All right, you are live. >> All right, good morning. It is 7:04 in the secondary school media center and we will call the meeting to order and we'll start with the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Roll call. Gross is not with us today. Porter >> here. >> Sandstead >> here. >> Sour >> here. >> Olrich >> here. >> And Vincent >> here. >> All right. Um, we will look to modify our agenda slightly. Um, item old business, the awarding snow removal quotes. We will move that to meeting our first meeting in November. Correct. Yes. Our first meeting November. Uh there's just a couple things to

clear up um with the old snow removal um business. So, we want to make sure that's all squared away before we sign new contract. So, they we do have our two uh regular vendors have put their um quotes in. Again, uh there's nothing wrong with that. We just want to make sure everything's sealed up from previous. Um, and so we will Paul will reach out to them in the next couple of weeks here and we will get that on the agenda for November. Um, so with that removal 6.1, are there any other additions or corrections to the agenda? >> And a second. >> Second. >> Uh, roll call. Porter. Yes. >> Sandstead. >> Yes. >> Sour. >> Yes. >> Olrich. >> Yes. >> Vincent. >> Yes. >> And I am a yes as well. Okay.

>> Who made the motion on that? That was Nathan >> and Josh, right? >> Uh that brings us to our audit presentation. >> All right. Thank you for having me. Um, in front of you, you have the PowerPoints. The audit is still in draft format, but the numbers are pretty much ticked and tied out. We don't expect any changes. Um, just have to approve a transfer today. And then, uh, we can set report date and get um, you'll see that here shortly. Just didn't want to print it in draft form. I believe you got sent electronically, so if you wanted to review it, feel free. Everything in the PowerPoint does tie back to the financial statements. So, we'll go through the PowerPoint, but feel free to stop me at any time if you have any

questions, um, comments, whatever. So, we'll start with the PowerPoint here. Um, so we'll go through the required communications like we do year-over-year, but our primary responsibility is auditors provide an opinion on the fairness of the financial statements. We do review internal accounting controls, right? We want to make sure our controls are in place and that they're working. If um they weren't working, we would definitely let the board be aware of that um risk based out approach just meaning we don't test every transaction. We do some detail level transaction testing and then some higher level testing. Um if anything came up, we would definitely do um additional work around that significant accounting policy. >> Mary, can I just stop real quick? Make sure that Claire and are you guys able to hear Mary? Are you able

to hear Mary? >> Yes. Okay, >> perfect. Um, significant accounting policies, those are going to be outlined in note one. Um, but we did implement a new policy, Gatsby 101. Um, compensated absences did require a restatement. So, comp ABS, normally the biggest part of that, you don't pay out, right? You purposely set up the contracts, you don't pay out um any of that. But with this new requirement, um, it requires you to book amounts that could potentially be used while the employee is here. So, we worked with management and kind of came up with an estimate for that amount. So, you'll see that now going forward being pretty consistent year-over-year. Page three. Um so within the bound document obviously the management judgments um and accounting estimates like we talked about page four here um no

disagreements with management no um difficulties encountered in forming the audit. Um Tanya was great to work with as always Maggie as well and and um the team so we were able to get done early this year compared to last year which was nice. um no uncorrected misstatements and just came in with a few immaterial adjustments largely due to Maggie and Tanya being able to handle all of those adjustments um year-over-year. So definitely um much easier audit this year than in past, which we would expect now. So um that was nice. Page five, a brief summary of audit results. Um so the financial statements we were able to issue an unmodified or clean opinion. Um so highest level of assurance that we can give. Um material weaknesses here is segregation of duties obviously just not quite

large enough. Um but in the past you've always had the audit adjustment finding and the financial statement prep finding. Um with Tanya coming into the role she was able to help clear all of that out. Um and then with her extensive background in auditing um we could get rid of both of those findings. Um so Minnesota compliance just one finding there bills not paid within 35 days. So we all know the post office doesn't exactly deliver everything on time. Um for us as auditors we need to know when the district received it. Right now we can't. We don't know when you got it. So, the best that we can do is use the invoice date and 35 days from there. Um, so we've recommended, I think Maggie's going to do it, is just to put

a date on there of when you received it. This should go away next year. Then if everything works well, >> page six, >> can I just ask one just the the So then this is the discrepancy is is you can't tell when we received it. Not that we aren't paying bills. >> We can't tell. Correct. We just can't tell. Is that what you're saying? Okay. Yeah. Got it. >> So, and I believe one out of the like 22 that we tested had that. >> Sure. >> Thank you. >> Okay. Um, so there was a little snag with the audit. Um, for the most part, we like to keep our team off site. Um, we bring a couple on-site. it makes the work a little bit easier, but we did have to bring in additional people

who we thought could stay remote because of payroll reports and the payroll um we needed to be on site to kind of hand walk through what reports we needed and such. Um so hopefully maybe we can clear that up, but some of the reports we have asked for in the past and still we're not getting the correct ones. So it really took quite a bit of extra work to get to where we needed to be for payroll. Um, so just wanted to bring that up. Um, just a handful of entry made after receiving the trial balance. A lot of this is due to quite a bit of cleanup work I would say, right? Um, where you start digging into it and be like, "No, that's not where it should have been." Um, so again, it

was probably a good thing. It just caused a little bit more work on our end, and I really feel next year will go even better than this year. So, um, overall information was ready. Um, so we didn't get delayed. Obviously, we're here in October, so that's a good thing. And then staff was always open and available for questions. Tanya was right on it. Every time we emailed her, she responsive and same with Maggie. So, very good. Um, so now page seven, we'll get into some general fund results here. Uh, so revenues and expenditures up top, far left is 25, far right is 21. Down below is your budget to actual numbers there. Um so actual revenues were about 12.6 budgeted was 12.2 expenditures at almost 12 million budgeted for 12.2. So definitely came in under

