year this year we are going to do a canned food drive in November each month we meet as a team to complete activities that build our social skills leadership skills character self-esteem and we discuss ways that we can use these traits to serve our community thank you for allowing us to share a little information about iner for life thank [Applause] you hold up do the sponsors want to say anything okay qu questions from the board and then I believe you want a picture afterwards we'll get that in just a minute but

009questions or comments from the board I just want to say I think this is a great organization that you guys have set up and I'm I'm excited to hear about it thank you many of us on the board here understand what you guys are going through as young kids with parents deploying and constantly moving around um most of us were military and had children while we're in the military too so um so thank you because you're part of that team with your parents and and serving this country as well um and thank you for being a part of this program that's going to help many many students that you guys started right you guys started this right awesome leaving a legacy thank you and all your uh leaders for for being here tonight it was

010great thank you yes I also want to thank you um in what school or schools are represented again Tomic okay I'm sorry I didn't say that anywhere so anyway shout out to patomic but also thank you very much um I agree with my fellow board members that um it's wonderful and you guys started this that's huge and thank you sponsors for um encouraging them to do this um and it sounds wonderful keep it up like Miss Davis said you're starting a legacy which could go on for a long time thank you let's give him a hand one more time I believe they want a picture thank you thank you guys all right next we have um uh the uh recognition uh margorie Church borne from the American Heart Association award our American Heart Association there

011she is hello hello sorry for the delay there um well good evening everyone my name is margorie church born this past summer I celebrated my 11th year as your school district's heart partner at the American Heart Association and the American stroke Association being connected to your school district in this way has been such a joy and an honor you all care so deeply for your schools and have been such a joy to me personally as well you clearly have made health and wellness of your students staff and families a priority heart disease is our nation's number one cause of death but in most cases it is preventable by lifestyle changes and choices education about it truly saves lives over 350,000 people experience out of Hospital cardiac arrests every year and 23,000 of those are kids

01290% of people who experience an outof Hospital Cardiac Arrest do not survive performing immediate Hands-On CPR can double or triple A person's chance of survival the only way to stay ahead of heart disease is through education it is the key the key that we turn together I'm here tonight to proudly share with you all that once again King George County schools has received our 100% full County with heart award from American Heart Association this digital badge you can proudly display to show everyone that every family at every school is given the opportunity to join their heart challenge team learn ways to take care of their mind and body Wellness learn the warning signs of stroke and the steps to hands only CPR to learn how to help save a life we had another great school

013year together last year thank you to Dr Boyd and our school board members for your unwavering support of our long run life saving heart nership I want to give a special thank you to my staff heart Partners who have led their school's challenge this past year Heather Mims Jennifer tonetti David Baker Jenny shill Jen archinal Casey nice TJ schaer Janelle Davis and Lisa Muhammad we had 639 students in staff access our heart healthy information to par participate in their school's heart challenge last year and 110 students and staff here in King George even completed the steps to Finn's Mission last year which means we have added 110 families to our community who have learned handson CPR and can now jump in and help save a life making our schools and Community safer not only did

014we raise awareness and donations together but thanks to the tremendous participation in our heart challenge programs this past year $2,660 was awarded to King George schools to shop for new physical education equipment and Dr Melinda Brown at pomac also helped her school get an extra $500 to shop for New Wellness supplies by achieving her principal heart challenge this past year two of our King George schools even earned our top 25 Heart of Gold Award this past year by being two of my top 25 schools in the state of Virginia pomac elementary and sealston Elementary I've already had the joy and the honor of delivering these Awards to the these amazing schools teachers and principles but tonight I brought a very special award to present to my heart Partners at pomac elementary it's our American Heart

015Association eastern states region heart healthy school award this award recognizes a kids heart challenge school that has gone above and beyond to fully Implement American Heart Association programs within their entire school this is what I sent in to our national nomination committee when they asked me why I felt the school should receive this award pomac Elementary has truly embraced the idea of having their annual kids heart challenge be an all School celebration of Health and Wellness every year they have outstanding administrators including Principal Brown who shares out all of our information with her students staff and families herself personally the physical education teacher Mrs Heather Mims always finds ways to include all of our students and her fellow staff this past year they even included the staff in their kids heart challenge kickoff assembly to

016show them that their teachers and administrators want to be heart Heroes too when I showed up to give their assembly the principles and teachers surprised me by all being dressed up as heart Hero characters themselves it was amazing in my 11 years that has never happened this principal Dr Melinda Brown even made a beautiful testimonial video for us to use and share in her video she speaks directly to fellow principles everywhere sharing why she loves American Heart Association and our kids heart ChalleNGe Program she strongly encourages other principles everywhere to include it in their school year reminding us all that we all can learn how to help save a life so thank you Dr Brown Mrs Mims it has been my great honor and I'm so excited to present you with this beautiful work of

017heart it has been designed by one of our heart hero ambassadors a young girl who was born with congenital heart disease so this is right this is for you Dr Brown thank you so very much and thank you King George schools for always giving us so much support you're making a huge difference thank [Applause] you than you can we take a picture okay thank you you're thank you before you go is there any questions any of the board members have about anything no that's okay I just want to give the board opportunity if they want to say something or ask something thank you marjerie for coming on short notice uh we we pulled this together what day of the week was that it was uh the end of last week and she was like I'll

018be there so appreciate it thank you so much we appreciate it you're doing a wonderful job thank you all right now it's time for public comment if you've not already signed up for public comment you can please do so now I have the paper here so if there's someone here who hasn't signed up who still wants to make public comment you can do so now public comment is a time for the community to present matters that they believe deserve the board's attention comments are one way communication from the Community member to the school board and they are not a forum for dialogue or debate the school board applies the following procedures to all speakers and does not discriminate based on identity of the speaker the content of the speech or the Viewpoint of the speaker

019comments should be presented in a courteous respectful and appropriate manner the public shall address the school board only on matters that are related to the services and policies of the school division speeches that cause disruption to the meeting promote private business ventures involve threats of any kind involve intimidating language or relate to public office campaigns involve Campa complaints identifying individual students or personal attacks of staff is prohibited proper decorum and provisions of the these procedural directive are expected to be followed at all public meetings of the school board the members of the audience shall conduct themselves in the same manner as outlined above for the individual speakers and shall not disrupt an open public meeting of the school board nor incite others to do so at the discretion of the chair any person violating the

020rules listed above may be asked to leave and the board meetings when recognized by the chair speakers will be asked to identify themselves by name State their relationship to the school division such as staff member student parent Community member Etc and indicate in which magisterial district they reside commentary during public comment is limited to three minutes and our speaker today we only have one is uh Alexander statki I'll make it easier Alexander Str thank you good evening welcome ladies and gentlemen members of the board Dr boy good evening again uh I am a resident of King George Monroe was there anything else I needed to you're good I'm good okay I can give my steel so I want to bring to you awareness that a King George High School Debate Club is being being organized

021this this I believe is a very important addition to the school's curriculum the goal of the club is to teach students the art of debating through lectures examples and participation students will be instructed in rhetoric logic information gathering and Analysis skills that are sorely missing in our daily lives but are fundamental for successful career additionally I expect involvement of the students the expected involvement of the students will POS will affect their attendance in other classes an issue that was raised in the previous board meeting lastly I should mention unfortunately um that there are several years ago there was a debate club that was proposed and rejected and I understand it was believed somehow that it would lead to violence and I want to kind of preempt that issue I would say that on the contrary

022The Debate Club is what we need to reduce the likelihood of violence it is the primary function of any school to prepare children for adulthood and when young adults meet in the real world with various viewpoints without verbal tools to defend their views they resort to violence that is what animals do because they lack the rhetoric logic information gathering and Analysis it's our duty to teach our children the skills I believe the debate Club will be a success and I'm looking forward to your support thank you thank you thank you just so you know yeah you have a full three minutes you had another minute left unless anybody has any questions oh no no it's not time for that but thank you very much all right next um the uh superintendent's um comment or comments

