001you through all that welcome everyone to the April 22nd 2024 meeting of the top County Board of Education welcome you here tonight um we especially as we get started would like to thank the uh students from Claremont Elementary and Snow Creek Elementary schools for the artwork displayed here this evening in the boardroom uh those students are under the supervision of their art teacher Miss Tiffany Hall and we appreciate their contributions to the meeting momentarily we will have uh Our Moment of Silence which will be followed by the presentation of Colors by the FR T Ford High School Army jrc U and then our pledge by M Richard so this time if you would please stand for a moment of Sil you may post some col col guard left face bre arms you Jo me in

002theedge please States of America and to theu for sa naice you order arms CL the colors thank you you may be seated this time I will recognize uh Colonel FEA Weatherstone to uh tell us about his Cadets here tonight and uh all the good things they doing out at Fred de for okay thanks sir as always thanks for the opportunity to come to do this uh I've got four seniors tonight so this will be their last uh Board of Education color B some of them still got a couple I'm now in the season with my seniors of they on their last and then fill in the blank so today they had their last KET challenge physical fitness T hred went off and R 4 by 400 4 by 800 today so they're having a good

003time so I'll start down on the for end with giovon Gomez Garcia he's our Alpha Company Commander he's been with me uh three years and one three and a half three and a half semesters uh not enough Army rubbed off on I don't know what I've done wrong but he'll join United States this summer head off to wonderful Paris Island for his summer V intelligence officer also physical security officer she get a really important job she inventories all of my army stuff every month um in addition to she's our Color Guard coordinator so she coordinates about 80 color guards that we do throughout the school year big important job and I got to tell you I haven't had to talk to her one time about getting those things she's heading off to Lenor University gonna

004study uh biom medicine wants to go to school for a lot longer than I did probably like eight years or so got a $63,000 scholarship she's get track Daniel our command sergeant major so that means he's the highest ranking enlisted Cadet in uh Balan so he runs all of our promotion boards grades all of our promotion tests for all of our different levels of promotion he's got a pretty big job himself um he was also very instrumental in our infection that we had this year from our folks up the connect command uh had our service learning briefing where he got a perfect score on that briefing so pretty pretty big part of what he did in the senior Year Daniel was also the drum major so he kind of had you know two big jobs

005this year um he's the the first uh pet that had that has earned and was awarded a fouryear army scholarship this year so he's going to go to App State pretty much for free G have to pay for Le room board tuition G to get paid $420 a month nice um and then at the end of those four years he's going to graduate with a job guarantee and last but not least I got for startan to he's Alpha compan first so he and Cheeto kind of run our first perod class and in addition to uh being a first sergeant he's also on student council is a senior class officer and he's the vice president for the FR for international Club so Orion was Rec going to go to East Carolina and get a colon arts

006degree uh G to kind of change his path a little bit because they don't have the quality arts degree that he wants so he's going to go to CDCC pick up after that and uh wants them go to Italy learn how to make because [Laughter] the opportunity Weatherstone we appreciate you and the hard work that you're done in Cadets congratulations on a great career thank you for all of the times that you come and represented for so well and Army jrtc let's give him a big round uh members of the board at this time uh you have received in your packet uh copies of the minutes from our uh meetings of March uh 18 2024 and March 25th 2024 and hopefully have had a chance to review those I will entertain motions to approve both

008it's a it's a good problem to have but tonight we're going to start with our uh assistant principal from Balls Creek Elementary School Miss Emily Miller uh Miss Miller uh is does so much at Balls Creek couple of things that stand out are just her willingness to uh take on all duties at Balls Creek uh like most of our administrators and just does a wonderful job with our students and staff just has a real talent for Education and Leadership so Miss Miller uh congratulations we're thankful for you next this is so fitting this month we've had so many great art accolades uh from the salt block the Paul Whitner art show uh is just fitting uh we have so many wonderful art teachers in this County and tonight miss Taylor is going to represent uh

009uh the art teachers across this County and her work with our students at Maiden just absolutely stands out Mr Taylor come on up yeah I told Miss Taylor when we went to go see her she also does the yearbook um and by the way I don't know who wakes up in the morning says I want to be the yearbook sponsor but I'm thankful that we have somebody who does that uh she is just wonderful does a great job with parents to any issues that come up uh prints reprints you've all had it all there Mr Hef you've done a good job with that at Maiden uh we appreciate you uh but we loaded from Elementary art teachers middle school art teachers and high school we're just thankful thank you very much last but not least

010Miss Miss Mia Whitner she couldn't be here tonight she's a teacher assistant bus driver from Oxford Elementary been here 18 years and uh when we were talking to her um I can just uh I'm so thankful very rarely does she miss work on her bus every morning and night sick or not loves her kids great teacher assistant in is instructional and a leader at Oxford Elementary School we're happy to have her uh ironically she is at a Bunker Hill track meet this evening uh also with that uh yeah count County meet tonight so she's a busy lady uh but miss Whitner uh we will miss her but let's give her a round of applause too I want to thank Mr heavner Mr Shredder for coming out tonight our principles and all our directors for being

011here Mr Adams you get your show up here in a minute uh we're thankful for all you so members of the board we thank you and Mr Gettys thank you for your donation the gift cards and that concludes uh my presentation this evening here faces count uh momentarily we will uh recognize our board attorney Miss Davis to conduct our public uh comment section of our meeting uh again being public comment the floor is open to any members of the public who who have signed up uh you will have three minutes and again we welcome that input as again I I said I am proud that this board affords more time for the public to give input than any other elected body uh in the unior area that I'm aware of most of them have a

012have an hour time limit so uh we want your input we ask that uh the audience be respectful of speakers and that speakers in turn be respectful uh the audience we do ask that speakers address the board I know sometimes there is a tendency to want to turn and talk to the audience but if you would direct your comments to us and um again during the course of those comments any displays of approval or disapproval unless directed by the chair are out of order at this time Miss Davis take it away o um the top right corners of each of the TV screens so I will uh remind you to keep track of that um the first uh person to sign up is Kimberly [Music] Turk good evening I'm here this evening to thank both