budget there. Other financing sources negative 170,000. Um so again you did transfer out of about 227,000. 200,000 went to community service. We'll talk about that in a little bit. and then 27,000 went to food service. Um so then you still came out at 398,000 positive um when you budgeted for a loss of 20,000. So that gave you the ability to make those transfers without, you know, hurting too much overall in the general fund. If you go back up top, unassigned fund balance went from 1.5 million to 1.8. So definitely made some ground there. When you look at that overall compared to your expenditures, you're at about 15% for your school district size. That's pretty um average in what I see. Um anywhere from 15 to 20% is what I normally see there. Um restricted did

go up a little bit. Um 665,000 up from 533 last year. Committed looks like it just went away. It did not. We just reclassified that to assigned. So when you look at that now your assigned is about one one million there. Um just some different terminology there. So just kick that all down into assigned >> and Mary that was kind of done because of board action. Right. I think Todd made that recommendation to do that so that so the board was aware of that at that point. >> It makes it easier for management um to help guide those funds as well and doesn't take the board level um to uncommit those. >> Okay. >> So will the committed does that just disappear then? It will it should roll off unless you strongly feel um that

there's some funds board level that you want to set aside. Otherwise, assigned usually works um just as good. Page eight is your food service fund. Um so revenue is about 543,000 budgeted for about 594,000. Expenditures coming in at 541 budgeted for 553,000. other financing sources. The big piece of that was the transfer in from the general fund. So overall net change in fund balance of 29,000. Um so MDE got to love them. Um food service fund last year technically when you net your non-spendable which is your inventory items right and you netted your unassigned negative you still had a positive fund balance. So when you look at that you ended with positive fund balance. If you end with negative with that second year, you have to clear it out, right? You can't be negative anymore.

Well, MDE does not let you count that non-spendable. So, technically, last year was your first year being negative. This year would have been the second and either you submit um an action of how to get rid of the negative or you do a transfer to zero it out. So that's why you transferred the 27,000 which you'll be approving hopefully um to get that down to a positive balance. So then you're not rolling into another year of negative. Okay. Page nine here. Community service funds. Um so actual revenues about 259,000 budgeted for 311. um lower than expected expenditures at 440,000 lower than budget at 505,000. Other financing sources was your transfer in from the general fund. Um so overall net change in fund balances positive 18,000 going up all the way back from 22 to 24

were large losses. Um so that's why the 200,000 was transferred in. you're still sitting at about 326,000. Um, so really want to just monitor that, see what you can do to turn that around or do you need a steady maybe budgeted transfer in every year just depending on what programs you want to keep offering and such. >> Tanya will explain a little bit of that in her report. So the biggest piece that we have is our school readiness and preschool because we have of course you know we have three teachers this year we continue to make some reductions due to student numbers but really that's probably with those three teachers you're talking $180,000 in salary. We don't have any revenue coming in so we don't charge for preschool. However, now we got the VPK so

that'll help offset in some of those pathways scholarships. Holl's done a nice job of getting that. So that'll help reduce that a little bit. But I looked at the last fund transfer. I think it was my first year here in 23 and I think we did like 20,000 or 24,000 back in 23 um to kind of help offset that. But that's what we're really going to have to look at to say okay here's So the good news is we know it's preschool. That's where the board has been committed to providing that for free. It's not some of the other programs as much as it really if you look at that $180,000 expenditure. That's the big one. >> Yeah. I think we I think we used to do it annually just to maintain it >> if

I'm not mistaken. >> I I agree and I do have other districts that know that and they just want to keep it in fund for to say okay here's the cost and then purposely do a transfer every year to cover that >> to cover that. So, we used to do it that way. Yep. >> And that's what kept it, >> you know, >> more manageable, >> more of a real number, but yeah. >> Tanya, is there anything that you want to add to that because I know you did some review of that, but it really was I think our school readiness BCF dollars were coming up quite a bit shorter. It's not necessarily our daycare as much as we initially thought or and it's definitely not our community programs. Those run pretty close. And then

also the administration in our community education program that's charged there. So our community education coordinator, of course, last year it would have been Megan's position, which we don't get a ton of revenue for, >> right? I guess if you wanted me to go through it now or I can wait until my report. It's up to you. >> We can wait till your report. >> Yeah. Okay. >> Perfect. Um page 10 then debt service funds. Um, again, you will see this fluctuate. Doesn't mean you're doing anything wrong. Obviously, a loss of 71,000, but the state does come in and help adjust that if you have excess fund balance. Um, you're required to levy 105%, they will reduce that down. Um, so in any given year, you can kind of do a flop. Um, so I would

expect next year you would collect all of it again and not show the negative, but >> and our final payments in 26. So, we're excited about that. good. That's probably why it was such a large reduction. Then they don't want you to have that excess fund balance um when you close that out. So page 11 here just kind of shows you the sources of revenues. Obviously the state being the largest piece of that. Um property taxes shifted up a little bit from last year. And then your federal sources are going to um go down maybe consistent now, but you did drop off all of your er monies. Um so that was a big part of that spending. So page 12 kind of shows you um couple years back from 21 to 25 again you can

see the tax levy up. State sources were up. We'll talk about that but ADM did go down but just in general overall increase in state funding. And then your federal sources probably about down to where it's um going to be pretty consistent now going forward. Page 13. So, where does that revenue get spent? Um, obviously you can see your biggest piece of that is regular instruction at 39%. Um, exceptional instruction is going to be your special education there at 13%. Pretty similar to last year. If you look at page 14, um, pretty consistent year-over-year. Did have a slight decrease in regular instruction there, um, but everything else is pretty consistent. Page 15 overall um just your fund balances there. You can see the light orange unassigned we did talk about did increase from the prior