023yes we only had one uh public comment tonight so thank you sir I appreciate you coming this evening uh I know we've talked on the phone and uh you've got the procedures and such to to continue your desire to begin The Debate Club so if you need any support with that or help please feel free to reach out to me and we've already talked so we certainly can do that I may only to everybody else else may be watching uh please contact me I put my name on several Facebook um groups dealing with King George schools uh if anybody has a high school student that's interested in this club please contact me um we want to get a rolling thank you and that's all thank you Mr chair um do I have suggestions for changes

024to the agenda yes Mr chair if we could uh I know we have it on the agenda this evening but if we could move student comment oh okay I didn't know how you wanted to do that but um it's been a um something that I think we've talked about and it is on the agenda to make a permanent change to the agenda but I would like to suggest if I have the agreement of my fellow board members that um right after the presentations that we um allow for the students to make their comments and then they can be dismissed before we go into close session so that would be a um a change for today and then we'll vote on a permanent change is that understood is that okay with my board members I'm mostly

025asking about today only because we're going to talk about the other during the discussion Frank not really a vote that doesn't mean you have to leave you can still stay you can stay if you wanted to please understand that all right uh any other changes to the agenda board memb no all right then we will go on to the presentations the instructional highlight the summer externs I got intro here all right so the past school year King George High School increased its number of documented work based learning experiences by over 400% a new edition was the high school's Charter summer intern externship program with departments in the School Board office off here with us today is our work-based learning specialist Terry Rinko and several other King George high school first uh the first student externs

026students present are uh Haley Meeks prano am I saying that right Nick close I'm sorry uh Armando Rodriguez dado and William Richard so thank you all for being here and and I'll turn it over to you thank you Miss Rinko thank you so much Dr boy thank you uh chairman Bush and members of the board for having us here tonight I'm excited to introduce you tonight to some of our Pioneers in our new student work-based learning program this summer as Dr Boyd mentioned for the first time we had four central office departments supported by five students working externships what is an externship an externship is a short unpa paid CTE highquality work-based learning experience of a minimum duration of 40 hours where the student is paired with a working professional to observe and get a

027preview of the day-to-day activities needed for a career I'd like to introduce you to our first externship Pioneer Haley Meeks Prim Morano Haley worked 40 hours in King County Schools technology department with mentors Mrs ha Mrs Mr Brown and Mr vogle and 40 hours separately in King George County Schools student and Family Services Department with an externship under the mentor of mentorship of Mrs Mary fiser next I'd like to introduce you to our second Pioneer here tonight Armando Rodriguez dogado Armando worked 40 hours in King George County School's technology department in an inter externship under the mentorship of Miss Hillary ha Mr Brown and Mr vogle we have here tonight pioner William Richard William worked 40 hours in King jurge County School's technology department with an externship under the mentorship of Miss Hillary hat Mr

028Brown and Mr vogle plus a separate 40-hour externship in King George County Schools instruction Department with an externship under the mentorship of Mrs Hill Dr Menin and Mrs deute last lastly unable to join us this evening due to illness or work were Pioneers Chad Brown with a 40-hour externship in King George County School's instruction Department under the mentorship of Mrs Hill Dr manin and Mrs declute and Pioneer Vivian Rinko with a 40-hour King George County Schools Communications Department externship under the mentorship of Mrs Amanda Higgins whose summer project you viewed during convocation this year without any further Ado please help me in congratulating our five Pioneers for our first externship program with King George County Schools some of which are here with us [Applause] tonight well done thank you so much M ranco did uh

029any of the externs want to say anything you don't have to understand congratulations it's funny that term is now just being used and it's interesting I'm seeing it in written form and different places and now to see that we're actually using not only the term but obviously um the way students are participating in these kinds of activities is wonderful for them and their personal lives and their future resumés but it's also wonderful for the schools here at King George so thank you you've done a great job keep it up for the time that you have left here thank you and proud of them yes thank you all seniors this year this one all right any questions from other board members or comments quick just want to say congratulations and also thank you because I have

030teenagers trying to get them to do extra outside of regular schoolwork so that's really um big that you guys do something like that going extra and Beyond and what you have to do so good job all right thank you again experience thank you all thank you all right next we have the state accountability and accreditation yes this evening we have Miss Sandra Duff Sandra is uh has been with King George County schools for many years and has uh served with me at King George high school for a number of those years but now is in her first year as uh our division-wide do do so she will give us our state accreditation and accountability report this year thank you Sandra good evening everyone again my name is Sandra Duff um I have been the coordinator

031of testing for two months so I am I've been familiar with this data for for the years of my teaching and time at the high school um this is an opportunity for me to present our state accreditation data it is 99.9% done the final reports and everything come out from the state next Monday so we are technically still working with preliminary data but the official um they're just cleaning up the official reports to come out um please ask any questions as we go along if there's something that doesn't make sense to you or that I say um I don't mind the interruption to clarify in the moment yeah if I can say some board members this is one thing I would say as you have a question ask it because this is something I don't

032think wait till the end you'll forget it yeah it's a lot of information free yes okay so the accreditation um there are nine performance indicators that we work our way through and the state ranks them as a level one two or three the level one is at or above standard level two is near and level three is below standard um the numbers and the benchmarks that go with each of those categories differ depending on what subject we're talking about but they all come back to the Simplicity of having it be green yellow or red so all five of King George County schools are fully accredited this is the overall indicators as we go through up at the top the benchmarks are um what it takes to be a level one so for English The Benchmark

033is a 75 um science and math are 70 chronic absenteeism is less than 15% of the students being considered chronically absent the graduation completion index is an 88% the dropout rate you would need to keep under 6% and then the college career and Civic Readiness would be 85% or greater would all be the level one goal so as you can see through all the schools um they are the green means that we have met that level one the yellow is the three categories of the high school that are considered level two um I also want to notate especially at in The Chronic absenteeism column there is an r10 or a threeyear after the number what that means is like King George Elementary in order to be green should have been 15% but they reduced their

034failure rate by 10% from last year so that allows them to be considered a level one school for chronic absenteeism for patomic it is 15.4 so it's just above the threshold but their three-year average was below a 15 so that allows us to be a level one at that school um same thing for pic and science the 60 the 67.74% % but because of their threeyear average being over 70% we are a level one in that school this is the chart that can be a little overwhelming um I put a key in the top for you to see so um the performance level on the far right is if it is green all the way across the column so for example King George High School's English is green in all the categories across which means

035they were above 70% 75 excuse me it's English across it's a level one in the math because you are allowed to have one level three and still be considered a level two so level three would be below 65% so that makes the math overall at King George High School a level two these are the subgroup data these are achievement Gap indicators basically they take the groups listed across the top and they want to compare it to that all category so they want to compare that 96% of the King George um high school students in English passed the English exams but the economically disadvantaged student subgroup was a 91.8 four so it just shows you the gap between those specific groups and are all goal and by breaking it down it kind of shows you where

036you need we need to focus as a school system and as a school in order to fill in some of those gaps and get our overall levels to a level one um if you look at King George Middle School's math they have three level one level threes excuse me so that means their overall performance level is a level three traditionally if we had AEV level three they would be accredited with with conditions but I was confused I like I said I started two months ago so I was confused but when I researched a little bit because King George middle school has triy triennial accreditation they have been accredited fully for over three years they kind of give you a year to to get that fixed and it's not accredited with conditions so we have we

