001you are up in line [Applause] switch [Laughter] this down to sarah's spot when she gets here thank you your girls play again tonight you said well tomorrow okay it's awesome yeah beautiful days forward huh yeah yeah the first thing it was the first wind in a long long time yeah it takes the mental that you know a 20 mile an hour straight in your face brings to hitting yeah uh good morning mr hoagie good morning i think we should have gone to your office mr hoagie i'm not sure it's all going to be needed sarah is going to be a few minutes late this morning i think it's just out there that's where we just face that general direction face that direction leave it out there there's one hanging right outside just right there it's
002up high or we could face right there because i'm sure there's one sunshine you'll be in the right direction [Applause] so okay all right well i have that it is here on wednesday june 2nd i'm going to go ahead and call the meeting to order we'll start with the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all minnesota continues to operate under a covid19 peacetime emergency that impacts how we are to conduct our board meetings the board respectfully requests that all staff and guests attending our wca board meetings comply with social distancing and face covering requirements complying with these requirements demonstrates a level of courtesy to others and helps to
003protect everyone from the spread of the virus if social distancing is maintained face coverings may be removed to address the board or the audience while this the board is not statutorily compelled to hear comments the board desires to provide an opportunity to hear from members of the public individual speakers are asked to limit their comments to no more than two minutes the board asks that all comments be civil courteous and respectful individuals viewing a live streamed or recording of this meeting may direct their questions or comments to questions at isd2342.org our mission statement is to challenge and support our student staff and families in each person's growth as an engaged learner and successful citizen of our community i'll move into roll call starting with christensen here gross here nessman is here symbolic here sansted here
004strength will be joining us here in just a short bit and ulric all right recognition of visitors and public comment do we have anybody joining us today that wanted to address the board yes sir uh some questions as opposed to really i got concerns about the social studies department and some of the english department here and some of their anti-american and actually racialist teachers i'd love to give a few examples of them for instance his history teacher says that the cause of the second world war was uh the bankers and their desire to make money well it seems to me a pretty obvious that well both businesses were involved in both great britain and france and germany but uh they also there was this thing called pearl harbor which kind of led to our involvement
005significant worldwide other uh instances uh they brought up the cases where if a a state would pass a law requiring a border id that that would be a considered a racist law and they proceeded to advocate for for that position because somehow blacks and minorities aren't smart enough to get an id and in spite of the fact that in the states that implemented minorities has now increased are several instances like this and i'm one of the teachers the voice teachers when they started uh in the fall one of the very first questions you had was what may or when was america great [Music] was america great then because they had slaves well that kind of ignores history and that every society in the world pretty much has had slaves at some point in time so
006then otherwise would say well how about uh we fought world war one well no women they didn't get to vote then well that ignores that the united states was one of the first countries to implement women's suffrage or the voting rights government there seems to be a real issue and in particular i think that this time when we lose uh mr drazzle i know i had a high respect for the military and you got to replace them that you actually dive deep into what what some of these teachers believe and what they intend to inculcate in the kids because this critical race theory this marxist teaching is very divisive and nothing in good is going to come out of a divisive environment it just sets people against each other makes people define themselves by their
007race by their gender by their sexuality rather than all americans all means in the image of god and we go forward from there and i know i got the different perspectives and i know that it's possible because i've got a kid in the alexander school district and their english department is not like our uh our in our english and social states but it's not like ours they've got a very well-balanced position rather than something that's out in your face and we're going to continue to teach this stuff that blamely opposes the vast majority of people in our district i really wonder how you can come up with the goal to ask for more money for anything if you're going to teach something that fundamentally opposes the beliefs of the majority people industry [Music] more specifically
008to the empower you portion it's probably appropriate at that point but then i do have real concerns i would implore you to do some due diligence since you are the board you are the administration and you are responsible for the education uh that you do some diligence [Music] thank you for sharing your thoughts anybody else that wish to address the board today i think all my visitors are over in this direction okay i'll ask for a motion um to reflect that sarah strunk has joined the board meeting at 707 a second all in favor say aye aye oh is the same sign motion passes um moving into new business uh adopting the agenda there believe it or not is no modifications to the agenda that you have in front of you today unless there's any