013the school board and the system administrators for their support of the me mechanical Minds team they were dragging this morning when they got to school but they had a fabulous time at both the state and the world's competition the trip to Houston was a once in a-lifetime opportunity for many of these students Miss Miller spoke highly of the District employees who came out to help her set up the local competition having been at an event like this for both the students and the teachers makes a real impression and it was very much appreciated it is difficult to prepare financially for unexpected opportunities something I've experienced with both quizbowl and Science Olympiad it helps club and activity advisers to know that there is help available I hope to reach out to the Education Foundation next year

014for such activities if there are other organizations out there offering help it would be appreciated if teachers could get a list so when we have a chance to provide opportunities with these life-changing opportunities we know to whom to reach out on Friday of this week Special Olympics will be happening at Henry fort Park many of my students will be going along to help because my school has a buddy club which pairs up our EC students with regular education students this relationship benefits all parties and the Buddies will be going along on Friday Friday evening we will be at an art show at the mall Friday is going to be an inspirational day and I hope some of you can come out and see the joy that this day is going to create February next year

015I will be here to invite you to the regional middle and high school Science Olympiad competition that takes place annually at cvcc in March I am hopeful that more Kataba County Schools will begin participating in Science Olympiad over the next couple of years and that we can reclaim our spot as a science force to be reckoned with this year I watched wils County winning numerous awards at the state tournament a couple of weeks ago and I miss missed hearing Kataba County Schools being called out as a winner your support is vital if these life-changing opportunities are going to be offered to a wide range of Kataba County students thank you thank you Lawrence Wiman weed Weedman sorry about that no [Music] worries uh good evening um four to weeks four to six weeks ago I

016sent an email to miss Teague and she has chosen not to respond to me directly so I figured I would share it all share the thread with you um Miss Teague argued that the book 16 minutes had content that was too racy and explicit for high school students to be allowed to read via the school system uh to make her Point she proceeded to read out loud the most explicit part of the book now I'm pretty certain that there were minors in the room and since it was live streamed she effectively read it out loud to God in country um so where I get a little confused here is that if a book is too explicit for high school students to read with parental approval why is it okay for her to read out loud

017to all ages with no parental approval whatsoever that seems like a wee bit of hypocrisy to me um Miss te if you would please explain eics of that to me I'd be most great and while we're at it Miss te has claimed to be a champion of parents rights in the same speech he argued to ban books and take away the rights for parents to choose what books to allow or to not allow their children to read within the school system sorry I got crosswise here um so she basically uh in the same spee she argued to ban books to take away the rights of parents to choose what books to allow their children to read or not to read within the school system I don't understand the ethics of that either explain it to

018me like I'm five because I feel like you're not being totally honest with me when you claim to be a parents rights Advocate thank you Mr Weed Weedman Weedman all right I'm gonna do this again Elizabeth Biser she did usually don't speak hi I'm Elizabeth bicer and I have um two children in the kPa County School System I was a child of Kaba County School my my dad was a teacher in Kaba County schools for years and years so I'm actually going to speak to you because um not too long ago unfortunately I didn't know this before now because I would definitely come to speak about it is that um I really requested teacher compensation for uh specific after school activities with enrichment for our uh highly academic children um and I have been quite

019a parent volunteer Any teacher that my kids have probably had would know that um but you know um of a a parent who has one child going to school science and math next year and one to UNCC Chapel Hill honors program um you know they've been exceptional for a long time and worked hard and so uh in the elementary years I felt and when I had you know an educational plan for exceptional children um there were a lot of circles I was so excited I was like okay let's check those off and see what my kids can have the opportunity to be part of and unfortunately a lot of those are not um available in Kaba County schools and um the reason I'm coming to you is because recently I've discovered that teachers don't get

020any kind of compensation for those after school activities now they do get some comp time when they work at a gate at a game however a child that I want to have you know have um a Science Olympiad um actually my specific I didn't even talk to Dr trick about that but you know that's my actual example my child in fourth and fifth grade first place in every single competition um that uh she participated in and then did not have the opportunity in sixth and seventh grade because that teacher left and I couldn't I was the parent that was there all the time every single time they practiced but because I couldn't get a teacher to support that um I and you know um take part in that I my child didn't get to participate

021in sixth and seventh grade and um that's really unfortunate if I would have known that very likely it's because well in their contract it doesn't have that they have to participate in these things they're not getting any comp time they're not even getting education credits these are things that don't cost our school system anything but it means so much to our children and it means so much to the teachers because they are getting approval and appreciation for doing these additional educational opportunities for our children that are going to make them involved in quiz ball Science Olympiad you know our um gosh can't think of the name of it but our reading program that a lot of our kids battle for the books um you know so many of our additional opportunities that teachers would be

022more able and supportive you know they should be with their families if they're not getting comp time or educational time or financial comp compensation so that's what I'm here to do is ask you to consider that thank you uh Kevin [Music] Sparks my name is Kevin Sparks and I have to apologize I'm in the habit of providing a written text of my remarks I have failed on that today uh for a personal reason I got started brushing a horse at 3:00 and I don't know if y'all have ever brushed a horse but I swear it's a narcotic and before I knew it it was 4:30 and the horse was looking like burnished Walnut and I was out of time and had to rush to get home and get dinner and get over here so I

023apologize for that uh I wanted to comment on a couple of things and I'm speaking in part from ignorance because I don't know exactly what will be discussed in the agenda item on public comments so I'm not sure if I'm shooting in the dark here there are other schools that are in other school boards entertaining the notion of restricting who may speak at such a meeting and I want to speak against such a notion it I hope it doesn't surprise anyone here that I am a fanatic for the first amendment I think democracy is built upon free exchange of even the most difficult ideas and it's critical that we encourage that and set an example for our students and for our children and for the entire community that we come to a place where we

024speak with respect even when we disagree that we entertain difficult ideas with an open mind that's all I have to say about that the next thing I want to talk about not to shift gears too much and I'm sorry if I didn't capture this in my note there is Leandro the first governing principle of this board is to provide students with an opportunity for a sound basic education is anyone proud of that does anyone feel like that should be an a vision statement for the school I'm sorry but I think we should go all the way back to Governor Jim hunt who advocated a school system that was the Envy of the world why do we not aim for that why why are we trying for sound basic we should be having discussions about what

