005the certificate of excellent in financial reporting the association of school business officials officials international has awarded the Brick Township Public School District the certificate of excellent in financial reporting for exceeding the program's high standards for financial reporting during the 2016 school year sponsored by VALIC the certificate of excellent award confirms the school's business office offices commitment to financial accountability and transparency on behalf of the Board of Education acting superintendent mr. Edwards and the staff for achieving the significant award it demonstrates how committed our business offices and meeting and exceeding the professional standards for the good of the school district thank you mr. Edwards want to come up and accept this for your crew your team looks like a pretty good your picture thank you good members of the board

006and to the members of the community this is a great honor and privilege for our department and our school district to receive this award if convects on support the group of folks sitting over there it's not the whole office but it's a good majority of them when we when I got back from vacation this was a great surprise sitting in my email from the association of school business officials that we receive this award I immediately sent out an email to the group saying that without their due diligence that they do on a daily basis this award would not be possible they pay attention to details and really put in a lot of hard work on the taxpayers and students and staffs behalf to make sure that the district's money is well spent and put in

007the right places so they really deserve a lot of the applause because without them this award would not even possible [Music] [Applause] all right I need a motion in a second you approve the minutes from July 13 and July 27th executive and regular session raspy defecation boy oh we do I apologize I thought that was our report I'm sorry sir you're up mr. Mosely good evening School Board and I'm she could be even bell buzzing why people in the audience we're going to be going over our rest and intimidation bullying and our self assessments for the school year and let you know what's been going to training what we've done in trainings we front-load job the training this year so a lot of the trades we did is we started in the first half the

008year the whole staff to include was went through training and bullying and suicide prevention through GCN and that was when I say staff there was teachers secretaries everyone was involved in that continuous training was done at all schools to support both bullying and suicide prevention and that's age appropriate because you don't teach high school in the same way you get to teach elementary school so we went age-appropriate New Jersey Bar Association provides us some material about materials for our bullying efforts schools run their own programs what we do is you know you're going over the self-assessment but every year we've been doing a self-assessment and we use that data to assess where we are what kind of training we need specialists continue to coordinate all the different programs and we actually have programs that are

009specific for each school so you won't go into high school and see the same thing being done at an elementary or middle school in August we actually plan a week of respects and we'll be doing that at the end of this month once again our elementary schools we focused on character education a lot we use Kelso's choices as well as the New Jersey Bar Association a lot of counseling and other programs that we work on to work on out diversity and acceptance of others middle school once again focus on education and also we start to bring our eighth graders in and start to dr. date them to the high school and the way we do that is through visit and a lot of talking to them to help them transition because the next year they'll

010be in the high school totally different Newell's assemblies we review expectations successes I personally had to go down to Lake Riviera this year the end of the year and we went over what was going on with bullying and I'll address something that bit later and really I talked to seventh graders took the eighth graders took the sixth graders and went over what had be going on in the school and what their expectations were high school once again still focusing character education our society of influence and game changers our group did on we work with we have lunch meetings with students and we work with different programs to help them influence the school we also have meetings with the mayor kind of to expose the students to the great world outside of them assemblies and it's

011both high schools we have school-based who also helps us because they run a lot of programs there on run on we have a GLAAD group we have some other woman empowerment groups that are run through our school-based programs that support what we're doing I just want to hit your own procedures here once we have an incident reported whether by student or teacher it comes into the school it is then turned over to the anti-bullying specialists to investigate the allegation they have ten days to complete their investigation all parents are conduct contacted both the suit that allegedly committed offense and the victim both sets of parents contacted that we have in a situation going on all of our investigations were completed in ten days this year and that is a rule from the state once it's

012completed reports the principle whether it was bullying or not bullying welcomed times what we find is you get allegation of something and so and so did Suffolk takes two to tango so sometimes it's not a bullying situation but it's a conflict where they don't see eye to eye but a rate the report to principal and then I actually report all those incidents to the school board this is what we had this year for incidents if you notice a lot of the schools are on here these these are where we had Oasis and the preponderance once again is our middle schoolers which is the expectation maturity level and things like that come into play both high schools had a few but I'm going to get preponderance we slide in our middle schoolers this is where we

013are first year everyone look like what are we doing sixty-two dropped out to twenty six twenty three slight increase and then this year now oh my gosh we're not supported well I told school board we've been seeing a bit of an increase we've had more racial comments coming out in the schools we've had religious comments coming from these kids we have not seen that before once again we can say oh we a mirror of our society and I'll leave it that we see this coming out in the news okay we are so here's the trend would look at middle school more problems and we'll be addressing that this year girls I know when I was growing up when I was younger girls were sweet and innocent I they're not as innocent anymore ladies some of

014the things that you're doing is unacceptable and we said this to the young ladies more racial religious comments this year once again mainly at the middle school not the high schools middle schools were refining this once again question a bullying versus conflict resolution not every situation is a bullying situation a lot of sometimes come tactics how do we handle conflict unfortunately what we've done is we our students will not become a lot more isolated and where they isolated our next area electronic community we do not talk to each other anymore if I don't like what you did it's a lot easier thing to take out my phone and say something and broadcast out to everybody and that's what we have to have them doing a lot more and that's where we get into question of

015cyberbullying I can tell all my friends oh so-and-so did something and boom how do you respond to that and that's something we snapchat everyone else will Scott Titus I'm presuming but um I've actually been on snapchat now and I'm learning soon as I said look hit it it's gone I view it disappears that's what the kids do the steps up they send it to their friends once it friends view it it's gone and the only way we track it is if someone goes head it captures that image and lets us know which is it young how do we do that kik Instagram all areas of conflict where kids are using to make comics Twitter at least that what along because we have other people using Twitter self-assessment each school has reviewed their programs we did

016got their self sets good job end of May they went through it they're different Correa's that are evaluate I'll go over those and we use that data to prepare for the next school year and when I give you a score to see the maximum score you can get in these requirements and values hip programs just each school have their programs ours the clearly identified training on the Board of Education approved policy has everyone been trained now we know we have the gcn training that everyone's going through all the new teachers reach actually I have to go do at the edge of August so they get the board policy so we do that other staff instruction and training programs other things that we do with the school follow-up training that we will be doing curriculum instruction

017HIV and related information hit personnel does each school have this line personnel required for this program school level its reporting once again that goes back to the earlier slide how do we report them if the procedure being followed investigation are they completing their various investigations in a timely manner once again the standard is 10 to 10 school days now once again on when we say Ted school days you have a kid who's in sixth grade accused of HIV how long does he remember the incident because if you don't get him right away good Oh what happened they forget quickly so 10 days is critical and then all we reporting as we should these are scores I put up the past couple years so we get a quick look BT now let you read all them

018for you I'll just leave them up there for a few seconds current scores is the last power and I think we do know pretty we do it pretty well on our accessories and these are elementary schools first year you could sell via we had a big question but we've we've pretty well it proves on how we do that any questions for me [Music] Thank You mr. Mosley right now I need a motion in a second to approve the minutes to the exact session the thirteenth regular the 13th and July 27 special meeting make a motion a second pass any discussion on the minutes seeing none Mary this cancellous I'm going to abstain on the 27th I was not here and yes to the rest mr. Boren yes mr. Koller yes this Gagliardi yes miss Hafner

019yes mr. lamella yes I'm going to move to a committee reports curriculum yes in July the curriculum committee met at the end of the month and we discussed a lot of the professional development on progress that we're doing in the district and I'd like to just highlight one thing that's on the agenda for approval tonight the the district has identified mrs. McNamara has to identified a program that would be highly beneficial to our students in the high school level and it is a program about opioid abuse and education and it comes from the Manchester Township School District it was developed by the Manchester Township Police Department and they work and they train on students they work with students on different topics about opiates about opiate abuse causes of addiction consequences crimes how to prevent addiction

020and our Brick Township Police Department has been trained to do this and now we would like to bring it into our senior level health classes in the district and I think it's a terrific response to all the needs that that we have it's a great response to the evolving needs that we have in the district as far as heightening students awareness to try to fight this opioid epidemic here in Ocean County so I just wanted to highlight that one thing for curriculum Thank You human resources that's me again I would like to thank human resources department especially mr. Cranston he's worked very busy and very hard to prepare for the opening the school year we really have most of our positions filled all of them filled now I think right then - hit the deck

021running come September I'm glad to see that we are voting to fill a position from within the district for our special education supervisor and I thank everybody for their hard work on the committee this summer thank you ajaan facilities facilities met there's work being done in the vets memorial parking lot Brick Township High School East parking lot brick High School track and the Warren H Wolfe elementary school as we were getting into the jobs a little bit more working about and we are praying for good weather's that all these projects will be complete where the opening of school year blood testing reports have all been submitted and our paperwork for reimbursement from the state has also has also been submitted we're looking for a little bit of money to come back to override the cost

022of the testing that was done finally and first reports from the local government energy audit came through not everything yet but we have a couple of schools that just came through and we're going to have to get into those reports at our next meeting the bridge memorial this is a good one brick memorial gym floor is done and the chiller the boiler is all done everything is completed and looks great mr. Kalb us brought pictures to the meeting and I was impressed the brick High School boiler have back unit is still being worked on so we can finish up and have our our contract with that completing and have payment go out [Music] lots of work being done around town I'm looking at 11 projects lake riviera gym bleachers supposed to be completed this week

023like riviera gym floor is going to be worked on beginning next week the mid streams elementary gym floor will follow up with lake riviera for brick memorial asphalt projects and the rear of the building will be beginning in the next few weeks with Memorial High School storm great projects are going to be beginning in a week and a half mid streams Elementary School handicap ramps will begin next week concrete work at brick memorial high school beginning next week concrete work that the board office has completed concrete work at Lake Riviera schools scheduled to begin in the next couple of weeks and Warren wolf school now I'm sorry it's Oh Emma havens young school has concrete work that's beginning this week and all of that work is still coming in slightly under budget sixteen thousand four

