Here Dr. over after nearly eight years of service as a member of the Kataba County Board of Education and 42 years of service of the Kataba County Schools. It is with a heavy heart resignation for the Cababa County School Board effective August 25th, 2025. After nearly eight years of

003dedicated service to our schools and community, I find it due to personal health challenges, I am no longer able to fulfill my responsibilities with the level of energy and focus our students, staff, and families have come to expect and deserve. Serving on the board has been one of the greatest honors of my life. I'm proud of the progress we've made together and the many initiatives we've undertaken to improve educational opportunities. for all students in Kataba County. I will deeply miss the collaboration, the meaningful work, and the commitment to excellence that defines this board. I'll always stay committed to the students, parents, and staff of Kataba County Schools and to the success of the district. Thank you for your support over the years. I remain hopeful and confident the board will continue to move forward with

It is or was the first day of school today and uh a special thank you to all our staff who had uh a great opening. Um thank you to all our bus drivers, child nutrition, uh just everybody who's so well prepared. We had Quest first thing this morning and um we're just grateful and thankful for all our employees. We're also grateful for our students. And what I have in front of you tonight is a diamond. And this year's theme in Kataba County Schools is refining diamonds. Last night I sent a message out um reminding parents that were excited for their diamonds to come to school. Each child is certainly a diamond and every one of them can be

006polished to shine bright and for that we're super excited to start this school year. We had a great start. Everyone got here safe. Everyone got home safe. Uh, a lot of things got accomplished today. I want to thank our maintenance department, all our special services that we hired this summer. Uh, the buildings look wonderful. Thank you to our principles and PTO's and PTAs that made the outside of the buildings just look spectacular. Um, and that's what we want. The diamond standard is Kitaba County Schools. And um, that doesn't happen without the community, the students, and certainly our employees. and this board of education. So, thank you. Off to a great start today. 007you for that. And thank you to all the folks gotten pictures. So, we had some great things happening this morning and this afternoon. So, that's my report. I wanted to kind of explain to you those aren't real diamonds, so don't go take them to the pawn shop tonight. That's um but um just a symbolism of what each employee and what each child means to us here in this district. So thank you for the opportunity to share today. Uh I'm going to turn it over to Mr. um pardon me. Let's let's do recognitions first. So let's let's have Dr. McCreary come up if you don't mind. Um already we have state award winners with us today. Uh we're excited for that. Dr. McCreary is going to talk to us a little bit more about our Ford

008State Tarill Media Awards. And uh if you would come out front so we can shake hands and give out some awards this evening. online news, broadcast news and radio podcast uh media publications and student work are evaluated and rated across tiers which are achievement, honor, distinction and the top tier all North Carolina. From those awarded all North Carolina, a select few are further honored as Tar Hills the highest distinction. Tarhill Awards are the most elite among those top ranked media and the equivalent of winning a state championship. And these are true diamond students. Um so we're very excited. Um Mr. Ferris, if you could come up, if you could come on up. Um T the Tiger Eyes News Team is led by Mr. Josh Ferris. He is their teacher. Um and they placed first place

009overall for the Tarhill Media Awards. Um including yearbook, broadcast, and podcast radio. Um, and members of the team are Julia Ferris, Max Kinnaman, Kiara Paya, Nathan White, and Heather Wright. So, congratulations, Mr. Ferris. And then we'd also like to recognize uh several members of the team this evening for their outstanding accomplishments. Uh first off we have Julia Ferris um and her awards were for yearbook um theme photograph and theme copy also podcast radio and feature story. So congratulations to Julia Ferris. Also this evening we have uh Max Kinnman with us. Max, if you'll come on up. Uh Max received awards for yearbooks, specifically sports captions and also for his broadcast and the hard news. So congratulations Max. These students could not be with us this evening, but we still would like to recognize them. Um,