025is holding us back from excellence and what shall we do about those barriers that we can work on together I simply couldn't be more sincere in this and I hope you know that I available for absolutely anyone who wants to discuss ideas I have devoted a part of my life to the notion of excellence and education in Kataba County and I intend to be unrelenting in my devotion to that and I hope you'll join me in discussion on how we might reach for that at Astra per aspa thank you Charlie Shephard I've got a lot of lot written here most of it's not appropriate I don't know I'll start and see where I go with it theocracy that's a term I heard used when we were discussing for arguing for or against a book and

026the term was used by a a schoolb member current schoolb member in favor of keeping objectional book objectionable books you know our schools libraries and he said you're trying to create a theocracy how's it happen that the secularists have so effectively characterized Christians as Bible thumping moralists um I would argue that our Founders the authors of our constitution would be the Bible thumping moralist um I would argue that sec secularism is the theocracy that we're indoctrinating our children into um we're making secularist out of them we're canceling out God we're just you know just anything but God you know we're a nation founded on judeo Christian values uh the Constitution was written and ratified by the free and for the free under god um greatest nation on Earth uh for that very reason we're under

027God and that that's the princip those are the principles that we're founded on and we should live by those things I mean we're the Lifeboat of the world and for the reason that that reason the reason that for that is we were founded for that you know under those principles they oh Christian and so maybe we need a theocracy again but you can't have a theocracy in this country I would say that because we're a Democratic Republic so that being said uh we're the Lifeboat of the world and it's being sunk right now in the name of secularism secular humanists are doing it to us through our current Administration i' say in Washington and across the country um there's not another Mayflower this there's no place to go we're this is it so we need

028protect what we have and uh I think protect our children is key and protect them from objectionable material in our Public School System they can get it somewhere else you don't need to get in our schools and uh I think that's all I have that's all I'll get to anyway thank you Clayton [Music] mlls uh good evening board thank you for your time uh and to be on a positive note to start off with uh the skills team from Challenger will be in Greensboro this week for competition and I one of our daughters be there and very proud of her and the category that she'll be representing and um may be a little biased but I think she'll represent Challenger very well as well with other students and they're to be commended for their hard

029work as well as the staff the dedication they give the students what I want to talk about again tonight and and I have many times is leadership the North Carolina state budget 20242 nearly 60% of the budget is allocated for Education that's roughly about 17.9 billion almost 12 billion this year is allocated for the K12 education and it's easy to talk and we see many people across the state not just in Kataba County but other leaders that to me don't communicate well the Investments that we need to make in education one thing I would like to see the taba County board of education do is hold joint meetings with the County Commissioners to actually publicly show your support for Education actually show the public that you're working with the Commissioners and where we need to

030make investments not just talk about it that we need money also I would like to see the board hold joint meetings joint meetings with our state leaders whether it be inviting the governor or our local state legislator and Senate leaders for a breakfast meeting to actually show them where we need to make investments in our schools and with nearly 60% of the budget there is many of those that will claim that we need more money we need more money money is not always the solution to every problem I think it's how those dollars are allocated and we have to understand with the record rise of inflation record rise of fuel cost that many people don't understand the complexities of the local budget here for Kataba County whether it be how do we pay for buses

031fuel cafeterias a federal funded area that many of those things are hard to tackle and where do we find the funding but I think the Board needs to make a commitment that look at things different and to work hard and to communicate in a respectful manner to the legislators and we may be able to get more funding but we need to do a better job of communicating with all our stakeholders where it's private sector or at the state level that we take education in this County and in this state important very importantly and that we will aim to make public education great and not just settle for okay that we should aim to be the best that we can be and uh that's something I think that the board should look at and should take

032very seriously and I thank you for your time Mr chairman that concludes the public comment section of the board meeting thank you M Davis and again we thank those members of the public who uh took the time to address the board and we appreciate your input um and even though we do not respond directly rest assured it is being heard as we deliberate and make decisions the input from you is very VI this time I'll recognize over for consent items thank you chairman Taylor members of the board in front of you uh we do have our consent items this evening and we are uh requesting approval of such thank you Dr Stover and uh board members you received copies of the consent item uh documents in the electronic file and you have them also in

033hard copy so at this time I will entertain a motion to approve the consent items as presented thank you we have a motion by Dr Barnett on the table U and second by U Mr Sigman any discussion hearing none all those in favor of approval of the consent items signify by raising your hand and that is unanimous thank you uh this time move to our unfinished business section of the agenda recognize Mr Moore for construction update thank you to those that were able to make the visit to Maiden see the construction as you can see we're making progress at that location a lot of the work now will be finished with it won't be so readily seen as it's inside bu build but you can see there that canopies are beginning to be installed sidewalks

034curb and gutter an internal picture there on the right hand side the mechanical piping and some sprinkler installation and low voltage cable I either way thank you Marty uh canopy installation at the rear of the kitchen on the left hand page again a sidewalk being installed when you see those sidewalks and those gutters and the Curbing and hopefully grass seed somewhat soon going to actually look more and more like a finished product you can see there on the left hand side gutters being installed and the media center bulkhead framing so a lot of work is internal now we're making a lot of progress we have a construction meeting this Wednesday and again we we feel good about the timeline for beginning School in that building we'll know more in the next couple of months if

035we're going to be able to meet those de but we feel pretty good I'll be happy to answer any questions anyone may have it's a good it is quite a bit question thank you Mr Moore thank you uh next I'll recognize uh attorney Davis for the approval of the report on kab County Board of education's decision of uh the March 18th special called meeting and hearing on 19 minutes thank you Mr chairman um as the board can see I've attached um the report which is required under our policy to be um approved by the board um the report includes um a copy of the um exhibits that were part of that hearing on March 18th regarding the uh challenge Book 19 minutes it also uh attaches the full copy of the transcript after the uh