037have our Focus we know what we're doing we've taken this data and we have um met with all the schools we've done data meetings where we took this original data and we've T took growth assessment data that the middle school and elementary schools did the third week of school to kind of put together a plan of how to move forward um I was given the opportunity to meet with teachers in all three elementary schools and the Middle School the principles have embraced me coming in and not just doing this data piece but also doing linking it to instruction and and doing that that teacher part that I still am in my heart so it allows me to to get in the buildings and do that that information um the asteris I know it's kind of

038small in this chart if there's one asri behind the number it means that we reduce the failure rate by 10% um you'll look at the middle school while we have work to do in the middle school they are absolutely full of those asterisks where you can see that they reduce the failure rate by 10% or have a three-year average of a higher goal so we know what we need to Target on and we need to keep the forward momentum that they have there because they've reduced their failure by 10% last year and have room to still do that and continue to do that more is there any questions on this chart like I said I know this one has a lot of information in it yeah but I'll ask the other board members first questions

039board members um looking at again as you already recognized the King George middle school math those three areas so I want to make sure I understand um what might also be helpful sometimes and I hate to more work but you mentioned about the last year last three years years but now with that one that those three areas what you're saying is that for the past couple of years they've they that was in the the yellow is that right or the green so I'm looking at those three areas for middle school math not necessarily those so the 72% in English having the asteris being a 72 the goal is 75 in English right so that 72 has an asteris because it's green because we reduced the failure r% talking about the math only the math so

040the math numbers don't have those asteris because we not make enough growth in those areas to um to bring it up a level to a level two or one but what what the the positive spin that you could take out it is that there is definitely room for growth there to reduce the failure rate by 10% with a goal with a 58 for the black subgroup is is room for improvement where we don't have to meet the 70 right away we can we can work our way towards reducing the failure rate what I'm saying is compared to last year though those three areas uh that are in um the pink or whatever it is those have dropped below last year's numbers is that correct not necessarily so the middle school math subgroup that 58% last

041year was a 53 oh W so that 58 is growth um the economically disadvantaged subgroup for math was a 58 last year and is a 59.9 this year and the English Learners subgroup did go down it was a 57 last year and is currently a 42 too so that's that's probably the biggest concern of those but you're saying that if let's say that they um all went up at least 10% then they wouldn't be they wouldn't be read they would no longer be a level three okay yes sir so basically those first two numbers are close to the 10% but the English earn the English English learner dropped significantly it did drop from last year yes and that's a population that is very it's it's all over the place because the middle school and the

042elementary schools are pretty stable because you test all the students we test all the third graders all the fourth graders but when you get to the high school you have you only test the kids in once per subject area so depending on the grade level and depending on what math they're taking or what science they're taking you're testing a very the denominator of that fraction changes drastically at the high school level which does affect our overall data is um has there been a discussion with the elll teachers about I'm scar not the El about the math not the elll about the 42 as the reasons why I you mentioned one possible reason but has there been a general discussion with him so we had a um there are times that we can in English where

043if the student has been in the country for less than a year they don't have to take a reading exam that doesn't exist with the math because they consider math a more universal language so I think that that we had a we had a very large increase in the population last year and that tested a lot of students that had been in the country for less than a year um um and while a math test is primarily math skills there are there are reading pieces to it um and um Mrs Perry who is in charge of our ESL students and I work closely together and going through and being able to break down this data of who the kids are and kind of what progress to monitor their growth assessments that they do for the

044state as well as our just District common assessments so that we can track that growth and see what we need to do throughout the year and not just wait for next year's number good good so what you're saying is of the main reasons though is there was a significant increase of students in the El category I couldn't give you the number but there was definitely a rise last year more than a normal Year yes sir all right that's interesting any comments about that one uh um red level were English um at the sealston in the 53.3 students with disabilities was that a um what was it last year in thank you you're so Good by having all that information in your hands there course I brought it with this stuff is a rockstar I'm just

045gonna put that on record Rockstar try not to ask me any more questions I don't mind at all so last year was a 65% and it dropped to that 53 so that's 12 and that's significant also was there any I I appreciate the possible reasons for what you mentioned about the elll in the middle school math was there any possible reasons for this significant drop with the engl shed sealon so I can tell you that the this chart gives me the denominator of the fraction that creates that percentage and last year's denominator was a 44 and this year's was a 63 so that's 20 more kids in in the denominator piece um so I haven't specifically investigated that one but my initial reaction is that is going to be a large portion of it um

046it could be that I don't know if it's an increase in the population or if it was third grade was very heavy in it last year which means their fourth grade this year will be heavy in it um because it is a drop their three-year average is a 65 so that 50 is is a is a drop that'd be interesting to to learn that was it just because of the significant increase from in of third graders or did we literally have both with the math English learner and then with the disabilities for English and sealston did we really have just that population there was more of those types of categories of students that came to King George new first time I would be curious to find that the reason why I'm asking that question obviously

047obvious reasons is that you know that we couldn't do much about necessarily new people coming in because now we're talking about political things and all sorts of things but we could do something if it's just simply the grades just below or before they took the test there was a significant number there and so now they're being tested and then that is the difference yes sir and if that's true that's a different approach to what we might do to solve the problem and that's why I'm hoping to be a part of the solution in that in that we are I'm meeting with the teams regularly to discuss the growth assessments that we just took we took the growth assessments and we broke it down like the state would for this and taking their quarterly common assessments

048that they're doing and and breaking it down um English is not my strength math is definitely my strength but I can do I can analyze data that you give me and help Point people in the right direction and and I know that Mrs Eli is well as Dr Manon and that whole team are on that I'm sure they are yes I would just be curious maybe to find out some of that was again new population moving um which to me if we were in another state maybe closer to the Border you might understand that for sure and maybe some of that is true I we just don't know or was it literally just from the grade before and now they're taking the test for the first time anyway just um that would be I would

049I guess not that you have to report on it next time or anything but maybe um hear something Dr Boyd in those two in that area you can send the board an email absolutely all right any other comments sorry board members okay okay thank you the next slide is wonderful so let's get to that one the next slide is a comparison for the three academic um areas English Math and Science um I did the surrounding counties as well as the state of Virginia average um so you can see in English um we are 2% above the state average and and across the local surrounding districts um math is definitely a um is is below the state average but seems to be pretty close to on board with the the rest of the region except West

050Morland has obviously put some effort into their math department that that has given them that 75 um and then science again we are on par with the rest of the region as well as the state um just to give you some comparisons last year our top row that 75 68 68 was a 73 6767 so it's it's pretty much where it was and then the state last year instead of 7371 68 was 73 69 67 so it's comparable across the region and it's it's nice to see that the struggles are Universal you know we we know that everyone is struggling a little bit in certain areas and and we can work um we're all working towards making it better for our students and this is kudos to our whole system because overall we can see

051in comparison to other surrounding divisions we're really doing very well compared to others it's not saying we can't improve a whole lot we can in the areas we just looked at in the previous slide but this is good thank you any questions board members comments just shout out to everybody but especially to the English because we're above everybody surrounding us absolutely and then the last slide is a slide that I shared with Dr Boyd for convocation um and I I again numbers speak to me so I wanted to be able to share share that with you guys um in the fact that these are numbers to be proud of and they're numbers that show the the Champion theme that we went with it shows that that and it gives recognition to each school it gives

052them you know seeing that everyone is working hard and making improvements in academics as well as attendance and to me the the the teacher and me loves to see that we have students you know that there were 56 fourth graders passing anol for the first time so that means as third graders they weren't successful but as graders 56 kids pass an so for the first time and that can be that can be the beginning of them passing them for the rest of their career because they get that win um so I just wanted to be able to share that information with you and thank you for your time no that's wonderful I have one question there was a past board member that mentioned about Advanced passes in so that 768 which sounds great uh it

