002public comment portion of our meeting and let me read out some of the rules of public comment please our public con con comment is conducted in accordance with board policy 1.43 we do welcome hearing from the public and public comment is one of several ways our board obtains public feedback however unlike in-person meetings or phone conversations the board does not respond to public comment or answer specific questions directed to any board member tonight we have you look here and get the total tonight we have 40 speakers since we do have 40 speakers it's at the chair's discretion to extend public comment and i would like to extend it to one minute per speaker so that would be a total of 40 minutes i will call you up in threes to be ready to speak so
003as soon as the person in front of you finishes please go ahead when you come up state your name your district and if you are representing a group please state that as well our board vice chair is the time keeper mr casey hall over there and he will let you know when it's time and sometimes sometimes it's easier to see me when you're at this podium so i'll also say time if it looks like you haven't heard him the comment the comments and the comp the commenters and the audience are expected to observe business decorum the chair has the right to terminate remarks of any individual who is disruptive or does not adhere adhere to the rules and also just so you know if there is talking or clapping we can't hear the speaker so
004it's very helpful that we'd be able to hear the speaker as well if you have any signs i would ask that you please go ahead and show those so that we can take a good look at them so that they don't distract us from the speakers so i'm going to take a minute and just ask the board to look around the room and if if folks in the front if you can lower yours a little bit so we can see some of those in the back thank you okay thank you after the public comment we will take a 10 minute break so that sometimes folks have children with them sometimes people need to move on we'll take a 10-minute break and then we'll continue with our meeting and i believe that covers everything ms osbrooks
005can you think of anything else okay i'm going to call up the first three speakers first is janet shouse second is justin canoe and third is marissa novak and we'll hear from miss shouse first and if y'all will just please stand close to the close to the podium so that you can move up when it's your turn and again if you'll state your name your district if you know it if you don't know it that's totally fine and if you're representing an organization thank you miss shouse excuse me just a second let me turn the podium like on please proceed my name is janet shouse i live in district 8. some of you already know me i had children go through our williamson county school system one of whom went through 16 years of schooling
006here first of all i want to announce my support for jason golden i wrote you all to let you know that earlier last week and i want to thank you for the opportunity to speak i want our schools to be welcoming and safe for students of color students with disabilities lgbtq students and those of religious minorities and that has not always been the case and it's not going to happen without intentionality i feel that we need to make sure that teachers administrators students and their families need educating to make this a true safe and welcoming district for all of our students we need to listen to the lived experience of students who have been bullied and marginalized and time if black children are old enough to experience racism audience no comments please learn about it
007next is with justin canoe wow hi everybody i'm in the fifth district my name is justin canoe this minute's going to fly by so i'll go fast just want to say a quick word and encourage you all to hold the line for the truth because that's what education is about if we start to become afraid to do that because a few loud people show up to vent suddenly our schools start to lose their value and that devaluing and undermining faith in our schools i worry is itself the actual goal here we have seen a steady attack on our public schools in tennessee we have an f in education funding in tennessee 46th in the country and williamson does better than most but not every county is williamson county defunding our schools is a stated goal
008of some people the chair of this group was just seen on twitter saying calling teachers brainwashing a-holes and deleted her account when that was discovered this is an attack on public schools you guys need to hold the line for public schools and teaching the truth i implore you to do that it's not always easy to hear but i assure you some of these things are far harder to receive so please hold the line for the truth thank you our next speaker is marissa novak hello marisa novak district six moms for liberty i am a veteran high school ap english teacher with a master's in curriculum development and planning i am also a parent of a senior i was shocked by the highly mature content revealed in a recent in-depth presentation on witten wisdom in high
009school we tackle mature content difficult texts literary lenses and complex cultural topics such as promiscuity addiction murder suicide racism war genocide slavery and various other dark realities older teenagers struggle with exposure to these problems so we teach with caution when reading graphic text and discussing hardship and heartache that is high school and we separate high schoolers from middle and elementary school students for one reason their maturity level it is irresponsible and dangerous to immerse vulnerable impressionable children in adult themes so this is a warning to you because written wisdom materials do just that our next speakers are in order carrie marin kristen mckinney and debbie pace we'll be hearing from miss marin first thank you my name is carrie maron i'm in district six so you allow selective mr golden selective access to your office
010and to your personnel if they are aligned with your philosophy you prefer preferentially allow social justice non-profits to have access and direct influence on our curriculum our classroom and policies i want to share some quotes from these non-profits we are living in a historic moment one of our children's children will learn about in school an opportunity for everyone to face systemic inequality and injustice my role as a black man and a social justice leader is to use my platform to elevate these issues to lift up the voices of the black women and others who face multiple forms of group oppression to speak my truth and to prime and is primarily for the benefit of furthering white folks understanding that's fostering healthy solutions there also another nonprofit says if my child is old enough to experience
011racism then my your child is old enough to learn about it another quote children learn from the home they regurgitate here time our next question that they learn our next speaker is kristen mckinney good evening kristin mckinney district 5 moms for liberty however my children i've removed them from williamson county schools last year and i've been homeschooling i'm incredibly invested in where things go with our district because i would love to send my children back on that point i want to discuss the first grade text feelings by aliki the teacher manual has 506 pages and the word feelings appears 639 times while feelings are okay and appropriate to discuss the heavy focus in this text is on negative emotions mad and angry appear almost four times more than happy joy is barely mentioned the teacher's
012manual pages 113 to 114 stay and i quote the students will focus on one feeling either furious or sad even though there are more feelings represented in the book the manual then lists numerous examples of furious mad and sad some illustrations the top illustration shows angry imagery of an uncontrolled outburst next illustration more angry imagery the character says i'd like to choke alicia i hate alicia last illustration scary and dark boys alone in his room with the dragon our first graders should not be reading this kind of angry text our next speaker is debbie pace debbie pace from district six this is from a first grade book called seahorse the shyest fish in the sea they twist their tails together and twirl gently around changing color until they match seahorses are faithful to one mate
013and often pair up for life today's seahorse's maidens full of ripe eggs the two of them dance till sunset and then she puts her eggs into his pouch seahorses are the only male fish to get pregnant like this growing their young inside their own bodies a few weeks later seahorse finds a quiet place to hide among the corals it's time for the babies to be born he works hard all day and through the night bending squeezing and pushing shooting hundreds of babies out of his pouch this book provides many illustrations of all of this the kids watch a video to go along with the book the video is quite interesting until the very last line that says we humans tend to think of who we are as mostly fixed time our next i'm gonna call
014up i'm gonna call up four people sally berg kimberly excuse me if i mess up your last name kellote jyn baker and lynn holcomb please starting with sally berg sally bird district 4 you have heard the argument that ruby bridges was old enough to experience racism that our kids are old enough to hear about it this clip is from video interview with ruby bridges that out 78 year olds watch along with the lesson i always say to people that it would be really really hard to explain to a six-year-old child what i was about to encounter going to school that day those are mrs bridge's own words of caution yet here we are continue to push an experience that our kids are truly young too young to understand she goes on to say that it
015wasn't until she was 17 or 18 and saw this norman rockwell painting that she understood that was important additionally this picture exposes our children to the n-word the teacher's manual notes say use this opportunity to remind students that racial slurs are words people use to show disrespect and hatred towards people of different races while my kids aren't allowed to use the words mean words like stupid the school system is teaching them profanity like the n-word and justifying it as curriculum thank you our next speaker is kimberly killot excuse me i think you missed my name sally berg and the next name is kimberly i was supposed to go after debbie pace oh i'm sorry thank you susan maisie yes okay yes thank you susan macy district six let me introduce you to a book for
016six and seven-year-olds in first grade called brave irene after unrelenting struggle through a snowstorm and on a page illustrating a young girl irene buried to the tip of her hat in snow the book reads why not freeze to death she thought and let all of those troubles end why not she was already buried six and seven-year-olds introduced a suicidal ideation in third grade more of the same repeated in a book called amos and boris for an added bonus we also get doubt regarding common religious doctrine the text about a mouse lost at sea begins he began to wonder what what it would be like to drown would it take very long would it feel just awful would a soul go to heaven would there be other mice out there and in the same book a
017whale gets beached i'm quoting he was sure he would die and just as he was preparing to die and it goes on finally in the same book third graders read about violence and loss of emotional control reading crazy with rage amos screamed and punched at boris until he remembered he owed his life to the whale and quietly climbed on his back is this really excellence in reading for six seven and eight year olds surely we can do better our next speaker is the long-awaited kimberly kimberly calco district six moms for liberty for the second grade book separate is never equal the teacher manual states that the text is too complicated for the kids to read so instead the teacher is to have the kids focus on the illustrations these illustrations include mexican children behind fences
018at a pool that this with a sign reading no dogs or mexicans allowed eating lunch in a pasture with cows and flies and sylvia crying at school with white children around her state from statements from the book include they have problems with lice impetigo and tuberculosis they have generally dirty hands face neck and ears one character is asked do you believe students are superior to white students are superior to mexicans and personal hygiene scholastic ability clothing and their ability to take part in the activities at school and the character answers yes this story is about a remarkable family fighting for equality that they deserve but it's being taught at an age that our children cannot fully understand the gravity of the landmark decision this is just another lesson that is age inappropriate and does not
