001Um, okay. Uh, good evening everybody. Uh, just for the public watching at home, uh, we just ended our executive session and we are starting our live stream uh, from this moment. Um, starting with our agenda tonight, uh, I'm going to go over the appointment of the board committees uh, very briefly. Um, starting with the buildings and grounds safety and security, I have named uh Kevin Walsh as the board chairperson. Uh, the members will be Jason, Brian Scarpa, and Richard Wickberg. Uh, communications uh will be chaired by Mr. Brian Scarpa and the members will be Mrs. Camera and Mr. Scales. Curriculum uh the chairperson will be Mrs. camera and the committee will be Mrs. Harowitz and Mr. Ragnetta. Uh finance negotiations, we will have two chairpersons, Jason and Brian. They will co-chair and the members will
002be myself and Mr. Walsh. Policy will be chaired by Robert Scales. The committee will consist of Mrs. Camera, Mrs. Harowitz, and myself. uh advocacy and government relations will be chaired by myself and my members will be Mrs. Cameron and Mr. Scales and the ad hoc committee for affordable housing will be chaired by Mr. Scales. Members will be Mr. Walsh and Mr. Wickberg. Um just to make a comment here. Uh although these are appointments, if any board member um cannot fill the duty of these or would like to decline the position, um they are welcome to do so. Uh you could reach out to me and we could reassign um and go from there. Uh moving on to the appointment of board liaison. Uh the parent advisory committee uh will be Mrs. Harowitz. Um just to
003stop quick uh can I do the renaming of that now or is that later? >> You can. It is recognized in our bylaws. I share that information. I can reshare that information with you with recommendations I already marked up as a draft. Okay. So the board would have to adopt change the names in the bylaws and whatnot. So we can do that at the next board meeting. >> Okay. Great. All right. Um yes this will u prayer and advisory committee uh uh led by Mrs. Haritz that name that will be renamed and as Dr. Garvey reminded me uh we will go through the protocol uh to renaming that and we'll work on that during the next cow meeting. Um she will also lead the Colts neck PTO. She will be the liazison for the Colts
004neck PTO. Moving on to the Colts neck township committee uh that will be Mr. Kevin Walsh. Uh the Colts Township 250th celebration committee uh will remain Mrs. Camera. Uh, Coln Township seniors will be Mr. Walsh. Uh, Col Township newsletter will be Mrs. Camera. Uh, the Col Township, excuse me, Township Schools, Arts, Sports, and Extracurriculars will be Mr. Ragnetta and Mr. Wickberg. Uh, Naval Weapons Station Earl will be Mr. Scarpa. And I will continue on the state and county school board's uh, association representative. Okay. All right, moving on to um the communications. We had only one communication at this time. If everybody could take a note of that uh and that was uh responded to. Okay, moving into my uh report as president. I did not prepare one. I'm going to go over a couple of
005things that I wanted to um to bring out to the public. First, I want to thank the uh Tunnel to Towers Foundation. Um the Tunnel to Towers, as you know, um we incorporated a fantastic um program um that we did back in November. Um to basically bring awareness to 911 and um the heroism and uh all that happened that day to always remember all those people that lost their lives. And this organization has been uh such a special organization to me. Um and the fact that they generously uh donated these wonderful shirts. Um and an email was put out by I believe it was Dr. Wigby and uh asking if anybody would want a complimentary shirt from Tunnel to Towers to just put their size and they would receive one. So, my daughter came home
006with this yesterday and in the back of it has all the supporting um uh sponsors. Thank you, Mrs. Tamara. The sponsors on there. It's a lovely shirt and it's just such a fantastic way uh to remember and to show your support. Uh I also want to um put a shout out to Mr. Anthony Buffaloano a resident of Cooseneck who serves on this board for many years and I want to thank him for all the dedication and time uh he's generously given to this fantastic organization. Um so that's the first thing. Um secondly, tomorrow I'm very excited Mrs. Jones is here representative to Naval Weapons Station Earl. I'm very excited to announce that we're finally going on our tour. Um, I can't tell you how excited I am to have this opportunity and I'm sure um,
007Mr. Scarpa feels the same way. And, uh, just to remind everybody, I did invite Mrs. Ramirez since she was our liaison for quite some time. I thought it was appropriate to include her since we couldn't do it before the end of her tenure serving on the board. So, the three of us will partake with Dr. Garave. I'm so excited you're coming, too. Um, we will be there tomorrow at 3:30 and I'm thinking we'll probably be there till 5ish, maybe a little sooner. I'm not sure. Um, and we are very much looking forward to it and we just want to thank you so much for organizing um, our passes and everything. Thank you very much. >> All right. >> Yes, I Yeah, we'll definitely get some pictures. >> Yeah. Oh, you can't Oh, we can't take
008pictures. Oh, yeah. All right. Yeah. Okay, that's fine. I'll I'll share our experience. Uh Mr. Scarpa, I don't know if you wanted to comment. I'd like to share that moment with you. I don't know if you want to say anything, but >> Okay, that's fine. Yeah. Um so, uh basically, uh that's uh the end of that. And I just wanted to say, um yesterday they did a spirit game at the school. Um and I just heard it was uh fabulous. I don't know I wasn't there but I just wanted to thank everybody who participated and uh show support for uh our sports and our our district. So that was awesome. Um and that will conclude my president's report. Um we are going to move right into board liaison reports at this time. It is the
009beginning of the year right after the holidays. So I do not expect to have much in these reports but we will start with Mrs. uh Harowitz for the parent advisory committee. I'm sorry. Oh, and Sarah, just to let everybody know, she is attending virtually, so she will do do her report uh live stream. >> All right. Do you hear me? Okay. >> Yes. >> Okay, perfect. Um, good evening everyone. So, our next parent advisory committee will be held on Monday, uh, the 26th at 10:00 a.m. and 7 p.m. Of course, if something happens with the weather, we will keep you guys updated. Uh as mentioned um previously by uh Miss Bulpi going forward um our pack meetings will be held once a month at 7 p.m. as daytime meetings um during the work week have
010been a little difficult for me to attend and you know we we appreciate everybody's attendance um that is able to be there. I can jump right into PTO if that works. >> Uh yes actually can you give me a minute um for that first meeting? I know there's an impending storm with a considerable considerable amount of accumulation and I do know I mentioned I cannot make it and I would like to put an offer out to um if it does go on um without any weather complications put out to the full board if anybody would like to volunteer to attend um with Mrs. Harwitz. I I'd appreciate it if somebody could so um you know she can carry on as normal. Um we'll put it out there. I'll send an email out. You let me
011know. I know everybody's busy with their schedules. Mrs. uh Harwoods, I'll get back to you to see if anybody could fill in for me. I apologize. >> Yeah, no worries. Okay, >> sounds good. >> All right. >> Uh so, a couple PTO items. Uh a couple dates. So, tomorrow, January 22nd, is a kindergarten winter wonderland that's taking place at um at the primary school cafeteria from 6:45 to 7:45. Um, up next is the PreK Dino Party story time, which is held on uh January 29th from 5 to 6 PM in the primary school foyer. Um, the book swap for primary and elementary school is coming 25th during school hours. Um, families are encouraged to drop off gently used books between February 2nd and the 20th. And lastly, the spring gala is scheduled for March 19th
012at Southgate Manor. So if anyone has additional um has any questions or needs additional information, you can go right to the PTO website. That's it. >> Great. Thank you very much. Uh Mrs. Haritz, moving on to the Colts Township newsletter. Mrs. Camera. >> Okay. Okay. Um, the latest board of education newsletter was sent out on December 18th and it was distributed at the January 14th township committee meeting. Um, on Facebook on the Colts Neck Township Schools website, oh well, not website, sorry, on Facebook on the Colts Township Schools page, we have a link to to subscribe. Um, as well as on our website. If you go on our website and you go to the board of education tab, then you can go to newsletters and that way the entire community has the opportunity to subscribe.