053how did that compare to last year if you don't have it that's okay that 768 under passion yes um it was 768 which is great was that an increase you don't even have to know the number was it more about the same as last year or do you know I believe from doing the math if my memory serves me that they were both it was about 10 point something percent last year and 10 point something percent this year I think if I remember correctly but I can definitely pull that information for you you don't have to do that one it's just there was a past board member that asked about what other what other data could we use and we we're not going to necessarily use other data but it's still good to know that

054especially in reference to doing the evaluation for the super intended and I did pull it from preco we were anywhere from an 8 to a 10% and then postco was 10 11 and almost 10 11 and almost 12% so to compare pre and postco I can tell you that more kids were doing P advance I don't know about comparing to last year have one last question and it relates to the superintendent evaluation um now that we have this data we have all everything we need to do the evaluation now there's work on our part yes sir probably mine more than anybody's anyway but you had mentioned that this is 99 Point some percent I don't think I need to wage I could begin right away but you're getting that on Monday the final finals the

058so this week is our homecoming week we're starting off the week with our spirit week every day is a new a theme for the students to participate in which is a great way to get excited for a homecoming football game which is on Friday the theme will be blackout so please come on out and support our foxes and on Saturday we're all looking forward to our home homecoming dance the theme will be Las Vegas everyone's excited for that and further our njrtc program this past Friday went to the air show to see the Blue Angels perform this was a really great time and they also have their homecoming cookout on Friday and our fall Sports they're having a great season so far our track I'm sorry cross country team competed last Friday and then our

059volleyball team as well as our field hockey team they both have a home game tomorrow the 24th they're having a great season as well and our Deca um team as well they are having signups right now for their group and they have a field trip scheduled on October 2nd I know many students are getting excited for that as well our school also last Wednesday started rotating for different clubs so this is really great students are getting involved in a lot of different clubs and really interacting with one another and we have our pep rally on Friday this is also for our homecoming week Spirit Week everyone's excited for that and our CTE students had their reverse reverse career fair last week which was a great opportunity for them I know there's been a lot of

060great uh feedback from them getting able to share a little bit about themselves and meeting people across the county and yeah that's really all that's going on at the the high school right now we're off to a great start to the year and we look forward to more thank you for your time uh good evening everybody uh I'm Eric silur I'm the Middle School representative to the school board um the big thing I talked about last time is that Dr ni and I were setting up a student feedback form to just sort of uh gauge the uh student appreciation I guess you could say of several policies that have been implemented at both the middle school and just the overall uh County um we sent out that uh form last week and we have over

061250 responses so we we got more than we expected which is good it's really good um and the best part is about 70% of those responses uh also gave us some stuff in the um open-ended Rel response stuff and actually were willing to take the time to type out their opinion and sort of just explain their answers to the survey um I sort of compiled some of the arguments or you know opinions that the different students have G given for you know whether they support or are against some of these policies uh obviously I put the phone policy in there I know with the governor's executive order there's only so much y'all can actually act on this but you know just sort of you know see what the students thought about it and if there's

062anything yall can change you know with disciplining students and how harsh that is etc etc yall can change that based off of uh these responses um some of the biggest arguments for the phone policy because believe it or not there were a couple of students who were in favor of it um uh a lot of people talked about how it lunch was more engaging cuz know you didn't have everyone staring at their phones the whole time um now this has led to a little bit more noise in the lunch room which the uh administrators are still trying to deal with and it's part of the reason that we still don't have our free seating yet but you know hopefully we'll get there eventually fingers crossed uh more class productivity as you know we hoped for

063when uh this policy was implemented uh you know and then just less negativity it's decreased uh at least we hope it's decreased cyber bullying and uh stuff like that you know as far as I can tell the um King George Middle School fights page on Instagram has no more uploads uh thank goodness uh and yeah so you know I think if I go to the numbers here if it says here about 30% of students who responded felt either neutral or in favor of it which is again more than I expected um as for arguments against um of course they're questioning why we can't have it at lunch and I hope to obviously I can't respond to 268 students but I hope to find some way just let everyone know you know with the governor executive

064order I think the orderers like Bell to Bell so that we really cannot give them this time at lunch whether we want to or not and again as the people for the policy explained lunch has become you know interesting we're not again just staring and scrolling through social media we're actually talking uh socializing and I think that's improved especially after the pandemic where you know we couldn't talk to our friends for an entire school year um the other big thing that I saw against it was um contacting their parents in case of an emergency uh I know the middle school has something set up where you can you know go to the office and pull out your phone or use the class phones but a lot of students were concerned about you know especially with

065all the threats that happened the Middle School recently they were concerned about being able to contact their parents in an emergency so uh the next thing that was on there was the grade waiting policy the 30% product 70% process um it was a lot of students didn't really have an opinion on this uh but the ones who did have a negative opinion on it felt very strongly about it uh the big argument is that a lot of teachers uh aren't putting enough tests out and so you know for example right I'm a straight A student and um but my problem is I don't test very well in math I'm not sure why but I usually don't do quite as well on math tests as I do in other subjects and even just in like normal

066math like homework assignments for example right so but we are in like what week seven of school and I've only had one product grade and so and I got like like an 82 on it or something right and it pulled my grade down to like a mid 80s grade when it was like a 96 so if there was just some way that we could um you know just get get word out to teachers to have them just make sure that they know that we need to put more if if the test grades are going to be way worth so much we have to have enough of them so that you know one can't pull us down to two letter grades right for getting you know a c it pulls us down from an A to

067a c in overall grade um finally for the dismissal process um a lot of people liked that um there were less uh crowded hallways as we had the instead of having you know a third of the school go out at once we had like you know fourth go out and so getting to the getting to the buses is easier and a little bit more controlled um and then some people uh cuz you know uh dismissal is taking a little bit longer now you know maybe maybe 10 minutes longer so a lot of people enjoy the U time that they get to socialize with their friends because you have to be quiet all day at school and we we don't have free sitting at lunch there's really no time to talk to our friends during the

068day and so some people do appreciate the extra time to talk with their friends however if I go back to the uh the numbers here um about 50% of students either uh disapprove or highly disapprove of the new dismissal process um and the biggest complaints that they had were a lot of people were getting home later you know 10 to 20 minutes later and that gave them less time for homework um the biggest thing in that area is uh they had less time because uh athletes and extracurricular activities aren't dismissed until usually the the late Bell the last bell or the last group of buses which usually I mean I think dismissal starts at you know 220 or 225 they might not get dismissed till 245 250 and so for example I had one girl

069who was on the volleyball team who said that she does not get enough like her team does not get enough time to practice in the afternoons because of how late they start um and then yeah that was that the the the big thing the other big thing that I saw for the dismissal process was again one of our waves is uh because we're dismissed by waves now instead of grade one of the waves is sort of sent out and then bunched at the uh entrance the main entrance to the school and it is sort of built as like a bunch of small doorways instead of one big entrance and so a lot of students were like getting crammed or crushed trying to get to the doors because as you know we're middle schoolers and so

070we decide the best way to get to our buses is to bolt as soon as they say go uh and you know we've had people fall and uh get hurt or at least almost get hurt and so I believe Dr ni has made a change um to have uh wave two dismissed the same way as all the other waves uh which is good because I think a majority of students appreciate it that way uh but yeah so for the final sort of like numbers here um as expected you know close to 70% of students were either disapproving or highly disapproving of the phone policy because you know we're middle schoolers we like our phones we don't like them taken away um and again for the grade waiting system about 40% of students disapproved are highly

071disapproved and then another 40% didn't really have an opinion on it um and then you know about 20% approved and then for the bus missile process again about 50 55% disapproved with about 25% neutral and another 25% um approving so that's about it I plan to get in contact with some of these Sports coaches before the next meeting so I can have a little bit more Sports data um sort of waiting for some of the other stuff you know um Spirit weeks uh pep rallies hopefully we'll get a couple of those but as we're still sort of winding up and trying to get the new students under control but that's about it for now thank you thank you how you doing getting the new students under control I can empathize all right thank you very