036public comments um that is attached as Exhibit C which includes the decision of the board we're asking that this be uh this report with its attachments be approved by the board at this meeting have heard the presentation uh by Miss Davis um is there a motion to approve the report as presented motion to approve the report as presented here tonight thank you Mr abath and second I second um any questions or comments hearing none then there's a motion and second all in favor of approval of the report as presented please signify by raising your hand and again that is unanimous thank you uh moving forward now into the new business section of our meeting um we are come to the approval of the 202 425 School nutrition new and rollover distributor bids and we have

037Karen barrier here welcome um School nutrition has six bids every year and we seek approval some years they're all rolling over but this school year we have two new bids and four rollovers and so we are hoping that to will approve the two new bids where mayola won our milk bed and do um Domino came in close with pizza but Pizza Hut won our pizza benan this year and the rest of the bids are rollovers from the previous school year okay you have heard the you have heard the request by Miss barrier for approval for the mayola and the uh Pizza Hut bids uh are there questions is there a motion first of all I guess I need to ask Mr chairman I make the motion that we accept these uh requests for rollover and

038new bids for school nutrition thank you Dr Barnett have a motion on the floor is there a second I second second by Mr Sigman any discussion on the bids as presented I just wanted to say that um um the B between um I had actually um um asked about this um earlier this afternoon about the bid between um I guess the um fet Dairy and mayola and understand that we have been doing uh business with fet dairy for a very long time um I just hate that we're not doing business with them or continuing to do business because we always like to try to stay local if we can but unfortunately um you know the bid um you know may Alla um actually beat them as far as like I guess they had the highest

039bid so I just want to hopefully maybe um next time that this comes up again um maybe we can revisit that or something absolutely any other questions or comments he none all in favor of approval for the new and roll over dist this time we also recognize this barrier for approval of the proposed school or Community eligibility provision and Universal so our community eligibility program we are trying to grow that program and we are hoping to go from six schools where students all students eat for free breakfast and lunch so from 6 to 17 in total that's 13 elementary schools three middle schools and one high school and then we want to add additionally two schools to the um Universal free breakfast which is just down a little bit below right there so we're adding

040Jacob's fork and madeen high to Universal free so our goal here is trying to get as many meals for free to our students as we can and what we're allowed to do through DPI and be fiscally responsible so I am hoping that you will approve the growth of our C program and the expansion of our Universal breakfast program to include more schools any questions about C do have one question on the document that you're showing us in the fourth Bullet From The Top I just wondered if there was maybe a word missing it said I uh the last part of that all students would eat at no cost yet the school Nutrition department would incur lost revenues should it be would not incur I didn't know if that was idea oh no we if there's

041any loss revenues School nut that would be incurred by the school Nutrition department school system would not be responsible for any anything that the goal for the program is to increase participation and therefore increase our Revenue so if we were to lose Revenue because we do this program we would incur that losses I just wanted to be sure I understood thank you also one question is are and again forgive my ignorance but if you could go back to the you had scroll down to the schools that were involved in the expansion uh right there what was the criteria on why those schools were chosen I'm sure there was one just sure they have to meet 50% free and reduced um so those schools are at right there at 50% introduced and they don't meet the

042C criteria to include them into the grouping because they're not high enough with and it's a different calculation for that too thank you any uh other questions hearing none I'll entertain a motion for approval of the the programs presented by Miss bar I make that motion Mr thank you I'll second motion by Miss Richard second by Miss T any other questions hearing none all in favor of approval please raise your hand thank you that again is unanimous thank you uh we'll recognize Dr Stover at this time for a proposed instructional schedule for Kataba Rosenwald Center for next uh school year 2024 2025 uh thank you chairman Taylor members of the board I'd like to invite our principal uh Mr Adams and our m School director Dr erwood uh to join me um so in the

043last couple of years we have uh been trying to brainstorm and work with staff and students on what would encourage participation at our Alternative School uh currently our attendance uh each day uh is not what I would consider uh very good uh we we at any time we have between 50 and 70 students at at our alternative school and at any time we might have 30 to 50 students present on those days uh furthermore we also want to increase uh our academic performance with our students there as well uh not only teaching them um some uh skills of U getting along and teamwork and working together and individual uh hard work but also uh increase our uh math and reading and literacy at C and so Mr Adams uh and his staff have have said

044we've got an idea we've got an idea so uh this year uh we've put the idea with Dr erwood on paper batted it around made some revisions and now we bring it to you for for uh uh for you to to to look at uh we we are seeking approval on this we we do think this will be good for our students so uh I'll turn it over to Mr Adams I want to thank him and his staff and Dr awood uh for working hard on this presentation so keeping it simple U this should say fourfold I added something at the very end uh right before I submitted it so the first one is to increase attendance and instructional focus without attendance instructional focus is lost anyway so many of our students come to us

045they're missing 20 30 40 days out of the school year that doesn't stop when they come to us we build it in and it takes time to build it in takes time to build those incentives in for attendance this will build a piece for incentives to help us get students there and one of the things that you'll see in a second is we've actually seen this plan work and we're going to add some more stuff to it to add some more incentives second increase instructional focus on community help support and future job training everybody knows without a focus on where you're going then the journey doesn't really matter if you have no end point right you're just floundering you you're in a path to nowhere so we need to give hope to these students they

046need to find something at the end of the rainbow there's got to be something there we always talk about a certificate we always talk about a diploma for a lot of my kids that diploma is not there they can't see it their families don't have it they don't see it it's not a part of their future what is a part of their future and what they know is a part of their future is a family and a job right so building those ideas into what education was built for which is to give them a future right we're we're trying to look in that direction third decrease behaviors through intervention training for staff but also including those incentives for student participation so building something in that they want to be a part of but also building

047more training in for the staff so that they can help students who are in crisis or in trauma or in need and then the last when I threw in there I thought that was important this has actually been in our school Improvement plan for some time it's a109 and we'll talk about that in a second what that stands for um in indar so increased instructional Focus we saw during the 2021 school year we went to a 4-day plan Dr Stover asked me if we thought we could do something different than what everybody else did coming out of covid the rest of the schools if you remember they did two days and then one day uh three days um online instructionally during the covid comeback year we didn't we had a small enough group of students