009comments or questions or requested additions from the board if not i'll ask for a motion to adopt the agenda go move and a second one favor say aye oh is the same sign motion passes moving on to our consent agenda number one approved the letter of resignation from earl jansen from his position as a wca custodian any questions or comments uh from the board to mr hoagie we'll move okay motion by mr cevalloc is there a second second all in favor say aye oppose the same sign motion passes moving on to new business number one first reading of the following policies with statutory and recommended changes by msba uh policies that we're looking at are policy number 214 out of state travel by school board members policy number 301 school district administration policy number 302
010superintendent and policy number 303 superintendent selection any questions or comments from the board as you had a chance to review these in the board packet that was sent prior to today's meeting all right if not i'll move on to number two consider and approve the elimination of any south elementary renovation as a two-side elementary solution for facility and academic needs questions or comments from the board if not i'll ask for a motion to approve the elimination of any south elementary renovation as a two-side elementary solution for facility and academic needs and a second second all in favor say aye all right close the same sign motion passes number three consider an approved 50 000 dollar commitment to the greenhouse with the contingency that funds will not be used if fundraising efforts exceed the final projected
011cost questions comments or thoughts from the board absolutely um i'm not sure if you've i i think you've been apprised of this but uh eric swatsky did apply for and receive the 100 000 lions grant which really propels us along the road to getting the funding for the greenhouse and um in the agenda explanations that were sent out last night that they have 12 donations right now about 261 thousand dollars um the projected cost on the greenhouse materials and construction is 291 and then eric anticipates about another 20 to 30 thousand dollars for um establishing the bed where it's going to sit the utilities and those kinds of things he's also seeking you know in-kind work to help with that so with the 50 000 it's not a commitment that stays there because eric still
012knows there's dollars out there that have been individuals have indicated a pledge not officially but they do anticipate more money coming toward that so as that fundraising continues that fifty thousand dollars puts mr swatsky in a position to contract with aj lower the the manufacturer of the greenhouse and to get the process started we actually have a groundbreaking ceremony that's set for fry i think it's friday at 1 pm so um quite an accomplishment for mr swatsky and and the ag boosters it's it's a wonderful opportunity for the district i would agree move to approve okay motioned by mr sabolic in a second by mr christensen all in favor say aye all right oh is the same sign function passes moving on to number four consider an approved 10-day extended fy 22 summer contract for
013eric swatsky at his current salary scheduled daily rate questions or comments same as what we did last year correct well it's similar to last year last year he had applied for a grant that that gave him a match so last year was 20 days in which the district paid for 10 the grant paid for 10 and the same for mr johnson his was a 10-day one in which the the grant paid for five and five was paid for by the district so what we're doing is looking at the same district appointment as the previous year but the the grant um uh is not available to the district this year any other questions okay motion by mr christensen is there a second all in favor say aye oppose the same sign motion passes moving on to
014number five consider an approved five-day extended fy 22 summer contract for ben johnson at his current salary scheduled daily rate questions comments okay motion by mr christensen is there a second second all in favor say aye all right the same sign motion passes moving on to number six can consider an approved extended contract for john kraft for a maximum of 250 hours at a rate of 40 per hour questions or comments from the board last year um thank you for that information by the way and was it 109 hours that he actually is that right yeah i don't know if he's all got to get some of these projects completed and then the one project that i didn't have identified on there is of a scores table upgrade for us as well so that's the
015one that i forgot that mr craft uh reminded me of very good motion by mr stabalk is there a second second all in favor say hi same sign motion passes moving on to number seven consider and approve empower you a social and emotional learning curriculum for students in k through 12 at a cost of forty three thousand four hundred and thirty five dollars questions or comments from the board do you have some more information on this i've been looking at their website and stuff and i haven't you share some yeah so um we initially voted and then um i was also called by from our special education co-op and they had indicated that they are going to be subscribing to it um for all of our students with ieps um so they would be covering
016the cost for that and um just to look at it a little bit for some of our esser funds that have to be earmarked towards social emotional um learning and so we took a look and another thing that was happening is that some of our advisors in advisor time are asking for something that's a little more structured and can we add a little more heat for our advisor time so um with that good fit for that it is at the elementary level more classroom directed lessons and then as you go to middle school and high school it becomes more individual and is really private for a student and something that they can use on an individual basis if a student needs extra support they could go all the way up to a tier three intervention