080items vacancy resolution all right this is a big one it relates to um um basically uh the resignation and so let me I think I'm supposed to read this out loud I'm going to anyway even if I'm not supposed to no I am supposed to I'm just I know I am all right whereas the the County School Board of King George Virginia here after board is comprom is comprised of five members whereas Matt rolls was elected to represent the James Monroe District of King George County on the school board at the general election on the November 2nd 2021 assuming the office for the term January 1st 2022 through December 31st 2025 whereas at a school board meeting on September the 9th 2024 Mr rolls publicly announced his resignation from his James Monro District seat effective

081September 16th 2024 whereas the remaining members of the board pursuant to Virginia code2 242-2221 Ms related to the requirements for the filling the vacancy now therefore be it resolved hereby that the attached calendar is adopted for the activities required by the board in filling the vacant James Monro District School Board member seat and it is further resolved that the school board approves the advertisement for letters of interest and substantially um and substantially the same form as the advertisement attached here to all right now before we get motion let's look at those things that that resolution pertains to and then we'll have a motion after we look at all these all right here's the timeline that the resolution uh proposes which basically says today we approve the uh resolution then tomorrow excuse me um should be

099to attend it's a monthly supervisor meeting it was already scheduled for uh September 19th and so uh I attended that it's a virtual meeting about two hours long and Librarians Library supervisors media specialist um curriculum Specialists from across the state of Virginia attend these month monthly meetings and then I had added an item to their agenda to ask the questions that were posed by um by the school board to get some more feedback so uh I shared the uh the feedback and research with the uh with the with the Schoolboard and I started with the introduction just to clarify some of those programs that we had talked about at the last meeting just to make sure when we were using fallet Destiny Title Wave and Destiny discover uh that there was a reference to that

100um while attending the meeting there were 26 virtual attendees I had posed the question about their potential purchase list for Community viewing if that was required before purchase and if they had a library advisory committee within their County uh representatives from three districts said that they do post their p uh purchase list for viewing Warren County gin and Franklin County uh Warren County she specifically let me know that they post theirs as a coming soon list uh they post them and they put them up on their uh Library sites for 30 days for viewing and that when she posts them and the spreadsheet is uh is clicked that it says that the books will be purchased on or after the the 30 days it gives a specific date uh to help people who are looking

101at the list to know how long that list has been um has been view uh viewable yeah has been available and that uh there's no feedback form provided though they are welcome to have any type of email come to them it's for a community parent notification only just as a transparent and they do that they're a smaller Community like us and so they do that their elementary middle and high school um via their websites Gand does a springle a single spreadsheet and that's for elementary middle as three separate tabs on their main County website the list has updated the first of the month they do more purchasing um it appears than we do because we're right now scheduled to do one per quarter and the Google feedback form they have one very similar to the

102one that Dr Wright had created I clicked on it and looked through the questions uh they on the first of the month the feedback is due the 15th so similar to us with the 15 days and uh they take that as a means of additional input to support their Library team in their selections and then uh Franklin uh County posts theirs on their websites they do it only as um a notification there's no feedback form for them as well and even though they post theirs on the websites they do not give a 15 or 30 day they're not required to wait any amount of time to purchase their books that are posted um none of the county districts that were present said that they have an advisory committee that specifically approves B book purchase list

103before processing their orders uh one County Franklin did say that they do have a division Library committee that is made up of the school librarian School representative she said specifically teachers one parent representative two School Schoolboard members and one Community member they discuss the purchase list at the meeting they pass them around um but like IID said nobody is required to wait to do their purchasing and she did not specify on what elet committee does uh she said it's just been in place for a few years and it's just how they've always done things and then I had sent out an email to uh some of our local surrounding counties to get more specific information uh to Stafford Caroline spania and got some feedback from there and included their emails exactly as they emailed back

104to me with how they purchased their uh their their produ processing for their book purchases and their General Library oversight requirements and how they uh solicit feedback from parents so what did you hear from Stafford and those other ones that so Stafford uh wrote back to me I heard from two of their Middle School uh Librarians and they let me know that with both of them it was the same thing is that the librarian of the building is specifically in charge of creating the list of books that will be purchased uh both of them said they submit their orders to their principal as a building administrator both said that neither uh their principles typically look over the list but do not research it in any great detail that they then Place their orders um and

105then the books come into them and that they do not have any uh pre posting of their purchase list and that they do not have any feedback that is specifically requested of parents that if any parent brought a concern about a book that they would follow their challenge procedures and that parents are they make it very visible for parents that they can use the destiny card catalog to look and see what the new titles are based on the feature uh based on how they're featured in The District um with Spotsylvania High School she let me know that she uh pretty much follows the exact same thing that we heard from Stafford is that she each of the building Librarians are the ones who compose the list she specifically told me uh that they they really

106have to be specific in their school because of their population of students she's at SP in high school she said I have a large number of students who enjoy fishing and hunting and ATVs and so she's like my order list would look nothing like another high schools uh list uh because of our population of students so they don't really she said we work very independently there's not like oh well if I'm ordering these books you should order these books um at your school and when the books are purchased she orders through Amazon and that they come to the school that she and the library secretary get them all ready for the uh for the shelf that she does not uh send her list to anyone for approval and that her principal has an understanding with

107her and trust her professional judgment to B make book choices um and that it's ultimately his responsibility for what goes on the shelves and that he expects her to follow her training in order to select those titles and she made the same point that uh the titles are all accessible through Destiny parents are able to see anything that their students are not only checking out but what's available to their students and they can make requests to Librarians to limit access on a particular topic or a title and that those uh notes would be visible in Destiny to anyone who was doing checkout wow okay again you've done quite a bit of research so from what I understanding is um Franklin was really the only one not that it's an approval committee but there is a

108committee and the rest of them didn't have a committee at all regardless you know I understand committee advisory whatever and we had an email I was sent we I don't know if all of us received it an email that Colonial Beach also had a committee and um had you heard anything from Colonial Beach they did not attend the meeting and I did not get get feedback from them so let's assume that email that they do have a committee in Colonial Beach I believe that was the one you got that email too didn't you well I heard you say that you reached out to Caroline County you did not get a response from them no okay you did someone hear the Caroline had a I think that was one of those they do mean I but

109the committee is different so what they're researching is is there like a pre purchase committee too so that's not really what seeing what you're seeing is mostly kind of what we already had was a committee to if a book was appealed it would go through a committee process like and and um then that's where the committee laid okay so really then just not purchasing it but if a book was a but all I'm saying is it's Committee of any kind in of all of these divisions there's regardless of what the committee does there's sort of a committee Franklin and Colonial Beach and hover Fairfax Virginia Beach Carolina County West Morland County here here's Caroline leadership at each School responsible for establishing committees annually to review instruction materials including supplemental materials for seually explicit content the

110committee should be in place prior to the start of each year in or uh in order to provide the required 30-day notice of the course syllabus each school committee will consist of a school administrator a school counselor A literacy coach a media specialist three teachers one parent where that from Caroline County but it's not like what she's saying is right not to check the purchase of the book He's not checking the purchase of the book but most of the research that I saw said that there was uh list like we are putting out that says the books they were in complete for parents to review and most of the room that I saw were given like 30 days to review that well in a way I'm sorry just to inter interject here in a way

111what you've done it's almost as if you know you guys have shown all it's almost like all of King George is like the committee because all of King George is looking at all the books that it's going to be purchased and we the process of appealing if they want to they're they can send an email to you if there's a problem with one um and then it goes through a normal process if um you know as far as decision making so um all right do what do we want to do with this concept of a committee based on what the Librarians have done any this is a discussion item so we don't necessarily need to vote on anything if we don't want to make any changes and we want things to just continue as normal