024and twenty five dollars under budget still another note of interest is there's a reforestation grant that was given to the township we were concerned because of the expense of planting and the upkeep maintenance of the trees that are being donated by the township the MUA has come up and they agreed to take care of all the planting of the trees and I believe it was to maintain the trees for the first year first year yes first year maintain all those trees so we're looking at possibly a hundred trees being placed around our schools in town for beautification and whatever else reforestation can do to help the environment with the schools I have to thank mrs. bacala mrs. wall grab for showing up at the end of the meeting for items on the agenda for approval

025or for consideration I shouldn't say for approval items on the agenda for consideration include all of the work at vets parking lot and brick high school parking lot that had change orders as we were getting into the project some of the work we found had to be expanded to make sure that the jobs are being corrected and because we're on a timeframe now there were two-week requests to have this there's work Lalor for two weeks and we don't have two weeks for it so what the committee did with the help of mrs. wall RAB and mrs. bacala was we approved the change orders with the hope that the board would consider the approval of ratification of those change orders this evening and that would be item 22 under operations Thank You president Camela thank Jim

026can you give us know Vera finance as definitely didn't make it tonight if you can just a brief overview sure Finance Committee met on August 2nd mr. Walberg mr. bacala mr. Barton and myself and mr. Phillip Owen came into the meeting a little bit later we discussed the 2017-18 budget reduction plan the state reduction plan that was submitted to the Department of Education as of that day we did not have the guidance yet on appealing however we did receive it later that afternoon so we are working currently on the appeal there's a resolution on this evening's agenda to approve the authorization to submit the other appeal for the reduction of state aid we discussed the auditor and the fact that we now want to do an RFP for auditing service since the previous auditor was

027seeking an increase in their fee for the current year audit so that RFP has been drafted and will be going out the beginning of next week we discussed the certificate of excellence award which thank you again for the recognition this evening we discussed the some legal service bills that are on the seasonings agenda for payment and we discussed moving forward with the for the 1718 for the audit as was discussed for 1617 services as well it Thanks Shing Dennis acting superintendent report Thank You mr. lamella I want to begin by congratulating and thanking our custodial staffs I made it out to almost all the buildings during the last week and it's remarkable at this time of the year how far along we are getting our buildings ready for the September opening and it's due to

028their hard work on the HR agenda tonight you will see in items 11 36 and 40 the approval of volunteer coaches and advisors having coached and been a building principal in this district I know the time and energy that those people put towards helping our students with no reimbursement they deserve our prompt our praise and our thanks also on the agenda you will see the retirement of a coaching legend and this is how long that's this gentleman has been coaching he was my coach in high school and I'm old so coach Auriemma has been around in coaching our kids and turning young men and young boys and the men through teaching not only hockey but really teaching character sportsmanship and all the other things that really are most important in our athletic programs he is

029a person that can truly be called an icon in brick and I think we're fortunate to have two we have coach Auriemma and we have coach wolf and to measure the impact that they have had on young people and importantly in this district is almost impossible and we are going to do a very large very hopefully wonderful presentation for coach Auriemma at our September board meeting I want to do that so that we can get students coaches people that have worked with coach Auriemma over the years but we are very fortunate to have he and his bride of many many years and many of his family members we would need the entire auditorium if they all showed up at once but coach Auriemma we are so just lucky as a community and as a school

030district to have had you for all these years you are truly a treasure and I thank you for your service [Applause] Thank You coach I am also happy to report that all of our capital projects are on time and still under budget and finally I want to personally thank and it goes hand in hand with what mr. percolo said as you all know there is an epidemic of opiate abuse particularly in Ocean County and specifically in Brick Township Jackson and Toms River they are the focused communities and a statewide effort to try to fight what is becoming a rampant and very dangerous situation for our young people and without the help of chief Riccio and him literally handing over in this day and age with all the work they have to do handing over six

031police officers to us for this coming school year so that they can educate our twelve eleventh and twelfth graders on opiate use in a very effective longitudinally studded program that has shown that after this program is over and I've already talked to mrs. ratinho and mrs. Roland our two sacks that reporting to sacs increased by over 60% after the programs because students were given the tools by these police officers to come forward talk about issues and their families talk about issues that they have and seek help it is an incredibly successful program one that will benefit all of those students and our hope is that as we move forward we can continue to slide that program down to our our entire high school community as well as reaching down into the middle schools so I

032want to thank chief Riccio for doing that and we will be recognizing him also at a future board meeting Thank You mr. Linnell Thank You mr. filfo you're obscene this is McNamara this McNamara curriculum instruction Thank You mr. lamella for curriculum instruction the acting superintendent recommends the board approve the following items one through seven I need a motion in the second motion that's any board discussion on curriculum and instruction any public comment on curriculum and instruction seeing none Mary this Cantillo yes mr. Barton number two the last line for workshops are staying and yes to everything it's the color yes miss Gagliardi item number two the workshops the last line I will abstain from that and yes to everything goes this a sir yes mr. lamella yes mr. Edwards you please introduce the operations report

033estimates Dillon I'll the acting superintendent recommends items 1 through 30 thank you I need a motion in a second motion packet and the board discussion on operations reports seeing none any public discussion operations reports the fenoli metal point drive is get rid of the easy one first a number fourteen non public school funding there's an item there the last one it says security thirty four thousand eight hundred and seventy five dollars but somebody tell me what what that is mrs. McNamara you deal with the non public's if you feel like you can answer that its money that the state issues to non-public schools for their security components I believe mr. Edwards were in our third year of them receiving these funds they can use it for things like ID swipes to get into the building

034to improve locks on doors to put things in for when they're doing security drills so that they have shutters on the classroom windows things of that nature so I understand that the state gives the public schools the money and then we usually use it over there the money comes into the school district for the non-public and they work with us to then expand the money okay actually that would be an easy one thank you periodically I look through the transfers section which is item number one just to see how to look at everyone but I look at the big ones and there's one lick - stood out to me on page nine piece nine of the transfers somebody saying something on page nine there's an item of eight hundred and eighty nine thousand dollars in

035change out of the workman's comp budget of one point nine million dollars and going into the medical insurance budget of eighteen millions of two questions number one how come we have so much excess in one account and number two why do we need it and the other one Jim Oh God Dennis the the reason for the transfer I would ask mr. Edwards to explain but the as I think you know the workman's comp account there is an actuary that recommends a certain amount be placed in that account he works for us we hire him to do that and he tells us that we need to put X number of dollars into our workman's comp account we put that money the into the account with the expectation that we hope we don't spend it because we

036don't want anybody to be injured we want we hope we do a good job with instilling safe protocols and procedures for our employees and we want to reduce that liability but that number is created by an actuary mr. Edwards am I correct on that yes mr. Philip on so the the reason why there's money left there is it is good to report that the previous years there's a what's called incurred but not reported that the actuary provides for us and that's claims that someone was injured in a given school year but they haven't had all of the claim adjudicated they haven't gone to see all the doctors and it hasn't been processed all the way through the system in the two years earlier in this current year the actuaries lowered his projection on incurred but

037not reported by 400,000 and he did the same for the year following that so that freed up when you think about if you're familiar with GAF accounting that frees of the liability against the expense in the current year which then freed up eight hundred and eighty nine thousand in the workman's comp Lion account we dealt what he's giving us as it incurred but not reported for the current year so we're pretty comfortable with the workman's comp number that he's provided us in his actuary report medical insurance however we have not gotten the actuary different actuary we haven't gotten that accurate report yet we do know that in the month of June our medical claims because we're self-insured there as well exceeded what we had predicted for the month of June so we haven't made a

038decision and they're recommending to the board that we move the money from workman's comp that we feel comfortable with that number is into medical insurance so that when we do get the actuary report from the actuary on medical insurance we hopefully will be enough money in that account but we haven't gotten that report yet and June is June is one of those months that kind of goes on for a couple of months because it takes a lot to close the whole thing out so this report that you see in front of you this evening is as we've always done in the past this is a preliminary report and we'll be presenting another report of a revised report once we get all of our accounts payable and to wrap up the month of June in totality

039overall have we seen an improvement of workman's comp Ameen I know there was some pitch yes I would say I would say yes we I mean it's instead the broker willing Connelly William H Connelly and our third party administrator PMA along with mr. Krantz and staff and Human Resources Department collectively with our program managers in transportation facilities and in cafeteria it's a team effort but yeah I'd say there's been a vast improvement in overall workman's comp program well in that case I think you can keep you award thank you you're welcome thank you one last question and if this is not the right place to ask it I'll save it for the end but I'm on the item 30 of you're doing something to get more money for the adjusted budget and I was just

040curious I didn't attend the meeting when you actually came out with the adjustments in the budget although I got a copy of the things you did and I'll talk about that at the end of the meeting I was just curious so you were waiting for guidance and direction from the Department of Education on what direction to go good did you share what is what that guidance and direction was well we received a document from the DOA with over almost 20 different particular articles that they wanted us to so everything from a letter from the superintendent to financial reports to information from the community from the township as far as the tax levy and the effects of Sandy on our community so a very very we received of we're still working on and I think we

041got it you know four or five days ago and we're going that we have a I think a August 21st deadline Jim that's correct August 21st deadline and it's going to take us almost all that time to prepare all those documents and get that into the state and we did not have that we're very confident that if we do and I know we will do a good job of preparing that document that we we stand a pretty good chance of recouping some if not all that money I think that you miss my point I write it and deliver it very good I understand that pause I read it okay I'm not talking about the meeting you had a week or two ago where you were you adjusted the budget right right and there was guidance