017um versus most students in our district would just be at tier one so they could do like a monthly check-in license coaches mental health counselors that they can meet with um and check in with and help do daily goals and whatever one thing that we know that our teachers have all become counselors this year which is a super heavy burden for them and so we kind of feel like it's a nice way to support them as well it is also something that if it's a program that we um think is working and pretty effective for our kids our teachers could subscribe um they'll get trained to be to have a um implemented in their classrooms but they could also create an account and get some of that um social emotional help and coaching and those
018services if that is something they would elect to do um so it's a way to kind of address some of those needs and some of those extra funds that we are supposed to target in that area um the one downfall to it right now is that it they don't have yours developed um past like the two-year implementation so they are working on it so if we pay for those initial years um the cost should go down because it wouldn't be necessarily district-wide forever it would be incoming kids to do those initial lessons until they add on to their um maybe tier two supports that we might have individual kids mr wood or miss smith could use to support what they're doing with kids uh so it could be it right now we're asking to subscribe
019district wide but it is something that most likely in the future will be very um toned down maybe the fifth grade coming in will get it and then ninth grade going into high school get it um and then those individual kids that need more more support so that's during oh already said that they'll be they'll log on and they'll they'll be able to visit with a counselor and is that how it's intended to work yes yeah so their advisors will kind of like encourage them weekly and they'll be able to see they can be set up in those environment classrooms those advisors can see like oh so-and-so has you know been meeting regularly or so um you know they don't need as much support so they're not or whatever and the kids can use it
020essentially as much as they need have you talked to any other districts that have did you say morris is going to start but is there districts around that have been using this yes and so um there we have uh let's see um alexandria started it last year the year before and then we have a couple other districts that are just starting as well um i believe fergus is picking it up um and then you'll have to i'll have to look back but i can get you a list of the other schools in our area that are using it as well with positive feedback and it's been a good thing for them okay and it's not it it won't be forced on a kid it's available um and so the goal is for those kids to
021eventually get those kind of lessons about goal setting and resilience i realized that you've raised your hand a couple of times i didn't want you to think that i i wasn't seeing that um public comment we do reserve at the very beginning of the meeting if you have a particular thoughts or information that you'd like to share about this subject in particular i'd encourage you to share that outside of the meeting with mrs knudsen and mr hoagie which you could certainly meet with them while you're in the school today or electronically shoot them an email all right any other questions or comments from the board on the empower you curriculum what's the ongoing cost after this year this year would be paying yes as a refund or whatever would pay for this year but going
022on the next year and year after year after what the ongoing cost of that well the yes or funds could be used through 2024 and as susan had indicated that as we go forward it's not the whole district-wide anymore it's for a grade level coming in or new students to our district would have the opportunity or exposure to it so right now we're going to a k through 12 program it's more individualized for the high school students at the elementary level it's a it's a fee per classroom so the largest expense is at uh the secondary level that's correct mrs knutson yes would be funded through those funds up to 2024 2024 good questions comments or is there a motion [Applause] mostly approved questioned by mr ulrich is there a second second all in favor
023say aye it was the same sign motion passes moving on to um discussion item number one fy21 revised budget update and i assume diane we'd like to have you at the table for that discussion yeah great question the way we're set up today is coming right here okay feeling first one we'll just touch on briefly 21 proposed budget revision last june going through this year as of right now and this is the preliminary i'm going to continue with the final budget revision the general fund is right now standing in a deficit of 88 is still leaving a projected fund balance of 3.9 million dollars the food service fund um which we had fewer kids participate this year even though it was free our expenses were down a little bit but we're still you know just
024ending the year maybe a negative eighty four hundred dollars for the year or still leaves the positive fund balance of ninety four thousand dollars in the food service fund which is okay community head fund that is showing a negative 43 588 and there's an asterisk by it we've received notice we'll be getting some vpk or voluntary pre-k money but they haven't told us how much yet in the past it's been upwards of 150 000 if so that will that will take care of that that money will the the expenses will be moved to the general fund and the vpk dollars will be taken in to offset those expenses so that could very well be a positive number debt redemption that's regulated by the state there's a positive fund balance of 55 000 in there that