013Um, and thank you Dr. Garbay for posting on Facebook. Um, and in our next edition, um, Rob Scales will be highlighted. So that will be our next board member. Okay. And that ends my report. >> Oh, okay. All right. Well, what was I going to say? When when do you get highlighted in the newsletter? Do you do to avoid highlighting yourself or should you leave it up to me to highlight or >> No, I was just >> I'm not the best writer, but >> I was just sort of going in the order of our elections. There was there was a method except for the addition when in November when we were told not to highlight anybody because >> Oh, that's right. Because of the election. Okay. All right. Excellent. Um, thank you for pointing that
014out. Um, okay. Moving on. We have the Colts Township Arts Sports Extracurricular. Mr. Mr. Retta, since you've been in that role, I I'd like you to take that, but Mr. Wickberg, certainly please feel free to join in if you have any comments or additions to his report. >> Right. Thank you. Uh, so, uh, flag football is, uh, reaching their capacity. Um, it's still, uh, registration fee is still $195 up until the 31st of this month if there's still availability. Then it goes to, uh, $225. It jumps to, um, till, uh, February 12th. And that's where it will end. And if you want to be on the wait list, you can sign up to be on the wait list, but if you get chosen, it's 275. So the earlier the better. Um the uh teams will
015be chosen by draft selection. So there they can't always request um fill those requests to play with people that you know uh because of that draft um to try and make things even uh as possible. Uh the opening day will be March 14th and the Super Bowl will be May 30th. There will be no games uh March 28th for during spring break and there will be no games the week of Memorial Day on May 23rd. Um to to qualify to play in the playoffs or the Super Bowl, um each team uh member has to play at least 50 over 50% of the games. Um games will be held 8 a.m. to 1 pm on Saturdays with usually the younger teams starting earlier. And to sign up, go to your team snap at go.teamnap.com/formms. teamnap.comforms510362. Uh
016next high school uh rec basketball is going to be starting with uh they're going to have eight teams uh 64 player registration limit. Uh the season will begin January 22nd. So it's coming right up uh through March 2nd. And it the registration fee is $160. And to sign up, go to your team snap at go.team.comforms5. team.comforms5110367. Um uh flag uh no actual football is uh trying to expand and uh they're the uh today's the last day to fill out the uh expansion request form for interest form. Uh it's so to gauge that expansion they're looking to expand for 8U 12U and 13U. Uh so go to your team snap at go.teamnap.comform510369 to fill out that interest form by the end of the day. Um there's a 2025 impact report um uh from the uh Coulson
017Sports Foundation. uh the registration fees, donations, and vol hours that they have accumulated uh to 140 14,000 uh back into the league. Uh local businesses contributed near 15 50,000. So 141, so 140,000 back into the league. Local businesses contributed nearly 15 50,000 uh and exportsfoundation.com. You can read all about it at uh at the coastportsfoundation.com. uh at their annual report. So uh you can just go to cosackforcefoundation.comanual impact reports to see where all the money is going for their transparency. And uh finally uh girls softball uh just announced uh they're doing uh from ages to 4 to 16. Opening day will be April 11th uh and it will end June 30th. Uh right now the early bird um registration fee just like that football is $195 and that goes to Mar uh February 7th and
018then it jumps to 225 uh from February 8th to the 28th and then to 275 um uh starting March 1st. So to sign up for that go to go.teamstnap.com512411. Thank you. I have I want to uh Rich wants to add more. Add more. Oh, sorry. >> Yeah, >> that's fine. >> Yeah, that's fine. Like I said, you know, you could work with Vinnie, get acclimated with your position there. >> Oh, make sure your mic is on. Um, always put your mic on when you're speaking >> so the public can hear you. Yep. >> So, say it again. I know there is uh uh talks about having a junior golf program in town. Uh be instructional. >> That's it's in the works. Nothing nothing set in stone yet. >> It's in the works. >> Great. That's
019good news. Good news. Um okay, just to take note, um the Col Township Committee, I've appointed Mr. Walsh. Uh but I think Phyllis had the report. Um so do you want to finish up your last thing and then Kevin if you wanted to add something? >> Okay. Um So Brian and I both attended the last meeting. Um it started with the Colts Neck Police Department. We have two new hirees. Um we have probationary police officer Connor McDit and SLEO which stands for special law enforcement officer class 2 Anthony Casino. So congratulations to both. Be safe. Um then Chief um Dvito gave an update including accreditation. He discussed working with the county um about concerns and questions with the influx of residents who will be moving into Levana Square. Part of the reason we hired some
020new officers. Um he talked about a few um important programs. They're to continue the coffee with the cop national night out car seat installation checkpoints. And what I'm most excited about is the e safety um bike programs are then going to be coming into our schools. And I know Mr. Walsh will be sharing more about that later. Um, and they talked about running a youth academy. So, apparently last year there were not enough families to register. So, hopefully this year um with the board promoting it as well, we can get families to promote it. Um, and last in that in in terms of his update, the detective bureau will be putting together a fraud prevention seminar for our seniors. Um, then Sue Fitzpatrick and Connie Deio gave a presentation of the Colts Neck Township 250th
021committee. um Deputy Mayor Busetta, he shared some items on the bill's list to see how our tax dollars are spent and he did share that um Councilman uh Tobaya refused to be a liazison to the board of ed and affordable housing. Um Mayor Viola shared that the township awarded a direct grant from the department of community affairs for $200,000 for recreation improvements and they that money will be used for five points for bathrooms. Um, CNBA has its first meeting of the month, 1:27, coming up soon for $50, 5:30 p.m. at HUD. The senior's club is up to 92 members, $10 to join, and you need to be 55 years or older and a resident. Um, this I thought was excellent and it might go a little bit with Rob's um, affordable housing, but Congressman Smith
022wrote a letter to Secretary of War Pete Hexath about concerns about the developers near the base and it is on the township's website. It's a two-page letter. I really encourage people to read it. Um, thank you to the congressman. Again, you can subscribe to township notifications through the website just like our newsletter. you just have to go onto the website and you will get texts and emails. Um, and I always encourage to listen to the live streams and get involved. Um, anything else? >> Yeah, I'll add I attended that meeting was actually very spirited. I'll say that the uh the new attendee or the new member of the committee is certainly a value add proposition to the program because it does create cross dialogue uh at that township meeting. So, in addition to watching uh
023live stream, head on down to the township meetings. uh it is does impact our students as well. So there's that cross-pollination between our two committees. Uh there was some interesting points. There was a question from the public that came out about the cost to educate. That was actually the words used by the public. What is a exact cost to educate? And I'll confirm that there is no exact cost to educate. You know, it's important to appreciate that we are acting with a standing budget. Uh but we have a set number of students currently right now. That always changes. Dr. Garay can always speak to that. Uh but there's a lot more than just education. There's facilities, there's maintenance, there's insurance, there's transportation. There's I mean there's a litany of different things that maybe not necessarily
024tied to the specific pieces of education. So I'll caution anyone to give an exact number as relates to the cost to educate because that's a misnomer. There's more context to it. So come on down, especially in our budget season. We'll be more than happy to carve through those opportunities and what constitutes those numbers, but I would be uh hesitant to slice a particular number just because we have a thousand students at X budget and divided. That's not a fair number. So, that was thrown around in the township meeting. I did highlight that, but I did not want to go into great depth. I prefer to do that over here in this forum. Um there's two points of committee. Oh, can we go on from that now? Is that >> um the township? >> Yeah. Uh
025you're continuing with the township committee report. comm continue with communications. >> Okay, hold on. Let me see where we're at here. Um uh we don't have uh >> Oh, the 250. >> Yeah, we have this uh the 250. You were done with that report. Are you still >> Okay. So, yes, she still has to finish up unless it pertains to the township committee. You could add on to >> uh That's okay. 250 first. >> Okay. So, um, some of this is redundant from other meetings. I'm going to really focus though on on our role as a school. Um, other than the first event, the first event is Sunday, February 22nd, Happy Birthday, George Washington dinner at the Colts Neck Inn. The time is from 5 to 8. It's a Colonial Sitown Dinner. You can see
026it on Facebook. It's being advertised on Facebook, Instagram. Um, Sue Fitzpatrick designed beautiful invitations and you can scan it. There's a Q code, a QR code, and um >> George coming. >> George will be there. George Washington reenactor will be there with Martha. Um there will be a Joshua Huie reenactor. >> Um a musical quartet, colonial menu selections, um nonallcoholic punch on tables, a cash bar, and um you will select your meal choice through the QR code. >> Um and people are encouraged to dress in that time period. >> The Clos is one of the oldest in the United States of America. >> Yes. >> Phil, when I saw that announcement, there was like two different prices on there. Um, can you clarify how much it is? Because I saw like two different prices. One
