[Music] Hey [Music] everyone. [Music] follow the order. >> Um motion to approve the agenda. >> No, no additions. >> No, >> I'll make a motion. >> Second motion. >> All in favor? >> I. >> All oppose like sign. Okay. Agenda. First thing CIP project update, Mr. Jordan Eubank. >> Hello everyone. >> Uh, good morning. >> So, I'm going to do a quick run through of our active um, CIP projects real quick. Uh, so the roof replacements, I'll kind of talk about all those as one. Um, since we did have Linkhorn and Laurel on there originally, they're a little farther along. Um I did actually get the first set of drawings for Linkorn Elementary um today. Um but the others we have received proposals on and I believe we have selected who we're going to move
forward with the design process. So we I plan to issue that PO before the end of this week. Um the EC glass uh high school turf and track replacement. So, we've met with multiple contractors and eventually um a civil engineering firm who we did um decide to partner with Hurt and Profit. They are um supposed to come out and do geotechnical borings of the track later this week. That'll help us kind of determine how many layers of asphalt or how the soil is underneath to help us identify how much of a scope of work we will have with that project. So, that's really the first step. Um and that's underway. Um, and we're still planning to do begin D uh construction in September of 20 I mean summer of 2026. Um, so the Heritage High
School baseball and football turf and track replacements. Um, we did get uh proposals finalized a couple weeks ago. Um we have decided to move forward with uh Keystone Sports to um partner with on the construction of those projects. Um we are currently working through the designer and the um school admin on selecting um the renderings for the fields at this time. Um both fields are to be completed by February 13th, 2026 prior to spring sports starting and baseball will be completed first because it's open currently um as football is still practicing. Um so baseball will be first and then football um will be will follow that and then in the um summertime we will have to come back and do the track just because of temperature constraints on actually installing the track surface. Um the
uh building envelope project. So uh Atlantic Restoration began work back in September at RS Payne Elementary School with grinding and chipping mortar joints on the roof. Um the first set of probes was completed today. Um we had the architect on site to review those probes, which is basically just we find we open the spot up, find out what's underneath so we know how to address the issue um at each location. Um, and then EC Glass High School work should start next Monday. Um, and they will also start working on the roof on certain elevations up there to sort of do the same thing. Um, the CTE, so we were able to get uh Sam Dusky Middle School technology lab equipment um and that was set up as of last week. They are still working on
some um finetuning of those systems, but I had the opportunity to go over there today and see kind of what all they brought in. Um and there's a lot of good stuff there. Um the automotive program, we are I believe we have applied for the ASSE accreditation inspection. Um, I don't know that we have a a solid date on that at this time, but once we have that inspection, that'll kind of give us an idea of what changes we need to make or what repairs or upgrades that need to happen in that area. Um, and then the culinary arts is sort of in the same uh predicament with the uh health department inspection. Once that happens, they'll kind of let us know, hey, you've got to do this, you've got to do that. Um, so
that is also in process. And then we're um I went and toured one of the three middle schools today for the um culinary arts labs upgrades and we're working on getting some equipment list together on what we're going to upgrade in there or change in those spaces. Um elementary playground modernization. So, the Sanduski Elementary School equipment has been delivered and they actually will be on site next Monday to begin installing the new equipment and making the repairs to to the uh Sandusk Elementary playground. Um TC Miller equipment is expected in the next few weeks. Um install, I think TC Miller is next week as well. >> Yeah, install for TC Miller is also supposed to start next week. Um, and then dear Darington Elementary playground equipment has been released and I think we're expecting that
mid November, late November. >> Yeah. Um, and then paving and fencing. So, we've got some proposals for Darington Elementary School fence upgrades that are coming. Um, and then we've also got some of these funds allocated to the Dunar Community Schoolyard project, uh, which we just got through the first round of TRC reviews on our first set of plans, and we're currently working on addressing those comments from the meeting. Um, and then access control upgrades. Uh, so RS Pain has had all hardware and new cores installed. The key box integration is all that remains, which is basically the last piece of the puzzle that will make that system fully functional. Um, Heritage High School hardware install is 95% complete. Um, and we plan to begin commissioning the access control actually for the badges the week of