042and direction from the state on what to do when you did that well is that we can respond to me or I know I responded I thought you were talking about the appeal no no no the state told us that we had to cut the budget by seven hundred twenty thousand dollars that we could you do it any way we wanted we could use surplus we could cut items from the budget but they were very clear that if you wanted to have an opportunity to recoup those funds that you had to show fiscal distress was the term that they use especially much open discussion you to cut the budget or go into surplus or to accommodate you fit of oh you could have done some communities chose to only use almost solely user surplus we

043didn't think that was the proper path to take in discussion with board members and and I believe that it wasn't and I think that the cuts that we made are cuts that are there they hurt they're not you know passive cuts but they're cuts that we can begin the school year with that don't affect students at the desktop and didn't affect any staff so we thought we did a good job as far as that's concerned if you're going to get more money how long you're going to have to wait you have any idea we don't know they haven't told us where we would hope that before the first of the year thank you thank you please Lari read 475 normally drive okay I had a further question about the workers comp I did understand the

044explanation about lowering the reserves that had to be set aside for future claims my question was last month at the in the year report you showed there was like three hundred twenty seven thousand dollars of expenditures for workers comp 272 actually two hundred seventy two thousand and then as the for this month's report that line item on page twelve had gone up about five hundred thousand dollars did we have a lot more claims that made those expenditures double Jim no it again it goes back to the actuaries report so it's a combination of the there was absolutely there were claims that were paid out in the month that each month we pay out claims but the reserve for the current year was also established by the actuary so that would impact the expenditure line as

045well but last year you just showed that as available balance no it's it's never been shown as a vailable amount that's it's reflected in the liability section of the report which page would that be there was no one secondly open up the report it's the second page I believe but yet the second page of the report page two and it's reflected in there's a line there says other current liabilities the second line from the top okay so that's not that doesn't show an available balances that's an actual reserve liability for incurred but not reported claims and that that account is workman's comp prescription and medical well medical is not reflected there yet but it will be okay so so you're actually putting in monies that are being held in reserve but per the actuary correct

046so so we don't know if it's a liability yet correct it's from an accounting standpoint it's considered a liability yes because the actuary has through their actuarial science determined that there's a potential that's the amount that will be paid out that's the amount that the auditor will use in recording the liability okay so over the last few years you've accumulated monies their corrective ainaz we've set aside two-point rounding 2.3 million dollars for future claims is that true and that's a combination of three years worth of claims correct so that line item is strictly workers comp future liabilities no it's not it's it's all any reserves that we would have on so it's going to its prescriptions in there as well because we are also self-insured for a prescription and then you'll see when we do

047the final June report that medical will be there as well this will be the first year that we're recording medical reserves okay the other question I had was what is the budget for this year on workers comp for this 1718 year seems you have that at your disposal or do you need to get that item laying it up if you want to give me a minimal it's on our website it's in the if you look at the user friendly budget on the website its I want to say the second page or third page on there do you have any other while he's looking up to have anything else mr. Reid that maybe we can address or try to address sure there were a couple of legal fees the you know for judgments is that going

048to be covered later I'm wondering if you know one was $11,000 another was twelve judgments against the do II can you tell us what those were for you're the you're the lead over the judgments not sure what he saw yeah Jim do you have with the judgments were that he's referring to you have two item numbers mr. Reid from the agenda well the cycle 13 there's a item is 573 the last one and the one before that was item adjustment number 520 on the cycle June that was the you know getting there no actually that was 521 the judgment for 11,000 I'm on the workman's comp I'm sorry I think those note if you find the workman's comp budget that we're coding on more camps or 1 million nine hundred ninety-eight thousand fifteen dollars okay

049so my question would be then since we lowered this year's budget to a million forty nine thousand and you still have a budget for a million nine for workers comp is that an area where we might see some significant savings this year it's again you you need a crystal ball to determine that but our trajectory shows that we're doing better and workman's comp than we have in the past and it's going to be an actuary determination but we can follow it as the year goes on yes that's what we do as we see we see every month we see what the expenses are and we see what the coverin Cesare and the last couple years it's been in the range of three three hundred thousand not counting what the actuary says we have to set

050aside so it would it would be something that the board should watch monthly one the board Secretary's reports to see how we're doing would you agree with that Jim I already do that mr. Reid so I've you know it's it's a you know you know from being on the board and being serving on the Finance Committee that it's something that we do regularly that we track these expenses and well I'm we more more or less addressing my question might my statement I should say to the board members that they should pay attention to that because that's where some significant savings could occur that they can use to move money into surplus and capital projects as you have this year and I would say to you that's as the job of the Business Administrator recommending to

051the board when that happens is which is exactly what I do so okay that's why L award I don't know that it's the Board of Education members responsibility to monitor the workman's compensation as much as it is as the job of the Business Administrator and the business department to provide them that information when it's appropriate to provide it I wouldn't be telling them in July that we have surplus now on our 1.9 million dollar line I am the move in the capital projects because it wouldn't be fiscally prudent to do so but at the end of the year and we're monitoring that line there's money as we did last year and we transfer 3.2 million dollars in the capital reserve some of that money came from various accounts that we have been monitoring throughout the

052year so we do do that so you know I think as the board develops its budget for next year you have to keep those areas in mind when they have other projects they want to spend money on that are more academic related and you know this is where when you get to the end of the year and you've got a six million dollar surplus like we do this year when you can move three or four million dollars in the capital reserves you know this is important in the budgeting process and it's the Board of Education budget and starts you know in October so as you're going through the year you've got to keep in mind what savings are occurring as the years going along so that you can come up with a realistic budget next

053March okay thank you on that but let's go to the the judgments is there any way you could give us some information about what the judgments were against the Board of Ed so I assume what you talk about when you're saying judgments you're probably talking about payments that are on the bills list is that correct now it's only I saw it on the adjustments on the adjustment so it's money being then in document against Board of Education BOE so it's on the transfers yeah those so the if it's a given number because I'm well there was the first one for came up in the regular June cycle and it was number 521 you had to transfer some money into the judgments against Bo we account for $11,000 so you found the money in other camps

054and Rex's were lured thousand dollars so the board approved a settlement agreement and I couldn't tell you exactly what settlement that is but because it may not be exactly for 11,000 that may be the amount that was needed in the account they're only moving the amount that's needed not the number to me paid so there was must have been a settlement agreement approved by the board at some point during the year that required us to move 11,000 and to pay out that settlement okay there was zero budgeted correct so so the miss Akane you're right enlighten us on what what the judgment was can any can the attorney anybody in the board I mean yeah I don't mr. Reid I don't I know an exec session we go over judgments like we had gone over

055110 this evening so I can't recall specifically which one it was then if it's one that you can allude to can do the research I think probably the best thing to do is if you have you to research and get you the answer submit that to the business office um we could take a look at what it is my guess is it may be a special ed litigation settlement well I don't know off the top there were two of them the other one was on the cycle 13 which I think is the adjustment cycle right Jim yes so it's like we're currently and just bear with me because as you were talking I'm looking up the account because that's the best way to look at is the good of an actual account to see what

056was actually paid out so yeah again these are types of questions that if you wanted to ask me yeah and invantive area they have answers for you rather than taking up every one time and having me doing research here on the computer on the fly it's kind of cumbersome like I agree to these questions well yes okay but you know anytime there's a judgment against the Board of Education for 1112 thousand dollars you know people should be curious as to what it is you just put the agenda out I think on Wednesday so you know there's a lot of things to research and we come here to ask questions to find some of the answers we'll get my and we'll get Intel fishery I promise you we'll get you those answers okay thank you thank

057you please Karen Kristen le Dutchess lean on also within the transfers on page six I noticed the third one down it says B th s East Park construction and it's adding five hundred twenty-seven thousand eight hundred eighty three dollars but the number underneath it is only one thousand six hundred twenty so it doesn't zero out and I'm just curious as to why that's not a zero mrs. Mel James you had that answer yes that's a transfer from capital reserve that was approved by the board in June so that's why it wouldn't zero out right okay thank you and in number 15 on the agenda it said motion updated could you clarify what that means because I don't recall ever seeing it worded motion updated before finance we were the state department has been working to

058implement the two new regulations for ESP FDA and they had come out with the motion to be put on the board agenda in one way and today we received some guidance to put it a different way so I immediately sent that through to the business office and mr. Edwards was nice enough to update the motion so I three flex with the state required so it was a motion that had already been it radiantly okay that's those fund out ahead with the grant but the guidance we received today from the NJ goe helped us reword it and mr. woods was good enough to get that thank you the word motion threw me off thank you in number 28 there's a tuition student at 50% of the tuition how much is the full tuition for the upcoming

059school year as you have I can't give you an exact number Miska Cinelli but it was it's it's somewhere between 12 and 13 thousand and how is it that somebody is paying half of that what is the circumstance that someone would pay half tuition that is a employee of the school district so employees pay half tuition mm-hmm and when do they when does that get paid and where is that reflected in the budget is I don't know where to reflected in the budget I'll have to get that for you we expect half of the payment at prior to the beginning of the first semester and then the other half at the beginning of the second semester thank you and in number 29 what has changed within the stop-loss policy mr. Edwards Jim so I'm still

060looking up the judgments question for mr. Griese sorry what was the question I was 29 what was the change in the nationwide stop-loss insurance contract there is no change the contract was was never approved so this is a ratification of the contract oh okay thank you and lastly at the at the last meeting mr. lamellae we discussed the reimbursement of my legal fees and you told me it would be addressed tonight but I don't see it on the agenda so I thought that under operations would be the appropriate time for me to bring that up it is ma'am and I was going to address it at the end I'm not there I have a committee myself John Barton and Stephanie I've been doing some research on it I've spoken with the school board's attorney several