010first off, Kiara Paya. She uh placed first place for broadcast in the sports section. Also, Nathan W. um he received first place for yearbook and also feature photograph. And then finally, Heather Wright and she received first place for broadcast and specifically spot news, feature news and anchor. and then also on the podcast radio uh for her news story. So, want to congratulate those students this evening uh as well. Thank you all very much. I've watched the Ford publications over the last nine years. Just simply amazing. Mr. Ferris, thank you for all your work. Mr. Trade, thanks for coming out to be with our folks tonight. We appreciate you guys. Parents, thank you all as well. Hope you all have a good evening. So, next uh on the list for Mr. Moore's got to follow that

011type of uh accreditation there. Just wonderful students. But Mr. Moore is going to give us an update on our building and construction. >> Two projects nearing completion. Maiden Elementary School, of course, converting the old site of the old building into a playground. And we see there on that first slide, uh, the striping and the paving and the bus parking lot was complete. And the concrete sidewalk up to the recreational field is also complete. You can see there the basketball court poured and playground installation ongoing. Also paving and striping around the building itself and a couple of other views from Bob Smire. So this project is for the most part complete. There's a couple of things that we do have to button up. The other day they were receding. They got good growth with grass this

012summer. We saw rain. So, playground is coming coming in and we're very pleased with the project thus far. I'd be happy to answer any questions you Okay. Our second one is made in the middle. And this is quite the project when you consider that in 10 weeks $4.5 million worth of HVAC work was completed. Other work for the additions that we hope come in the future. And you can see there that the ceiling grid is installed. We did some painting. It had to be done as well. Make sure that we retain that stripe around the top of the ceiling grid. Projector installations for each classrooms. Duct work was removed from the old science classroom for the new service in the gym. You see there installation of panel boxes. The duck sock is in. The jam

013is fully operational. There's a lot of work that has been completed there. And we're very pleased with the work that DDI completed this summer. We're also very pleased with Holland and Hamry and their assistance and certainly for the faculty and staff and the leadership at Maiden Middle School. This was a lot of work and if you walked into that building about a month ago, you wouldn't have thought that it would have been completed. And I know that created anxiety for a lot of people, but it was completed and we're very pleased. We do have a couple of things to button up. For the most part, that project is complete as well. I'll be happy to answer any questions you may have. >> You're right. But I did go over there about a month ago and

014suffered anxiety looking at like what they had to do yet. But >> it's amazing it wrapped up over there with this project. >> I would say Robert, we don't couple of weeks probably. Well, let me take that back. We've got gas piping. We got the AC up, but we do have gas we'll have to hook up. And so that will take, you know, the fall for us to get all the gas piping associated and get those heating units also fired up, tested and balanced. I would say midocctober, Robert probably to complete it all. But main thing is we have air right now. So that's what we need right now. 015an update on all our um openings and um so I bring to you Miss Ray Thompson for that update. Thank you. >> Evening members of the board, Dr. Stove, I am really excited to bring to you tonight that we have two licensed positions open and that's it. We are almost fully staffed with teachers, counselors. We're missing one nursing fundamentals part-time adjunct teacher that uh we hope to have wrapped up by the end of next week and one school counselor. And that's it for licensed positions. Our classified positions, we are better, but we are not there yet. We have 38 total classified positions open. So 11 in the cafeteria, 14 teacher assistants, and 14 custodians. Of that 38, 18 of those positions are dual employment, so they're tied to a bus driver's position as well. U

016but our folks, Karen, all of our principles working with the teacher assistants, Devin working with the custodians, they are they are hoofing it to find those folks. But we we are looking pretty good at the moment today as of today. So I was excited to be able to bring that news to you this evening. Do you have any questions? >> I don't. Um, I'm here this evening to talk about Infinite Campus. Um, it has been

018fun to watch the rest of the state find out how fabulous is. Um, those are some great Tik Toks. Um, what I'm here to address today is the portion of it that is called behavior management, which is essentially the write up portion of Infinite Campus. Before Infinite Campus, if a child was written up, their teachers for that semester were made aware of that write up. That was an advantage to me. I had a young man a few years ago who had a behavior plan and would often get written up. I was his fourth block teacher and when those would pop up for me, I knew that he was going to be coming into my classroom already amped up. Um, uh, Mr. Moore mentioned seeing my beard the dragon today when he came around because I