048at 51 and a small enough staff that we decided that we could keep everybody separated and go to a 4-day school week it worked marvelous um it gave teachers time to plan gave te uh teachers time to meet about students and do professional development uh this would also increase PD which would include working with instructional coaches so we work closely with our instructional coaches which is a fabulous plan across Kataba County thank you for that uh increased planning would also include the opportunity to meet with student needs with our Tas so that's one of our biggest needs a third of my staff is Tas they're on the buses though because we have bus drivers and bus monitors so most of our Tas or teachers assistants are on the buses in the morning for two hours

049and on the buses in the afternoon for two hours so they don't get to participate in professional development except for during work days um so this would give us more of an opportunity to work with them build them into the instructional focus of the classroom and that's something we're working with Dr awood is building those pieces back in for them um we also saw an increase in daily attendance in 2021 with the four-day schedule I had very few students out during that time period they just attendance was not a thing what they could do for four days they couldn't see themselves doing for five and if they didn't have that hope for that fifth day sometimes I'd miss two three days a week um but when they knew they had four they felt like they

050could make it community service and job training is the next one we currently have a group that goes every Friday to the corner table they participate down in there the corner table loves us um we're wanting to expand that and build it out this community service piece the kids serving other people if you could just see how they do a 180 when they're in the community and they know they're serving other people they light up they become leaders um they help each other out they help the community out and it also helps them to see what the rest of the community is going through because they're going through a lot but there are people out there who are going through more and need them and that part of being needed helps them through the day

051and through the week working with C cbcc this is a new piece that I thought I'd put in there I'm working uh currently with Ron Carson at cbcc in their juvenile Community restart program it focuses on graduation but if they're not going to make it on to graduation it then focuses on what does a GED look like what does um your future look like without graduation and they plug them into cbcc classes like welding construction HVAC so um as we begin to to think about the possible future of C I wanted to make sure that I built in that Community involvement with cvcc we already have quite a few kids going there but we need more because we go back to that hope they need something to hope for after graduation which is a profession

052which is a family which is a life beyond um high school education last one is field trips to job sites different Employers in the community for discussions about the what they do currently we have a construction um an owner of a construction company here in Kataba County who's willing to come in take his time on those every other Friday to speak with our students about what construction looks like and then take them to construction sites to show them what a true construction worker does not what they think they do but what they do and how he can plug them in after graduation in an internship type program to build them up to being the kind of employee that he needs which is great because that means they may have a job right after graduation decreased

053behavior in the year 2021 I saw 12 referrals for all uh OS so out of school suspension that's how many I wrote in the entire year the last three months of that year I was all by myself my assistant principal had some heart issues and had to take some time off so it's not like he wrote the majority of them I didn't write any so once again we go back to the four- day week where we had all students present four days a week which is what we're proposing and I wrote 12 for the entire year at the time that I wrote this I had written 59 out of school suspensions my assistant principal 65 and we're leading with 70 students we're leading the number in out of school suspensions for the entire County that's

054got to stop right I know we have the alternative school but I want to get that number down those kids got to be in school if it's not attendance then it's OS either way they got to be in school or they're not learning right um so we plan to do more PD on Behavior plans incentives so we also have probably the highest per capita number of behavior plans if if you're not familiar with exceptional Children's Program if they're in exceptional children's or EC for behaviors they often have a behavior intervention plan we have 33 students currently who are EC and out of those 33 students 25 of them have Behavior plans that means that almost every teacher on campus has to know four to five page Behavior plan on every single almost every single kid

055going um so it it it is something that's extremely hard to keep up with in a normal stance um we need time to work on that to help them with their behaviors because that is a plan to help them get better at what they're doing not just to to feed into their behaviors but to actually work on them we're also able to use those p8 uh days um to visit other schools so that's another thing that my staff has asked for they want to see other teachers doing it um when you're the only teacher in a school so my English teacher is the only English teacher I have the math teacher is the only math teacher they can't go out and actually collaborate with peers in the school because nobody else does what they do

056they want to go out and have the opportunity to collaborate with their peers in the other schools and bring back ideas to C to help make it a better better school and then a19 is the school expects students to participate in activities to develop skills outside of the classroom Service Learning clubs Athletics enrichment opportunities and internships this is actually one of the goals that built in to indistar for uh School Improvement plans I didn't make this up this is the goal um and my staff chose this last year they wanted to make sure that our kids had this opportunity and we started doing Service Learning last year we've increased it this year and as of right now every other Friday in the plan which if you guys don't have I believe you do have a

057copy a paper copy of the actual plan if you don't I'll give you one I brought some yep I see Mr shettle has it up right there there so every other Friday right now we have a compressed academic schedule in the morning where they do all four periods in the morning at lunchtime they go to Mentor groups that's where they do the durable skills training their uh technology training and we also meet with them kind of individually and they have a individual adult that they can be almost like a home room teacher that they have the entire year somebody that they can talk to somebody go through some of these scenarios through durable skills and really dig deep into what those things mean we go from there to clubs they don't have access to clubs

058because it's the alternative school so we thought we'd put clubs in in place so they go to clubs one of the clubs that we currently have that the kids love is construction so another one is crafts and all sorts of kids are going into crafts we have girls in construction which is awesome but they're we literally have gift the little um if you go to blows the little wooden things that you can get if you go on Saturdays and take your kids and put them together that's part of the little construction thing they're going through but just learning the basics of how to use a hammer and how to use uh simple tools not power tools or anything but it's something for them um but it falls this particular goal actually falls under instructional excellence

059and Alignment uh proposed 4-day plan helps to meet that part for our school Improvement hand and uh and then we have this plan so we're currently working on the every other Friday and then when we talk about the Friday that they wouldn't be in school kind of like uh Challenger does right now it it would be still an instructional day but it would be a remote instructional day so in the morning they would have two hours devoted to things that are assigned to them by their teachers in the afternoon they would have two hours of open um time where their teachers were available online they would actually have a a time to step in with their teachers talk about what they were doing for the week what they needed if there was any help they