061times and doing some I guess research on my own to make sure when we do make a recommendation that were on some solid ground if we set a precedent so I am NOT THERE it is it's my fault I've been working a lot I'm putting a lot of time or effort into this and I hope to have something for September I do but I'm not there and the committee wasn't comfortable rolling something out tonight so I do not have a decision I did not receive any correspondence regarding the matter no I did not again is I was just doing an investigation talking to people I didn't update anyone I've just been meeting I met with the committee talked to mr. Phillip all talk to mr. Tanksley so again I apologize but I just I'm just

062looking at it and working on it and I haven't reached out to anyone I apologize but that's where I am so who is the decision maker and and what will the decision be based on it's going to be based on the facts that we gather and then I would assume then because they're asking we would have to have a board motion and a board vote all the dishes of ultimately it will be a board action yeah okay and this will be on the agenda next month I mean I would think that would have to be looked at on a case-by-case basis it's not really something that happens on a regular basis did does not and that's why it's taking time I'm looking at other districts I've called the dishes up in this situation of called

063school boards and I'm trying to get as much info as I can and so the committee of you MS Wallrath and mr. Barton will be making the recommendation to the rest of the board yes I will appear as an agenda item next month yes ma'am okay can I go it John I'm sorry good John's chairing the committee John I would just caution because this became public knowledge very quickly for everybody and miserable Mela has been working and mr. Barton both of us are involved and were deep into the thought behind the situation that we're faced with this is this has not been an easy discussion for any board member to have at all and when you think about the kinds of questions that come about and the kinds of discussions that we're having together makes

064it probably unimaginable how difficult this is I know that last month mr. mamela promised to have some sort of a decision by this month and how do we shouldn't say that because he jumped the gun now I think that you're asking in next month right away to make a final decision that might not be in your best interest to put a deadline to us a recommendation John I should say as soon as I feel it's thorough and the committee can make a recommendation rather than me getting nailed down and saying and apologizing every month he does word it well Thank You mr. Barr yeah I'm just afraid that if we make any promises that we really can't keep because I mean we're asking questions and people aren't returning phone calls and we're trying to get

065the best information that we can to make the fairest judgment opinion not a judgment not judging anybody with us but that's I mean I'm getting a look like you know where this is taking us it's difficult and it has nothing to do with personalities it has to do with an opinion of whether we we feel that our decision is based on facts and based on past practices and doesn't set a precedence going forward that would harm anybody else that works in the district does that make sense so in the past in the legal bills there were people who were provided with legal counsel in this case witness interviews and document review appearance and so so I'm just confused as to why some people were given legal counsel you're in this situation but others are not

066I'll address it again because sorry mr. Montaner kind of trouble you two bring the microphone forward I can't hear you at all we're from over here yeah okay if you're done speaking then I'll speak you would raise that at the last meeting when this issue came up and I explained to you then and I'll reiterate it again those people were not represented by my office we represented the district on interviews that took place here during school hours on school grounds so I explained that to you last time I'm going to explain it again and that'll be the end of it but it is a totally different situation than the indemnification applications that have been made by yourself and two other individuals so if you were representing the district in that case that means that the

067district was named as a defendant in in this indictment as well no no absolutely not and it has nothing to do with what you're suggesting you have a claim for indemnification that you are making to this board it does not fall within the parameters of the indemnification statute as I've indicated to you so you are asking them in their discretion to use District funds to reimburse you for your legal fees that is a different situation than what you're suggesting that's the long and the short of it the rest has nothing to do with what you are asking this board to do okay and are there any members of the public or anything that would be brought into the discussion because I'm sure there would be people who maybe were considering volunteering as a school board

068member that probably find it to be a little challenging that any legal representation that they would incur as a volunteer while not being named perhaps as a defendant but that's something that I would think would discourage members of the public from getting involved in a situation like this because here you go you know you volunteer all this time and in your service as a volunteer you get called and subpoenaed to the Grand Jury and certainly it seems like a practical thing to have legal counsel and to have to incur that expense well not named as a defendant I think is maybe not sending a great message to the public you might want to talk to the legislature that the law says what it says as relates to indemnification and it does not apply to witnesses

069subpoenaed whether it be to a grand jury in a criminal matter or a personal injury case in a car accident case or a slip-and-fall walking down the hallway in the school that's what it says okay well thank you and mr. lamella I would just encourage you in a case like this and in others a simple email just giving a status up earlier would probably have been the respectful thing to do because I believe my first email regarding this was sent over two months ago and I've yet to receive anything from you I agree thank you thank you mr. Lowell yeah yes finally have the answers to mr. Reid's question so the $11,000 transfer was for a settlement agreement on a due process settlement that the board approved and the $12,500 transfer was also for a

070settlement on a student special education matter that was settled by the board in June okay seeing no one else Mary Jane Phyllis I'm one through six I'm going to abstain 7 through 21 I'll say yes 22 no 23 through 25 yes 26 I'm going to abstain on 27 yes 28 abstain 29 no and 30 yes mr. Borden yes miss potala yes it's Gagliardi yes miss Hafner yes miss Alamelu yes Human Resources Thank You mr. lamella the acting superintendent recommends that the board approved the following items 1 through 41 thank you any board comment on Human Resources I have on there mr. Linnell Media motion is second from sources I'm sorry I need a motion in a second motion I can't go Victoria when I was reviewing the agenda I mr. Phillip on already mentioned this

071but I looked through the item number 39 number 40 about the extracurricular advisors and the volunteer extracurricular advisors and I think it's extraordinary the offerings that are made in the district for students and qualified advisors that go above and beyond what they would they you know signed up for in the beginning I think that everything from fishing in photography to language honor societies greatly benefit our students and I'm glad to see we have that the faculty members to support those thank you thank you any public comment on Human Resources miss dimello I'm sorry go ahead John number 36 of Power professional volunteers also I know that when I work with special needs children if they have a sport or activities that they participate in every single day after school they have to have some of

072them have to have somebody there oh so again this these people are volunteering to be after school with these children almost every day and I think it's extremely commendable to see that happen so that the student is incited of being able to participate in anything so who to those people as well thank you John and I have one other comment question plus the number on it but it has to do with hourly rates for videoing the board meeting number 24 I don't want to jinx us or anything but some board meetings go six hours is there a cap on any of this not to Mendoza setup fee no I mean set up and take down so that it's an hour when they get here so like our last meeting was maybe 15 minutes would that

073be another second hour for those people or is it just I don't think there's a minimum or a maximum set on the time that's maybe you know one hour and then if it's 45 minutes I'm sure they'd be paid for an hour though in reality mm-hmm thank you any public comment on Human Resources please come up care include Cinelli duchess lane in number ten and in number eleven do all of those hires have 60 credits and county sub certificates and cleared background checks yes thank you and same in number 39 and number forty hold on a second Karen that's the Parra's own the power professional coaches and extracurricular volunteers any extracurricular Ellen tears are what you're talking about Karen this is goose Nellie I'm sorry karen is fine Tripp I know that the volunteer advisers

074meet that criteria the pair of professional coaches I'm not sure if they need 60 credits because they're being approved as folks that cannot work directly with students they have to be under the supervision of another coach but all the advisors and coaches both volunteer and hired have 60 credits and a county sub certificate as required by law yes okay that's all been checked and and who is responsible for calling the references of the applicants for the new hires mr. Frantz Cranston's office does that and in there is a reporting mechanism now in HR so that those conversations are actually noted in the file and as mr. Cranston and his office also responsible for verifying the past employment I believe so mr. Hanson just yes or no you can nod your head yes thank you we

075moved him back because we didn't want him to have to be right up front and also one other question with the new hires I noticed that there was a teacher hired but it said non-tenured track could you clarify that situation yes that Lee probably is for a leave of absence where there is a teacher that's on leave of absence so that teacher who is taking the place of that leave of absence person for the year cannot use that as a tenure ovale year so it's technically a non tenure track and what would a circumstance be that somebody would be on a leave of absence for a year and not be a resignation well we've had some we've had some people I just use I don't use a name but we've had an example of a

076person who had a very real tragedy in their life on the loss of a child that just needed a year to come back from that and is coming back and that those are the types of some of them illness related and end up in resignations but those are the reasons can what they so all of them would be like FMLA or something like that they wouldn't just be a plane leave of absence for no reason there would be it would be fall under those categories those medical as always yes it wouldn't just be somebody taking a year off not indiscriminate had there'd have to be a very compelling reason for the superintendent and the board to grant a leave of absence for somebody who did not have some medical issues or some kind of a

077very serious family issue so you make that decision as the superintendent yes I do okay thank you and in that particular case then when you have someone that is a sub for a year in a leave situation how come we are hiring that person directly and it doesn't go through insight as a sub because if it miss Mackay but if you like because we're offering them a contract which is a non verbal contract for the year so we have no obligation or financial obligations within sight in a case like this okay and you get your you're paying a person commensurate with the work that they do that person is doing all the the duties and all the jobs of the regular teacher flat entire year whereas a sub from insite getting paid $75 a day

078probably would not have the same in my opinion would not have the same well after 20 days I have to be they have to be certified in that subject area if they're going to be there more than 20 days anyway so we wouldn't be able to do a $75 day yeah okay all right thank you you're welcome thank you come on up please pick Fanelli again thus to DC winds first on number 30 just so I understand the legalese on that we're effectively terminating doctor use in skis contract at June 30th of next year which was what this normal contract date was what number I think it's number 30 been removed mr. finale been removed from the agenda oh it was yes oh it was there when I look yesterday yeah we it's been removed