027price for admission, one price for a ticket. I don't know. I saw two different prices, >> right? >> On the announcement, if you can clarify which is correct, if there should be two or what the two is. >> I'm pretty It's 125. >> 125. Okay. >> Thank you. >> 125 per person. >> Thank you. >> Okay. That's what I believe and I I will >> confirm. >> I will definitely confirm. Um, okay. The next item is, this is important because it does involve the schools, is the barn tour. So, we have a new contact person, um, Colby Maris. He's, um, in charge of recreation and parks. Um, they are still looking to use our buses. We're going just through, um, I I reached out with Dr. Garbe and she's just working on all the legalities
028of it. The school board is allowed to permit the municipality um, to use buses. were not allowed to permit the C CNBA to use buses. So, I do believe at some point we will we might have to vote if a board majority wants to proceed supporting this to the municipality. Um, so right now we're sort of just waiting for more information. >> May I just ask the municipality and township is not in favor of providing a cost? >> No, they they will pay us and everything. It's originally it was it was supposed to be sponsored through the CNBA and then we found out that we're not allowed to rent the buses through the CNBA. So the municipality is going to now sort of take the position of the CNBA so that the barn tour can
029continue. >> So they're they're in full support. Um and then I'm going to jump ahead. >> Do we know because as we're gathering this information because I think I shared about with insurance and all the things that that's in the update. So, those are all considerations that at some point we can share with the full board or whatever the case may be. Um, but do we have a time frame because it is a a week day and we will have to have drivers here to do that. Pay an overtime for the drivers while they're here. Is it time >> to That's what they're thinking. 10 to 2. So, it' be right after drop off. >> Okay. Because 2:00 buses start to come back to Cedar Drive. So, we may they might be a little bit
030flexible with timing. >> I'm sure they'll be >> Yeah. So just just so I can narrow it down and uh provide our transportation department with some details for consideration as well. >> Yeah, hopefully I I mean I did email Colby and Dr. Garay was seen on the email. So hopefully we'll just keep getting more information. >> Okay. >> May I ask has our school district ever provided buses outside the lane of a student population? >> I I can say that in my tenure here, my 13 years here, no. >> Is it an insurance issue? Yes, I will say in terms of I will say that that that I shared that there are some concerns from our liability insurance broker. We shared regarding the additional liability risk in the event anyone's hurtah. So there's there's because
031regardless of whether there's a disclaimer or things like that, the school would be >> with respect to the board of education members here, I think that decision should be solely made by a superintendent. >> Okay. >> That's just my opinion. I my opinion >> I may agree with you on that. I do think it's putting our district in um in a difficult position. I mean we always say nothing's going to happen but if it does I certainly don't want to take that bill on. >> And it's no nothing against the CNDA. It's a great event. I'm just looking at uh to protect our district from any type of liability issue. >> Okay. So we'll we can I have no issues speaking about it at a cow meeting kind of talking through and the details the
032pros cons of it and so on. I have um but it's not till May May second. May >> Yeah. Yeah. So we have time for it and and but I I have we can have I can present everything that you know >> we know at this point in time and then like from that point of view we can plan for that discussion together. >> Right. Okay. >> Okay. And then come to a consensus for it. Okay. Sound good? >> Okay. Um so moving on um So, I'm not going to mention anything. Okay. This one also involves the school. So, usually we have our um September 11th, we have our own and we have our own celebration at Cedar. This year, the township um is going to do a much larger celebration. Right now, it's been
033planned in front of town hall um with a thief and drum participation, a gun salute. They're going to have probably the the JOTC there. They're going to have tunnel to tower speakers are looking into that. Um, so there were two possibilities. Maybe and and again this this this is not easy, but maybe it would be possible for our middle school students that day to go directly almost like as a class trip, go directly to town hall and we incorporate what we've done with what the township committee is doing because they're they're doing it at 8:30 in honor of of um you know the victims. So that's one idea. The other idea is asking them to possibly come to the school instead and work with us at Cedar. Um but again that also would be difficult
034because it's open to all residents. So it would be wonderful if we can you know if if the students could partake in in the event with the town. I don't know if it's a possibility just for again insurance liability but it is something that um if if we're able to do it I think it would it would really be meaningful. especially on the 25th anniversary of 911. So, that one involves our students, too. I'm just throwing it out there. It's something to consider because even though it sounds so far away, it's going to take a lot of planning. You know, we're going to need the police. There might be a section where the public is versus our students. So, you know, it does involve a lot of planning. Okay. And then we still have the
035contest. Um, I did hear from Dr. Donnu. He's the principal at the high school. So the high schools invi will is also going to take an active role creating the calendar for the committee. The calendar will be designed this year but sold in 2027. That at least is the plan right now. Um each grade will take a month including our preschool because there's covers. K to 12 will all be invited to preschool through through 12 will all be um invited to participate. And at the fireworks, they will select the winners. >> I think I asked you this, but I just want to make sure because I met with some teachers this week about it. >> They are just similar to like the poetry contest. They're going to be submitting directly to the township, right? It's
036an invitation we're sharing out on with regard to participation. >> Yes. >> But they are submitting it to the township or or are we collect like how is the what's the facility? might actually be the one collecting it and bringing it to the committee that probably one of our meetings because the plan is then to announce the school contest winners at the at the July 3rd fireworks. Okay. >> So the committee is going to have to see it ahead of time. Okay. >> So that they're ready to announce the winners. >> Okay. So we can come up with or they might the committee may already have like suggest is it being subject like um submitted digitally? Is it a is it >> there? really there there are no there are no um like criteria at
037this point. So it's it's really if okay it could be one student it could be a class >> okay >> it can you know it could be the whole I mean I think that would be very difficult a whole grade but but it can you know what I'm saying you know so it could be a competition within or but yes it could be submitted digitally or or on paper okay so okay so we could say it could be anywhere from like a submission on a piece of paper 8 and a half by 11 those >> hard copies would be submitted by this date like that gives a tangible date and what they're submitting to that and then that would probably be easy to incorporate into a calendar. I just think about it in terms of
038how other competitions or you know submissions have been pro you know given it can be either handdrawn or they'll do you do they want digital >> or accept anything it's going to be turned into a calendar so so they can turn something digital or something um in print into a calendar >> okay I can work maybe with you with like unless there's verbiage like out to the email that that we've seen that I can work on that we can out to staff inviting them to submit and then like a a date that you want >> and then right and then once we do that we should put it on our township on our um on the on the school web page and that way all families could get involved as well. >> Okay. >> Um
039okay. So those are the big ones. Let me just see if there's anything else right now that involves the school. Okay. Um calendar contest. Okay. The next meeting is February 12th and then I would like as as the board and I talked about this in our last newsletter. >> Sorry. >> Would it be helpful if What time is the meeting? >> Um I believe it's 5:30 but I'm not 100%. If I look at my calendar, I'd be happy to go with you. >> Okay. >> To attend since a couple of the things involve the schools. I'd be happy to >> if they if they would want me to be there. I'm sure they would be very happy and welcoming, especially to discuss more with the buses. >> Um, so I would like us as a
040board of education to also do our own individual project for students to participate in. And I thought something um that would be fun for kids because they they love their, you know, Tik Tok videos is um some kind of where they produce a video. It could be Tik Tok. It could just be any kind of video and then we can put it on our on our website as well as on Facebook our school pages and it's sort of it encourages you know it can be about the Revolutionary War could be American symbols and traditions local historical sites and figures um artwork themselves skits reenactments so I do think as a board we should have a project as well so we have the township the township created the calendar that was them we have our own
041project and then I'm sure within the schools um the principles will be forming America you know 250th committees as well so we can talk more about that at the cow exactly how we want to structure that but it would be wonderful if like every week we could have a new or two weeks have a new student video that we're posting just you know celebrating our country civics education patriotism so um that you know if we can put that on the next cow as well we'll talk a little bit more about that okay and um that is everything Great. Thank you so much for that update. Um, okay. We are going to move into the uh Col Township uh planning board. Um, Mr. Scales and Mr. Walsh, I just wanted to make a comment before you
