All right, you are live. >> All right, good morning. It's 7:02 in the Secondary School Media Center. We'll call the meeting to order and we'll start with the pledge. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Uh, roll call. Olrich >> here, >> Sour here, Sanstead >> here, >> Porter >> here, and Gross >> here, >> and Vincent is not with us this morning. Um, we have no visitor comment this morning. Uh, we'll look at our agenda. Are there any modifications to the agenda as you see it? >> None. and look for a motion to approve the agenda. >> Second. >> All in favor say I. >> I. >> Motion carried.
>> Um administrative reports. Tanya, we'll start with you. >> Good morning. Um mine will be pretty brief. Um you should have my report. It is the um preliminary results as of February 28th, 2026. So in comparison to the budget, so on the first page for the general fund revenue, we've received about six million of our budget out of the 12.2 million. So 49% of our revenue in comparison to 49.3% the year before. Then for expenditures, we've spent about 7.3 million out of our 12.4 4 million budget. So that's 59.1% compared to 57.3% prior prior year. And um we've just spent more equipment this year, quicker, which is why the percentage is a little bit higher. And on the second page, there isn't really I haven't talked about um before that's unusual. Um all the other
funds are looking to be on on point two. Um on the bottom we've received 48.8% of our revenues compared to 48% the previous year. And then for expenditures are 58.7% compared to 58.2 year before. So we're looking in alignment with our budget. Are there any questions? >> Any questions, comments for Tanya? >> I don't have any. >> All right, that was easy, Tanya. Thank you. >> Yep. Thank you. >> That moves us to the superintendent report. >> Okay, just a quick legislative update. Things are busy down in St. Paul with uh many things going on. And of course, you know, there's still the split uh legislative bodies there. So, they once in a while have to one party gets the gavvel at one point, the next week the other party gets the gavvel. So, working
through those pieces there. But, uh couple things just to bring to your attention here uh that were of note last week was um in the big beautiful bill there's a piece about the scholarship opportunities, you know, where people could get tax credits. They're discussing that at the legislative body now to see if Minnesota wants to opt into that uh which would allow people to make donations or be a tax credit for them. But then those scholarships be could be given to private school or public school students. So it's um something that's had a little bit of controversy evidently down in St. Paul, but they're working through that piece. The other one that really pertains closely to us is that state high school league they um are they you know the sales tax on the tickets
and admission fees. What is collected there goes to that uh state high school league foundation grant. That's the one that you apply for in November. We get a check usually of about $800, $800 to $1,000. We use that to pay for the offset the activities fees. We have the scholarship fund. Um so we use those dollars to cover that. We apply for that every year. They're extending that. That was to expire here, but they're going to extend that through 2035. They're also looking to require all coaches to have CPR and AED training. They said there was some pretty powerful testimony of some young students that have had heart attacks and either they haven't had access to equipment or they haven't saved lives. Um they're really what they're concerned about though is that would require the
training of 50,000 people if we had all of our coaches trained. So I think a lot of districts already do that with you know first aid CPR training at the beginning of the year but this would just be specific to to coaches there in that piece. And the final one was I know that Ryan Peterson a couple months ago brought up the statewide mandatory health insurance program. That file is going to be heard this week. Um so we'll see what we hear back from that. Community task force met last night. That was kind of short notice for them. We put an email out a week or last Friday and we got a great turnout last night. I think there was just a few folks who couldn't make it but had good discussion and they gave
us some good feedback on what we need to really uh continue to pursue especially when it comes to the survey and I think the highlight that I took from it was let's make sure we do this project right. Yep. There's a financial concern that we need to be aware of but at the same point we need to make sure that we don't sell the project short either to strip everything down and we don't get necessarily everything we need. So uh that was kind of the highlight that I had from that. Darren or Maya, anything else that >> I mean I guess for me going into that I was hoping that you know they would you know either continue to support the you know the modifications to the plan that the teachers brought and and all
that and I think the bolt was 150 that they would rather do the 33 million than cut back to the 29 million. Um, so I I thought that was really good that, you know, they're on board to make those modifications. And yes, it did creep up higher than what they had initially, you know, hoped to stick around, but I think they felt the value was very well worth the uh the additional creep. Um, you know, the other, you know, we we talked a little bit of gym space, we talked a little bit of CTE space. Um, thing that I I guess took out of it is maybe we want to look at that soft covered space for CTE as well as you know a gym you know as we as we go through this maybe
that's a modification we can put on the survey to just say would you support a you know one of these fabric covered buildings for our CTE wing as well obviously you're not going to probably do a lot of welding or stuff like that in a fabric building but you can do a lot of other things in there that maybe aren't as um you know there's room for that in other places. So um just as we finalize what we going to put on the survey, I think that might be one thing to look at is um there is a lot of support for our CTE program. We have a really good CTE program. We want to make sure that they keep that. You know, like Mr. Swatsky said, we still don't have a good source of