079I guess I don't get that one answered let's go back to number six just for your information if we remember the last regular meeting when we were talking about hiring I just ask the question is anybody know how much money was spending and hiring and the people that you were doing I had the answer for you why don't you answer a question for some sorry okay it's not a question okay I feel like I remember it was one point three three four million dollars he was spending at that hiring number six tonight tonight can I can I just clarify that because I did take your comments to heart and I had mr. Cranston do a very vigorous review of the salaries for those physicians prior to the hiring of the new people in those positions

080and the reality is that saves 240,000 dollars on those positions by what replacing I replacing people that were with a high salary with people at a much lower salary okay good information thank you let me finish my comments this one is eight hundred and thirty-eight thousand dollars okay and the reason I'm just giving it to you keep it in the back your head someday in the future I'm going to bring it up again I hope you can get more money out of the state but I doubt that you can because some of the things like senior freeze programs that were going to be raised up for citizens to freeze their taxes went back to the old amount so people didn't get their money this year the state is broke they're going to continue to be

081broke I hope you get the money but I doubt you will in fact the reality probably means that you're going to be getting less money next year and I by the way to remember the discussions about student enrollment your own demographic reports that you're going to lose another 500 students in the next five years they're going to rub that in your nose I mean you know it's coming right the only reason they say that is because every time you talk about you didn't have to cut any positions you didn't have to fire anybody you don't ever have to fire anybody if you don't replace retirements and keep the people you have and not fill a position it's something you need to be looking at down the road just like you look at everything else down

082the road mr. Finnell I appreciate your comment and we do look at all of those things and we put students we always put students first in that equation not dollars and cents and as long as I'm here that's what we're going to do and we'll try to be as fiscally responsible as we can be but we're going to put students first and if we have a need for teachers counselors FBA I mean behaviorists those might seem like frivolous expenditures to some people they are not those are there are students that will benefit from those positions and they're the positions that are necessary I'm not going to pretend to tell you how to run this than who you need I'm just saying look at the overall picture every time you spend money you should be saying

083we put this in the bank like mr. Edwards does I appreciate that another question just on the security offices number 31 we have four security officers did you tell me number one where they're located yes I can mr. Daugherty is at Brick Township High School you don't have to go into names in particular just okay well we have we have two security officers at Burke Morial one at Brick Township High School in one that services the elementary schools one that serves the all the elementary yes he gets our middle schools the high school we don't actually we don't have security officers in the middle schools of it and there's my schools and it primarily function when you call them security officers which they may not be I don't know is your primary concern internal security

084or external security both they are we're very fortunate that all of these people are retired either local police officers or state troopers that have an extensive background in security work and we get them reasonably cheap and they do all those things they review our security drills they they attend actually mr. McCabe I know and mr. Docherty attended workshops this this past summer on school security so that they can bring all those ideas back to the district and I think if you spoke to the principal's they would tell you that they are invaluable resources what I asked the question are they armed no they well then no I don't know the I'll be honest with you I'm not sure I don't know the answer okay I just write this good question 39 and 40 number one

085I totally agree with you for the accolades for the people that are that are volunteering their time and doing that my question is if you look at question 39 and 40 we have 36 people on the volunteer list which are unpaid we have 95 people on the next list which are paid well what what who determines who gets paid and who doesn't for most most of the the paid advisors positions are positions that have been there for many many many years so for instance the Key Club the National Honor Society all of those types of bid so they make up the paid advisors what normally happens with clubs in my experience as the principal at the high school let's say somebody wants to do a fishing club so the fishing club gets organized with a

086volunteer advisor if that Club continues to flourish and grow say over a five year period then that advisor will go through the principal and then into central administration - in the hopes that it can become a paid position and oftentimes what happens is that you know a different Club loses enrollment for whatever reason and we normally we add and subtract so if we're going to add the fishing club we take out a club that may have had five or six kids or less and try to replace that with something else through a volunteer basis or something like that so it's a kind of a interchangeable thing but we don't put a club that we think is not might not make it might not have a long term kind of enthusiastic backing of the students we

087those clubs have to kind of prove themselves to get on the paid advisor list basically new guys taking it on the chin we always say our new teachers our volunteerism is a wonderful thing okay and I totally agree with that yeah and my last question number 41 I'm a little confused as to what we did there what I think it says we hired somebody as a social worker now that that the there's there are fibers which item are you talking about on that one the last one 41 I think it night but there there there are twelve different people on it so oh no no am I in the wrong one maybe because you wipe one out I'm on the wrong one this has to do with one person they were hired as a CST

088social worker for them one of the middle schools you know they've now they're being hired before they even came on board is the general supervisor especially that's mrs. Goff who's sitting right here who has been with the district for 15 years in that capacity she has served in the district as a school social worker for 15 years she's being promoted to the supervisors position okay I misread it okay thank you you're welcome and and number one thank you for promoting somebody from within appreciate the helmet it's very well deserve it in 20 words or less could you tell what her responsibility is she's a suit she's going to be supervising all of the elementary school child study teams as well as being responsible for curriculum and supervise supervision of staff as well in the elementary

089division of all special needs special needs students yes okay good luck thank you seeing no one else Mary cancel ooh yes to everything but 67 I'm going to abstain on and 41 yes mr. Borden 41 the first person of staying because they have to and yes everything else it's the color yes it's Gagliardi yes this happen er yes mr. lamella yes policies the acting superintendent recommends that the board approve the following policies on first reading 51 1351 1450 11751 1851 27 and 51 35.5 has attached thank you I need a motion in a second motion easy and then Malita any board common on policies seeing none any public comment seeing none Mary I'm sorry I'm having a contact Pro Mary please miss cancel oh yeah mr. Barton yes it's the caller yes miss Gagliardi yes

090this after yes mr. lamella yes and you have any further public comment please sir Tony's arica floor dry before I start and I had to write this down because I want to make sure I don't miss anything I'd appreciate it if nobody comes up here later and accuses me of collusion nepotism or any other silly claims and accusations admitted addressed towards the board at prior meetings I'm not related to anyone on the board I'm not prepared anything I'm going to say with anyone on the board and nobody on the board asked me the same mr. Fong my best friend on the board we have not talked along so Adam Misgav probably speaking with you if you if you'll talk to me I'm only a grandfather so I know I don't have many rights but I

091think we've worked out some of those things and special needs program is near and good so what does generally ensure it is to do whatever is necessary to provide our students with the best education possible I think everybody would agree with that there also should be the agenda of the residents coming to the podium I bringing up past history provides no value to the conversation and does nothing to help our children what's done is done Corrections have been implemented let's move forward we need to be forward-thinking people to continue to improve our program and give all our students the opportunity to be the best that they can be question come up the last meeting as to why attendance from residence is minimal well some people need to look in a mirror no one wants to

092come to a meeting and hear the same repetitive nonsense being brought up with unfounded accusations being tossed around someone has proof that a position was awarded to someone undeserving then bring the information forward that's not we need to trust the board and move on yes we should have greater attendance a degree I think everybody would agree with that I'm not sure how we get the word out especially in the summer months during the school year maybe we send a note home with all the children advising of the meeting and asking the parents to sign in return it maybe we send out an email blast I'm not sure those are just my thoughts but again if the meeting is not focused you're going to have you know one time attendees people are going to get fed

093up most families I made a list the other night of all my son's friends there were 35 40 you know around that age you all have kids and every one of them the husband and wife works so it's not easy to make time I was guilty of the same thing first video I attended I've been in brick for 25 years first many I attended was 3 4 months ago I understand people strapped for time you know how to get home they were cold anyone to get on take care of their kids but if we can get them to come to the meeting the meeting needs to be focused and it needs to address concerns and we need to address things moving forward not talking about past history I was unfamiliar what happened to past it

094was brought up at the last meeting and meeting a couple months ago I started looking at and I said one of my diets crazy when I in the past has been taken care of always in the process of being paid care of the board is here we need to trust these people and we need to move forward a lot was said last at the last meeting about the budget cuts and so our neighbors got up here and said likely that we need to cut the budget student enrollment is down although suggestions are incorrect notice that a high level taking nothing for sure I apologize I don't have the numbers we have money more students in IE program in this town now than we had in years past I believe so 2,000 children in the IEP

095program at the current time over 100 children are being bused to other districts because they require more or a different health plan weaker than we are currently equipped to the right here at home as I mention at the last meeting improvements have been made as our wrinkles are great higher on the right rail and we need more for instance we have to be CBA's we had none a few months back that's progress but it's not enough to satisfy the needs of 2,000 children and those people on come cheaply we had a team working with my grandson at home for about two years and I apologize shame on me I didn't do my research and turns out that they were not the right people we got rid of those people about four months ago and we

096have to be CPAs that come to my house just to work with my grandson and it works we've seen progress more progress in the last two months than we did in the two years with the other team so the more high level people that we bring it into our school district the better off all our children are going to be and that's what we need to focus on let's stop with bringing up all this old nonsense and looking at numbers of Roman instead doesn't mean anything enrollment is down everything goes out transportation goes out books go up everything goes up 2,000 children in IEP program that's an expensive nut that has to be addressed and we need more so what I need to do from it you know in my opinion work with the boy

097to make a case require more funding whether it be from the Board of Ed the state what if eggs I don't care who we have to go to who you have to convince what we have to do but that's what we need to do we need more money it's not only going to come from taxes it has to come from somewhere else and again if you want to go kick down somebody's door I'll be the first one in line to go take it down so well I wrote here the last thing I'm going to say but one of the one thing I wanted to throw away I mentioned the new team that we have at home and the girl who runs the program is tremendous and she's offered to provide some help in the past