042do your report. I had reached out to Mayor Viola in reference to keeping you guys as the liaison um to affordable housing and um I didn't get the answer that I was hoping for. Um, so I'm not sure u Mr. Scales if you can follow up and find out why uh we I'm not sure if they're they're doing away with that um uh committee or what's going on. So if you and Mr. Walsh maybe could follow up to see why. I mean I did put out the request saying that I want my specific request is to name both myself and scales to the planning board not the subcommittee. I think our township school district is a very important piece of our tax >> um tax levy here and we need to be really involved with
043the discussions and planning for affordable housing going forward and I think it's very um it would be very helpful if they had the input of our board two board members >> okay >> working together to achieve a great solution for all the residents in Col I agree I think it's an important role that you guys need to be on um just clarify um to me Mr. Scales uh the planning board is who appoints that. >> So the the way that the app there's basically like a treasure trove of applications. >> Okay. >> And people apply for those positions. Okay. >> And so now Mr. Tibia that he's sitting on the committee um he's got different roles now. Um, so what's happening now is to your point about whether or not we could be permanent. There's
044kind of two things. Number one, the subcommittee is there's no longer a COA subcommittee. And when you want to be placed on a board, you have to submit an application. So they technically wouldn't like rush the applications forward to put us on it. But what I was advised is that um, which is kind of going into my report if you want me just to start kind of that was how I was going to >> Oh, I'm sorry. I didn't mean to. Yeah, absolutely. Please share it with us. Yeah, >> but I the um because it's important because you you submitted a formal request and what's happening is just different restructuring, right? Government restructures all the time. So, uh Deputy Mayor Bazetta will now um be on the planning committee and the school leaison and a
045leaison now for affordable housing. So, essentially what's happening is there's leaison with affordable housing that we will now need to lay. So, we're going to be leaazons to the liaison of the leaison of the liaison for the township committee. Um, >> okay. >> Committeewoman bus is also going to be on affordable housing leaison and then uh our new mayor Viola, he's uh on the planning committee. So, it depends on what mayor Viola does if he creates another subcommittee. But as of right now, Kevin and I, we will just lay with the affordable housing team. >> Okay. So that's that that's how I understand it as of right now, but as you know things will things will change. So >> Okay. All right. Fair enough. >> Um so regarding now our committee um I got a
046lot of updates. So from an affordable housing perspective um legal fees for the month of December were 37,000 from the town. So the town continues to spend a tremendous amount of money litigating our obligations. Project two, as you know, for round three is Charleston Meadows. Um, that's on our fact sheet. So, Charleston Meadows has now broken ground. They've across from the the grand, they've leveled everything. They're starting to level everything out and they they put the markers in. Um, so what we're expecting from this project is it for the completion date is obviously up in the air, 2028. our yield exposure from our independent study, we're expecting 17 students in addition to the 87 students that we are um expecting from Lavana Square. So that's that update. Um round four, our obligation rights what it
047is and now we're still litigating. So what's happening now is there's a hearing in the superior court. Once there's a ruling, then we as a town, all those hearings are going to start again and we're going to restrategize and see if we need to appeal that. Nine times out of 10, you probably have to appeal that. So, to your point about the towns, the 27 towns that were struck down. >> Yeah, I have that article here. I don't know if you need that reference. >> Completely separate from it. >> That got struck down. It wasn't even wasn't even heard of. Now, once the Superior Court issues their ruling, these developers still whether or not they're going to obviously get what they want from us. So, what this is what I'm recommending um and I'll bring
048it up in the cow. So, I kind of mentioned it before, but I'm recommending that we declare what's called a critical school capacity condition. So what this will mean is that we will work as a local entity. We'll work with and it forces the state, it forces all the stakeholder from a county perspective, township governing bodies, state educational leadership as well as county and local teachers unions with the board of education. So I'm kind of sick and tired of everything. You can probably tell like this is this is a lot going on, right? and my obligation being the the chairperson of this is to make sure that we're set up for the future for future boards, right? That is my fiduciary responsibility and my constitutional oath that I took. So, we need to start doing
049things now in order to plan for the future. whether that's putting money aside or what this um capacity condition will do. Essentially, it now gives us the ability to look at what's called a long range facilities plan with the state department of education and it identifies critical overcrowding and it requests aid and project prioritization. So, we're not going to just sit here and let people from the state make decisions that are impacting our local community. So now if the town doesn't want to make us permanent, we're going to go this route. So now the state's involved and all the unions are involved as well. Um essentially what we need to do is we need to petition the commissioner of education for temporary facility relief or expedited capital project approvals. And if extre o extreme overcrowding
050threatens safety, then we can request temporary enrollment restrictions through the county superintendent. It's very rare but possible. And I've shared a couple stories before about Middletown and what I grew up in as I've made it before. Not going to happen in Colts stack. So now this is going to take it's going to take a few years obviously for everything to to come to fruition. But what we're not going to do is sit here as a board and just let things happen and let other people decide for us. So this puts essentially things into the forefront and what it does is it holds every entity accountable. Now, everyone needs to have a voice because we've raised the red flag, right? There's conditions that have been met. There's lawsuits. There's developers that have a target on Colts
051next back. And I'm just I'm not going to stand for it. Um, so what this essentially will do, right, declaring this, it's it's a powerful path to enable us to have a joint planning board meetings, right? Request what you had what you had asked for. Now, that gives us a little bit more. Maybe there just needs to be a separate subcommittee for just the board of education that sits on the planning committee. Um be involved in the affordable housing negotiation. So when we when we report to the county and we report to the state, there needs to be a subset for an actual board of education uh paragraph in there. We we did it before on the subcommittee. We put in what the impact would be. This just cements that that is going to be
052there as well. And essentially it's just it's a memorandum of understanding anou if you will. And that's between the BOE and the township governing body and it ensures developers fund educational infrastructure that's proportionate to our growth. So we're not just going to put houses and we're not just going to put units in here without considering the largest budget in the town which is the board of education. So, I will um spend this next couple of weeks here drafting all of this and then I'll present it to you as a board um for discussion during the cow and then we can take it from there. >> Rob, what was it called again? Critical school capacity. >> Yep. It is a it is a critical school capacity conditions >> declaration. >> You mean for the upcoming cow
053or down the road? >> Okay. >> Yep. Because it's this is going to take a little bit. It's going to it's going to require a few conversations because there's a lot of different entities and then as you can imagine there's there's unfortunately there's some political arms to this as well right if people do not want to participate in this then there's some other routes that we need to consider but I would expect this is going to take a few months but what it's doing is instead of us sitting here waiting for all this litigation and back and forth and superior court and all this and liaison positions this at least sets a clear path forward that the public can then sit with us and monitor our progress and that we'll just maintain the transparency that
054we've done for the last year. But now because people haven't listened and taken things a little bit more seriously now this forces everyone to >> we've tried we we really went out of our way to engage a township committee and all stakeholders in our community and we certainly welcome conversation with everybody that it's going to impact all of our residents here. So I commend you on that effort. Great job. No, you're very you're very welcome. And and honestly, what it does is it literally it's the court now. We're now instead of superior court of New Jersey, we're in the court of public opinion, right? So anyone who does not participate in this, it's now in public that you we're not participating with the board of education in order to set a clear path forward for
055our students. So I rest that and then I will um I'll report back to during the cow and and submit all the first drafts. >> Yeah, this is so proactive. I just have a question. Is this something that then other boards almost like the lawsuit is this something other boards can join in with us to make it more you know just for numbers and >> it's clear expectations. So like just as now I'll be clear it's not a resolution or anything as far as that concern but similar to how we draft a resolution where from a legal perspective there's no legal recourse if things don't part there. That's what this is. There's no legal recourse impacting this at all. What this does again is kind of I ended it. It's a memorandum of understanding, right?