year there. And then again you can see the committed and assigned balances just combined. Page 16 your average daily membership. Um, so kind of what drives your revenues here again did decrease overall went from 742 students to about 717. Um, so secondary took a hit which causes your weighted average daily memberships to decrease as well. Um, but did have increase in kindergarten and others. Um, pretty significant there. 15 16 kids. Page 17. Then we like to just show you your revenues per the weighted average daily membership. Uh so you can see that levy did go up 3,200 there. State revenue went up 12,400 and then just general total of 17,000 from 15 last year. So then what are the expenditures on page 18 here? Um we just like to do a general fund is your

dark blue line up to about 15,000 up from 148 last year. And then total all funds about 16 point up a little bit from 16.5 last year. Page 19, open enrollment. So your ins and outs here. Um So you can see resident students served elsewhere at 140. Um last year pretty consistent at 140 as well. Non-resident students you made a little bit of ground 73 up from 67 last year. But page 20 then still shows that you are overall at a net loss um just shy of 67 students there >> but improved by 30 students since 2022. Yeah. >> Which I think also shows just the statewide decline in student enrollment. I mean that's just fewer kids for >> right >> all schools in Minnesota. >> 90% of the districts I audit have still had

a consistent decrease in EDMS in general. >> You said 90%. >> Okay. That was brief overview. I didn't know of any follow-up questions. How do we compare um when we see those expenditures there? Um how do we compare to other districts in the state on how we spend our money between exceptional instruction? Just overall, is there anything that looks to be concerning to you as an auditor to say you may want to review this piece here because you're overspending in an area that we don't see in most schools or >> Right. No. In general, this is what your pie chart should look like. Um, we looked for a few things but nothing really exceptional standing out. >> Okay. >> And I think just where that levy increase was, that was the same time that $300

um, our technology levy kicked in the capital project levy. So that's why that increase was there. Otherwise really our operating levy continues to decline because of our student decline. So, right, >> even though we've added the inflationary index on there, each time we lose students, that's based on our residents or our students that are here. And so, we're declining there. All right. Any other questions for Mary? Okay, perfect. And again, like I said, you'll approve some stuff with Tanya and then we'll get the financials bound and ship over, you guess. Great. >> Thank you, Mayor. >> Thank you, guys. >> And that brings us to Tanya's report. >> Yes. Good morning. Um, I just wanted to go through a few highlights from the audit. So, um, we did lots of cleanup this year. Um, so

we even closed, we had a custodial fund, fund 18 that we closed as well. Um, we were no longer using it. Um it was a old LT LCTS program so that got closed as well. Um we tried to do our best to use up whatever restricted funds we could that qualified. So um even though the restricted funds went up um we still tried to do our best to use up what we could that qualified and um still the fund balance in the general fund went up about 400,000. So um in the assign unassigned it went up 268,000. So doing very well in the general fund. That's why we are asking for action on that fund balance transfer that will be up on the agenda later. Um since the fund balance in the general fund was

looking well, we thought this was a good time to do that. So um there will be actually two fund balance transfers later in the agenda. Food service 27,9089 and that is because of a technical statute that the food service fund has um we it was alluded to in the presentation that um we were in a deficit last year. Even though our total fund balance was positive, they don't count the non-spendable. So then we technically couldn't um spend equipment in the food service fund. So that's what where that dollar amount comes from. We did spend $27,9089 in food service last year, but it wasn't qualified to go there. So that's why we're requesting to do that transfer. And then it will make that fund balance positive again. So, um, lastly, uh, just I wanted to go

through the community service a little bit. So, I did a little research and there's three areas that looks like typically spend in the deficit. So, the largest area is in the preschool and school readiness. We kind of talked about that. On average, it's about $120,000 loss each year. Um there's only a little bit of revenue that comes in. Um about 27,000 in state aid. So since we don't charge for the parents for the program, that's mainly the reason. Um and then uh Paul kind of said it'll be a little better moving forward because of the voluntary prek income that'll come in and then the pathway scholarships. Secondly, um ECF program that on average has a deficit of about 45,000 each year. So um that's mainly staffing that um outweigh that outweighs the amount of income

that comes in. There's some levy dollars that come in and state aid, but that doesn't offset the costs we have for staff. And then the third area is the just the general community ed program that has a loss of about 35,000 each year. Um and that's mainly there's the administrative salary other licensed and unlicensed staff in there. Um we do collect fees and we receive some levy but it doesn't over it doesn't cover all the salary and benefits. So, um, those are the three areas in the community ed we kind of need to be watchful on. And of course, if we can transfer from the general fund, that would be that would be nice. Um, but we could potentially also look at other options like charging fees. I know. Um if that's not preferable, then

we could look at looking at um reducing the number of staff we have in areas. Um or we could, you know, the general fund make some type of commitment that the general fund will offset the deficit each year. it would be nice to have some consistent um transfers if if we can't look at the other options of either increasing revenue or reducing expenditures. So, I just wanted to comment on the community ed because that's significant. So, we'll be asking for a $200,000 transfer to kind of help out. It'll um make all of those funds have a positive increase this year, but then there'll still be that deficit balance of 326,000. >> So, those are my comments. Are there any questions? >> And I think just for clarity on food services, she had mentioned equipment. We