112then there's no reason to have a motion we want to make changes let's discuss that now and look at the possibility of a motion I personally think we should have a Content committee okay um just your reasons I know you stated them already one more time Mr Frank if you don't mind well if there wasn't a problem we wouldn't be talking about it right now so there's obviously a problem um and I feel like this thing is going on for a year and it's you know we have a lot more stuff that we need to be working on so we need to put this to rest we need to we we told the community at our last at the big meeting that we were talking about list that we but and that we would discuss

115showed that last it was about 50 1500 50 50 to 80 300 annually right yeah right okay this is the first quarter yes and have you already ordered those yes okay we approved it last right I know we did I just wanted to make sure and clarify things so you're saying then for this next order Mr Frank you would like to see a committee before they purchase the next group of books yes right other thoughts board members one last clarifying question is that in lie of posting it publicly or with posting it publicly and and how do we how would we measure those two things I think if we have a committee there would be no need to post it publicly that's just my thought other members of the board may have different thoughts considering

117of them aren't there's comp like you have feedback then maybe that's when the committee could step in and review instead of having to re review 300 books a year um in addition to that when we have the appeal we need to figure that out far ahead of time before we actually have an appeal like that process I don't feel like that's right now it goes to Dr boy depends so KB is the the the public Complaint Form that we updated I don't know six eight months ago if they have a child at one of the schools and it it initiates because of a parents concern it initiates at the school level if it's a Community member or someone that doesn't have a direct link to the school then it initiates with me and that's that

118appeal process but I do I like what you're saying I I think um that even helps us with this last you know we have one book right now that's still kind of hanging out there that um we did have one uh complaint about uh and I know our Librarians are still and I think some folks at the school are still interested in in purchasing that book and uh it would be a perfect opportunity for that committee to take a look at it and say yay or nay sure I understand you miss Hoover I'm sorry I'm just going to end up repeating something so what you're saying is that they would still generate the list and then if there is a complaint there would be this small committee to decide on that particular complaint for that

119particular book only yes I think that somehow we have to let the community know that the list is out there and available to view because everybody that I've talked to is unaware of that and I don't think that does any you know if it's on the school website is it easy to find I mean I don't know I haven't even honestly looked for the list um but I know that 99% of the population is unaware that that's even available for viewing Miss Davis you haven't spoken yet what's your feeling no what's your feeling on all this so I was done a long time ago right but first I was for the committee and then I and I even called Dr boy I was just like you know I'm just post it and let's move on

120right but one of the concerns I had and nothing and I'm giving the benefit of that but when you had made a post or you posted the sexually explicit the non-sexually explicit one of the books on there was a book that Dr Boyd read to be an Ed and it was super like I wanted to crawl under the table and hide because I was the only girl in the room sorry but that it was pretty explicit for sixth seventh graders especially and it was on your list as non explicit just at the last board meeting and and I'll tell you the title and so I think honestly that you might have just looked at the title and been like what is the Diary of an Frank but the explicit version a regular no I'm you

121can have I've read Diary I'm not against it I love Diary of Van Frank but what being and him had realized is that there's two versions of the Diary of Van Frank and this one says explicit on it and so can you I mean no yeah we we went through that and uh there there's a there's a section or maybe two sections that were explicit I mean I think it would meet our definition you're saying there's two Diary of vanan Franklin there's two there's actually more than you guys know better than we do but I think there's multiple versions of there's even graphic and so on but anyways there's the I don't know PG version maybe is what you call it and then there's an explicit an explicit version as well that has a section

123who are aren't going to stop appealing these books right would it be easier just to have a committee to for the books that are appealed or that are in question I think that's what Miss Hoover was saying the same thing that's because we talked about it okay no that's what she you guys on the spot I know it's a lot um I I I how are we gonna yeah why don't you wait a minute okay everybody what does that look like now like because you know you know what I'm talking about and they're yeah let me let's yeah I agree we should but I want to talk to Mr Frank first what is being described by Miss Davis and Miss Hoover would that meet the your idea of having a committee in other words they

124would still have the books they would post them publicly but then if there's a complaint about one of them it would go to the committee so the committee would only deal with the the the public that's complaining about a certain book that's little different than what you described yes and no I would rather have the committee and before we ordered the books all right so it's a different different concept well it would still be before we ordered the book so what I'm thinking is we push the list out kind of like what Miss Hoover was saying and then we solicit feedback we can push it out through communication and make sure that as many people know it through social media and everything else hey it's book ordering time these are the books that we proposed

125to order beautiful list that they put together last time solicit feedback and if we're receiving feedback that is questionable then th that's the books similar to where we are right now they we put the order out there we approved 49 of the 50 books and there's one book still hanging out there right now that committee would be pulled together to evaluate the questionable content the questionable books but I think before we order yeah it's compromising he's talking about getting a committee before the books are ordered on any book that's in place yeah I understand that which is similar to what we're saying here except there's still a difference I think with Mr Frank is saying is that that committee would make the decision about about whether to even order those books in the first place

126is that what you saying that yes that particular book that particular book okay but the rest of the books could be decided by them to what they wanted to order as long as they're age appropriate and grade appropriate okay so then it is the same so that the Librarians would order the books and then anyone that is complained about would go to the committee before the books are actually ordered the list would be there and then if somebody complained like Dr Boyd said I think they said the same thing if one book is there that someone has complained about that book then would go to the committee before the order's done but the committee would not make decisions about all 50 books okay is there a way that's manageable for for even the committee well

127let me let me ask before any more comments we let the Librarians speak you understand this last thing you know we're going to um everything would remain the same except there would be this small committee that if there is a complaint it would not just be the the two of you deciding it would be the small committee deciding about that particular book is that is it multiply things is that better is it worse is it I I'm really like to hear your opinion I think it's a good compromise I also think that it would get any of um any complaints on your radar quicker rather than later it would probably also take a little bit of pressure off you guys if there was a committee deciding that particular book The only thing I was worried

128about is I didn't like the idea of a committee even sitting down with you and ordering the books because they're not Librarians and all kinds I just see issues with that I think this is I agree listening to all this and what we just discussed at the end I think that's that could be valuable especially listening to the two of you my question is is there a way to to make the comments or the objections or something public so this list you know when somebody submits a form can the public see that somebody's question that book so it's not you know it's not a secret it's out there yeah I think that would we couldn't put I don't think that we would want to put their name no we wouldn't but we could put it

157the general obviously this is fine like it is but I do have a question and as long as it's here does the Board of Supervisors because you know that was a little bit of the past discussion we had is who owns the property therefore who can name it and and so um there's there's always a little bit of confusion exactly who owns something school board or does the Board of Supervisors two questions related to that number one does the Board of Supervisors have the same policy saying about deceased person 10 years because that's that's what came up I don't remember if let me back up so so we do know who owns which properties and and I do think that uh if if they do own the property they do hold the naming rights for

158that property so as as we've moved forward in King George County now it's common practice for the Board of Supervisors to to own the the school property so that's what you see moving forward like the buildings that have been the newer buildings are are owned by the county in King George uh the older buildings are still owned by the school division so I think this would apply for facilities that the school board still owns I'm trying to think back to this conversation I don't recall the Board of Supervisors and again this was the previous administration uh I don't recall them producing a policy of their own that was similar to this and again that's entirely their their right to decide not sure if they had a policy I don't believe that we that's that's almost

160gift advisory committee meeting and I am happy to report that we had a room full of parents that joined the committee I I didn't get the final count but a lot of great people that um want to do great things with our Ed committee so Mr Piper will be the chairperson again we just um received our bylaws and the gifted plan we just did the fiveyear plan last year so that work will start again next year I'm sure um we had a parent volunteer to boo the go excuse me be the co-chair um we received from Pro some program updates and um we had a back to school night for the um program a few weeks ago and was very successful had a lot of participants in that we had a summer enrichment um that