056It's it's asking and pleading with all the stakeholders that are involved to please work with us. And then to your point, other boards that are impacted, all those 27 towns could do the same thing. And then it's more than becomes there's more noise, right? There's more the the court of public opinion does becomes larger now. And all the board of educations that are impacted, we have a voice because there's uh as you remember, Miss McMahon had mentioned it as well. in our meeting with her like these are unintended consequences of legislation that was pushed through and it's the only person that that has a burden is the taxpayer and the student and the teachers. That's the only one that suffers in all of this. So >> may add the towns that did uh file the
057lawsuit the 27 towns I commend them for fighting back correct um and fighting back for their taxpayers and imposed mandates in their towns. Obviously, the lawsuit didn't have standing in federal court, but I commend the mayor that initiated the lawsuit and all the towns that joined it here. >> But yeah, that's it um from that report. >> All right. Um great. Uh thank you both for that. Thank you, Mr. Scales, for uh your continued initiatives there. We appreciate all the time going into that. Uh okay, we are going to move into the seniors. I'm not sure if you have anything for that >> really. Next meeting is February 4th, 11:00 a.m. Couls neck in. It's our night of our meeting next uh board of ed meeting. Big storm's coming this Sunday. So, please watch out
058for your senior neighbors in their driveways. Give them some assistance getting in and out of the driveway, groceries. Look out for them. >> That's it. Thank you for um reminding everybody to be so considerate, Kevin. >> That's your police. >> And just for the record, I absolutely do shovel the driveway. Kevin does not partake in that. >> You You will You will see me out there doing it all by myself. >> I appreciate it. Um, all right. You you had to embarrass yourself. I did not. >> It's okay. I'll take [laughter] a visit. >> All right. Um, moving right into u Mr. Scarper's report with the Naval Weapons Station Earl. >> Yeah, just echo your your sentiment before. We're very excited for tomorrow uh for the long awaited on-site visit of the Naval Weapons Station.
059Again, it's a great pride uh it's a great point, a pride for this uh town to have uh the base with us. So, uh, it's our way of of sharing a little bit about their lives and we look forward to taking that back to the school. So, we're starting with the basis tour tomorrow and then more more to report out after that. So, very very excited about the base tour. >> Yeah. Excellent. Uh, okay. That brings me right into the uh state and county school boards. Um, I only I have two things. First off, I know we have to do our training soon um for the year. I do not want to have it at the next cow meeting because I see that that's going to be quite lengthy. an email out uh probably tomorrow
060for all you guys. We have to do it. It's it's mandatory training. So, I'll put out a couple of dates with the shortest meetings. Uh is there a requirement we have to meet a certain time? Okay. So, let me look ahead. We'll obviously do it at a RAM meeting and um I'll throw out some dates and see uh who can Oh, yeah. Yep. Okay. That's true, too. Yeah, that's important. So, I'll coordinate with him, see what dates he has, and then I'll forward everything to you. Uh lastly, really quick, I know we have that virtual meeting. Uh Mr. Scales, if you can correct me, I believe it's on February 3rd where you have to register. Um um yes, is that correct? February 3rd. Okay. Uh so that's the meeting with uh Senator Gopal. Um I
061believe a few of us are reg registered for that. Uh it's disappointing to see once again that we have to um basically have our questions submitted prior to the event. So once again that tells me everything I need to know about this guy that we sit on this board and we take everything we possibly get from the public in this town, good, bad, the ugly and I sit here and I commit us to answering questions on the spot, having open dialogue, respect everybody's um comments. and this guy here, you have to register and bring forth your questions uh ahead of time. So, u I guarantee you when I submit my questions, um I could almost guarantee that none of my questions will be addressed or I will be recognized during that meeting. Um but I
062just want to put that out there u uh and we'll report back uh after February to see how that goes. >> And it is on the 3rd, 6:45. >> It is. I'm sorry. Thank you very much for confirming that. And if anybody else uh wants to join in, uh please let us know. It's on your email and we could always uh send you another uh copy of that. >> And just so everyone knows too, it's Senator Gopal and Senator Ocan. >> Okay. I don't know too much about him, but I will certainly educate myself before I get on. Uh okay. Um we are going to ask Dr. Garvey to do her superintendence report at this time. >> Yes, thank you. Um I just wanted to speak to you. I know that it came up u
063was mentioned by a constituent very early on last year in 2025 about ebike safety. Correct in the district and I know that they spoke about the committee we were talking about that Chief Devito reference being in the schools and that's in relation to an assembly that's taking place Friday uh January 23rd in partnership with a company uh Easy Ride who gets their funding directly from the New Jersey Department of Transportation. Um, Easy Ride also has a partnership with the Colts neck police department who will be in attendance for the meeting as I mentioned. Um, and in by doing this and also facilitating some future uh another future presentation regarding bus uh bicycle safety whether it's ebike or regular traditional uh bicycles. um our our our school CDMS will receive a 2026 safe routes award which
064can actually be then turned into sustainable jersey certification points which will enable uh the school to apply for specific mini grants um through that program. So much uh appreciation and kudos to the physical education department, the staff members at Cedar Drive for uh following through with that initiative and we're looking forward to the information that they share. Um, I also wanted to call out and give a shout out to the uh our pep rally that took place. It's so much fun uh in the afternoon yesterday. Kudos to the administration and our um our uh student council uh facilitators, Mrs. Rose and Mrs. Kopaly. Uh the spirit games. They just find a way to energize and engage everyone and highlight the winter athletes as well as the uh students who are participating in the spring musical.