October 27th. Um, cores will be switched over during Thanksgiving break at Heritage High School. And then EC Glass High School has had all low voltage wiring and control cabinets installed. We are awaiting hardware delivery in order to begin installation. Um likely will be completed over winter break. And then Linkorn Middle School, we did the initial walkthrough uh last week and then the hardware submitt is in the works with the low voltage and control cabinet installation schedule and plan also in the works. Any questions, comments? >> Well, I'm kind of happy to see these things start to move. Normally, when you make your selection, are there changes in the numbers or are you still working with the same CIP numbers? >> Same CIP numbers. >> Okay. Yep. >> Darl, >> I have nothing. >> Thanks for
the update. >> Thank you. >> Next is metal detectors committee and communication. Mr. Travis Marshall. >> So, as far as metal detectors go, I just want to provide a quick update um on the committee. Uh we are putting together a committee of stakeholders so that the community has a voice throughout this process. Um we are seeking out parents, students, staff members, and a board member representative. Um later this week we're going to start sending out uh communications for how those stakeholders can get involved and fill out the application process for that. Um I included uh for all of you a hard copy and it's uh it should be electronic as well. Um, if not, I'll make sure it is, but the copy of the questions for that application so that you guys can see the
questions that the community is answering as they fill out that survey. >> Were there any questions about that? >> Can I add something before you open it up? Um, so I wanted to bring it to this this committee, uh, Mr. Depal and and committee members. So as we were looking at it for the process of um hey selecting parents and community members I started looking at it from the um point of it come came before the finance and facilities committee and if it would be okay if I I guess could ask Mr. Paul and if the other members are okay to be that board member that's represented represented on that committee um because it closely aligns with this committee versus other committees with finance and facilities. Um of course I know I don't have a
vote in in those matters but I did want to bring that up that was something I shared with Mr. Marshall. Um because I was looking at it, I said, "Well, that just sort of makes sense if it's the chair of this committee to be the board member who's represented on the metal detector committee since this is a committee that we brought to." >> So, I just put it out there if that's something you would be interested in doing and if your colleagues would >> sure. So, thank this go to Okay. If it if it doesn't go to the whole board, >> go right ahead. >> Okay. Well, thank you. Do we need a motion for that to bring it to the full board or if this is >> I wouldn't think so. >> Well, thanks.
Thank you. Um my question would be uh the aspect of security the we don't really want to have um if there's going to be intricate aspects of of of um there's going to be specifics about putting in metal detectors that we don't want people to know about. We don't want to publicize where we have weaknesses in our system. We don't want it to be general knowledge. Um and having I suppose faculty and staff would be fine but um when we talk about stakeholders where do we draw the line of people who can >> and an aspect of trust or secrecy or privacy u because we need to make sure that our security measures are held close. we we we can't bring this to the wide open field and expose or or publicize all the things
that we're doing. So is that is that going to be taken into account at least to some level? >> Yeah, absolutely. And that is that is very valid >> and that would be before the implementation phase. So of course we wouldn't have the greater community on those aspects of it. >> Okay. >> But but we do need their their input. >> Okay. >> Voice. >> That's why you're the perfect board member to you'll ask the right question. >> All right. Thank you. Thank you for that. >> Um on a sec just a sec secondary note. Um we will be revisiting this in the future for middle schools as well, right? If it implements smoothly for height because we have had incidents at our middle schools as well. Mhm. >> Yes. >> Okay. >> Yes. We
just want to make sure that we roll it out >> to the high schools first. >> Roll it out slowly and uh Mr. Marshall and that team have been >> I just want to give >> every day. I >> want to make sure Mr. Floyd has enough to keep him. Oh, how you doing, Mr. Flynn? >> Okay. Any other questions? Hey, committee members. Well, first of all, I I should ask if you were done. >> Um there before you go to committee member comments, there was actually an agenda item number two um that was separate from the uh CIP project update. It's actually a separate agenda item. >> Is that the access control project? >> Yes, the the change order request. >> Oh, I apologize for that. I I thought that I read it wrong,