098and unfortunately you know it didn't happen miss Dalrymple has first time we spoke with her first thing she said she asked a girl if she would work with the teacher at the new school with my grants is going to be to work with her to develop new IEP and and work on the program plan and that's great but she's wanting to do more I don't it's appropriate but if you can tell me the names of the to be CPAs that we have if you'd like to reach out to them and see if she can help in any way possible just just give me a call the offices I can give you those names go ahead right off the top so this may say you know seem inappropriate and I guess it support to me it's

099appropriate right so Brick Township was noted in limited days from Brick Township was noted as one of the safest cities in America under thousand under 100,000 residents and the Majo number years back I think three four years in a row we hit the top of the list so I mean let's build our school program so one day someone can stand up I say Brick Township not only has the best special education program but also has the number-one overall education program in New Jersey that's what we should all strive to do the board teaches the administrators the residents that should be the focus somebody has to be in a more why not us thank you thank you thank you please well panel 655 mark matter who the chair to John Barton the track looks good what

100I was curious about were they putting the long jump and the pole goal saying where they are they're not touching the the pit they're just working the track okay how come they didn't pay those when they did the track mr. Barton I think mr. Campbell if I'm not mistaken they had put a request in to mr. pinaka in the athletic office to get those striped exactly the way he wanted them to be done so I think there was a just a little delay in the time period and they are mr. Beneke be getting back they're going to put them in it's not a matter of money it's just they haven't gotten around to it yet they want to get it right yeah yeah the way we want to get it most definitely yeah Matt because

101when I looked at the plans I saw that they were in there but I couldn't figure out where they were putting them and are they plain and they cover them I think well I mean we would have to purchase the covers for this no no no get something a little more substantial so they don't become large litter pit because it's saying every animal in the world of being there yeah one of the nice things that you see you've seen the way it was done at brick from oil right one of the nice things that happened this week mr. Campbell and I just I don't even know if the board members know the company that's putting the track in is going to donate the track maps so that going according in and out on both sides

102yes so that we can make sure that we don't damage the track all right and also on that inner field where the high jump is going to be that edge should have a protective edge around it too we put one around the other one because otherwise as time goes on they just keep breaking off the and then it's it's a waste of money if you don't put a protective edge on it okay okay but it looks good thank you okay I think they're out there doing the certification of the incline because that's the most important thing because of the water on it mm-hmm okay this is more I'm concerned about your health and safety there mr. Phillip on the EEC I visited you I noticed all the rooms had the humidifiers that's an awful lot

103of water for a building of that size now when you get water like that I wasn't kidding the last time I was here you're gonna wind up with bacterial fungus you're going to wind up with mold something is wrong with that chiller someone's got to bite the bullet and get it taken care I don't know mr. Campbell and I think I might have actually told me you got an air sample there's a there's an issue those those class those rooms where our offices are were originally designed to house between 20 and 25 students and teachers paraprofessionals and there's a formula as you knew to manage the airflow by opening or closing the damper on the unit ventilator to allow moist air in we stare out the got the gentleman who came and tested those rooms

104said that those dampers were still in the position that they were in when those rooms were intended to have 25 or 30 people in them right so they needed to be they need to be manually closed and he's going to make a recommendation to mr. Cole Abbas good to have that done what about the chiller it's too overbearing it's that's where all the excess water is coming from I can't come on I don't I don't have an answer for you because for years if you look at some of the reports the principal is always said we gotta mop the floor before we can use the class this went on for years and finally the teachers had enough they filed a complaint with the state because nobody would do anything about it and then we had

105our central administration officials send a letter to the guy that came in and they said everything was fine two years later guess what we had to close the school because everything wasn't fine there is a problem there Andres Cedric said nobody he has no records of anybody taking any sheetrock down in that northern section matter of fact he doesn't mean one of you know anything about it correct Jim I'm not going to comment on that now you're making all right it's about things I didn't say so I don't appreciate the tone that's saying I want the only thing about it I've done an extensive amount of work on that building since the inception of the problems so I'm not even going to go there with you right right enlighten why let me just say this

106that you're go ahead is inappropriate I he made a comment about your tone and it did have a bit of a tone and a bite to it so let's move on all right but we're not finished here yet okay did you test between the outer wall and the inner outer wall again if you run the tests in every room they get on the outside wall this is one of those again mr. Campbell written one of those were getting into that's difficult for us and cancer yeah I don't want you to answer why can't somebody just go put the voucher out have a guy come in and check it I know we had somebody for years from the dr. slain or somebody that came in and did air pollutions when we had the trouble in some

107of the schools this is serious they didn't take those sheet rocks out of there so the mold is still there then okay somebody took the shortcut they just move people in there do yourself a favor before something happens get certified testing in those the outer walls okay then I'm sorry but no we know we have you in common great thank you we appreciate your comments wish Campbell right all right I brought up I guess a few weeks ago we don't have any real programs for the non college prep kids in other words a vocational type of program and I told you about the CRS program now what I'm going to leave with these board members tonight is an overview and an information of this program now this would benefit several hundred students would also parlay

108into a night course but we don't have any skilled type of kids that can come out of this school vocational schools are full and they're not looking for the average kid they want top-notch kids in the voc school now so you're on a waiting list in a lot of cases so bottom line is I'll give you the program it's all set and I had the course objectives many it the whole nine yards and I'll donate a technical library that I don't need anymore because I'm getting too old I'm not going to use it anymore but it's worth probably close to a thousand dollars but this is a program I would really like to see before I no longer around because these kids they deserve it leave us with them from and I tell you I

109will stay on it because I am right and when I'm right it's a dog with a bone I'm just letting you know ahead of time but I'll leave you with that and the other thing is I told you about Memorial and that layup up there that state-of-the-art lab and we could get into allied health services there and we discuss it and it's a good idea to pre-nursing parlayed into Georgia in court nursing you got a contact it would be good this would benefit some kids as well as we had technician it's wasted space a quarter of a million dollar lab up there it's wasted space they don't use it I told you when I first came there they use it for storage okay but that's something else let's see if I got everything now now

110that's pretty much it I'll just send these on down you can take a look at it and I'll check with you mr. Phillip bone and if you allow me I'll put them Fedor the whole program they take a look at it leave us way not to be crazy not to entertain it because we can get a lot of money from the federal government right now with vocational training thank you Karen Karen coos Nelly Duchess Lane I also I know we addressed it before but I wanted to congratulate and thank mr. Auriemma for just an unbelievable career here at brick so I would be remiss if I didn't mention that I have a question mr. Alamelu it's it's my understanding that your nail vice principal at the Middle School in Jackson is that correct yes ma'am

111and that's the same school where Miss Gagliardi and mr. Barton teach I believe so okay well I know you would be indemnified as a board member should there be any ethics charges filed against you I would respectfully suggest that you request an advisory opinion from the school Ethics Commission about that relationship since you are in the direct chain of command of two other board members and it is my understanding that that is a very precarious situation and the way to handle that would be for you to request an advisory opinion about what has to take place okay yeah I'm writing it down awesome thank you sure I don't have to do anything help I guess I guess you'll find out with the advisory opinions oh no please I think you know who am bi now

112question regarding of bullying in the school district other students allowed to carry and use their cell phones during school hours they are not allowed to use their cell phones during school hours they can have them on their possession but they can't use them yeah I think the reality in this day and age I think in the elementary school certainly and maybe even in the middle schools the students are asked to put their phones in their lockers during that you know after they come in off the bus okay and but at the high school I'm certain that students are carrying phones stay long yes they are okay do not allow them take those phones out and they have to be turned off the only place in brick High School where phones were allowed to be out

113was where it was in the cafeteria during the free basically a free non academic period for the students okay the reason I'm asking is if you read the newspapers at all you know it as a tragic situation that went on about a student 12 year old student I think Rockaway Township supposedly committed suicide because of bullying and according to the Articles that I read most of the bullying was done with this however this it well the best and the worst invention that anybody ever made at the same time it's very unique as an old person I agree with you all right however we have to live with them my only concern is that these people are schooling them is suing the school district because they didn't quote-unquote stop the bullying and while I understand everything

114that went on in the presentation and everything else I don't know how you stop bullying that goes on at 4:30 in the afternoon when a bunch of kids are sitting in the park and I don't know what the accountability is just because the people that are doing the bullying or the accountability if the bullying takes place outside of school time or off school grounds it only becomes the responsibility of the school if it's brought back in to the school so if that bullying extends into the into the school day in the building then it becomes an issue for the building okay um if it remains we've had cases where the students have come to us and said I'm getting and I don't even know all the different types of social media but instagrams I'm getting

115facebook posts all night long from kids we will work on that okay there's not a bullying specialist or a school social worker or a counselor in this district that isn't going to try to facilitate fixing that problem but it's a very it's very difficult the kids kids are their own worst enemies especially you know in those kind of changeable years I always said that middle school people were born to be middle school people because that 6th 7th and 8th grade is a very difficult and changing time for kids and as you saw in the presentation that's where most of that bullying takes place but both of the middle schools have worked hard on incorporating themes into their social studies curriculum this year under the guidance of Miss McNamara that to address those issues and I

116think that just through that those conversations are going to take place and those social studies classes that there's going to be a tremendous amount of positive positives that come from that so we're doing everything we can do to address it but it is a nationwide problem it's not a it's not unique to New Jersey Bricker or anywhere I agree with you know just wondering you know how much accountability they think the school should have of this is going on you're you're you're it's a it's it's a very difficult situation for schools and you never want to be in that position I just a question on the opioid I said it right presentation that the brick police is that the one that the Manchester Police Department Chester's doing yes maybe there should be some way that