161ran concurrently with summer school um this past summer and it's my understanding that this is the last year this I think it's this coming summer it will be the last year that um uh we will be able to use funds and have to be looking into uh funding that for the summer of 26 but um we want to I think that it be it's a wonderful thing to continue um with the gifted children for their enrichment programs um especially since we use the school the same time as summer as summer school so um we talked about goals and book studies and after school programs um we had some discussion about math requirements at the middle school level uh moving on to the governor school because I know there's been students who were unaware that certain

162maths had to be uh I guess since Algebra 1 um has to be a a course that completed by 8th grade in order to make it to Governor school and so somehow or other there there needs to be some further communication about that because I guess there have been some disappointed students um in the past our future meeting dates will be December 9th March 19th and then we're going to have a Elementary gifted open house sometime in May date to be determined then the day after that went to the technology advisory committee meeting again we had a wonderful group of people uh new people join the the committee um room was full I was only able to stay for 30 minutes because I had to go to the next meeting that I'll tell you about

163but um uh we had let's see an overview of the technolog excuse me the technology Department's roles and responsibilities um and we had some some hot topics at each school um King George Elementary School with the preschool program has welcomed the preschool into the purple pod however we have some um additional training needed on interactive panels and there's been some connectivity issues and things like that because that's a whole new group of people and teachers and everything um we had some discussions about similar things at patomic um sealston has uh I guess one of their technicians in the building was on leave so there's a b of strain on the technology department um excited to have some discussion about Ai and policy um Miss half is is trying to get together a team and have

164a plan I know right after we had that conversation I heard that that's a going to be a Statewide discussion and policy soon um and then we had some discussion about the cell phone policy at the high school and um there was a student that led the discussion about the impact and Governor School assignments so how that they're affected by they've had to make some changes um had some teacher perspective um but all in all I guess you've heard that's going okay there's obviously going to be some snaus um we talked about our future areas that um we're in need of improvement we set up some goals um our annual presentation is going to be at the October 16th meeting um Schoolboard meeting which I'm now thinking we just moved that didn't we the 14th

165right so um I'll let Miss and I'll tell Miss half which I'm sure she won't be upset about either that we're trying to keep that agenda light that night because we'll have those uh all of those um right we'll have our yeah so I'll try to keep that but correct yeah she probably won't be disappointed she won't um she'll also talk about the goals and then um there's also going to be I guess I missed this in my AI conversation but there's going to be a regional AI committee so um then when I left that meeting I went to the governor school meeting and there was um we got to meet the new director she's going to be a wonderful addition to the team um so we also changed our meeting locations we do we

166were rotating each meeting at each school but we decided that um we were going to have all our meetings at the um Mary Washington campus in Fredericksburg so um anybody that's interested um can join us there at at the same time just we won't be rotating anymore which I think that'll be good um our meetings will continue to be held at 4:30 at that location our we had some great um data given to us about the the last school year and the upcoming school year pie charts I can't really share those with you but all I can I can tell you is um program is doing well um our February 20th meeting uh weekly meeting is canceled because we're going to have a um a half a day working session on a Saturday the following

169sir I'll be brief uh I last week was also a very busy week uh for for me we had the superintendent Forum on Tuesday that was uh the five area superintendents who sat on a panel discussion to talk about uh workplace learning experiences and as you know and as I can contest now you know we're doing a good job in King George we've got a lot of work-based learning a lot of CTE experiences right now and it just gave me such pleasure to stand up on that stage and um Express all of those wonderful things that we're doing in our County when it comes to work-based learning so that was a good time I had my first RCC board meeting again that was very successful uh everything went smoothly there Thursday was the Region 3

170superintendent meeting I can tell you A lot of the things that are going on in King George are going on in many school divisions uh which which include School threats uh as We Know know we've dealt with a couple last week and uh many school divisions across the Commonwealth unfortunately dealt with the same thing I can tell you and and as we I'm speaking publicly right now I know that uh this is this is an issue that we don't take lightly so I've spoken with our administrators as you all know I've pushed out a video to talk about how we handle School threats and uh it's not a situation or or a behavior right now that we have any remote leverage in taking lightly at all so any type of threat is is uh not

171only on the school level is taken with the utmost serious response which typically begins begins with a 10day suspension and then goes from there but also legal action is also part of that uh consideration as well so we want to move forward and we want to make sure that our students have a safe place to attend school so we certainly are trying to curb any of those type of situ situations that that would you know result in any future disruptions to the day I will tell our community that regardless of what the threat may be we are taking them all extremely seriously so you know when you do see extra police presence extra Sheriff Presence at our schools all of the all of that is always done out of an abundance of caution uh we

172certainly put our student safety Paramount above everything else we do so um we we we certainly want to make sure we're doing everything possible to make sure that we have a safe environment when we have a situation similar to to a threat so uh moving forward uh the referendum is is in the near future we all have talked about this a number of times I can tell you right now and I can tell our community that uh we do through the support of Miss Higgins have have a dedicated web page now if you go to the King George County Schools web page and click on Schoolboard information you will see a page dedicated to all of the information associated with the referendum it'll talk about what the referendum is it'll talk about um what it

173would mean to the school division to receive the referendum uh why this this question is posed on the ballot some of the data associated with making an informed decision the current capacity of our school buildings uh all of that information is there and there's also an OP opportunity uh at that location to ask any additional questions you may have after you review that information so moving forward uh again we've had we've taken legal counsel approach on this is is one where we're not you know in a position or nor should we be to encourage anybody to vote any particular way but our responsibility is to educate our our community on on what it is that the referendum is asking of our citizens so that's available for review now our superintendent advisory meetings are are underway

174and and they're great this year this was a new um objective in our strategic plan if you remember and we have already done a student advis committee tomorrow night is our first parent advisory committee and later on this month will be our first faculty advisory committee and it's where I can solicit a lot of information about current issues that we have in the community through those different stakeholder groups so uh thank you all for for participating and those that those that have participated and finally uh I know the board members have received uh a number of emails as well as I and uh individuals at the school board office about the 7030 current grading policy approach so I just wanted to provide some clarification and and really where we are in that process so you've

175heard it mentioned a few times this is um a a a it's not a policy it's it's really a practice that's associated with uh being initiated at the at the building level both the middle school and high schools are uh employing this method right now and to be honest with you it's not a huge change from what's been done before uh what was the intent behind this was to really create some consistency with grading practices uh what we were seeing or what the building level Administration was seeing uh when making this change was that you know let's say you teach algebra or we have five teachers that teach algebra we were trying to strike consistency in grading so that one student that took algebra with teacher a and one student that took algebra with teacher

176B had similar grades based on the same grading approaches so we're we're in short we're trying to strike some consistency with our grading practices the 70% product and 30% practice is broken down really in the sense that our responsibility as a school division is to make sure that our students Master content we need to make sure that they understand the content before they move on to the next course um or really matriculate from that course so the focus on the product in the 70% that has to do with not just with tests and quizzes but anything that creates some type of product portfolio presentations anything that uh results in some type of product that's the 70% weighted in the 30% weighted end is practice this is like homework this is like classwork this is like

177group work this is things where you're practicing the content and then really just like with any college class or anything like that you can practice practice practice your grade typically is going to be based on on how well you master that content and that's why um it's a higher weight right now for product again the idea on the front is was just to make some standardized approaches uh we're continuing to meet with and talk with the building level Administration as again this is a a practice coming through through the buildings instruction Department um assistant superintendent we're all working with the buildings on refining this I know right now on the front end there's some question about how this is going to look keep in mind this is a work in practice right now because we