065Mark your calendars. It is Alice Wonderland Jr. and it is March 20th and the 21st. always a fantastic event and opportunity to see our students performing. So, um check out some basketball games, check out some things going on. And for the first time in Cedar in Cedar Drive history, uh we hosted a wrestling match um at Cedar Drive. Uh and uh we we were very excited for all the participation. We have a lot of uh room to grow and but the kids are having a great time. So, >> was it our students? >> Yes. >> Oh, it was our students. >> Yes. And the wrestling team. Absolutely. So we were excited um and we look forward to seeing that you know that program flourish which is fun. Um we also uh wanted to point out
066that uh as I Mrs. Camera I think it was Mrs. Cameron who mentioned that uh we are watching obviously our first big weather uh storm coming up a lot of things going on. So that brings me to I don't know if Mr. Scarpa you want to mention about the app uh if you want. Okay. So, yeah. So, making sure that we're paying attention. We are looking. We will certainly always try to make calls as close as possible with respect to notification and coordination. Just officially putting everyone be on alert. Make sure you're watching and paying attention on Sunday, you know, for things uh for Monday. >> Snow or, >> you know, there's always a part of you that enjoys that first snow day and then you're looking at the calendar to what has to happen,
067all the things. It's all about the safety of the of you know our staff and students getting to work. So we'll be watching and just stay tuned for more information. That's what we want to have. So a part of that new element of communication, Mr. Scar, do you want to touch your face on it? Yeah. >> Thank you for that, Dr. Garbe. Uh so uh uh first first of all, a special thanks to Mr. Kapaso who spent a lot of time putting together a muchneeded app. So it rolled out today. So let me give a little bit of an introduction about it. So today marks the district's official launch of the official Colts Township school app. Uh this is an easy way to have school information at your fingertips. So the app provides quick access
068to e backpack, genesis parent portal, schedules, calendars, volunteer information, and much more. Downloading the app is super easy. I think everyone knows how to download an app on their phone, but there are instructions out there on how to do it. It is in the app store. Just look for the Colts Township Schools logo and download the app. It is for free. Uh with this app, you'll be able to stay up todate with the happenings of the school and it's uh it's going to continue to grow. You know, this is part of the overall expanding communication strategy of our district and this board. Uh we're proud of it. Again, special thanks to Mr. Kapaso for his time and dedication towards this. Uh we continue to expand our website as well. On another note outside of the
069app, I had asked them to uh to uh dedicate an area for our bios. So, if you haven't already been on the website, all our pictures and bios are now up on the website. It tells you a little the public a little bit about who we are uh behind the scenes and it it's a it's a great portal. A lot of communication strategies uh to come. Uh we appreciate the partnership with Mr. Kapaso and do and Dr. Garave and look forward please please please use the app because it's a great the best way to receive your information and the website. So, thank you. >> Thank you. Absolutely. and through the app or if if and I said if there isn't a need to uh change the operating schedule for Monday we may try to utilize
070the first push notification that goes out through the app with the not so u we will still notify through our regular channels phone call text email if you get the trio I do so um but you may also receive the notification um through the push notification so um lot of great uh ways that we continue to try to communicate and outreach to our school community um Then uh I just like giving a heads up to the board that at our cow meeting probably and it can be for discussion. You'll be seeing a draft of the 2627 school year calendar uh districts are adopting them at this time. So that's something that we look to do. As usual, we do try to coordinate with regional high school as much as possible knowing that we are ascend
071uh sending district uh you know to that high school with for the majority of our students. Uh I want to give much thanks and appreciation. On Monday we had our professional day. is the it was the third of three full day professional days. Much thanks and appreciation to Dr. Reynolds, our coaches, Miss Buckley for the coordination of all of the trainers, presenters and sessions that occur in all three buildings all throughout the day. So, it is a a massive undertaking for the coordination of professional development. Uh we did student data uh data discussions, bless you. Uh new programs, best practices, you know, touching trainings, safety uh security training, all the things that go on throughout the year. So, uh much kudos and thanks to them and it was a a day well spent. I even
072uh facilitated a session with our related arts teacher. So, uh we're all involved in it and it's a it's a good day for professional learning. Um the just letting you know that Mr. Morasco are current and I are currently working with all of our uh administrators, department chairs uh related to the development of the 2627 budget. input has started into the new budget program software that we're navigating and supporting everyone through. Um so that has started and I know that Mr. Mask and I will be communicating with um Mr. Rico and Mrs. Scarpa and the members of the uh finance committee related to uh setting up you know whatever meetings necessary. Also reminding that on February 4th before our board meeting we are going to have a BNG meeting. I anticipated we are talking about
073that and going back to what Mr. Scales was talking about um and it's actually to review our current long range facilities plan which we have in place and looking what's on the table for some potential projects that we want to identify early on in the um budget potentially. Um so that's going to happen and then um proud to uh share that more information will be coming out to our community but we have secured uh two parent academy session. One is going to be March 4th and it's in partnership with the uh New Jersey coalition against human trafficking. They will be doing a presentation at Cedar Drive. It is a very important presentation about what human trafficking is and what we can do with as families and parents to protect our children and families from it.
074Um it is being co-sponsored uh by the Colts Neck PTO and the Coltsneck PBA uh who are off who are co-sponsoring the event. Um it it's going to be very informative. We have secured one of the speakers I was made aware is Gina Cavello who is a human trafficking survivor from New Jersey who is actually very active at the federal level for advocating uh for uh laws against human trafficking. So that I will encourage everyone. And the other one is May 7th and that is with the Society for the Prevention of Teen Suicide. Um, and that will be more information and registration going. Both will be at Cedar Drive at 7 o'clock on those dates. Um, and that concludes my superintendent report. Excellent. A lot of stuff going on. Um, okay. We're going to move
075right on. We have two superintendent one superintendent report. Uh, one HIPPA incident. Uh, that's what this is. We'll be looking at that and handing that in at the end of the meeting. Make sure you do not leave with those folders. Um, okay. At this time, we're going to move right into the comments from the public. Uh, anybody here would like to get up, share, uh, some comments, some questions, uh, just come up to the podium, state your name and address for the record. When you come up, sir, you just have to press the button there and hold it down for a few seconds till you see the green lighting. >> All right. >> Hello. My name is Bon Mack. come from Mbridge. I'm a retired uh Big 10 engineer who did uh robotic aerospace engineering
076assembly lines for a living for many years. My first real job was for Boeing out in Seattle. Um, I want to commend you for uh I've watched your December 17th board meeting online a couple of times and taken some notes and I want to commend you for your courage for standing strong and uh and it uh was very good. I've been to five uh Turning Point USA seminars around the country. Four of them Charlie Kirk was alive and one of them he he has passed away and his widow took over. So I want to thank you for what you did and your Angela or an >> uh Angelique BYI >> and you could call me an fine >> okay it's a good French name analikite so >> yes and I don't have one bit of
077French in me >> okay [laughter] uh you did a very good job of um adroitly handling outside questions that were obviously headed towards a gotcha moment so I wanted to commend you on that so very good job I think it's a harbinger your Boltzeneck Parallel Board Bill of Rights is a harbinger for what can happen in this state other schools. Thank you. >> Thank you. I I just want to um address you if I may. Um I appreciate you coming from another town um to recognize us. Uh I want to reiterate again that uh that event was exceptional uh opportunity for our kids. Um and I wouldn't have had it any other way. I'm glad Mrs. McMahon visited our district. Um although we had some parents that were upset about it, uh the majority, overwhelming
078majority of this town were absolutely thrilled to have her here. And uh once again, it was focused around uh bringing attention and concerns of this district directly to the uh secretary of education and to highlight our wonderful students uh and um you know, our schools overall. And uh if anybody wants to come in here and try to get me at a gotcha moment, they will completely fail because nobody gets me on anything. So um I do want to appreciate you for coming out and uh sharing your sentiments with us tonight. So thank you. >> Thank you. >> All right. Anybody else like to get up have a comment? >> Um okay. Uh we are going to uh close public comment. Um and just for uh you sir coming from Oldbridge uh we do have two