019was wearing him, uh, during part of my introductions today and that young man fell in love with Einstein and I placed his seat right there. They bonded for sure. I had almost no issues with that young man, but I knew because of those writeups if he was going to be coming into my classroom already amped up. We can no longer see those behaviors. When they student gets written up, it disappears. That is a problem for coaches. Uh coaches were told this week that if a student gets written up, it's the student's responsibility to tell tell their coach that they got written up. Um, for groups like Beta Club, there are rules with Beta Club that if you've been written up, there's consequences because Beta Club, you're not supposed to be cheating and doing things like

020that. Those adviserss can no longer see those writeups. We've been told that was a local decision. Um, and that it deals with FURPA, although we've been able to see those things in the past. It is it would be very useful to us if that really is a local decision for teachers who are currently teaching not everybody in the school but for students teachers who are currently teaching a child to know if something has happened um to that child during the school day and for us to know what the consequences are going to be if they're going to have ISS or OSS um etc. Um also threw in here it was a great first day. The number of the day is 279, by the way, and that is how many days I have until I retire.

I'd like to just say a few words. um about uh I know it's an old subject about books and about curriculum, but maybe give you a little bit of a different perspective um a more personal one. Um I've had three children go through the public school system. Um my

022middle child is uh Anna and uh she has married uh a black man and I feel the need to justify him just because he's a black man. He's a great guy. He works he was a major league soccer player. He graduated from Notre Dame. Great guy. Um he works ITT now at uh Deote and Touch. Um but I feel that if we have books that are being banned on the basis of race, racism, uh words such as negro or or such words that were used by in the slavery times um that we are erasing people like Bal and I personally do not want these people erased. from our curriculum and from our books. Um, our black history, our our country was built on the backs of black slaves and we cannot deny or erase that

023within our textbooks or within the books that we read. Um, and all that we are doing by depicting people as invisible or non-existent are is teaching racism and telling black children that they do not matter, that they don't suffer, that they don't exist. I have a stepdaughter who is binary. She goes by they. I believe we should have books that represent her as well because she is a great person as well. And whether or not you just you agree or disagree with that, I think she needs to be heard and included. I have a grandson who has a cousin who has two moms. He has two moms. So what? That's a loving nuclear family. Um, by banning LGBTQ books, how can children learn to accept Carl, his name, in school? Um, I have a good

024friend who's a transgender child. Um, we're banning books by running algorithms through them on violence, language, sexual activity, drugs, alcohol, and rape. And they are all part of our lives and part of our society, and you cannot wish it away. Um, our textbooks need to start telling the truth about the history of our country. Columbus did not find America. Give me one second, please. The abuse of the Native Americans, slavery, civil war, and war crimes all existed. Y'all were voted on because of your conservative values. So, that just keep on doing what you're doing. I hope that doesn't discourage any of you. Um, so we are seeking approval for um, kitchen equipment repairs just as an emergency contract to make sure that we are um, being good stewards of our money and following our procedures that are in place with DPI. Um, are there any questions that I can answer regarding this bid? there been any type of reviews or anything? The the company with the bid on reviews or service how it is how it is going. They do have references that we

027have to um review before we award a bid. And currently TWWC is working with Charlotte Mech and some of um Gaston County as well and then Winston Salem a few there and so different throughout the North Carolina but that's where their hubs are. >> They do have employees that work in Kataba County and those are typically the folks that come help us out. 028seeking approval on the school mental health improvement plan. The original plan was written five years ago and per state guidelines it has to be updated and reapproved by the board this year. You receive four documents. One is the state board policy based on the legislation. um and it was last updated in September of 2024. Then the actual improvement plan, the state developed a new template, so it's fit on the new template. The mental health training program for employees, which says that six hours in their initial employment and two hours of repeating training every year after that. And then the CCS suicide risk screening process, which has not changed from our original submission except for the updated contact information at the top. So happy to answer any questions if anybody has any. >> Do all these

