004as per the statute governing such appointments. The chairman of the executive committee, Mary Sasser Holloway, has overseen this nomination process. The nominee, Matt Johnson, has been recommended by the executive committee to fill this unexpired term by the on the Carteret County Board of Education. After consultation with legal counsel at the State Board of Elections, it has been confirmed that the appointment will be valid for the remainder of Nathan Chambers term, which expires in 2028. Apologies for that communication snafu, but of course Everett stepped right up. So, with leadership. I have a few remarks. So, in our primary group in Carteret County is our distinguished Seal of Biliteracy. Thought it would be appropriate to speak a little Spanish, but the rest of my remarks are in English.
008So, the Seal of Biliteracy is a distinguished recognition awarded to graduating seniors who demonstrate proficiency in two or more languages by the time of graduation. Students earning this honor must maintain at least a 2.5 unweighted GPA in English language arts and meet rigorous state established proficiency standards in an additional language. The Seal is formally affixed to the student's transcript and diploma, recognizing an important academic and cultural achievement. Beyond academic distinction though, the Seal of Biliteracy reflects the ability of students to communicate across cultures and communities in an increasingly interconnected world. Biliteracy strengthens cognitive flexibility broadens global awareness and prepares students for success in higher education military service and the modern workforce. Employers and colleges increasingly value multilingual individuals for their communication skills, their adaptability, and their cultural competence. Tonight, it is especially meaningful as we
009recognize the inaugural cohort of the Seal of Biliteracy recipients at West Carteret and Croatan High School, as well as the value for Carteret County Public Schools. These students have demonstrated perseverance, scholarship, and a commitment to expanding their understanding of the world through language. Their accomplishment represents not only personal excellence, but also the growing diversity, opportunity, and global readiness of our school community. Um these revisions reflect modifications in state board policy, changes in federal and state legislation, and judicial created precedent established in case law. In the packet, um they separated the policies into uh two types of updates. One is a minor update, one is more substantive. Uh The minor updates only change references or footnotes within the policies. There were no changes to the policy since first

I did get feedback from the board that policy 6220, there's a sentence at the end that is not part of the general statute, just the last sentence, portion of the last sentence of class trips or school sponsored extracurricular activities or social events. Again, these reflect these additions reflect modifications in the state board
013policy, federal and state legislation, and case law. As you I'm just going to bring two things of note. As you will see in some of the policies, particularly uh 30 3225, 4312, 7320, and 4318 is now a violation of students to record, take pictures of other students or employees without the consent of the individual. This action was taken in consideration and made changes to this policy particularly for some things that have come up in recent years across the board, not just only in our school district, but in other school districts. So, we will make a concerted effort to make sure that our principals know about that and the students know about that should this policy be approved on second read. The second policy I want to bring to your attention is policy 7325, that's video
014audio recordings by employees. This would be a new policy for the school district. This policy provides guidance on when it is appropriate for employees to make audio and video recordings within the school. Um I'd like to extend a sincere thanks to our board and to our dedicated staff um for the hard work this year and the commitment throughout the productive and successful school year. Um as you know, the last day of classes is this Thursday. Um high school graduations will be held on Friday, with that summer break will officially begin. We wish everyone a safe and restful and well-deserved summer with family and friends. We look forward to welcoming back our students on Monday, August the 24th of 2026. Um
018before I conclude my comments tonight, I'd like to take a moment to acknowledge the passing of our former Currituck County Public Schools Director, Lisa Kittrell. Um last week, our school community learned of Lisa's passing, and while many of us are still processing this loss, it's it's important that we pause to remember and honor the extraordinary impact she had on our students, staff, and community. Uh Lisa was a remarkable educator, leader, and friend whose influence on Currituck County Public Schools cannot be measured. Her dedicated She dedicated her life to serving children and supporting educators, always leading leading with kindness, compassion, and an unwavering belief in the power of education to change lives. Lisa had a gift for making people feel valued, cared for, and supported, and her positive impact will be felt for generations through students,
019teachers, and families she touched. While we mourn the loss of an extraordinary person, we are grateful for the legacy of love, service, and commitment she leaves behind. She will be deeply missed and forever remembered. The best way we can honor Lisa's life is to carry forward the values she exemplified every day, to invest in others, build meaningful relationships, serve with compassion, support for one another, and never lose the sight of the profound difference we can make in the life of a child. Lisa believed deeply in the power of education, the importance of community, and the responsibility to care for those around us. As we As we reflect on her life and legacy, we ask that you keep the Kitchin and Lewis families in your thoughts and prayers during this difficult time. Mrs. Chair, this concludes