060needed any makeup work that needed to be assigned or or uh worked on um so it's still under the remote instructional plan so we still fall under that plan the same one that we use if they're out for weather but in the mornings we've been doing uh meetings professional development and the afternoons would be collaboration with their peers so and that would be both of those would be every other Friday I'd like to just just say one other thing while you're taking a look there drwood if you have anything um first of all thank thanks for your consideration uh our um other need to this is that our experienced staff that we have left at C are um in a season of retirement and it is is harder and harder to find teachers in general

061it is extremely difficult to find alternative licensed and willing participants at the alternative school a lot of times it's because of perception right if you go to C sure our students make poor decisions sometimes but they're kids they're great kids and they just need an opportunity you also have to have patience and you have to have a heart for that ju Just Like if you're going to teach construction you got to love construction it's the same same principle the other thing that that I see as an advantage of this and you all probably know and I've talked to most of you about this is to recruit and retain teachers uh we don't want to just hire somebody who couldn't get hired anywhere else and probably doesn't have an degree we want somebody to who wants

062to be there and is is a five-star teacher and and not not somebody who maybe got released from another County and is trying to get a second start and or maybe maybe somebody has no no teaching background at all uh so we I think this also lends itself to teamwork and what we've found is our employees like teamwork they like the opportunity to work with fellow teachers to plan uh to develop themselves as professionals uh so I think this could also be a a huge help in that category Dr Arwood did you have anything sure I'm we started actually Friday meeting with the staff at C and working on professional development needs for for now and for the remainder of the year and they are excited and I will speak for our instructional coaches that

063I was with on Friday they are excited about ways to help them and so this is another layer of support from the cni Department that we can assist them and making sure that we are doing good sound instructional practices for them at the same time doing a 360 approach for them not only with their teachers but with their teacher assistants as well and making sure that they understand good sound instructional practices and that's what we're there to support them and help them ensure that are doing all that they can for their students did you have anything any questions so we do have a parent on the board um to our BLT and The BLT was was the one who created it and she is all for it um her son is currently a sophomore and

064um to most of the parents that we talk to it is a boon so the ones that are not currently which is a small number it is about child care because they're worried about what that Friday is going to look like every other Friday um I'm sure it was the same way with Challenger when when cbcc went to a 4day and Challenger had to go to a 4day with an alternating Friday um program as well you're welcome question so the correct in certain things that'll there'll be a behavior in attendance piece so specifically as we're talking about anything that would be like a field trip there's going to have to be attendance and a behavior piece put in place we have PL you e so what would like to see your which a lot of

065our kids use um but when they're not there we can't help support them in the things they do need I guess that was my next question are there barriers to them getting to school or just they don't want to be there so I would say the biggest barrier um Shire is the distance so you I live three miles away from my my children's school right and they still don't want to ride the bus it's just it's a part of what kids do nowadays they don't if they have to they have to but they don't want to ride the bus we're we're asking a lot of these students that go all the way out to cat square bale all the way over to Denver to be on a bus for two hours one way twice a

066day and that has a lot to do with it as well it's that four hours on the bus every day um and they just wake up and say yeah um so if we can build an incentive so I would tell you I how uh sophomore this year tell me he said you know I came in on the second Friday thinking it was going to be this fantastic Friday and found out it was only every Friday every other Friday and he's like eh I de thought it wasn't coming back on any Fridays well that's not the way we want to work I'd rather work out a schedule with you you figure out you know don't skip all Fridays just come on you know let's work somewhere let's start somewhere let's do something I think the timing

070approval of that model for Kataba Rosenwald and we're asking the board to approve Rosenwald for option b under North Carolina's alternate accountability system under option B students test scores will be assigned to their base school and this is the option that we have used in Kataba County for Kataba Rosenwald since the school originated as an alternate setting if you look in your packet I believe it's on page four you can see how the alternate school gets their grade even though scores go back to the School the students based school um it still receives a grade and 20% of that grade comes from student persistence 20% from student or School achievement um and 60% from growth calculated in evos so again that's in page four in your packet um okay you can see on the screen

072of student transfer dates and the process for count thank you chairman Taylor members of the board um in your pack packet you have this one document uh discussing the board policy for school admission enrollment and assignment section D G states that the period of time must be established and section m talked more along the transfer process itself we're requesting that Monday June the 3rd 2024 be established as the acceptance date the first Monday and June has been the date for the past 14 years and we're asking for that date to open transfers across the district and secondarily we would also ask that Monday August 12th be established as the due date for tuition for those students that are out of County so I would seek your acceptance and would be happy to answer any questions

073you may have one question Mr Mor you the date in June the first Monday in June has that worked well I know sometimes we get in the habit of doing things because that's the way we've always done it which I say is the worst reason but if it works it ain't broke don't fix it I think it's also an adage yeah I I think it works well I know that uh in previous years of course we had people line up years ago but in covid times and since then all of it is online and I know that our transer requests have increased a great deal uh literally when this transfer process opens until the first day of school that's pretty much all Wendy is involved in my administrative assistant so we're around 350 to 400

076next bid is for fencing upgrades at Bunker Hill High School we've had discussions about the back half of that campus and being able to make it more secure uh we have a bid tabulation with the low apparent bidder being Hickory fence company at 66,000 941 the funding for this project is from safety money that was a grant that we were awarded from ncdpi for the 2324 school year so that's the source of that funding for that particular project and last um a bid from BPS Southeast flooring to recover the media center at bucker Hill High School in the amount of $49 ,24 and44 that is through the tips USA Consortium uh much like State contract it is a National Organization in which we're able to uh secure bids for specific projects and I'll be happy

077to answer any questions about either of those projects and if I can't answer it I know that my good friend Robert Hull can all right you have heard the presentations by Mr Moore questions on any of those specific projects I have a question Mr Moore have we used these companies that are the low biders have we had any experience with them the only question BP we've used BPS before so we have used all of these companies and been very pleased with their performance BPS was the only one that I wasn't really sure of but we have used them a lot lately and a lot of it's tied to scheduling and being able to take a project on in the time you know when we try to get things done in the summer other people may