029have the June 20 June 30th 2026 uh timeline? Is that >> Yes. And then we'll re revisit it at the end of this year for set goals for next year. >> Okay. >> Yes. Um, currently now we only have one counselor position

Um, and EC some of the mental health piece comes through the EC and that's where more the vacancies are. >> Yeah, I think there was four um there was one teacher and maybe um four trying to find it in here. 031of the year? How is how is all of that handled? >> So there are materials that can be distributed for that. Um this process actually refers to once a child becomes on the radar for being more than the awareness piece. But we do have um and can order each year. There's posters, there's handouts, things that can be distributed. And I particularly the high schools do more of that than probably the lower grades. >> But we don't have we don't have anything currently posted in we do have area we do have things posted in our schools for those. Okay. >> And one last question. Anything to check? >> Yeah. So, we sent the child abuse reminder out to make sure the child abuse handouts were hanging, but we can send the suicide out just to cover

032that, too. >> Yeah, it's very important. >> And is there anything that is going home to parents in regards to that type of education? >> Not no particular handout or distribution. >> Is there a reason that we don't have that? >> We just have not done that previously. We can we can certainly look at that if the board would be interested in that. >> Um can we add that like to the web page because we have like a resource on our web page. 033was reading through all of this, a lot of this seems to be teacher focused um as far as your goals, right? >> And which is a great thing because obviously they're, you know, on the front lines with these kids. Um I do want to say I think that that it would be good if we had some um more kid focused education just because um they are with their peers. >> We have in the past taught KPR particularly at Challenger which is a question persuade. It's a suicide prevention method. Um, we have not done that in several years. We can revisit that too. There are programs that can be looked at. >> Typically targeting older students, but yes, there are programs and we had certified people. Their certifications may have elapsed, but we can revisit that

034too. >> Well, with the the age group that is seeing the greatest growth right now is 10 to 17, >> right? So >> we would I would hope that we could not you know just do older children but the >> I think you just have to find the appropriate delivery for the age group. >> Right. 035compliance plan for the top county schools presented by Mr. Lee Miller. Good evening chairman cinema and board members. House Bill 805 was passed the end of July. It was then vetoed by the governor and then that veto was overridden by the state legislature. had several provisions in that bill that really pertain to schools. I think the one that I'm here to talk to you about tonight is the provision that all quote unquote library books must be included in a database that is searchable by parents. So, usually anytime you go into, especially an elementary school classroom, you'll see book cases with lots of books. a teacher typically ha has as part of their we'll say their teacher collection that kids can go over during designated times and pull a book off that shelf and read it

036during you know uh silent sustained reading possibly. So, this bill requires all of those books to be included in a database that parents can search and then they can let the teacher know that they do not want their child to have a access to certain books that are in the classroom. Um, what is not included in this bill are books that we have that are part of the curriculum. For example, we use magnetic readers as part of um our our K5 literacy. So, we use those and Wonders readers which are part of the curriculum, those do not have to be included in this database. But all other books that are in the classroom, again, it's part of that teacher collection that we see so often we go in classrooms and not just elementary, but we

037meet K12. So, The advice that we gave our teachers was um as you start the school year, try to be adding your books to your spreadsheet. I give a ton of credit to Amanda Moose for creating spreadsheets and the media coordinators at the schools. Each spreadsheet for the school has teacher tabs at the bottom. So, for example, if your child is in Dr. Turk's classroom and I looked at hers today, you can go on the St. Steven's website or the Kataba County Schools website and you could click on uh the option to view these spreadsheets. I go to St. Steven's High School. I would find Dr. Church's name at the bottom. Click on that and all of her books she has listed uh that are in her classroom available for students. We did not tell

038our teachers this had to be done by today. But what we did say was if you're not able to add all the books in your classroom by the law, then you have to remove access to those books. So we said you can block off a bookshelf, you can remove those books from that bookshelf, but as long as your your students do not have access to those books that are not on that searchable database, then you're okay. Our hope is throughout the year, uh, teachers would continue to add books that are maybe in their room or maybe had boxed up so they can be added back to their classroom collection. This includes obviously print and non-print resources. If a teacher maybe they're going to bring in their own book that they read to the class, we