079public comments. I know you don't need to but last meeting people said oh we didn't know there was a second public comment. We came from another town and we left and all. So if you're willing to stay and you had to say something else, there is a second public comment. I just wanted to give a transparency to that. Uh all right. At this time we're going to close um public comment. We're going to go right into our action items at this time. Uh if I could uh request Motion to move action items uh let's see one through three. Uh action items one two three. Could I get a motion? >> Motion. >> All right. Uh a second. Okay. Uh at this point I want to just stop at excuse me at number three. Uh I
080want to recognize again I did this at the last board meeting. January is schoolboard recognition month. Um, I would like to read uh would you say this is a proclamation resolution? I'm sorry I had the wrong uh verbiage. Um, I'd like to read this. I want to recognize all of you once again for your dedication, your volunteer work, the time, and the fact that you uh you dedicate yourselves to this community um absolutely free every single day. So, uh, if you could bear with me, I'm going to just, uh, read this. Be it resolved that the Colts Township Board of Education approved the following resolution. Whereas the New Jersey School Boards Association has declared January 2026 to be school board recognition month, a time when we all when all residents can acknowledge the contributions made
081by our local school board members. And whereas the Coleneck Township Board of Education is one of 581 local school boards in New Jersey which sets policies and oversees operations for public school districts. And whereas the Colts Township Board of Education embraces the goal of highquality education for all New Jersey public school students. And whereas New Jersey local school boards help determine the educational goals for approximately 1.4 4 million children in pre kindergarten through 12th grade. And whereas New Jersey's 5,000 local school board members who receive no remuneration for their services act as advocates for public school students as they work with administrators, teachers, and parents for the betterment of public education. And whereas school boards strive to provide the resources necessary to meet the needs of all students, including those with special needs. And whereas
082boards of education provide accountability to the public, they communicate the needs of the school district to the public, and they convey to school administrators the public's expectations for the schools. And whereas New Jersey can take pride in its schools, which rank among the nation's best and key achievement indicators, such as the National Assessment of Educational Progress scores, and the preparation for college through advanced placement offerings at SAT assessments. Now therefore be it resolved that the Colts neck Township Board of Education does hereby recognize the services of local schoolboard members throughout New Jersey and we join communities statewide in observing January 2026 as schoolboard recognition month. And be it further resolved that the Coleneck Township Board of Education urges all New Jersey citizens to work with their local boards of education and public school staff towards
083the advancement of our children's education. Right. At this time, I'll take a roll call for items one through three. >> Mrs. Cameron. >> Yes. And uh thank you for the resolution. Mrs. Horowitz. >> Yes. >> Mr. Rico, >> yes. >> Mr. Retta, >> yes. >> Mr. Scales, >> yes. >> Mr. Scarpa, >> yes. And thank you for the resolution and recognition. >> Mrs. Vulpi? >> Yes. >> Mr. Walsh? >> Yes. >> Mr. Wickber? >> Yes. >> Thank you. The motion carried unanimously. >> Uh, great. Thank you, Mr. Morasco. Nothing under buildings and grounds. Moving uh I'm sorry, nothing under um curriculum. Oh, no. Yes. I'm sorry. Um, okay. I need a motion to move items number one through two under curriculum one through two. >> Second. >> Anybody have questions on those particular items? >>
084All right. Roll call when you're ready. >> On curriculum and instruction items one through two. Mrs. Cameron. >> Yes. >> Mrs. Harowitz. >> Yes. >> Mr. Ro. >> Yes. Mr. Regetta, >> yes. >> Mr. Scales, >> yes. >> Mr. Scarpa, >> yes. >> Mrs. Vulpi, >> yes. >> Mr. Walsh, >> yes. >> Mr. Wickber, >> yes. >> Motion carried unanimously. >> Um, okay, great. Uh, nothing under negotiations. Nothing under transportation. Um, one personnel. Uh, hold on. I'm sorry. Personnel items. One finance. >> Finance. >> Oh, wait a minute. >> Oh, did I miss that? >> Oh, I'm so sorry. I'm sorry. Um, I need a motion to move finance items one to three. I don't know how I missed that >> motion. >> Mr. >> Okay. Uh, anybody have any questions under those three uh
085items? No questions. Uh, okay. Roll call, please. >> Mrs. Cameron, >> yes. >> Mrs. Harowitz, >> yes. >> Mr. Rico. >> Yes. >> Mr. Reign. >> Yes. >> Mr. Scales. >> Uh, yes. One and two. Recuse number three. >> Thank you, Mr. Scarpa. >> Yes. >> Mrs. Vulpi. >> Yes. >> Mr. Walsh. >> Yes. >> Mr. Wickber. >> Yes. >> Thank you. The motion passed. >> God, my eyes are playing tricks on me tonight. I'm getting dizzy. Um, okay. Nothing under negotiations or transportation. Moving right into personnel. I need a motion to move items. Uh this is quite a few. Bear with me, please. Uh one through 14, I believe. Uh yes, 1 through 14. I'm going to uh get a motion and a second, and then I'm going to um uh direct it to
086Dr. Garvey to say a few words. So motion. >> Motion. >> Second. >> Yes, Dr. Gabby, if you want to uh comment. >> Yes, thank you. You will notice under personnel number one that we have two retirements of two outstanding staff members, dedicated staff members. And I want to first point out that the first one is the board expresses its appreciation and gratitude to Teresa Terry Hire who is the school nurse at Cedar Drive Middle School for 14 years of faithful service to the children and district and further wishes her good health and much happiness during her retirement. And the second is um Miss Mar um Marjorie Magcguire for her 25 years of faithful service to the children and the district and further wishes her good faith and much happiness during her retirement. It's always
087when I have the opportunity to speak, meet with um it's one of the the greatest privileges I have is to not only invite people into work with us as a school community as part of our staff, but also to express my sincerest appreciation for the time, effort, commitment, and endless hours of planning and communications, everything that it goes into teaching and being a staff member here. Um and these are two people I had the pleasure of having those conversations with. They will be greatly greatly missed and we wish them all the on behalf of the district wishing them all the best of of health, happiness and relaxation in their retirement. >> I'm sure >> you're here. >> Great. Uh thanks uh for those kind words. Dr. Garbe moving on for the roll call for items
0881 through 14. >> Personnel Mrs. Cameron. >> Yes. Congratulations to the retirees and um I do want to bring just for the community that we now have a STEM video club. Um that is another program after school program. So once again please get your children involved between the programs we offer the sports in the middle school the Colts Neck Sports Foundation the Girl Scouts. There's just so many wonderful ways to get your children involved and that's a yes. >> Great. >> Mrs. Harowitz. >> Yes. to those retiring. Such an accomplishment. Thank you, >> Mr. >> Yes. >> Mr. Recuse 4 to six. Yes. To all the rest and congratulations to the retirees. Thank you for your service. >> Thank you, Mr. Scales. >> Yes. Same echo comments everyone. Congratulations on retirement. Yes. To all >>
089Mr. Scarpa. >> Yes. And the same congratulations to the retirees. >> Mrs. Vulpi. >> Yes. >> Mr. Walsh. >> Yes. And I worked had the pleasure of working with those two teachers for one one of the teachers Marjorie for most of my police career really nice person great teacher and one hell of a nurse at Cedar Drive. So I congratulations and I have a happy retirement. Yes. >> Thank you Mr. Wickber. >> Yes. >> Thank you. The motion passed. >> Okay. Excellent. Um okay we are going to uh open up. We have a few things before new business. We're going to open up one last time for the public. Uh, welcome to come up. State your name and address for the record. >> Would you like to come up and say something? >> Oh, that's
090very nice. Yep. >> Yes. >> All right. That's that's awesome. Um, but you're welcome to come in and chime in if you want to. No, that's it. All right. We just want to thank you. We we know you're here late hours every week and we want to thank you for all the work that you do. So, thank you so much. It's uh just an opportunity to give you a shout out tonight. >> All right. Um Okay. If nobody's going to uh comment, we're going to close that. Um I know we have a few things covering for new business. So, whoever wants to start um who would like to start with their new business? >> Um Oh, okay. I'm sorry. >> I'm sorry, Mr. Wickber. You both said at the same time. Go ahead. >> All
091right. I uh my apologies. I should have said this uh last week. Um I forgot to bring the paper with me. >> Um I'll be a couple minutes. >> That's fine. >> I uh I timed this at home. It only took me like 10 minutes to get through it. >> I'm just I'm just joking. If you know me, this will take like 30 seconds. [laughter] Um, I just wanted to say thank you to all the voters who have given me this tremendous opportunity to serve our town and to my running mates Angelique and Phyllis for your support as well as your dedication to providing a safe and top-notch learning environment for all children in our district. You are warriors in the fight for common sense education that our children deserve and that this state desperately
092needs. Also, thank you to all the board members and the administration, Dr. Garbe, and Mr. Morasco for your warm welcome. I am honored to be here with you all. Um I would also like to thank my wife for her support because without her I would not be here. And lastly, it is no secret that our town has become a target over the last few months. And I suspect that implementing a parental bill of rights, establishing a common sense education, and having a fully competent, responsible, and disciplined board and administration are to blame. My message to those who think they can come here and try to persuade us into changing our course of direction, you're wasting your time. We are all prepared to go to war for our kids and this town. So, thank you everyone.