019fully balance the historical account of where we've come from to where we are now our next speaker is jyn baker hi i'm jen baker district five moms for liberty i've got an excerpt from the second grade book the buffalo or back but it was settlers from the east and the american government that killed almost all the buffalo herds they forced many indians to go to reservations and sold the land to settlers the government broke its treaties with the indians soldiers and settlers were encouraged to shoot every buffalo they saw or drive whole herds over the cliffs most of the last wild buffalo went down in gust dust and gunfire after reading this book the teacher gives the children a sheet of paper with pictures on it that are cut into response cards the teacher's manual
020instructs the kids to sort out the response cards according to which people impacted the prairie in a good way and which people impacted the prairie in a bad way the only people pictured are american indians the government settlers and president theodore roosevelt who do you think will be sorted out as bad out of those choices our next speaker is lynn holcomb glenn holcomb district six the third grade book shark attack has very graphic illustrations of real life shark attacks the first story tells about a man who is attacked and shows the side of his body caught in the shark's mouth with blood coming out then it shows another picture where the man tried to get away but the shark snagged him and started to pull him under fortunately he escaped and there's also a real
021photograph of his injury the second story is about a man who was attacked and six lifeguards had to pull him out of the ocean the illustration shows how the shark was still attached to his leg when they pulled him out the third story took place in a very unexpected place a creek a twelve-year-old boy was swimming screamed and disappeared beneath the water a man jumped into drag and i quote lester's lifeless body from the water suddenly the man felt something bumping his right leg when he reached down he realized part of his leg had been wrecked away they've been attacked by a shark in the book both the man and the boy died this is what images and words our eight and nine year olds are reading for ela is this really the best literature
022we have to offer to our kids thank you our next four speakers are sharon blunt terry sinclair marissa diplock and angie colvin starting with miss blunt sharon blunt hi i'm sharon blunt just moms for liberty district two my book is the third grade book starring messenger when you think of galileo you might think he's a natural philosopher an astronomer a mathematician who made fundamental contributions to science and astronomy but that's not what starring messenger teaches here are a few excerpts his fame grew and the celebrations became extravaganzas but now the church began to worry he had gone against the bible and everything the ancient philosophers had taught he had gone against the church galileo was ordered to stop believing what he could see with his own two eyes he was summoned to appear before the
023high priest galileo was afraid he knew that people had suffered terribly and tortured punishment for not following tradition galileo was condemned to spend the rest of his life locked in the house under guard there are some illustrations that eight and nine-year-olds see one is two men being tortured they're hung on the walls there are numerous heads hung on the walls some animals pagan images time our babies should not be reading our next speaker is terry sinclair terry sinclair school bus driver for williamson county schools this is from a fourth grade text gifts from the gods a story called the furies it has terrifying imagery both in picture and in words this is the stuff nightmares are made of why or what is this teaching our nine and ten-year-olds wearing long black robes fastened around the
024waist with snakes they hounded lawbreakers especially murderers serpents twined through their long white hair and coiled around their arms blood dripped from their black eyes but they came up to earth if they were summoned to deal with an injustice the men seeing the dark flapping shapes approaching ran in terror calling down curses the furies lashed their whips till the murderers bled down the snakes slid winding twisting but never biting their victims instead they exhaled poisonous fumes that affected men's minds and began and the men began to rave refusing to give them any rest the furies chased and tormented the murders until they went mad even though the furies existed to avenge evil all people good and bad were scared who among us time our next speaker is marissa diplock theresa dix district two moms for
025liberty this is an excerpt from the fourth grade george versus george book page 48. besides constantly stealing food and horses the redcoats burned entire towns and villages looted or seized houses raped and murdered innocent civilians and set fire to crops in timberland british troops locked prisoners in filthy ships where they died from flies starvation heat cold and disease indians fighting alongside the british burned almost a thousand homes tortured and killed whole families and scalped the dead believing that it would make them more powerful some indians honor their bravest victims by eating them four revenge rebel troops sent by washington destroyed 41 native villages many which were peaceful and burned all their crops and orchards they collected scalps and showed off pairs of pants made from the skins of these dead indians while there are other
026quotes worth mentioning it is important to note the violent images on these pages i just read including children running out of their homes being shot shoulders shooting indians while females are running away with babes in arms soldiers setting fires to a house that still has a child alive inside time angie colvin excuse me miss colvin just a second deputy i'm hearing i was hearing some distractions over here please thank you ma'am please go ahead thank you angie colvin district five i'm a parent and i'm with moms for liberty i'm here to tell you about fourth grade walk two moons these are quotes my mother screamed just once one long mournful whale and then it was quiet when the doctor carried the baby out of the room i asked to see it had a pale bluish
027tinge and there were marks on its neck where the umbilical cord had strangled it might have been dead for hours the doctor told my father i asked if i could touch her she was she was still a little warm from being inside my mother i thought maybe if i held her she would wake up i slept beside my mother until i heard her calling my father when he turned on the light i saw the blood spread out across the bed it had soaked the sheets in the blanket and it soaked into the white plaster of my cast she wouldn't stop bleeding later my mother said they took out all of my equipment she would not have any more babies the teacher's manual gives three separate warnings for the emotionally mature content in this book with
028all of the great literature out there why are we reading books that require this many warnings page 91 of the teacher's manual states the sophisticated cognitive work cognitive work builds a foundation for critical thinking including concepts related to social justice our next speakers are lee mashar michelle sutton i h brown i believe and s lively so lee marshar michelle sutton h brown and s lively please hi there lee marshall district four i'm a mom with moms for liberty i just want to give a little information here this is a classic textbook case of the loss of innocence for a nine to ten year old and fourth grade i have a nine-year-old and i think he would be deeply disturbed by this i did not read it to him here's a little a little snippet from
029the book hatchet his mother sitting on the kitchen on the station wagon with the man she had leaned across and she kissed him she kissed the man with a short blonde hair and it was not a friendly pack but a kiss a kiss where she turned her head over at an angle and put her mouth against the mouth of a blonde man who was not his father and kissed mouth to mouth and brought her hand up to touch his cheek his forehead while they were kissing he saw this thing that his mother did with the blonde man saw the kiss that became the secret that his father still does not know about know all about now we also have an issue with infidelity in the same book to where he wanted to die says the
030character he had settled into the gray funk deeper and still deeper until finally in the dark michelle sutton hi good evening michelle sutton district 12. i want to talk about some fourth grade books or three different books that include cannibalism which i think is very inappropriate for nine and ten-year-olds in gifts from the gods the story says quote he invited the gods to a banquet at his house and had his own son pelopous cooked up and served as a meal nobody knows why he did such a dreadful thing end quote in understanding greek myths it says it might seem unusual to us but many myths include stories of people mainly children who were sliced cooked and eaten however the victims were sometimes coughed up whole or rescued and put back together as good as new
031in pushing up the sky there's a play that the kids act out called the cannibal monster the play says things like run for your lives and eaten alive this is a story about how the cannibal monster wanted to kill and eat people but brown bear killed it however brown bear ignored the advice of the raven and burned the cannibal monster from the fire you hear you have set me free now i will eat you forever it says quote the smoke is turning into little creatures thank you our next speaker h brown i believe tough to follow that my name is hunter brown district 9 i speak as a citizen and taxpayer some questions for the board perhaps for response in a different forum did the board review the textbooks teachers notes and programmatic material is
032part of the review process or did the board delegate the responsibility to a subordinate committee did the board define the required diligence of that committee did the approval committee individually read the text books the teacher's notes the workbooks and other programmatic material prior to approval i would also like to know what specific steps or actions of record the board took to educate and adequately inform itself as to the tenants philosophic origins and bases of critical race theory and the various forms which it takes today thank you our next speaker is s lively s lively shanna district nine leadership and many on the board have failed williamson county you have not lived up to your duties of your positions and lost our trust and respect if you had the best interest of the kids in mind
033why would leadership choose to implement a curriculum that didn't meet tennessee standards and failed multiple reviews and required her waiver if you have the best best interest of our kids in mind why choose a reading curriculum that doesn't contain a phonics component if you have the best interest of our kids in mind why face why force them to read discuss and review curriculum that is dark and tragic with content that discusses suicide ideolation extreme emotion graphic death cannibalism divides the races and is anti-american if you had the best interest of our kids in mind why didn't many of you refuse to sit down with parents and understand and address their concerns if you had the best interest of kids in mind sorry i didn't mean time i meant i was meant if you had the
034best interest of kids in mind why don't you conduct a more in-depth review of the curriculum and not push it through in a short time the reason is you don't have the best searches or kids in mind you're pushing an agenda and you're responding to money if you should be ashamed of this if this is your best resign you failed williamson county vote to not extend golden's contract get rid of this curriculum and stand up for the kids and parents you choose to represent our next our next speaker our next speaker is shara dixon nivea who does i'm sorry i can't see that one andrea meek and cindy rudolph folks please be seated we've got other speakers that deserve your attention as well chara dixon nebbiat hubos i believe andrea meek and cindy rudolph i'm
035charlie dickson district four for mom for liberty i am the thai mom that wrote the letter about my biracial son i am the mom who got on the stage of crt 101 and spoke about my experience with within wisdom i sat with him from day one until the last day of school do i have to remind you all again how badly this curriculum has to match my child now i know that it's not just me other than other past few week months i have met many parents who have experienced trauma of to their children and themselves because of this curriculum how many children have to be damaged before you realize this curriculum is toxic you are poisoning our children before i trust you to protect and educate my children we mom from liberty have spent
036hundreds of hours reveal the books and teach your manuals before from this curriculum this curriculum is inappropriate in every level and every grade i watch your meeting on thursday night about changing summer curriculum to based on what happened to me and the other but your minuscule alteration are entirely inadequate within wisdom must go i am here to protect my children and who are you protecting time our next speaker our next speaker ma'am would you please pronounce your name so thank you hi my name is three children oh sorry please go ahead and start over i apologize hi my name is nebiat i'm a mom of three children and moved to williamson county to get the best education for my children my daughter who is now in middle school finished her elementary school where my son