178don't have grades yet we're we're still very much on the front end of this we just had inum Friday of last week we're working towards our first report card uh so we're continuing to listen and taking feedback and listening to students and listening to parents and uh we'll adjust if we need to moving forward but that's what it looks like right now and I'll stop there uh with my report thank you Mr chair thank you Mr Frank uh now the um board comment as always I just want to thank the teachers and the staff for all you do uh on on Guess Tuesday night Tuesday night we went to the Miss Hoover and I went to the pills uh pills class I guess uh at the high school and it was all about fent Fentanyl

179and what they're putting that in uh it's a shame there wasn't more people there there's only like 10 people uh but there was you know a few people there uh at that the lady who was giv the presentation mentioned that the naram they passed that out uh it's not naram now it's there it is it's a nxone yeah it's what they passing out but this is the bag that they pass out uh to well for example all of the ROTC students have one of these uh I'm wondering if we can get one of these into all the teachers rooms into their desk uh really really simple to do uh takes no all you got to do is squeeze uh inhaler and that's it it may sa save someone's life if we can if we can

180make that happen I don't know whether we need to change our policy on their drugs and tobacco or not that may have to something go in there but we can work on it uh Dr W and I went to their reverse fair or reverse career fair uh which was really great some outstanding students uh giving some really really good presentations uh I keep going back to one student I won't mention her name but as a 10th grader uh at the end of her 10th grade sophomore year she also received her uh her Associates from RCC so I mean we we've got some students that are really doing a lot of fantastic things uh after that I went talked to some teachers and went into a couple classrooms and uh you know asked if they had

181any questions phones were not a problem uh they pretty much have accepted the phone policy it it seems that way and that's going well uh they were really concerned about the 7030 policy that Dr Boyd just talked about uh and the stress that that is putting on them so uh we may need to take a look that somewhere since that's our responsibility we may need to take a look at that okay that's all I have Davis good evening um so in September I went to the Education Foundation um venue at back porch which Dr Boyd went to but he we missed we went different hours that was fun we were um celebrating oh I erased what I had but they have like the what is it called foxes Fox's Mart now fox smt fox smt

182they work with stem teachers providing supplies to the stem teachers and what anyways it was 10 years um celebrating 10 years and that was a lot of fun um and then we went to this Saturday we went to the Ralph Bunch Museum day uh they had a phenomenal ban there I mean it sound like you're listening to a record on the radio it was awesome but just we just wanted to show our support uh they they want to open a museum there and some other things and then um I just wanted to I got an email and I forgot to do this earlier but we had a constituent who was concerned very polite but wanted to know if we were going to have um SRO present at all the schools because he had went to

183sealston and this was last week during amongst threats at the middle school and there was no SRO at sealston and so it concerned him so he just wanted reassurance that we were going to have one uh every day through the Sheriff's Department I think sorry that's typically arranged through the Sheriff's Department I know that they have trained and and are continu continuing to work through making sure that there is one at every school I'll double check with them again but I think I thought they were almost there with with everybody being in place okay yeah thank you I know we went through a period where we were the elementary schools were sharing them just because of light staff on the sheriff's department side but I think I think that's gotten better then as far as

186that right uh the opioid presentation I I think that she said that they were talking to all the health classes that's what it was all in addition to the um Roc she's also presenting in all the health classes so those students also Dr boy have uh been issued Naran so that might be something like he said to an exception to the policy's pulled up some information we have in our regulation right now oh we do okay sureck will be stocked in each School in each School in the school division all School nurses shall be trained in the administration of noo and School nurses probably turn that School nurses may serve as trainers to Other Board employees and individuals contracted by the board to treat a case of suspect opioid overdose in the school setting any

187school nurse or trained employee May administer noxin during an emergency to a student staff or visitor subjected to having an an opioid related drug overdose noin Administration training shall be offered to all employees nin trained employees are provided with refresher training every two years it is recommended that nxen trained employees are also trained or certified in um CPR audit AED and first aid which our our staff is uh no shall be stored safely in compliance with the drug manufacturer instruction the lockin shall be readily accessible to those employees who have completed the required training to administer it in the event of a sus suspected drug overdose all staff shall be made aware of the locks and storage locations and says call 911 if you need to basically so it sounds like we could work towards

188pretty effectively making sure every staff member that's comfortable with the I think the students should have it too personally I know that's not my decision but um it's it's there's really no training it's a nasal spray and it's not it's not dangerous like it can't harm you at least that's what right is that a vasb no that's actually our our policy right now because it's it's it's a lot more restrictive than the lady was talking to us about because there is no training required okay yeah there's we'll have to look at that probably but this this is who's who's our representative on the health and health and uh me okay so that that's that's where this will okay come up and if we can revise that through Health we will then we can work on

190little bit more um there's I'm going there's a town hall meeting that Miss bender and I both representing Shiloh district will be having on October the 2nd here in this room basically from 4:00 to 7 o'clock at night to talk about the referendum specifically for our constituents but anybody else of course is welcome and so um hopefully that will help with any questions they may have about um the preschool and the referendum the preschool and Elementary School um we uh I attended a was invited by the governor uh Governor's class the government class Miss Anderson I believe is her name and um it was very good it was very interesting we stayed for about two and a half hours to talked to all of our classes and they had some great questions and a lot

191of them even had to do U Miss Bender was there also a lot of it were Board of supervisor questions they did um there were a couple of cell phone kinds of questions but the government teacher was really trying to get into the whole idea of governance and um they did ask some some pretty pretty good questions anyway it was very enjoyable and after that I visited several classrooms and um was very impressed with what I saw course I already knew that because I think we're doing very well um as a as a School Division um I'm excited to I'm going to try to make it the homecoming um this Friday um and um the state accountability again thank you Miss half half sorry anyway she did a as I said compliment her she did

192a fantastic job and um it's it's still going to be a lot of work work um for all of the division to um look at the deficiencies and continue to improve them um the way it was laid out makes a little bit easier for me with um the superintendent's um evaluation but um I just appreciate all the work that she's done um I appreciated the uh anchor The Pledge anchor four for life that was great that did the Pledge um and I think the threats were handled very well um considering they were I think a lot of people at the beginning thought this was just King George but no it was almost the whole state um when I attended the legislative conference this past week um it was uh mentioned a little bit there and

193the legislative conference was in Chesterville that's right anyway it was very good there was a Senator there and a couple legislators and uh they talked about the current bills that were going to be coming up um and they talked about the governor is going to come with even further clarification for the cell phone policy um and I you may have received some things Dr Boyd about that but it's going to be even more um clarified and restrictive um which will of course put some um abilities on us and then also the cell phone policies right now it's a um it's from the government it's from the governor it's not literally part of Law and that is one of the things that is going to happen is they believe that is one of the bills that

194will go through and it will be in Virginia Cod right now it's just from the governor but it will Ian code which is going to change it it'll go beyond the governor then we'll see there was a whole lot of things that the legislators were talking about might happen and we'll see what what there was also several discussions about um this not Nan but this new one yes about um doing some of the things that we're talking about that will be in legisl in bills we'll see how they do in committee and all sorts of things anyway it was uh it was very good it was a mention and I'll mention it to the other three of you that um we have been um asked um by officially by an email and then also by

197anyway listening to Eric Sil anyway listening to him it was like the test and he's only had one test and that's the 70% and that's very scary to him but when from what I understand which I agree with you could use portfolios and quizzes and essays and reports one thing that he said is something that we as a board I don't know if this particular board has talked about it in that one of the things we don't want to do is give more tests that's the one thing I think that I'm there's a fear that there's not enough tests to make a good evaluation that that they have mastered that particular area that's kind of what he was saying but then also bringing the grade down but rather than just focusing on maybe doing more