water for our meat cutting, those sorts of things. you know, how can we how can we fix that problem at the same time and and hopefully do it, you know, economically. So, >> yeah, in colder temperatures, he's actually has to go out and thaw the lines to make sure that he has access in his meat trailer. That's not conducive. And we're fortunate that he's willing to go out and do that. Somebody just say for the winter months, we just don't do meat cutting. But no, he's pretty passionate about that program and he's making everything work there. >> Turns out our school runs a lot of winter months. So, >> so I guess that was a couple of the big takeaways I had. >> Yeah, I would agree. I And it was nice to see the
full turn, like almost a full turnout. I mean, I I was surprised with that short turn around that so many people took time out of their day to get there and spend the time with us. Um, couple things I took out of it was without going way overboard on the survey and having 20 pages, they want you know, put it on the survey and see if you can figure out what people want. But they also were passionate about their concept that they chose and staying with that and not taking a bunch of stuff out of it. Um because then it doesn't resemble what they agreed on. Um so they were like Maya said, they were willing to, you know, pay a little bit more knowing the price went up a little bit to get what
they thought was right. um the fitness side and the CTE side they felt was a need. Now that doesn't mean a giant an additional gym necessarily, but but the fitness stuff that they had wanted in the first question or the basic plan or concept they they felt that was a need and they they wanted it in there. That's what I took from it. >> Okay. And then capital outlay will be reviewing, actually Tanya and I will be reviewing that to get those numbers ready to go so staff can start putting requests in April and then I'll bring that to the board in May for approval. And then summer care, we eliminated that program last year just due to interest. However, Amanda said she's kind of gauged interest and there must be some daycare shortages this
year. It sounds like there's another neighboring school district that's eliminated their summer care program. So she believes right now she's as interest of 18 students and so that should make that pretty cost effective and she said that's really without advertising we could have more than that. Um and so she's looking to do that. Also working then with the hospital to get the meals again like we did a few years ago uh because our food program doesn't seem to get enough interest from students that could just come into the school for a free meal. We didn't really seem to get much there and so that kind of cost us more dollars. So we would just do it this way through the hospital. um they're charging $8.50 for a breakfast and lunch each day. So, it seems
to be fairly reasonable for what we would be able to get there. So, we'll look to advertise for that um and just really monitor that to make sure that we do have enough interest. There is a deposit that's due. And I guess the key piece is if people demonstrate interest, we need to make sure that that interest stays all the way through. We can't start for two or three weeks and just say, "Hey, I found another option. I'm going to do that. I get that that happens." But the hard part is it puts us kind of in a bind then as well when it comes to a program that we know is costing the district some dollars and we're trying to watch more closely there. Upcoming dates were already hard to believe at the end
of the third quarter here March 26th professional development for teachers so they have grading time as well as we'll do PLC time uh for half of the day on the 27th spring uh schoolboard meeting April 1st. Spring break is that Friday, April 3rd and remember we had January 16th was that snow day that we did not have devices go home. So the snow day makeup is on that Monday, April 6th. All right. Any questions for Mr. Brown? And we will move on to approval of payment of claims. Mr. Porter, do you have anything for us today? >> Yes. Um just have a few items here. their overall uh payments were lower than the previous month, but uh expectations are that April and May due them due to them being our spring and spring classes end
of year supply orders will be coming in. So, we expect expenses to be a little bit higher. Uh the wire transfer has two Elon um credit card statements on there. One from last month that was delayed into this month. So you'll see that a little bit higher. Um those charges covered hotel stays for the athletics and conferences. Um and uh Walmart purchases for school programs, robotic supplies, books, and airfare for the CTE conference totaling $12,14.96. Uh we also had payroll in there. Uh Cisco food payments totaling $15,76057. Amazon purchases of $1,670.35 for staff and nurse supplies. Checking account balance uh was $299,256 and 93 cents. Um some cash reimbursements in there for state wrestling team. Um CESO payroll and then we had uh Hercuft come down and inspect our lifts for $1,83711. um some plumbing
repairs um at North Elementary uh boiler repairs for $4,951. And we had some industrial tech render Renberg Hardwoods um in there and some a payment to Scholastic Book Fair. So, our totals were 299,256 and 93 in checks and 373,60416 in wires. And then we had uh $2,475.65 in donations. All right. Any questions for Mr. Porter? I would look for Motion for the approval of the payment of claims. >> Some move. >> Second. >> All in favor say I. >> I. >> Motion carries. >> That moves us into our consent agenda. Um, we have uh let's see, approval of the meeting minutes from the February 18th regular meeting, the March 9th finance committee, the March 9th buildings and grounds committee, and the March 9th committee meeting. Any discrepancies or changes anybody saw in the meeting minutes?