037who is eight years old and my little daughter he is she is six years old is going i never had any problem until my son started his second grade with wit and wisdom curriculum well here is my story we chose an online class first semester as all as no due to a pandemic i was with my son from day one of his class until he finished his first semester and get to hear all what he was learning one day we finished his class in the morning and start his homework and my son who was so bright and smart would always like to check his grade as soon as he summit his work to see how he's doing that day the question wasn't choose correct answer which is always shows the result as soon as he
038submit if he is a question and start following the result won't show immediately as the teacher has to check manually so my son was so upset and not seen his grade and he said mom i said yes buddy if the students are white and the grade will show up no it's not fair it's not fair time this is the story if the students are white and great what show up the right but if the students are black or brown like me they're great ma'am your time is up we have to be fair to everyone our next speaker is andrea meek deputies deputies can you please it's off our next speaker is andrea meek excuse me everyone gets the same amount of time to speak that rule was established when we started this meeting no one
039gets additional time to speak we will proceed with the next speaker now and her name is andrea meek let me turn it on ma'am you can start over okay andrea meek and i am with district one and i'm actually speaking for laurie she is not here today she's from district 12. second graders are asked to write narratives on what i would feel like to have angry white people ready to kill them and these narratives would be what would it feel like to have a white man tell them that they are dirty dumb and inferior another narrative would be what if would it feel like to have white kids refuse to go to school with them we are way past teaching critical race theory you are already there with whatever curriculum you have we are not
040for it after reviewing this curriculum for the past few last six months the leadership has completely lost our trust mr golden we hold you responsible for that and everybody else that is on board if you support written wisdom and indoctrinating our children to hate america we will not support you our next speaker is cindy rudolph hello i'm dr cindy rudolph i'm from district 12 i'm a retired curriculum specialist i am a curriculum writer and a program evaluator i'm dismayed with the way williamson county school chose to adopt written wisdom the issue is not about how to teach reading but how this program was adopted in my experience this is a bogus adoption you cannot by law follow the process that you followed and not be held criminally criminally liable for some of the stuff that
041has happened to these children you will be and you better hope that these parents do not file suit mr golden was correct when he said that great minds is changing this and this is unheard of it's unheard of in any curriculum circle because great minds knows that this curriculum is damaging and they are afraid of repercussions time our next four speakers our next four speakers are robin steenman jim bicknell david holliday and nick schreiber robin steenman district 12. witten wisdom is a failed curriculum a lot of talk has been paid to the new tennessee ela standards adopted in 2018 and how that drove the selection of wit and wisdom over other more traditional curriculums that would be a valid argument had wit wisdom actually passed those standards it miserably miserably failed the first review those
042reviewers were fired and new ones hired presumably to re-review it at a lower standard even so it failed again and the doe granted waivers for failed materials and created its own free supplemental material to help prop up with wisdom so when we applaud great minds for replacing a book or the curriculum department pats itself on the back for removing a text or adding quarterly reviews or distilling something into piecemeal pdf files let's all remember the fundamental fact that witt wisdom is a failed curriculum and it has traumatized williamson county kids can we all agree that williamson county serves a curriculum that meets standards time jim dicknell district three i'm here to talk about the contract extension i could get up here and talk about how you're in dereliction of duty and how you've blatantly lied
043to us parents but none of that matters the fact is the only ones that can choose not to renew your contract is the board and we have zero faith that they will do what's right because that will require actual leadership from our conservative board members and i use that term very loosely but there is one thing we can and will do and that's replace every board member in this room six of you are about to find this out so instead let me be some let me be crystal clear on something we the parents are awake we're organized and we're extremely pissed off if you choose to stay and push your marxist agenda on our children we're going to replace every board member in here with people just like me nothing audience please make us happier
044than to surround you with a room full of american patriots who believe in the constitution of the united states and jesus christ above time you might just turn to dust time thank you sir our next speaker is david holliday my name is dr william holliday district 9. critical race theory and its proponents seek nothing more than to divide our country by race and gender at every turn by indoctrinating america's school children with some of the most toxic and anti-american theories ever conceived for decades the american blaming left has been relentlessly pushing a vision of america that cast our history culture traditions and founding documents in the next most negative possible light yet in recent years this deeply unnatural effort has progressed from telling children that their history is evil to telling americans that they are
045evil far from advancing the beautiful dream of reverend martin luther king jr that our children should not be judged by the color of their skin but the content but by the content of their character the less vile new theory preaches that judging people by the color of their skin is actually a good idea these are not my words but those of our legitimate president donald a donald j trump i challenge this board to consider as you vote tonight that your leadership has allowed this incred incredibly unpopular and toxic builds to gain a foothold in our schools our next speaker is nick scheiber schreiber yeah are you close enough everybody messes up it's good my name is next driver i'm a small business owner here in franklin tennessee i'm a desert storm veteran and what i
046see going on in these schools right here this is this is pathetic i had something right now but i mean after hearing some of this stuff i can't believe this has been going on this is the second meeting i've been to and hearing this stuff and what you guys are doing this is pathetic extending his contract is the last thing you guys should be doing we need someone that is proactive not reactive we need someone has a backbone and will fight against this crap someone that will stand up against all these money figures and powers to be that are telling him what to do he needs to stand up and listen to us thank you our next four speakers are amy de castro patti cantor jenny halterman and steve hironico amy excuse me just a
047minute go ahead amy de castro district two the curriculum adoption process in wcs is flawed for 28 schools a mere 10 parents participated seven chose witten wisdom done without reading one single book because they weren't provided teachers manuals and workbooks were the only materials reviewed not surprisingly after implementation parents expressed concerns about how written wisdom negatively was impacting their children dark themes depression self-hate because of their race in response 30 parents got together and spent in excess of 1200 hours actually reading all 110 books and materials unearthing large amounts of inappropriate content we can't unsee it and most importantly neither can our children reviewed thoroughly in the first place this all could have been avoided we're here to help and ensure that it never happens again thank you our next speaker is patti cantor my
048name's patty canner what we've heard tonight is a testimony of what has happened to schools because we've taken the bible out of it this is the light that we need in our schools and it has put a burden even on the school boards because they can't use it either it's been outlawed so you can't use the discipline that you need to use the chastisement to keep control over children this has become a very unhealthy situation you know you take the truth out all kinds of evil come in you can see it tonight with everyone speaking that's what we have now because god's word is not being used and the only way i really know that parents can really solve this problem is that they take responsibility for their parent their children themselves and put the
049bible back in the whole time our next speaker is jenny halterman good evening i'm jenny halterman i've been here many times because i'm still asking for health freedom for our students as i have been for a year i'm a proud parent of nationally ranked runners that you should also be very proud of but when i asked for protection from contact tracing that was absolutely not afforded to my children the director of secondary education told me the only option was to keep them home i am calling for the my statement tonight is that the board and golden have not put education first in our district this entire year instead 50 percent of children high school students were in school only seven books of this horrible curriculum were afforded to students in each classroom that meant at
050least 15 never saw the text private information was shared without my consent although typical everything else i have to sign off to just send a picture but now you get to tell them everything to a government organization time i our next speaker is steve ferenico hello steve hernenko here first district i'm originally from north dakota i've been here for seven years seven years taxpayer here in williamson county what can i say what hasn't been said already jeez witten wisdom totally wrong complete and utter evil that being said now that you know a little bit about me i would like to grant every one of these board members a minute to tell us who you are where you're originally from and what's your position on this because i don't know any folks how's that no response
051to that okay then i'm gonna seed my time to my good buddy dave huddleston over here sir did i'm i'm not sure you heard just for the record the rules of public no i heard it but i didn't preface that sentence with how where when why and how okay thank you so much that's a question thank you our next speaker is david huddleston thank you can you thank you i'm in district six i'm here to oppose extending jason goldman's contract i think he is a bad manager for example it is shocking but williams county schools does not have a rule against students saying the n word everybody i've asked assumes they do no they don't the m word is an ongoing cause of disruption and the parents say it creates an unsafe environment in the
052schools it's like a curse word and should be banned curse words are banned i sent mr gold in three emails going all the way back to september of last year asking him to ban the n-word every time he refused if you want to read more about mr goldman's bad management go to www.wcstnchildabuse.com there's lots of information there it's a summary of the 468 complaints that were on w dearest wcs i'm willing to give time to the emails to the press our next speakers are t lee christine float elena truss and emily paisley so that's t lee christine float elena truss and emily paisley hi my name is ching li i'm in district 12. i'd like to thank the board and superintendent golden for your efforts to create a safe and safe learning environment for all
053our kids first by following science and real experts in mandating mass and social distancing this year it wasn't always easy excuse me folks everyone has their turn everyone has their turn please show respect to the current speaker ma'am please continue it wasn't always easy or perfect but i'm confident it was done with the intent of keeping our kids safe second by engaging fostering healthy solutions to create a plan to provide a safe learning environment for all our students this year my girls have had anti-asian slurs thrown at them witnessed students telling their hispanic friends to go back where you came from and heard anti-gay insults repeatedly yelled in schools this is the opposite of safe and inclusive and that's why i support a curriculum that helps kids learn more about topics like slavery and jim