025just goes towards paying off future bond payments and then the trust fund is eleven thousand three hundred thirty dollars leaving a total overall projected fund balance of four million forty thousand dollars for the year questions on that we the initial budget had a um overall positive revenue or overall projected fund balance of 3.5 million but that was before any of the estimated and all that kind of stuff came in so diane you're using 758 on the bottom left yes started the year at 800 so we've seen nutrition there yes students leaving and online platforms yeah so okay on the proposed fy22 budget for next year and this one is very very prolific it's showing a negative um four hundred thousand dollars for this next year in the general fund part of that is short or
026the we're getting a hundred and three thousand dollars less in compensatory funding so it's next year over this year um any salary increases transportation increases that kind of stuff and figures up to be about between the the compensatory the salary projected increases transportation increases just about four hundred thousand dollars over this current year so that would make up for almost the whole uh 436 thousand dollar deficit there's no s or funds in this budget yet or so expenses mr hogan and i and others are going to be meeting to go over that to see what we need to add in but that should be just uh expenses in our revenue and expenses out so that shouldn't change a whole lot food service fund right now just kind of using the same numbers we've used this
027year maybe projected a negative 11 000 deficit for next year still leaving a positive fund balance of 82 000 community service fund as you can see it starts out with the negative but that's a change due to that bpk dollars so that one is still working price debt redemption that's the money that would pay the bonds and then the payments and they will only let it get so the fund balance gets so high and then they pull some back best fund eleven three eleven thousand three hundred dollars for projected overall fund balance of three point four nine five million dollars right now very very preliminary numbers do we know again we're using 750 here do we know if other districts have seen attrition in their numbers like we have with students finding other alternative platforms
028or dale did you speak a little i mean is that a watch out going into next year i'm sure we don't know the number of students that are out this year due to a choice to their home school use an online service um has has grown in in all districts um actually with with 50 and the percent of kids that we have that have chosen that option it's a smaller percentage compared to some others there are there are some that favor better than us so when when we look to to start the the new year that's 750 atm is is probably a conservative number and that's how diane and i like to to plan a budget as we we're a little conservative on on revenues and we might um expenditures we want to make sure
029that we we round up if we're doing some rounding so so with that the enrollment could be higher than 750 there's always some transition with the individuals moving in and out of the district but there's others that that are are not in our system currently that may return in the fall so any any other questions thank you thank you diane moving on to discussion item number three planning for a three site solution to address facility and academic needs mr hoagie do you want to lead the conversation here absolutely um you do have in front of you um discussion items item number three and i provided you a preliminary list at our prior meeting and we're basically in the same position but as we move through the process here to um seek a a facility referendum
030uh there are some things that we need to start moving on to make some decisions so we go forward um one of the things that we're doing is having the conversation with some of the some of the things that have been um concerns to this point but i'll walk through uh that discussion list with you under number three and and um the first one on there is work toward a positive review and comment when the the state of minnesota reviews the the document that's submitted for a construction project they place their general basis on is it economically and academically advisable so if you summarize all of the data that they that you provide to them they want to make sure that the project is something that that they see is is going to do well
031for students academically and also something that is a financially prudent decision to make so so when we work through that the the thing that's important about that is if it's a positive review and comment you go to voters to pass the referendum you need a 50 plus one to pass with a positive review and comment if you have an unfavorable review and comment you need 60 of your voters to pass that that building bond referendum and if you get a negative review and comment you can't do the project you've got to go back and change things so um brian berg had suggested that he and tony wolf and i after we you make some initial decisions here and at the meeting on the 17th that we meet with chris coopers and say here's our rough
032plan is this is this a direction that we can head down the road is is this a viable option that that has potential for a positive review and commentary and he you know he can't advise on that officially until he gets the entire document so when we look at a going to a two site elementary option the things to keep in mind are addressing academics and addressing our our situation in a fiscally responsible proven manner so those are the two guiding things for you as far as our review and comment um any any questions before we move on to be is that normal for architects and superintendents to meet with them prior to does that mean is this is this a typical thing that you would you would do or is this because of concerns