117you can bring the parents in and do the same thing with them because there's got to be accountability I noticed there's been a lot of discussion that goes on at the township meetings about the same thing and money is taxpayer money is being spent in droves to resolve the situation but the accountability is gathered before you know people come out and comment and said we don't understand because Mike my my comment in one meeting was you weren't a drug addict the first time you stuck that needle in your arm you met you made a conscious decision to do that and people said well you don't understand that they were on painkillers before they do that you know in some high school kid gets 90 days worth the painkillers and you know gets hooked on that

118many takes to needle how they find where was where with the parents well I thought was getting named humming firm believer and I've spent the better part of my adult life trying to work with that community of people people that are you know have those issues and one thing that I learned over that period of time is trying to figure out why is not the way to approach it they have a problem they have an issue they have a disease you have to look at it as a disease and they need treatment and they need help so trying to figure out where and there's a deer's that there is actually I don't to go into too much detail because we're we're a little long already there's a County coalition that we are part of in

119Brick Township the board approved it several months ago that is going to look at opioid deaths so somebody dies from an opioid overdose they're going to track that person's history all the way back through the schools and look for places where gaps where somebody could have done something or a school could have offered something somewhere along the way this program I'm really happy to say and I know what your answer is going to be because they're police officers and they have salaries so it does cost something from a district standpoint it doesn't cost us anything but it is also something that eventually we're going to have to address and that might cost us a couple of dollars to do it but it is that serious - it's probably one of the most serious threats to

120young people in this county that has come in ages and if we have to address it we can't continue to just you know say it's going to go away on its own because it's not I don't I don't disagree what you're saying Mike my original comment was maybe you'll include the parents in this because there I'm at to me I don't understand I go get oral surgery and the guy gives me enough pills for three days that's it you know I don't know where somebody gets ninety Thursday I can't idealism I'm not afraid to say from personal standpoint I had cervical spine fusion at seven months ago and I left the hospital with sixty oxycottons of which I took one but that's there are laws without getting into the discussion again there are laws that

121preclude that now doctors can only give I think a two day or three day you know prescription mr. filfo mister will know mr. filfo helped me this year organized with the county prosecutor Joe Coronado and he's willing to come to any school he prefers an audience of 125 people minimum but he would come into this auditorium all of the high schools are his preference down to middle school he feels elementary maybe a little bit for young but he would come in and discuss this issue at length with a question and answer period and have a presentation and he's more than welcome to do it for any school that asks him so that's probably going to be one of the things we'll talk about as important and we're going to have at one point during a

122year mr. Fedeli we're going to have our sax from the two buildings do a presentation on all of the programs and all the things that we do and many of those do involve parents I'm sure that most curriculums have a parent right as I look down at miss MacNamara you see her grinning so Miss Mac you have the nuts and bolts of the curriculum to just give them a reader's digest real quick with the parent involvement piece right so when we brought the two high schools together to discuss implementing this particular curriculum would be eleventh and twelfth graders one of the things we did success Nellie was to have a pair at night as mr. Barton said the and we have a lot of participation from a lot of different people throughout the county who

123are willing to come in and help us those parent nights together and so we're working with both guidance departments at each of the high schools to perhaps hold one here at four Kai and one in Frick Memorial and we'll certainly send the invitation out to all the middle school and elementary parents as well and hold one on the south side and the north side of town a suggestion was made at the last meeting about hiring a full-time attorney for the school district has anybody taken that seriously or look into it or anything I have not say what I have not no I have not looked into that at all that did you did you did you take this suggestion seriously or did you just think it was a bad meeting and somebody said that how

124I heard what was said and I haven't looked into it okay I would suggest you do because I've talked to a couple of people and number one I know that right now and I know we don't want an inexperienced person but one of the hardest things people coming out of school right now we're attorneys trying to get jobs and I personally know somebody that came out of law school last year passed the bar on on in New York and Pennsylvania on her first try and struggled and struggled struggle and finally got a job for $60,000 a year so I'm sure might be something that yours here's what I would say mr. Finelli and I again just in my few short days that I've been in this position the last thing that I would want is

125a brand new out of school attorney at $60,000 in the district this size with the issues that this district has I believe that we need experience that's what I'm suggesting I just gave you that as an example okay I wouldn't like that your examples I want that either all right if you remember to comment the the comment was made because you know at on the presentation we expend he would spent three hundred and thirty five thousand dollars on one more firm and I don't want to make I don't know who that person is so I got chewed out the last time I don't want to make any comments and I'm saying just look into it that's all you got three hundred thirty-five thousand dollars here if you could get a full house full-time in-house attorney

126we here in the school district all the time experience for two hundred thousand dollars you make you make both sides of the sword you have somebody here all the time and you're cutting your expenses because you're going to have to cut expenses my last thing is and that we go back to the last regular meeting sometimes I take things personally okay and a suggestion was made that I need to find out the difference between a public meeting and the meeting held in public yes I and I didn't say I had to I said there was a difference yeah no you said I need to know the difference in fact use you committed to getting me the information and what did I do apologize for not getting that - hey guys now that commitment was not

127met but I tell you right up front me and mr. Scott wanted to make a bet on whether I would get the information or not neither one is we take the bet because we both said no say it but anyway just to clarify sure I am right and if there's anything that that I can say now is incorrect sure you tell me it's incorrect I will I'm going to read from your own policies and the own bylaws okay I'll reference the number from each one this is from policy 93 2-0 Brick Township Board of Education district policy the Board of Education shall conduct this business in public in accordance with the provisions of the New Jersey open public meetings law is the guiding thing for what meetings are like you have to follow those rules

128yes all right let's see number two this is smaller so I have trouble reading it this is from policy 9320 the board recognizes the value of public comments on educational issues and the importance of allowing members of the public to express themselves in matters of community interest okay that's what you're supposed to be doing at these meetings exactly number three the board is responsible for providing adequate and direct means of keeping the local community informed about school district and for keeping itself and the school staff informed about the wishes of the public so I read that last part again formed about the wishes of the public that's what these meetings are for but this is another policy number 1120 the Board of Education means they'll be the primary means of sharing information with the community

129members and inviting their comments and suggestions to public one but there's no need to write I I don't disagree with anything that you said okay here's the difference I'll give you that magic but it's very short and very sweet the difference is that in a truly public meeting the public is being asked to affect the decision making of the board okay and that's a significant difference in this meeting we want to listen to the public it is not a time for the board members or the superintendent to be cross-examined by the public it's not a question and answer period that's from New Jersey school boards I will provide you with the exact text from New Jersey school boards those that is what they say those are two things that should not occur it shouldn't be

130mr. Finnell yes mr. Phillip oh no question he automatically answers what Jim goes through at these meetings going through policy and doing all those things the board is informed through committees through sharing of information during the time between board meetings they are well educated on all of the aspects of what goes on with the Board of Education they make informed decisions based on that do we want to hear what the public says absolutely and we don't only hear it at board meetings I get phone calls every day from people from the public that say they believe this or they believe that or why can't we do this or why can't we do that and we take all of those comments into consideration but the decision-making we should not be influenced either positively or negatively by

131what you say we should take it into consideration in the decision-making process that's it and that's the difference you go to a council meeting they want to be those council members want to hear and they want you they're going to be affected by what you say and that's the that's the critical difference from school boards but they were very clear and I wish i mr. lamella I apologize because he told me to bring it and I'm getting old I forgot it but the school board says specifically it should never be a cross-examination of the board and it should never be a question and answer back and forth between any board member and any superintendent and that unfortunately sometimes is what happens there's a good a very first article that I just read to you told

132you clearly as to how the me who was responsible for the meetings it's not people that you say it in New Jersey School Board Association they're not in our table there's nothing that use their interval for public mirrors I'm not going to get into a debate if this is what we shouldn't do but there's nothing in what you read to me mr. Fanelli that leads me to believe that any of those policies say anything different than what I just said I don't think there is well basically what if I'm hearing you correctly sir you're saying you don't want the public now influence your decision-making then why do you even have these meetings if you don't hit one want to hear what I have to say or anybody else at you that you had to see

133you're like I said I'm not going to do this let them go I said that I number one want to hear what you have to say okay I want to hear what you have to say I want to hear what everybody in the public has to say I wish the room was filled with people okay I wished it was I wish that the people who call me in my office would have the the ability or whatever it might be to come out to a meeting and make comments I do all I'm saying is that the board has to act autonomously in some ways okay they have information that you do not have in their decision-making process we want to hear from the public we want to be transparent we want to listen to what you

134have to say but that's not what happens here what happens here is a debate and that's what we shouldn't be doing I shouldn't be doing this okay that's the difference in your opinion no I think it's the opinion of most people no it's not oh okay that's I respect your pet the opinion of the people that regularly attend these meetings I'll tell you that much listen to this mr. finale we're not gonna argue now I'm not going to argue we're just we heard your comment we thank you and there's of although people that come I have great respect for all of them and I think they know that but with that being said the way we you know it's now 9:15 okay I've been the board meetings in Jackson I've been the board meetings in

135Toms River if they go past and they're no they will do anything differently than we do from a business standpoint or from an educational standpoint and their meetings are over an hour and 15 minutes and they have public comment but they limit public comment to everybody gets five minutes no but no two bites at the Apple nobody answers the same question twice we're not doing that we're given all everybody an opportunity to come up as many times as they like and ask as many questions as they like but we have to stop debating and we have to stop cross-examining each other in the best interest of everybody let me just say this all right everything that I read you tonight is one of your you're in policies or procedures yes your own policy says everybody