054crow as well as the civil rights movement and contributions of black people and immigrants i've heard people say that teaching these parts of our history is racist or traumatic what's traumatic as black latino asian and lgbtq kids going to schools where they face discrimination and don't feel safe thank you thank you our next speaker is christine float good evening my name is christine flatt and i'm a mother of a chs high schooler and fms 8th grader i'm here tonight because i believe with a couple of exceptions school board members are not status quo sorts of people i believe that this is one of the reasons that you made the decision to hire fostering healthy solutions issues with respect to how students of diverse skin colors identity and religious beliefs experience their education here in williamson
055county are well documented and truly how can kids learn if they don't feel safe the school board's hiring of fhs is confirmation that you have some understanding that these problems with equity and inclusion need attention i believe they need attention as well so i stand here before you tonight to remind you we're watching to hold you accountable for the care of williamson county's entire student population i believe this work is best done with dr golden remaining as superintendent i believe this work is best done by retaining fhs to help the school district carry out their recommendations last i expect that the school board will keep the momentum towards creating a more safe just and equitable environment for all williamson county students our next speaker is alana truss hi my name is elena truss i'm from
056district 4. i have a woodland and a kenrose student i'm also a clinical psychologist in the community recent efforts by some individuals to push back against eei efforts have centered around the idea that children are being traumatized by exposure to factual representations of history in my years of serving this community i'm yet to see a child in my practice who's been traumatized by our county's curriculum choices i have however seen many students experiencing trauma due to being discriminated against and bullied within our schools related to race religion gender and sexuality as a parent and a psychologist i'm grateful for the ongoing efforts of our school board to make our schools a place where all students feel seen respected and safe from careful and intentional approaches to curriculum selection to the recent engagement with fhs it's
057evident that you guys truly care about our students extending mr golden's contract is essential in continuing to work towards this goal thank you our next speaker is shannon hill hello my name is emily paisley i'm in district 8. i came to discuss a little bit about my recollection when my 15 year old almost 16 year old started learning about mlk when he was first or second grade and i thought to myself oh dear oh dear now i understand we need to learn about mlk but now i have to discuss racism with him something that he didn't realize anything about at the time because he is a privileged white male he is he doesn't have audience experience excuse me ma'am we are we are very close to the end here and again i ask you to
058keep your comments verbal or nonverbal or whatever they are to yourself please so we can finish thank you anyway i just i knew that we would have to discuss it because he doesn't experience it on on the daily or weekly regardless if wisdom isn't the answer then let's find what is because i think it's important for all children to feel safe for all children to understand the correct history of all americans time okay with our last four speakers shannon hill robert lewis jeff stewart and amy cook shannon hill i'm shannon hill and i'm from district five the next bullet struck her in the chest she staggered but made no sound she somehow got the gun from him and took careful aim and shot him in the face in my book was a picture of a
059tree i drew a round head with curly hair i put a rope around the neck and attached it to that tree i turned quickly and saw a charging hawk wiping the blood from his knife the rifle was not loaded before i could pull the knife from my belt i felt a new slip around my neck it drew tight and the world went black these are just a few of the extra excerpts from the books and the first through fifth grade whitman wisdom curriculum that dr alan and team seem to have no problem with not only is this text inappropriate for our six to eleven year old children the teachers manuals are highly inappropriate try specific meaningful and purposeful conversations to perpetuate the text and drive shame division fear and hate my husband and i moved
060to williamson county for the schools now we are looking to move because of time our next speaker is robert lewis almost done you almost made it robert lewis district 2. i appreciate the opportunity to speak there's been a lot of talk tonight about dark and inappropriate subject matter being taught to the students so i want to talk about what my son's experience living in this community if i want to go get my boy's hair cut we have to drive by monuments to civil war soldiers if we want to go to the library we have to pass by a battlefield that's to commemorate that and we have to see confederate battle flags when we go to church we have to see more of these features so please continue sir while i agree that there are heavy
061and dark subject matter that students have to encounter there's also another whole entire other set of topics that our children have to encounter and those need explanation and so i am in full support of the board's efforts to engage fostering healthy solutions i'm thankful for it and just thankful for your openness to hear and hear a different perspective we're here because we care about education a key component of education is being willing to learn being willing to listen and so i'm thankful for your efforts also thankful for superintendent golden and your efforts this year thanks time our next speaker is jeff stewart my name is jeff stewart i live here in franklin it's my understanding that this board faces two important decisions this month the renewal of superintendent golden's contract and the renewal of the
062fostering healthy solutions contract i'm here to ask you to stay the course and renew both mr golden has provided this community with admirable if imperfect leadership in a truly unprecedented year along with this board he has made decisions for which there was no playbook and while people may second-guess some of those decisions no one should question his intent to protect and educate our children to conduct search for a new superintendent would be costly and disruptive and entirely unnecessary this board voted unanimously to hire fostering healthy solutions because they took seriously the reports of discrimination and hate for many of our students to hire experts to listen and learn but not to enact change based on what they uncover and recommend simply makes no sense anyone who read mr cash's now publicized reply to a concerned
063parent last week accusing her of hating white people because she dared to acknowledge the reality of racial racial disparities should understand clearly that there is work to be done thank you for committing to doing that work time stay the course our final speaker for this evening is amy cook hi i'm amy cook and i have three elementary school aged kids in district five thank you so much for your time i know it's been a crazy night but i just want to fully support the renewal of jason golden's contract as well as any diversity and inclusion efforts that will be implemented in our school district last year i felt called by jesus to start a group called be the bridge to have a more intentional conversations about racial inequality with my friends of color and from
064these conversations i have learned terrible things that have happened to our kid their kids at williamson county schools i wish i had more time to experience to explain these examples and this happened as early as kindergarten also since i have heard all this controversy about witten wisdom being taught last night i asked my daughter eden who just finished her second grade school year what she remembered about rudy bridges she said people didn't like her because of her skin color but her teacher stood up for her and mommy i would have stood up for her too she didn't mention she felt bad because she was white that wouldn't even have crossed her mind because she has been raised in our home to be an ally to our friends of color i hope that we can ensure
065that all of our teachers and administrators are equipped to support and stand up for all of our children racism that concludes the public comment portion of our meeting we'll now take a 10-minute recess and then come back and conduct our other business thank you doors please be seated this is the one minute warning miss durham board members the next item on the agenda is the annual agenda item of the superintendent contract review and extension is there a motion mr wimberly makes the motion is there a second mr welch so mr wembley makes the motion mr welch makes the second is there any discussion board members if so please use your remote yes excuse me welch my own thank you yes can you clarify quickly please a vote yes is to renew and a vote against
066would be to not renew or i guess not renew i'm sorry extend that's the correct term thank you mr welch i'll ask mrs brooks to address that board members under tennessee state law a superintendent's contract can be extended up to four years mr superintendent golden's current contract is through june 17th of 2024 therefore you could vote to a yes vote would be to extend for one year through june of 2025 a no vote would not be to extend for that additional one year follow up if i may yes or miss for dana and there would not be really be a financial implication either way if i understand it as it's a two-year buyout on mr golden's contract so whether it's a four or three or two it's the same financial implication if mr welch you
067are correct it is a could be extended up to four years that extension would not change the original terms of the contract which as you stated included a two-year buyout thank you board members is there any other discussion it doesn't show the speakers do you usually see the speakers there i look at them it usually shows up because they turn the vote try it now so madam chair if i may mr king they're asking about yeah visual it's not working right now just raise your hand i'm not sure if it's yours or if it's everybody okay okay i saw a hand up i believe it was mr wimberley thank you one moment please i'm going to have to manually set these please go ahead thank you in my years on the school board it's been
068general practice for us to extend our superintendent's contracts basically at every opportunity we have because at least as long as i've been involved with the board which is about 10 years we've always wanted the superintendent to stay here and it's kind of become practice in tennessee that when a board fails to extend the superintendent's contract it's basically an invitation for the superintendent and his senior staff to start looking for jobs elsewhere and it's a signal to all employees that their board is not pleased when the pandemic started the board approved a plan through majority vote they directed the superintendent to use the best guidance he could get from local health officials as he made critical decisions in an unprecedented environment and he did what the board directed him to do now i realize some people
069don't and even on this board don't like some of the decisions that he made that resulted but as it turns out the decisions led to success considering the circumstances particularly when you look at what was happening in other districts students were in the classroom most of the time unless their families didn't want them there and in that case we had alternatives student performance is tracking as i recall just slightly behind where where it perhaps would have tracked under a normal year we have not seen an increase in mental health cases and seniors got to graduate with their families watching which was pretty cool i could go on these things did not happen by accident and then as the pandemic began the board approved specific goals mr from mr golden which were primarily related to the
070pandemic and then when the time came to evaluate him on the goals the board decided and voted that he had met expectations met expectations in fact slightly above meeting expectations despite all that was going on around him he did what this board through the majority vote directed him to do now if we don't extend his contract to me the board is saying he didn't follow the plan he didn't meet the expectations of the goals we're saying mr golden you might want to be looking for a job elsewhere and if there's anyone who is marketable as a school superintendent in a larger district that pays better than we do it's jason golden in fact all of our senior staff would make good candidates for superintendent jobs in in other districts and imagine us having to go