033before or or what um it was suggested by by brian berg so brian burke will have communication with kruber chris kubis on any projects that they face um in my prior experience with the construction project there was communication that took place between the architect and chris kubis prior to the submission of the review and comment i was not involved in a in a conversation um with chris um other than working toward um a grant opportunity for the the school district uh federal stimulus funds so we were talking some about the project in advance so it's i i think most districts will have a communication of some sort my communication with chris goobers previously at uh lake park ottoman was through emails and phone conversations uh this would be an in-person in-person meeting we feel like
034we should have a board member present for that or or is that not needed or i guess i have some concerns given the conversation that i had myself with chris kubler previously when we went through the last bond vote and with tory westrum and i think the tory was as a representative very frustrated that chris kublaish was not unbiased in his conversation that he is he is endorsing one option over another rather than providing insight and direction for the board about the process he has an opinion about what our district decides to do so that being said knowing that he has already been immersed in these conversations before you know it there do i think there needs to be a discussion yes is it going to be a lengthy one yes because we've literally flipped
035180 degrees in everything that we've communicated with mde but i also think that roles and responsibilities if we're going to have that conversation in my opinion it's very important that those are outlined because of the way that the conversation happened previously in my opinion if if we're going to consult with chris kublesh i i think it's important that we're asking for direction on the process we're not asking for his personal opinion in my opinion so darren posed the question about a board member president for involved in that also if if there's a if you want board representation i am certainly not opposed to that that's just a question if we do that i wonder if we fall back on our buildings and grounds committee is one direction that we could go with that depending on
036how many you know we could either just have one board member that participates in that conversation um i tend to gravitate towards buildings and groans because we are talking about physical site location right which falls on some of the discussion items that buildings and grounds have during their committee meetings but i don't have a preference one way or another i guess i guess for me it would if if we were if or felt like i should have a board representative there to me it it's beyond buildings and grounds committee it should be a board chair or somebody like that or not necessarily a board sure but i mean it to me that oh when we're looking at the whole all the facilities of the whole you know what we're gonna do for a referendum i
037think it goes kind of beyond that committee scope i think an advantage to a board member participating is that you'd have uh someone that could provide a history of the of the district beyond what i'm aware of i'm i mean a lot of it's been shared with me but i'm sure there are things i know there are things that haven't been conveyed to me what direction does the board want to go you do you want to ponder this and and then when we meet on the 17th you know make a decision about a board rep or reps on that date you can have a you know an opportunity to think about schedule and we may have a date confirmed by that time to me i just had to i just had a question i didn't
038know which road anybody wanted to go or if it was if we needed some we felt we needed a board member there or not i just i didn't ask the question i also think it'd be a good idea but the meeting hasn't been the date hasn't been set yet do you have options of the 23rd 24th or 25th of june when we talked about it i suggested that this be after the 17th when some more decisions are made and probably as quickly as possible after that so those are the dates i'm i'm not available the last part of the preceding week in the first two days of that week so that's a thursday off must be a wednesday thursday and friday if you um desire to have me involved in that conversation in any way
039shape or form i am leaving the 24th and will not be back until july 3rd for vacation but i i certainly think there's plenty of individuals that are where will that meeting be at um we we'd meet at mde site minneapolis let's see what we can think about we don't need to nail it down today sure but i also yeah i agree with darren i think it's a good idea for at least one board representative to be there if it works so mr hoagie you'll work towards a date and then we'll revisit board representation at our meeting on the 17th okay all right and with that we're to f on our agenda we're going to go ahead and ask for a motion to approve going into closed sessions if i skip something or less before
040they're different than my agenda oh for the three sites utilities we're still under sessions we're everybody pulled on the reins there okay the community leaders meeting is that the next uh item on the agenda here and and we had a good opportunity to listen to perspectives of people within the community community leaders not only their perception but also conveying things that they've uh heard from others so as we go forward with this um you know to continue that relationship and continue that involvement i i think having at least one other meeting with them scheduled soon and others to follow but um you know june 15th would be an opportunity for us to meet prior to our board meeting on the 16th and um and then if if the we might want to come back to