had to buy a new oven. We bought that combi oven at the in the secondary school here. So that was >> Tonnie, do you recall was at about a $25,000 expenditure. So it wasn't like it was because it was just operational costs. It's the oven needed to be replaced. And so we got a combi oven that >> works very well. And we now have other equipment. The unfortunate part is now we're looking we're trying to get a grant for our milk coolers. Milk vendors no longer provide coolers. that used to be part of their piece, but that's something that now in our latest round of getting milk bids that they said the cooling is your own responsibility and I'm sure for them it's gotten expensive as well. So, so we've got to look at that

and we just know that some of our equipment is nearing end of life when we're at 20 to 30 years old. So, we'll probably need to start making some some commitments there. I would say Tanya, don't you think maybe each year saying we've got to commit this dollar amount so we know that we have that? So if we have a large expense, we're not caught off guard caught off guard there. And then when Tanya mentions ECF, just for clarity again, that means our preschool. So that's our preschool teacher. So it's at 120 plus the 45, so $165,000 for our preschool program there. But and then Tanya, just want to thank you as well. As Mary said, the audit went much smoother this year. So they were able to find things, get things taken care of.

So Tanya's spot on. She knows what she's doing. It's quick. It's fast. And so thank you for your work. And to Maggie as well. >> All right. Thank you. >> Thanks. >> That brings us to the superintendent report. >> Okay. Um well, just a few things here. Falls newsletter. So we do now have Jenny in the office and and I think hopefully you've seen some changes to Facebook. She's already getting some positive feedback there as well that she shared with me on things that she's posting. So, we'll continue to get those pieces out there. I know we have our homecoming stuff uh from homecoming with the legacy class coming out here. Destiny has given me some videos to review. So, we'll get that those out as well, but we plan to get that fall newsletter

out next week which will just kind of give a highlight of the dates coming up till the end of the first semester. We'll probably we'll talk about school illness, you know, when kids should remain home. It's always that fine line, right? are really promoting perfect attendance or great attendance, but if you're sick, we want you to stay home as well. So, we'll get some information out there. Mr. Fosley will have some stuff about the online ticketing that you'll be approving here or reviewing later uh for that piece. So, hopefully chalk full of information. We'll again distribute that through um electronic means so there won't be any printing costs or anything like that, but maybe find other ways too to get it out to the general public because I think they would appreciate that as well.

Special election. I've had this on the on my report, but we're getting very close now. So remember, absentee voting goes until Monday, November 3rd. That's a later date. Goes up until 5:00 on that evening. And then the uh special election will be held in our combined polling places on Tuesday from 4 to 8. The election judges have all been secured. We can't have school activities from 6:00 to 8:00 p.m. that evening. Um so we're ready to go there to fill that seat for the one year. JMC student information system. We did have another meeting um or had another training for our high school staff uh during our early out. So they did have somebody join online. We had a lot of learning that happened there, but we also realized that there's some shortcomings of what

JMC can offer to synergy at least on the teaching side. Our reporting has been much easier for Mars reporting. It's just some of these other pieces that we've become accustomed to and change is always difficult, right? So we're getting through those pieces there. Um, we are pushing uh JMC to say, "Hey, these are the things. It's a lot of clicks to get to one report. We need to get that simplified." And so, we're forwarding those pieces. And they're having their uh tech team look at that to see if they can make some of those adjustments and things like that because that was kind of their their sales pitch a little bit to say we can't do everything that way, but we can definitely look at some of those pieces. If there something that would make

life a little bit easier, let us look at that to see what we can do. So, then just upcoming dates here. again when we get to the discussion piece, we'll talk about the two city council meetings where we feel board members need to go down and visit there. Um, and then final day for absentee voting, like I said, November 3rd, we will have our meeting on the 5th. However, remember we have to canvas those votes and I know an election a couple years ago that you move that first meeting of the month to accommodate because we can't canvas until that Friday. >> Three to >> 3 to 10 days. Yep. So, you can do it the 7th through the 14th. So, we set that >> the day after. >> Right. Yep. So, we'll want to

see if you want to have one meeting, another meeting the following week, and then another meeting, have three of them in a row, or if you want to maybe push that back, but we can do that when we do the Canvas meeting there or setting the date for the Canvas thing. Okay, we'll move us to approval payment of claims. Mr. Porter, do you have any texts you'd like to go through? Well, as you can see, we had a big start to the school year with um rather large payment of claims. And thank you to Tanya for our smooth audit. We were done in a in a good amount of time and that's made Maggie very happy as well. Um just a couple things to note that um caught my attention was the u you know

one of the items was our special Midwest special ed co-op payment was 252,000 which really pushes up our claim. So um and uh we paid our auditors for the second portion at 15,750 and we made our last payment on the stage curtain of $14,912.50. So um I would make a motion that we um pay our claims here at $850,5582. Second. >> All right, we have a motion in a second. Roll call. Sanstead, >> yes. >> Sour, >> yes. >> Alia, yes. Olrich, >> yes. >> Vincent, >> yes. >> And Porter, >> yes. >> All right. And we will move on to our consent agenda. Um, you should have received the meeting minutes for the September 17th regular meeting, the September 17th special meeting, as well as the October 1st committee meeting. Any adjustments or corrections

on those minutes? And we'll also approve at the same time the hire of Molly Delar for a pair professional. And then uh we have a leave request for Christine Gerard as well as the final reading for the following policies with statutory and recommended changes from MSBA. Policy 605 alternative education services. Policy 606, textbooks and instructional materials. Policy 608, instructional services, special education. Policy 609, religion and religious and cultural observances. And policy 535, service animals in school. Are there any comments on the consent agenda? and look for a motion to approve. >> So moved. >> And a second. >> Second. >> We'll give that to Ryan. Uh roll call. Sour. >> Yes. >> I'll be a yes. Rick, >> yes. >> Vincent, >> yes. >> Porter, >> yes. And Sanset, >> yes. >> All right, then