071through a superintendent search because that's about where we would be excuse me mr wimberly let me interrupt you for a second deputies the same rules of decorum apply during this portion of the meeting as applied during public comment i'm hearing distracting chatter so if you would please if you hear something like that if you could please move in that direction so hopefully that we can eliminate on unbusiness related discussions thank you very much go ahead mr wembley thank you and so i say yeah he hasn't pleased all of us all the time but the results speak for themselves and he has done what this board asked him to do so i say mr golden deserves to have his contract extended he's earned it and i believe that this board our school system our employees our
072students our community we need first contract to be extended so i ask all of you good colleagues please vote yes to extend thank you thank you mr wimberley next is mr hall no thank you we're testing my button but i will choose to speak as well i would echo what mr wimberley said this has been a very difficult year i hear a lot of frustration in the community i've heard a lot of frustration tonight about a variety of issues a lot of this is inherent in a public school system we're a large district we were able to keep kids in school to a larger extent more than most districts our size over the last year and that wasn't everybody's circumstance many kids were quarantined several times and that is a shame and that was very
073difficult for those families we were able to make some changes to the cro to the processes and to the protocols over the course of the year not as fast as many people would like many people advocated for us to to ignore public health advice altogether and if i think i'm in the superintendent's shoes last march last august it would be hard to sleep at night if i was concerned about the safety and the life of staff members and i encourage anybody who second guesses that at this stage in the game to consider what you would have had to do as a superintendent overseeing a district of 40 000 students several thousand employees many of whom are in different health situations and i feel that mr golden erred on the side of caution appropriately it's been
074a very difficult year it's hard for anybody to get an a plus in the grade but i feel that he's done a good job and i support him for another year thank you mr hall mr galbraith thank you madam chair so i'll agree with both of you that this was a very difficult year i mean we have the we have the ability as as board members to to provide a our own review of the superintendent's evaluation for his for his performance and i'll let that speak for itself and now i did not think i did not think we did everything i didn't approve and did not agree with a lot of the measures that were that were taken and i do think that it was to the detriment of our of our kids this year
075and so i'd to use mr golden's words and his and his mo not his motive so i'm not questioning that at all but his his mantra that he that he uses i don't think we put students first i think we all agreed that the kids were it was best for our kids to be in school and i don't think we did everything that we could do to to make that happen and so a lot of the a lot of the review was around our guidelines as a respect as it relates to cobit and that's why i gave the review that i did now given the review that i gave i am not voting to extend its contract but i don't agree just fundamentally i don't agree with what that with with what that necessarily means
076i jason and i had had lunch a week or so ago and he asked me if i want him here and i told him absolutely yes and i completely support jason as the leader of our school system he's our superintendent i just given the year that we've had i can't support extending his contract at this time but i don't mean to undermine his authority or any way i don't mean to say that i'm out to fire him i've never said such i've there's there's been groups that we've gotten emails from there's been individuals that are part of groups and individuals on on behalf of themselves that have given us their their input to to both not extend json to fire jason to to retain him all of these things i'm not speaking for any one
077of those groups nor do i believe that anybody else is with their with their vote i'm i'm speaking as as one of 12 and i believe that i have a message to send and i've and i hope that it's received in the manner in which i am i'm sending it but i don't want anybody to to miscontrol so that's why i'm making these comments if anybody has any questions they're free to contact me thank you miss cleveland thank you jay i do understand what you're talking about too thank you i came to this system school system 20 years ago to send my daughter's public school and i had a choice between that and private and i did it because the wcs was known as their excellent education as i'm sure parents came for that same
078reason and you know wcs has been nationally recognized and over the and with several national recognization recognizings sorry about that but anyway and it we proved that i mean we've done really really well but the pandemic didn't change that this is what's amazing in fact it reinforced it with mr golden's leadership eyewitness staff and teachers develop an entirely new online educational platform for 40 000 plus students in just a matter of few months working long and hard hours i saw a tremendous work and stress on our teachers when they went through the change the way that they teach in a virtual learning world the outcome from this hard work we have a wcs online school when the state told us we could not do a virtual learning we had to either go in person or
079do an online school we were capable of doing that williamson county did a great job compared to the vast majority of public schools within the country i did do some research on that on like companies on size and academics and we they're those counties that i researched their schools were closing in the springtime when we were open and i'm not advocating that all the decisions we made were right ones that would be unrealistic given the circumstances but there but kogit was a moving target for us my only issue has always been the quarantine process quarantine students took an incredible and emotional toll off of teachers and parents and students and in my opinion there was too much conflicting information about the quarantine that being said i don't believe the entire quarantine issue should land entirely
080on the shoulders of mr golden toward questioning his ability to lead as a superintendent or to extend his contract curriculum we were presented with a curriculum we all approved it and 85 approximately 85 percent of the teachers all the ela teachers elementary school teachers approved it 85 percent as a school board member i look at that and see that they liked it and so the information i was provided 84 85 percent of the teachers did look at the curriculum and ms mr excuse me and the staff did listen and are working with with written wisdom with any necessary adjustments now i am shocked at some of the things in there i do agree with that i do agree that there has to be some changes because it is some of the areas are dark and
081my hope is staff is doing the job that they were hired for bottom line everybody has their own personal experiences and opinions about this last school year and whether or not to support superintendent golden and as a school board member i have to look at the big picture all in all he's done a great job the reviews showed that he got above average of what was hit or expected and that we go by that he did the job he was supposed to do now do we all agree with that all the time absolutely not we shouldn't be but all in all i believe he's done a great job and what i do look now is what we're doing moving forward from the errors that we've made the mistakes or what we've learned about not only
082the pandemic but going forward this is what i have to look at now from what we've been through did we learn from it and how we are moving forward thanks thank you ms cleveland our next speaker is mr cash madam chair i can i agree to a point with everyone that has spoke to me this isn't all about covid i had many agreements and disagreements with how we moved around and about in the decision-making process but all in all we had a elementary school in school for 80 percent of the time which i complimented mr golden a long time ago for that but we have got other issues one issue mr golden and i need to correct we need to start building a better relationship and i'm gonna do that but there are so many
083decisions being made that i just can't agree with and this non-age appropriate curriculum is just very upsetting and i and i and i just want to say i am worried about age appropriateness so many people have turned this around and made it a race issue and everything else it is not about race i want ruby bridges taught in our schools what i don't want is the little pamphlets in booklets going around which is which is brought out to these children i mean i had to ask myself how does a child go and see some of these books and tell his parents he doesn't want to be american anymore and i believe that young lady was here tonight where's the empathy for that child and so many others that we've heard about this is a serious
084serious decision that's being made and to be frank with you what i heard the other night in the few bullet points on what we're going to do to improve on it isn't much so i like i said you know what this decision there's 12 board members on here on this board and i respect each and every one of you and i would hope you do your due diligence and do some investigating on your own in this and you know whatever you decide is what we're what's going to happen but at this point until mr golden and i get together and start building a better relationship and truly listening to each other i can't vote for i'll be a no vote on this extension this year thank you mr mitchell thank you madam chair so i
085voted to hire mr golden for his knowledge and his leadership and i voted to hire mr golden for his integrity and his empathy and his honesty he has been a leader for this district during a unprecedented year and frankly has been was in a no-win situation as its leader i we all voted to give mr golden we all 12 of us voted i believe maybe it was split vote to give mr golden the authority to make the decisions during this school year that related to the pandemic and not one of my colleagues not one of my colleagues ever made a motion to remove that authority during the year when they disagreed with his decisions so mr golden has met my expectations for his leadership during this year and i haven't agreed with everything he did
086and i would be surprised if that ever is the case but i have appreciated his leadership during during the pandemic and running a public school system during a pandemic and i am absolutely going to vote yes to extend his contract miss emerson i am wrestling i am wrestling i have a lot of people in my district that have let me know where they are and how they feel about this year and the leadership on a i have been in a position as a board member to have opportunity kind of whenever i need it to have an jason's ear and an opportunity to find out kind of what the direction is where we're going and just kind of get a feel for where he is so i know which way to go i have a lot
087of people in my district that are not happy and i personally think this has been a difficult year for all of us and to to rest a big decision like this that would really sort of throw a monkey wrench into the things that i know the board is not the board but the cabinet if you will are trying to to do is not totally fair to mr golden and he has not i don't i want to believe has not fully shown his capability of taking the lead and really being very proactive that this past year has been difficult for all of us i myself have had some issues that have kept me away from being real active in the board and i just i'd like i'd like a little more time to give him the
088benefit of a doubt i think some of you have made your decision and have made it very clear what it is and i don't disagree with you i think there's a lot of things that could have been changed and that should have been done that were not done well and the fact that there's even this concern with people with your performance mr golden is concerning but overall i think i've been on i don't know i've got so many things i want to say and i'm they're all they're all crunched up and i'm having a hard time articulating but i will tell you that i came in tonight with a different intention and i believe that you know i may have to abstain from this vote because i can't i can't i'm not sure so i
089don't know that i have enough time in the time allocated to come up with a good reason for a yes or to come up with a good reason for a no so i know you're disappointed i know you're disappointed in me as i sit here i will do my best to try to make a yes or no decision so that we can be finished once and for all but i am i'm having a hard time i'm i really think that there's some things that got really messed up this year because of the decisions that were made higher up and i think i've got people in my in my county and my constituents that are concerned and to ignore that is not fair to them you know personally you know i think you're a wonderful man