080comprehensive health education program um a lot of these only have minor changes and somehow I'm hitting I'm scrolling I don't mean to oh that's you doing it that's you doing it uh okay um the significance of this one is really to align in um sub par the second paragraph of a and then the first paragraph of of B that's aligning with uh parents Bill of Rights as you know we were required to make certain changes prior to to um January 1 those are the policies we had to change there are lots of policies that that touched and so you're going to see some coming up um that just you know we're just aligning what was outlined in parents Bill of Rights so uh there also is an addition to um uh awareness of sex trafficking

081prevention and awareness uh with that's added in there um with statute uh yeah yeah again all of this none of this is Crystal words um these are all required and recommended by North Carina School boards Association and um uh again uh it's aligning it aligning everything with parents pill uh next is student health services very little just some citation changes and wordings um just will from will to May uh state law authorizes uh School Employees too as opposed to state law as as as opposed to School Employees may I mean some of this is just language that it's a matter of of semantics how it's said it's not does it change the substance uh parental involvement even though we have extensively uh modified that for parents Bill of Rights Believe It or Not There were

082some changes um additional changes mostly in terms of the referenes in fact the only um the only additional reference uh that's was a was a was substantive was on page four which incidentally uh references opportunities for parents to learn about rigorous academic programs that may be available for their child such as academically Andor intelligent intellectually gifted programming so that was something that that they're circling back to include which I know we had a Community member speak about tonight um in addition the only other matter of substance um or two other matters of substance is Page Six sub paragraph p uh adding in that if the school and or the school system is identified by the State Board of Education as low reforming notifications pursuant to statute must be sent um on page seven sub paragraph

0834 D um just a clarification that parents do not have the right to opt out of short duration academic career personal or social guidance and counseling and Crisis Intervention that is needed to maintain order discipline and productive learning enir environment or student initiated individual group counseling targeted as student specific concerns or needs uh and or counseling if child abuse or neglect is suspected um just on paragraph eight adding in um students access to school system technological resources including um it uh including the internet as we've already put it in our technical acceptable use and Internet safety policy but they're again they're trying to touch policies that touch each other some it looks like some large changes in the prohibition against retaliation those changes simply flesh out reporting guidelines and make it clear that uh when

084somebody reports an individual or or an organization for retaliation they are protected to some degree uh so long as um the there is a good faith um that they're acting in good faith in in reporting it and it also outlines the requirements again fleshes it out it was already in there but it just makes it makes it more robust uh the requirements of the board in investigating any allegation of retaliation next is technology and the education program Marty Marty Marty what is added there is a new paragraph about generative artificial intelligence Ai and I know Marty has been working and experimenting with that um and basically it's an encouragement for the board to use generative AI um and and have the employees use it with the with the schools um it's not a mandate necessarily

085but it's an encouragement technology and responsible use just has some minor references again on page five sub paragraph g under use agreements it adds in um applic a reference to applicable a I guidelines artificial intelligence guidelines um graduation requirements again this aligns with the State Department of Education Mr Lee Mr Lee Miller has reviewed this and Mr West Morland um basically it's divided out the different courses of study one Future Ready core core course of study uh next is Future Ready course of study required for students entering ninth grade that's still a hold over from previous rules um from 9th grade in 20221 and then Future Ready occupational course of study required for students entering ninth grade in 2020 and [Music] and yeah one two Future Ready course of study credits for students entering ninth

086grade for the first time in 2021-22 uh for the most part the structure of this has maintained the same or has been the same except uh they taking out the local requirements for course credits from the actual board policy again that's been reviewed by Mr Miller there'll be a quite a few more of those coming from cni as well next is um concussion and head injury the only changes there were statutory or references to statutory requirements administering medications to students is the next policy um there is a was a restructuring of this policy to basically Define in one place what medication is and take out the word drug before the the trend was to include drug in there because we wanted to make sure that everything was was caught but I think people don't like

087that term anymore so you'll see drugs ore is off is is removed throughout but it just talks about medication and then a clear definition for medication uh is added um and that includes over-the-counter um drugs so now it encapsulates um even over the counter what is different about this is true the major difference is the um the self- administration of medication now has to be cleared through the office we're talking about over the counter medication uh also that it can include but that has to have a a script also for um diabetes and anaphylactic shock and um uh allergies there's a process clearly in place in fact there's two more policies that are coming next that I've already done for the next board meeting that deals specifically with those I've sent those to our school

088nurses and the state uh the county attorney's office and they've approved both of those policies as required and they're grateful for them because kids with those conditions diabetes they have to be able to self-administer clearly in a much more seamless U matter but they've got to get the paperwork in order okay next is child's abuse and related threats to child safety the um there's really nothing substantive in that just references and citations uh uh a reference to Center for safer schools being shown to all students in grade 6 through 12 um is required to be is required to be done child abuse and neglect information and resources for students and another reference is made to licenser electronically stored information is the next policy um and really it's a matter of citations that have Chang uh

089in this policy everything else is staying the same um just an added sentence of school business related electronically stored information and or received by an employ sent or received by an employee using a personal technology device or account is subject to this policy and that's something that I'll just remind everybody if you are conducting School business and you're a School employee or a board member then it doesn't matter what device you're conducting it on it is subject to Discovery and so it's just important that everybody understand that so even this actually drills that home that particular uh policy uh lenser again just a strict update from the state uh reporting misconduct has been fleshed out um and information about service members and their spouses relocating to North Carolina which we don't have a lot of

090in this area area well we have some but reporting misconduct uh we are we are the state is concentrating a little bit more and more and more each year it seems like with uh what the school systems have to report as far as teacher Behavior employee Behavior with as it relates to licensure and so this is just fleshes all that out Ray Thompson does a great idea of keeping everybody in in um line with all of that And discussing what if anything needs to be reported we're fortunate we haven't had a lot of those uh lately staff student relations the only um changes there are just it makes it applicable to student volunteers uh also um oh excuse me it does not makes it clear it does not include student volunteers for staff student relations