039have that often, especially in younger grades, try to get them interested in reading and particular books and longer or chapter books, they may bring in a book that they have chosen. That book would need to be on their spreadsheet that they are sharing with their students. Um, and of course, as part of the the bill, parents will notify schools anytime they see a book on that spreadsheet that they don't want their child have access to, and that would be removed for that child. 040So books that are already cataloged in our system would not have to go on that teacher spreadsheet. For example, um a lot of our high schools may have class sets of books that they use for a novel study. That novel was approved by a district committee and then those novels are cataloged in our system. So again, they wouldn't need to go it would not need to go on the screen. So, what about the Scholastic books? Um, like the book fairs and that kind of thing that we have. Um, is there any um oversight for that as well? >> Good question. Um, and be honest, I I don't know that has not come up. I was I was reviewing a Q&A document over the weekend uh because there's so many special circumstances so to speak and

041that was not in anything that I saw but I can look into that and let you any other questions. >> Thank you, Mr. Miller. I was just want to tell the board I was at Claremont Elementary today. One of our elementary school teachers logged 1,140 books just so they could have access and uh for that we're thankful. Uh our teachers wanted to make sure that they did the work so their kids could still read and we could still be transparent, meet the law, too. So uh a lot of our teachers did a lot of hard work and I'm thankful for that so they can still read. So thank you, Mr. Miller. We appreciate Miss Moose, all our teachers and our media specialists for all their hard work. And I was going to point out again,

042Dr. Silver, you mentioned Amanda Moose, the work that she did in a really short notice to get this off the ground and then our media coordinators creating spreadsheets for each individual school and each teacher at that school having a tab, they can go in and add their books and then of course teachers who have gone in and started that inventory process. So we're we're grateful for all those folks who are making this work. The second thing I have for the board tonight is a request for the North Carolina new teacher support program. This is a really a partnership between North Carolina universities and it comes to us through the Gear Up Grant and through this partnership we would have instructional coaches from the universities working with our new middle school teachers. As all of you

043are aware, our Europe grant this year will focus on seventh and eighth grade. And then next year it will cycle up to include ninth graders. So it would be seventh, eighth, and ninth grade next year. But again, only seventh and eighth grade this year. That's why only middle school teachers would be a part of this um North Carolina new teacher support program. We've talked to Mr. Whailing about this. I think he's excited for this opportunity. And again, the funds for this would come out of the Gear Up grant, which as we've talked about before is through Appalachin State University. Uh the request is for $31,200. And again, I would emphasize that we would be reimbursed for that um amount from Appalachin State up there. Any questions about the North Carolina new teacher support program? >>

Construction change directive number five includes the relocation of existing domestic hot and cold water lines above the new acoustical ceiling elevation in the commons area at Maiden Middle School between the boiler room and the cafeteria. The

055existing lines were installed below the ceiling and were unsightly. So those were demoed. We placed them above ceiling elevation and also included relocating three existing vents. That change directive was in the amount of $9,245. Change directive number six, including patching holes and masonry walls, preparing those walls for painting, painting to classrooms and door frames in the 400 area, specifically classroom 403 and 404. Classrooms were previously used for storage haven't been occupied for several years, but we know that with our growth that is occurring throughout the district, it was best to take care of this issue while we were there. That was in the amount of $3,655. Change directive number seven included removing the existing furniture in that building, scrubbing the existing BCT floors approximately 65,000 square ft, applying one coat of owner furnished wax and

056it was necessary to expedite time frame when the contractors finished in an area in which the teachers could occupy. That basically works out 17 cents per square foot. It was a total of $11,825. Lastly, change directive number eight included painting the blue stripe adjacent to the newly installed wall ceiling. elevation at quarters 153 and 156, the upper portion of the wall where it meets the ceiling, and that was in the amount $1,55.