090i'm just not sure that this that you've been able over the length of time that we've had to really give the public the opportunity to have faith in you and trust so that's ms emerson we'll move to mr wimberley this always confuses me perhaps dana you can help ms osbrooks you can help understand we have one board member absent one board member who says she may abstain so how does that work sure so with 12 board members for the motion to pass there would need to be seven yes an extension is an extension is not a yes vote board members i see no further questions so we will move to voting board members please cast your votes and just ms osbrooks will you please re explain the vote again yes motion the motion on the
091floor is to extend superintendent golden's contract for one year so that would be through june of 2025 a yes vote would be voting to extend a no vote would be voting not to extend his contract board members please cast your votes your vote is eight yes two no and one abstain folks now we'll move to our next item on the agenda the approval of tonight's meeting agenda do we have a motion to approve who was that mr welch mr welch makes the motion to approve do we have a second mr mitchell makes makes the second is there any discussion we're pausing a second folks to let folks leave you guys ma'am good for you dan cash way to stay strong okay we have a motion to the approve the con the agenda from mr welch
092we have a second for mr mitchell board members is there any discussion deputy could you please close those doors thank you i see no discussion let's move to a vote your vote is eleven yes zero no thank you board members now we'll move to the approval of the consent agenda is there a motion to approve mr hall moves to approve mr wimberley moves to second any discussion board members please cast your votes your vote is eleven yes zero no thank you board and with that you have approved the following items on tonight's consent agenda the following board policies for second reading 3.604 public records request 5.100 personnel goals 5.202 separation practices for classified employees 6.405 medicines you also have approved the may 17 2021 school board meeting minutes you've approved a policy for deletion it's
0935.3051 families first coronavirus act you've approved the 2021-22 sac tuition fees and you've approved the holy family catholic church lease of nolensville elementary school so the gentleman that is here for that we have we have completed that item there you go sure next we have communication to the board and the first item is the superintendent's report thank you madam chair and thank you all so much for this discussion and thank you for extending my contract that additional year that is important to me and i want you to know that i very much appreciate it you know this public comment discussion this evening has re-emphasized what you all have known for a long time that this is hard work the work you do is hard work the work we do is hard work and the scope
094of thought in our community is very broad and we have a mandate to serve all our students even knowing that and i am so proud of the work that our faculty and staff has done this past year i know in the discussion about my contract covid was mentioned a number of times but the reality is we knew and we know that covett is temporary how we serve our students is permanent and it and it is a lot more important in the long run than that struggle that we went through with so many disagreements and i want you to know that the so the work that we do takes constant attention takes constant effort from our professionals and a lot of the discussion now today and really in the past you know two weeks two months
095or so has has focused pretty strongly on on issues related to making students and helping students be feel safer at school and of course curriculum and i want to let you know and remind all of us that our teachers went through a thoughtful months-long process in the curriculum selection process likewise when we review this we are going to be thoughtful about it we spoke to this a lot at our work session and i want to reemphasize that in everything we do with a concept that the board committed us to of in all things think in terms of students first and i borrowed that from you all by the way in everything we do we're going to be thoughtful and you all set a good process for us you said you said a good board goal
096you set a good board policy for that process those of you who have asked a lot of questions about curriculum i strongly encourage you to watch the video of our thursday work session i'm not going to rehash all that detail but i do want to remind you that our folks are going through the process of reviewing whitten wisdom we have also started that process of reviewing reviewing written wisdom from that reconsideration of instructional materials policy that you all have set in place knowing that from time to time these questions may come up our team or that committee will be thoughtful in that review and i want to make sure everyone knows we're going to respect be respectful of all students in that everyone deserves respect and i know that you all are going to expect
097that from us as leaders we've gotten a lot of good information from our teaching learning assessment professionals and and i encourage everyone to respect that process as we go through it we're gonna do the right thing we're going to do the right thing by our students because that's who we are and we're and we're doing that because of the reflection of your leadership and i'm going to make sure that we do the right thing as we go through that process you know that i've been making it a point for the last year or so to speak every month to our goal of helping all our students feel safer in our in our community and fostering healthy solutions continues to work on that i want to let you know from a scheduling standpoint for those of
098you who weren't at the work session fostering healthy solutions has this coming month the month of july to to complete their work for us and i think of their work really in two big buckets one to review our policies our procedures our teacher and student handbooks and make recommendations to us and then second to make some recommendations on some some points of emphasis some strategic goals that we can develop and some action steps related to those strategic goals ultimately the board is the decision maker on those goals and that and that and those steps we go through to help all our students feel safer y'all i'm convinced we can help all our students feel safer without hurting that safety feel for any of our students and i want you to be thinking about that over
099these next few weeks in the summer knowing that we can help all our students feel safer not at the expense of someone else but to help all our students feel safer in august we expect that we will be presenting to you the foster's conclusions and some recommendations and we will be making recommendations to you at that time also i want to let you know a couple of i don't know more housekeeping items since we are here at the board meeting with the superintendent's report esther 3.0 as we call it the elementary and secondary schools funding from the federal government through the state is scheduled for to to be submitted to the state on august 27th so we will also bring to you a recommendation for a vote at in august for that part of the
100expectation from the state department of education is that we engage our community and get feedback from our community with recommendations from them for what matters to them for that funding you all know that we are projected to get about five point million dollars from that funding to give you comparison our neighbor to the north is getting 270 million we're somewhere around two percent of that total it's a very very detailed process that we must go through i want to let you know that we're going to be sending a question out questionnaire out to our families this coming week to make sure that we get that input from our families finally i want to let you know that our county commission is voting on our budget on july 12th i know that commissioner tom tunnicliffe who
101is the chair of the education committee is here tonight and i want to thank him for coming and and the commitment he's made to the schools through his leadership with the county commission this year in chairing that department that reviews our works july 12th is the date for that and i want you to know finally that we're going to be professional we're going to be respectful we're going to be truthful with our community throughout this process and i thank you for your support madam chair that's my report thank you superintendent golden and we'll move on to student staff and school spa oh mr wimberley i'm sorry did you have your okay student staff and school spotlights with carol birdsong thank you and thank you tonight we are celebrating a few more perfect act scores this
102brings our total for the school year to 46. that would be the most ever in history that we've had yeah all right so this is lucas bowman and he is from brentwood high school again a 36 on the a.c.t composite score and then two students from ravenwood high school this is matthew liu and this is kyle brown and it is that time of the school year when we celebrate our spring t double s double a championships and tonight we have 13. so we're going to start with tennis this is jackson stone and ethan eisenhower from ravenwood high school and they won the state championship in the doubles the division one large division and chris bates is their coach well not to be topped the entire ravenwood high team brought home the state championship for boys

105others more recently where we haven't i've asked her to collect that information you all know that we don't run club sports but i've come to the conclusion that we need to celebrate those i acknowledge that there are others in the community who support that work t double s double a continues to go through the process from time to time of evaluating sports and what i want to make sure that we do is is at the absolute least recognize our students success is when we have those opportunities so be looking for that in the future as well thank you superintendent golden and now we'll move on to the board chair report board members this meeting concludes our meetings for the 2020 2021 academic year and what a year it has been we can just think about
106that for a second but i also want to let you know that we're we're moving into the time where it's time to set our board goals but before we do that according to our policies we have to conduct a board evaluation because that will help shape our goals so i will be working on that during the month of july my thought is and i would appreciate your feedback on this that we will conduct our evaluation using our board code of ethics as the evaluation criteria and then we'll have two inputs for our goal setting the first will be our thoughts and the pull together information about the evaluation and then we also have the topics that we discussed at our retreat in the past couple of weeks and speaking of the code of ethics i
107just i want to read the primary statement from our code of ethics which is i will think at all times in terms of students first always determining other important things according to how they affect the education and the student so it has been one of our more our years where we have had we're a reflection of the community we've had a lot of diverse viewpoints but i do think that it's of paramount importance that we set an example for the community and that we conduct our business with each other with the community at large with our families and with our children with respect and i appreciate each of you i appreciate all the work hard work that you've put in this year and i look forward to working with you starting up again in august
108mr mitchell that was a slip of the button okay we're having a lot of those tonight that's all that concludes the extensive board share report now we will move on to new business the 2020 2021 school budget the first item is the approval of the general purpose fund amendment 6.21 bridge campus grants mr golden thank you madam chair this is the first of a number of grants that we are receiving from the state related to the summer school program that the legislature approved back in january we recommend approval for the bridge camps grant do we have a motion to approve mr hall do we have mr cash seconds is there any discussion i see no discussion we can move to vote board members please cast your votes your vote is 11 yes zero no thank
109you our next item is the approval of the general purpose fund amendment 6.21 learning camps grant mr golden thank you madam chair likewise this is one of the grants from the state for the summer school program recommend approval do you have a motion to approve mr welch makes the motion mr wimberley makes the second is there any discussion i see no discussion board members please cast your votes your vote is 11 yes zero no thank you the next item on the agenda is the approval of the general purpose amendment 6.21 stream mini camps grant mr golden thank you madam chair this is one of those additional grants for stream which is an acronym for science technology reading engineering arts and math which we think of as school and so this is that additional hour of