091and it changes some citations um also a reference to the licensure policy next is insurance and we only have two more Insurance uh just there's very few changes with regard to that the board shall maintain liability insurance and it clarifies or other liability insurance coverage adequate to safeguard the school systems property and assets uh so it acknowledges there could be um other other liability coverage uh cost associated with maintaining adequate liability uh will be included in the budget which is always has been uh and the finance officer will maintain custody of liability policies then the school finance officer policy has some additional um uh requirements that are all statutory again this comes straight out of the statute it's something that Miss Miller has been do miss Aldridge has been doing already they just fleshed it

092out for example adding maintaining the general ledger system which has to be done to do the other to do the other um obligations utilizing an encumbrance system for tracking obligations overseeing the school system purchasing and Contracting processes and again these are things she's already been doing they're just make it now making it into the state um state law ensuring that well they've always been there but they've just made it clearer ensuring that Federal funding expend expenditures comply with Federal obligations creating anoun Anis of financial personnel and student data and records for administrative decision making again that's something that she and Dr Stover and cabinet do all the time preparing and filing a statement of the financial condition of the board excuse me of the school system as often as requested by the superintendant and um

093managing all activity for a balanced budget ensuring the quality of fiscal operations at the individual schools through periodic audit reviews you you experience those and and have those for review maintain a legally compliant payroll system pretty Broad and uh maintaining custody of liability coverage uh policies and providing all required materials for the annual independent audit which she does and they just have glowing um things to say about our finance department performing such other and Duty other duties as may be assigned by law and that's the catchall which was actually in there before but just again uh we moved it to the end as a catchup used to be in number 14 and then also IT addresses professional education and and it states that the finance officer shall complete all continued professional education required by the

094State Board of Education which again she's been doing um system in our state not long issue payroll yeah payroll yeah it was a guest home pretty pretty even things I think what happened is in the wording the fact that it's done well yeah [Music] yeah commiss on those policies CH this whole process is part of ongoing effort to out to count policies I did have one question on number four policy cation is that necessitated by state law or is that just what it's done is FL out who is protected by start box next time bre I will Mr chairman I make the motion that we approve the post amendments 15 policies all in favor of approval of these uh policy changes signify by raising your hand and that vote is unanimous thank you uh the

095final item on our Open Session agenda is a discussion regarding public comments at board meetings uh and this is one uh late last year I think in December of 20 uh 23 um we had put a policy in place essentially disallowing someone from making public comment as a proxy for another person um and in one of the uh book challenges we had uh that that was called into question and quite frankly uh that being so new I was a little bit ambiguous about how that went so when you're ambiguous on anything involving legal matters you ask an attorney so Miss Davis has given us some guidance uh about this so again we're this is a discussion it's not really anything other than um so that we can clarify our understanding and if need be adjust

096a policy so uh is Davis sorry if I move my computer at die I can't unplug it so I'm going to read from this that the pertinent part of the policy that was cited um what and I'm going to read specifically um it's out of context but I can read it in context um is that an individual cannot speak on another individual's behalf and the specific situation and situations that were encountered at our last board meeting had some there were multi multiple different uh types of issues the first had to do with I think reading a letter that someone wrote and it's my understanding I could be wrong but that that letter was written in response to an inquiry from our a member of our public and um and then that person wanted to read

097the um read the letter so then there were other there have been other issues for example there have been citations and references to um and I'm gonna I'm gonna mess up on the name of of it but it's a a Miss TIG cited it it's a review book review book looks yeah so some references have been made to what book look book looks have said and representatives from book looks and um and then there have of course been references to the law different laws and there have been references to the Bible and there have been references to the book itself um which was so so I think the question that uh Mr chairman was talking about is to what extent does that apply and I'll be honest I think it needs to be clarified it

098says it says a speaker an individual cannot speak on another individual's behalf and in thinking about that I I don't think that that the board intended that you can't refer to another piece of work another item of work I think it's clear that in fact we have in the past at these uh public comments allowed public members of the public to refer to all kinds of Works um whether it's been um you know photographs even they've referred to photographs uh they referred to actually written documents so one of the things that in trying to get at what the board I think intended and again this is up to you you don't have to modify the policy um but I think the fact that the works that you're referring to is cited is important because then

099it gets gives the board the ability to go fact check it and verify it so one of the things that I I was saying to insert in lie of that or to say an individual cannot speak on another individual's behalf however a speaker May site will present The Works words or works of another individual organization or agency as as long as the speaker cites the name of the work the name of its creator and provides the board with a copy of the work or with a full citation of where the entire work can be located so that that gives the board the authority to reference it in in proposing that I literally went back to something that y'all probably all remember and that is your research papers in high school um you know the the

100not the professors but the our teachers would say site where you're getting your information and um and basically that that would limit uh someone from just throwing out any kind of statement on behalf of somebody else and for example uh if you are citing something from the Bible everybody knows where to find a Holy Bible and if they say Genesis 1:1 then you're able to go check that um we've had another another incident I think where um Miss Dr Barnett had a question about a information in a book challenge that was a Google a Google uh based on a Google uh request and I think asking for that request and what it was and and what the results were and what the citation was is legitimate for the board um you know again I think

101Miss Teague has always re referenced you know where she has found material but I think just taking that one we got to be careful about limiting someone's speech as a result of something that's written or interpreted narrowly that's where I am so I'm that's as I I mean as I looked at the policy after Mr sett brought it to the attention I think the intent of the policy [Laughter] that question n e e e well here one of the things that I was thinking about that kind of got that whole thing going is that uh there was a couple meetings where a person uh could not be the meeting and they had asked somebody uh to read the letterly that they were going to address to us and my thing with that is is that

102as we have said before looking at is that if that person said something in that letter then we as board members could not uh be asking as if they're talking in person then we could ask you to have that clarified and it just kind of go out like it and so I think that's what um brought all that on I actually like hearing what we talking about you know as far as uh people being able to do to reference something as long as that is clear where it's been reference how we' been interact Mr chairman I believe that the issues brought up tonight show that we probably need some clarification and I wonder I I tried to jot down some of the language that our attorney used that might verify that current policy I wonder