we will move to new business. Um, let me find our resolution accepting donations. Here it is. So, we have the following donations. We have uh Shields gave three backpacks valued at $50 um to the give back program. Um, Lakes Country Service Cooperative trailer 2500 for district transportation. Um, Hoffman Lions Club, $100 for peace poster supplies. Laura Zemer, $95 for ECF donation. Uh, West Central football boosters, $628.98 for the military jerseys. Uh, Jill Buchanan, $600 for corporate partner donation. Uh, West Central Baseball Boosters, $2,9456 for the BSN invoice. Western Prairie Human Services, $182.70, uh, for the West Palm Lodge Transportation. Star Bank, $600 for corporate partner donation. Palmer Bus, $600 for corporate partner donation. and Celeste Kiss. Uh, $150 for SEM lunch hardship. >> South Elementary. There we go. That's a new acronym. I haven't seen

that one before. Okay. Um, so I will look for a motion to accept the resolution accepting donations. >> So move. >> And a second. >> Second. >> Uh, roll call. I'll be a yes. Olrich. Yes. >> Vincent. >> Yes. >> Porter. >> Yes. >> Sandstead. >> Yes. >> And Sour. >> Yes. >> All right. Then we will move to um approve the following fund transfers. Um are these together? These can be together. Paul, >> those can be together unless you'd feel like you'd want to do them separate. >> Um we have the food service would be $27,90.89 89 and the community education would be $200,000 transfer that um Tanya spoke about earlier. Is there a motion to make those transfers? >> And a second. >> All in all, >> yes. >> Vincent, >> yes. >>

Porter, >> yes. >> Sandstead, >> yes. >> Sour, >> yes. >> And I'll be a yes as well. All right. Then we're going to move to um approve the fiscical year 25 school district audit as presented. Um just standard practice after the >> Yeah. After the audit is through. >> Approve that. Yep. >> Any question or comment on that? >> We'll make a motion we approve it. >> And there's a motion. Is there a second? >> Second. >> And roll call. Vincent. >> Yes. >> Porter. >> Yes. >> Sanstead. Yes. >> Sour. >> Yes. And >> yes. >> All right. Then we will go to approve the assurance of compliance report. >> That's an annual standard practice to say that we're following all the federal and state guidelines. Everything from mandated reporter to all the

civil rights laws and pieces like that. >> Right. Any questions on that one? >> Motion to approve. >> So we have a motion. Is there a second? >> Second. Roll call. Porter, >> yes. >> Sandstead, >> yes. >> Sour, >> yes. >> I'll be a yes. Olrich, >> yes. >> And Vincent, >> yes. >> Uh, then we are going to consider and approve the goan ticket prices. Do you have some info on that, Mr. Brown? >> Yeah, that should have been in your packet. It's very similar to what Mr. Fosane shared at the last meeting. So again, looking at that general admission price, uh the actual ticket price is $7, but remember there's the dollar administrative fee, so it'll be an $8 ticket price. That doesn't change where we've been in the past on that

piece there. Our students and staff will all receive still a free pass to get into free get into the events for free. PreK and under are free as well. There's no online ticket needed. Um and then we kind of went to those season passes that Mr. Fosene had recommended. So for that fall season pass $70 and he shows the breakdown there of current 10 pan uh punch pass is 64 get into 10 events for the price of eight. Um this will be buy 11 for the price of nine. The winter season pass $160. A normal winter season is around 28 home events. This would be roughly getting this would roughly get you into 20 28 events for the price of 20. And then the yearly price to all home events excluding playoffs is $225. He

said a new concept for WCA. So 20 225 is per person. So in the household if you husband, wife or whoever it would be would be the additional you know so be 450 there. All the MS and veterans he said just we would acknowledge them at the gate but we've always had the practice of letting them in at no cost. And then seniors who live in our district um could buy a $100 pass at the beginning of the year and that would get them in. right now. I think we charged them the student rate, which is $5, but that $100 pass would get them in. One of the things that I suggested, um, and he was considering it, just wanted to see what the board's approach was there. Um, we do have grandparents, right, that

come to the kids' games. So, do we who aren't district residents and so I think we would make that open to them as well. um if they're going to be strong supporters of grandkids and they just happen to live in Alexandria or Fergus or something like that. So I just said that's a practice that I've seen done before that they would also have access you know to that piece as well. So if they're and they would just maybe I don't know Kayla maybe your parents live in the alle just using you as the example but maybe you would come in or they would come in because we're not going to be able to do it that night but if they could just come in and take care of that in advance that would take care

of that piece there. But I think that's to me something that again acknowledges that we are happy that they're coming to our events and things like that. Anybody else if it's a an away fan it would be a different story. But if their grandparents because we have some grandparents I think that come to every event because they're not too far away or even if they are far away they want to make sure that they take in all their grandkids event. So that would be the only piece piece there that I would say seniors who live in our district or grandparents, you know, and they would have to do that in advance. That allow that avoids any of that at the gate where they go, well, remember I get this and and then the other people

go, well, hey, how do they get that? Why don't we get the discount and and things there? So, and then the planned roll out, Jake said, is December 1st. So here in November, we'll be putting out a lot of information, you know, via social media, but we'll have to find other ways as well. I'm assuming the public access channel might be a way that some people get information, probably the newspaper. So folks when they come, we'll get things posted around the building here. He did mention one thing for refunds. If the event is cancelled, uh, Goof Fan takes care of the refund. So they'll just put the money back to those folks. if somebody doesn't come to a game once they buy the ticket, it's non-refundable. So, if they buy the ticket and say, "You