136can come up as many times as they want until until everything is done unless somebody else wants to speak the New Jersey School Board Association is not the one who tells you how to conduct public meetings that need one we buy the New Jersey open public meetings law not it's New Jersey School Board Association there's nothing I need to look at the policy but the last time I love there's nothing that sets parameters that they leave it up to the individual board to set parameters on the time of public comment as well as the length of individual public comment if we have if we've made a mistake we haven't done that in policy and it might be something that we need to address in future let me summarize what I think you said in the

137last 10 minutes I really wish you wouldn't I'm going to go probably summarize it incorrectly but that's okay no no I'm summarizing my opinion of what I heard you say but I'm glad you said it's your opinion my opinion because we're all entitled to our opinions absolutely usually I tell people I could agree with you but then both of us would be wrong but I won't do that in this case all right what I hear you saying is that you come in here with an agenda you have more information than we do but I but I'd be willing to bet that in most cases I've went over the agenda more than half the people on school board meeting and I've had people on the school board they have too many people on either your opinions

138your opinion people on I'm going with help me they don't have eight hours ago we did that thank you but what I think I heard you setting up mr. Fedeli with sleeves mr. pop I'm summarizing thank you it's been 21 minutes what go ahead what what I heard you say is you come in and are you done we're done please service your opinion what I think I heard you say is you come into these meetings with an agenda and you already know how you're going to vote on them you and annual and you will listen to what we say but you don't want that to impact your decision making your agenda item you've misinterpreted what I said just let it go I'm done we're done sir thank you that's your that's your interpretation thank you

13922 minutes I have some comments sir yes sir and I agree with what's been said it should not be an interrogation of the board it says public comment okay the first thing I would like to say is nobody comes to these meetings because you don't enforce the five minutes please somebody put a clock on me okay because that was a 20 minute interrogation and so it's up to the chairperson to regulate the meeting so please do so more efficiently in the future if you would we are looking at it it's not in our policy it has to be revisited okay please change we are working on it we have spoken when school board's are ready thank you that would be one item the my comments are directed like the gentleman that got up earlier we

140need to make this a number one school district how do you do it you've got to get top talent you here we have a business administrator and again congratulations to our business administrator on a terrific award and well deserved and relating to that is a thorough and efficient education everybody's broke highest property taxes in the country here in New Jersey state and New Jersey's got a huge deficit so everybody says we need more money there is no more money to be had but there is efficiencies so my comments are generally towards a thorough and efficient education so you know a lot of areas in a hundred and forty five million dollar budget where efficiencies can be found but you have to dig you have to analyze it I enjoy doing that I've done that in

141the past I come in here and make my comments hopefully pointing out areas where efficiencies could be found and I was the one last time that brought up the legal issue okay according to the cycle 13 a final budget here it shows legal fees four hundred seventy four thousand fifteen dollars okay that's close to half a million dollars and when I question what the settlement was for the business administrator came up with the answer your legal counsel didn't even know what was for okay so so yes we could hire an experienced attorney in my opinion and this is my comment for a lot less than what we are paying for now and I think the board business administrator whoever could find that as an item where we might be able to save money that's my

142comment on that also the workers comp you know years ago we went with school board's Insurance Group provided our workers comp insurance they never told us that we had the ability to be self-insured number of years ago we became self-insured tonight we saw about 800,000 and savings as a result of making that change so that in my opinion was a more efficient way to go because any insurance group has to tack on a profit on top of paying out the claims so anybody that's injured they should get compensated everybody's agrees with that and if we can self-insure we don't have to have a profit motive built in there you know we pay twenty eight thousand dollars round numbers in our dues to the new jersey school board's insurance but somehow they have led us out

143to dry on the workers comp issue we brought it up to them with a resolution back in 2013 that in the state of new jersey the only people that get injured and get a hundred percent of their pay with no deductions are school employees okay so we brought this to the school boards they agreed with us they said they were going to press for legislative issues on that haven't heard of things since we brought it up to so they sent us a letter actually and they said we will continue to keep the brick Board of Education apprised of our advocacy efforts and hope you will do the same I question and I don't want an answer because this is just comment I question whether they have followed up with their legislative efforts and we need

144them to do that there's no reason we should provide school employees with an incentive to go out on workers comp why is it incentive because they get a hundred percent of their pay for up to one year with no deductions taken out for taxes okay so it doesn't take a rocket scientist to figure out you're going to make more money or out on workers compensation drag it out as long as you can then if you came to work and this only happens in school districts doesn't happen in the rest of the state you get 70 percent of your pay without any deductions taken out so this is an area I've emphasized and the board needs to continue to look for every areas where you can be more efficient if you want to hire more teachers

145better teachers get them better raises hire an internal lawyer or whatever that's top paid here we have the one of the best business administrators in the stadium he's not making $200,000 I'm not saying he's going broke but he's got the highest paid person so those are my comments a thorough and efficient education there's efficiency as a way to generate some more funds to spend on other educational projects thank you I appreciate that your comments mr. Reid thank you seeing no one else I'll go over the any board comment I'll start with Sharon do you have any comment I had the opportunity this past weekend to share in a celebration for Coach well his 90th birthday mr. Phillip own you were there it was just marvelous it was a sight to see that when word Beach

146was filled with people whose lives he touched throughout his 58 years of coaching I mean the stories that people exchanged the camaraderie through all the all the years of alumni and coaches and family and it that's exactly what it was it was family it was just it was wonderful and it was done by the Alumni players and the RIC Township High School football club and it was just like seeing mr. Auriemma here tonight and knowing that he's retiring on they are two legends and it's an era that is ending but this town has been very very very blessed to have them their leadership and their guidance for our our youth our young athletes and I just want to say congratulations to mr. Auriemma he's not here and also another happy birthday to coach wolf 99

147it was it was just unbelievable I also wanted to I've been called off the hook and I was just wanted to clarify it's with a heavy heart that I made the decision not to run for another term on the Board of Education I would like to thank the citizens of brick for allowing me to serve on this board of education for the past nine years I'm proud of brick and what has been accomplished in that time I don't think any newly elected board member can anticipate what it entails to sit behind this dais until you actually have to and experience the totality of the decisions you'll have to make until you've made them and either mm feel the success or the despair the may or may not have created in someone else's life I along

148with only two other board members that I had the privilege to serve with achieve the level of master board member on that was mr. Frank Panucci senior and John Paul T I'm disappointed that my training and experience was not valued and that this board did not utilize it as I felt it should have I did not have the opportunity to serve the students of BRIC the way I would have liked to or did in the past for almost nine years it's been difficult to sit as president for eight years and be involved the extent I was and now barely knowing what is going on before the public does it's very hard it's a big transition my focus and priority have always been the students of this district and the quality of their education my vision

149for the future of this district are obviously very different than those of my fellow board members I don't believe that politics belong in our school district or in our budget I'm honored to have served our town as a board member for nine years and I look forward to volunteering my time and expertise to our wonderful school district as a private citizen again I thank the citizens of brick for allowing me to serve for these past nine years it has been a very fulfilling experience and one I will cherish thank you very much you're welcome John it's exciting to see everything that's going on around town as far as improving parking lots and replacing rubes and putting solar panels and solar panels up and running and things like that so that it is a good time

150in BRIC schools because there's progress also thank you to the custodial staff I know you're going to really be pushing it to get everybody back to school here I don't know how you do it but I wish you luck and stay safe and healthy Thank You Victoria hi I just want to congratulate the business department one more time on achieving their excellence award and I'm kind of looking forward to walking into the vestibule of the board office and seeing that plaque hanging you guys earned it I just the magic number tonight is 106 106 minutes of public comment that's all have a nice summer Thank You Daisy I just wanted to say good evening congratulations to our new hires and best wishes to our retirees I'd like to wish my daughter a happy 10th birthday

151today's a big day in her life she's been looking forward to turning double digits for quite some time I couldn't imagine being that excited to turn double digits but she reminds me that we should be grateful for every day and for every age I also think we should be grateful for all of our new hires and for all of our current teachers and staff I think at times we tend to forget that everyone in our schools makes our schools great we need to hire and keep our amazing staff here in brick to ensure our children's education experience is the best that it can be every child is unique and different and our students interact with more than just their teachers on a daily basis there are no unimportant positions in our schools I think we

152should be grateful to live in a community that is committed to working towards keeping our schools and facilities up-to-date and safe I hope everybody has a fantastic start to their school year because we are not meeting again until after the school year begins so enjoy the rest of your summer and thank you Malita hi good evening I just wanted to take the opportunity as mr. finale mentioned something about educating the parents on the opiate crisis here in brick and I just want to say as a parent of students at Emma Haven so police did come and speak at one of our PTA meetings and gave us a little education about the opioid crisis here in brick so there is an outreach to the parents as well I would like to welcome all of our new

153hires welcome and congratulations also as mr. Barton stated all the projects that are being done in the community I love going around seeing all the different projects and all the upgrade and the safety upkeep that's taking place here in the district I look forward to continuing on a positive track here in brick I wish everyone the last few weeks before school starts safe and enjoyable summer and a happy start to the new school year thank you I would like to bring up they had to take off outing the for Timmy Tim and I work together we were very close Tim Osborne was a football player who emulated everything that Coach wall stood for he was a head football coach at Jackson he was in TR North for a while has two awesome sons and I'd

154be remiss if I didn't mention the success of that and that's just a tribute to again coach wolf audience building these young people and that golf outing being a success on top of a 90th birthday so that just shows you the legacy of Coach wolf but I didn't want to get forget the legacy of Timmy Osborne Sharon we disagree on some things but I thank you for your service I think you're awesome I thank you for the advice you've given me from time to time although we do disagree I respect those disagreements and I believe our hearts are both in the right place we're trying with the district forward with whatever educational business we both may have I would like to thank everyone for coming out we thank our custodians profusely our teachers or educators