041this after we go through the rest of this agenda to see if it's going to be advantageous to meet prior to our board meet or meet after our board meeting but there's some dates available there that that i think we could bring those those individuals in they have the the city councils um four of them have their their monthly meeting on the first monday of the month one of them and i think it's baird has their their monthly meeting on the second monday the month so that takes a couple of days out of there that takes out um june 14th i think is the date is a monday so that's why tuesday's an option um and then the following week the 23rd and 24th or wednesday and thursdays so we might want to circle back
042to that after we get through the rest of the the topics here so um item c if a one site option was not going to be selected the next preferred plan was a combination of demo new construction renovation at north with new construction of a south elementary so with your action earlier today that's the direction that we've headed now is is to head toward that um renovation of of a portion of north which would be the gymnasium the surrounding classrooms demo with the wing to the to the to the to the west into the to the south and then with a new south elementary grade configuration for new sites item d um currently we're a pre-k through four uh there was some interest or comments made by public that they'd like to see that to
043be a pre-k through six um our principals mrs prash mrs knutson and i have had discussion about if we're moving forward with a new site there's some things that that need to be taken into consideration one of them is space at this site where we're we're filled at this site so we we talked about a a fifth grade classroom being moved out and that's what we talked about when we're on one site that the new site to the north there's gonna be a pre-k through five which would free up three classrooms within this building for some of those classes that we don't have space for right now though the back portion media center will alleviate some of that that classroom crunch but we're still at that point and if we have any enrollment growth and
044have to go beyond you know three sections for a grade level in the junior high or the fifth and sixth grade were kind of stuck so we we talked about okay that's a facility decision on a fifth grade that helps so then we talk about okay how does that impact us academically so we talked about okay okay if the fifth grade stays with pre-k through four does that negatively impact anything that's that's done at that level mrs prash indicated that that uh with adequate space and and programming that fifth grade can work the one thing that would be would be immediately different for us would be the band program because we have our fifth graders in band here so that would mean that our our band would have been scheduled at a time during the
045day and and as we talked about that to alleviate disruption in the in the six through twelve building that ban period for fifth graders we would be scheduled first part of the day so it might be up two days per week in in in uh at the north elementary and two days per week at the south elementary um you know for the the band so mrs prash thought that that schedule could be worked out when we look at uh this site then if we're a six through 12 it it kind of leads us right into a middle school opportunity with grades six seven and eight we're not staffed right now to really do a full middle school but we we could be with some transition change over and personnel where we could have of of
046six through eight middle school and then our nine through twelve is our our high school so that provides an opportunity there so from an academic you know in a facility standpoint both of these tend to lead us to think that that uh pre-k through five would be a good option for us to pursue so um mrs knutson if you'd like to or mr fosley address anything about your thoughts about a six through twelve or board members if you have any questions or concerns come up this year is that socially fifth grade struggles a lot of them are not ready to be in this big building but um advantage of the sixth grade middle school concept is we really could if we wanted to provide more like block time for core content area um and provide
047more intervention time for kids that need help for more enrichment time instead of right now we're kind of crushing that seven through twelve on that seven day schedule we're all the same but if we really had that middle school concept of that six through eight we could we could create a schedule more specialized for them and their needs which would be really cool for our kids the last rule that i have on that is is is to solicit additional input from the staff members that would be impacted by that and keep in mind that if we should pass a building on referendum in november or february we're still looking two full school years out at a minimum before there be any any change but any more questions regarding that program space and square footage so
048the figure that was used prior to the november 2010 referendum was a figure for new construction of 72 416 square feet and we've typically referred to that as a 70 000 or 70 000 square foot option now with that square footage it began with with me identifying spaces that i thought was a would be appropriate for uh an elementary building that draft was taken by um brian berg and tony wolf and they met with our our building our elementary principal our dean and then a selection of staff members and they went through that and they they changed some spaces on that uh on that proposal and then we also had some discussion about gymnasium and we made the gymnasium larger to accommodate for multiple spaces so a computer room was added we added flex rooms