know what? It didn't work into my schedule. I can't make it." Um, that is non-refundable. And he said, "At this point, Dollars for Scholars is still going to be cash or they'll still have that." He said, "If somebody doesn't um bring their, you know, doesn't do it in advance, we will have a credit card reading machine, but it is still going to be cashless." So he said we are going to be the pioneer in this a little bit on that going that direction but he believes that this is going to be the direction that all schools will will go to there. So but yeah if you do come to the game and he said they'll make sure that they get information out to the other schools. We receive that now from schools that'll say hey

just remind your fans that we're cashless and uh do their tickets in advance. you get the app, but my understanding too is, and I thought Darren maybe noted this, that if your parents are coming, you can buy the ticket, right? And then you can just text it to them. So, they don't have to have the app, and then they can just click on the link and it pulls up the QR code to help some of those that maybe phones could be a little more challenging or trying to get on those apps. He said that's still would be how that would work. >> Did he say if dollars for scholars, have they are they looking at all at that? I know that was one comment that was made when we started this process was if you're

going to be cashless at the door, you should have a cashless option at your at your um concession stand. >> I I think that's something they're considering. >> I think it comes down again to that administrative fee, right? That 3% and so or whatever that happens to be. So, but they're talking about it. They haven't quite jumped into that yet, but my understanding was the idea of, okay, well, now we have to charge this much for pizza and stuff that way. And and so I think he's still in conversations with that group to to see that they can move that direction, but they're not going to be doing that on December 1st. >> Sure. >> Okay. Questions, comments on the ticket prices? I would agree with Paul on the um seniors that are outside of

the district. Include that. I would make a motion to approve. >> We have a motion. Do we have a second? >> Second. >> All right. Uh Porter, >> yes. >> Sandstead, >> yes. >> Sour. >> Yes. Olrich, >> yes. >> Vincent, >> yes. All right. Then we'll move to our um resolution of governing board supporting form a application to Minnesota State High School League Foundation. Is this new? >> No. That's a standard every year. So that helps offset the cost of activities fees and stuff like that. Remember that we've anybody who qualifies for free and reduced, we've waved that fee. This helps offset that. That number continues to dwindle. I think when I first came here it was 1,500. I think now we're down to just a little less than $1,000. So it's not that

we're they're not replacing all the expense of that, but it at least is nice to get that. So it's due November 10th, but yeah, it's been an annual piece that I think it's been done for several years here at WCA. All right. Is there a motion to approve that resolution? So move. >> Is there a second? >> Second. And we'll take a roll call. Sandstead, >> yes. >> Sour, >> yes. >> I'll be a yes. Olrich, >> yes. >> Vincent, >> yes. >> And Porter, >> yes. >> All right. And we will move to uh approve the 12-month custodial agreement. Any comments on that, Mr. Brown? Um it was again pleasant negotiating with both of those groups that we had on there. Um and so very falls very standard in line with the other groups.

The 2% increase in wages first year, 3% the second year. Um looking at uh for the custodians on the snow day, if we have a snow day where people aren't able to get in that they could do remote training. Now, it's got to be approved by the supervisor because we did comment that they're one of the few groups so that if we have to check boilers or we need to move snow that we have some pieces there and so that we will work with Chad on that to see because I said I don't believe it's also fair that if you happen to live close and you can get in that you need to report to work and the person that lives maybe 20 miles away, they're always free not to have to do that. So,

we just have those details there, but Chad said nope, he could work through that and so that's the big piece there. And then increases to the health insurance cont contributions went up by $80 um each each month um for year one, $80 again for year two uh towards our health insurance. And then I think the other piece too, there was some pieces there about frequency of pay. So we're looking at that with region one to see if there's any opportunity there. That seemed to be all of our groups, right? I think for our nine-month group, it's over the Christmas break. Not too many hours garnered there. So we made some changes on that for them. uh but trying to get that figured out and then we've got to figure out the duty-free lunch. That was

another concern that they brought forth was the fact that they don't always get that. If they're on lunch break and somebody gets sick or something happens, then they have to respond. So, we've got So, they're right now tracking that and um going to let us know to see if we have to make any adjustments there. >> Okay. >> Ryan or Kayla, is there anything that I missed on what they had there? I think that was the perfect. I look for a motion to approve the 12-month custodial contract. >> Second. >> And we will do a roll call. Sour, >> yes. >> I'll be a yes. Olrich, >> yes. >> Vincent, >> yes. >> Porter, >> yes. >> And Sanstead, >> yes. >> All right. And then the 12-month district office agreement. Kind of a ditto

there. The only thing um on that piece there is they actually requested that we go to a one-year orientation period just because of their tasks and duties to get that all figured out in 6 months is awfully difficult. So we're changing that from 6 months to 12 months. And then there was some confusion. Um it all deter depends on um interpretation of the contract and how you read that. some legal ease maybe you could say on how you got those vacation days prorrated that very first year you know some places have that don't get any vacation your first year however they pointed out that our support staff are are paras their first year get personal leave days and I think what it said between April and something like that you got two days on July

one of the same year and so it's like well how does that all so we simplified it they said can we just get it like it is in the in the ninemonth contract to say after 3 months you get one vacation day after 6 months you so if you you know then you get that a couple vacation days that very first year. However, you have to put in some work before you get those. So it matches up that piece there. They also see an $80 increase per month for health insurance for each year. So $80 per month first year, another $80 the second year. Wages increase to 2% first year, 3% second year. Um, Maggie just brought up a great point in the fact that let's make sure that our LTD matches because there's some