110summer program we recommend approval for that is there a motion to approve mr pria makes the motion is there a second miss emerson makes the second board members any discussion yes mr priya i wasn't sure which one of these camp bills to ask it under but my question is i know a lot of these have similar overlap because the state passed this during the special session requiring all these different variety of summer programmings to happen and we also in addition have what we've always had which is esy for our students with disabilities and my question is i know it was probably a little too late to consider it for this year but next summer is there an opportunity to somehow combine those because right now esy is a half day monday through thursday but a
111lot of those kids if the same staff were working anyway and could maybe combine and do the full day of services with their supports in place could really benefit from that additional structure so i just didn't it didn't seem like it'd be an extra expense or at least not much to try to find a way to combine that thank you so much for that question what we've what we have seen in this first experimental year is questions surrounding that whether a procedure ends up overcoming substance right and so we have been having that discussion extended school year is worked out through students individualized education plans this structure was an invitation many students with ieps have are attending that summer program but but you've made a good point that that overlap can get confusing that is
112a key part of what we're working on as we as we work through this you all know of course that many times we've talked about this is that first experimental year under that law in year three it has a potential to become mandatory for some of our students is a condition of being able to progress on to the next grade and so i do anticipate that we're going to find ways to grow and improve this program including those services so thank you very much for that question thanks board members i don't see any other questions please cast your votes your vote is 11 yes zero no thank you the next item on the agenda is the approval of the general purpose amendment 6.21 child care coveted relief grant mr golden thank you madam chair this
113is a grant that we are receiving from the tennessee department of human services and the community foundation of middle tennessee for our sac program and we do recommend approval for that and thank those grantors is there a motion to approve mr mitchell makes the motion is there a second miss cleveland makes a second any discussion mr galbraith thank you madam chair i just noticed this but it says only four of the four of the sites qualified for the for the grant is there do you know what the qualification criteria was miss farmer or mr goldman mrs farmer go ahead i have a basic idea oh sorry you go ahead i was just making sure i was on there was a socioeconomic factor that came to it and that's how the four that were thank you
114board members any other questions if not then please cast your votes your vote is 11 yes 0 no thank you the next item is the approval of the central cafeteria fund final year and intracategory adjustments mr golden thank you madam chair you all recall that months ago we projected the potential for a net need in our cafeteria fund for funds from the general fund with the caveat that we would pay those back as i mentioned the cafeteria fund ended up in the net positive but for the the pre-pays and from an accounting perspective up to this year the prepaids had not been included in the in the in the ledger to use my terms rachel she's not in her head that's good enough i think for the description so be after a conversation miss farmer
115had with the state and they're recommending that we include that this is the final accounting for that for this year again with the caveat that these funds will be paid back as quickly as possible recommend approval any questions board members i see no questions please cast your votes did someone make a motion on this am i trying to rush this meeting ah thank you and i will tell you madam chair i think i spoke to the wrong item as well so between the two of us we missed one okay so does is there a motion to approve the central cafeteria fund mr welch in this mr mitchell seconds any discussion there's no discussion board members will you please cast your votes your vote is 11 yes zero no okay and we will jump back up
116to the previous item approval of the general purpose fund final year-end category adjustments mr golden thank you madam chair this is the general fund intra-category adjustments that we work on at the end of every fiscal year of course ms farmer is available for questions we do recommend approval is there a motion to approve mr wimberley makes the motion to approve miss apria makes the second board members is there any discussion i see no discussion board members please cast your votes your vote is eleven yes zero no thank you board members the next item is the approval of the extended school program fund final year-end intra-category adjustments thank you madam chair likewise this is the year-end for the for the school-aged child care program and as i mentioned at the work session we had projected the
117potential need for additional funds from the general fund for this fund as a result of reduced uses due to covid we were able to get students back on campus to the extent that is no is not needed we do recommend approval on this final adjustment board members is there a motion to approve mr cash makes the motion and mr mitchell makes the second is there any discussion board members i see no discussion please proceed to your vote is eleven yes zero no thank you the next item is the approval of the pekka memorandum of understanding and salary charts this is an annual agenda item mr golden thank you madam chair we are in year two of a three-year agreement with a williamson county education association through pekka which is another acronym professional education educators collaborative
118conferencing act just want to make sure i remembered that and as a result because we're in year two of three typically the changes are fairly small we have added one particular supplement for our high school child care programs because it became very apparent from our discussions with the wca leadership that work is pretty substantial for someone running those programs beyond that very small changes and we expect to go through this process again next year recommend approval do we have a motion to approve mr mitchell makes the motion do we have a second ms emerson makes the second there is discussion mr welch thank you so i'm gonna take this opportunity again my soapbox again like i do every time we're talking about you know funding and teacher pay and just a opportunity for anyone who's
119watching or listening or hasn't heard this or needs to be reminded that you know i guess first let me just start by by saying i'm very grateful that we've got a great working partnership with our teachers and teacher representation you know this could be a very adversarial but it's not for us i think even when we disagree we look for ways that we can work together and find mutually beneficial solutions so very appreciative of that so first foreign start there second i'm glad you know that we're going to be able to add the supplements i wish you could add more we should add supplements to all of our teacher pay there's you know we live in a community is very blessed in in so many ways you know and i think there's a lot of
120times there's the assumption that our school funding is similarly blessed that we're a very wealthy district and so this is where again take the opportunity to inform or remind anyone out there who is watching that tennessee is 46th in the nation in what it funds education and 50th in the percentage of its budget that it funds towards education and williamson county schools is on the bottom half of that state so far from being a very richly funded district we are extremely lean extremely efficient in how we make every dollar scrape by and we're also very dependent upon our you know parent volunteers who give very generously also our county commission who has recognized the value of education to our community and i think one of one or two counties in the entire state where the
121majority of funding does not come from the state but is funded locally that way so you know all this to to wrap up and say we appreciate the condemnation phd appreciate commissioner tuncliff who's here today even though he's in alabama dad we'll overlook that and thank him for his support of our schools tonight and just want to again emphasize that glad we can do some of course we could really do more but these unfortunately the realities that we're up against madam chair if i may respond thank you mr welch and thank you for for sharing that i will tell you that we have a four percent raise built into this budget you all approved that budget a few months ago and i think we all agree it's not enough we need to continue to make
122that a focus we spent some time at the work session talking about competitiveness in salaries after we approved that some of our neighbors voted for larger increases and so it is a constant battle and i will tell you also we talk about the cost of living that housing is an issue so many of us have heard about the housing costs just ratcheting up through the roof in williamson county really and in surrounding areas as well and so i want you to know that even in the discussion that ms garrett and i had when we started doing some pre-planning for goals we talked about teacher pay as a very important topic for us to to keep our focus on it will be it will be an important topic as we continue to try to find ways
123to serve our teachers thank you mr golden mr wimberley i was going to say some of the same things but i did some research today that just can't help but hear zillow today says the average cost of a home in williamson county is 600 000 and let's say you were kind of starting out in the younger years you've recently graduated from from school of education you have a master's degree and you could scratch up 15 percent to put down on that 600 000 house or whatever it is your payments not counting escrow taxes titles new tires or whatever your payments would be thirty thousand dollars a year for that home first year with a master's degree we start at 44 000. that gives you 500 bucks a month now you can get an apartment but
124i looked at the average cost of an apartment here in williamson county and you would end up with a thousand dollars a month to pay the rest of your bills now if you're coupled up double all of that you're still not scraping by and we've got to fix that and we're going to fix it tonight and but it's got to be fixed particularly as other people in the area are fixing it for them and i don't have an answer but that just strikes me as it's just wrong but it's not only wrong but it's not as service to to us our school system and our kids and our communities because the problems we're going to have are going to be acute in getting teachers particularly younger teachers to go to work i mean everybody's having
125that problem and so i know we've asked staff to come up with some comparisons and i look forward to that but i just hope this is something like eric and like jason has said that we can take on as a high priority thank you thank you mr wembley i see no further hands raised to speak oh mr galbraith mr galbraith please go ahead i'll press yes instead i just want i just want to speak to that i mean i understand the affordability of housing i think i think you i just i think we might be focused on the wrong number though i don't think i don't think a first a couple or or a teacher coming in graduating from school necessarily has the expectation that they're going to live in an average community and an
126average home in one of the top 10 wealthiest counties in the country and so like when we when we do that i guess if you look at the housing as as part of this i mean that i suggest kind of showing it in tears versus average or or mean and just show i mean it i don't i don't disagree that finding affordable housing for young professionals is a it's i'm not saying it's easy but i just i want to make sure because there are there are 100 200 000 homes in our county there might be fewer than there are six hundred thousand dollar homes but i think they are they're out there and so i just want to know how how prevalent they are does that make sense rick i guess it makes sense i
127don't agree in fact i think we could go to this pay scale anywhere in this chart you know 10 years in 20 years in and we can look at the cost of having a family here whether you're living in an above average priced home or less than average we're going to find the same thing we are so far off so far off that it it you know it it poses challenges now but it's just going to get worse and worse and worse and it'll be perhaps it's after the time i'm gone but we're gonna have to face it as a community this is this is a problem for us and yeah you could take my numbers and do whatever you want to with them but i don't think you're going to convince me that we