049um uh gym was made bigger so it went to 73 000 square feet now in a conversation that had with with brian berg i explained to him that there was some concern about that site size because at north right now we have about the same square footage and we have some rooms that are larger than they need to be in in that space so the talk was can we shrink that site and still be effective so brian berg did go through an initial um adjustment on that and rather than 900 square foot rooms he went to 850 which is the the minimum that's suggested by in mde and reduced the common space it was i think was at 3 500 square feet i think he scaled that down the commons and lunchroom area and then
050he made some other um cuts as well i i think it had three flex rooms and he talked about possibly even eliminating those but then constructing the facility in which if you need additional space you can easily add on to the end of a wing but you need to keep in mind that if you're adding on the cost per square foot to do a couple classrooms a lot more per square foot than doing the the space immediately so what brian will share with with board members and elementary representatives tomorrow is uh reduced square footage space down in the i think it's in the 62 000 square foot range and explain how that works so when you look at a a cut of 10 000 square feet it's there's a cost savings to that so right
051sizes when you look at the the size for um north elementary you're handcuffed a little bit those walls around the gymnasium are are non-weight-bearing walls so they can be moved and shifted but still you you can't carve out you know exactly the size square footage from that that you would would need or or desire to have but there is flexibility there for utilizing that space and then with the gymnasium the gymnasium stays the size of this is there isn't anything making it larger or smaller that's just what you'll will have so so with that conversation tomorrow it provides an opportunity for for you as board members and for staff to have a conversation about what is the right size for that building for our current academic needs and and with some planning for growth any
052other questions or comments about about that okay then f follows that meeting tomorrow um developer miller preliminary is designed for review that that may be available tomorrow also um you saw a sketch previously or a couple of different versions of that of that uh north side because we talked about you know flipping things around and putting the the bus drop off near the playground so kids didn't have to walk through parking lot you know to the playground area so that was shifted i think the entry was was shifted somewhat so they've they've already put enough version and these are very big plans it's just a sketch or model to show you what the potential may be and that may be available for a new self location tomorrow as well okay um item g explore potential
053locations for construction so so with the community of kensington community of hof and for those two there are are areas of undeveloped land around the the communities in in which potentially could house an elementary site to south elementary so so with that then um we we briefly talked about hoffman as a site prior to november of 2020 and removed it from the from the table for any further discussion so now what i'm wondering is is this a direction you you care to go to search out um you know three to four properties around kensington three to four properties around um uh hoffman to see if there's interest uh to see if the the cities of kensington and hoffman are in a position to um take on a new structure is it something that you'd like
054me to pursue and gather more information i guess i guess for me i think we do i do need we do need to look at all of our options i know the town hall meeting we had in kensington they people had thought we had already talked about hoffman we had not but after giving it more consideration i mean i think we need to look at least look at it and i've requested from you and chrissy to get a map of to so we can see a map with pins on it where our students are located and for me it's going to be i'm hoping that'll give us a clear picture of where it makes the most sense to locate a school because i to me i don't think we should locate a school where our
055students are not if that makes sense and i would like to see where the concentration of students are if that's closer to kensington if it's closer to hoffman i have no idea i'd like to see it on the map so we can we can see the visibility would we take like a 20 or 30 year demographic of kids or just this a snapshot of this year or what are you thinking i mean i like that idea right but and maybe the future too so we know babies are being born we probably want to look i'd like to go back and see the the of the towns i'd like to see the the number of students that has changed you know has the student population shifted is it i mean that that's what i would like
056to see and for me i like to see i'd like to see it on a map so we can look at it good idea that sounds like something that should be kind of brought up at that community leader meeting as well yeah just to get get their thoughts on that but i agree that i mean i think seeing seeing where the concentration of students is important that's me we've never really seen ever we maybe work with palmer too to see what a hoffman location does to routing you know does that improve routing does that change it much i mean i know we use basically use the hoffman site right now as a the drop point a hub would that simplify things would it i mean if that was the hub that changed that okay so
057i've got locations growth of towns maps palmer transportation we'll continue our work forward on that and and have things available um for the next meeting [Music] kh develop more specific plans for secondary school site programs we're fairly specific with steem um following the election those that that for the the three other questions are some some misunderstanding about how those questions were managed they thought they were tied into question number one and wouldn't be successful um we need to ultimately have some discussion about do we have one question on the ballot do we have multiple questions as we did before but how do we do that so you know with the the steam and the fitness space and the running track those are all things that we had spoken quite specifically about including we developed questions