it says a maximum dollar amount that it'll cover. I've emailed off to our insurance company. We have to submit all of our wages and there's I think they do the 2/3. So, we just want to make sure that that's accurate that we're giving correct information in the contract and the final piece would be on a longevity. Um, they just pointed out that after year 10 they get qualify for 25 cents. Well, that doesn't even match the step if they were going to go from step seven like from their step six to step seven is about 50 cents and then it goes back to 25 cents. So, the request was can we bump that up to 2 and a half%. I think let's just keep it at 50 cents to keep it as a flat number

there. It matches all the other lane changes. But again, a specialty area in most of those positions are going to be difficult to replace. So, I think that's why that would um that we felt that that was important for that group as well. >> All right. Any other questions, comments on that? Going to look for a motion to approve the 12-month district office agreement. >> And a second roll call will be a yes. All >> yes. >> Vincent, >> yes. >> Porter, >> yes. >> Sanstead, >> yes. >> And Sour, >> yes. All right. Then we will look to set a meeting date to canvas the special election results that we look at. So the earliest would be that Friday um followed by then the following Friday. It'll be a very quick meeting just to

accept the results that we get from the polling places. So it's not real long. So, like I said in the past, it has been joined. The only other thing is I know that we had some I'll have to look at the timelines for our um stuff with witsth. So, let me see if I can find that real quick cuz if we >> cuz that could all of a sudden change that process there just a little bit. So, maybe we want to keep it separate. >> If you're comfortable having like I said, the one meeting is probably going to take 15 minutes. >> Wasn't it say Could we could we just move from the 5th to the 12? You know, go back one week and just do everything on the 12th. >> That's what I was

going to check to see. The only thing Let me double check on with the RFP just to make sure cuz that was that that's when we're approving we're approving the contract, >> right? >> So, that could >> push us back a little bit. >> Could push us back a little bit. Yeah. regular meeting. >> It should be the >> it would be the following >> 5th and the 19th. >> Yeah. Um, >> well, November 5th was the committee. >> That was committee meeting. That's too close. >> Well, but and then November 5th was just I think our buildings and grounds group was going to move that list. If we had 12 respondents, you guys were going to move that down to a smaller list. The interviews don't take place until the 18th. So, it might

be okay to move it back one week if you are comfortable doing that. >> You could still do your part on >> Yeah, they could still do Yeah, the buildings and grounds can do that piece there. It doesn't change anything with the interviews or anything like that. >> I just hate to bring everybody in for a >> 15-minute meeting >> for a Yes, we approve this election. Okay, have a nice day. I mean, that's really what it >> especially on a very small one, right? Yeah, it's it's really it's going to be a >> Yep. >> I vote yes. Okay, that's it. >> It'll take you longer to get here than it will be for the meeting. Correct. Yep. >> So then we move our regular meeting and canvas all on the 12th is what

you're proposing. >> I guess that's what I'm asking. If that >> works and be done, >> if that works for everybody, I I think that would just simplify. >> Yep. Everybody can be here on that date. So we have a >> is that going to be a morning or a morning? >> That should be an evening one, right? >> That would be the committee meeting, which would be the evening one. >> But do you want to swap those because now the 18th I guess we that would be that morning meeting. We're going to do the interviews with those CMS and I suppose if they want the business, they'll be here, but that that might not just be an hourong meeting. >> Push us into evening. So, do you want to make the 12th the morning

and the 18th the evening? >> We could make that switch. We could make that switch. >> And I'll just have to let our administrators know because that would also be their >> meeting that they come back and report. >> Sure. >> And we could swap we could swap with them. I mean, for one month, we could have them do whatever is convenient, I guess, for them to do. >> Well, let's put them on the 18th. I can make that a really long if they do all theirs plus the interviews, >> which is okay. But >> does that work for you, Claire? >> Yeah, I think it I can make that work. >> We're looking at the 12th. >> So, go to the the 12th and do a 7 a.m. and then change the 19th to

a 5:30 meeting. Is that >> Yep. >> The interviews will be separate on the 18th. >> That's right. That's what it is. interviews would be the 18th. So, we're going to have an 18th and a 19th meeting on that month. >> We'll know everybody really well at that point. >> Mhm. >> So, yeah, maybe it is prudent then to move that one meeting to just the 12th. >> Okay. >> Well, so then that doesn't interfere because the interviews are not on the same >> the interviews be on a separate day. So, it could still we could still keep the >> times the same. Is that going to mess everybody up what we just did? Sorry. >> So, we're going to propose that we just move our fifth evening meeting to the 12th in the evening

and not change anything else. Does that work? >> That works for me. >> It'll get a little I I can probably make it work, but I work that evening. >> Okay. So, it'll be a 5:30 meeting. >> Yeah. And I work at 7. So, >> okay. Well, we'll try to make it quick. So, we just need to be done before the 7 o'clock there. >> 650. >> Okay. >> Depends on how fast I got to drive. >> Unless you want to move it up to five. Does that work for people to move it up to five? If that helps. >> Well, I think if we keep the time standard, at least that way >> we're not changing too many things. >> Changing too many things. So, >> okay. Yeah, >> if there's anything pressing that

you want to be a part of, we just maybe adjust the agenda to to make sure that happens. >> Yep, we can do that. >> Okay. So, back to original Claire. We'll just move the fifth meeting to the 12th and leave the 19th where it's at. Okay. >> And that'll be our committee and canvas meeting. >> Correct. Are there any other questions or comments on that circle we just went around? I'll look for a motion to set the canvas special election results for the evening of the 12th. >> So move. >> Is there a second? >> Second. >> We will roll call. Olrich. >> Yes. >> Vincent. >> Yes. Porter. >> Yes. >> Sandstead, >> yes. >> Sour, >> yes. >> And I will be a yes. >> That will include our committee meeting as

well, part of that resolution, right? To make that change. >> Yes. >> Okay. >> And then that moves us to our discussion items. Um I'll just start with a quick shout out. Tonight's football game will be um recognizing our heroes in our community. So any law enforcement, fire, EMS, military will all be recognized at the game. Um and so anybody available to make it out to that should be a good good night for it. >> and free entry. So um any of our heroes can get into the game free tonight. Um they do have a we approved earlier in the donations. They do have a different jersey. Mhm. >> for this evening's game. So, um and then we'll just have a little facility update. >> Yep. So, we need to get scheduled um those tours.