so Okay, >> no worries. I just I just didn't want to I didn't want to get lost, >> dude. No, I appreciate that. I would >> that different from what we just heard on the CIP. Okay. >> Yeah, because you sat down. I thought it was I thought you >> I was waiting for the next agenda. >> It actually >> he was trying to stay in order. You called them up. >> Fair enough. I apologize. >> All right, Mr. Eubank. Once again. >> All right. So, um, with the access control project, um, we, so when we, we bid this out, we only bid phase one because of, um, I think timing and, uh, fund funding at the moment or at the time of when it was bid out. So, we are now at a point
to where we're ready to look at adding in phase two schools. So phase phase one's had I think seven all the high schools and middle schools and then RS pay basically and then phase two would be um the rest of the remaining schools with phase three being admin and facilities due basically due to uh budgeting we have decided to move some schools out of phase two um so we can continue with the project um And with this change order, the contract value is three or with without the change order, the current contract value is around 3.2 million. The change order amount is just over 1.1 million. And being that it is more than 25% of the current contract value, it has to be brought in front of school board for approval. So that's basically what
I'm here to do today. So you're you're requesting permission to um change >> award change order for phase two basically. >> Okay. >> Yeah. >> And we don't have the money yet. >> We do have the money for FA for the since we've moved out some schools into phase three. We do have the money to continue with the the current schools that are in there now. >> But we're short. >> No, no, we got the money though. We just have to we had to we had to move the schools. So >> phase three. So I'm saying >> so we didn't have enough money to keep all the schools in phase two. >> Right. That's correct. >> So we're asking to move some of them to phase three so we can complete the balance of phase
two. What schools will we be moving out? >> So what we have done is moved each school that is slated for an architectural plus MEP project in the next three years. We have pulled that out of phase two. And the idea being that we can complete the access control portion of the in the same project as the architectural plus MEP. >> So the access control will be folded into the >> the future. >> Correct. >> Okay. >> So you did ask which schools what do you have a list of which schools are remaining and which schools are being >> Yes. So, um, remaining in phase two will be Bass Elementary, Hud Hutcherson Elementary, Bedford Hills Elementary, Sheffield Elementary, TC Miller, uh, Laurel Regional School, and Laurel Regional School. So, what we've we've pushed out is
Heritage Elementary, Darington, Link Horn, Palman Monroe, Perrymont, Sanduski, and Fort Hill because those are all getting architectural plus MEP projects in the future. Only one that bothers me, >> me too, >> is Fort Hill. Is there any way we can I see Don looking at me real funny back there. Um >> he just That's all that's all he's talking about. >> Just want to make sure cuz that's the one that concerned me with access especially with the um mobile units, >> right? Um, >> is there any way we can protect that school and not throw the budget off? >> So, so the only thing about it is is when we go and do these access control or I mean when we go do the architectural plus MEP projects in the future, we're likely going to
be taking all of the doors and all of the hardware out anyway. That's going to happen no matter what. And so if we do go and do Fort Hill now, we're just gonna take it all back off and reinstall it when the time when the time comes to do the the full pro the full renovation project more or less. Does that make sense? >> Yeah. But I'm wondering does it make sense? It makes sense financially what you're saying to have to redo it when we But I'm wondering do we need to protect the protections in that building now since those are some of our most difficult students >> Fort Hill was in two but we moved it out because it's got an AR it's got the project coming up in FY27 I believe. Um, I
mean, we can we can I guess let me say this. We can always approve this change order the way it is today so that we can move forward with what we're trying to move forward with with phase two and then add Fort Hill back into it if we want to. If if we >> I'm just concerned that Fort Hill needs to be one of our schools that must be that needs to have the best access control today. I defer. >> So I I think with Fort Hill and and I'm kind of with Mr. Eubank of going through what we have today because I think that we have to maybe go a couple of us or maybe the whole committee wants to go. I know you've seen Fort Hill, but even the conditions have changed within