058to place on the ballot for them so i think it would be my expectation is that we continue planning for at least those three specific pieces is is that correct okay then with our community meeting and other questions that came in there were questions about what are the other things that the district would need to have and mr fosley has done a a list for our or our area or space of things or need in repairs so so as we we talk about a referendum now to go forward with the elementary site and and depending upon whether you choose a 20-year or 25-year your bond you're kind of locked into going to voters for the the projects that you need and and may want to consider may want to consider all of the um all
059the things that that you foresee as a need as going back again for facilities you know in that 20 or 25 year period probably isn't going to fare very well um as you go back forward so you might want to put it all into one rough referendum um date but other things that we have identified as is needed we've got a block around the the softball complex that's starting to to to fall and get pushed out we have supple field fences we uh have a parking lot in the back that that's in in poor shape uh we have a ventilation system or a situation in our uh auditorium that we're managing if you remember the fall order that we had after a period of time when that was all closed up we we still have
060ground water that seeps into an area down below there so so we have a lot of those things that that need to be done um uh we talked at one time about a baseball sopplefield complex of different location we currently have three softball teams we have a junior high we have a uh jv and we have a varsity we have two fields and baseball's the same thing we have three separate teams with two practice fields so we we talked about upgrades those fields but then we also talked at one time about do we develop a new new complex so um you know and then there are probably other things that have been on our mind that that um you know i didn't put on the on the list here but how how far along do
061we go to a address some of these other needs to consider in the next election i think something that would be helpful would be to go back and look at our 10-year long-range ltfm plan because some of these things it sounds like is maintenance of existing um infrastructure within the district versus you know where where we want to build new versus where we need to repair and i just don't remember because it's been quite some time since we looked at that what we had said we were going to allocate our ltfn funds to in the long term i wonder too if we could look at um school perceptions or mde on um probability of passing if we got feedback last time that people were confused and maybe checked out was the right word because of
062the number of questions maybe we better be pretty pragmatic in what we do ask for if we want to have success and focus on the most important things first i don't know if that's truly have some statistics around that that we could try to round up if it's a one question are they more successful three or four or five or what number do people start to just say no to everything or do you wrap them together right that's the other thing okay what i'll do is with michelle's suggestion go back to the 10-year plan ltfm plan that would have been in place um i'll i'll pull that and then separate some of these projects into things that would be ltfm eligible and other things that would not be if i'm eligible um then the other
063items on here are um you know for future discussion develop the review and comment uh presentation mde that's more information needs to be pulled together by the 17th then dissemination of information to the public uh review planning timeline uh that diagram is provided to you again so we're looking at um you know middle of july is a kind of a firm date of to really be going forward here um the election timeline um so uh chris and i would have an opportunity to to meet all the requirements for having that mail ballot and then determine referendum election date so tomorrow um brian and tony have i had asked them to consult with gertz construction services to provide somewhat of a timeline so when you look at a difference of three months november to to february
064and look at the bidding timeline when construction starts when you have a november date and go through the process of develop fully developing the plans and and then putting out to bid you probably bidding in in may or june and sometimes those aren't the best months to bid because contractors are really into their heavy workload and they're not really looking forward to the following year so you might not have the competition and then also when you're bidding at that time the amount of work that you get done prior to winters is somewhat limited unless you can really get that that slab complete and and for construction and get those walls up so so they may have and some information on what would be the advantages of a november or february day to to to give
065you an indication of where we may go any so questions on three site solution anything i may have forgotten recap thank you how is it appropriate to move to f okay we will go ahead and move into f i'll ask for a motion to approve going into closed session is permitted by minnesota statute section 13d .05 subdivision 3 for superintendent evaluation and also negotiations discussion with the ea so moved in a second all in favor say aye oppose the same sign okay we will go into closed session at 801 am