Remember, we had talked about sending our elementary staff to see some other buildings. So, I'll be in uh connection here with uh Lindsay and Brent to get those set up so folks can see what newer buildings are looking like for their classrooms, what they would need for square footage. You know, probably outlets and things like that where people can say these are the things that we needed to have. These are the things that we wish we would have had. Getting those pieces taken care of there. The RFP has went out to um many vendors. I believe it was put on there must be a a site out there where where folks can check because I've received several emails as well um from people interested. Some have requested tours. So, I've got one scheduled today and

then one scheduled next Tuesday. uh but so I believe there will be a need to short list uh by our buildings and grounds committee just with the number of people who have shared interest in asking for the RFP. Now maybe that'll change um when they be by the time they submit but we've had good positive response on that. Um and then remember we had also said that we were going to reconvene the task force in December. So we'll have to start probably getting that ready to go so people can have ample notice of when that meeting is going to be. So maybe I'll check out concert dates because that becomes a busy time with music programs, Christmas programs, and things like that so we can work around that. But uh and hopefully at that time

we'll have some better information as we come into that from our staff being able to go out and and see other buildings, administrative team being able to look and say, "Yep, this is the space we need." As well as our supervisors and things like things like that. I know Chad had mentioned like at one of the last task force meetings was the idea of you know enough custodial space that those spaces have now need to change because of the equipment that they have to you know house in those in those spaces that before it was a mop bucket and now we have a scrubber. So lots of different different stuff there. So kind of an update there. We'll get something out to the public as well so they know where things are at. And then

the final piece would be those city council meetings. Um we have one uh at in city of Ela Lake. It's their work session, so need to have a couple folks there from 6:15 to 7:00 that evening. I know Darren said that he can join um both meetings. Uh he could be there. And then the city council meeting in Kensington is that first Monday, November 3rd with a 7:00 start there. And Jennifer Kanga said she would put us at the top of the agenda at that meeting. >> What time was the 20th meeting? >> 6:15 to 7. That was in o the elboy meeting October. >> October. >> Yeah. Next Monday. >> Yep. >> Is there anybody that really would like to go to those? I think I can probably make both of those dates work

as well. Um I think to be compliant if we have more than three, we'll have to post that we're going to be at that meeting. it' be informational, but we're not going to make any obviously make any um take any action, but we would all be at that place. So, again, if somebody really wants to go or if you want just two of us to go, doesn't matter that way. You guys can decide on that, but we'll just have to make sure we post that if there's going to be more than three of us there. thoughts. >> I have to work with this. So, >> okay. Kayla's out. >> I can go I can go on the 20th. >> Okay. Claire, any thoughts on those dates? >> I'm happy to help. I just know that

I haven't lived in the community for more than nine years, so I'm not sure if that plays in with maybe somebody else being better suited to do that. >> Okay. I don't think there's a nine-year requirement for either one of those meetings, but um >> well, >> that's fair. >> If you want to assign me to one of those, that is just fine. What the dates are in November. Is that correct? >> Uh no, a week uh next Monday at that's the Elbow Lake meeting 6:15 to 7. >> Although that one we might already have three there. And then the other one is November 3rd. Monday, November 3rd. That's the city of Kensington. And that's uh at 7 o'clock. Yeah, I could do either. Um or both, I guess. Uh the one question I do

have is are we thinking about preparing a presentation that has, you know, that both uh councils see and then do a Q&A or what do we have a format or I just wondering. I think probably a short presentation at the beginning, maybe just a summary of what has happened to get us to this point would be a great idea so it's consistent. So yeah, I think we can do that and leave it any time after that for questions would be great. So I'll work with Witsth to help put that together. They won't be they won't be presenting at the meeting, but they can kind of give us help give a summary and a synopsis of our task force and and starting all the way back to their facility analysis. Um, and just assign me one

of those if there's a need. That's just fine. And you can email me. >> Okay. Well, is there any other interest in the November 3rd meeting? >> November. Okay. >> All right. Well, you and Claire want to paper rock scissors to see who goes on November 3rd. Did you say something to clear? >> Spoke up first. >> Although I would say Ryan maybe just because of whose local and stuff like that. Is there some since we're going to have Darren, Nathan, and you at the Elbow Lake meeting? Is it chair beneficial to have >> Ryan on the representation there? Maybe. >> So Claire, you're off the hook and we'll take Ryan. >> Okay, I'm off the hook. Okay. >> Brian on the third >> unless you want to have I mean you do have three

going to the October 20th. >> Well, did I guess >> I mean Darren said he's willing to come here as well. So, >> so I mean is that fine with everyone or is there somebody else that wants to jump in there? >> Again, I don't have to go but I certainly can. I >> think you're longevity on the board. You've been through a few of these processes. So, >> again, so we want to leave it at that. >> Okay. So Maya, Nathan, Darren on October 20th. >> Maya, Darren, Ryan >> on the 3rd. >> On the 3. Okay. I'll make the board I'll make their city I'll have their city councils aware of that. >> Okay. >> And that brings us to the bottom of the page. Luckily, I only have one more line for

roll call on my sheet. >> So motion to adjurnn. >> There's a motion. >> Motion carries. Thank you, Claire. Thank you, Tanya.