We have a leave request for Erica Bordon. And we also have the final readings of the following policies. Uh policy 6220, credit for learning, policy 623, mandatory summer school instruction. Policy 701, establishment and adoption of school district budget. And policy 701.1 modification of school district budget. Any other further discussion on any of those items? I'll look for a motion for the consent agenda. >> So move. >> All in favor say I. >> I. >> Motion carries. >> That brings us to our new business. Uh we have the following donations. Get past my policy changes here. So, we have the um 6A is the resolution accepting donations. Uh we have the following donations this month. Um Minnesota Bofuels Association $21,8.15 for egg travel. Uh hoops boosters $357.50 for a coaching clinic and shooting machine and the
city of Barrett $1,900 for summer rec donation. I'll look for a motion for the um resolution accepting donations. >> Second. >> Uh roll call vote. Gross. >> Yes. >> Porter. >> Yes. >> Sanstead. >> Yes. >> Sour. >> Yes. >> And I will be a yes. That moves us to the resolution authorizing entry into joint power agreement in the form of a declaration to of trust established in the Minnesota trust and authorizing participation therein. Uh let me read that. Let me read a slight tidbit out of that resolution for you. Um this is the two sections be resolved. The district shall adopt and enter into a declaration of trust trust which is adopted by reference herein with the same effect as if it had been set out verbatim in this resolution and therefore becoming a
participant in the fund. Um the second item is the district and those acting on its behalf are hereby authorized to invest in its available monies not presently needed for other purposes or restricted for other purposes from time to time and to withdraw such monies for from time to time in accordance with the provision of the declaration of trust including investments through the fund program and other funds services offered through PMA financial LLC, PMA Securities LLC, Prudent Man Advisors LLC, and Associated Banks. I would look for a motion to accept that resolution. >> So moved. >> Second. >> I'm going to go to Nathan. >> Sure. >> Um, roll call. Porter, >> yes. >> Sansstead, yes. >> Sour, >> yes. >> Gross. >> Yes. And I will be a yes. All right. Our next resolution um
the resolution non-renewing probationary teacher um be it resolved by the school board of independent school district 2342 that pursuant to Minnesota statute 122A.40 40 subsection 5 and the district master agreement. The teaching contract of Quinn Christensen, a probationary teacher in Independent School District 2342 shall be non-renewed at the end of 2526 school year effective June 30, 2026. I would look for a motion for that resolution. Second it. >> Yeah. And roll call. Sandstead. >> Yes. >> Sour. >> Yes. >> Paul Rick. >> Yes. >> Rose. >> Yes. >> Porter. >> Yes. >> Ali. Yes. And our last resolution. Um, be it resolved by the school board of the Independent School District 2342 as follows. The following program and positions and portions thereof be discontinued. 2.0 FTE elementary teachers 1.0 FTEE school counselor.25 FTE physical education
teacher activities budget is that >> so that would include coaches and some other material and equipment. >> So activities budget is around in there. Any questions on that? I would look for a motion for that resolution. So move >> roll call. >> Sour. >> Yes. >> Gross. >> Yes. >> Porter. >> Yes. >> Sanstead. >> Yes. >> And yes. And then our last item is to set the special meeting date to review and approve bond referendum committee community survey. We kind of talked about the 24th if that works for everybody to do that either AM or PM, but it's going to be the final piece of that survey taking with the task force reviewed last night. So, it's getting that final number and any questions that the task or that the board feels need to
be added. And I think Darren has Darren Severs has some ways to get to some of that information because I think there were some details that the group kind of wanted to ask about CTE, about the additional gym space and they have ways to ask those questions as well. Um, but we're getting closer on our timeline. We had that two week window and now we're getting tight. So, we'll want to just get that taken care of. So, remember, I think last night I just mentioned to the task force that it will go out to all staff via email around the 20th of April and then to all of our uh district residents would be in their mailboxes by the 23rd or 24th of April. And so, remember, one per um household. However, if people want
to fill out more than one survey, they just call the school and can do that as well and all that instruction will be out there. Um, but we'll allow all of our staff to survey regardless if they're within the district or not because this is their workplace, as well as any of our families, even if they're not uh uh resident of the district. And then all of our district residents and so putting those final touches on that survey so they can get that off to print. We had talked about I think next Tuesday the 24th. Does that work for everybody? >> You want to go evening or morning? Evening is better for me. >> Okay. Even call starting at 7 p.m. So >> So five would five work for everybody. >> Yep. >> 5:00 the
th. >> Okay. >> In the media center. >> Okay. >> In the media center. I look for a motion to make that resolution that we set that meeting date for March 24th at 5:00 pm. >> So second. >> All in favor say I. >> I. >> Motion carries. Nathan. I'll make a motion we adjourn. >> Second. All in favor say I. I. Motion carries.