the three months I've been here. Um, I think it would be good for us to go and start thinking about spacing and and a plan for Fort Hill in general before moving moving that into that. That would just be my recommendation. Mr. Marshall and I were talking this morning just about spacing for alternative ed students, elementary and secondary, and looking at different spacing uh considerations. Also, I've asked Miss Jamie's a lot of questions about the fact that it's a regional program and is that something that we have to continue being a regional program fiscally? You know, would that hurt us? Um, but I I think that Fort Hill probably would warrant a much deeper conversation uh separately probably. Well, I I was just thinking when you were talking that in addition to that it might
be just what you're saying exactly, but the regional the regional aspect, but also we have a bigger need for it and to use it might not even be at that location. So, if we could put that out to phase three comfortably and end up in a different location, it wouldn't make sense to really put the money into that now because we might have another location for it or expand it in some ways of the So, as much as it's an initial I can see it being an initial concern, it might be something that's moved in the long run >> because what Mr. Marsh and I were talking about this morning was sort of the expansion of it in terms of looking at we recognize they're in the mobile units and things like that, but we
have to have additional space and the concern was we didn't want we recognize the kids this is something that has to happen you know sooner than later. So, we were looking at spacing and things like that and what would be that cost if we were to put additional No, you don't like the vocal units, but we we got to have somewhere to house it, but then also looking at um because we're in a lot of regional programs, like we're the head of a lot of regional stuff. Um and I think I >> it would just be nice to streamline and really focus on LCS kids and what we have here that >> what our needs are in Lynchburg. >> I like it. That's okay. >> All right. Yeah. >> Okay. >> So, do I >>
make sure that we, you know, >> we vet it out. >> Yeah. >> Great. >> All right. >> Do we have a motion to accept that? >> Well, I I think Mr. Floyd >> I'm just going to point out that Fort Hill currently has access control and and a person at the front desk. And so, there are a lot of measures in place over there already. So, >> okay. Um even out back with the mobile units we have there are some protections in place egress only type stuff. So um there is access control currently and it does have the some of the newer keys uh that the division implements. So it's >> it is covered currently. >> Okay. I just wanted because there was a time when you could actually access those mobile units after
school hours without so if that's been addressed then that's then I'm I'm good. I just wanted to make sure that those aren't accessible except by staff after school hours. >> Yeah, that's correct. >> That's been corrected. Okay. >> Yeah. >> Cool. Cool. >> Could Could you repeat clearly what we're doing? Are we gonna vote on the measure and then we're going to bring back in Four Hill? Is that contingent on us bringing back in Four Hill? >> We're gonna move $1.1 million to phase three, >> right? >> And those schools will be schools that are going through um MEP in the future, getting full renovations. So that door project, that access project will be part of those renovations. >> Yeah. Okay. >> So, we're we're we're approving the change order for phase 2, the $1.1
million for phase two, and then pushing the other schools will be pushed to phase three, which will be taken care of in the architecture plus MEP. Yes. >> Okay. >> Are you good, sir? >> Yes, sir. >> I'll make a motion to approve. >> Okay. Do I second? >> Second. >> Motion. >> I'll approve. All in favor? I >> I opposed. >> Good. We passed it. >> Thank you. >> Okay. Um, committee member comments. >> I'm good with the way we're moving right now, especially with the CIP funds. So, >> okay. Um, I think I'm just want to put task out to everyone that um, if there's something that you think of that might help, let's bring it to the committee and talk about it. I'm sure it's going to be something that goes to
the full board. We can't do anything by ourselves, but to discuss it. I think that's the purpose of this committee. >> Um, get whatever information together, questions together because we can vet those before I don't want to say wasting the full board's time, but so we can come fully loaded and well prepared to give the full board the information that it needs. Um, there's a lot of things that are going on. We're on a good roll. There's a lot of work to do and I just want to make sure that we all know that it's something within this committee's power uh to come up with ideas. Any questions? Okay. Uh without any other questions or comments from committee members, our next finance and facilities meeting is going to be November 11th at 3:30. And if
there's any objection we um to adjournment, let's adjourn. >> Second. >> Fantastic. >> All right, we'rejourned. [Music]