093[applause] >> Um, Mr. Wickberg, I just want to um give you a response. First of all, thank you for volunteering to run for the board. I know you you did put in some time prior uh to your election. Um, but we all want to thank you for joining us. You're going to be a great asset to us. You're so kind and um, you know, you have a great family and we're going to enjoy working with you. You got a lot of um, you got a lot to bring to the table. So, we're very proud to have uh, to be serving with you. So, thank you. >> All right, Mr. Walsh. >> Um, recognizing a new law that the governor and old governor Murphy signed on his way out. It affects ebikes and a lot of
094our kids riding around in electric bikes. The requirement is to have a registration insurance for 15 to 16 year olds for electric bike. Um, anything of anybody below the age of 15, they're not allowed to ride on the public roads. 15 and 16 year olds are required to have license, registration, insurance. There's going to be a six-month compliance period before any fines are issued. And a license and registration fees are going to be waved for one year. So, a lot of our children ride around these electric bikes. Um, whether you're for or against it, um, we want to see our kids safe. As a retired police officer, I support this. They're riding down on the highways, back roads, and they go pretty fast. So, u, I'm I'm actually in support of this law. And I
095believe Dr. Garay, they're gonna have an assembly >> at the school. Maybe you want to expand on that a little bit. >> Yeah, she she touched on it earlier. >> So, just be aware of that. Kids out there, parents, new law is in effect right now. >> As far as the >> the stop arm cameras, we have eight summones issued as of this date. >> That's it. >> Can I um >> can I ask a question on the license? I'm not sure if you know it's >> just a obviously it's not a driver's license, but it's a license that DMV is going to >> DMV is going to issue a registration. >> So you would go down with your child and apply there >> and then they would have to carry a card on them
096and if they get pulled over they'd have to show that they're licensed. >> Correct. Law enforcement, our police department will enforce this. >> Okay. >> Um however the insurance issue is it's going to affect our insurance policies to roll our kids. So, it's going to cost a pretty penny on our our policies. >> Okay. So, we would have to focus on our car insurance. >> Good and bad. >> Yeah. Yeah. >> I just wanted to report out for our kids >> driving >> ride these bikes in the summertime. So, new laws on on the books. >> And is it um you said they're giving leniency for the first >> It's a sixmon compliance before any fines are issued. It's going to be six month, right? Grace period and the fees are going to be way
097um the license registration fees for one year the first year >> and I just want to share that the information that Mr. wall shared is on Facebook under the um Colts Neck Township Police Department page so you can read it for yourself. >> I just two questions. Does that in cover the scooters as well as bikes? >> Yeah, that mean they go really down into the weeds of where to come what it's going to what kind of ebike it's going to affect. Low speed electric bikes up to 20 miles an hour, motor motorized bikes, throttle controlled up to 28 miles an hour. >> Okay. And then if someone gets pulled over, it's a minor getting pulled over. How does that work between the cops and the minor? >> Say I've always as an officer and
098I'm sure our police department will do is reach out to the parents. Hey, always want to advise the parents that >> you're not going to be issuing a summit on the spot. I would want to education initially. >> Okay. >> Enforcement down the road. >> Interesting. Thank you. >> All right. Thank you for um uh bringing all that information. It's good to know. Uh anybody down on the opposite end have any new business or want to add anything? >> Nothing. >> I actually have new business. >> Okay. Y >> um so I received an email from President Kevin O'Brien about an idea of having news 12 do a story on um our stop arm cameras. And he actually suggested that um you being interviewed would be ideal with your background and bringing it to our
099committee. Um he also emailed Chief Devito and you know he has he thinks us in front of the school with you know with uh the police car um would just be a wonderful idea and I I actually agree. Um not actually I do agree and you know really to just spread the message of child safety across the state. I mean the fact that you just said we had eight summons now >> eight summones issued correct. Um, >> so I just wanted to share this idea and um, you know, I I love that he emailed me about it and appreciate that and wanted to share it with you. >> The school bus driver should be the star because they're driving our kids every day. >> They really should be a spokesman for our school community. >>
100Right. Well, right. And that's figure it out, but absolutely. But, um, but it' be wonderful to invite them and and if they choose to write the story, great. you know, again, we're just spreading the idea of how to improve child safety, and you know, that that was the whole point. So, I I just want to add to that, Mrs. Cameron, uh, yes, Mr. O'Brien reached out to me quite a while ago, about two well, not quite a while, about two weeks ago, and he had asked me um about having a board member come and doing it at a town hall. I already covered with Dr. Garvey that we do not take the buses off property. It would have to be done at the busy yard. So, we we already touched base and I I uh
101responded to Mr. O'Brien. I know he requested um you know, Mr. Walsh doing it. Um the fact that Mr. Walsh, it's a it's difficult with his job to get there. Uh I said that we would pick something else. So, I haven't heard back. I'm not sure where we're at, but I just want to let you know he did reach out and I did uh do some research about if the buses were allowed to go to town hall and such. So, we are uh still in um conversation with that. >> Right. And I do want to remind the public um there was I believe it was on the radio. I think you spoke actually, but there was a bus driver from Colts Neck that called in and really was and I thought they brought up such
102an excellent point. It wasn't, you know, it's about the young children, of course, but really it's the middle schoolers, right, who are on their phone looking down that are not paying any attention to, you know, to the cars that are around and just assume that they see the bus and that it's safe. And I just thought that perspective, you know, with the young kids, you usually have a parent there as a second set of eyes, but I thought that was just such a strong perspective and um yeah, I hope we can make this happen. So, and I thank that bus driver for calling in as well. >> Yeah, his name was John. John, that was his name. Just saying. Yes, I actually heard him uh speak on 101.5. So, yeah, that was nice of him
103to call in as well. >> Um, anybody else before we uh Okay, I think we're done. Um, we're going to take a motion to adjourn at this time. Motion. >> Motion. [laughter] >> Okay. Um, okay. All uh all in favor of adjourning? >> Okay. All right. A great guys. Thank you very much. Thank you. Bye. Good night, Sarah. Mrs. Arwin, >> good night. Bye, guys. >> Bye now. Yeah. >> Okay. >> Mrs. Jones, we'll see you at 3:30 tomorrow. >> Uh, passport. >> Yeah. Okay.