128don't pay sufficiently to help people where they can have a good lifestyle in williamson county or even commute from out of the county that's fine so no i don't think you're going to convince me of that okay well i'm not necessarily trying to get into i'm just trying to try to make a point that there's that there are that i believe that it's not the expectation of new of new teachers in the county to come in and be be buying a 600 000 house and so i am i'm open to the i'm open to the concept i just i do think we pay teachers fairly i think that housing has just exploded over the last couple of years especially in the last 12 months but but i want i don't want us to i don't
129want us to take a to make a knee-jerk reaction and try to keep up with other districts around us and we did we did we closed the gap for a brief period of time and then those those communities in those districts who who get a ton of money from from both state and federal government a lot more than we do end up end up increasing and i said it back when we when we made those raises a couple of years ago that it's it's a continual arms race like we're never it's never going to be possible to pay more than davidson county we can we can try to keep a safe we can try to be as close as we can but they're always going to be able to pay more and so we have
130to rely on on more than more than pay and the benefits and the quality of life that we offer our teachers the parents that support our teachers in our in our schools so just my point thank you i've got my hand raised even though y'all can't see it i just want to relay a story i had a teacher moving into looking to work at centennial and looking for a home in in district 12 near centennial and this was two years ago and this is not one of the more expensive areas of the county but there was not one home available in my district under 250 000 there was not one home and so i want to say i think we're always at you know we're always at employment risk when our employees can't live near
131where they work and as an as an employer as someone who has been an employer i don't want to depend on intangible risks for my workforce for are intangible intangible niceties for my workforce i believe you know i want to make sure that they are compensated for their work so i just want to add that in to this discussion i see no other speaker so we can move to a vote vote is 11 yes zero no thank you our next item is the approval of the differentiated pay plan which is an annual annual agenda item mr golden thank you madam chair related to our prior discussion this is the annual state report that we that we where we include the details of of recruiting and other funding that we ask for from you in the
132budget process that we report to the state so we do recommend your approval of this so that we can submit this to the state do you have a motion to approve mr mitchell do we have a second mr welch is there any discussion no discussion please move to a vote your vote is 11 yes 0 no thank you our next item is also an annual agenda item it's the approval of the school board meeting dates for 2021 2022 mr golden thank you madam chair we presented these proposed dates to you at the work session based on the board policy and the in the sk the schedule that we have mr mitchell actually suggested that we add a placeholder in december so we have added that is the one change from the work session and i
133will say that it says if necessary and the proposal there would be to have the work session and the board meeting on the same thursday night if necessary recommend approval do i have a motion to approve mr mitchell do we have a second mr haw any discussion looks like there's no discussion board members please vote your vote is 11 yes zero no thank you the next item on the agenda is the 2020 excuse me 2019-2020 additional 10-year recommendation for d-more thank you madam chair daniel moore is one of our teachers who's actually qualified for tenure but his 2015 records in eplan missed a few months so when the board voted on tenure that was not included and we do recommend approval because he is entitled to tenure is there a motion to approve ms supriya
134is there a second right here miss emerson any discussion board members mr mitchell thank you madam chair mr golden can you just remind us what what a employee gets when they receive tenure so tenure is a commitment that they in essence have an automatic renewal to their contract years ago i think most folks who might be watching this think think of the old style of if you're there for three years and you get hired again you're tenured and you have to you know it's almost impossible to terminate your employment that's not true high quality is always is is always a big factor what this does do under the law that's maybe five six years old is have a much more complicated process for tenure it's a combination of of working over the course of five
135years with two years of excellent evaluations and that tenure can has the potential to be lost if your evaluation scores go down over time so it's a combination now of time plus high quality evaluations thank you i see no further discussion board members please cast your votes your vote is 11 yes 0 no thank you our final agenda item for the night is a board policy for first reading policy 5.1 telework thank you madam chair this proposed first reading of the telework policy received a lot of discussion at policy committee and our staff is continuing to work on that based upon some recommendations from the policy committee the essence of the discussion centered around employees working outside the state for wcs and as we sit here we're not equipped for that right now i do
136know part of the discussion has been related to well might there be some evolution over time where you need that flexibility that's part of what we're going to be discussing along with questions related to to taxes and out-of-state out-of-state income taxes et cetera so i want to let you know we are recommending approval at first reading but this is one of those policies that we'll be spending a lot more time on doing some research in prep prior to the august meeting we do recommend approval for first reading is there a motion to approve mr hall is there a second mr perea any discussion mr mitchell thank you madam chair so i'm i'm would like to make a motion to amend this policy on the first reading my motion would be to strike the blue sentence
137that starts on line seven and completes on line nine and i would modify the second blue sentence that starts on line nine to read employees shall notify his or her supervisor and assistant superintendent of human resources at least 30 working days prior to relocating his or her primary residence can you guys for a second is there a second miss supriya seconds so the discussion at this point is on the amendment is there any discussion mr wimberley i think this is appropriate for the amendment mr mitchell what are you trying to accomplish as i'm reading this line five states the superintendent may require an employee to telework if the duties and responsibilities of the position are required so the option to give somebody the option to telework is completely the superintendence what i'm trying to remove
138is the restriction on the location of where that person is at and let that be a super let that be the superintendent's call mr welch i like the direction of it and i think we've talked about it at the policy in the work session as as well so i think it may be very a good idea but but i also think that there's some investigation that staff needs to go a little bit further with in terms of even what we talked about at work session about you know establishing what is your primary residency if you're between and so i want to support you on this but i think i want to support you on it at policy for for second reading and work session as opposed to tonight that way because i don't feel as
139though i've had enough time to digest the change sort of on the fly if you would mr hall thank you madam chair mr golden would you have a recommendation at this point or do you feel that you need more information to make a decision on this at this point whether there's a vote for or against this it's it just the motion alone is enough for us to know that those are some topics that we need to discuss ultimately i don't recommend approval for this for this change because we're going to have that discussion regardless thank you mr cash thank you madam chair i first i was going to ask what casey did and i agree with eric and i think this needs to go back to policy this is just the first reading and so
140often we go over that second reading like with a fine-tooth comb and work out the different issues i think mr mitchell's it's valid what he's talking about but with so many changes coming about with this issue i think you can wait till we get into policy on second reading thank you miss cleveland i'd just like to know mrs osborough has any input on this so this is the first time that i'm hearing what the amendment would be i would agree with superintendent golden i would like to address this at policy in august since this is first reading i see no other discussion so we can move to a vote on the amendment and mr mitchell if you'd please restate the amendment thank you sorry hold on just a second please there you go thank you
141madam chair so basically i'm striking the sentence the blue sentence that starts on line seven and ends on line nine which which effectively makes a requirement of of tennessee residents and then i'm modifying the second blue sentence in that paragraph that's and which starts on line nine to effectively say that the employee would notify the assistant superintendent of human resources and his or her supervisor 30 days prior to relocating their primary residents so if they are going to move and they are a telework employee at this point they would have to provide advanced notice of them moving so that's basically what i'm doing that's that's my amendment clear is mud shell one more time so i'm striking that first sentence completely i'm replacing the second sentence to instead of relocating to another state basically saying
142relocating their primary residence board members please cast your votes as to the amendment your vote is four yes seven no okay and then we're moving back to the board policy for first reading and is there any discussion on the policy that you have in front of you i see no discussion we can oh mr mitchell please go ahead one other comment i guess is that i want to remind everybody this isn't just teachers this is staff as well and maybe another conversation we might want to there was some comments and work session about whether what what about teachers that needed to that might have a need to have a face to face or something of that nature and so maybe as you guys are discussing it mr golden and ms osbrook's is there is there
143a consideration to split the policy between teachers and staff or at least to address the potential differences between between the two i don't i'm happy to to your point mr mitchell i'm happy to look at that yeah so our restrictions our telework restrictions on staff might be more restrictive or flexible than they would be on teachers and vice versa so that i guess possibly adam mr galbraith thank you madam chair mr golden how how many people do we have that are that we have teleworking today total teleworking i don't know that i can give you an exact number but but it's it's it's in the double digits yeah so we have we have including part-time we have somewhere around 4 000 employees teleworking well not counting teachers who are going to be doing online fully
144it's in the double digits so not a not a significant i mean we're not talking about dozens or hundreds like we're talking i mean there's handfuls of people maybe and would you would you expect that to go to go up over time or is there by the nature of the of the work that i mean there's only so many people who because i mean there's so many that are most of our most of our staff is assigned to school and then you've got your district staff who like i mean when they're teleworking is that it's like a hundred percent of their job or are they maybe remote but they might go go from go to a school from time to time well our human resources department is actually working with the assistant superintendents and the
145department heads on evaluating all our positions and it's part of what we're doing post covert right because we've we've learned that there's you've got a greater capacity than you thought you had in this context but largely we anticipate that at least for us in the short term it would be staff however mr mitchell pointed out you know things are changing quick and might there be a point where the state allows allows you know teachers who are living out of state under a tennessee teacher's license to teach students who are on campus et cetera and i know the gist of what he was pointing out to me in our one-on-one discussion was are you sure you want to limit your flexibility given you know what happens in the future so right now staff thank you any
146other questions all right board members please cast your vote on the original first reading of this policy your vote is eleven yes zero no thank you board members that concludes our meeting for tonight good evening mr hall we're done we're adjourned yes
